In a bid to tackle rising concerns over unsanitary food practices, the Uttar Pradesh government, led by Chief Minister Yogi Adityanath, is gearing up to implement two new ordinances. These measures are designed to prevent the alarming incidents of spitting and mixing of bodily fluids in food items that have surfaced in recent months.

New Ordinances to Curb Unhygienic Practices

The two proposed laws, titled the Prevention of False and Anti-Harmony Activities and Spitting Prohibition Ordinance 2024 and the UP Prevention of Contamination in Food (Consumer Right to Know) Ordinance 2024, are aimed at putting a stop to food tampering and enforcing strict penalties on offenders. These laws will target anyone involved in unsanitary food handling, such as spitting on or contaminating food.

Moreover, these regulations will prioritize transparency, ensuring that consumers have complete information about how their food is prepared and handled.

Finalising the Ordinances

Chief Minister Yogi Adityanath is set to meet with senior officials on Tuesday, including the Additional Chief Secretary for Home Affairs, the Law Officer, and the Director General of Police of Uttar Pradesh, to finalise the details of these ordinances. According to sources, the aim of this legislation is to strengthen consumer protections and improve food safety standards throughout the state.

Recent Incidents Highlight the Need for Action

The push for these new laws comes in the wake of several shocking incidents. Last month, a video went viral showing a teenager in Saharanpur spitting on rotis at a local eatery, resulting in the arrest of the restaurant owner. Similarly, two individuals in Noida were arrested for contaminating juice with urine, and a vendor in Ghaziabad was detained for allegedly spitting into fruit juice.

These cases have raised public alarm, with many calling for stricter measures to ensure food safety.

CM Yogi Adityanath’s Stand on Public Health

During a high-level meeting held in September, Yogi Adityanath expressed his outrage over these unsanitary practices, describing them as a breach of public trust. He instructed that all food establishments must prominently display the name and address of their operators, proprietors, and managers. Failure to comply with this directive will result in penalties.

Ensuring Accountability in the Food Industry

The ordinances are expected to be implemented soon and will carry severe consequences for those found guilty of contaminating food. These actions will help ensure better food safety standards, accountability, and consumer protection across Uttar Pradesh, making it clear that the government is committed to upholding public health.

With these stringent laws in place, the state government hopes to deter unsanitary practices and restore trust in the food industry.

</excerpt>

In Uttar Pradesh, over 13 lakh government employees are facing the risk of losing their salaries if they do not comply with a directive from the Yogi Adityanath government to declare their movable and immovable assets on the government portal, Manav Sampada, by August 31. This order, originally issued in August last year, has seen multiple deadline extensions due to low compliance, with the latest extension marking a final ultimatum. Despite these extensions, only about 26% of the state’s 17.88 lakh government employees have submitted their asset details, leaving the majority at risk.

Chief Secretary Manoj Kumar Singh has made it clear that only those who comply with the directive by the August 31 deadline will receive their salaries for the month. The state government has defended the measure as a move to enhance transparency and accountability within the administration, in line with its zero-tolerance policy towards corruption.

However, the opposition, particularly the Samajwadi Party, has criticized the move, arguing that the multiple extensions highlight the government’s failure to enforce its own orders effectively. They question why such a measure was not implemented earlier in Yogi Adityanath’s tenure and suggest that the government is now trying to cover up its shortcomings by enforcing this order.

The order is mandatory for all categories of officers and employees, and non-compliance will not only affect their salaries but also their eligibility for promotions. The directive has been communicated to all relevant department heads and officials to ensure compliance.

</excerpt>

The Supreme court is set to hear the petition filed by NGO Association of Protection of Civil Rights (APCR) against UP government nameplate order on Monday.

The Bench of Justices Hrishikesh Roy and SVN Bhatti will hear the matter on July 22, 2024.

Earlier on July 19, Uttar Pradesh mandated that eateries, restaurants, dhabas, beverage and fruit shops along Kawar routes must show names of their owners.

Initially, this order was given by Muzaffarnagar Police. But subsequently, the UP government issued the direction for the whole state.

As a result, it caused a row. Samajwadi party MP Ram Gopal Yadav condemned this action saying not a right thing to do.

