On Friday, Uttarakhand Chief Minister Pushkar Singh Dhami paid floral tribute to the statue of former Prime Minister Atal Bihari Vajpayee at the Chief Minister’s residence, marking the anniversary of Vajpayee’s death. CM Dhami shared the moment on X, stating, “Paid tribute to the former Prime Minister and our source of inspiration, respected Atal Bihari Vajpayee ji, who infused Indian politics with his democratic values, on his death anniversary at the Government Residence.”

Earlier in the day, Uttar Pradesh Chief Minister Yogi Adityanath, accompanied by Deputy CMs Brajesh Pathak and Keshav Prasad Maurya, also paid tribute to Vajpayee in Lucknow. CM Adityanath remarked, “Today marks the sixth death anniversary of former PM Atal Bihari Vajpayee. Haldwani violence: ‘No one has right to take law into ow hands’ says Giriraj Singh

In light of the violence in Haldwani, Uttarakhand, Union Minister Giriraj Singh underscored that no one, regardless of the circumstances, has the right to take the law into their own hands. Expressing confidence in the Uttarakhand government’s capacity to effectively manage such incidents, he stated in an interview with ANI, “No one has the right to take the law into their own hands. Be it religious circumstances or any other reason, the Uttarakhand government is able, and if anyone takes the law into their hands, they will handle it perfectly.”

Following the violence resulting from an anti-encroachment drive in Banbhoolpura, Haldwani, Uttarakhand Chief Minister Pushkar Singh Dhami convened a high-level meeting to assess the situation. CM Dhami directed officials to take stringent action against the rioters and troublemakers, leading to an increase in security measures in the area.

Nainital District Magistrate Vandana Singh, acknowledging the unfortunate nature of the incident, assured that the individuals responsible would be identified and faced with severe consequences. Singh clarified that the incident was not communal and urged against portraying it as a sensitive issue, stating, “This was an effort to challenge the state machinery, the state government, and the law and order situation.”

Dispelling assertions of a madrasa being demolished, the District Magistrate clarified that it was an empty property. She elucidated, “It was an empty property that has two structures, which are not registered as religious structures or have been given any such recognition. Some call the structure a madrasa.”

Providing insights into the sequence of events, the Magistrate noted that the demolition drive commenced peacefully but evolved into a premeditated attack on the Municipal Corporation’s team. She underscored efforts made to terrorize the area and highlighted the use of tear gas and water cannons to safeguard the police station. She reported that, based on official information, two individuals lost their lives, and over 100 police personnel sustained injuries during the violence.

In response to the unrest, the state government declared a high alert for the entire state, leading to the suspension of internet services and the closure of all schools and colleges.

ED raids multiple locations connected to ex-Uttarakhand Minister in alleged forest scam case

The Enforcement Directorate (ED) is currently conducting raids at various locations in Delhi, Chandigarh, and Uttarakhand in connection with an alleged forest scam involving former Uttarakhand Minister Harak Singh Rawat, according to sources on Monday.

During Rawat’s term as the state forest minister in the BJP Government, he and some of his departmental officers faced serious allegations related to illegal tree cutting and construction in the Pakhro range of Corbett Park under the Tiger Safari Project.

The Forest Survey of India (FSI) reported that over 6,000 trees were illegally cut in the Corbett Tiger Reserve (CTR) for the Pakhru tiger safari, contrary to the approved 163 trees. However, the state forest department disputed the FSI’s findings, citing technical issues that needed resolution before accepting the report.

This isn’t the first time that properties associated with Rawat have been scrutinized by the ED. Previously, the Uttarakhand Vigilance Team had conducted raids on an institute in Dehradun’s Shankarpur and a petrol pump in Chhiddarwala connected to him.

Vigilance Chief V Murugesan revealed that an examination of documents at both locations found that both properties belonged to Congress leader and former Forest Minister Harak Singh Rawat. Two generator sets installed at these private places were reportedly purchased with government funds. Further investigation into the matter is ongoing.

