She mentioned that Tourist Assistance Force (TAF) booths have been set up at Jantar-Mantar, Jal Mahal, Amer, Hawa Mahal, and Albert Hall to assist tourists and provide them with necessary support. The TAF takes action regularly and ensures that tourists receive proper assistance. She informed the assembly that in 2022, TAF responded to 236 complaints, 311 in 2023, and 541 in 2024. Last year, action was taken against 170 touts in Jaipur. To ensure tourists’ convenience, the state government increased the number of TAF employees from 139 to 250 in December 2024. The Tourism Minister made these statements while responding to supplementary questions asked by MLA Balmukund Acharya during the Question Hour. She emphasised that it is the priority of the state government to develop and preserve the tourist destinations of the state. In this regard, the state government allocated a budget of Rs 100 crores for the development of the walled city of Jaipur in 2024-25.

Leader Of Opposition Questions Food Security Figures In Assembly

During the Question Hour, MLA Anita Bhadel asked about the applications received under the food security scheme in Ajmer city. In response, Food and Civil Supplies Minister Sumit Godara stated that 5,512 applications had been received, of which more than 1,000 had been approved, and 3,680 applications were still pending. In a supplementary question, Anita Bhadel asked what would happen to the remaining applications. Godara assured that the Chief Minister had instructed that no one should be deprived of food security. He also mentioned that the portal had been opened on January 26, and new names have been added since then. He noted that under the BJP government, 21 lakh 87 thousand new names have been added to the food security list. Following this, Leader of Opposition Tikaram Juli pointed out a discrepancy between the pending applications and the approved ones, asking for clarification. However, the minister could not provide an answer. When the Speaker moved to the next question, Juli remarked that the government had failed to provide a complete answer.

He also mentioned that a penalty would be imposed on the contractor for the delay in construction. The financial approval for the expansion was Rs 154.62 crores, of which Rs 123.20 crores has already been paid. The construction work was supposed to begin on December 17, 2021, and finish by June 2023. However, the contractor started the work on December 27, 2021, and failed to meet the original deadline. The contractor has now been asked to complete the work by June 30, 2025. A penalty of Rs 30 lakh was imposed on the contractor on February 28, 2025, for the delay.
Food and Civil Supplies Minister Sumit Godara informed the assembly that the commission for ration dealers has been increased by 10% in the current year’s budget. This increase aligns with the Chief Minister’s motto of “Sabka Saath, Sabka Vikas.” Ration dealers will now receive a commission of Rs 150.70 per quintal, up from the previous rate of Rs 137 per quintal.

Minister of State for Home Jawahar Singh Bedam announced that the process of marking land for the transfer of Central Jail Jaipur from the densely populated area is underway. The department has written to the District Collector for land identification. He assured the House that once the land is identified, steps will be taken to shift prisoners to the new location. The current capacity of Central Jail Jaipur is 1,173, but the number of prisoners has reached 1,751. To manage the overcrowding, prisoners are sent to other prisons as needed. Bedam made these remarks in response to supplementary questions posed by MLA Kalicharan Saraf during the Question Hour.

It provides municipalities and private-sector players with the tools to implement economically viable and sustainable waste management solutions.

</excerpt>

The deadlock that had stalled and affected the Rajasthan assembly for the past six days was finally resolved on Thursday evening, following the intervention of Chief Minister Bhajan Lal Sharma. The Chief Minister played a pivotal role in ending the stand-off, prioritising the interests of the people of the state. On Thursday evening, Sharma personally reached the assembly and initiated talks with Leader of the Opposition, Tikaram Juli, in the Chief Minister’s chamber. The meeting, which also included Parliamentary Affairs Minister Jogaram Patel, resulted in positive talks and resolved the deadlock.

Subsequently, Juli informed all Congress MLAs, who then returned to the assembly. In his address, Juli acknowledged that the controversy had been sparked by a remark made by a minister regarding Indira Gandhi. He thanked the Chief Minister for facilitating the talks and admitted that Congress leader Govind Singh Dotasra’s comment was inappropriate. Juli expressed his regret and offered an apology, marking the end of the deadlock and the resumption of normal assembly proceedings.