Besides UP, Uttarakhand CM Pushkar Singh Dhami also issued similar order in Himalayan state.

In addition, this development also comes around the time, when similar directions were also announced in Madhya Pradesh. As per Mayor Mukesh Tatwal, those defying the order will have to give Rs 2,000, if the offence is committed first time. But if this order is again violated, fine of Rs 5,000 will be levied in Ujjain.

What Government Says?

However, amidst the criticism and controversy generated, the government have justified this rule, asserting that this direction will prevent potential law & order problem. Moreover, it also ensures, that Kawariyas do not face confusion.

As quoted by PTI, the Ujjain mayor while talking about this order also declared that Ujjain is a religious place and people possess the right to know details about their shopkeepers. In case of cheating or mere dissatisfaction, customers will be able to get remedy due to this rule.

After UP police mandated all eateries, shops, and food carts along the Kanwar Yatra route in Muzaffarnagar, Saharanpur, and Shamli to display their owners’ names, Chief Minister Yogi Adityanath extended this directive statewide on Friday.

Adityanath emphasized the importance of displaying proprietors’ names to prevent confusion among Kanwar Yatra pilgrims.

The directive has drawn criticism from opposition parties and some members of the ruling alliance, who argue it unfairly targets Muslim traders.

A spokesperson for the Uttar Pradesh government indicated that a formal order would be issued soon, confirming the chief minister’s directive aimed at ensuring undisturbed pilgrimages. The order will apply to all Kanwar Yatra routes in the state.

Additionally, Adityanath ordered action against those selling and promoting Halal-certified products. In November 2023, the state government cracked down on mandatory Halal certification for various products, including vegetarian FMCG items and cosmetics.

Congress General Secretary Priyanka Gandhi Vadra criticized the move on X, calling it a direct attack on the Indian Constitution, which prohibits discrimination based on caste, religion, or language.

Similarly, RLD State President and MLC Ramashish Rai deemed the directive unconstitutional and demanded its retraction. The RLD is an ally of the BJP.

Following an outcry, UP police clarified on Thursday that displaying owners’ names was voluntary and not compulsory. The directive was initially issued by Muzaffarnagar police, covering about 240 km of the Kanwar Yatra route in the district. Muzaffarnagar SSP Abhishek Singh explained that the appeal aimed to prevent confrontations between shopkeepers and pilgrims, who often avoid non-vegetarian joints.

Kanwariyas, devotees of Lord Shiva, undertake an annual pilgrimage to collect Ganga water and offer it at various shrines. This year’s yatra starts on July 22 and ends on August 2.

The idea was first endorsed by UP minister and Muzaffarnagar MLA Kapil Dev Agarwal, who noted instances of non-vegetarian food being sold at restaurants named after Hindu deities. He clarified that the directive was not against meat vendors but aimed to prevent misleading names.

BSP supremo Mayawati and Samajwadi Party chief Akhilesh Yadav also criticized the move, citing potential communal discord. CPI(ML) State Secretary Sudhakar Yadav called the directive divisive and unconstitutional, demanding its immediate withdrawal. He accused the BJP government of using the Kanwar Yatra for polarizing politics.

State BJP spokesperson Rakesh Tripathi defended the directive, citing complaints from social organizations about vendors using fake names. He emphasized that Kanwariyas prefer clean, vegetarian outlets and referenced existing laws requiring the display of licenses and proprietors’ names. Tripathi dismissed the controversy as politically motivated.

The agreement was formalized between Invest UP and Dorna Sports SL, with Manoj Kumar Singh, Chief Secretary and Infrastructure Industrial Development Commissioner of UP, representing the state, and Carmelo Ezpeleta signing on behalf of Dorna. The MotoGP races will take place at the Buddh International Circuit in Greater Noida, which previously hosted the Formula 1 race in 2011 and MotoGP in 2023.

Industry experts believe this move will position Uttar Pradesh as a premier destination for international events and investments.
An official spokesperson highlighted the collaboration between the UP government and Dorna Sports as a testament to the state’s proactive approach in fostering partnerships that drive economic and cultural prosperity.