Confirming that both the Doon Institute of Medical Sciences in Shankarpur and the raided petrol pump belonged to Rawat’s son, Murugesan did not establish any connection between Harak Singh Rawat and the alleged misuse of government funds. He emphasized that the investigation is in progress, and details will be disclosed once the process is complete.

CM Pushkar Singh Dhami introduces UCC bill in state assembly

Pushkar Singh Dhami, the chief minister of Uttarakhand, introduced the Uniform Civil Code (UCC) bill in the state legislature on Tuesday. Uttarakhand would be the first post-independence state to apply UCC if the assembly approves it and it becomes an Act. A four-day special session of the Assembly has been called from February 5-8 to pass the law regarding the Uniform Civil Code.

The Uttarakhand Cabinet gave its approval to the draft report of the Uniform Civil Code (UCC). Retired Supreme Court judge Ranjana Prakash Desai headed the UCC drafting committee. The UCC is a suggested collection of uniform laws designed for all inhabitants of Uttarakhand, irrespective of their religion, caste, or gender.

Key Highlights of Uttarakhand’s UCC Draft Report

The UCC aims to replace distinct personal laws related to marriage, divorce, adoption, and inheritance, guided by Article 44 of the Constitution, promoting a single set of personal laws applicable to all citizens. Key proposals include prohibiting polygamy, halal, iddat, triple talaq, and child marriage. The UCC also suggests a uniform age for girls’ marriage, equal rights for divorce, strict provisions for live-in relationships, mandatory registration, and consequences for non-compliance.

Some major points of drafts are given here:

The minimum age for marriage of girls in all religions will be 18 years and 21 years for men.
Equal rights for divorce between men and women.
Strict provisions have been made for live-in relationships when the Uniform Civil Code comes into force. If one does not follow the set standards, he/she will have to face financial penalty and may even have to go to jail.
Only an adult man and an adult woman will be able to live in a live-in relationship. That too if they are not already married or in a live-in relationship with someone else.
It is necessary to declare live in relationship or 6 months imprisonment for not getting live-in registration done.
Children born in live-in marriage have equal rights in property.
There are no conditions for a woman to remarry
Prohibition on polygamy, no second marriage while husband or wife is alive
Registration of marriage is necessary, there is no facility without registration.
Girls have equal rights in inheritance

Uniform Civil Code concern

With a focus on gender equality, the UCC draft aims to treat men and women equally in matters of inheritance and marriage, potentially extending a 25% property share to Muslim women.
The draft exempts Scheduled Tribes (STs), addressing their concerns about cultural identity and autonomy.
However, concerns have been raised about the UCC draft potentially infringing on fundamental rights of religious freedom and personal liberty. Critics argue that it imposes a uniform code without respecting India’s diversity.
Additionally, activists claim that the draft may not adequately address the issues and aspirations of the STs, posing a threat to their cultural identity and autonomy.

What is Article 162?

Article 162 of the Indian Constitution suggests that the constitution of a committee to introduce and implement the UCC cannot be challenged as ultra vires, given the executive power of the State and the legislative authority regarding the Concurrent List.

Uttarakhand CM Pushkar Singh Dhami tables Bill on Uniform Civil Code in State Assembly

Uttarakhand Chief Minister Pushkar Singh Dhami-led government tabled the Uniform Civil Code Bill in the state legislative assembly on Tuesday.

The ongoing special four-day session of the assembly began on Monday. “Vande Mataram and Jai Shri Ram” slogans raised by MLAs inside the State Assembly after Dhami tabled the bill. The House was then adjourned till 2 pm.

The bill, approved by the Uttarakhand Cabinet, aims to establish uniform civil laws for all communities in the state.

Union Minister for Law and Justice Arjun Ram Meghwal emphasized that the Uniform Civil Code is currently undergoing a consultation process and review by the Law Commission of India.

The proposed code covers various legal aspects, including marriage, divorce, land, property, and inheritance laws, applicable to all citizens regardless of their religious affiliation.

The passage of the UCC Bill fulfills a significant commitment made by the BJP in the lead-up to the 2022 Assembly polls in the state.

The government’s decision to create a committee for drafting the UCC was initiated in March 2022.

