However, capital gains from stocks and property remain taxable, leaving some taxpayers with a tax liability.
</excerpt>

In the Union Budget 2025, Finance Minister Nirmala Sitharaman announced significant tax relief for individuals earning up to Rs 12 lakh annually. Under the proposed New Tax Regime, taxpayers within this income bracket can benefit from rebates under Section 87A, effectively reducing their tax liability to zero. However, exceptions apply, particularly concerning income from special rate categories like capital gains.

Who Still Pays Taxes Despite the Rebate?

While the rebate covers normal income, it does not extend to special rate income, including short-term capital gains (STCG) under Section 111A and long-term capital gains (LTCG) under Section 112. This means individuals earning Rs 12 lakh or less could still face tax obligations if part of their income comes from these sources.

Illustration of Tax Liability Scenarios:

Scenario 1: Rs 9 Lakh Salary + Rs 3 Lakh STCG
• Salary income of Rs 9 lakh qualifies for a full rebate under Section 87A, resulting in zero tax liability.
• STCG from equity investments is taxed at 20% (as per Budget 2024). • Tax calculation: Rs 3,00,000 × 20% = Rs 60,000.
• Total Tax Payable: Rs 60,000.

Scenario 2: Rs 9 Lakh Salary + Rs 3 Lakh LTCG
• Salary income up to Rs 12 lakh receives the full rebate, with zero tax liability. • LTCG from listed equities is taxed at 12.5%, with an exemption for the first Rs 1,25,000. • Taxable LTCG: Rs 1,75,000.
• Tax calculation: Rs 1,75,000 × 12.5% = Rs 21,875.
• Total Tax Payable: Rs 21,875.

While the Budget 2025 offers considerable relief for salaried individuals, those earning from capital gains will still face tax liabilities, underscoring the importance of understanding the nuances of the new tax regime.

</excerpt>

Finance Minister Nirmala Sitharaman’s announcement of a specialized Makhana Board in the Union Budget 2025 was a groundbreaking move. This project aims to modernize Bihar’s key makhana (foxnut) business by increasing output, improving processing, and strengthening marketing plans to meet rising global demand for this highly valued superfood.

Makhana, India’s largest producer, is gaining popularity around the world due to its superior nutritional value. Creating a specialized Makhana Board seeks to empower producers and business owners by providing them with the resources they require to boost output and market reach.

Game Changer for the Makhana Business of Bihar

Almost 90% of the global Makhana supply comes from Bihar. Once a handicap for traditional farming, the often inundated parts of the state have turned out to be an asset for Makhana cultivation. Doubling yields and boosting the edible seed ratio from 40 % to 60%, the introduction of the &’Sabour Makhana-1&039; variety has even more transformed the field.

Nearly three times higher than rice farming, this progress has nearly tripled farmer’s income and makes Makhana a desirable second crop.

Regarding Zerodha’s Nikhil Kamath

Zerodha co-founder Nikhil Kamath among others in the field have found the news to bequite good. Last month, Kamath pointed out Makhana’s great possibilities on social media, saying, “Maybe room here to create a rather big brand, an Indian brand that sells on the world. Personally, I can’t get enough of Makhana.”& Kamath had earlier published infographics on its market potential and health advantages, further solidifying its status as a superfood.

Maybe room here to build a really large brand, an Indian brand that sells to the world.

Personally, I’m hooked on Makhana. pic.twitter.com/eu5yK804Ny

— Nikhil Kamath (@nikhilkamathcio) January 17, 2025

Attribute of High Nutritional Value

Makhana’s high nutrient content is a major factor contributing to their increasing market worth. High in protein, carbohydrates, phosphorus, and calcium but low in calories and fat, it is becoming popular among health-aware customers. Its claimed advantages for weight loss, diabetes control, and heart health have also helped to drive its popularity.

India’s concerted initiatives to support the Makhana sector via this strategy could help the country to lead the world superfood market with international rates running up to ₹13,000 per kg.

</excerpt>

During the Union Budget 2025, Finance Minister Nirmala Sitharaman unveiled several breakthrough projects aimed at accelerating India’s progress in artificial intelligence (AI) and deep tech innovation.