Founded in 1988, Dorna Sports holds exclusive commercial and TV rights for leading motorcycle racing championships globally. Based in Madrid, with offices in Barcelona and a subsidiary in Rome, Dorna Sports is a leader in sports management, marketing, and media.

</excerpt>

The Yogi Adityanath government has initiated a comprehensive revitalization effort for Janeshwar Mishra Park in Lucknow. Following Chief Minister Yogi Adityanath’s vision, the Lucknow Development Authority (LDA) has outlined a plan to develop a dedicated sports arena within the park, with a budget of Rs 10.16 crore.

Located in Gomti Nagar Extension Scheme Part-1A, Janeshwar Mishra Park has lacked specialized sports facilities, a gap keenly felt by visitors. To address this, the Yogi government has crafted a detailed action plan to enhance the park’s amenities.

The development works at Janeshwar Mishra Park will integrate sports amenities, including cricket and football grounds, along with volleyball and tennis courts. All construction will adhere to environmental protection standards and other crucial guidelines, with a dedicated monitoring mechanism to ensure high quality.

To expedite the development of the sports zone, the LDA has initiated a two-bid process to select an agency responsible for overseeing and executing all related construction activities. This agency will collaborate closely with LDA officials to ensure adherence to all standards, including deadlines and quality benchmarks. The project is targeted for completion within nine months.

Spread across approximately 376 acres at a cost of Rs 168 crore, Janeshwar Mishra Park has modern amenities but has been lacking a dedicated sports arena. The LDA’s construction of a sizable sports arena aims to fill this gap, providing residents of Lucknow and visitors from across India and beyond with opportunities to participate in various sports events.

The development will pave the way for regular sporting activities, enhancing the park’s reputation and popularity. The planned sports facilities will feature state-of-the-art amenities, including modern sprinkler systems, lighting, and other essentials.

</excerpt>

The Uttar Pradesh (UP) government has decided to enter into an agreement with Dorna, which holds the global license for MotoGP, and its Indian partner Fairstreet Sports to host the premier bike racing event annually in the state until 2029. Invest UP, a recently established agency aimed at attracting investments, will create a fund to pay Dorna’s licensing fee of Rs 80 crore for MotoGP Bharat each year.

MotoGP made its debut in India last year, held at the Buddh International Circuit in Greater Noida from September 22-24. However, the event’s future became uncertain due to controversies, including contractors claiming unpaid dues of around Rs 30 crore from Fairstreet, which organized the event on Dorna’s behalf. An audit revealed that Dorna also had not received its full licensing fee of Rs 80 crore.

In response, Dorna requested government assurance to cover its expenses. Authorities intervened to incorporate MotoGP into the annual sports calendar, recognizing its significance in attracting investments and enhancing the state’s branding.

The audit report indicated that the total expenses for last year’s MotoGP Bharat were Rs 159 crore, while the funds raised amounted to Rs 52 crore, including Rs 18 crore from government organizations. On May 25, Industrial Development Commissioner Manoj Kumar Singh informed Fairstreet of a tripartite agreement to be signed between the government, Dorna, and Fairstreet to ensure the uninterrupted annual hosting of the event. Singh guaranteed a maximum licensing fee of Rs 80 crore to Dorna, stating that the remaining event expenses should be covered through ticket sales and sponsorships.

“The licencing cost of Dorna Sports for a one-year event is approximately Rs 80 crore (Rs 71 crore as licencing fees and Rs 8 crore as sponsorship buying cost). Several rounds of meetings have been held between officials of Dorna Sports, Fairstreet Sports, Invest UP, and the department of infrastructure and industrial development. It is agreed that the event will cost approximately Rs 150 crore per year. To execute the event in a transparent manner, an escrow account will be opened in which all funds mobilised through sponsorship and ticketing will be kept. The shortfall from Rs 150 crore and up to a maximum of Rs 80 crore will be raised by Invest UP. Invest UP will mobilise this resource from authorities, other government bodies, and private sponsors,” read Singh’s letter.

The government’s pledge to cover Dorna’s licensing fee coincides with the Yamuna Expressway Authority’s recommendation to blacklist Fairstreet if it fails to clear dues of Rs 30 crore owed to various service providers. These companies, which have been seeking payment from Fairstreet, include those responsible for laying the tracks and providing hospitality services.

