65 kg of Illegal Firecrackers Seized in Delhi; One Arrested

A man was arrested for allegedly smuggling 65 kg of illegal firecrackers into the national capital ahead of Diwali, according to police reports on Sunday. The suspect, identified as Rohit, was apprehended while transporting the firecrackers from Ghaziabad in a car.

Details of the Arrest

On the night of September 20-21, a police patrol team from Nihal Vihar Police Station was conducting crime prevention duties when they noticed a suspicious black car approaching Sunday Bazar near Chander Vihar. At approximately 3:15 AM, officers signaled the vehicle to stop and subsequently searched it, discovering four plastic bags filled with firecrackers on the rear and middle seats.

When questioned, Rohit could not provide a satisfactory explanation for the firecrackers, while two other occupants of the car managed to escape. Those individuals have been identified as Vinit and Babloo.

Legal Action and Ongoing Investigation

Rohit was arrested, and a case has been registered under sections 288/125/3(5) BNS and 9(B) of the Explosives Act, 1984, at Nihal Vihar Police Station. The vehicle used for the illegal transport was also seized, and investigations are ongoing.

Abdullah also expressed confidence that Article 370, which granted special status to Jammu and Kashmir before its abrogation in 2019, could be reinstated. He pointed to past Supreme Court rulings in favor of Article 370 and speculated that a future verdict from a larger bench could reverse the current decision. “Nothing is impossible,” Abdullah said, maintaining his optimism about the potential return of the provision.

The former chief minister’s comments come in response to Amit Shah’s recent statement, in which the Home Minister ruled out the possibility of reinstating Article 370. GST Council Meeting: Delhi Minister Atishi to Oppose Tax on Online Payments

Delhi Minister Atishi announced on Sunday that she would oppose a proposal by the central government to impose an 18% tax on online payments below Rs 2,000 made through payment gateways at the upcoming GST Council meeting scheduled for Monday. Addressing the media, Atishi emphasized that such a tax would negatively impact small businesses and startups.

“Currently, online payments made through payment gateways are not taxed. Imposing such a tax would hurt small businesses and startups. We will oppose this proposal tomorrow at the GST Council meeting,” she stated during the press conference.

In addition to opposing the tax on online payments, Atishi also voiced her objections to the proposed GST on research grants given to educational institutions. She highlighted that several educational institutions, including Punjab University and IIT Delhi, received show-cause notices from the central government in August 2024 for not paying GST on research grants received from 2017 to 2024.

“No country in the world imposes a tax on research grants. The central government has already reduced the amount of research funding, and now they want to impose GST on research grants raised independently by educational institutions,” Atishi said, adding that the Delhi government would demand GST exemptions on research grants at the meeting.

The 54th meeting of the Goods and Services Tax (GST) Council will take place on September 9. The Council, chaired by the Union Finance Minister and comprising representatives from all states and union territories, is responsible for making decisions on various aspects of GST, including tax rates and exemptions.

The last GST Council meeting, held on June 22, 2024, focused on addressing tax-related issues and simplifying compliance procedures. Since its implementation on July 1, 2017, the GST regime has streamlined the taxation system, reducing complexities and inefficiencies that existed in the previous indirect tax system. A Finance Ministry study noted that consumers have saved at least 4% of their household monthly expenses under GST, particularly on essential items such as cereals, edible oils, and snacks.

Zelensky Meets Military Leaders in Germany as U.S. Pledges Additional Aid to Ukraine

Ukrainian President Volodymyr Zelenskyy met with top U.S. military officials and representatives from more than 50 allied nations in Germany on Friday, as the United States announced an additional $250 million in security aid for Ukraine. The meeting, held at Ramstein Air Base, was aimed at securing further military support in Ukraine’s ongoing conflict with Russia.

U.S. Defense Secretary Lloyd Austin, addressing the Ukraine Defense Contact Group, noted that Ukraine is at a pivotal moment in its fight against Russian forces. Austin highlighted the current Ukrainian counteroffensive and the ongoing threat posed by Russian forces, particularly near the strategically important city of Pokrovsk in the Donbas region.

