Congress Chief Kharge Accuses PM Modi of Lying About Job Creation

On July 13 in Mumbai, Prime Minister Narendra Modi claimed that his government had created eight crore jobs in the past three to four years, silencing those spreading “fake news about unemployment.” He cited a recent Reserve Bank of India report to support his statement and accused the opposition of spreading false narratives that hinder investment, infrastructure development, and the country’s growth.

Congress Chief’s Rebuttal

In response, Congress Chief and Leader of Opposition in the Rajya Sabha, Mallikarjun Kharge, accused PM Modi of weaving a “web of lies” about job creation. Kharge took to social media platform X (formerly Twitter) to express his criticism.

Kharge’s Criticism of NRA

Kharge reminded PM Modi of his 2020 announcement regarding the National Recruitment Agency (NRA), which was intended to streamline recruitment processes and boost transparency. Kharge pointed out that despite the announcement, the NRA has not conducted a single exam in the last four years. He also highlighted that out of the ₹1,517.57 crore allocated to the NRA, only ₹58 crore has been spent.

Kharge’s Three Questions to PM Modi

Kharge raised three specific questions:

Why has the NRA not conducted any exams in the last four years?
Why has such a small portion of the allocated funds been spent?
Was the NRA deliberately kept inactive to deprive SC, ST, OBC, and EWS youth of their reservation rights?

Kharge further accused the BJP-RSS of undermining the education system and destroying the future of the youth through inaction and alleged corruption in recruitment processes.

Government Data Indicates Significant Job Growth and Decline in Unemployment Rate in India

Employment emerges as a critical election issue, particularly in light of the recent ILO report indicating that 83 percent of India’s unemployed workforce comprises youth.

According to ANI’s analysis of government data from five distinct sources, there has been a notable increase in job opportunities during the past several years under the Modi administration. Data from the Periodic Labour Force Survey (PLFS), EPFO, RBI, National Career Services (NCS) portal, and various government job-intensive schemes all indicate a rise in employment and a decrease in the unemployment rate. Over the last six years, PLFS data shows a positive trend in both labor participation rates and worker population ratios. Employment has risen from 46.8 percent in 2017-18 to 56 percent in 2022-23, while labor force participation has increased from 49.8 percent to 57.9 percent during the same period.

The unemployment rate has dropped from 6 percent to 3.2 percent from 2017-18 to 2022-23, with a 3.1 percent growth in worker population ratio compared to a labor force participation rate of 2.7 percent, indicating a surplus of jobs relative to demand. In rural areas, unemployment rates have fallen from 5.3 percent in 2017-18 to 2.4 percent in 2022-23, while in urban areas, they have decreased from 7.7 percent to 5.4 percent during the same timeframe. Additionally, there has been a significant decline in the unemployment rate among females, from 5.6 percent in 2017-18 to 2.9 percent in 2022-23. Among youth, the unemployment rate has decreased from 17.8 percent to 10 percent over the same period.

According to PLFS data, employment opportunities for educated individuals have significantly risen over the past six years. The employment rate for graduates increased from 49.7 percent in 2017-18 to 55.8 percent in 2022-23, while for postgraduates and above, it rose from 67.8 percent to 70.6 percent. Analysis of data from the Employee Provident Fund Organisation (EPFO) indicates that 6.1 crore new members joined the EPFO in the last six years. The latest KLEMS database released by the RBI, covering 27 sectors of the economy, suggests that estimated employment in the country increased from 47 crore in 2013-14 to 55.3 crore in 2021-22 over nine years.

The National Career Service (NCS) portal, aimed at connecting employers and employees, witnessed a 214 percent surge in job vacancies in 2023-24 compared to 2022-23. As of March 31, 2024, the NCS platform has attracted a user base of 25.58 lakh employers, with approximately one million active job vacancies daily. Job vacancies on NCS have notably increased in sectors such as finance, insurance, construction, manufacturing, transportation, storage, IT, and communications. Compared to the previous year, 2023-24 saw significant job surges, with a 134 percent increase in the financial sector, 285 percent in operations and support, 155 percent in IT and communications, and 121 percent in the education sector.

Additionally, various policy initiatives by the government have significantly contributed to job creation. The Pradhan Mantri Mudra Yojana (PMMY) has disbursed loans totaling Rs 5,32,358.35 crore as of March 2024. Under the Atmanirbhar Bharat Rojgar Yojana (ABRY), 60.49 lakh beneficiaries have received total benefits amounting to Rs 10,188.5 crore by March 2024. Other schemes such as MGNREGS, PM SVANidhi, and PMEGP have also played a role in job generation. Moreover, employment opportunities have been generated through flagship government programs like Make in India, Start-up India, Digital India, the Smart City mission, Housing for All, infrastructure development, and industrial corridors.

Chinese youth face record-high unemployment

China’s young people are facing staggering rates of unemployment as the country’s recovery from the coronavirus pandemic continues to fluctuate.

President Xi Jinping, however, is telling the youth to stop thinking they are doing manual work or moving to the countryside. They should learn to “eat bitterness,” Xi said, using a colloquial expression that means to endure hardships. But many young Chinese aren’t buying it. They argue that they studied hard to get a college or graduate school degree only to find a shrinking job market, falling pay scale, and longer work hours. Now the government is telling them to put up with hardships.

Gloria Li who graduated with a master’s degree in June last year, is desperate to find a job. “Asking us to eat bitterness is like a deception, a way of hoping that we will unconditionally dedicate ourselves and undertake tasks that they themselves are unwilling to do,” Li said. People like Li were lectured by their parents and teachers about the virtues of hardship. Now they are hearing it from the head of state.

A record 11.6 million college graduates are entering the workforce this year, and one in five young people is unemployed. China’s leadership is hoping to persuade a generation that grew up amid mostly rising prosperity to accept a different reality.

