</excerpt>

Previous Delhi ministers Manish Sisodia and Satyendar Jain find themselves in the dock once more as the Delhi Police Anti-Corruption Branch (ACB) has lodged a corruption case against them for their alleged role in a ₹2,000 crore classroom building scam. The move is yet another blow for the Aam Aadmi Party (AAP), which is already facing several charges against its leaders.

The case pertains to irregularities in the construction of over 12,000 school buildings and classrooms carried out during the erstwhile AAP regime. Manish Sisodia was the Deputy Chief Minister and had the Education portfolio, while Jain was the Public Works Department (PWD) Minister, who carried out the construction work.

ACB Alleges Exorbitant Costs and Political Links

ACB Chief Madhur Verma explained that the contracts for construction were given to 34 contractors, some of whom were closely associated with AAP. The buildings, which were supposed to be Semi-Permanent Structures (SPS) with an estimated lifespan of 30 years, cost as much as pucca (concrete) buildings, which have a life of about 75 years.

“Construction was not completed on schedule, resulting in a huge cost overrun,” the ACB observed in its initial findings. The investigation also found consultants and architects to have been engaged without adhering to due process, adding to the costs.

CVC Report Brought out Irregularities, But Was Damped

The probe picked up steam after several BJP leaders complained of a fivefold hike in the cost of building classrooms, the ACB said. To substantiate their allegations, a report by the Central Vigilance Commission (CVC) pointed to several financial and procedural irregularities in the project.

The CVC report revealed that constructing SPS classrooms cost ₹2,292 per square foot, equal to the rate for concrete buildings, which is between ₹2,044 and ₹2,416 per square foot. Additionally, the cost of the project swelled by ₹326 crore without awarding new tenders.

“Report revealing these anomalies was suppressed for nearly three years,” the ACB stated, questioning transparency and accountability in the implementation of the project.

Probe to Encompass More Officials and Contractors

Besides Manish Sisodia and Satyendar Jain, the ACB has widened its investigation to unnamed government officials and contractors accused of collusion and corruption. “We are probing the involvement of unknown officials and associates in the scam,” Verma said.

The ACB will call in main officials, audit tender papers, and analyze the financial dealings involving the school construction project. The probe is meant to determine if there was a concerted effort to divert public funds and if due process was avoided to give advantage to specific contractors.

Political Fallout and Next Steps

The corruption case is time-sensitive for the AAP politically, with both Sisodia and Jain already caught up in other high-profile probes. The new allegations and formal filing of the case are sure to add another dent in the party’s clean governance reputation.

As the ACB proceeds with its in-depth investigation, pressure is building on the Delhi government to make efforts for transparency and accountability in public infrastructure developments, particularly in the education sector.

</excerpt>

AAP leader Satyendar Jain addressed allegations made against him on Saturday regarding receiving a massage in Tihar Jail while he was imprisoned in a money laundering case. He clarified that he was actually undergoing physiotherapy due to severe leg pain.

The controversy began in November 2022 when CCTV footage from Tihar Jail showed what some interpreted as a massage being administered to Jain, who was serving as the Delhi prisons department minister at the time. In an AAP statement, Jain described the video as an “exaggeration,” explaining that a doctor had advised him to rest in a room with better amenities. He stated he was unable to bend or lift anything due to his condition.

“During that time, I had severe leg pain. They arranged everything accordingly,” Jain explained. He questioned the credibility of the claims, asking, “Does anyone ever get a massage fully clothed?” and insisted that the physiotherapist was merely fulfilling his professional duties.

Jain was granted bail by a Delhi court after spending 18 months in Tihar Jail, where he was arrested by the Enforcement Directorate (ED) in March 2022. He asserted that Tihar Jail is equipped with cameras, questioning why only footage of him surfaced. He also dismissed claims about his diet, stating he consumed only seasonal fruits and vegetables, resulting in a weight loss of 40 kg during his imprisonment.

Jain accused the BJP of attempting to “torture” him by isolating him in jail, adding, “If not for the judiciary, the BJP would have hanged me.” He further criticized the timing of the allegations, linking them to the Gujarat elections. In response, Delhi BJP spokesperson Praveen Shankar Kapoor dismissed Jain’s statements as “ridiculous,” suggesting that if Jain faced issues in Tihar, he should have reported them to the court. After his release, Jain visited a Jain temple with his family and later attended a party meeting with AAP leaders, including Arvind Kejriwal.

</excerpt>

As per reports, Arvind Kejriwal, the Chief Minister of Delhi, who was remanded to 15-day judicial custody on April 1 due to his involvement in the now-defunct liquor policy case, commenced his morning in Tihar Jail, adhering to the prison’s regulations. He began his day with tea and breakfast.

A Delhi court had ordered Kejriwal’s 15-day judicial custody in the excise policy case, directing his stay in Tihar Jail until April 15. He has been granted permission to have home-cooked meals and carry prescribed medications for his diabetes.

Kejriwal is currently housed in Jail Number 2 of Tihar Jail, provided with an isolation room equipped with a table and chair for three books, as per the court’s directive. Despite the limited space, he slept on a separate bed from the regular ones provided by the authorities, reportedly without any complaints.

Officials noted that Kejriwal kept his medical devices, including a sugar sensor and glucometer, along with isabgol, glucose, and toffees on his table, following the court’s instructions to manage sudden fluctuations in his blood sugar levels.

On Tuesday, Kejriwal rose early and received breakfast and tea at 6:40 am. After an early lunch, he was required to return to his cell by noon and stay there until 3 pm.