A noteworthy highlight was the disbursement of Rs 500 crore to establish a new Centre of Excellence in Artificial Intelligence for Education, emphasizing the government’s stated goal of incorporating artificial intelligence into the national learning environment.

Rs 500 Crores AI Center for Education

Sitharaman said while delivering the Lok Sabha Union Budget 2025, “I had declared in 2023 three centers of excellence in artificial intelligence for sustainable cities, health, and agriculture.” With an overall budget of Rs 500 crores, a center of excellence in artificial intelligence for education will be established now.”

The new AI center will concentrate on promoting creativity in the digital learning field, improving research, creating educational tools driven by AI, and therefore engaging on digital learning field. The project should improve the caliber of education, make students ready for a technology-led future, and increase access.

National Excellence Centers of Training

Trying to improve skill development, the finance minister also proposed five National Centres of Excellence for Skilling. In cooperation with worldwide partners, these centers will be established to support India’s &’Make for India, Make for the World&039; manufacturing vision.

Sitharaman said these centers would be created using worldwide agreements to help Make for the World, Make for India industry. The centers will concentrate on creating industry applicable courses, training coaches, establishing a structured skill certification system, and providing frequent evaluations.

Union Budget 2025: AI in India

The budget announcement comes just days after IT Minister Ashwini Vaishnaw revealed key recommendations for India’s first in-house large language model (LLM), similar to ChatGPT and DeepSeek. Moreover, the minister confidently stated that the AI model is expected to be completed within the next ten months.

India currently has 18,600 high-performance units in artificial intelligence infrastructure, well exceeding its initial aim of 10,000 GPUs. Among the models mentioned are the top-tier NVIDIA H100 and H200, as well as the MI325 series.

China’s DeepSeek AI was trained using 2,500 GPUs to contrast with OpenAI’s ChatGPT needing 25,000.

Vaishnaw underlined how this infrastructure would help India become a global artificial intelligence superpower. He noted: “This infrastructure will be crucial to the nation’s AI goal, as it will enable the building of models capable of challenging the top.” Being created to fit the linguistic and cultural diversity in India, the AI model guarantees inclusivity and availability.

Deep Tech Fund of Funds will Advance Bestirms

Another major budget highlight was the decision of the government to investigate a Deep Tech Fund of Funds meant to spur next-generation startups. Expectedly, this project will give financial support to creative tech-driven businesses, thereby nurturing entrepreneurship and fortifying the deep tech system of India.

India is rapidly progressing toward becoming a global leader in technology, thanks to these strategic investments in artificial intelligence, skilling, and deep technology. By laying a strong foundation for AI-powered education, workforce upskilling, and advanced research, the budget is effectively shaping a digital-first future.

</excerpt>

Finance Minister Nirmala Sitharaman set out in the Union Budget 2025 several significant policies meant to make India a world-famous medical center. One of the biggest highlights following the relief of cancer treatment drugs last year was the waiver of customs taxes on 36 cancer and rare disease medicines. This project seeks to increase patient access and affordability of essential drugs.

Under the & Heal program, Sitharaman also disclosed intentions to help medical tourism along with the private sector, including simplified visa policies. This would be one of the steps of the holistic approach by the government to making India a global healthcare hub.

It has also emphasized the creation of digital healthcare infrastructure. The government also intends to link broadband access all over its government secondary schools and primary healthcare facilities. The health ministry fund has been changed by also 12.9 percent to enhance the medical facilities of the whole nation.

Life-Saving Drugs will be Cheap.

The 2025 Union Budget also offers more cost-control initiatives for the health sector. Basic customs duty will apply to thirty-six lifeline drugs and hence they will be more costly in the market. Furthermore totally free to consumers, 37 other drugs and 13 patient support programs will be free of basic customs charge.

Importing Drugs / Medicines Becomes Cheaper

➡️ 36 Lifesaving drugs and medicines to be added to the list of medicines fully exempted from Basic Customs Duty

➡️ 37 more medicines and 13 new patient assistance programmes to be fully exempted from Basic Customs Duty… pic.twitter.com/T99t1opZ52

— PIB India (@PIB_India) February 1, 2025

Ultimately, these projects will help to lower the cost of vital healthcare items, increase their availability to more patients, and reduce financial access barriers.

