</excerpt>

In a big breakthrough, the Punjab Police on Tuesday apprehended Gagandeep Singh from Tarn Taran for allegedly spying for Pakistan’s Inter-Services Intelligence (ISI). He was accused by authorities of passing on vital information on Indian Army movements in the course of the current Operation Sindoor.

The accused was revealed to be a Mohalla Rodupur, Gali Nazar Singh Wali resident in Tarn Taran. He is said to have leaked sensitive military information to Pakistani Intelligence Operatives (PIOs). Punjab Director General of Police (DGP) Gaurav Yadav confirmed the arrest in a post on X (formerly Twitter), stating that the police moved quickly based on intelligence relayed by the Counter-Intelligence Wing.

“Taking immediate action upon receipt of inputs from Counter-Intelligence-Punjab, @TarnTaranPolice, during a joint operation arrests Gagandeep Singh @ Gagan. passing sensitive inputs regarding army movements during #OperationSindhoor,” stated DGP Yadav.

Establishing contact with ISI operatives

As per the DGP, Gagandeep Singh had regular contact with Pakistan-based pro-Khalistan figure Gopal Singh Chawla for the last five years. Chawla supposedly introduced Singh to PIOs, who used Singh to collect strategic military intelligence from Indian soil.

A cellular phone, which the accused had used to exchange intelligence with the ISI, was seized by the police. Contact information of more than 20 ISI-affiliated operatives was also on the phone, and this further raised suspicions about the presence of a large spy ring.

Money trail and Official Secrets Act action

First-hand investigation has confirmed that Gagandeep Singh was being paid by ISI handlers using Indian financial networks. Forces have initiated detailed financial and technical investigations to identify the extent of this espionage network.

“Detailed financial and technical investigations are ongoing to identify other connections and determine the complete extent of this espionage network,” said DGP Yadav.

An FIR under the Official Secrets Act has been lodged at the City Police Station, Tarn Taran. The further interrogation and investigation are also on to track more members of this spy ring.

The incident serves as a grim reminder of cross-border espionage attempts that remain a threat to India’s national security apparatus. Punjab Police’s speedy action could have averted greater penetration and sabotage during delicate military operations.

</excerpt>

Senior Punjab Police officers face corruption and misconduct allegations amid growing scandal in Fazilka district.

NEW DEHLI: Corruption and misconduct allegations against senior officers of the Punjab police have converged into a deepening scandal, with SSP Varinder Singh Brar and SHO Manjit Singh of Fazilka emerging as central figures in both a bribery case and the alleged unlawful arrest of an NRI.

The Punjab government this week suspended Brar for failing to act on corruption under his command, even as the Punjab and Haryana High Court examines contempt charges and due process violations involving the same set of officers.

These parallel developments underscore a broader pattern of abuse of power in Fazilka, a sensitive border district. Anubhav Khanna, an NRI from Haryana employed in the UAE, told The Sunday Guardian that officers from Fazilka’s Cyber Crime police Station demanded a bribe to suppress a matrimonial case filed against him. He said that Manjit Singh pressured him for money while in custody, urging an out-of-court settlement. Khanna further alleged that police unlawfully detained him at Delhi’s Indira Gandhi International Airport on December 18, 2024, without serving the mandatory notice under Section 41-A of the CrPC and handcuffed him during his transfer to Fazilka.

This episode is linked to a broader alleged corruption case in the same police unit. The Punjab Vigilance Bureau recently arrested four officers—including Manjit Singh—for allegedly accepting a Rs 1 lakh bribe to suppress a complaint involving a minor’s mobile phone. The complaint had been raised by the child’s father, Dharminder Singh, who had also formally informed Brar.

No action followed, and Brar’s failure to intervene is a primary reason behind his suspension. Crucially, the same officers—Brar, Manjit Singh, and others—are now facing contempt proceedings in the Punjab and Haryana High Court based on Khanna’s case.

The ongoing court matter also names SP Operations Karanwir Singh, DSP (D) Balkar Singh, and Senior Constables Rajpal Singh and Sumit Kumar.

The High Court, in its order dated May 22, 2025, observed a prima facie case of serious violations and directed Brar and Manjit Singh to appear. While Manjit Singh attended the May 27 hearing, Brar did not. The next hearing is set for July 10, 2025. Khanna, embroiled in a matrimonial dispute since 2021, claims the FIR against him was weaponised by his estranged wife to coerce a financial settlement.

He accuses police of denying him food, water, and dignity during transit, violating both Supreme Court guidelines and constitutional safeguards. His lawyer, Ritu Punj, termed the arrest a “blatant violation of constitutional norms.” Despite multiple written complaints and RTI responses submitted to Brar—including claims that Fazilka Cyber police Station lacks CCTV coverage in violation of Supreme Court orders—no action was taken.

These developments have once again put the spotlight on alleged police misconduct in sensitive border districts like Fazilka, which shares a boundary with Pakistan. Both the criminal probe and High Court proceedings are ongoing, with further departmental action expected in the coming days.

BJP accused AAP of corruption, while AAP dismissed the claims.
</excerpt>

Delhi Police registered a case late Wednesday after discovering a vehicle labeled “Punjab Government” near Punjab Bhavan on Copernicus Marg. Upon inspection, authorities found cash, liquor, and Aam Aadmi Party (AAP) pamphlets inside the vehicle.

Flying Squad Intercepts Suspicious Vehicle

The Flying Squad, responsible for addressing Model Code of Conduct violations, intercepted the car with a Punjab number plate in New Delhi district. The team investigates election-related complaints, including voter bribery, illicit funds, and illegal distribution of liquor. According to police officials, legal proceedings have been initiated, and a case has been filed at Tilak Marg police station.

