Salman Under Radar

Salman Khan has been under constant security due to threats linked to the 1998 blackbuck poaching case. Recently, an alleged member of Lawrence Bishnoi’s gang issued a threat against him while claiming responsibility for politician Baba Siddique’s death. The Mumbai Police responded by increasing Salman’s security, ensuring his safety during public appearances.

Salman wasn’t the only star exercising his democratic rights. Several Bollywood celebrities, including Kareena Kapoor Khan, Saif Ali Khan, Ranbir Kapoor, Akshay Kumar, Kartik Aaryan, and Kiara Advani, were spotted at polling stations throughout the day.

Salman’s Upcoming Film: Sikandar

On the work front, Salman Khan is gearing up for his next film, Sikandar, alongside Rashmika Mandanna. Directed by A.R. Murugadoss and produced by Sajid Nadiadwala, the film is slated for release on Eid 2025. The combination of Murugadoss’s distinctive directorial style and Nadiadwala’s production expertise has already created substantial buzz around the project.

</excerpt>

Prime Minister Narendra Modi on Wednesday called upon voters in Jammu and Kashmir to exercise their right to vote as the second phase of the Union Territory’s assembly elections commenced.
“I appeal to all voters to cast their votes and play an important role in strengthening democracy,” Modi said, extending special greetings to first-time voters participating in the democratic process.
The second phase of polling will determine the fate of 239 candidates vying for 26 assembly seats, including former chief minister Omar Abdullah. Over 2.5 million eligible voters across six districts—three in the Kashmir Valley and three in the Jammu division—are expected to participate.
Union Home Minister Amit Shah also made a public appeal to the people of Jammu and Kashmir to vote in large numbers, advocating for a future free from terrorism and focused on development.
“I appeal to all voters in the second phase to vote in maximum numbers for the creation of a terror-free and developed Jammu and Kashmir,” Shah wrote on ‘X’ (formerly Twitter). He emphasized the need for a government committed to the future of the region’s youth, ensuring the rights of the underprivileged and women, and driving overall development.“Vote today to strengthen democracy and free Jammu and Kashmir from terrorism, nepotism, and corruption,” Shah added.Voting for the second phase of the assembly elections began at 7 am across the 26 constituencies amid tight security measures. This is the first assembly election in Jammu and Kashmir since the abrogation of Article 370 in 2019.

Voting began at 7 AM and will continue until 6 PM across Jammu and Kashmir. Earlier, polling was briefly halted at Bagwan Mohalla in Kishtwar due to a protest over voter identification issues. The situation was resolved, and voting resumed shortly after. “There was some confusion among the people, but the situation is now normal,” stated Kishtwar DM Rajesh Kumar Shavan.

Kashmiri migrant voters also participated in the elections under high security at the ITI College Campus in Jammu.

In the political arena, BJP’s J-K incharge and Party National General Secretary Tarun Chugh praised Prime Minister Narendra Modi for the public’s high turnout and enthusiasm, attributing it to Modi’s visits to the Union Territory. </excerpt>

Mahlao Ram Thakur, a 24-year-old teacher at a private school in Himachal Pradesh’s Chamba district, expressed immense joy after casting his first vote on Saturday. Despite being eligible to vote in previous elections, Mahlao Ram Thakur had not been able to do so due to various reasons.

Accompanied by his younger brother Ravi Kumar Thakur, 18, and their parents, Mahlao Ram Thakur traveled to the remote Aelhmi polling booth in the Mandi parliamentary constituency, trekking almost 7 km through mountainous terrain from their village, Gird.

Speaking to The Indian Express over the phone from Aelhmi, Mahlao Ram Thakur said, “I received my voter card when I turned 18 in 2018. Since then, I couldn’t cast my vote due to personal reasons such as education and agricultural work. A few times, I was not in my village during elections. Political Science is my favorite subject, and I have a Master’s degree in Political Science from Himachal Pradesh University (HPU), Shimla. I believe it is fate that I am home this time when the election is taking place.”

“I consider my younger brother very fortunate to have cast his vote soon after getting his voter ID card. My parents, Udmi Ram and Savitri Devi, are regular voters. There is hardly any instance when they have missed an election. Today, I feel proud to have cast my vote alongside them,” added Mahlao, who teaches Political Science and History.