New Tax Regime to Benefit the Middle Class

The most anxiously anticipated part of the budget was the revamp of the tax system. Sitharaman, the Finance Minister, said “No income tax payable up to Rs 12 lakh.” With a direct benefit to the taxpayer, a revised tax structure is meant to cut taxes all across the board as follows: Up to Rs 4 lakh: 0% and Rs 4-8 lakh: 5% This means “the middle class will get significant relief.”

Upto Rs 4 lakh: 0%

Rs 4-8 lakh: 5%

Rs 8-12 lakh: 10%

Rs 12-16 lakh: 15%

Rs 16-20 lakh: 20%

Rs 20-24 lakh: 25%

Above Rs 24 lakh: 30%

UDAAN Programme to Enhance Regional Connectivity

Finance Minister also revealed an enhancement of the UDAAN program, which meant to raise regional connectivity everywhere in India. Improved connectivity to 120 fresh sites and help for transporting 4 million more passengers over the next decade will come from the latest UDAAN program. In addition, the plan would assist little helipads and airports in areas including the northeast, mountainous terrain, and future districts. The success motivated a revised UDAN scheme that she said would be launched next to link 120 new locations and transport 4 crore more passengers over the next decade.

Big Boost for the Travel Industry

Presently contributing 5% to the gross national product, India’s Union Budget 2025 will offer a many-pronged strategy for revitalizing its tourism sector. The government hopes this will be boosted to 9-12 percent to bring it in line with other nations. Achieving this aim will involve several important programs:

Enhancing last-mile connectivity

Expanding the UDAN scheme

Upgrading tourist destinations

Simplifying visa regulations

Improving hygiene standards

Apart from boosting the ranking of the nation among the top travel destinations of the planet, offering employment to a larger part of the population helps to improve both local and overseas tourism prospects.

Union Budget 2025 sets the stage for a stronger economy in India using better regional connectivity and access to vital services, thanks to all of these nationwide reforms.

Additionally, the PM SVANidhi scheme will be upgraded. It will offer higher bank loans, UPI-linked credit cards with a ₹30,000 limit, and training programs to enhance workers’ skills.

To further strengthen support, a committee with stakeholders has been formed to develop a framework for gig and platform workers’ welfare. At the same time, the Labour Ministry has urged aggregators to register themselves and their workers on the e-Shram portal.

New Legal Protections for Gig Workers

For the first time, the government has legally defined gig and platform workers in the Code on Social Security 2020. This law ensures their protection by covering life and disability insurance, accident coverage, health and maternity benefits, and retirement security.

Budget 2025 Focuses on Economic Growth

Sitharaman stressed that Budget 2025 will drive economic expansion, boost private investments, improve household income, and strengthen the middle class.

The budget session, which started on January 31, will run until April 4. This marks Sitharaman’s eighth budget presentation.

Meanwhile, the Economic Survey 2024-25 projects India’s GDP to grow between 6.3% and 6.8% in 2025-26. However, experts believe India must sustain an 8% growth rate for the next decade to fulfill its Viksit Bharat vision. The survey also points out that economic growth was slow in the first two quarters of the current fiscal year.

The Union Budget 2025 was presented before Parliament yesterday and the Central government announced a new Income Tax Bill, to be introduced next week, to simplify the present law and make it more accessible to the masses as well as bring down the number of pages to about 60%.

Finance minister Nirmala Sitharaman had also assured within six months after the election to the Lok Sabha, the budget announcement for July 2024, regarding a full-scale review of the Income Tax Act which is more than six decades old. Now, she confirmed during her presentation of Union Budget 2025 that she will introduce a new Income Tax Bill next week.

Not an Amendment but a New Legislation

According to reports, the new Income Tax Bill will be a new law and not an amendment to the existing Act. The first half of the Union Budget 2025 session is scheduled from January 31 to February 13.

“The new Income Tax law will be a new law and not an amendment to the existing Act. Currently, the draft law is being vetted by the law ministry.”

This is a developing story…

</excerpt>

Union Finance Minister Nirmala Sitharaman today arrived at Parliament to present the Union Budget 2025, which adorned a saree consisting of Madhubani art. The saree was designed by Padma Shri awardee Dulari Devi.

