Govt Issues New Rules for Ola, Uber on Surge Pricing and Ride Cancellations

The Centre has put forth a fresh guideline permitting ride-hailing apps such as Ola and Uber to raise their peak-hour fares. Cab aggregators can now charge up to two times the minimum fare during peak hours under the Motor Vehicle Aggregator Guidelines (MVAG) 2025, an upward revision from the earlier cap of 1.5 times.

At off-peak times, it is permissible for platforms to provide fares at a discounted rate, but not less than 50% of the minimum fare. This pricing strategy is designed to provide flexibility with the assurance of fair remuneration to drivers.

Penalty for Non-Genuine Reasons of Cancellation

The Ministry of Road Transport and Highways has also imposed stricter regulations regarding cancellations of rides. According to the guidelines, “10% of the fare not exceeding Rs 100 shall be levied on a driver if a ride is cancelled without any reason specified.” An equal fee will be charged from passengers cancelling rides without adequate reason.

These new guidelines seek to stem unnecessary ride cancellations and establish accountability on both passenger and driver levels.

States Provided Three Months to Enact MVAG 2025

The Centre has directed state governments to implement the new MVAG 2025 guidelines within three months from the date of issue. Adoption is recommended but voluntary, with states allowed to add provisions as per local requirements.

Base Fare and Dead Mileage Defined

On the issue of fare regulation, the ministry explained that the base fare is to be determined by the state government and said:

“The fare by the State Government for the relevant category or class of motor vehicles, shall be the base fare chargeable to passengers availing services from the aggregator,” under sub-clause 17.1 of the guidelines.

In order to offset operating expenses, the base fare will be payable on a minimum of three kilometers distance, which will include dead mileage like the distance of travel without passengers or on pickup. But passengers will not be billed for dead mileage if the trip is less than three kilometers.

The guidelines add:

“The fare shall be collected only from the origin point of the journey to the destination point where the passenger is dropped.”

Compulsory Insurance Cover for Passengers

In order to enhance passenger safety, the new MVAG guidelines also mandate aggregators to provide a minimum insurance cover of Rs 5 lakh for all passengers. This step is part of overall efforts to establish greater trust and security in app-based mobility services.

These overhauling reforms under MVAG 2025 propose to update India’s ride-hailing landscape, equilibrate the interests of drivers and passengers, and promote fair fares and accountability.

Jain pointed out, “75% of internet users outside China are from the developing world. And these are the people. Whenever they like something, they click something. They do anything, anything with their phones. They are generating digital data, right? That digital data is what powers all of these companies. On this list, you will find some of the storied names in the world of AI.”

The AI Surge and Developing World Data

Jain indicated that although AI businesses depend on data generated by users, most of it does not come from the developing world. He emphasized that this represents a huge opportunity for India, which needs to tap its “data dividend” to power its AI ambitions.

He stated, “So this is India’s data dividend. We’ve talked about the demographic dividend for many decades, but this is India’s data dividend. And the developing world’s data dividend, which remains completely untapped by our own economies.”

Understanding AI in Simple Terms

Jain also demystified AI, explaining its basic concept without technical jargon. He compared machine learning (ML) to a programming function created with data rather than written instructions.

“That’s it. There is no other mystery to this,” he said. “Now, what does that mean? A traditional program, the way we would write it, you would write a set of instructions. If this, then that for I equals 1 to 20, do this or whatever it is. So that would be what a traditional program would be, a machine learning program.”

AI’s Role in Developing India’s Future

Uber VP Dinkar Jain at the NXT Conclave 2025 claimed that it is not possible for India to achieve its vision of a developed country, or ‘Dixit Bharat’ by 2047, without a prominent role in AI. He emphasized that AI is crucial for enhancing standards of living, healthcare, education, security, and law enforcement.

“We can do this overnight if we did it, with AI and the goal of Dixit Bharat or a developed country cannot be attained,” Jain said. “It’s an inconceivable to think about that goal without India being a very prominent player in the field of AI.”

Why AI Sovereignty Should Be India’s Focus

Jain emphasized that although most nations are concentrating on data sovereignty—keeping data at home—such an approach holds back AI from realizing its maximum potential. Rather, he asserted, AI sovereignty should be the actual objective.