Despite this, Fairstreet holds a contract with Dorna from 2023 to 2029 and is tasked with raising funds through ticket sales and sponsorships. Originally scheduled for September this year, MotoGP Bharat has been postponed to March 2025 due to weather conditions.

“The FIM (Federation Internationale de Motocyclisme), International Racing Team Association (IRTA), and Dorna Sports announce that the Indian Grand Prix will not take place in 2024, with MotoGP postponing its return to the country to early 2025. Due to weather conditions in Sept 2024, the Grand Prix of India cannot go ahead, but the region of Uttar Pradesh continues its long-term commitment to hosting MotoGP. MotoGP looks forward to returning to India in a new slot in March 2025, when weather conditions are expected to be optimal for spectators, marshals, and riders alike,” read a statement issued by Fairstreet on May 28.

Gangster-turned-politician Mukhtar Ansari has been sentenced to five years and six months in prison in a 26-year-old case related to threatening a witness in Varanasi. The MP/MLA court in Varanasi delivered the verdict, imposing a fine of Rs 10,000 on Ansari. Failure to pay the fine would result in an additional two months of imprisonment. The case, registered on November 5, 1997, under IPC section 506 (criminal intimidation) at Bhelupur police station, involved Ansari threatening businessman Mahabir Prasad Rungta, a witness in the murder case of his brother, coal trader Nand Kishore Rungta.

Currently incarcerated in Banda jail, this marks the seventh case in the past 15 months where Ansari has been convicted and sentenced. The recent case pertains to Ansari’s intimidation of Mahavir Prasad Rungta, who had witnessed the murder of Nand Kishore Rungta. In October of this year, Ansari received a 10-year imprisonment sentence from the Ghazipur MP/MLA court in connection with the murder of Kapil Dev Singh and the 2010 attempted murder case of Mir Hasan. The court also imposed a Rs 5 lakh fine, citing violations of the Gangster Act.

The UP government, responding to a Supreme Court petition by Ansari’s son Umar Ansari seeking his transfer outside UP, assured that it would enhance Ansari’s security within Banda jail if necessary. The Supreme Court bench of Justices Hrishikesh Roy and Sanjay Karol is reviewing the plea for Ansari’s transfer to a prison outside UP.

The meeting, scheduled at 11 am in the Ramkatha Museum, will be followed by religious visits by cabinet members.

Cabinet Minister Nand Gopal Nandi expressed the significance of the moment, stating, “This day is historical and will be written in history in golden letters for the coming generations of this country and state.” Cabinet Minister Jaiveer Singh added, “Today’s agenda will be amazing and unprecedented, dedicated to the development of Ayodhya.”

Security measures are in place ahead of the meeting, with strict checks conducted. The Ram Katha Museum, where the cabinet session will be held, is adorned with grand decorations, featuring posters of Lord Shri Ram and Lord Hanuman.

The decision to hold the meeting in Ayodhya aligns with the anniversaries of two pivotal events in the Ram Janmabhoomi temple construction saga: the laying of the temple’s first foundation stone on November 9, 1989, and the Supreme Court’s approval for its construction on November 9, 2019.

Chief Minister Yogi Adityanath will lead a prayer ceremony at the Hanumangarhi temple before the meeting. Subsequently, ministers will visit the Shri Ram Janmabhoomi complex and offer prayers at the Shri Ramlala Virajman temple. Besides the religious aspects, the cabinet is expected to focus on development initiatives and preparations for the upcoming Deepotsav celebrations in Ayodhya.

A notice has been pasted on the school’s wall to vacate the premises as soon as possible.

As per authorities, students studying at the school will be relocated. The state government will return ownership of this 41,181-square-foot plot of land to the Secondary Education Department.

In 2007, during the Samajwadi Party regime, the office of the District School Inspector and Basic Education Officer in Rampur, situated within Murtaza Higher Secondary School, was leased to the Maulana Mohammad Ali Jauhar Trust for a duration of 30 years.