Dulari Devi was awarded Padma Shri in 2021. Dulari Devi met the Finance Minister when she came to Madhubani for credit outreach program at Mithila Art Institute. There, they exchanged their thoughts on the state’s heritage, Bihar, in Madhubani art.

Carrying the traditional bahi khata in hand, FM Sitharaman left North Block for Rashtrapati Bhavan. Dulari Devi had gifted the saree to the minister and had requested her to wear it on Budget day.

The budget presentation assumes great attention, and even the attire of the finance minister becomes a matter of interest. Sarees of FM Sitharaman, over the years, have captured people’s attention, especially on budget days.

For her historic seventh Budget presentation in 2023, she chose a white silk saree with a magenta border featuring golden motifs. In the interim Budget earlier this year, she wore a blue handloom saree, carrying a *bahi khata* wrapped in red fabric.

Her first Budget presentation in 2019 featured a bright pink Mangalgiri saree with gold borders. In that year, she substituted the traditional briefcase with the *bahi khata*, and wrapped the Budget documents in red silk fabric embroidered with the national emblem.

In 2020, she wore a yellow-gold silk saree with a blue border and matching blouse. Yellow, often associated with prosperity, is a colour representing national economic aspirations.

She wore a red and off-white Pochampally silk saree with ikat patterns, and a border in green for the Budget 2021 presentation. Pochampally ikat, which is woven at Bhoodan Pochampally in the Telangana region, has been able to win India for this region the moniker of ‘Silk City’.

For Budget 2022, she was seen wearing a Bomkai saree from Odisha. The rusty brown shade is the result of a concoction of shades of brown and red.

Last year, she had picked a red temple saree with black borders very finely done with golden embroidery.

With this Budget, FM Sitharaman will script history. This will be her seventh Budget consecutively presented. In this way, she would better the record of late Morarji Desai who presented successive Budgets six times in succession.

Finance Minister Nirmala Sitharaman will present her eighth consecutive Union Budget on Saturday. As inflation continues to affect many, the salaried class hopes for tax relief to ease their financial strain.

On Friday, the minister put the final touches on the Budget document before its presentation.

Final Preparations

The finance ministry shared on X, “Union Minister for Finance and Corporate Affairs Smt. @nsitharaman interacts with the Secretaries and senior officials involved in the Budget making process @FinMinIndia while giving final touches to the Union Budget 2025-26 at her office in North Block, New Delhi, today.”

Economic Growth Projections

Looking ahead, the Economic Survey projects India’s GDP growth for FY 2025-26 to fall between 6.3% and 6.8%. This indicates a slowdown in growth, with more action required to meet the 8% annual growth needed to reach the Viksit Bharat target by 2047.

Middle-Class Expectations

In the wake of Prime Minister Modi’s invocation of Goddess Lakshmi, there is a heightened expectation from the middle class. “I pray to Goddess Lakshmi that the poor and the middle-class sections in the country are blessed by her,” said the Prime Minister.

Economic and Geopolitical Challenges

The Budget will be presented amidst geopolitical uncertainties and slowing economic growth, with the growth rate at a four-year low. Additionally, new U.S. President Donald Trump’s tariff threats against India add further complexity.

Focus on Tax Reforms and Structural Changes

Analysts expect the government to implement tax rationalization and push for export growth. They also anticipate improved capital spending and a clearer roadmap for structural reforms in the Budget.

Growth-Oriented Measures

DK Srivastava, Chief Policy Advisor at EY India, suggests that the Budget should focus on fiscal prudence while promoting growth. Increasing capital expenditure and putting more disposable income in the hands of urban consumers will help stimulate domestic demand and growth.

Karnataka’s Concerns

Meanwhile, Karnataka’s Chief Minister, Siddaramaiah, urged the Centre to recognize the state’s contribution and ensure a fair distribution of resources. He criticized the Union government for its “discriminatory approach” and called for more empathy in financial decisions.

NRIs’ Tax Concerns

Congress General Secretary K C Venugopal raised concerns over the taxation of capital gains on real estate, particularly for NRIs. He urged the Finance Minister to extend the same tax benefits to NRIs as those granted to other citizens.