“So what the world is trending towards is like, let’s say we have 195 countries in the world. They’re all trying to create their own little AI system. So each country wants to keep their data inside their little silo and create their own AI system. Now, this is data sovereignty,” he stated.

But he cautioned that this scattered strategy would give rise to poor-quality AI systems and reliance on stronger AI-run countries.

Risks of Dependence on AI by Global Corporations

Jain raised concerns regarding global corporations dominating AI, dictating terms over data, and pricing with no democratic input. He articulated that if the world lets just a few organizations take control of AI, it will breed disparity and restrict access to the positives of AI for smaller countries.

“Right. Now the alternative here is that you take the data from 195 countries. You have a smaller set of global companies that that serve global AI systems. Now, obviously this is problematic for us too, because we don’t want all the power from all the countries and all the data from all the countries to be concentrated in the hands of a few companies that often escape democratic supervision, that often escape,” Jain cautioned.

India’s Road to AI Leadership

Jain concluded by sketching his vision of India’s AI future, stressing the importance of a robust domestic AI industry. He laid out a highly challenging target for India and the Global South—to build at least 500 AI unicorns by 2030.

“These should be the goals that India should lead the world on and indeed the global South on. There should be about 500 AI unicorns that are coming out of the Global South by 2030,” he added.

Survey Finds 78% of Indian Delivery Gig Workers Earn Below ₹2.5 Lakh Annually

A recent survey has shed light on the financial challenges faced by Indian gig delivery workers. Conducted by Borzo (formerly WeFast), a global same-day delivery company, the report titled ‘Understanding the Financial Literacy of Gig Delivery Partners’ highlights the precarious financial situation of those working for companies like Zomato, Swiggy, Uber, and Amazon.

Low Earnings Among Gig Workers

The survey, which encompassed over 2,000 gig delivery workers across 40 Indian cities, reveals that a staggering 77.6% of these workers earn less than ₹2.5 lakh annually. This low income underscores the financial strain experienced by many in this sector.

Income Tax Filing and Awareness

When it comes to tax matters, the survey uncovered that 61% of participants were unfamiliar with income tax brackets. Only 33.5% of the gig workers surveyed had filed income tax returns (ITRs), leaving 66.5% who had not. Among those who did file, 66% submitted zero returns. Notably, only 42% of those not filing ITRs expressed a willingness to pay taxes if required, while 58% were unwilling to do so under any circumstances.

Savings and Investments

In terms of savings, only 24% of gig workers contributed to the Public Provident Fund (PPF), with monthly contributions ranging between ₹1,000 and ₹3,000. Investment habits showed that 23% of workers invested in mutual funds, with 71% of them investing between ₹500 and ₹1,000 monthly. Additionally, 26% invested directly in the stock market, with a preference for blue-chip stocks, IPOs, or penny stocks.

Lack of Life Insurance

A significant 62% of gig workers reported not having life insurance, reflecting a gap in financial security and planning.

Comparison with Broader Population

The survey findings also highlight that out of the 74 million individuals who filed income tax returns for the financial year 2022-23, 70% claimed no tax incidence. This indicates that only about 1.6% of India’s population actually pays income tax. With the gig workforce expected to grow from 7 million to 25 million by 2030, according to Niti Aayog estimates, addressing these financial issues is crucial.

The survey underscores the need for improved financial literacy and support for gig workers as their numbers continue to rise in India’s evolving job market.

Despite this progress, Chunawala felt he was destined for more, even as financial debts loomed over him.

His fortunes changed in 2013 when he saw an advertisement for a new ride-hailing app offering flexible earning opportunities. Chunawala’s fleet now provides employment and stability to numerous families. He strives to empower his drivers, ensuring they can pursue their dreams without financial barriers. His journey, however, was not without challenges. He faced setbacks from employee issues to the severe impact of the Covid-19 lockdown, which temporarily halted his business.

Soon to be honored by Uber as a top first-generation entrepreneur, Chunawala emphasizes driver training. His drivers undergo a rigorous 15-30 day program to ensure they understand appropriate behavior and job expectations.