For the first time, President Zelenskyy attended the Ramstein meeting in person, using the platform to call for more long-range strike capabilities from the U.S. and its Western allies. He emphasized the importance of being able to hit targets deeper inside Russia, a request that the U.S. has so far resisted due to concerns about escalating the conflict.

“We need to have this long-range capability, not only on the divided territory of Ukraine but also on Russian territory,” Zelenskyy stated, urging that such measures could push Russia toward seeking peace.

The Ukrainian leader’s request for more advanced weaponry follows a surprise attack inside Russia’s Kursk region. While this operation has pressured Russian forces, President Vladimir Putin remains focused on capturing Pokrovsk, a vital transportation hub for Ukraine’s military.

The U.S. and its allies, however, are focusing on bolstering Ukraine’s air defense and artillery capabilities. Discussions at the meeting also centered on replacing Ukraine’s aging Soviet-era S-300 air defense systems with more modern alternatives, as well as resourcing air-to-ground missiles for newly delivered F-16 fighter jets.

Bill LaPlante, the Pentagon’s chief weapons buyer, stated that one option under consideration is the Joint Air-to-Surface Standoff Missile (JASSM), a long-range cruise missile. However, no decisions have been made on whether to provide this weapon to Ukraine.

“Anything that’s an air-to-ground weapon is always being looked at,” LaPlante said, stressing that longer-range strike capabilities remain a subject of discussion.

The Ukraine Defense Contact Group has met multiple times since 2022 to coordinate military aid for Ukraine. Over the past two years, member nations have contributed more than $106 billion in security assistance, with the U.S. providing over $56 billion of that total.

Zelenskyy’s visit to Germany follows a similar meeting in Kyiv with U.S. Deputy National Security Advisor Jon Finer, as Ukraine seeks to solidify American support before the upcoming U.S. presidential transition. The German government confirmed that Chancellor Olaf Scholz was also set to meet with Zelenskyy in Frankfurt later on Friday.

Union Health Minister and BJP National President JP Nadda inaugurated the new ophthalmology building at the Indira Gandhi Institute of Medical Sciences (IGIMS) in Patna, along with other healthcare facilities in Bihar. This marks his first inauguration since reassuming the post of Health Minister.

Recalling his previous visit, Nadda said, “In 2019, the last foundation stone I laid as minister was for this very ophthalmology department in the presence of Chief Minister Nitish Kumar. It is my honor that my first inauguration upon returning to the ministry is also here at IGIMS.”

Achievements in Healthcare Under Modi Government

During the event, Nadda highlighted the achievements of the Narendra Modi government in the health sector over the past decade. “When we started, there were only six All India Institutes of Medical Sciences (AIIMS). Today, that number has increased to 22,” he said.

Nadda also expressed his gratitude to Bihar Chief Minister Nitish Kumar for providing land for the new AIIMS in Darbhanga. “I am visiting Darbhanga tomorrow, where a new AIIMS will be built at the Pilnath site,” he announced.

Chief Minister Nitish Kumar, also present at the event, spoke about the state’s progress in healthcare. “In 2005, Bihar’s healthcare system was in poor condition, with a lack of doctors and medicines. Back then, only 39 patients visited the hospital per month for primary healthcare. Today, that number has grown to 11,000,” Kumar said. He also mentioned plans to increase IGIMS’s bed capacity from 770 to 2,500, with 1,200 beds expected to be added next year.

Orampati’s father, Subhash Chandra Reddy, runs Max Agri Genetics Private Limited in Hyderabad. Aryan had completed his engineering degree at Amrita Vishwa Vidyapeetham in Coimbatore. Reddy shared, “His parents were in the US in May for his graduation ceremony at the University of Texas. After the ceremony, they asked him to return to India, but he chose to stay in the US for another two years. Unfortunately, fate had other plans.”