Booth Level Officer (BLO) Rakesh Kumar at the Aelhmi polling booth mentioned, “There are 185 voters at Aelhmi booth. There was a 46 percent turnout until 1:30 p.m. This polling booth is among the remotest. Yesterday, our six-member polling party reached here after trekking almost 15 km.”

An election officer stated, “There are many electors like Mahlao Ram Thakur who didn’t vote earlier. Now awareness is being spread; hence people will come forward to use their voting rights.”

In Himachal Pradesh, there are 1,71,675 first-time voters out of a total of 57,11,969 voters. One of the first-time voters, Mamta, 18, cast her vote at the Tattapani polling booth in Shimla, describing it as a dream come true. Another first-time voter, Mohini, also cast her vote at the Tattapani polling booth.

</excerpt>

Actor Akshay Kumar was one of the early voters in Mumbai on Monday during the fifth phase of the 2024 Lok Sabha elections. In a video shared by ANI, the actor was seen casting his vote at a designated polling booth, proudly displaying his ink-stained finger afterwards. Akshay, who became an Indian citizen last year, spoke to reporters and encouraged people to exercise their right to vote.

‘India Should Vote for What It Deems Right’

Speaking in Hindi, Akshay said, “I want my India to be developed and strong. I voted, keeping that in mind. India should vote for what it deems right… I think voter turnout will be good (in Mumbai)…” Reflecting on casting his vote for the first time as an Indian citizen, he added, “This is great! I am feeling very good!”

Akshay Acquired Indian Citizenship Last Year

In August 2023, Akshay had shared a picture of his government documents, confirming that he had obtained Indian citizenship. “Dil aur citizenship, dono Hindustani (Heart and citizenship, both Indian). Happy Independence Day! Jai Hind,” he tweeted.

Commenting on his citizenship, Akshay told ANI in 2023, “For 9 to 10 years I didn’t go there. It’s a very nice place and one of my best friends is there. I decided that I should take my citizenship. It was just a coincidence that I had received a letter on 15th August that I had got citizenship. But it is not just a passport, it is your mind, it is your heart, it’s your soul that has to be Indian. What is the point if I do have an Indian passport but my soul, mind, and heart are not Indian?”

Akshay Kumar on Canadian Citizenship

Akshay Kumar applied for Canadian citizenship in the 1990s after experiencing a series of box office failures. In 2019, he renounced his Canadian citizenship, but the process took a long time due to the Covid-19 pandemic.

He explained to ANI, “I became a Canadian because my films were not doing well at one time and I gave 13 to 14 flop films. My friend in Canada suggested I move there and we could work on something together. My friend had offered me that we would do cargo business together. I said okay, my films are also not going well, and a person has to work, no matter where he is.”

Akshay added, “When I started living in Toronto, I got a Canadian passport. During that period, two of my films were released and became big hits. I told my friend that I was going back. Then I got more films and reached where I am today. But I never thought people would make an issue out of it, it was just a travel document. I pay my taxes, and I am the highest taxpayer.”

Akshay Kumar’s participation in the elections and his encouraging message highlight the importance of civic duty and national pride as India moves through a crucial phase of its democratic process.

</excerpt>

Delhi, where Chief Minister Arvind Kejriwal and his former ministers are currently in jail, is scheduled to vote in the sixth phase of Lok Sabha Elections on May 25, 2024. However, if they remain incarcerated on that day, they cannot exercise their voting rights. This is due to the absence of a provision for voting by prisoners in India, regardless of their conviction status.

“It will also depend on what the Supreme Court says on April 29. The top court will hear on April 29 the petitions filed by former Jharkhand Chief Minister Hemant Soren and Delhi Chief Minister Arvind Kejriwal against their arrests by the Enforcement Directorate (ED). These petitions are listed before the bench of Justices Sanjiv Khanna and Dipankar Datta,” reported by Hindustan Times.

In 2019 Lok Sabha Elections, Kejriwal cast his vote at a polling booth in civil lines area of Delhi.

The Voting Rights

Article 326 of the Constitution of India provides that voting right in elections to the Parliament or the assembly is based on adult suffrage.

“That is to say, every person who is a citizen of India and who is not less that eighteen years of age on such date as may be fixed in the behalf by or under any law made by the appropriate Legislature and is not otherwise disqualified under the Constitution or any law made by the appropriate Legislature on the ground of non-residence, unsoundness of mind, crime or corrupt or illegal practice, shall be entitled to be registered as a voter at any such election,” reads Article 326.

