Leaders honour victims, promise stronger global cooperation.
</excerpt>

Canadian Prime Minister Mark Carney marked 40 years since the Air India Flight 182 bombing, calling it Canada’s worst terrorist attack. In a message on X, Carney honoured the 268 Canadian victims and reaffirmed Canada’s firm stance against terrorism.

Air India Bombing: Canada’s Deadliest Terror Attack

“Forty years ago, Canada faced the deadliest terrorist attack in its history. Today, we mourn the 268 Canadian victims of the Air India bombing and all who have been killed in acts of terrorism, a sombre reminder of our commitment to fight violent extremism and keep Canadians safe,” Carney wrote. He called the 1985 attack a painful reminder of the ongoing fight against terrorism.

On June 23, 1985, Air India Flight 182, also known as Kanishka, exploded mid-air near Cork, Ireland, killing all 329 people onboard. The Babbar Khalsa, a Khalistani terrorist group based in Canada, orchestrated the attack. Most of the victims were Canadians of Indian origin.

Leaders Call for Global Cooperation

As Canada observed its National Day of Remembrance for Victims of Terrorism, Carney vowed to strengthen global cooperation to prevent future attacks. He said, “Canada’s new government unequivocally stands against terrorism, and we will deliver on our mandate of change to keep communities safe.”

Meanwhile, opposition leader Pierre Poilievre also paid tribute to the victims. “Today we remember the 329 innocent lives lost in the Air India Flight 182 bombing — most of them Canadians. It remains the worst mass murder in our history,” he wrote on X. Poilievre assured that Canada’s Conservatives remain committed to fighting terrorism both at home and abroad.

At the Ahakista Memorial in Ireland, leaders from Canada, India, and Ireland came together to honour the victims. Canadian Public Safety Minister Gary Anandasangaree, India’s Union Minister Hardeep Singh Puri, and Irish Prime Minister Micheál Martin laid wreaths. Additionally, schoolchildren and local residents attended, offering flowers and music as a tribute.

During the ceremony, Puri emphasised the need for stronger cooperation between India and Canada. He said, “India stands ready to do more. Our security agencies, intelligence apparatus, and diplomatic channels are fully committed to partnering with the world to ensure that such tragedies are never repeated.”

Finally, Irish officials, including County Cork Mayor Joe Carroll, joined in laying wreaths to honour the victims.

</excerpt>

A Pakistani delegation in the United States was met with a stern call to free Dr. Shakil Afridi, the Pakistani physician who is attributed with assisting the CIA in finding Osama bin Laden. India and the international community made the call as part of continued diplomatic efforts to respond to Pakistan’s suspected connection to terrorism following recent attacks like the Pahalgam attack and Operation Sindoor.

US Legislators Pressure Pakistan to Release Shakil Afridi

When the delegation was visiting, a high-ranking American legislator, Brad Sherman, called on the Pakistani delegation to make it their priority to release Dr. Afridi, who is still behind bars in Pakistan. Sherman spoke about the importance of the release of Afridi as a milestone toward justice for the 9/11 victims.

“I called on the Pakistani delegation to convey to their administration the necessity of releasing Dr. Shakil Afridi, who is still in jail for assisting the United States in executing Osama Bin Laden. Releasing Dr. Afridi is a crucial step toward closure for 9/11 victims,” Sherman shared on X.

Who Is Dr. Shakil Afridi?

Dr. Afridi is a Pakistani doctor who cooperated with the CIA by running a polio vaccination drive in Khyber Pakhtunkhwa province to gather DNA samples of Osama bin Laden’s relatives. Pakistani forces arrested Afridi immediately after the 2011 US raid on bin Laden’s Abbottabad compound. A Pakistani court sentenced him to 33 years in prison in 2012.

Pressure to Fight Terrorism and Safeguard Minorities

The Pakistani delegation also sent strong messages to step up the fight against terror outfits, particularly Jaish-e-Mohammed (JeM), which was behind several fatal attacks in the region. Additionally, Sherman underscored the group’s involvement in the 2002 kidnapping and killing of Wall Street Journal reporter Daniel Pearl.

“I urged the Pakistani delegation on the need to fight terrorism and specifically the outfit Jaish-e-Mohammed, which killed my constituent Daniel Pearl in 2002,” Sherman stated.

Moreover, authorities continue to view Omar Saeed Sheikh, who masterminded Pearl’s kidnapping and murder, as a symbol of the lingering security threat. Sherman called on Pakistan to “do all it can to eliminate this evil group and fight terrorism in the region,” highlighting the ongoing pressure on Islamabad to take action.

</excerpt>

In a powerful diplomatic gesture, Panama’s Foreign Minister Javier Martinez Acha on Wednesday extended his country’s full support to India in its ongoing fight against terrorism. The minister made the remarks after meeting with a visiting Indian delegation led by Congress MP Shashi Tharoor.

Speaking to ANI, Acha said, “Regarding terrorism, we stand with India. We cannot tolerate any kind of terrorism. We cannot tolerate countries sponsoring terrorism. We are a democratic country. India is the largest democracy in the world, which values principles, and we will fight against any kind of terrorism together.”

India presents proof of Pakistan’s links to terror

During the meeting, the Indian delegation shared photographic evidence showing Pakistani Army officials attending the funeral of UN-designated terrorists who were neutralised in Operation Sindoor. The move underscored India’s efforts to expose state-sponsored terrorism on the global stage.

Broader scope of cooperation

Tharoor noted that the discussions were not limited to terrorism alone. He said the Panamanian Foreign Minister was very receptive to India’s concerns and also showed great interest in strengthening bilateral ties.

“The Minister received our message on terrorism in a very receptive and open-hearted way. In addition, he raised a number of opportunities for close India-Panama collaboration in the future, particularly in technology, education, pharmaceuticals, and many areas of future cooperation,” Tharoor said.

Panama keen on deeper ties with India

Minister Acha also expressed his desire to visit India soon and discussed the possibility of arranging a visit by Panama’s President. He added, “We have a promise from my good friend Mr. Tharoor that Prime Minister Modi will come to Panama soon.”

To this, Tharoor responded, “We will try to persuade him.”

Tribute to Mahatma Gandhi

Earlier in the day, the Indian delegation paid floral tributes to the Mahatma Gandhi bust at the Peace Plaza of the University of Panama. Tharoor said it was essential to spread Gandhian values among the youth of Panama and deepen cultural ties between the two nations.

“For us, today, it is very important that we come to the University which shapes the minds of the young people of Panama because we would like them to grow up not only with respect for the ideals and service of Mahatma Gandhi but also with respect for the valiant struggle he waged not just for peace but for freedom of our country,” he said.

The delegation also planted a sapling in the Peace Plaza, symbolising the growing friendship between India and Panama.