Shaik, also from Hyderabad and residing in Bentonville, had gone to the US three years ago to complete his MS degree. His father, Masthan Vali, a retired private employee living in BHEL Hyderabad, said, “My daughter, who lives in the US, is currently managing the situation.”

Reports indicate that a speeding truck rear-ended the SUV, causing it to burst into flames and resulting in the deaths of all its occupants. Authorities are using DNA fingerprinting and analyzing teeth and bone fragments to identify the victims. “DNA fingerprinting will be conducted, and samples will be compared with those of the parents,” stated a local authority.

Delhi: President Empowers LG to Form Authorities, Appoint Board Members

President Droupadi Murmu has empowered Lieutenant Governor (LG) Vinai Kumar Saxena to establish and appoint members to any authority, board, commission, or statutory body under parliamentary laws applicable to the national capital, as per a statement from the Ministry of Home Affairs (MHA).

A gazette notification issued by the MHA on Tuesday detailed that, in accordance with Article 239 of the Constitution and Section 45D of the Government of National Capital Territory of Delhi Act, 1991, the President has authorized the LG of Delhi to exercise her powers in forming any such body and appointing government officials or ex officio members, with presidential oversight.

This move is anticipated to trigger a new conflict between the LG and the Aam Aadmi Party (AAP) government in Delhi.

In a separate development, the President approved the formation of the 23rd Law Commission of India, which will function from September 1, 2024, to August 31, 2027.

According to the notification, the commission will consist of a full-time Chairperson, four full-time members, and additional ex-officio and part-time members. The commission’s key role will be to propose legal reforms aimed at improving the Indian legal system. The body will comprise a Chairperson, four full-time members (including the Member-Secretary), the Secretaries of the Department of Legal Affairs and the Legislative Department as ex officio members, and up to five part-time members.

Bahraich Wolves Strike Again: 5-Year-Old Injured After Fatal Attack on 2-Year-Old

The terror of wolf attacks continues to haunt Bahraich, Uttar Pradesh, with another incident reported within 24 hours. A five-year-old girl was injured in a wolf attack late last night in Mahasi. This follows a tragic event just a day earlier, when a two-year-old girl was killed and two women were injured in separate attacks in the same area. There have also been reports of possible animal attacks from the nearby Sitapur district.

“A five-year-old girl was injured in a wolf attack late last night. She was taken to CHC Mahsi for treatment,” said the CHC Mahsi In-Charge, as per ANI.

In recent months, a pack of wolves in the Mahasi Tehsil of Bahraich has become increasingly aggressive, with attacks escalating since July, according to officials.

Unique Strategy to Capture Wolves: Teddy Dolls as Bait

Forest officials have launched a rescue operation, named “Operation Bhediya,” using thermal imaging drones to locate the wolves. However, since the wolves keep moving, the officials have resorted to a creative approach—using colorful teddy dolls soaked in children’s urine as bait to attract and capture the animals.

The dolls have been strategically placed near riverbanks and close to the wolves’ dens, mimicking the scent of humans to draw the wolves toward traps.

“Typically, wolves hunt at night and return to their dens by morning. Our plan is to trick them and lure them away from populated areas towards traps or cages near their dens,” Divisional Forest Officer Ajit Pratap Singh told the sources. “We are using thermal drones to track the wolves and then driving them toward isolated areas with firecrackers and loud noises. Since they have mostly been targeting children, we’ve introduced large teddy dolls dressed in colorful clothes and soaked in children’s urine to create the illusion of human presence. This natural scent could attract them toward the traps,” Singh added.

Senior IFS officer Ramesh Kumar Pandey, who has extensive experience working in the Terai forests and currently serves as the Inspector General of Forests at the Ministry of Environment, explained that wolves, jackals, foxes, coyotes, and both wild and domestic dogs belong to the canid species. He compared the use of teddy dolls by the forest department to scarecrows used in fields, describing it as a form of false bait to lure the wolves.

Since July 17, the wolf pack has killed six children and one woman, injuring many more villagers. Although four of the six wolves have been captured, two remain on the loose, continuing to threaten the community.