The Representation of the People Act, 1951 mentions who cannot vote. According to Section 62(5) of this law, no person is eligible to vote if he/she is confined in a prison or is in the lawful custody of the police.

“No person shall vote at any election if he is confined in a prison, whether under a sentence of imprisonment or transportation or otherwise, or is in the lawful custody of the police,” reads the section.

There are over five lakh undertrials, including Arvind Kejriwal, who cannot exercise their franchise. The law, however, doesn’t prohibit prisoners in preventive detention from voting.

Supreme Court intervention

The constitutionality of Section 62(5) of Representation of the People Act, 1951 has been challenged in the courts. In 2019, for example, the Delhi High Court reaffirmed that prisoners do not have a right to vote in the Praveen Kumar Chaudhary vs Election Commission of India case.

On May 4, 2024, the Supreme Court refused to entertain a PIL challenging Section 62(5) of the Representation of the People Act, 1951 and seeking for right to vote for prisoners. The court said that the Supreme Court had already upheld Section 62(5) twice.

“The constitutional validity of the provision under Section 62(5) of the Representation of People Act, 1951 has been upheld by a two judge bench of this Court and later by a three judge bench of this Court. In view of these decisions we are not inclined to entertain the petition”, said the bench led by Chief Justice of India DY Chandrachud.

Undertrials can contest elections.

While those behind the bars cannot vote, they can, however, contest elections as per the law. There is no provision in the law that bars undertrials from contesting elections unless convicted. Even for convicted politicians, the disqualification is not more than 6 years post the expiry of the jail term.

As per the existing laws, if a person is convicted and sentenced to a jail term not less than two years, he/she stands disqualified automatically from contesting elections for six years from the date of release.

This rule is mentioned in Section 8 of the Representation of the People Act-1951, which deals with disqualification of politicians from assembly and Parliament, after being convicted.

“A person convicted of any offence and sentenced to imprisonment for not less than two years other than any offence referred to in sub-section (1) or sub-section (2) shall be disqualified from the date of such conviction and shall continue to be disqualified for a further period of six years since his release,” reads the Section 8(3) in the Representation of the People Act, 1951.

There have been examples of people contesting, and winning elections from behind the bars. Recently, jailed pro-Khalistan leader Amritpal Singh, who is currently lodged in a jail in Assam, has expressed willingness to contest the Lok Sabha polls from Punjab’s Khadoor Sahib seat as an independent candidate.

Singh, chief of the ‘Waris Punjab De’ outfit, was arrested in April last year after being booked under the National Security Act (NSA).

There is a long list of jailed politicians winning elections in India. In the post-Emergency 1977 elections, socialist leader George Fernandes contested elections from Muzaffarpur in Bihar while he was still behind bars. Fernandes defeated the Congress candidate by around 3 lakh votes.

In 1996, don-turned-politician Mukhtar Ansari, who died last month, contested the Mau Assembly seat in Uttar Pradesh on a BSP ticket while he was in prison. Ansari won.

The upcoming election, scheduled from April 19 to June 1, is poised to become the second-longest polling exercise in the country’s electoral history, following the first general election, which lasted over five months from September 1951 to February 1952. The previous general elections in 2019 were also conducted in seven phases.

Today, a total of 102 constituencies spanning 21 states and Union Territories will participate in the first phase of voting. </excerpt>

On Monday, Uttar Pradesh Chief Minister Yogi Adityanath exercised his voting rights in the by-elections for the Uttar Pradesh Legislative Council. The polling for the vacant seats began at approximately 9 am.

The bypolls were necessitated due to two vacancies in the Legislative Council. One seat became vacant after Laxman Prasad Acharya resigned following his appointment as the Governor of Sikkim. The other seat became vacant following the unfortunate demise of BJP member Banwari Lal Dohre. Laxman Acharya’s term as Governor was originally set to continue until 2027, while Dohre’s term was scheduled to expire in 2028.

The polling commenced at 9 am and will continue until 4 pm. The vote counting process will also take place on the same day, with results expected to be declared in the evening. The Bharatiya Janata Party (BJP) has put forward Manvendra Singh and Padmasen Chowdhary as their candidates for the by-election. Both candidates currently hold positions as state vice presidents within the BJP. The Samajwadi Party has announced Ramjatan Rajbhar and Ramkamal Nirmal as their candidates for the by-election.