Delegation details

The Group 5 delegation led by Tharoor included MPs and leaders from various parties, such as Shambhavi Chaudhary (Lok Janshakti Party), Sarfaraz Ahmed (Jharkhand Mukti Morcha), G M Harish Balayagi (Telugu Desam Party), Shashank Mani Tripathi, Tejaswi Surya, Bhubaneswar Kalita (all from BJP), Mallikarjun Devda (Shiv Sena), former Indian Ambassador to the US, Taranjit Singh Sandhu, and Shiv Sena MP Milind Deora.

Parliamentary Affairs Minister Kiren Rijiju made it clear that India stands for peace. However, he stressed that the country will not hesitate to respond strongly to any terrorist attack. He announced that India is sending all-party delegations to different nations to convey this message.

Rijiju said, “India has always supported peace. Prime Minister Narendra Modi launched Operation Sindoor in response to the killing of our innocent civilians by the Pakistan-sponsored terrorists.”

India Sends Delegations to Share Its Stand

Rijiju explained that these delegations have a vital mission. They aim to tell the world that India wants peace but will not tolerate terrorism. “Delegations of India are going to various countries and will put forward India’s side. It is important to let the world know that India supports peace and will act against those who support terrorism, and the world should support the same,” he said.

Government Faces Congress Criticism

Meanwhile, the Congress party raised strong objections. It criticized the government for rejecting most of its suggested names for the delegation. Rijiju responded by saying the delegates will represent India as a nation, not individual political parties. “This is not a topic of politics. These delegations are not going to represent a party but the country,” he clarified.

However, a political dispute broke out. The government selected only one of the four names suggested by Congress, sparking anger from the opposition.

Congress Calls It a ‘Damage Control’ Move

Jairam Ramesh, Congress leader in charge of communications, accused the government of acting too late. He said the move appeared more like a public relations exercise than a serious diplomatic effort.

Ramesh said, “Congress party believes that an all-party meeting should have been done before this and PM Modi should have chaired the meeting… Our second demand was to hold a special session of the Parliament to discuss the issues of the relationship between China and Pakistan.”

He also slammed the government for excluding three of the party’s nominations. “This delegation is going for damage control. We have been saying that we need to stay united, and we are standing with our armed forces like a rock. We have said that Operation Sindoor is a historic operation, but PM Modi does not speak with the LoP or the Congress President. They ask us to give names. When we gave 4 names, they picked only one of them and added names on their own. What type of politics is this?” he added.

Delegation Structure and Operation Sindoor

Congress mentioned that it had sent its list of four names to the Minister of Parliamentary Affairs by May 16. But the final list came out on May 17, with only one of their suggested names included. The final list has MPs from various parties, divided into seven groups. Each group has 8–9 members and is led by one leader who will present India’s views at the global level.

This development comes after India launched a strong military response to the April 22 terror attack in Pahalgam. On May 7, the government launched Operation Sindoor. This operation targeted terrorist camps in Pakistan and Pakistan-occupied Jammu and Kashmir.

Over 100 terrorists from groups like Jaish-e-Mohammed, Lashkar-e-Taiba, and Hizbul Mujahideen were killed during the operation.

India Responds to Pakistan’s Retaliation

After the Indian offensive, Pakistan carried out cross-border shelling and drone attacks along the Line of Control and border areas in Jammu and Kashmir. In response, India carried out coordinated strikes. It destroyed radar stations, communication centers, and airfields at 11 Pakistani airbases.

Trump condemned the attack in Pahalgam and said that the United States stands with India in its fight against terrorism and offered all possible support.
US Secretary of State Marco Rubio has also offered support to India. In a post on X, Rubio wrote, “The United States stands with India.US National Security Advisor Mike Waltz called the attack in Pahalgam a “terrible tragedy.”

He made the statement in response to the post shared by US President Donald Trump on the terrorist attack in Pahalgam. The Pahalgam terror attack has been one of the biggest terror attacks after the abrogation of Article 370 in 2019. Following the terror attack, security forces have launched search operations on Wednesday to track down the terrorists responsible.

Security has been heightened since the attack, with visuals from the area showing the streets deserted in the usually bustling tourist area. Many organisations have also called for a Jammu bandh following the attack.

</excerpt>

A knife attack in Mulhouse, eastern France, left one civilian dead and multiple police officers injured on Saturday. The suspect, a 37-year-old man on a terror prevention watchlist, was arrested. French President Emmanuel Macron called the incident an “Islamist terror act” and vowed to continue the fight against terrorism.

Suspect Was Under Surveillance

Authorities confirmed that the attacker had been under judicial supervision, house arrest, and was facing an expulsion order from France. He was on the FSPRT watchlist, which tracks individuals at risk of radicalization.

Details of the Attack

According to officials, the attack took place around 4:00 pm (1500 GMT) during a public demonstration. The suspect first targeted municipal police officers while shouting “Allahu Akbar.” A 69-year-old Portuguese civilian who tried to intervene was fatally stabbed.

In total, five police officers were injured, two of them seriously. One suffered a carotid artery wound, while another sustained an injury to the chest.

Macron Condemns the Act as Terrorism

President Macron, speaking during a visit to France’s agriculture fair, declared that there was “no doubt” the attack was an act of Islamist terrorism. He assured that France would continue its efforts to eliminate terrorism.

Prime Minister Francois Bayrou also reacted, stating, “Fanaticism has struck again, and we are in mourning.”

Investigation Underway

France’s national anti-terrorism prosecutor’s office (PNAT) has taken over the case, investigating it as murder and attempted murder linked to a terrorist enterprise. Authorities have established a security perimeter at the crime scene, with military units providing backup.

Mulhouse Mayor Michele Lutz expressed her shock, stating, “Horror has seized our city.” She added that while the incident is being investigated as a terror attack, the final determination rests with the judiciary.

As France grapples with this latest act of violence, security measures in the region have been intensified.

Additionally, four Tehreek-e-Taliban Pakistan (TTP) militants were eliminated in Khyber Pakhtunkhwa.
</excerpt>

Pakistani security forces conducted major operations in Kalat and Harnai, Balochistan, eliminating 23 terrorists, according to the Inter-Services Public Relations (ISPR). These clearance operations were part of a broader anti-terror strategy aimed at curbing insurgent activities.

Major Military Operations in Balochistan

A total of 12 terrorists were killed on the night of January 31 – February 1 while attempting to set up roadblocks in Kalat.

Additional 11 terrorists were neutralized in follow-up operations in Harnai.

Security forces have increased sanitization operations across Balochistan in response to recent attacks.

TTP Militants Killed in Khyber Pakhtunkhwa

In a separate intelligence-based operation (IBO) in Dera Ismail Khan, four Tehreek-e-Taliban Pakistan (TTP) militants were gunned down.

Additionally, on February 1, a fierce encounter in North Waziristan’s Mir Ali area led to the killing of six TTP terrorists. However, Pakistan Army suffered two casualties:

Major Hamza Israr (29 years old)

Sepoy Muhammad Naeem (26 years old)

Security Forces’ Ongoing Crackdown

Since December 9, Pakistan’s security forces have intensified their counter-terrorism operations, killing 43 terrorists in Balochistan and Khyber Pakhtunkhwa. The crackdown has severely disrupted militant networks, particularly Fitna-Al-Khwarij and other terror groups operating in the region.