Kejriwal was transferred to jail on Monday afternoon following the conclusion of his Enforcement Directorate custodial remand. The ED depicted him as the main figure in the alleged scam, accusing him of providing evasive responses and withholding relevant information during the investigation.

This isn’t Kejriwal’s first time in Tihar jail; he was previously incarcerated in 2014 after refusing to post bail of Rs 10,000 in a defamation case filed against him by BJP leader Nitin Gadkari.

Other AAP leaders currently detained in Tihar include Manish Sisodia, Satyendar Jain, and Sanjay Singh. Additionally, K Kavitha, a leader of the Bharat Rashtra Samithi and daughter of former Telangana Chief Minister K Chandrashekar Rao, is also housed in Tihar jail.

The Supreme Court on Monday denied the bail request of former Delhi Minister Satyendar Jain in the money laundering case, instructing him to surrender immediately. A bench comprising Justice Bela M Trivedi and Justice Pankaj Mithal dismissed Jain’s appeal, along with the bail plea of the other two co-accused, Ankush and Vaibhav Jain.

Satyendar Jain had been granted interim bail for six weeks on medical grounds on May 26, which was later extended multiple times. Additional Solicitor General SV Raju, representing the Enforcement Directorate (ED), presented the trial court and high court’s concurrent findings and other case-related details before the court.

In response, Senior Advocate Abhishek Manu Singhvi, representing Jain, highlighted his client’s year-long incarceration, arguing against the conversion of an income tax case into a money laundering matter by investigative agencies. Singhvi urged the court to grant bail to Jain, emphasizing that he posed no flight risk or threat to witnesses and that his liberty was at stake.

Opposing Jain’s bail plea, the Enforcement Directorate contended that Jain frequently sought bail on medical grounds to stay out of jail, often falling ill during court proceedings. However, Jain’s counsel refuted these claims as baseless.

The bail hearing for Jain witnessed various developments in December 2023, with Chief Justice of India DY Chandrachud explaining the change in bench composition due to a matter concerning bail extension. Earlier, Jain’s bail plea was partly heard by a bench of Justices AS Bopanna and Bela M. Trivedi, later transferred to a bench comprising Justice Trivedi and Justice Satish Chandra Sharma.

Jain, who underwent surgery in July last year, had his interim bail extended periodically. Conditions imposed by the Supreme Court upon granting interim bail included restrictions on speaking to the media or leaving Delhi without permission.

Challenging the Delhi High Court’s rejection of his bail plea in the money laundering case, Satyendar Jain moved the Supreme Court seeking relief. The Delhi High Court had dismissed Jain’s bail plea on April 6, citing his influential status and potential to tamper with evidence.

Satyendar Jain was arrested on May 30, 2022, under sections of the Prevention of Money Laundering Act (PMLA) by the Enforcement Directorate, following a Central Bureau of Investigation (CBI) complaint alleging acquisition of movable properties in various names between February 14, 2015, and May 31, 2017, without satisfactory accounting.

The Supreme Court has slated January 11 for further proceedings on the bail plea of AAP leader Satyendar Jain in a money laundering case. The Enforcement Directorate (ED) is scheduled to commence its arguments during the upcoming hearing. Jain’s interim bail, extended until further orders, remains effective in the ongoing money laundering case.

Representing Jain, Senior Advocate Abhishek Manu Singhvi advocated for the former minister’s bail, contending that the allegations alone should not justify his continued incarceration until the trial concludes. Singhvi provided a detailed overview of the case against Jain during the hearing.

Initially, none of Jain’s counsels were present in the courtroom at the start of the hearing. To address the absence, Justice Bela Trivedi warned of canceling the interim bail if representation did not arrive within five minutes, prompting the defense counsel to appear promptly.

During the proceedings, the court inquired whether Jain’s counsel had filed any application for discharge or quashing in the predicate offense. Jain’s lawyer informed the court about the arguments on discharge in court, but the probe agency filed an application asserting ongoing further investigation.

Senior Advocate Singhvi guided the court through the latest medical report and the surgery undergone by Jain. In the previous hearing, Singhvi emphasized Jain’s cooperation in the matter and highlighted the absence of any predicate offense against the former minister.

The ED, represented by Additional Solicitor General SV Raju, is set to present its arguments on Thursday. The ongoing legal proceedings have witnessed several twists and turns since December 2023, with Chief Justice of India DY Chandrachud explaining the change in the bench combination due to matters related to the extension of bail.

Jain’s bail plea was initially heard by a bench of Justices AS Bopanna and Bela M. Trivedi. Subsequently, the matter was listed before a bench of Justice Trivedi and Justice Satish Chandra Sharma.

Satyendar Jain, seeking bail in money laundering cases, moved to the Supreme Court after the Delhi High Court dismissed his bail plea in the same matter. The High Court had stated that Jain, an influential person, could potentially tamper with evidence and couldn’t satisfy the twin conditions of the Prevention of Money Laundering Act (PMLA).

Jain’s arrest on May 30, 2022, under the PMLA led to his present judicial custody. The ED’s case, based on a CBI complaint, alleges that Jain acquired movable properties between February 14, 2015, and May 31, 2017, which he could not satisfactorily account for.

Trivedi and Justice Satish Chandra Sharma, following arguments presented by Senior Advocate Abhishek Manu Singhvi, representing Jain.