Before this a draft of the UCC was handed over to the Chief Minister by the five-member committee headed by retired Justice Ranjana Prakash Desai.

The enactment of the UCC Bill will signify the realization of a significant commitment made by the BJP to the state’s residents leading up to the 2022 Assembly elections.

In March 2022, the Dhami administration opted to establish a committee tasked with crafting a draft for the Uniform Civil Code.

In reflecting on the significance of the moment, he remarked, “After 500 years of a long struggle and sacrifices of many Ram devotees, I am extremely elated to be a witness to this grand festival.” Following his prayers, CM Dhami also participated in ‘Gau Sewa.’

He further conveyed his elation, stating, “After 500 years of long struggle and sacrifices of many Ram devotees, I am extremely elated and happy to be a witness to this grand and divine festival. Ram belongs to every person and Ram is in every particle.” CM Dhami extended his prayers to Lord Ram, seeking prosperity for the people of the state and the well-being of Sanatanis worldwide.

Goa Chief Minister Pramod Sawant joined in the spiritual preparations by offering prayers at the Rudreshwar Temple in Panaji ahead of the Pran Pratishtha ceremony.

The scheduled ‘Pran Pratistha’ of Ram Lalla is set for Paush Shukla Kurma Dwadashi, Vikram Samvat 2080, on January 22. The day will commence with a morning puja, followed by the Pran Pratishtha of Ram Lalla in ‘Mrigashira Nakshatra’ between 12:30 pm and 1 pm. The ceremony will witness the presence of dignitaries including Prime Minister Narendra Modi, RSS Chief Mohan Bhagwat, Governor Anandiben Patel, and Chief Minister Yogi Adityanath.

Over 150 traditions and 50 tribal communities will converge at the Shri Ram Temple, marking a historic moment of diverse participation from residents of mountains, forests, coastal areas, islands, and more.

The temple, constructed in the traditional Nagara style, stands at a length of 380 feet (east-west), a width of 250 feet, and a height of 161 feet, supported by 392 pillars and 44 doors. The intricately sculpted pillars and walls depict Hindu deities, gods, and goddesses, with the main sanctum sanctorum housing the idol of Shri Ramlalla in the childhood form of Bhagwan Shri Ram.

The temple complex includes five Mandaps (Halls) – Nritya Mandap, Rang Mandap, Sabha Mandap, Prathana Mandap, and Kirtan Mandap. Nearby is the historic well, Sita koop, dating back to ancient times. In the southwestern part of the temple complex, at Kuber Tila, the ancient temple of Bhagwan Shiv has been restored, along with the installation of a statue of Jatayu.

Constructed with a 14-meter-thick layer of roller-compacted concrete (RCC) for the foundation, the temple exudes the appearance of artificial rock. Notably, traditional and indigenous technology has been employed in the construction, with no use of iron. The temple complex features essential facilities such as a sewage treatment plant, water treatment plant, water supply for fire safety, and an independent power station. The temple’s construction showcases a blend of traditional methods and advanced technology.

Uttarkashi Rescue Operation Health Nodal Officer reports that all 41 workers are healthy

Dr. Bimlesh Joshi, Nodal Officer Health of Rescue operation, stated that 41 workers who were successfully rescued from the Silkyara Tunnel are in good health following screening and a medical examination at Chiniyalisaur Community Health Centre.

“All 41 workers are currently healthy; their health screening has been done twice after the rescue, first inside the tunnel last night and second this morning. A team of 18 doctors at the Community Health Centre of Chinyalisaur has been monitoring his health since last night, out of which 10 are GDMOs and the remaining 8 are specialists, which include all types of specialists. Apart from this, there is a paramedical staff. There is a total staff of around 50, he said that since last night, all 41 labourers have been given a balanced diet, which includes paneer, boiled egg, kheer, roti, vegetables and rice” Dr. Bimlesh Joshi said.

“Preparations are underway to send everyone to AIIMS Rishikesh; everyone will be sent by Chinook helicopter, and their family members can be sent by ambulance or any other vehicle. Although the workers do not need to be admitted to the hospital, they will be kept under safe-side observation,” Bimlesh Joshi added.