Conclusion

The latest military operations highlight Pakistan’s determination to root out terrorism and restore stability in its conflict-prone regions. With security forces on high alert, counter-terrorism efforts are expected to continue in the coming months.

60% of Terrorists Eliminated in 2024 Linked to Pakistan

Turning to Jammu & Kashmir, General Dwivedi spoke on the significant progress made in counter-terrorism operations. “Last year, 60% of terrorists eliminated were of Pakistan origin. As of today, whatever is a remnant in the Valley and Jammu area, we feel that around 80% or more are of Pakistan origin” he said.

Despite the ongoing infiltration attempts along the Line of Control (LoC), the situation in J&K is firmly under control, with the ceasefire agreement between India and Pakistan, effective since February 2021, holding steady. “On Line of Control, ceasefire which is effective from February 2021 after the DGMO understanding is holding on. However, the terror infrastructure remains intact. Infiltration attempts continue including from the IB sector… In recent months, increased terrorist activities were seen in North Kashmir and Doda-Kishtwar belt. Overall violence parameters are under control” he said.

“We witnessed more than 5 lakh pilgrims during Amarnath Yatra this time and the peaceful conduct of elections are indicator of a positive change…The theme of terrorism to tourism is gradually taking shape” General Dwivedi added.

Stability on Northern Borders

In his statement, General Dwivedi noted that the Indian Army has resolved the tense situation in Depsang and Demchok in Eastern Ladakh. General Dwivedi stated, “In October situation in Depsang and Demchok in Eastern Ladakh got resolved. The patrolling to traditional areas in these two sub-sectors has commenced. Similarly, traditional grazing has also commenced in these two areas.” He emphasized that he had authorized his co-commanders to manage these matters on the ground to avoid escalation

The Army Chief assured that India’s deployment along the LAC remains balanced, robust, and well-equipped to handle any situation that may arise. Additionally, a focused capability development strategy for the northern borders has allowed the integration of niche technology into India’s war-fighting systems. “Own deployment along LAC is balanced and robust. We are well poised to deal with any situation. A focus capability development for northern borders enabled infusion of niche technology into a war-fighting system…” he said.

Shift from Terrorism to Tourism

The Army Chief underscored the gradual shift from terrorism to tourism in J&K. He noted that this shift signals a positive transformation in the region’s security landscape and economy. This shift marks a key milestone in the ongoing efforts to bring peace and stability to the area.

In a post on X, Jaishankar emphasized the importance of global unity in combating terrorism.

He wrote, “An outrageous attack that underlines why we must stand united in the fight against terrorism. My condolences to the families of the victims and prayers for the early recovery of those injured.”

Prime Minister Narendra Modi also condemned the attack, calling it a “cowardly terrorist attack” and extended his condolences to the victims’ families.

They emphasized solidarity and the urgent need to address global terrorism.

Connection to Las Vegas Incident

Hours after the New Orleans attack, a Tesla Cybertruck exploded outside the Trump International Hotel in Las Vegas, killing one person and injuring seven. The FBI identified the New Orleans attacker as Shamsud Din Jabbar, who had an ISIS flag and suspected explosive devices in his vehicle. Both vehicles involved in the incidents were rented from the platform Turo.

</excerpt>

After fighting for over a year on seven fronts, Israel spread the war to Lebanon and Iran. The war began as a result of Israel’s retaliation to Hamas’s attack on October 7. As the year 2024 draws its curtains, the war sees no end.

Although Israel drew ire from the international community for allegedly sidestepping a ceasefire, it has the support of the US.

“The US stands with Israel as it defends itself against terrorism. We remain steadfast in our commitment to lasting peace and stability across the region and for a common future for Israelis and Palestinians with equal measures of security, dignity, opportunity, and freedom,” a statement by the US Department of State said.

October 7 Attack

On October 7, 2023, Hamas, an acronym for Harakat al-Muqawama al-Islamiyya (Islamic Resistance Movement), the largest militant group in Palestine carried out a massive terror attack on Israel.

Over 1,200 people including foreign nationals were killed by Hamas, several women were killed, women were raped and over 250 hostages were abducted. Out of them, only around 100 are said to be alive, the rest are believed to be killed in captivity, and some were returned to Israel during a partial ceasefire in December 2023.

Israel has called the October 7 attack the ” largest massacre of Jews since the Holocaust.” Girls and women were sexually assaulted. Hamas also took 254 people hostage that day, including 12 Americans.

Following this, Israel launched a strong counteroffensive targeting Hamas units in Gaza. It has resulted in over 45,000 deaths, according to the Gaza health ministry.

Notably, there has been incessant domestic pressure on the Netanyahu government to bring back the hostages. There has also emerged a divide in Netanyahu’s war cabinet, with some ministers and opposition leaders calling for ceasefire and hostage release, while far-right leaders of the cabinet strongly asserting for continued operation in Gaza.

Entry of external factors from Iran and its proxies

As the attack resulted in a full-blown conflict, more external factors entered the arena. Hezbollah, the militant group from Lebanon, and Houthis from Yemen — both proxies of Tehran — started launching fresh attacks on Israel.

While Hezbollah targeted the northern part of Israel, Houthis started a chain of attacks on what they called “Israeli-linked vessels” passing through the Red Sea, severely disrupting the global connectivity in the region.

Prodded on by several world leaders, Qatar mediated the war and pushed the warring groups into a week-long ceasefire that was in effect from November 24 to December 1.

During this time, humanitarian aid was allowed to enter Gaza. Under this, Hamas agreed to release 50 women and children out of the 237 hostages. Israel also agreed to release 150 Palestinian women and children.

In a major escalation, on October 1, last year, Iran launched between 180 and 200 missiles against Israel in what it said was retaliation for the killing of the Hamas political leader, the leader of Hezbollah, and a commander of the Islamic Revolutionary Guard Corps (IRGC).

This was the second direct attack by Iran against Israel in 2024, following an attack in April 2024 that Iran said was in response to an attack on its consulate in Syria.

Israel vowed to respond, and on 26 October 2024, it launched air strikes at Iran which it said targeted missile and drone manufacturing sites and aerial defences. Iran’s army said four soldiers and a civilian were killed.

From Nasrallah to Sinwar: How Israel eliminated its top enemies

As the conflict closed in one year, Israel succeeded in eliminating a number of top militants. Hamas political chief Ismail Haniyeh was killed in July, while he was in Tehran. Israel, however, admitted to killing him only in December last year.

Hamas leader Hanieyh’s killing came hours after top Hezbollah commander Fuad Shukr was killed in an Israeli air attack on the southern suburbs of Lebanon’s capital, Beirut, on July 31. Yahya Sinwar replaced Haniyeh as the group’s military chief.

On September 27, a precision strike by Israeli Defence Forces in the Lebanese capital Beirut killed another big name, Hezbollah leader Hassan Nasrallah.

