Kirillov, the chief of Russia’s Nuclear, Biological, and Chemical Protection Troops, was leaving a residential building when an explosive device hidden in an electric scooter detonated, causing his death.

The blast occurred outside an apartment block on Ryazansky Prospekt, located about 7 kilometers southeast of the Kremlin. Along with Kirillov, his assistant also perished in the explosion. The Russian investigative committee confirmed the deaths and launched a criminal investigation into the incident. Photographs shared on Russian Telegram channels depicted the devastation, with a shattered building entrance and two bodies lying in the blood stained snow.

Role of the RKhBZ Troops

Kirillov was responsible for overseeing Russia’s specialised forces in charge of radiation, chemical, and biological protection—known as RKhBZ. These troops are crucial in operating under extreme contamination conditions, including radioactive, chemical, and biological hazards.

The survivor criticized the delayed response from the National Disaster Management Authority (NDMA) and the police, claiming they arrived hours after the initial distress call.

“I’m one survivor of this horrible incident; within 10 minutes, the basement was filled. It was 6:40 pm. We called the police and NDMA, but they arrived after 9 pm. Till then, my 3 UPSC aspirant mates lost their lives. Three are hospitalised, pray for them. Who cares about our lives?” read the caption accompanying the video shared on X (formerly Twitter).

In another post, the survivor expressed frustration over the delay in rescue efforts: “…and that was the last minute when we were trying to rescue our UPSC aspirant mates. Even the rescue team had arrived half an hour before they could have been saved. Now who’ll give justice to them? Who’ll return their lives to their families?”

According to the police, the incident began around 6:35 pm when rainwater rapidly flooded the basement. Emergency services were notified shortly after, and fire department officials arrived on the scene by 7:10 pm, immediately starting efforts to pump out the water. A tragic incident unfolded early Sunday morning as a two-storey building collapsed in Deoghar district, leaving several individuals feared trapped under the debris. The collapse occurred in Deoghar town around 6 am, prompting a swift response from the National Disaster Response Force (NDRF) and local authorities.