Government sources claim that food is being provided to all employees admitted to the health center in accordance with medical advice. Prior to the successful extraction of 41 laborers from the Silkyara tunnel on Tuesday night, Dr. Pravin Kumar, the Garhwal Division’s Health Director, who oversaw the rescue effort, emphasized that regular communication with the stranded workers was crucial to preserving their mental stability.

Uttarkashi tunnel rescue: Chinook helicopter at Chinyalisaur airstrip to airlift workers, medical facility expanded inside tunnel

As part of the rescue efforts to free the 41 trapped workers, a temporary medical facility has been expanded inside the Silkyara tunnel in Uttarkashi, following the completion of the vital task of laying pipes in the tunnel. To accommodate the workers who will be evacuated, the medical facility has been expanded. The Health Department has set aside eight beds in case there is an issue. An expert and medical team has been sent in. All necessary preparations have been made to offer laborers the necessary medical care following their evacuation.

After the workers are rescued from the Silkyara tunnel, a Chinook helicopter is ready to take them to safety at the Chinyalisaur airstrip. Pushkar Singh Dhami, the chief minister of Uttarakhand, had earlier declared that the tunnel’s pipe-laying work was finished. Many obstacles had to be overcome, but seventeen days after the workers became stuck in the tunnel that was still under construction, the task was finished.

“With the blessing of Baba Baukh Nag Ji, prayers of crores of countrymen and the tireless work of the rescue teams engaged in the rescue operation, the work of laying pipes in the tunnel to take out the workers has been completed. Soon all the labourers will be taken out,” CM Dhami said in a post on X.
Akshet Katyaal, MD, Accurate Concrete Solutions, said there are three-four phases of rescue operation.
“The pipe has been pushed inside very cautiously without any hurdle, a breakthrough has been achieved and the pipe has passed through. The work to rescue labourers has started. There are at least 3-4 phases in the rescue operation…Teams of NDRF have entered inside. The labourers will be taken out once the ramp is made,” he said.
Garlands have been brought to the Silkyara tunnel rescue site in anticipation of the rescue of 41 trapped workers.

Rescuers confident of evacuating 40 workers struck at the Uttarkashi Tunnel Collapse site for 96 hours

For the fifth day, relief and rescue efforts are being carried out in the Uttarkashi tunnel collapse incident in an attempt to free the forty trapped workers. Early on November 12, a tunnel that was being built between Silkyara and Dandalgaon on the Brahmakhal-Yamunotri national highway collapsed. The sources state that the workers will be transported to Rishikesh AIIMS for treatment following the rescue operation.

“The installation work of the machines airlifted from Delhi has been done and the rescue operation work is underway,” Anshu Manish Khulko, National Highways & Infrastructure Development Corporation Limited (NHIDCL) Tunnel Project Director told.

Dharam Singh, father of one of the labourers trapped inside, said that his son is also trapped inside the tunnel, adding that he spoke to his son and gave him courage.
“My 20-year-old son Vijay Kumar is trapped inside the tunnel. I spoke to my son for a little while and I gave him courage and assured him that everything would be fine and he would be brought out by this evening. Food and water are being provided to him in small quantities,” Dharam Singh said.

Uttarakhand Chief Minister Pushkar Singh Dhami conducted a review of the relief and rescue efforts on Tuesday at his residence as operations continue to evacuate 40 workers trapped in the collapsed Silkyara tunnel on the Uttarkashi-Yamunotri road. The under-construction tunnel, which caved in on November 12, has seen ongoing rescue operations for the past three days.

“I am closely monitoring the situation. I visited the spot, and I also spoke to the family members of the people who were trapped inside. Food, water, and oxygen are being supplied to the people who are trapped inside. PM Modi is also closely monitoring the situation,” Chief Minister Pushkar Singh Dhami informed ANI.

Trucks carrying 900-mm-diameter pipes arrived at Silkyara after midnight, as officials constructed a platform for an auger machine to dig horizontally and install large-diameter MS pipes among the rubble. The goal is to cut a path through the metal pipes for the imprisoned workers.