CM Emphasises Responsibility And Restraint In Assembly

Sharma, addressing the assembly, highlighted the importance of rules and regulations within the House. He emphasised that the most important rule is restraint, as the time of the House is valuable. Referring to the recent disruption in the House, which lasted for two to three days, he explained that despite calls to adjourn the proceedings, he insisted on keeping the session ongoing. He further added that the assembly is a space where the people of Rajasthan expect their concerns to be addressed.

The Chief Minister acknowledged that sometimes comments are made in the heat of the moment, and while many can tolerate such remarks, others might not. He stressed that with position comes the responsibility to manage one’s behaviour accordingly. He used the metaphor, “The tree with fruits is the one that bends,” to suggest that those in prominent positions must exhibit greater patience and understanding. Sharma concluded by stating that maintaining the House is a shared responsibility, not just of the ruling party, but of all 200 MLAs.

The Chief Minister advised both the ruling party and opposition to be mindful of the public’s perception of their representatives. He emphasised that if any member makes a wrong statement, they should reflect on it, as it would weigh on their conscience. He urged that every word spoken in the assembly should be carefully considered, as words can have a significant impact and should be chosen thoughtfully.

“The opposition is our strength,” the Chief Minister said.

“The entire incident happened in two or two and a half minutes that day. We did not get time, and everything happened.”

He also mentioned that if any of the opposition MLAs speaks well, he congratulates them.

“I had also called the Leader of the Opposition to tell him that you spoke well. We have to learn to call wrong, wrong.”

Will Ask Dotasra To Improve His Conduct: Devnani

On the whole episode, Devnani said that the incident was very serious and worrisome.

“I have never heard such words in my parliamentary life,” he stated.

He added that after the episode, he himself had been in touch with the Chief Minister and opposition leaders regarding the deadlock. He also said that if both parties form a committee, he had no problem cooperating. Devnani stated that the member, for whose words the Leader of Opposition has expressed regret, will also be asked to improve his conduct.

“We will ensure his conduct and discipline in the future. These comments are not forgivable, but trusting you, I say that this should not happen again so that the House runs smoothly.”

Chief Whip Brings Proposal To Reinstate Suspension

Government Chief Whip Jogeshwar Garg advised that while fierce opposition is acceptable, there should always be room for reconciliation. He then proposed the withdrawal of the suspension of six Congress MLAs, including Dotasra. The proposal was approved, and following the end of the suspensions, the Leader of Opposition began his speech on the budget.

Congress MLAs held a sit-in outside the assembly, resulting in their questions not being read during Question Hour. Questions and supplementary questions were raised by BJP and independent MLAs.

Finance Minister Diya Kumari Assures No Plans To Close RGHS Scheme

During Question Hour, MLA Chandrabhan Singh Chauhan asked about the RGHS scheme, questioning whether the government planned to close it. In response, Finance Minister Diya Kumari assured the House that there were no current plans to shut down the RGHS scheme, which provides medical facilities to state government employees and pensioners. She further assured that action would be taken against any drug sellers registered under the scheme who fail to provide medicines.

Law Minister Responds To Proposal For District And Sessions Court In Behror

On another question raised by MLA Jaswant Singh Yadav regarding the establishment of a District and Sessions Court in Behror, Law and Parliamentary Affairs Minister Jogaram Patel assured the House that the state government would seriously consider the proposal. He noted that Behror met the necessary criteria for opening the court, citing enough cases in the area and available land and building for the court’s establishment.

Temples to be renovated in Jaisalmer

In response to BJP MLA Chhotu Singh’s question, Deputy Chief Minister and Art, Literature, and Archaeology Minister Diya Kumari assured the House that the state government is committed to preserving cultural heritage. She promised that necessary repair and renovation work would be carried out in the temples and ancient structures of Jaisalmer. Answering a question from Bandikui MLA Bhagchand Takra, Diya Kumari stated that the budget for 2025-26 includes a proposal to develop Abhaneri-Dausa as an iconic tourism destination to promote rural and heritage tourism. She also highlighted that the Archaeological Survey of India (ASI) is carrying out conservation and repair work at the Abhaneri Chand Bawdi and Harshad Mata Temple under the Central Government’s initiative. This effort aims to preserve and enhance these historical sites.