The US backed the operation, saying that Hassan Nasrallah’s death “is a measure of justice for his many victims.”

Hezbollah on October 24 confirmed the death of the group’s executive council head Hashem Safieddine, CNN reported. He was one of the candidates possibly slated to take charge after Hezbollah leader Hassan Nasrallah’s killing. Hezbollah’s statement comes after the Israel Defence Forces (IDF) announced Hashem Safieddine was killed in an Israeli airstrike on Beirut earlier in October.

On October 17, Israel Prime Minister Benjamin Netanyahu confirmed that Hamas chief and one of the masterminds behind the horrific October 7, 2023 attacks, Yahya Sinwar, is dead, the Times of Israel reported.

Following this, Hamas chief Yahya Sinwar was also eliminated in Israeli strikes in October, days after the anniversary of the October 7 attack by Hamas.

The humanitarian concerns emanated from the war

However, the raging conflict has also posed several humanitarian concerns amid mounting civilian casualties. According to the Gaza health ministry, over 45,000 people mostly women and children have been killed in Gaza. Casualties have also been reported in Lebanon.

Though sympathy lied with Israel after October 7, some of it, seemed to have shifted amid reports of ‘humanitarian concerns’ in Gaza. Several videos and accounts showing Israeli attacks on civilians, UN peacekeepers and aid groups raised eyebrows globally.

The United Nations has accused Israel of continuing to “systematically” hinder aid to Gaza. The United Nations relief agency for Palestinians, UNRWA, said aid is nowhere near enough and a ceasefire was desperately needed to deliver as famine loomed, Al Jazeera reported.

Amid the biting cold, UNICEF said that seven infants died of hypothermia in the Gaza Strip in recent days. According to the UN, at least 1.9 million people (or nine in 10 people) across the Gaza Strip are internally displaced, including people who have been repeatedly displaced.

The Israeli onslaught has displaced around 85 per cent of Gaza’s population amid acute shortages of food, clean water and medicine, while 6 per cent infrastructure has been damaged or destroyed, according to the United Nations. UN experts have even declared Israel’s actions in Gaza to be tantamount to “crimes against humanity.”

The International Court of Justice ordered Israel to halt its operations in the southern Gaza city of Rafah and withdraw from the enclave, CNN reported. UN’s top court situated in The Hague, Netherlands gave the order, in the case brought by South Africa accusing Israel of genocide, citing “immense risk” to the Palestinian population.

The International Criminal Court has also applied for arrest warrants against top Israeli and Hamas leaders for alleged war crimes.

In another blow to Israel, some top European Union nations; Spain, Norway and Ireland formally recognised the Palestinian state on Tuesday, which underscored the intensifying pressure on Israel from Europe on its ongoing war with Hamas in Gaza.

What a Trump presidency might mean for the conflict

Israeli Prime Minister Benjamin Netanyahu once described US President-Elect Donald Trump as the “best friend that Israel has ever had in the White House”.

During his previous term in office, Trump had brokered the “Abraham Accords”, which aimed to stabilize relations between Israel and Arab nations. During his presidential campaign, Trump had said that he wanted the Middle East to return to “real peace, a lasting peace”.
Trump had visited Dearborn, Michigan, known as the “capital” of Arab America. And he spoke directly to Lebanese Americans fearing for their families overseas.

US President-elect Trump also issued a stern warning to Hamas regarding the ongoing hostage crisis in the Middle East, stating there will be “ALL HELL TO PAY” in the region if the hostages are not released before January 20, 2025, prior to the date he will assume office in the White House.

Jaishankar underscored the critical role of a “Viksit Maharashtra” (Developed Maharashtra) in achieving a “Viksit Bharat” (Developed India). Addressing a press conference in Mumbai, Jaishankar emphasized Maharashtra’s longstanding contribution to national growth and expressed confidence in the state’s pivotal role in realizing the Modi government’s developmental vision.

“In the third term of the Modi government, our aim is ‘Viksit Bharat,’ and for that, we also need a ‘Viksit Maharashtra.’ This state has consistently led in contributing to national development,” he said, advocating for the continuation of the “double-engine government” in Maharashtra, which he credited for success across other states.

India Leading the Fight Against Terrorism

Jaishankar also spotlighted India’s leadership in counter-terrorism efforts, referencing Mumbai as a global symbol of resilience. “Mumbai represents India’s strong stance on counter-terrorism. During our UNSC membership, we led the counter-terrorism committee and held a historic security council meeting in a Mumbai hotel that had witnessed a terrorist attack,” he noted, asserting that India has become a global leader in counter-terrorism.

Strengthening National Security and Global Diplomacy

Jaishankar praised the Modi government’s proactive stance on border security, counter-terrorism, and regional stability. Highlighting PM Modi’s diplomatic initiatives, including his involvement in the Russia-Ukraine dialogue, Jaishankar said, “Whether it’s managing border security, counter-terrorism, or regional instability, we are addressing it effectively. In his third term, PM Modi took notable steps, such as his meeting with President Putin during the BRICS summit.”

With Maharashtra’s assembly election slated for November 20 and vote counting on November 23, major political parties, including the BJP, Shiv Sena, and Congress, are preparing for the race. </excerpt>

Union Home Minister Amit Shah addressed a rally in Kishtwar on the final day of campaigning for the first phase of the Jammu and Kashmir assembly elections. During his speech, Shah accused the Congress party and its leader, Rahul Gandhi, of attempting to return the region to a state of terrorism.

As a senior BJP leader, Shah has consistently claimed that both the Congress and its ally, the National Conference (NC), are lenient on terrorism. He alleged that if this alliance comes into power, they intend to release individuals involved in terrorism and stone-pelting. These accusations were dismissed by NC Vice President and former Chief Minister, Omar Abdullah.

In his address, Shah stated, “Once again, efforts are being made to evoke support for terrorism here. The NC and Congress have even promised that if they win, they will release these terrorists. But I today assure you, as long as Prime Minister Narendra Modi‘s government is there (at the Centre), no one will dare to spread terrorism on India’s soil.”

He also paid tribute to the martyrs of the region and vowed to eliminate terrorism permanently. Shah reiterated that Article 370, which granted special status to Jammu and Kashmir and was revoked by the BJP-led government in August 2019, is now “history.”

</excerpt>

In response to growing concerns about the Pakistan Army’s attempts to revive terrorism in Jammu and Kashmir, the Indian Army and security agencies have intensified their operations in the region. To counter these threats, troops and special forces have been redeployed to the higher reaches south of the Pir Panjal range, focusing on search and destroy missions.

Sources from security agencies revealed that over 10 battalions and more than 500 Special Forces operatives have been deployed to these strategic areas. Their mission is to conduct thorough searches in forested regions and mountainous terrains to locate and neutralize terrorists. These operatives are targeting individuals hiding in natural caves and man-made underground hideouts. The primary objective is to locate terrorists at higher altitudes to prevent them from descending and launching attacks on civilians and security forces in the lower regions.