Singhvi highlighted that Jain has fully cooperated with the investigation, and there is no evidence of a predicate offence against the former minister. He emphasized that, according to the law, a shareholder or director cannot be attributed to the assets of a company, questioning how money could be linked to Jain when it resides within the company.

Additional Solicitor General SV Raju represented the probe agency during the hearing.

The proceedings witnessed several twists and turns as Chief Justice of India DY Chandrachud explained the bench composition change due to a matter related to bail extension. CJI also mentioned receiving communication from Justice AS Bopanna, indicating his inability to hear the matter due to medical reasons.

Satyendar Jain’s bail plea had initially been partly heard by a bench of Justices AS Bopanna and Bela M. Trivedi. However, the matter was subsequently listed before a bench comprising Justice Trivedi and Justice Satish Chandra Sharma.

Jain, who underwent surgery on July 21, has been receiving interim bail on medical grounds, periodically extended. On May 26, the Supreme Court granted him interim bail for six weeks in the money laundering case, imposing conditions such as refraining from interacting with the media and not leaving Delhi without permission. The court had also granted him the right to choose any hospital for medical treatment.

Satyendar Jain had moved the Supreme Court challenging the Delhi High Court’s dismissal of his bail plea in the money laundering case. The Delhi High Court, on April 6, had rejected Jain’s bail plea, stating concerns about his influence and potential to tamper with evidence. Jain’s bail plea had been dismissed by the trial court on November 17, 2022.

The Enforcement Directorate’s case against Jain is based on a CBI complaint alleging that he acquired movable properties from 2015 to 2017, which he couldn’t satisfactorily account for. Jain was arrested on May 30, 2022, and is presently in judicial custody.

The decision was deferred as Senior Advocate Abhishek Manu Singhvi informed the court that the matter is now listed before a two-judge bench comprising Justices AS Bopanna and Bela M. Trivedi.

Previously listed before Justices Bela M. Trivedi and Satish Chandra Sharma on November 24, the court adjourned the matter and continued the interim relief granted to Jain. The next hearing on the bail plea is scheduled for December 4.

In his appeal against the Delhi High Court’s rejection of his bail application in the money laundering case, Jain’s lawyer emphasized his client’s deteriorating health, revealing a 35-kilogram weight loss and skeletal transformation.

The Delhi High Court denied Jain’s bail application on April 6, citing his influence and potential tampering with evidence. According to the court, Jain failed to meet the two requirements of the Prevention of Money Laundering Act (PMLA).

The Delhi High Court, in its April 6 order, had dismissed Jain’s bail plea, citing his influence and potential tampering with evidence. The court stated that Jain failed to satisfy the twin conditions of the Prevention of Money Laundering Act (PMLA).

The Enforcement Directorate (ED) case, based on a Central Bureau of Investigation (CBI) complaint, alleges that Jain acquired movable properties between February 14, 2015, and May 31, 2017, without satisfactory explanation. Jain, arrested on May 30, 2022, is presently in judicial custody. The trial court dismissed his bail petition on November 17, 2022.

Jain and ex-Jail Superintendent Raj Kumar are accused of extorting money from high-profile prisoners, including conman Sukash Chandrashekhar, in exchange for protection in Tihar Jail.

The CBI claims to have evidence that Jain received money from Chandrashekar in various tranches to provide the alleged conman a comfortable life in jail. The agency has requested permission to prosecute Jain under the Prevention of Corruption Act. Jain’s interim bail was extended by the Supreme Court until November 24 in the money laundering case.

Jain, who has been in custody since May last year, is accused of laundering money through companies linked to him. The ED case is based on a CBI complaint alleging that Jain acquired movable properties from 2015 to 2017 that he could not satisfactorily account for.

A panel of Justice AS Bopanna and Justice MM Sundresh extended Jain’s interim bail and adjourned the case till July 24. Senior Advocate AM Singhvi, who was representing Jain, informed the Supreme Court that three hospitals, GB Pant, Appollo, and Max, had suggested surgery.

In his appearance on behalf of the Enforcement Directorate, Additional Solicitor General SV Raju requested the Supreme Court to order Jain to undergo medical examination at AIIMS for independent evaluation, expressing doubts about the report by three hospitals.

The court noted that two medical reports had been brought on record and that one more was to be brought on record, and it requested that it be brought on record and furnished a copy to ASG.

On May 26, the Supreme Court granted Satyendar Jain interim bail for six weeks in a money laundering case, but with several conditions, including not speaking with the media or living in Delhi without permission.

The Supreme Court also allowed Jain to seek medical care at any hospital of his choice. The Supreme Court has stated unequivocally that interim release is granted based on medical reasons.

Satyendar Jain has petitioned the Supreme Court for bail in a money laundering case. He has appealed the Delhi High Court’s decision to deny his bail application in the money laundering case against him.

Addressing AAP party workers in the national capital, the chief minister of Delhi said that the party getting the status of national party in a short span of 10 years was a “miraculous and incredible” achievement. He also urged people to join the AAP in order to make India the number-one country in the world. The Election Commission of India recently granted national party status to AAP.

“All the anti-national forces that want to stop the progress of the country are against the AAP, but the almighty is with us,” Kejriwal said. “Today, on this occasion of happiness, I am missing Manish ji and Jain Saheb a lot. They are fighting for the country and for all of us. Today, all anti-national forces are opposing AAP. Manish Sisodia urged poor children to dream; that was his fault. It was Satyendar Jain’s fault that he wanted everyone to have access to good medical conditions, and anti-national forces worked together to put them in jail,” Kejriwal said.