Public Awareness On Misleading Advertisements: Godara

MLA from Rajsamand Dipti Kiran Maheshwari raised the issue related to the prevention of misleading advertisements in the House. In response, Consumer Affairs Minister Sumit Godara said that the government makes consumers aware of their rights through various programmes and publicity like ‘Jago Grahak Jago’ to protect them from fraud and poor-quality goods.

Chhabra MLA Criticises Forest Department’s Reply

BJP MLA from Chhabra, Pratap Singh Singhvi, raised the issue of encroachment on forest land. Singhvi, while objecting to the government’s reply, stated that the answer was incomplete, questioning why a complete answer had not been provided. He said that there is no answer to how much forest land is encroached. He said there was no answer to how much forest land had been encroached upon. Singhvi mentioned that he had been continuously writing letters regarding this encroachment, and when the question was raised in the assembly, orders for action were given on February 25. He expressed concern that forest land worth crores was being encroached upon, and the local administration had not taken action. He questioned the compulsion behind not removing the encroachers and criticised attempts to protect them.

In response, Forest Minister Sanjay Sharma said that notices had been issued to all the occupiers. He explained that this matter dates to 2022, during the Congress government, but the current Bhajan Lal government is working sensitively and with transparency. He assured that no culprit would be spared. The issue of encroachment on forest land in Janchrod, Allapura, Kadaiyachor, and Kadarpura was raised in the Assembly.

Plan To Address Polluted Water In Balotra

MLA Arun Chaudhary raised concerns about polluted water from industrial units in Jodhpur affecting Balotra district. In response, Minister of State for Environment Sanjay Sharma stated that a committee was formed by the District Collector of Jodhpur on February 21, 2025, to investigate the illegal discharge of waste into water sources by industrial units. He assured that strict action would be taken against the guilty units once the committee submits its report. The committee will identify the industrial units responsible for discharging waste into the Jojari river. Additionally, necessary actions will be taken, including photographing and videography of units violating rules by discharging untreated or partially untreated waste into water sources.

</excerpt>

The discussion on the word ‘dadi’; that had led to a potential deadlock between the ruling party and the opposition, was discussed in Rajasthan assembly on Thursday. In presence of the opposition, during Zero Hour in the Rajasthan assembly, BJP MLA Arjun Lal raised a strong objection to Congress MLA Govind Singh Dotasra’s actions, accusing him of insulting the Chair. He emphasised that Dadi (grandmother) is a symbol of love, affection, culture, and experience, and questioned how anyone could consider it an insult.

He recited a poem stating that “Dadi is the foundation of overcoming challenges and the essence of a thriving family.”

Garg Denied Opportunity To Speak In Assembly

Dr Subhash Garg of the Rashtriya Lok Dal, who was present in the House, requested permission to speak on the matter but was denied by Chairman Sandeep Sharma. He argued that since MLA Shrichand Kriplani from the ruling party was allowed to speak after the minister’s reply, he should be given the same opportunity. However, the Chairman did not permit him to speak.

Shrichand Kriplani Joins Debate In Assembly, Criticises Congress’ Reaction

BJP MLA Shrichand Kriplani also joined the debate, suggesting that Minister Avinash Gehlot should have used the term “grandmother” instead of “Dadi.” He humorously remarked that if “grandmother” had been used, Congress wouldn’t have seen it as an insult, referring to the party’s Italian connection.

Kriplani also accused Dotasra of saying outside the House, “Not me, my shoe will apologise.”

He called for strict rules to prevent such language in the assembly, stressing the need for decorum and respect.

Dotasra should apologise: Bedam

Minister of State for Home Jawahar Singh Bedam also reacted strongly to Dotasra’s behaviour. He said that Dotasra has misbehaved with the Speaker in the House, he should have apologised. He was given a full opportunity, but he did not apologise. On the contrary, he used low-level words. Therefore, strict action should be taken against him. The ruling party is trying to end the deadlock, but the opposition is not ready to come to the House.