Opposition Criticism

Leader Rahul Gandhi highlighted the lack of representation for Dalits, tribals, backward classes, and minorities in the budget-making process. “Tomorrow you will see that the finance minister will go with a briefcase… You will not see a single Dalit, a tribal, a backward class person or a minority in the photo,” Gandhi said.

Congress’s Agenda

The Congress party plans to raise critical issues during the Budget discussion, including inflation, unemployment, the Maha Kumbh stampede, and the alleged disrespect to B.R. Ambedkar.

Himachal Pradesh’s Demands

Lastly, Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu appealed for the Centre’s support in funding the construction of an international-standard airport in the state.

As Finance Minister Nirmala Sitharaman prepares for her eighth consecutive Union budget, common people, especially those with lower incomes, are facing challenges. High prices, particularly for food items, are hurting families. Wages have not kept up with inflation, and job opportunities are scarce. As a result, many households have been forced to reduce or delay spending, impacting corporate earnings.

Inflation Hits Household Budgets

The prices of essential food items like vegetables, cooking oil, and milk have risen sharply. Extreme weather has driven up vegetable prices, while increased duties have pushed up cooking oil costs. Additionally, higher input costs have led to milk price hikes. However, a Rs 1 reduction in milk prices, announced by cooperatives like Amul, will offer some relief to households.

Packaged foods such as biscuits and toiletries have also become more expensive due to their reliance on palm oil. Companies have warned of more price hikes, as their input costs rise. Lower import duties on edible oils could reduce prices and ease the burden on both consumers and companies.

Slow Wage Growth Adds to the Strain

Wages, particularly for non-salaried workers, have not kept pace with inflation. Non-salaried workers saw only a 3.4% wage increase, while salaried workers saw a 6.5% rise. Additionally, wages in sectors like engineering and manufacturing grew slowly between 2019 and 2023, despite rising corporate profits.

Economic Growth Slows

India’s economy is expected to grow by 6.4% in 2024-25, the slowest since the pandemic. Reduced government spending on infrastructure projects in the first half of the fiscal year is one cause of this slowdown. Increasing government investment in infrastructure could boost demand for materials like cement and steel, create jobs, and encourage factory expansions.

Job Creation Lags Behind

During the pandemic, many workers returned to agriculture after losing their jobs in urban areas. However, the return to urban employment has been slow, mainly due to a lack of jobs and high living costs. While formal sector jobs have increased, India still struggles to create enough employment. Increased government investment in infrastructure and private sector involvement in labour-intensive industries could help improve this situation.

Tax Relief Remains a Key Demand

High taxes, particularly on essentials, remain a burden for lower- and middle-income groups. While the GST Council decides on indirect taxes, lowering import duties on essential goods and streamlining taxes on petroleum products could offer some relief. Furthermore, reducing income tax for lower- and middle-income earners would leave more disposable income in their hands. However, the government has only made small adjustments in this area so far.

On Friday, she chaired a meeting with States and Union Territories in Jaisalmer.

The Finance Ministry conducts several pre-Budget consultation meetings annually with experts, industry leaders, economists, and state officials. The formal exercise to prepare the annual Budget for the next financial year has already begun.

As is the convention, the Budget for 2025-26 will be tabled on February 1, 2025.

The 2025-26 Budget will mark Finance Minister Nirmala Sitharaman’s eighth. All eyes will be on the key announcements and the government’s forward-looking economic guidance for the remainder of the Modi 3.0 tenure.

</excerpt>

CII Urges Centre to Maintain Fiscal Discipline in Upcoming Budget
The Confederation of Indian Industry (CII) has called on the Central Government to maintain the fiscal deficit target of 4.9% of GDP for FY25 and aim for 4.5% in FY26 in the upcoming Union Budget. Highlighting the importance of fiscal prudence, CII also advised against overly aggressive targets that could hinder economic growth.

“India has been growing rapidly amidst a slowing global economy. Prudent fiscal management for macroeconomic stability has been pivotal to this growth,” said Chandrajit Banerjee, Director General of CII.