The chief minister added, “Many of our comrades were beaten and put behind bars. Many people lost their lives during this journey, and I pray for them all. Many people struggled a lot, left their jobs, and joined the party. I thank all our workers and most of all our critics for everything.”

Kejriwal further added, Earlier, they used to say that money is needed to contest elections, but we have shown that we can contest elections honestly and run the government. Back when we started, there was no money, and there were no men; even today, there is no money, but there are many men.”

“It seems that it was only yesterday when our party was formed; then, we never imagined we could get even a single MLA, but today, after 10 and a half years, AAP has become a national party. There are six national parties, three of which have governments in one or more states, one of them being the AAP”, he said.

</excerpt>

The Delhi High Court dismissed Delhi’s jailed Minister Satyender Jain and two others’ bail petitions in a money laundering case.
The bench of Justice Dinesh Kumar Sharma rejected the bail plea of Satyender Jain, Ankush Jain and Vaibhav Jain. The bench while dismissed the Satyendar Jain bail plea stated that applicant is an influential person and has the potential of tampering with evidence. Satyender Jain at this stage, can’t be held to clear the twin conditions of Prevention of Money Laundering Act (PMLA). The same bench had kept the order reserved on 21 March after the conclusion of the submissions made by the defence and prosecution sides after multiple hearings.
During arguments, Additional Solicitor General (ASG) SV Raju appeared for Enforcement Directorate contented that money laundering is crystal clear against Jain and other co-accused.
In his bail plea, Jain stated, “I appeared before ED on 7 occasions. I have cooperated and participated in the investigation. I was arrested 5 years down the line in 2022.”
On November 17, 2022, the trial court dismissed the bail petition of Satyender Jain. Jain was arrested on 30 May, 2022, under sections of the Prevention of Money Laundering Act by the Enforcement Directorate and is presently in Judicial Custody in the case.
In his bail in Delhi High Court, Jain stated that the trial court Judge and ED has gravely misread and misapplied the PMLA by identifying proceeds of crime solely on the basis of accommodations entries. That accommodation entries cannot itself lead to a punishable offence under PMLA.
The Rouse Avenue Court while dismissing the bail petition said that the accused Satyendar Kumar Jain had knowingly done such activity to obliterate the tracing of the source of ill-gotten money and accordingly, the proceeds of crime were layered through Kolkata-based entry operators in a way that its source was difficult to decipher.
Hence, Satyendar Kumar Jain has prima facie indulged in the offence of money laundering of more than Rs.1 Crore. Further, the offence of money laundering is a serious economic offence and the view of the Supreme Court of India with regard to economic offences is that they constitute a class apart and need to be visited with a different approach in the matter of bail, said the Court.
Hence, the accused Satyendar Kumar Jain is not entitled to the benefit of bail having
regard to the twin conditions provided in Section 45 of the PMLA. Application of accused Satyendar Kumar Jain is dismissed, said the Trial Court Judge Vikas Dhull.
The enforcement agency has alleged that the companies which were “beneficially owned and controlled” by Jain had received accommodation entries amounting to Rs 4.81 crore from the shell companies against cash transferred to Kolkata-based entry operators through a hawala route.
The ED case is based on a Central Bureau of Investigation (CBI) complaint registered on the allegation that Satyender Jain had acquired movable properties in the name of various persons from 14 February, 2015, to 31 May, 2017 which he could not satisfactorily account for.

The development comes two days after the arrest of Sisodia by the CBI officials in connection with the Delhi excise policy case. Notably, the Deputy Chief Minister of the party was arrested on Sunday in an ongoing investigation of a case regarding the alleged irregularities in the framing and implementation of the excise policy of the Delhi government.

Meanwhile, the Supreme Court on Tuesday refused to entertain the Sisodia’s plea challenging his arrest in connection with the excise policy case. The apex court suggested the former deputy chief minister to move to Delhi High Court.

On the other hand, minister Satyendar Jain is sent to Tihar Jail in connection with alleged irregularities in the implementation of the Delhi Excise Policy.

Delhi’s jailed minister Satyendar Jain has withdrawn the contempt of plea against Enforcement Directorate in connection with the leak CCTV footage.

Jain moved the plea against ED on the pretext of leaked CCTV videos despite submitting undertaking in court. Advocates Rishikesh Kumar and Mohd Irshad, appearing for Jain on Monday apprised the special court that the minister wished to withdraw the contempt plea.

After taking note of the statement, Special Judge Vikas Dhull, allowed for the withdrawal of the plea. The same court fixed Tuesday’s date for a hearing on another application of Satyender Jain with regard to his medical treatment in Tihar.

Recently a video of Jain went rounds on social media in which he was seen getting massage. The purported CCTV footage dated September 13 shows the minister lying on his bed and reading some papers while a man sitting next to him is seen massaging his foot. In another video, shared by BJP national spokesperson Shehzad Poonawalla on his official Twitter handle, a man is massaging the Delhi minister’s legs and back before proceeding to give him a full head massage.

The videos emerged 10 days after the ED accused Jain, who is lodged in Tihar jail in the case of alleged money laundering, of receiving special treatment in jail.

“Unknown persons gave massages and foot massages to Jain, even beyond curfew hours. He was given special food,” the ED had said in the court. Soon after this, the Superintendent of Delhi’s Tihar jail, Ajit Kumar, was also suspended for the alleged VIP treatment of jailed Delhi minister.

The same court dismissed a plea moved by Jain asking for special foods as per his religious beliefs.