Food Supply Minister Sumit Godara praised Assembly Speaker Vasudev Devnani for always taking care of everyone in the House. Godara highlighted that even expelled Congress member Govind Singh Dotasra was given an opportunity to speak in the House, but he failed to apologise. Instead, Dotasra led the Congress MLAs to walk out in his own manner. Godara criticized Dotaara’s attitude and called for action to be taken against him, asserting that his behaviour was inappropriate and disrespectful towards the House and its proceedings.

Nagaur is not getting water: Yunus Khan

Meanwhile, Deedwana MLA Yunus Khan raised the issue of shortage of water from Indira Gandhi Canal in Nagaur district during Zero Hour.

He said, “I thank the head of the previous government, Vasundhara Raje, who brought Indira Gandhi Canal water to Nagaur with four thousand crores, but later this project was stopped in the middle. We were discriminated against. Today, Deedwana and the rest of the district are unable to get drinking water. We were supposed to receive a total of 300 MLD of water, but when Nagaur was an undivided district, we are getting 125 MLD less water than that. The government should pay attention to this. Instead of 40 MLD, Deedwana is getting only 27 MLD. Due to this, water is being received at an interval of 100 hours. The tender for JJM is not being completed in Deedwana Molasar area. As a result, 240 dhanias and 34 villages could get water.”

Gurveer Singh calls for software to track attendance

Sadulashahar MLA Gurveer Singh raised the issue of the frequent absence of officers and employees in government offices. He emphasised that the Rajasthan government should develop a software system to track when officers and employees leave their headquarters. According to Singh, whenever he contacts officials, the common excuse is that they are attending a video conference (VC). This leads to frustration among poor farmers and common citizens who continue to run after them for the completion of their work, with no accountability or resolution. He urged the government to address this issue promptly.

</excerpt>

The third session of the 16th Rajasthan assembly will begin from Friday, January 31. Assembly Speaker Vasudev Devnani reviewed preparations for the session on Wednesday. He gave necessary instructions related to the session to the officials of the Legislative Assembly. Devnani said that on January 31 at 11.00 am, Governor Haribhau Bagade will reach the assembly to deliver the address. Speaker Vasudev Devnani, Leader of the House and Chief Minister Bhajan Lal Sharma, Parliamentary Affairs Minister Jogaram Patel and Assembly Principal Secretary Bharat Bhushan Sharma will welcome him. The Governor will be given a guard of honour by the RAC battalion in the Legislative Assembly. The Governor will be taken to the House with a procession. The notification of the session was issued on Wednesday by Bharat Bhushan Sharma.

This session is also the budget session, with the state budget to be presented in February. On January 31, the House’s Business Advisory Committee (BSC) will meet to decide on the session’s agenda, including the date for the budget presentation. After the Governor’s address, there will be a debate in the House on the address for three working days. Following the Governor’s address, a debate will be held in the House for three working days, with the Chief Minister responding on the fourth day.

Opposition forms strategy to challenge government in assembly

The upcoming Rajasthan Assembly session is expected to be highly contentious, with the Opposition gearing up to challenge the ruling party on various issues. Opposition leaders, including Leader of Opposition, Tikaram Juli and Congress President Govind Singh Dotasra, have vowed to corner the government during the budget session. The Congress party plans to focus on several key issues, including the controversial creation of new districts, the cancellation of three divisions, the ongoing electricity problems, and farmer-related concerns.

The Opposition is also set to challenge the government’s policies on English-medium schools, seeking a review of the decisions made by the current administration. Juli has made it clear that the Opposition will be aggressive in pushing these issues and will demand answers from the ruling party.

With tensions running high, there is a possibility of a deadlock between the ruling party and the Opposition during the session, especially on sensitive matters such as these.

Adding to the anticipation is the return of Ladnun MLA Mukesh Bhakar, who was suspended for six months on the last day of the second session of the sixteenth assembly. With his suspension period now complete, Bhakar is expected to be reinstated on the first day of the new session, adding to the intrigue and tension. The Opposition is expected to be aggressive in their approach, with Juli making it clear that they will hold the ruling party accountable for its actions.