Ola Cabs Faces Notice for Alleged Ill-Treatment of Differently Abled Ex-IAF Officer

Ola Cabs has been served a notice by the Chief Commissioner for Persons with Disabilities following an incident where one of its drivers allegedly mistreated Wing Commander Shantanu, a para-shooter and ex-IAF officer with an 80% locomotor disability. The Ministry of Social Justice and Empowerment issued the notice, considering the incident an affront to the dignity of a person with a disability who is not only a soldier but also a sportsperson. The Chief Commissioner has asked Ola to respond within 30 days.

The ill-treatment occurred when the Ola driver aggressively behaved with Wing Commander Shantanu and his wife, instructing them to exit the cab. Shockingly, the driver refused to accommodate the wheelchair in the vehicle. Disturbed and humiliated by this experience, the Air Force veteran sought action against the driver by approaching the Chief Commissioner for Persons with Disabilities.

Wing Commander Shantanu, who suffered severe spinal cord damage in a 2017 accident, has become an inspirational figure. Enduring ventilator support for nearly two months and overcoming 13 broken ribs, he emerged as the first Indian “para rower” and the inaugural rower from the Indian Air Force.

Delhi govt moves SC, challenges order on bike-taxi services

The Delhi Government has moved the Supreme Court, challenging the Delhi High Court interim’s order staying the Delhi Transport Department’s notification to stop plying bike taxi services through ride-sharing platforms in the national capital.

The plea was brought before a vacation bench comprising justices Aniruddha Bose and Rajesh Bindal on Monday by Delhi Government’s advocates Manish Vashisht and Jyoti Mendiratta, who sought an urgent listing. The court said that it would hear the plea on Wednesday.

The government has challenged the decision of the Delhi High Court dated 26 May permitting the respondents to continue the commercial operations in the National Capital Territory (NCT) of Delhi and act as aggregators of non-transport two-wheelers plying in the city, admittedly without any licence.

The government’s counsel has sought urgency saying that in view of the impugned interim order of the High Court, the Respondents Uber and Rapido are continuing the use of non-transport vehicles including two-wheelers for the purpose of aggregation and ride pooling which is impermissible under the Motor Vehicles Act read with the Motor Vehicle Aggregator Guidelines 2020 without obtaining valid permits.

According to the government, the Delhi Motor Vehicle Aggregator Scheme, 2023 has already been prepared by the petitioner State and the same is now pending the approval of the Competent Authority.

“The respondents are required to get themselves registered and apply for permits after complying with the conditions laid down therein upon its notification and only thereafter, the Respondents can be allowed to continue their business operations in accordance with law,” the state government said.

Plying the bike taxis by the respondents cannot, amongst other reasons, be permitted without complying with conditions like police verification, obligations of installing GPS devices, panic buttons etc, to ensure road safety and the safety of the passengers, the government added.

Uber launches various electric vehicle services

Uber, the app-based ride-hailing service, announced a slew of partnerships on Wednesday to electrify its services in India in preparation for the transition to sustainable mobility. With the help of its fleet partners, it will deploy 25,000 electric vehicles across Uber’s top seven cities.

As part of its sustainability push, the mobility company announced the launch of Uber Green in Delhi, Mumbai, and Bengaluru beginning in June 2023. Uber Green allows passengers to request an all-electric, zero-emission vehicle instead of a regular fossil-fuelled car, bringing an on-demand EV experience to India.

Uber Green is currently available in over 100 cities across 15 countries.

“India’s huge scale and electrification momentum makes the country a priority for Uber as we seek to meet our commitment to electrify every ride on our platform by 2040.

“Today, we are taking a major step toward that goal with the launch of Uber Green. We know that our impact goes beyond technology. We are determined to become allies of cities and governments as they seek to combat climate change and pollution through sustainable mobility,” said Andrew Macdonald, Senior Vice President, Mobility and Business Operations at Uber.

Furthermore, it plans to deploy 10,000 electric two-wheelers by 2024 to promote sustainable mobility in its rapidly expanding Uber Moto category. In Delhi, over 1000 Zypp Electric two-wheelers have already been deployed on Uber Moto.