Jailed Satyendar Jain, a Delhi minister, dropped his application on Thursday asking a Delhi court to issue an order prohibiting media from airing any CCTV footage of him taken from his cell at Tihar. Instead, the Delhi High Court, according to the leader of the Aam Aadmi Party. Jain’s lawyer Rahul Mehra stated in his court filing on Wednesday that despite a hearing in the subject, additional footage was leaked yesterday morning.

They have taken a particular day and particular time and shown some major thing is going on in jail. Please test everything. We are not running away. Today one release, tomorrow another release”, Mehra had argued in court.

A fresh video showing the AAP leader eating and receiving meals in his cell surfaced on Wednesday. This happened a day after he informed the court that he was denied access to a special fasting diet due to his religious convictions. Jain was seen eating a range of foods in the film, including instances where he was seen eating raw fruits and vegetables and prepared meals.

A video showed him receiving massages from a man who turned out to be a convict accused of raping a minor surfaced on Saturday.

Jain and two other accused in the case have been denied bail by the court on November 17. A CBI FIR filed against Jain in 2017 under the Prevention of Corruption Act led to his detention by the federal anti-money laundering agency. Jain is accused of using four companies that are purportedly connected to him to launder money. The latest issue in the conflict between the BJP and the AAP ahead of the Municipal Corporation of Delhi polls on December 4 appears to be the CCTV videos. Jain is taken out of the cabinet by Kejriwal.

The BJP has allegedly released phoney films out of fear of losing the election, according to the AAP. Kejriwal, the chief minister, has been ordered by the BJP to fire Jain from the cabinet.

Medha Patkar has always taken a stand for anti-development. Rahul Gandhi standing next to her means he is also anti-Gujarati,” Nadda said.

Meanwhile, talking about jailed Aam Aadmi Party (AAP) leader Satyendar Jain, Nadda said, “Manish Sisodia should be ashamed that in the name of illness Satyendra Jain is getting massages from a rapist. Why cannot he get bail till now? Are there not enough lawyers? He is in jail for a serious matter which is why it is getting difficult for him to get bail.”

After the footage of the minister Satyendar Jain went viral of receiving an oil massage BJP is constantly targeting Aam Aadmi Party (AAP).

Moreover, the Assembly election in Gujarat will be held on 1 December and 5 December and votes will be counted on 8 December.

However, for 27 years BJP party is in the power and Narendra Modi is the longest-serving chief minister of the state. In 2017 BJP won 99 seats out of 182 seats.

Following the release of another video showing Delhi minister Satyendar Jain receiving “packaged food” inside the Tihar jail, the Bharatiya Janata Party (BJP) repeated its call for Jain to be fired on Wednesday.

Last week, a video of Jain receiving a massage from a man inside his cell went viral on social media, leading to claims that he was receiving preferential treatment while incarcerated. Due to allegations of money laundering, the Aam Aadmi Party (AAP) leader has been in judicial custody for the past five months. The AAP stood up for Jain, calling the video a “BJP stunt,” and deputy chief minister Manish Sisodia said Jain was hurt and receiving medical attention in jail. Prison officials, however, claimed on Tuesday that the man who was seen in the videos massaging the Jain people was really an inmate who had been charged with raping a child rather than a physiotherapist.

The BJP on Wednesday displayed the brand-new video of Jain receiving “packaged food” at a press conference in New Delhi. The AAP did not immediately respond to the new video.

“First Jain is not removed as a minister despite being in jail, now there are people working for him and all facilities are being provided…. . We don’t know how the system is operating, but they have arranged a luxury resort-like facility inside the jail. The television is operational, he is getting packed food, someone is massaging the legs, as if they are in a holiday resort and not in a jail. We want people to see that the AAP, which is busy giving character certificates to others, is itself engaging in characterless actions,” Union minister Meenakshi Lekhi said in the press conference.

Describing it as a “shameless conduct” of the AAP, the New Delhi member of Parliament (MP) said, “A person, who has been caught and is in jail for certain acts of corruption and against whom an investigation is going on, is getting a massage on feet by an accused who is involved in a crime like rape of a minor. In spite of being involved in so many cases, this person continues to be a minister in the AAP’s Delhi government.”

“They (AAP) are involved in so many corruption cases. (Chief minister) Arvind Kejriwal doesn’t care about Delhi. For them, this place is just to earn money to fund their political ambitions,” Lekhi added.

Soon after the images of Jain getting massage in Tihar Jail went viral, a new CCTV footage has been surfaced showing AAP minister Satyenda Jain having an elaborate meal surfaced on Wednesday, the Bharatiya Janata Party lashed out at Delhi Chief Minister Arvind Kejriwal for allowing the “outside food” to be served to the jailed minister.

A new video has surfaced in which jailed Delhi minister Satyendar Jain can be seen having an elaborate meal inside Tihar thus countering the claim made by jailed Minister Satyendar Jain in court about 28-kg weight loss due to inadequate food. Reacting to the latest development, BJP national spokesperson Shehzad Poonawalla alleged that the “VVIP treatment” being given to the jailed AAP Minister inside the jail is due to the “courtesy” of Arvind Kejriwal.

“After claiming that a rapist was actually a physiotherapist giving physiotherapy to Satyendar Jain inside the jail, which was actually a massage, now another video has emerged in which he can be seen having food which is not from the jail but from outside. He is being served food by two other attendants as if he was in a resort or a restaurant and there is a variety of dishes placed before him,” Poonawalla said.