</excerpt>

As the Budget session of the Rajasthan Assembly approaches next month, a significant backlog of unanswered questions from previous sessions persists. During each session, MLAs ask questions according to their fixed quotas, but the timing of responses heavily depends on the officers’ efficiency.

Currently, answers to thousands of questions from the 15th Assembly remain unresolved. At the commencement of the 16th Assembly, nearly 4,800 questions from the 15th Assembly were still awaiting responses. While 75% of these questions have now been addressed, 25% remain pending. Moreover, there is a noticeable delay in answering questions from the first two sessions of the 16th Assembly, with around 40% still unanswered.

Speaker of the 16th Assembly, Vasudev Devnani, has been actively engaging with officers to ensure timely responses, but delays continue to affect the proceedings. MLAs raised over 10,000 questions across both sessions of the 16th Assembly, underlining the growing concern over bureaucratic delays in providing answers. Despite efforts, the delay in responding to questions continues to impact the legislative process.

Meanwhile, Assembly Speaker Vasudev Devnani has repeatedly talked to the officials and has asked them to answer the questions on time. Recently, before the Rising Rajasthan Global Investment Summit, Devnani had asked the officials to answer the pending questions. On which the officials have asked for a few days. The officials said that they would answer the pending questions after the programs organised on Rising Rajasthan and the one-year tenure of the government. However, thousands of questions of the 16th Vidhan Sabha are still pending in most departments. When the new session begins, MLAs can ask a maximum of 100 questions, out of which 40 can be starred and 60 unstarred questions.

In this matter, Assembly Speaker Vasudev Devnani said that for the last few years, the executive has not been taking legislative work seriously. Negligence in legislative work by the executive will not be tolerated. He said that a meeting has been held with senior officials of the government in this regard. Now the officers have started answering the questions. He said that it will always be my endeavour that the MLAs get timely and accurate answers to their questions. Also, answers to the unanswered questions of the 15th Vidhan Sabha are coming now.

At the same time, Leader of Opposition Tikaram Julie said that answers to questions should come on time. If the questions raised in the assembly are not answered on time, it insults the public. He said that ministers often give false answers or officers send wrong answers to questions, which weakens democracy.

The main purpose of legislators raising questions is that the public’s work is done on time. Officers should be accountable to the House and the public. Also, cases of corrupt officers should be exposed.

</excerpt>

Civil Lines MLA Gopal Sharma, while discussing the grant demands of the Urban Development Department in the Assembly on Friday, not only drew the attention of the government towards the various problems of his constituency, but also demanded the renaming of major roads, buildings, colonies etc., which have become symbols of the mentality of slavery in Jaipur. Gopal Sharma started his speech with the slogan ‘Jai Shri Ram’. He raised the demand in the House that the road named after Mirza Ismail, who conspired to keep Jaipur away from the freedom movement and was a slave of the capitalists, should be renamed as Bhagwan Govinddev Marg. Apart from this, the name of Ramganj Bazaar should be changed to Prabhu Ramganj Bazaar, Albert Hall Museum to Sawai Ram Singh Museum, King Edward Memorial Yadgar to Girdharilal Bhargava Bhawan, Chaugan Stadium to Bhanwarlal Sharma Stadium and Hatwara connected to Civil Lines to Haripura, Hasanpura to Sant Ravidas Nagar and Bharat Jodo Setu to Vikasit Bharat Setu. Along with this, Bhatta Basti should be changed to Sant Kabir Basti.

Gopal Sharma also raised the issue of housing facility for journalists and said that for convenience, activity and prosperity, land should be sought in Civil Lines Assembly constituency and a multi-storey residential complex should be built for journalists, which should be near the Assembly and Secretariat. This should not affect the demand for plots included in the journalists’ schemes. While considering journalists, the issue of accreditation should not be applied as most of the journalists are non-accredited.