Additionally, the human intelligence grid has been bolstered with the induction of new police officials, and central police forces have increased their presence and activities in the region. The security deployment across the Jammu division, including Rajouri, Poonch, Udhampur, and Doda districts, has been revised, with troops on high alert to prevent potential terror attacks.

The recent redeployments for standoffs at northern borders have left the area vulnerable, leading to multiple casualties among security forces. To address this, new resources, including armored and mine-protected vehicles, have been introduced to strengthen the forces’ capabilities.

Local over-ground workers and terrorist sympathizers have been identified and are under scrutiny by security agencies. Measures are also being implemented to curb local support for terrorists through area domination and other tactics.

The top Army leadership has recently reviewed the terror situation in the region and briefed senior officials on the ongoing actions and strategies being employed to address the threat.

His remarks followed the deaths of two army soldiers in an encounter with terrorists in Anantnag district, where two civilians were also injured.

Tiwari expressed concern over the ongoing sacrifices made by Indian soldiers, stating, “It is very sad that our soldiers are losing their lives and getting injured in encounters with terrorists. Security arrangements have not been made foolproof to prevent such attacks.” He urged the Union Home Minister, Amit Shah, and Defence Minister, Rajnath Singh, to take responsibility for the situation.

Meanwhile, the Indian Army continues its operation to track down terrorists in the Ahlan Gadool area of Kokernag, Anantnag district. Army Chief General Upendra Dwivedi, along with all ranks of the Indian Army, paid tribute to Havildar Dipak Kumar Yadav and Lance Naik Praveen Sharma, who were killed in the line of duty during the encounter.

In a post on X (formerly Twitter), the Additional Directorate General of Public Information, IHQ of MoD (Army), stated, “General Upendra Dwivedi, COAS, and All Ranks of Indian Army salute the supreme sacrifice of Bravehearts Hav Dipak Kumar Yadav & L/Nk Praveen Sharma, who laid down their lives in the line of duty in Anantnag, J&K.” The Indian Army extended its deepest condolences to the bereaved families.

The encounter, which took place at an altitude of 10,000 feet, occurred during a joint operation by the Indian Army, Jammu and Kashmir Police, and CRPF in the Kokernag area of Anantnag. According to an army statement, the apprehended individual, identified as Mohammed Khalil, was found in possession of a foreign pistol. Investigations revealed an active WhatsApp number based in Pakistan, through which a handler was directing Khalil’s activities. Additionally, security forces recovered an AK-47 and two magazines during the operation, as confirmed by the Deputy Superintendent of Police (Operations) in Rajouri.
Khalil is currently in police custody, and further investigations are underway to uncover additional details. Authorities allege that Khalil was tasked with gathering information about the area and facilitating the movement of other terrorists.
Decline in Terror Incidents
In a separate development, the Ministry of Home Affairs (MHA) provided data on terror-related incidents in Jammu and Kashmir. Union Minister of State for Home Nityanand Rai, in response to a query by BJP MP Pradeep Kumar Singh, informed the Lok Sabha that there has been a decrease in such incidents compared to previous years.
Statistics presented by the MHA indicate that a total of 28 people, including civilians and security personnel, lost their lives in 11 terror-initiated incidents and 24 counter-terror operations up to July 21, 2023. This figure compares to 44 fatalities (30 security personnel and 14 civilians) in 46 terror incidents and 48 counter-terror operations during the entire year of 2022.
Furthermore, the data reveals a significant decline in casualties since 2018. In that year, 146 people (91 security personnel and 55 civilians) were killed in 228 terror incidents and 189 counter-terror operations.

After a 22-year hiatus, the MHA has enhanced the financial powers of top officials in paramilitary forces and intelligence agencies.

Director-Generals of the Central Armed Police Forces (CAPFs), Assam Rifles, National Security Guards (NSG), Intelligence Bureau (IB), National Investigation Agency (NIA), and National Police Academy (NPA) now have greater authority to reward guides, interpreters, and informers. The maximum one-time reward per person has been boosted from Rs. 50 to Rs. 3,000, with the annual cap rising from Rs. 500 to Rs. 30,000.

The MHA order, issued in June and accessed by ANI, also revised other expenditure categories. Daily allowances for maintaining Pakistani and Bangladeshi nationals have increased from Rs. 15 to Rs. 51.43. The annual budget for entertaining distinguished visitors has been raised from Rs. 2,000 to Rs. 50,000, subject to government restrictions. The printing and binding allowance has doubled from Rs. 50,000 to Rs. 2 lakh.

Separately, Punjab Governor Banwari Lal Purohit visited a Border Security Force (BSF) outpost in the Amritsar sector on July 24. He commended the BSF’s efforts in combating cross-border crime and praised its work in empowering Village Development Committees (VDCs) to aid anti-smuggling operations.

It’s worth noting that in 2021, the Union government expanded the BSF’s operational jurisdiction from 15 km to 50 km along the international border in Punjab, West Bengal, and Assam, granting the force wider search, seizure, and arrest powers.

Choudary, 57, was convicted of directing a terrorist group and will serve a minimum of 28 years in prison, with the possibility of parole only after he turns 85. This follows his previous five-and-a-half-year sentence in 2016 for terrorism-related offenses, from which he was released in 2018.

Choudary’s Radical Activities and Connections:
Choudary, leader of the proscribed terrorist organization Al-Muhajiroun, has been a significant figure in Islamist extremism since the 1990s. Known for his provocative statements, including praising 9/11 attackers and planning to convert Buckingham Palace into a mosque, he was central to Al-Muhajiroun’s operations. His group has been linked to numerous terrorist plots and inspired members of ISIS. Choudary’s associates include infamous terrorists like Michael Adebolajo and Khuram Butt.

Conviction and Future Outlook:
Choudary’s recent conviction comes after he continued to spread extremist ideologies online, which led to his activities being monitored and infiltrated by international security services. Judge Mark Wall described Choudary as a dangerous individual whose skills in organization and oration make him a continued threat. The court’s decision reflects concerns about his inability to reform and the potential for further incitement to violence.

</excerpt>

Panic has engulfed the citizens of Jammu province and South Kashmir following a recent spate of terrorist violence in Reasi, Kathua, Doda, and South Kashmir.

Many innocent civilians, along with army and security personnel, have lost their lives. Pakistan continues to operate a terrorist factory that sends attackers into Jammu and Kashmir to cause disturbances. The recent increase in terror attacks in Jammu is a deliberate move by terrorists to draw attention to their belief that “terrorism is not dead.”

Sources in the security establishment state that while terrorism is contained in major parts of the Valley, it is not eradicated. Consequently, terrorists and their handlers have shifted their focus to the Jammu region. In response to this changing tactic, the government has authorized the confiscation of properties belonging to Over Ground Workers (OGWs) and supporters of the terrorists.

Government sources note that terrorists have reduced their reliance on local logistical support and are now using caves for hiding. The thick foliage and tree canopies provide effective camouflage against aerial surveillance and human tracking.