Ever since Jain’s video of getting massage has gone viral, opposition has been slamming the former with severly critical remarks. In addition to this sources from Tihar jail have informed that contrary to the claim that Jain has been making of his 28 kg weight loss, he has rather gained 8 kg of weight.

“As if he is not there for a ‘saza of bhrashtachar (punishment for corruption), but maza of maalish’ (pleasure of massage) and restaurant food. This shows the kind of VVIP treatment that has been provided to Satyendar Jain inside Tihar jail, courtesy Arvind Kejriwal,” Poonawala added further.

The BJP questioned new footage of the Delhi minister allegedly receiving meals from outside on Wednesday in the wake of the controversy surrounding Satyendar Jain’s massage video from Tihar. The Delhi minister is depicted in the video sitting in the same cell where he was before seen getting a massage. A person from the outside approaches, brings him food, and also sets the trash can close to him. There are a lot of empty boxes on the bed.

A Tihar Jail source who claimed that the minister has gained 8kg of weight in jail contrary to his lawyer’s claim that he lost 28kg of weight, according to a report published by the news agency ANI.

Sharing the food video, BJP spokesperson Shehzad Poonawalla said after getting ‘champi’ from a ‘rapist’ whom they tries to pass off a physiotherapist, now another video shows Satyendar Jain being served outside food. “he is being served outside food by two attendants as if he is in a resort or restaurant and there is a variety of delicacies and dishes in front him — as if he is not there for the saza (punishment) of corruption, but maza (fun) of massage and restaurant food.

“Kejriwal must answer why Jain who has been in jail for the last 5 months is being given this facility — by keeping him in the minister post — to take ‘vasooli’ from Sukesh, ‘maalish’ from a rapist and now outside food,” Shehzad said.

On Tuesday, Jain submitted in court that he was not getting any privilege in jail. In fact, he was deprived of facilities like proper food and medical check-ups that he is supposed to get, he said. “I have lost 28 kg in jail. Is this what a privileged person in jail gets? I’m not even getting proper food. What privilege are they talking about? No prison rules are violated if an undertrial is pressing his hand or feet,” the minister submitted in the court through his lawyer Rahul Mehra.

“Even Ajmal Kasab got a free and fair trial,” Jain’s lawyer submitted. “I am surely not worse than that. All I seek is a fair and free trial. Please look at the kind of media reports that are running against him and that is in their interest,” Mehra added.

Ahead of the Gujarat assembly election and the Delhi municipal polls, the BJP and the AAP are at odds. The AAP-BJP rivalry grew more heated as a result of several controversies surrounding Satyendar Jain’s incarceration. Conman Sukesh Chandrashekhar, who was imprisoned in connection with a case involving the money laundering of Rs 200 crore, alleged in a string of charges that he had paid Satyendar Jain money in exchange for “protection.”

When the massage controversy erupted, the AAP maintained that Satyendar Jain’s treatment included physiotherapy; nonetheless, it has been asserted that the man who was spotted giving Jain the massage is a rape suspect.

Official said on Tuesday the man seen in videos massaging Delhi minister Satyendar Jain at the Tihar jail is a rape accused facing charges under the Protection of Children from Sexual Offences (POCSO) Act.

The officials identified the man as Rinku and said he was arrested last year and was lodged in a ward near Jain’s prison cell. “…[Rinku] been transferred [to another ward] so that he is not forced to do anything for any inmate. He is not a physiotherapist as some reports said on social media,” said a prison official, requesting anonymity.

The Bharatiya Janata Party (BJP) hit out at Delhi’s ruling Aam Aadmi Party (AAP) after the man’s identity came to light and called it a “spa and massage party”.

[Chief minister Arvind] Kejriwal was supposed to safeguard his citizens; rather he is safeguarding his ministers,” said BJP spokesperson Gaurav Bhatia. Bhatia asked AAP to apologize to the country. “…wherever you are hiding should come out…sack your minister. You have to answer…are you standing with the rapists…? You are supporting such people accused of rape.”

Following the videos’ leak last week, the AAP and the BJP have resumed their verbal combat.

Manish Sisodia, the deputy chief minister of Delhi, was also criticised by Bhatia for supporting Jain and labelling the recordings a “BJP ploy.” Jain was receiving treatment in jail, according to Sisodia, after suffering an injury.

BJP’s assertion that Jain was receiving special treatment was refuted by Kejriwal as well.

BJP has filed a police complaint against Delhi minister Satyendar Jain and chief minister Arvind Kejriwal after a video of Jain getting massage in his cell in Tihar Jail has been doing rounds. The video has triggered a massive face off between AAP and BJP. Responding to the allegations, Aam Aadmi Party has shared a medical report of Jain claiming an L5-S1 vertebrae disc injury for which the doctors have advised physiotherapy and acupressure treatment. The AAP said that the massage Jain was seen getting in the video was part of his treatment.

Calling out Satyendar Jain ‘collection agent’ for Kejriwal, BJP said that it is surprising that Kejriwal has not taken any legal action against Jain which shows that he is also involved in such activities providing VVIP treatment to Jain. In retaliation, AAP said that since BJP is losing the MCD and Gujarat polls, so they have illegally released the video and labelled it as VVIP treatment.

Amid the ongoing row between both the parties over ED’s claim that Jain is receiving luxurious treatment in Jail, this incident has added fresh fuel to the fray.