Earlier in the day, polling began in Rajasthan at 7 a.m., with major political parties, including the ruling Congress and the BJP, actively campaigning. Elections in the Karanpur assembly constituency, however, were postponed due to the death of Congress candidate Gurmeet Singh Koonar.

A total of 1,02,290 security personnel, including police officers, Rajasthan Home Guard, Forest Guard, and RAC personnel, as well as 700 CAPF companies, were deployed to ensure peaceful and fair elections.

Chief Minister Ashok Gehlot, former CM Vasundhara Raje, former Deputy CM Sachin Pilot, Congress national spokesperson Gourav Vallabh, Union Minister Rajyavardhan Rathore, Vishwaraj Singh Mewar, Rajasthan Assembly Speaker CP Joshi, and Rajasthan LoP Rajendra Rathore are among the prominent candidates in the elections.

Despite efforts to persuade rebel candidates to withdraw, approximately 45 candidates from both the BJP and the Congress remain in the race, including MLAs, former MLAs, and party officials. The vote will be counted on December 3. The Congress won 99 seats in the 2018 elections, while the BJP won 73, allowing Ashok Gehlot to take the oath of office as Chief Minister with the support of BSP MLAs and Independents.

Speaking to the media in Bikaner amid the ongoing polling process, Kalla stated, “BJP is an expert in making issues out of non-issues. They don’t have any issues regarding what they will do in Rajasthan.”

Asserting the Congress party’s manifesto vision and highlighting welfare initiatives provided during its previous tenure, Kalla stated, “Our party has a manifesto vision, and the facilities provided previously (by Congress in Rajasthan) are also well-known to everyone.” People understand that the Congress Party is for the poor, whereas the BJP is for the wealthy.”

Drawing historical parallels, Kalla expressed confidence in the Congress party’s electoral prospects, stating, “Congress won in Rajasthan in the 1980 assembly elections, and then the party won in the state again in 1985.” Like in 1985, the Congress will win again and form a government in Rajasthan.”

The ongoing Assembly elections in Rajasthan involve 199 out of 200 seats, with polling taking place amid robust campaigning by major political parties. The ruling Congress is vying for another term, while the BJP aims to replace the Ashok Gehlot government, leveraging the popularity of Prime Minister Narendra Modi. The counting of votes is scheduled for December 3, with heightened security measures in place to ensure peaceful elections.

Gurjar accused the current state government of being deeply entrenched in corruption and highlighted key issues such as law and order, economic strength, and women’s respect.

The BJP is positioning itself as an alternative to the ruling Congress, seeking to replace the Ashok Gehlot government. Voting is currently underway for the 199-member Rajasthan assembly, with the Congress aiming for another term. The BJP is relying on Prime Minister Narendra Modi’s popularity to secure victory. However, a scuffle was reported at a polling booth in the Sardarshahar assembly constituency, prompting increased police deployment.

The elections are crucial for determining the state’s political landscape, and the results will be eagerly awaited when vote counting takes place on December 3.

Sachin Pilot is enthusiastic about the Congress’s chances of replicating its 2018 performance, stating, “From the kind of response I am getting from party workers, people, and fellow candidates, it seems that the public mood and pulse are in favour of the Congress. People want to see us form the government again in Rajasthan.”

He noted that the public is not necessarily looking for a change of leadership, but instead, they prefer the return of Congress.

The Congress is hopeful that Rajasthan will break the anti-incumbency trend and vote them back into power. Sachin Pilot emphasised that people have already made up their minds to bring the Congress back to power.

Furthermore, he expressed confidence in the Congress’s chances in the five poll-bound states and mentioned that people are looking for a change of government in Madhya Pradesh.

Sachin Pilot also addressed concerns about law and order, highlighting that the government has been swift in registering FIRs in cases of violence against women. He compared the government’s responsiveness to BJP-ruled states like Madhya Pradesh and Uttar Pradesh.

In the 2018 Rajasthan Assembly elections, the Congress secured 99 seats, while the BJP won 73 seats in the 200-member house. With the counting of votes scheduled for December 3, all eyes are on the electoral outcome in Rajasthan and four other states.