“The countless instances of success in life demonstrate that in one’s youth, choosing to eat bitterness is also choosing to reap rewards,” Xi said on Youth Day in May. He has also repeatedly urged young people to “seek self-inflicted hardships,” using his own experience of working in the countryside during the Cultural Revolution.

The youth unemployment rate is usually a statistic that the Chinese Communist Party takes seriously because it believes that idle young people could threaten its rule. Mao Zedong sent more than 16 million urban youths- including Xi- to toil in the fields of the countryside during the Cultural Revolution.

The return of these jobless young people to cities after the Cultural Revolution, in part, forced the party to embrace self-employment, or jobs outside the state-planned economy.

BJP Telangana chief Bandi Sanjay to hold protest march against KCR govt

The Bharatiya Janata Party’s Telangana unit chief Bandi Sanjay will hold a protest march against “unemployment” in the state on Saturday, the party said.

The launch of the “Nirudyoga March” from Warangal can be seen as Sanjay’s strong retaliation against the state government, as this was the same place from where he was arrested recently. BJP Spokesperson NV Subhash told that the march is scheduled to start from Kakatiya University to the Ambedkar Statue and will be joined by people from different walks of life.

Subash alleged that Telangana State Public Service Commission papers had been leaked by people who are close to state minister KT Rama Rao and the chief minister K Chandrashekar Rao, claiming that 30 lakh job aspirants are waiting to get a job in the state. “Their dreams have been shattered. We have approached the court and demanded immediate action be taken against Rao. A sitting high court judge should be appointed to investigate the scam. Students who have appeared for the exam should be compensated,” the BJP leader said.

The next leg of his march will be from Mehboobnagar on 21 April, followed by Khammam, for which the dates are still being finalised. “I will be doing 10 rallies across the state and then concluding with a mega rally in Hyderabad,” Bandi Sanjay said.

“There are three demands. IT Minister KT Rama Rao should resign following the paper leak. We demand an inquiry into this by a sitting High Court judge and compensation of Rs 1 lakh for all the students affected by the leak,” Sanjay further elaborated.

4 held for duping unemployed people in Haridwar

On the pretext of giving government jobs to unemployed people, four members of a gang including a woman have been arrested for allegedly duping in Haridwar. Meanwhile, from Haridwar the victim complained to the police, and on that basis, a raid was conducted, and nabbed the four suspects. “The police recovered fake appointment certificates, fake mark sheets, Rs 90,000 cash, a dozen mobiles, and army and police uniforms from their possession,” Haridwar SSP Ajay Singh said. The accused have been identified as Vijay Nautiyal, Renu, Nitin, and Siddharth.

Congress gives suspension of Business Notice in Rajya Sabha

Under Rule 267 Congress MP Ranjeet Ranjan on Friday gave a Suspension of Business Notice in Rajya Sabha for a discussion on unemployment in the country. “India is a country with a maximum population of youth and 60 percent of people in the age group of workers are unemployed. In the age group of 20-24 years, 42 percent of people are unemployed. Unemployment is the highest in the last 45 years. As per data, unemployment is highest in a year at 8.3 percent. Also, it is mostly impacting the women population. The participation of women in the labor force has come down to 15 percent from 26 percent,” Ranjan wrote. Meanwhile, Rameswar Teli informed that the unemployment rate is on the decline in the country as per the Periodic Labour Force Survey (PLFS) data.

India’s unemployment drops to 7.2 percent in the second quarter.

The National Statistical Office’s 16th Periodic Labour Force Survey stated that the unemployment rate—defined as the percentage of unemployed people in the labour force in the nation over the age of 15 who live in urban areas—decreased to 7.2 during the second quarter of 2022–2023 from 9.8 in the preceding period.

The data also revealed that among the samples, the percentage of unemployed females in cities decreased from 11.6 in the same time period to 9.4 in the current one. In the second quarter of the current fiscal year, the proportion of unemployed men decreased to 6.6 from 9.3 in the same quarter last year.

In April–June 2022, it was 47.5%.

The term “labour force” refers to the segment of the population that provides or proposes to provide labour for engaging in economic activities for the production of goods and services, and as a result, both “employed” and “unemployed” people are included.

The percentage of unemployed people in the labour force is known as the unemployment rate.

The percentage of workers in the population is known as the worker population ratio. The workforce as measured by CWS depicts the workforce on average over a one-week period during the survey period.

From 29.5 in the second quarter of the current fiscal year to 31.5 in the same period last year, the worker population ratio decreased.

A rotational panel sampling design was employed in urban areas, according to a statement from the Ministry of Statistics and Programme Implementation, and in this rotational panel scheme, each selected household in urban areas is visited four times: once with a first visit schedule and the other three with revisit schedules.

India’s unemployment is the major issue the country is facing in today’s time. The govt, the opposition and the citizens often have clashed for the reason. The Indian unemployment rate dropped to the lowest in the past 4 years in September 2022.

The jobless rate sharply fell to 6.43%, data from the Centre for Monitoring Indian Economy Pvt. showed. The reading is the lowest since August 2018 and compares with a one-year high of 8.3% in August.

The decline is seen even after 10 million new jobs were added; the workers who entered the market couldn’t find any work. In rural areas, the unemployment rate declined to 5.8% from 7.7% in August, while in urban areas it stood at 7.7%, lower than 9.6% in the previous month.
To a surprise, this data came just before the Indian festive season which typically aids employment growth and aids job growth. Strong demand in the services sector along with steady monsoon rains also likely boosted employment opportunities.

India’s economic expansion has been at one of the fastest rates in the world, but not enough to create jobs. That has led to some discontent among the country’s youth while giving ammunition to opposition parties to ratchet up the rhetoric against unemployment.