Meanwhile the Congress has also slammed the Aam Aadmi model of Kejriwal. “Arvind Kejriwal should answer what is his compulsion that he has not yet sacked his reference minister Satyendar Jain from the post? If you look at the viral video, it looks less like a jail barrack and more like a hotel room,” Congress national spokesperson Alka Lamba said.

The latest cause of contention between the BJP and the ruling Aam Aadmi Party in the country’s capital is a supposedly leaked video purporting to show Delhi minister Satyendar Jain receiving massages inside the Tihar jail.

The video was released days after jail superintendent Ajit Kumar was demoted for allegedly breaking the law to grant the AAP leader special treatment. Jain is seen getting foot, back, and head massages on various days in the six-minute video clip that news agency ANI released. Four persons can be seen inside Jain’s cell in one of the videos, which is allegedly dated September 21 and shows the Delhi minister receiving a foot massage.

The Delhi Government’s Department of Delhi Prisons oversees the operation of Tihar Jail.

Shehzad Poonawalla, the national spokesperson for the BJP, claimed that the video was evidence of “rules violations in a jail controlled by the AAP government.”

“Satyendra Jain was getting full VVIP Mazaa ? Massage inside Tihar Jail? Hawalabaaz who hasn’t got bail for 5 months get head massage !Violation of rules in a jail run by AAP Govt, (sic)” Poonawalla tweeted. “This is how official position abused for Vasooli & massage thanks to Kejriwal.”

Delhi deputy chief minister Manish Sisodia said that the massage was part of physiotherapy recommended by doctors, alleging that BJP was “mocking illness” of a patient. Sisodia said that the video was leaked despite court’s otherwise instructions to ED.

“”Satyendar Jain has undergone two spine-injury operations. He has been prescribed regular physiotherapy by the doctor. Since Covid, there is a patch in his lungs which has not been cured yet,” he tweeted.

AAP’s Akshay Marathe, whose Twitter bio says ‘spokesperson-on-sabbatical’, said that every jail inmate “deserves privacy and dignity” and releasing videos to “score political points is pathetic.”

“Disgusting how Satyendar Jain, a 58-year-old man who has NOT been convicted is being harassed by BJP. Leaves a very bitter taste. All politics aside, every jail inmate deserves privacy and dignity. Releasing videos from inside a jail to score political points is pathetic,” Marathe tweeted.

The Enforcement Directorate(ED) arrested Jain in May this year under the prevention of money laundering act (PMLA). The central agency’s probe against Jain is based on a 2017 case of the Central Bureau of Investigation (CBI), in which it was alleged that the AAP leader and his wife Poonam Jain had amassed disproportionate assets worth ₹1.47 crore between February 2015 and May 2017, which was 217.20 percent more than their known sources of income.

According to the AAP, Jain’s detention was the result of a political vendetta.

Minister Satyendar Jain was denied bail by a Delhi court on Thursday in connection with the money laundering case being investigated by the Enforcement Directorate. Vaibhav and Ankush Jain, who were co-accused in the case, were also denied bail by special judge Vikas Dhull.

Dhull had postponed passing the order on Wednesday, stating that although Jain’s order was ready, the orders for the other two defendants had not yet been completed.

Jain is currently being held in the Tihar Jail after being taken into custody on May 30 in accordance with the Prevention of Money Laundering Act (PMLA) provisions.

The ED filed a request in September to have the case moved from the court of special judge Geetanjali Goel to a new judge, alleging bias, as the bail hearing for all the accused was nearing its conclusion.

The agency had said the minister had faked his illness by getting a report from the Delhi government-run Lok Nayak Jai Prakash Hospital, and despite knowing that there is something fishy, the trial court judge did not go to check the veracity of the medical certificate.

On September 23, the principal and sessions judge Vinay Kumar Gupta allowed ED’s application that had stated “a grave likelihood and a reason to believe that the issues (in the case) have been premeditated”.

On October 1, the Delhi High Court rejected the plea, stating that the ED’s suspicion of bias by a trial court judge is reasonable and not based on flimsy ground, despite the fact that Jain and the other accused challenged the transfer of the case to a new judge hours within it was pronounced.

The court had said the apprehension of bias by the trial court judge was not raised at a belated stage, “as the requests for an independent evaluation were consistently made”. It further said the apprehension has to be seen from the point of view of the party and not from the judge’s angle.

Jain appealed the high court’s decision to the Supreme Court, but he later withdrew the case and started the bail hearing at the trial court in front of Special Judge Vikas Dhull.

Jain requested bail and claimed that since the agency had already submitted the prosecution charge in the matter, there was no need in holding him in detention any longer.

However, the ED had argued that the accused was receiving special treatment in custody because he was abusing his position as a minister.

After hearing from the accused, including Vaibhav Jain and Ankush Jain, as well as the ED, the judge had put the order on hold.

Based on a 2017 CBI FIR filed against the minister in the Aam Aadmi Party (AAP) administration, the case was brought. The ED has charged him with using four allegedly connected companies, where he held shares while accumulating disproportionate wealth, to launder money.

According to ED, Jain transferred money to Kolkata through the hawala channel and got it back from dummy companies in the form of accommodation entries, even though he could not show the source of the money received.

A Tihar Jail superintendent has been suspended for allegedly providing special treatment to AAP minister Satyendar Jain. Currently he is lodged in Tihar Jail in money laundering case.

Last week, the Enforcement Directorate (ED) claimed in a court here that Jain was getting special treatment inside the Tihar Jail.