Rescue personnel are attempting to clear around 35 metres of rubble in order to reach the stranded workers. Prime Minister Narendra Modi, Union Home Minister Amit Shah, and Railway Minister Ashwini Vaishnaw have all enquired about the issue with the Chief Minister of Uttarakhand.

The Silkyara Tunnel, with a length of 4531 metres and a construction cost of Rs 853.79 crore, suffered a breach of 21 metres, triggering the collapse. The National Highways and Infrastructure Development Corporation Limited (NHIDCL) reported ongoing rescue efforts, with a detailed timeline indicating the collapse occurred during re-profiling work.

Efforts are being made to ensure the safety and evacuation of the stranded personnel, with state and federal officials keeping a close eye on the situation. The situation remains fluid as rescue personnel seek to clear rubble and create a safe path for people on the inside.

Uttarakhand CM assigns new appointees to state leaders

In advance of the 2024 Lok Sabha elections, the Uttarakhand government, led by Chief Minister Pushkar Singh Dhami, announced the names of candidates who have been given new duties in the state. Director General Information Banshidhar Tiwari stated in a statement from the Chief Minister’s Office (CMO) that CM Dhami has chosen to assign responsibilities to ten leaders who will serve the public good.

Jyoti Prasad Gairola, a former BJP leader in Uttarakhand, has been chosen to serve as the vice president of the state-level Twenty-Point Programme Implementation Committee. Ramesh Gadia will be in charge of the State Level Watershed Council as Vice President, Madhu Bhatt will be in charge of the Uttarakhand Sanskrit Literature and Arts Council as Vice President, and Mufti Shamoon Qasmi will be in charge of the Uttarakhand Madrassa Education Council as President.

Balraj Pasi has been appointed as President of the Uttarakhand State Seed and Organic Products Certification Institute, Suresh Bhatt as Vice President of the Level National Rural Health and Monitoring Council, and Anil Dabbu as Chairman of the Agricultural Production and Marketing Board (Mandi).

Chief Minister Pushkar Singh Dhami congratulated Bharatiya Janata Party candidate Parvati Das on her victory in the Bageshwar bypoll, saying it was the result of Prime Minister Narendra Modi’s efforts.

After the results, Dhami held a press conference where he said “First of all, I would like to thank the people of Bageshwar and express my gratitude to the people that they have continuously maintained their faith in BJP.

The death of Parvati’s husband, Chandan Ram Das, from the Bageshwar constituency, caused a Bageshwar Assembly bye-election. Previously the vice president of the Aam Adami Party’s (AAP) state chapter, Congress candidate Basant Kumar resigned from the AAP to join the Congress Party.

Horticulture department to set up six polyhouses: CM Dhami

Uttarakhand Chief Minister Pushkar Singh Dhami made a significant announcement on Thursday regarding the farming sector in the state.

He stated that the Horticulture Department of the state would be constructing six polyhouses, with four planned for project areas and the remaining two to be located in battalion headquarters.

The Chief Minister made this announcement while inaugurating the Bolero vehicles and motorcycles provided to the Eco Task Force by the Uttarakhand Horticulture Department at Garhi Cantt, Dehradun.

During the event, two Bolero pickups and 10 motorcycles were handed over to the Eco Task Force. In addition, the Public Works Department will provide two JCBs for 120 days to conserve rainwater before the monsoon season in both project areas.

Tanks with a capacity of 50,000 litres will also be constructed for water storage under the Jal Jeevan Mission at Sahiya, Kasyali, and the battalion headquarters of the Eco Task Force, the Chief Minister added.

Uttarakhand CM Dhami meets former Madhya Pradesh CM Uma Bharti

Former Union Minister and former Chief Minister of Madhya Pradesh Uma Bharti met Chief Minister Pushkar Singh Dhami at Chief Minister’s residence on Friday.

Meanwhile, in the meeting, they both discussed, the security of the affected families in the landslide area of Joshimath and the various arrangements being made by the government in the area were discussed.