Rather than following the prescribed procedure of leasing it at an annual premium rate of Rs 100, as stipulated by the Government Grant Act, the then-governing BJP decided to lease it to the Maulana Mohammad Ali Jauhar Trust Rampur for the same 30-year period, but at an annual rent of Rs 100.

Meanwhile, the Uttar Pradesh cabinet, led by Chief Minister Yogi Adityanath, decided to reclaim the building and land of Murtaza Higher Secondary School in Rampur, which had been leased by the Secondary Education Department to the Maulana Mohammad Jauhar Trust.

For violating the terms of the lease agreement, the Yogi administration took action against the Jauhar Trust and reclaimed the land.

</excerpt>

According to authorities, at least five members of a family perished after a house fell in the Anand Naga neighborhood of Uttar Pradesh’s Lucknow on Saturday. According to the police, the event occurred in a Railway colony within the jurisdiction of the Alambagh police station in Lucknow.

“We got the information that five people were injured in the house collapse that occurred in the railway colony of the Anand Nagar area under the Alambagh police station area in Lucknow. Later, they were taken to a hospital where they were declared dead by the doctors”, said Upendra Kumar Aggarwal, Joint DCP, Law and Order, Lucknow.

“The incident took place this morning. The house belonged to a former railway employee who was living with her family”, added the Joint DCP.

Speaking further, the joint DCP stated that the colony had been abandoned by the Railways Department and that the residence had been served with a notice to evacuate. However, the causes of the collapse have yet to be determined. Meanwhile, the Lucknow District Magistrate arrived on the scene and assessed the situation.

“The incident is saddening. There were five people belonging to a family who were sleeping in the house located in the Railways Colony. Suddenly, the house collapsed and they died. The officials are present at the spot. We are discussing this with the Railways officials and inspecting the nearby houses too”, said Surpal Gangwar, District Magistrate (DM), Lucknow.

Further details are awaited.

</excerpt>

Beginning July 11, the Uttar Pradesh government, led by Chief Minister Yogi Adityanath, will undertake a state-wide effort to clear pasture land from illegal encroachment.

According to an official statement, animals inflict more harm to standing crops when there is nothing nearby to eat, and pasture area is crucial for this purpose. “To free pasture land from illegal encroachments, the Department of Animal Husbandry and Dairy Development is launching a campaign from July 11 to August 25”, the statement read.

As part of its continued efforts to protect the welfare of both animals and farmers, the Yogi government has established 6781 cow shelters in Uttar Pradesh, which have housed around 11,88,875 distressed cattle.

Furthermore, the statement stated that the government distributes monies each month to ensure that these cattle have enough straw and feed.

A campaign of artificial insemination is also underway throughout the state to improve species with the goal of attaining sustainable development. According to the statement, only female offspring will be born from cows that have undergone artificial insemination as part of this effort.

“The probability of this is more than 90 per cent, and the offspring will be of a better breed. Although this will take some time, the state’s entire dairy industry will be revitalized once unproductive animal issues have been permanently resolved”, it read.

The UP government is also planning to implement the Mukhyamantri Khet Suraksha Yojana (Solar Fencing) to protect crops from stray and wild animals. The goal, according to the statement, is to safeguard the standing crops in the field from animal attacks while causing no harm to the animals.

Mukhtar Ansari, a former MLA, was convicted on Wednesday and given a two-year prison term for threatening a jailer and pointing a gun at him by the Allahabad High Court’s Lucknow bench.

The order was issued by Justice DK Singh after the Uttar Pradesh government’s appeal was accepted.

The case had begun in 2003 when jailer SK Awasthi of Lucknow District Prison filed a FIR with the Alambagh police, stating that he had been threatened for directing a search of visitors who had come to visit Ansari in custody.

In addition, Awasthi claimed that Ansari had abused him and pointed a gun at him.

Ansari was cleared in this matter by a trial court, but the government filed an appeal.

Ansari is presently lodged in Banda prison.

Mishra, again moved to the high court as the court’s earlier order was set aside by the Supreme Court in April 2022 and had ordered fresh consideration of his bail plea.

The top court earlier had set aside the Allahabad high court order dated February 10, 2022, and referred the matter back to the high court.