“Jail Superintendent of Tihar Jail no. 7, Ajit Kumar, DANICS, has been suspended. He has prima facie been found to have committed irregularities that warrant inquiry,” a source in the prison department of the Delhi Government said, adding that the matter was connected to Jain getting special treatment in the jail.

Opposing Jain’s plea in the case, the ED while concluding its arguments, had submitted a plea before Special Judge Vikas Dhull.

“Unknown persons were giving massages and foot massages to Jain, even beyond curfew hours. He was given special food,” said Additional Solicitor General (ASG) SV Raju, appearing for the ED.

Certain CCTV images were presented in court by the ASG alleging that Jain often seen either in hospital or in jail enjoying various facilities.

AAP minister Jain was apprehended on May 30.

The Enforcement Directorate told a Special Delhi Court on Monday that Satyendar Jain arrested in connection with a money laundering case, is being given “special treatment” inside Tihar Jail. The agency also submitted CCTV footage of Satyendar Jain purportedly receiving a body massage from an unidentified person inside his cell.

The AAP leader received fruits and salads right in his cell, according to the ED.

According to the agency, co-defendant Ankush Jain oversaw the cleaning, mopping, and scrubbing of Jain’s cell by an unidentified someone.

The Delhi government’s Department of Delhi Prisons oversees Tihar Jail.

Conman Sukesh Chandrashekhar, who is currently incarcerated on charges of money laundering involving over 200 crores and to which Bollywood actress Jacqueline Fernandez has also been connected, wrote to Delhi Lieutenant Governor alleging that he had paid Satyendar Jain 10 crore in 2019 to ensure his safety while he was incarcerated.

According to the letter, the AAP received more than 50 crore on the condition that Chandrashekhar would be granted a key position in the South Zone of the party and be assisted in receiving a nomination for the Rajya Sabha. He claimed that Jain, who was in charge of the Jail ministry, questioned him about whether or not he had divulged anything about his support for the AAP to the investigating body.

Delhi minister Satyendar Jain should not be subjected to any action, coercive or otherwise, by the authorities under the amended Benami law, the Delhi High Court said on Tuesday.

The decision was made after Justice Yashwant Varma heard a number of arguments from the legislator for the Aam Aadmi Party (AAP) and others opposing the proceedings under the 2016 Benami Transactions (Prohibition) Amendment Act.

The matter relates to a complaint made against Jain to the Lokayukta in 2017 asking for an investigation into the Delhi minister’s alleged benaami transactions.

Amit Anand Tiwari, appearing for Jain, said that the Benami proceedings against the AAP leader were in the nature of “political persecution”.

Jain had petitioned in 2017 to stop legal action being taken against him under the new Benami law.

According to Jain, the alleged Benami transactions, from the proceeds of which certain attached assets were claimed to have been purchased, took place between 2011 to March 31, 2016, and hence, the amendment which came into effect in November 2016 would not apply.

The high court’s decision followed the Supreme Court’s ruling from last month that the Benami Transactions (Prohibition) Amendment Act, 2016, did not apply retroactively and that the government could not begin or continue criminal prosecution or confiscation proceedings for transactions made before the law took effect.

Counsel for the income tax department, advocate Zoheb Hossain, told the court that “nothing is happening” and prayed for accommodation on account of the Solicitor General not being available.

On October 10, the matter would be heard again.

Union Minister Meenakshi Lekhi on Thursday took a jibe at West Bengal Chief Minister Mamata Banerjee’s silence over the corruption charges against former TMC Leader Partha Chatterjee.

Addressing a press conference BJP leader said, “I want to remind the people that those who used the slogan ‘Maa, Maati, Manush’ in Bengal, today they only care about ‘Maya Maaya, Maya’ that us ‘money, money, money. See the documents of Partha Chatterjee or statements of Arpita Mukherjee, a close aide of the former West Bengal Minister, everything is becoming clear from this side. See the countless assets of Arpita, see the documents, about 50 crores cash have been found, besides that 9 kg of gold. Apart from this, their minister’s truth is coming to the fore.”

Meanwhile, on Thursday, Bengal Chief Minister Mamata Banerjee removed Partha Chatterjee from the Bengal ministry. Partha was removed from the positions of Commerce and Industry, Parliamentary Affairs, Information Technology and Electronics, and Public Enterprises and Industrial Reconstruction in the state Cabinet.

“The name of Monalisa Das, another acquaintance of Partha Chatterjee, is coming to the fore. She was admitted to a university in 2014 and is today a professor there and the head of the department of Bengali. She has 10 flats in her name. One of them is a super luxury flat where Partha Chatterjee only keeps his pet dogs. Mamata Banerjee, who is the Chief Minister of the state is silent over the scam,” Lekhi added.

Earlier on July 23, Enforcement Directorate (ED) arrested Partha Chatterjee in connection with the School Service Commission (SSC) scam in West Bengal

However, during the raid on Wednesday, the investigating agency (ED) recovered another Rs 28.90 crore in cash, 5 kg of gold, and several documents from the second apartment and earlier the agency found Rs 21.90 crore in cash, Rs 56 lakh in foreign currency and gold worth Rs 76 lakh from Arpita’s house.

Meanwhile, Lekhi also took a dig at Delhi Minister Satyendra Jain and said, “Delhi Minister Satyendra Jain, from whom Rs 4.5 crores were recovered and some properties have been found a month before the arrest, the ED also attached one of his properties.”

Moreover, Lekhi also slammed Delhi Chief Minister Arvind Kejriwal’s silence even after the Delhi High Court’s guidance to the Chief Ministers to control corruption.