The surge in terrorist encounters in Jammu is a strategy to revive their operations and claim that terrorism is still active. Several hundred terrorists are believed to have infiltrated the hilly areas of the Jammu region.

Currently, the Chief of Army Staff, the Directors-General of the Border Security Force (BSF) and Central Reserve Police Force (CRPF), along with other top security experts, are in Jammu & Kashmir to reinforce a renewed strategy and tactical operations to eliminate terrorists and their support structures.

The recent terror attacks, occurring close on the heels of four back-to-back incidents in June and July, have resulted in the loss of several security personnel and innocent civilians. Pakistan’s involvement is evident. These tragic incidents serve as a stark reminder that, despite over four decades of enduring Pakistan-sponsored terror and numerous peace initiatives, the goal of ending terrorism remains unaccomplished.

The attacks have shattered the complacency within parts of our strategic community and the public regarding Pakistan’s perceived restraint on its terror apparatus in recent years. Sporadic Pakistan-sponsored terror in Jammu and Kashmir has persisted.

Internal challenges faced by Pakistan, especially since 2021, and changing geopolitical dynamics, were seen as signs of its impending systemic collapse. This sense of complacency was further reinforced by overestimations of the impact of our muscular approach, including the revocation of the special status of J&K and the bifurcation of the state into two Union Territories.

The spate of militant attacks in Jammu and Kashmir casts a shadow over the upcoming Assembly elections in the region. Many military experts have opined that the ground situation is not conducive to holding the elections. The Supreme Court has advised the Union government to conduct the Assembly elections in the region before September this year. The Amarnath Yatra, an annual pilgrimage to a cave shrine in Kashmir, is likely to conclude on August 19.

Both events require heavy security, and terror attacks at this time could divert security resources away from the elections and the yatra. The Centre has reportedly deployed an additional 500 companies (approximately 50,000 personnel) of the Central Armed Police Forces in the region.

The BJP-led NDA Union government faces fierce criticism from parties in Jammu and Kashmir over the recent militant attacks. Leaders are calling for the resumption of dialogue with Pakistan to stop the violence. They argue that terrorism will not end without an understanding between India and Pakistan.

The tragedy is that innocent civilians and army/security forces continue to bear the brunt of the violence. They hope India resumes dialogue with Pakistan as it does with China. Such incidents have nationwide repercussions. It is time to end the violence.

Neither war nor proxy war are effective means to resolve bilateral issues, including cross-border terrorism. Dialogue and diplomatic engagement are the only acceptable means recognized by international jurisprudence for dispute resolution, according to Kashmiri intelligentsia.

Diplomatic success at the international level is evident from the support Delhi has received from the West and the Islamic world. However, few have abandoned the notion that there is a Kashmir issue between India and Pakistan. The silver lining is that the opposition to the revoke special status to Jammu and Kashmir by Delhi was muted in Pakistan, and the government too did not very aggressively raise it at international forums, despite Kashmiris felt angered.

A restive Jammu and Kashmir will continue to reinforce old perceptions. For Delhi, building peace, prosperity, and democratic institutions in Jammu and Kashmir is the key to permanently transforming international attitudes.

Internally, the hot pursuit by the military, along with other security forces, against militants is the only means to eradicate old and new terror modules. Harsh actions against their local supporters, sympathizers, sleeper cells, and OGWs are urgently needed.

In recent years, the Union government has dismantled the terrorist ecosystem in the Valley. Non-mainstream activists or leaders in Kashmir face severe consequences. Those who have indirectly helped terrorists have faced agencies like the National Investigation Agency (NIA) at their doors.

Many within the security grid and civil society favor timely Assembly elections. They argue that the large voter turnout in recent parliamentary elections indicates a democratic temper among the people, which could positively change the political discourse in the region.

In conclusion, a political approach and pursuit of normal diplomacy remains the key for resolving the ongoing bilateral conflict.

</excerpt>

A German citizen, Rico Krieger, has been sentenced to death in Belarus on charges including terrorism and mercenary activities, according to the Belarusian human rights group Human Rights Center “Viasna.” The sentencing took place at the Minsk Regional Court on June 24.

Krieger, a 29-year-old former emergency medical technician with the German Red Cross and armed security officer for the US Embassy in Berlin, faced multiple serious charges. These included “mercenary activity,” “agent activity,” “an act of terrorism,” “creation of an extremist formation,” “intentional disrepair of a vehicle or communication lines,” and “illegal actions involving firearms, ammunition, and explosives.”

Viasna reported that Krieger was found guilty of planning an explosion to influence decision-making, intimidate the public, and destabilize public order. Details about the incidents leading to these charges remain unclear.

In response, the German Foreign Office confirmed that consular support is being provided and emphasized Germany’s opposition to the death penalty. The German Embassy in Minsk is actively working with Belarusian authorities on Krieger’s case.

Belarusian Foreign Ministry Spokesperson Anatoly Glaz stated that Belarus has ensured consular access for the German national and is engaged in consultations with Germany regarding the situation.

The German Red Cross, where Krieger was previously employed, clarified that his actions abroad were unrelated to his work with the organization.

Exiled Belarusian opposition leader Sviatlana Tsikhanouskaya expressed concern over Krieger’s sentencing, noting that further information is being gathered about his case.

</excerpt>

External Affairs Minister S. Jaishankar took a veiled jibe at Pakistan, emphasizing the need to identify and punish the perpetrators, facilitators, financiers, and sponsors of terrorism. In an interview with Kazinform News during the 24th meeting of the SCO Council of Heads of State in Astana, Kazakhstan, Jaishankar highlighted the fight against terrorism, separatism, and extremism as priorities for the Shanghai Cooperation Organisation (SCO).

“The fight against the three evils — terrorism, separatism, and extremism — is a priority in SCO,” Jaishankar stated. He underlined that terrorism is a major global challenge, posing a threat to regional and global peace, necessitating urgent action.

Jaishankar advocated for a comprehensive approach to combating terrorism, addressing not only the perpetrators of terrorist acts but also their facilitators, financiers, and sponsors. He emphasized the SCO’s potential, through its Regional Anti-Terrorist Structure (RATS), to propose effective measures against terrorism in the region.

Referring specifically to Pakistan, Jaishankar remarked on the persistent threat posed by state-supported terrorism in the region, despite global counter-terrorism measures, including those by the UN Security Council. “The UN-designated terror outfits are still functioning in the region,” he said.

The Astana Summit Declaration, issued after the summit, echoed Jaishankar’s sentiments. It stated, “The Member States are unanimous in recognising the need to improve SCO mechanisms to counter security challenges and threats and expand specialised cooperation in the fight against terrorism, separatism and extremism, as well as drug trafficking, arms smuggling and other types of transnational organized crime.”

India and Pakistan have been permanent members of the SCO since 2017, joining the founding members Russia, China, Kyrgyz Republic, Kazakhstan, Tajikistan, and Uzbekistan. The organization was established in 2001 with the aim of fostering regional security and cooperation.