Banerjee lauded the government’s fiscal approach, stating, “The fiscal management has maintained the perfect balance between the fiscal deficit and fiscal support to growth. This has provided macroeconomic stability to the economy and helped build resilience in an environment of great global economic uncertainty.”

Debt Reduction and Fiscal Stability

CII has welcomed the government’s focus on maintaining fiscal deficit levels that aid in reducing the debt-to-GDP ratio. It has suggested a glide path to lower the Central Government’s debt to below 50% of GDP by 2030-31 and to 40% in the long term. This, according to CII, would positively impact India’s sovereign credit rating and lower overall interest rates in the economy.

The organization also proposed instituting Fiscal Stability Reporting to aid long-term fiscal planning. Banerjee explained, “This could include issuing annual reports on fiscal risks under different stress scenarios and the outlook for fiscal stability.”

The reports, he suggested, should incorporate long-term forecasting (10-25 years) of fiscal positions, factoring in variables like economic growth, technological change, climate change, and demographic shifts. “Several countries have adopted this proactive approach, ranging from 10 years in Brazil to 50 years in the UK,” Banerjee noted.

Also read: Trinamool Leader Kunal Gosh Joins Protest Against Minority Violence in Bangladesh

Fiscal Prudence at the State Level

Banerjee emphasized the importance of fiscal discipline at the state level, pointing out that combined state government spending exceeds that of the Union Government.

CII has proposed three key interventions to promote fiscal prudence among states:

Encouraging State-level Fiscal Stability Reporting.

Strengthening oversight of states borrowing directly from the market and providing guarantees for state public sector enterprises.

Establishing an independent, transparent Credit Rating System for States to incentivize fiscal discipline.

Banerjee suggested that state credit ratings could be tied to financial autonomy and determine their eligibility for schemes like Special Assistance as Loans for Capital Expenditure. “Such rewards will act as a strong incentive for state governments to prioritize fiscal prudence and sustainability,” he added.

Building a Sustainable Fiscal Path

CII’s recommendations aim to bolster India’s fiscal stability while fostering long-term growth. By balancing fiscal discipline at both central and state levels, the proposals could enhance India’s resilience against global economic challenges and create a foundation for sustained economic prosperity.

</excerpt>

The anticipation surrounding the 8th Pay Commission continues to grow, especially after the recent dearness allowance (DA) hike for central government employees and pensioners. Many are wondering if the Centre will announce the formation of the new pay commission, which is expected to revise salaries and pensions based on inflationary trends and other economic factors. Historically, pay commissions have been implemented approximately every 10 years, leading to heightened expectations for an early 2025 announcement.

Dearness Allowance Hiked to 53%

After a prolonged wait, the government announced a 3% increase in dearness allowance for central government employees, raising it to 53% of basic pay, effective from July 1, 2024. Employees and pensioners will receive arrears for three months in their October salaries, just ahead of Diwali, providing a timely financial boost.

8th Pay Commission Announcement Likely in Union Budget 2025

According to a Union leader, the 8th Pay Commission is likely to be established early next year, possibly in the Union Budget 2025. Once formed, the commission will take time to finalize its recommendations, as was seen with the 7th Pay Commission, which took over 18 months to complete its report. The recommendations from the new commission could then be implemented in 2026, following the timeline set by previous pay commissions.

Under the 7th Pay Commission, the minimum basic pay for central government employees rose to Rs 18,000 per month, up from Rs 7,000, using a fitment factor of 2.57. Similarly, the minimum pension for retirees was raised to Rs 9,000 from Rs 3,500. Maximum salaries and pensions were set at Rs 2,50,000 and Rs 1,25,000, respectively. These revisions were based on the government’s decision to implement a lower fitment factor than initially demanded by employee unions.

What to Expect from the 8th Pay Commission

Speculation suggests that the 8th Pay Commission may propose using a new fitment factor of 1.92, which could result in significant salary and pension revisions. If applied, this factor would increase the minimum salary from Rs 18,000 to approximately Rs 34,560, and the minimum pension could rise to Rs 17,280. However, these figures are not confirmed and will depend on the final recommendations of the commission.

The central government employees and pensioners are keenly awaiting more details on the potential salary revisions and the formal establishment of the 8th Pay Commission, which could be a major development in the upcoming Union Budget.