Google has introduced a revolutionary AI system capable of diagnosing tuberculosis and other respiratory diseases by analyzing the sounds of coughs and breathing. This innovative model, developed using 300 million audio samples that include coughs, sneezes, and breathing patterns, aims to detect diseases like TB through subtle acoustic signals.

In collaboration with Salcit Technologies, an Indian AI startup specializing in respiratory healthcare, Google plans to integrate this technology into smartphones. This will make it accessible to high-risk populations in areas with limited healthcare facilities.

“HeAR AI model can detect subtle differences in cough patterns, which can enhance diagnostic accuracy and speed for identifying tuberculosis,” said Shravya Shetty, Director and Engineering Lead at Google Health, during a recent media roundtable. “By analyzing patients’ coughs, we could triage patients earlier in their healthcare journey, identifying those at higher risk and determining who needs follow-up testing to confirm tuberculosis.”

Once tuberculosis is initially diagnosed, it can be effectively treated. The HeAR AI technology operates by analyzing two-second audio snippets of coughing, sneezing, breathing, and sniffling to establish a baseline of what healthy respiratory sounds like. The AI model then searches for anomalies in new audio samples that might indicate a health issue.

The system compares the recorded sounds against a database of known coughs to identify signs of the disease. This allows patients to decide whether to seek further medical consultation. The collaboration between Google and Salcit Technologies aims to improve the accuracy and effectiveness of early respiratory illness detection.

Statistics reveal that tuberculosis caused approximately 1.3 million deaths globally in 2022, with India accounting for nearly 25% of these deaths annually.

AI models are also proving useful in screening for other conditions, such as cancer. Similar technologies are being employed to detect early signs of breast cancer, myopia, and heart disease. Radiologists are utilizing AI tools to expedite medical imaging analyses. For instance, researchers at the University of Louisville developed an AI system last year that, through MRI scans of toddlers, predicts autism with 98.5% accuracy.

Severe Flooding in Telangana and Andhra Pradesh; IMD Warns of Heavy Rain in Gujarat and Himachal

Andhra Pradesh
In Andhra Pradesh, relentless rains and severe flooding, especially in Vijayawada, have been described by Chief Minister N. Chandrababu Naidu as the “biggest disaster” he has ever witnessed. Naidu plans to request the Central government to classify the floods as a national calamity. The floods have claimed at least 17 lives. During a press conference, Naidu highlighted that the Prakasam Barrage in Vijayawada reached its highest floodwater level, with a discharge of 11.43 lakh cusecs, close to its maximum capacity of 11.9 lakh cusecs. While some areas, like Ajit Singh Nagar, remain submerged, water levels are gradually receding, with a decrease of 1.5 feet reported.

Telangana
In Telangana, torrential rains have led to the deaths of at least 16 people. The State government estimates the damage at ₹5,000 crore and has requested ₹2,000 crore in immediate aid from the Centre. Heavy rains have caused flooding in low-lying areas, damaged crops, and disrupted transportation links with Andhra Pradesh. Chief Minister A. Revanth Reddy has announced a ₹5 lakh ex-gratia payment for the families of those who died and has urged Prime Minister Narendra Modi to visit the affected regions and declare the floods a national calamity.

Gujarat
Gujarat has also been experiencing heavy rainfall, with Bharuch city receiving 120 millimeters of rain in just two hours on Monday. The India Meteorological Department (IMD) predicts more widespread rain across the State throughout the week. The recent rains followed a brief lull after heavy showers last week led to significant flooding. The IMD has issued warnings for heavy to very heavy rain in certain districts and expects isolated heavy rain to continue until Saturday. Cyclone ‘Asna,’ which had formed off the Kutch coast, has now weakened into a depression.

Himachal Pradesh
The meteorological office in Shimla has issued warnings for low to moderate flash flood risks in several areas of Himachal Pradesh, including Chamba, Kangra, Mandi, Shimla, Sirmaur, and Kinnaur. A ‘yellow’ alert has been issued for heavy rain, thunderstorms, and lightning in most districts, excluding Kinnaur, Chamba, and Lahaul and Spiti. Additionally, 109 roads, including a national highway, have been closed due to heavy rains.