</excerpt>

Pakistan’s ambassador to the United States, Masood Khan, has called on Washington to provide small arms and advanced equipment to support Islamabad’s newly launched counter-terrorism initiative, Operation Azm-i-Istehkam.

The decision to launch Operation Azm-i-Istehkam was approved during a recent meeting of Pakistan’s National Action Plan apex committee on June 22. This initiative is part of a broader strategy, approved in 2014, aimed at eradicating militancy from the country.

Ambassador Masood Khan addressed US policymakers, scholars, and corporate leaders at the Wilson Centre in Washington, urging for American support in enhancing Pakistan’s capabilities. “For Operation Azm-i-Istehkam, we need sophisticated small arms and communication equipment,” Khan stated, as reported by Dawn newspaper.

He outlined that Azm-i-Istehkam consists of three components: doctrinal, societal, and operational. Initial phases have already commenced, with the operational phase slated for imminent implementation.

Khan highlighted the urgency of the situation, citing recent threats from Tehreek-i-Taliban militants based in Afghanistan. He emphasized the importance of robust security ties between Pakistan and the US, including intelligence cooperation and the resumption of sales of advanced military platforms.

“Maintaining strong security links and enhancing intelligence cooperation are crucial for regional security, countering terrorism, and safeguarding the interests of both countries and their allies,” Khan asserted.

Addressing bilateral relations, Khan stressed the need for a realistic approach based on ground realities rather than being hindered by isolated issues. He pointed to ongoing high-level defence talks and joint military exercises as examples of the strong defence cooperation between Pakistan and the US.

Furthermore, Khan suggested that the US consider Pakistan as a partner in its diplomatic efforts in Kabul, focusing on counterterrorism and the protection of women’s and girls’ rights in Afghanistan.

“In this era of strategic competition, both nations should build on existing partnerships and explore new avenues to strengthen mutual interests,” Ambassador Khan concluded. “Our engagement should be anchored in practical cooperation, while ensuring security and economic partnerships are reinforced without being derailed by isolated challenges.”

</excerpt>

The Canadian Parliament was observed to have a moment of silence to honor Hardeep Singh Nijjar who is associated with the Khalistani separatist movement. This action caused controversy and tensions in India and among the Indian community in Canada.

Nijjar was accused by the Indian government of terrorist involvement and was killed by Indian security forces in June 2023. He was seen as a key figure in promoting Khalistani extremism and planning terrorist acts in India. His death in Punjab was a significant issue for the Khalistani separatist cause.

The Canadian Parliament’s decision to hold a moment of silence for Nijjar on the anniversary of his death drew criticism from Indian officials and some in the Canadian Indian community. They see Nijjar as a terrorist, not a hero. They argue that honoring someone linked to terrorism sends the wrong message and weakens global efforts against extremism and terrorism.

India has been constantly voicing concerns about the Khalistani separatist movement, which aims for an independent Sikh state in Punjab. Canada, with its sizable Sikh population, has become a hub for Khalistani activists and supporters. Critics say Canadian authorities haven’t done enough to counter the glorification of extremism among some Sikh groups in Canada.

The Parliament’s tribute have sparked debates on how democracies like Canada should handle extremism. While freedom of expression is respected, honoring those tied to violent separatist causes raises ethical and diplomatic concerns.

Canadian officials clarified that the moment of silence wasn’t approval of Nijjar’s alleged actions but emphasized Canada’s commitment to fighting terrorism to uphold global law and order.

This incident highlighted the challenges Canada faces in managing diversity and navigating sensitive historical and political issues in multicultural societies. Canada values multiculturalism but struggles to balance respecting cultural diversity with maintaining national security and international diplomacy.

Critics of the Parliament’s decision argued that such actions might encourage extremists and obstruct efforts to promote peace. They urged for stronger measures to prevent glorifying individuals who are linked to violent extremism and terrorism.

The debate over honoring Hardeep Singh Nijjar in Canada’s Parliament shows the difficulties in balancing multiculturalism, free speech, and security in modern democracies. It emphasizes the need for open discussion, surveillance, and global collaboration to effectively tackle terrorism and extremism.

Massive search operations are ongoing across several districts of Jammu and Kashmir as security forces work to track down and neutralize terrorists responsible for recent deadly attacks in the region. The operations, concentrated primarily in Doda and Reasi districts, come in response to a series of attacks that have claimed the lives of civilians and security personnel.

In recent days, terrorists targeted multiple locations across Reasi, Kathua, and Doda districts, resulting in casualties including nine pilgrims and a CRPF jawan, with several others injured. Two suspected Pakistani terrorists were killed during an encounter in Kathua, where a substantial cache of arms and ammunition was seized by security forces.

The Jammu and Kashmir Police have issued appeals for information from the public regarding the whereabouts of these terrorists, emphasizing the confidentiality of informants. Rewards totaling ₹20 lakh have been announced for information leading to the arrest of key suspects involved in the attacks.

Security operations have been particularly intense in areas like Kota top in Gandoh and Chattagalla in Doda, where recent skirmishes between security forces and terrorists have left seven personnel injured. Despite these efforts, authorities have reported no recent contact with the fleeing terrorists.

In response to intelligence warnings of potential further attacks, security measures have been heightened across Rajouri, Poonch, Kathua, Samba, and Jammu districts. ‘Naka’ checkpoints have been established, and residents have been urged to remain vigilant and report any suspicious activities to local authorities.

The situation remains tense as security forces continue to conduct searches and maintain a heightened state of alert across the region. The public is encouraged to cooperate with authorities to ensure the safety and security of all residents.

The security situation in Jammu and Kashmir remains fluid as authorities intensify efforts to apprehend those responsible for recent attacks. With operations ongoing and vigilance heightened, the focus remains on preventing further violence and maintaining peace in the region.

The recovery of the second terrorist’s body in the Hiranagar area of Kathua, following a recent terror incident, marks a significant development in the ongoing security operations in Jammu and Kashmir. In a series of encounters, security forces have successfully neutralized two terrorists responsible for an attack in Kathua.

The encounters, which unfolded overnight and into the morning hours, included engagements in the Hiranagar area of Kathua and Doda. The Doda incident saw terrorists targeting a joint party of police and Rashtriya Rifles, resulting in injuries to several personnel. Additional Director General of Police for the Jammu zone, Anand Jain, provided insights into the operations, highlighting ongoing encounters in the higher reaches of Doda.

Meanwhile, in Kathua, two terrorists were involved in the attack, with one killed last night and the other eliminated this morning. The terrorists employed tactics such as seeking water from local houses, raising suspicions among villagers and prompting an alarm. These incidents come amidst heightened tensions in the region, underscored by a recent terrorist attack on a bus carrying pilgrims in Reasi, which claimed nine lives. The successful neutralization of the terrorists reflects the relentless efforts of security forces in combating terrorism and maintaining peace in Jammu and Kashmir.

</excerpt>

The Jammu and Kashmir government announced on Saturday the dismissal of four employees under Article 311 of the Constitution of India for their involvement in anti-national activities. The dismissed employees include two constables from the Police Department, a teacher from the Education Department, and an assistant lineman from the Jal Shakti Department.