Moreover, Chief Minister Pushkar Singh Dhami said that an interim package is being given to the affected families in the landslide area of Joshimath.

However, a committee has also been constituted to decide the interim package and rate of rehabilitation. Compensation will be given keeping in view the interests of the affected stakeholders.

Earlier on Thursday CM Dhami said, only one-fourth of the homes in Joshimath has cracks and announced the compensation of Rs 1.5 lakhs to the families of Joshimath that will be given by Thursday evening. The other towns are also being checked by the state government besides Joshimath.

“We are studying other cities in the area and how much weight they can take. Accordingly, we will take steps,” CM Dhami said.

Furthermore, Joshimath is a popular temple town that is a gateway to popular pilgrimage sites like Badrinath. Due to unplanned infrastructure building the sinking town is facing a crisis with massive cracks appearing in buildings and roads.

Uttarakhand CM announces Rs 45 crores rehabilitation package

Uttarakhand CM Pushkar Singh Dhami said a relief package was released for the families affected by the gradual land subsidence in Joshimath. In a statement, Dhami told reporters, “For the time being, interim assistance of Rs 1.50 Lakh per family is being given. An advance amount of Rs 1 lakh has been given to the affected landowners or families due to landslides in the affected area before the permanent settlement displacement policy is prepared.”

CM Dhami also stated that Rs 50,000 had been given by the state disaster authority to each family as a non-adjustable one-time special grant for the transportation of goods and immediate needs of their buildings.

Due to landslides in the Joshimath city area, over 720 buildings were identified to have developed cracks. As a part of the rehabilitation, residents have been moved to safer places while geologists and experts scramble to ascertain the reasons for the subsidence in the ecologically fragile region.

Construction projects in the region have been put on hold. A government committee was formed to look into the situation. “From the point of view of security, the families who are being shifted to other places should be ensured that all better necessary arrangements are there,” the Chief Minister added.

Dhami taking to Twitter on Wednesday, said, “On-site inspection of the affected areas in Joshimath and meeting with local citizens.”

As per an official statement, the Chief Minister will hold a meeting with army officers, and ITBP officers along with a meeting of the committee constituted for the transparent distribution of interim package to families affected by landslides and to determine the rate of rehabilitation package.

Joshimath Land Subsidence: CM Dhami meets families, inspects sinking town

In the wake of cracks that have appeared in buildings in the town due to land subsidence in Joshimath in Uttarakhand Chamoli District, Uttarkhand Chief Minister Pushkar Singh Dhami on Saturday arrived in the town and met with the affected families.

Meanwhile, before arriving in the town CM Dhami conducted an aerial survey of Joshimath. In houses, roads, and fields and many houses in Joshimath town, huge cracks have been seen.

Earlier in the day all construction activities have been halted in Joshimath in Uttarakhand Chamoli District.

District Magistrate Himanshu Khurana on Saturday said, because of the situation in Joshimath all construction work has been stopped and Uttarakhand Chief Minister Pushkar Singh Dhami will visit the land subsidence-affected areas.

“In view of the local situation in Joshimath, all kinds of construction work has been stopped until further orders. The Chief Minister will physically inspect the landslide-affected areas of Joshimath and will also visit the relief camps here,” the district magistrate said.

Earlier on Thursday, to protest and get the government and administration to take the matter of land subsidence seriously locals of Joshimath blocked the Badrinath Highway.

Meanwhile, the cracks have been reported in 153 in the Ravigram ward, 127 in the Gandhinagar ward, 28 in the Marwadi ward, 24 in the Lower Bazaar ward, 52 in the Singhdhar ward, 71 in the Manohar Bagh ward, 29 in the Upper Bazaar ward 27 in the Sunil ward and 50 in Parsari.

Moreover, Chamoli Chief Development Officer (CDO) Lalit Narayan Mishra on Friday said National Disaster Response Force (NDRF) teams have been deployed National Disaster Response Force (NDRF).

However, in the affected area, landslides are still going on and the NDRF team is there to keep an eye. So, 38 families have been displayed.