Delhi
In Delhi, heavy rainfall has caused significant waterlogging and traffic disruptions. The Delhi Police advised commuters to plan their travel carefully as traffic snarls have affected several key roads, including National Highway 48 and Ring Road. Waterlogging has particularly impacted travel on routes from Dhaula Kuan to Mahipalpur, the Outer Ring Road, and other major arteries.

Haryana Class 12 Student Mistaken for Cow Smuggler, Chased and Shot Dead

A tragic incident occurred on August 23 when Aryan Mishra, a 12th-grade student from Faridabad, Haryana, was chased and fatally shot by members of a cow vigilante group near Gadhpuri, Haryana. The attack took place on the Delhi-Agra highway, where the vigilantes pursued Mishra’s vehicle for nearly 30 kilometers. The group members have been identified as Anil Kaushik, Varun, Krishna, Adesh, and Saurabh.

Police sources have revealed that the firearm used in the killing was illegal. All suspects are currently in police custody, and an investigation is ongoing.

Details of the Incident

The vigilante group had received a tip-off that cattle smugglers were leaving the area in a Renault Duster and Toyota Fortuner. When they spotted the Duster at Patel Chowk, they suspected it was involved in cattle smuggling. The vehicle was occupied by Aryan Mishra and his friends, Shanky and Harshit.

The vigilantes instructed the car to stop, but Aryan and his friends did not comply, mistakenly believing they were being pursued by a rival gang of Shanky’s. Fearing for their lives, they did not stop. Consequently, the vigilantes fired at the vehicle from behind, hitting Aryan in the neck. When the car eventually stopped, they shot Aryan again, fearing retaliation from his friends. The vigilantes fled when they noticed two women inside the car and realized they had targeted the wrong person. Aryan was rushed to a hospital but succumbed to his injuries the following day.

Indonesia: Junior Doctor’s Death Sheds Light on Rampant Medical School Bullying

The death of a junior doctor in Indonesia has brought attention to the widespread issue of bullying in medical schools across the country. The doctor, Aulia Risma Lestari, a 30-year-old anaesthesia resident at Diponegoro University in Semarang, was found dead in her home, with authorities investigating the possibility of suicide.

Leaked Messages: After her death, leaked WhatsApp messages between Lestari and her seniors surfaced online, as reported by the South China Morning Post (SCMP). The messages allegedly revealed that her seniors pressured her into covering their expenses for food, entertainment, and car rentals.

Health Minister’s Response: Indonesia’s health minister, Budi Gunadi Sadikin, described bullying in the medical field as an “open secret.” He vowed to take action against the perpetrators, pushing for strict legal measures to ensure harsh punishment and create a deterrent effect.

Bullying Cases in Indonesia: According to Indonesia’s health ministry, 356 formal complaints of bullying were filed between July 2023 and August 2024. Investigations were conducted in 156 cases, leading to suspensions or dismissals. The complaints included reports of physical abuse, financial extortion, verbal harassment, and intimidation.

Health ministry spokesman Mohammad Syahril stated, “The Health Ministry will always take stern action against the bullies. Their names will also be flagged in the system as perpetrators.”

Rising Voices Against Bullying: Following the tragic incident, several junior doctors have shared their experiences of being bullied. A 29-year-old oncology surgery resident, Agung Purnama (name changed), described being pressured to work excessive hours by his seniors, fearing it would affect his grades and future as a doctor. He explained, “You feel like you have no choice but to do as they say … I spent so much time and money to get to this point, so it feels like you don’t want to do anything to risk that.”

Founder and chief executive of the advocacy group Centre for Indonesia’s Strategic Development Initiatives, Diah Satyani Saminarsih, commented on the culture of bullying in medical education, saying, “There is a tendency to normalize bullying due to the pressure and demands of medical training, but this should never be tolerated.” She also highlighted that junior doctors face the highest risk of exposure to such mistreatment.