</excerpt>

Balkaur Singh, the parents of murdered Punjabi rapper Sidhu Moose Wala, urged people not to support the Aam Aadmi Party on Monday and asked them to put “justice for Moose Wala” images as their profile pictures on social media.

Balkaur Singh also alleged the AAP government of suppressing the Sidhu Moose Wala case and denying justice to him. “Whoever raises his voice for his rights is being suppressed by the government and cases are being registered against them. Maybe now the government can come up with a new drama by making a new video viral. I would like to urge people who love Sidhu Moosewala should not vote Aam Aadmi Party because they should know how they have worked in Punjab”, said Singh. Moosewala’s mother Charan Kaur also urged people associated with Moose wala to put Moosewala’s pictures as their profile picture on social media accounts and make the candidates realize how many people are associated with Moosewala.

“Whoever is associated with Moose Wala put ‘justice for Moosewala’ pictures as their profile picture on social media and question candidates and make them realize that how many people are associated with Moose Wala. My son’s name is being attached to everyone from Karan Aujla to others,” said Kaur.

According to the police, a case has been registered against unknown people for threatening Moose wala’s father. On March 7, Singh held a protest outside the Punjab Assembly and demanded a Central Bureau of Investigation (CBI) investigation into the murder of his son.

Speaking to media persons outside the Punjab Assembly, Singh said no investigation is happening in his favour. “In the last 10 months, I went to Police and Administration several times. I was assured. But what’s happening here is being done to brush under the carpet the murder of my child. Nothing is going in my favour. So, I had to come to Assembly,” said the father of the late singer.

Since 2014 at the national level people of the country cannot ignore the kind of work that is being done.

“My only message to the voters is that they should use their votes well. They should vote for such a party that would work for the development of the country. The people have seen the kind of work that has been done at the national level since 2014, they cannot ignore it. People will vote based on that,” Somabhai said.

However, the second phase of the Gujarat Assembly polls in 93 seats across 14 districts of the state is underway. In the second phase of the Gujarat elections, over 2.51 crore electorates will decide the fate of 833 candidates from 61 parties.

Furthermore, the counting of the votes in Gujarat and Himachal Pradesh will take place on 8 December.

In a bizarre incident, Congress MLA Paresh Dhanani while casting his vote for ongoing Assembly elections in Gujarat carried a ‘gas cylinder’ with him on a bicycle he was riding.
According to the MLA, his intention behind this act was to underline the issues of high fuel prices, inflation and joblessness.
Paresh Dhanani charged the Bhartiya Janata Party for making Gujarat a slave of selfishness and fear.
He said, “The BJP conspired to turn Gujarat into a slave between the walls of selfishness and fear. Because of the government’s failure, inflation and unemployment are regularly increasing. A gas cylinder costs over Rs 1100, electricity is expensive, the price of transportation has skyrocketed, education is being privatised, government schools are shut, more than 3.5 lakh people lost their lives to Corona. I believe there is extreme distress due to the BJP’s failure.”
“My vote will open the doors of new opportunities for the youth with a new government. There will be a transition of power and Congres will come,” he added.
Tight security measures are in place as voting for the Gujarat Assembly election’s first round begins.
In 89 constituencies distributed across 19 districts in Kutch, Saurashtra, and South Gujarat, voting is taking place.
The fate of the 788 candidates who are in the running for the first phase will be decided by the votes cast by a total of 2,39,76,670 voters by today at 5 p.m.

The ruling Nepali Congress won the first House of Representatives seat on Monday, as counting of votes for parliamentary and provincial elections began amid tight security.

The counting began at 7 a.m. local time and will continue until 5 p.m., a day after approximately 61% of the Himalayan nation voted.

Officials from the Election Commission, party representatives, and members of the media are present at the polling stations.

The Himalayan Times reported that voting has begun in Kathmandu’s constituencies 1, 3, 4, 6, and 7, as well as all constituencies in Lalitpur and Bhaktapur.

Counting has also begun in Kaski, Jhapa, Mustang, Saptari, Banke, Rupandehi, and Nawalparasi west, according to the report.

The Nepali Congress (NC) has established an account after its candidate Yogesh Gauchan Thakali was elected to the House of Representatives from Mustang.

According to the Election Commission, Gauchan received 3,992 votes, while his closest rival Prem Tulachan of the CPN-UML received 3,078.

Taplejung’s vote counting has been postponed due to helicopter companies’ inability to airlift ballot boxes from remote areas in the district.