An official spokesman revealed in a statement that the dismissed employees had come under the scrutiny of law enforcement and intelligence agencies due to their involvement in activities deemed prejudicial to the interests of the state, including terror-related activities.
Abdul Rehman Dar, a Selection Grade Constable in the Police Department and resident of Larmooh, Tral, Pulwama, was implicated in carrying illegal arms and ammunition for delivery to terrorists. He also provided camouflage uniforms and other materials to them, exploiting his position within the police force.

Ghulam Rasool Bhat, another constable in the J&K Police and resident of Lalgam, Tral, Pulwama, was similarly found transporting illegal arms and ammunition to terrorists. As a Kote NCO in the district armoury, he had been supplying ammunition and weapons to terrorists for an extended period. Bhat was linked to a terrorist network through overground workers (OGWs) operating under the directives of Pakistan-based terrorist outfits.

Shabeer Ahmad Wani, a teacher in the Education Department and resident of Bungam, Damhal Hanjipora, Kulgam, was identified as an active member of Jamaat-e-Islami (JeI), a proscribed separatist organization with links to terrorist groups. Wani played a significant role in strengthening JeI, creating a network of sympathizers, and was directly involved in inciting riots and violence during the 2016 unrest. He continued to function as a hardcore OGW for banned terror outfits, particularly Hizbul Mujahideen, facilitating terrorist activities and gathering information for attacks.

Anayatullah Shah Pirzada, an assistant lineman in the Jal Shakti Department and resident of Watergam, Rafiabad, Baramulla, was associated with the Al-Badr Mujahideen, a banned terrorist outfit. He was involved with commanders Yousuf Baloch and Tameem and had been implicated in multiple FIRs related to the recovery of satellite phones, hand grenades, and communications with Al-Badr Mujahideen terrorists based in Pakistan.

The spokesman emphasized the government’s zero-tolerance policy towards anti-national elements within government services, reaffirming the commitment to national security.
These dismissals underscore the government’s stringent actions against individuals found compromising the state’s security and the ongoing efforts to eliminate terrorism from the region.

</excerpt>

08th June 2024: In a significant move to safeguard the state’s security, Lieutenant Governor Manoj Sinha has terminated four government employees under Article 311(2)(c) of the Indian Constitution. These employees were found to have links with Pakistan’s ISI and various terror outfits. This decision follows an exhaustive investigation that revealed their involvement in anti-national activities. This action is part of Sinha’s broader zero-tolerance policy against terrorism, which has resulted in the dismissal of over 50 such employees to date.

Details of the terminated employees:

1. Abdul Rehman Dar (Constable, J&K Police)

Background: Dar, a native of Tral in Pulwama District, joined the J&K Police in 2002. Over his career, he was posted in various locations, including Srinagar, Kargil, and Budgam.

Involvement: Dar was discovered to have close associations with Over Ground Workers (OGWs) of terror outfits. Notably, in 2020, Dar’s involvement was exposed when security forces arrested several individuals linked to Al-Badr, from whom illegal arms were recovered. Dar was implicated in aiding these activities by supplying arms and ammunition.

Consequences: His continuation in the police force posed a severe security risk, given his deep-seated sympathies for terrorist ideologies and his role in transporting arms.

2. Anayatullah Shah Pirzada (Assistant Lineman, Jal Shakti Department)

Background: Pirzada was appointed in 1995 and worked in various capacities within the Jal Shakti Department. He is a resident of Rafiabad, Baramulla.

Involvement: Pirzada was an associate of Al-Badr Mujahideen, assisting terrorist groups by providing logistical support, accommodation, and fake identity documents. His role included aiding infiltrators from across the border.

Consequences: His ties with high-ranking terrorist commanders made him a significant threat to state security, leading to his dismissal.

3. Ghulam Rasool Bhat (Constable, J&K Police)

Background: Bhat, recruited in 2011, served as an Assistant Kote NCO in Budgam, where he managed the armoury.

Involvement: Bhat’s radical ideology surfaced during interrogations. He exploited his position to repair and supply weapons to terrorists, making him a critical asset for terror networks.

Consequences: His actions in the armoury posed a direct threat to national security, warranting his removal from the police force.

4. Shabeer Ahmad Wani (Teacher, School Education Department)

Background: Wani, from Bungam D.H. Pora, Kulgam, was engaged under the Rehbar-e-Taleem scheme in 2004 and later regularised as a teacher.

Involvement: Wani, an active member of the banned Jamaat-e-Islami (JeI), played a significant role in fostering secessionism and supporting terror networks, particularly Hizbul Mujahideen. He was involved in organizing and leading violent protests and riots.

Consequences: His participation in anti-national activities and instigating violence led to his detention under the Public Safety Act. His actions as a teacher compromised the educational environment and posed a threat to peace and security.

These dismissals underscore the Lieutenant Governor’s commitment to eradicating terror influences within government ranks, ensuring that those who betray their country and colleagues are held accountable.

</excerpt>

External Affairs Minister S Jaishankar emphasised India’s tough stance against terrorism by surgical strikes and airstrikes following the Uri and Pulwama occurrences, post-26/11 Mumbai attacks, while drawing attention to the differences in the country’s responses to different terror assaults. He stressed that although the world showed compassion for India following the events of September 11, 2011, there was also a warning not to escalate relations with Islamabad. This prudence, according to Jaishankar, is a result of India’s inability to undermine terrorists globally.

Addressing an event titled ‘India’s Vishwabandhu Approach to Global Relations’ in Mumbai, Jaishankar reflected on India’s differing responses to attacks across the Line of Control and the international boundary. He asserted, “So the message was, if you come and do something here, you may be across the LoC, you may be across the international boundary- we will still come and get you there.”

The horrific 26/11 assaults in 2008, which were carried out by the Pakistan-based Lashkar-e-Taiba, claimed over 166 lives and injured 300 others, including foreigners, according to Jaishankar. Following the incidents in 2016 and 2019, India carried out airstrikes in Balakot after the Pulwama attack and surgical operations in Pakistan-occupied Kashmir (PoK) in response to other attacks.

Jaishankar bemoaned the fact that India has not been able to bring attention to the fact that terrorism is a global concern due to the country’s lack of success in campaigning against it. The speaker emphasised the distinction between the responses received by the world after the 26/11 strikes and the events in Uri and Balakot, blaming this on India’s diplomatic endeavours to express its position.

Earlier in the day, Jaishankar engaged with investors, students, and social media influencers, emphasizing the necessity of a strong and experienced government for India’s progress.

In a social media post on X, he remarked, “A very productive day in Mumbai, interacting with investors, social media influencers, students and intellectuals. Stressed that in a turbulent and uncertain world, India needs a strong and experienced Government with the judgement and confidence to take the right calls. The last 10 years have laid the foundation for Viksit Bharat. Our choices now will ensure that we will progress towards that goal by 2047.”