The District Election Management Committee stated that the ballot boxes for the Paktanglung Rural Municipality Wards 6 and 7 polling stations of Olangchungola, Yangma, Gybla, and Ghunsa are being transported by land route, according to Republica newspaper.

Yangma is the district’s most remote polling station. In four days, the voting team walked from Fungling to Yangma, which is located at an elevation of 4,200 metres. In the area, 12 of the total 61 votes were cast.

Meanwhile, four police officers were killed and eight others were injured on Monday morning when their jeep veered off a hilly road near Ningladi stream in Patan Municipality, Baitadi district.

According to police, the officers were returning to duty after handing over the ballot boxes at the district headquarters.

The polling stations opened at 7 a.m. local time on Sunday and closed at 5 p.m. Voter turnout was significantly lower than in the previous two elections, with 77% in 2013 and 78% in 2017.

More than 17.9 million people were eligible to vote in the election of a 275-member House of Representatives and provincial legislatures.

165 of the 275 Members of Parliament will be elected directly, while the remaining 110 will be elected through a proportional electoral system.

National and provincial elections will take place in Nepal on Sunday. The Nepali-Congress-led ruling coalition is expected to win the elections. However, it is unlikely to provide much-needed political stability in the country.

In seven provinces across the Himalayan nation, more than 17.9 million individuals are eligible to vote. Voting will take place from 7 am local time to 5 pm.

165 of the 275 members of the federal parliament will be chosen by direct election, and the other 110 will be chosen using a proportional system.

Similar to this, 330 of the 550 members of the Provincial Assembly will be chosen directly, while the remaining 220 will be chosen via a proportional system. Security precautions and preparations have been made in full.

Political analysts who were closely following the elections projected a hung parliament and an administration that would probably not bring Nepal the necessary level of political stability.
Since the end of the decade-long Maoist insurgency, political instability has frequently been a feature of Nepal’s Parliament, and no prime minister has held office for a full term since the end of the civil war in 2006.

A slow economy has been attributed to party squabbles and frequent changes.

The democratic and leftist alliance led by the Nepali Congress and the leftist, pro-Hindu, pro-monarchy alliance led by the CPN-UML are the two main political coalitions engaged in a political battle for the November 20 general elections.

While the CPN-UML-led coalition includes the pro-Hindu Rastriya Prajatantra Party and the Madhes-based Janata Samajwadi Party, the Nepali Congress-led coalition comprises the CPN-Maoist Centre, CPN-Unified Socialist, and Loktantrik Samajwadi Party.

In order to defeat Oli, Deuba, a five-time prime minister, has teamed together with former Maoist guerilla leader Pushpa Kamal Dahal Prachanda.

The future administration will have to balance relations with China and India as well as maintain a stable political system and the tourism sector.

Rahul Gandhi is occupied with the Bharat Jodo Yatra in Karnataka. The Congress MP cast his vote to elect the new Congress president in Karnataka’s Ballari on Monday.

The Bharat Jodo Yatra is a 3500 km yatra from Kaniyakumari to Kashmir. It was a “rest day” on the 40th day of the march in Sanganakallu since its commencement on September 7. Rahul Gandhi voted for the Congress President’s post at the campsite.

According to information from the Congress Twitter account, the Wayanad MP and the other 40 delegates from the Pradesh Congress Committee (PCC) are expected to cast their votes at a designated booth while participating in the Bharat Jodo Yatra.

Congress interim Sonia Gandhi, party General Secretary Priyanka Gandhi Vadra, and former Prime Minister Manmohan Singh cast their votes for the next president of the Congress party.

The party’s presidential election voting started today at 10 a.m. and will end at 4 p.m. On October 19, results will be made public. Over 9,000 Pradesh Congress Committee (PCC) delegates, who make up the electoral college for choosing the party leader, will determine the fate of the Congress party.
At the AICC office in Delhi, P Chidambaram, Jairam Ramesh, and other party officials from the Congress have also voted at the AICC office.

Talking about the contestants for the next Congress president post, party leaders Shashi Tharoor and Mallikarjun Kharge are face-to-face in the contest.

Shashi Tharoor, a congressman from Thiruvananthapuram, who will face Mallikarjun Kharge, a seasoned party member, for the position of Congress president on Monday, claimed that regardless of the result, the party’s revival had already begun and that the party’s future was in the hands of its members.
Although he realised the chances were against him, Tharoor claimed he was convinced he would win the poll.