Punjab Government Denies Ownership

Contrary to initial assumptions, the Punjab Department of Information and Public Relations (DIPR) clarified that the vehicle does not belong to the Punjab government. It was registered under Maj. Anubhav Shivpuri, a former officer at the Army Dental College in Pathankot. Furthermore, discrepancies were found in the vehicle registration, as the seized Hyundai Creta’s number plate belonged to a Ford EcoSport registered in 2018. Authorities confirmed that the number plate was fake.

BJP Slams AAP, Calls for Probe

Delhi BJP president Virendra Sachdeva reacted sharply, claiming ₹10 lakh in cash, liquor bottles, and AAP campaign materials were recovered from the vehicle. He accused AAP chief Arvind Kejriwal of corrupt practices, stating, “First, it was liquor, now money. Kejriwal is losing Delhi elections and is resorting to bribery.”

BJP candidate from Malviya Nagar, Satish Upadhyay, also criticized AAP, alleging that the party aims to buy votes with liquor. Similarly, BJP MP Praveen Khandelwal called the incident an exposure of AAP’s “corrupt foundation built on scams and deceit.”

AAP Dismisses Allegations as ‘Hilarious’

AAP national spokesperson Priyanka Kakkar refuted the accusations, calling them baseless. She emphasised that the Punjab government had already clarified the vehicle’s forged registration. “The car never entered Punjab Bhavan, and its registered owner is from BJP-ruled Maharashtra, not Delhi,” she said, asserting that BJP is trying to deflect its impending electoral defeat.

High Stakes Before Delhi Elections

The controversy has added to the charged political atmosphere ahead of the February 5 Delhi Assembly elections. With counting scheduled for February 8, political tensions continue to rise as both parties trade accusations.

</excerpt>

The Punjab and Haryana High Court has expressed concerns about the Special Investigation Team’s (SIT) cancellation report regarding the Lawrence Bishnoi interview case, suggesting a possible nexus and criminal conspiracy between police officials and the gangster. The court has mandated a new investigation into Bishnoi’s 2023 interview conducted by a private channel while he was incarcerated in Bathinda jail.

The court stated, “Police officials allowed the criminal to use an electronic device and provided a studio-like facility to conduct the interview, which tends to glorify crime with the potential to facilitate other crimes, including extortion by the criminal and his associates.”

Additionally, the court criticized the state government, led by Chief Minister Bhagwant Mann, for its handling of the situation, highlighting that lower-ranking officers were being unfairly scapegoated. The bench, comprising Justices Anupinder Singh Grewal and Lapita Banerji, pointed out that of the suspended officials, only two were gazetted officers, while the rest were junior staff.

“Involvement of police officials may suggest receipt of illegal gratification from the criminal or his associates and constitute offences under the Prevention of Corruption Act. Therefore, the case requires further investigation,” the bench remarked.

Recently, the Punjab Police suspended seven personnel, including two deputy superintendents, in relation to this case. However, the court raised concerns regarding Shiv Kumar, the former Central Intelligence Agency (CIA) in-charge, who had been terminated but remained on an extension.

The court questioned the rationale behind Bishnoi’s repeated transfers to the CIA in Kharar for remand and interrogation, directing the state to submit additional affidavits.

“It appears that, besides two gazetted officers, all the remaining officers are of lower rank. We had clearly mentioned in our earlier order that lower-level officers should not be made scapegoats,” the court emphasized.

Furthermore, the court pointed out the absence of an affidavit from senior officials about Bishnoi’s interview in Punjab jail. It questioned, “Why did the DGP state that no interview took place in Punjab’s jail, and why was Section 120-B of the Criminal Conspiracy Act not applied to the officers involved?”

The SIT, headed by the Special Director General of Police (Human Rights), acknowledged that one interview with Bishnoi occurred during his custody in Mohali’s Kharar, while another took place in Rajasthan. In light of these revelations, seven police personnel were suspended.

The controversy surrounding Bishnoi’s interviews intensified after videos surfaced following the murder of former Maharashtra minister and Ajit Pawar’s NCP leader, Baba Siddique, who was shot by assailants in Mumbai on October 13.

</excerpt>

The Punjab Police has solved the murder case of Gurpreet Singh Hari Nau, also known as Bhodi, with the arrest of three members of Gangster-turned-Terrorist Arshdeep Singh alias Arsh Dalla, who emerged as the mastermind, said Director General of Police (DGP) Gaurav Yadav here on Friday. During investigations, evidence has come on record indicating the role of Amritpal Singh (MP from Khadoor Sahib) of Waris Punjab De (WPD) in the murder conspiracy. As per some statements recorded in the investigation, the murder was carried out at the behest of Amritpal Singh.

The DGP accompanied by Inspector General of Police (IGP) Headquarters Dr Sukhchain Singh Gill, DIG Faridkot Range Ashwani Kapur and SSP Faridkot Dr Pragya Jain was addressing a press conference at Punjab Police Headquarters here.
Those arrested have been identified as Bilal Ahmed alias Fauji, Guramardeep Singh alias Pontu and Arshdeep Singh alias Jhandu.

As per the information, Gurpreet Singh Hari Nau alias Bhodi was shot dead on October 9, 2024 while returning back home from the village Gurudwara Sahib on his motorcycle Hero Splendor bearing registration number PB-04U-3258.

DGP Gaurav Yadav said that investigations have revealed that the murder of Gurpreet Singh was masterminded from abroad by Arsh Dalla and other persons. Different modules have been used for conducting reccee and executing the murder, with separate handlers based abroad, he said, while adding that the criminals have used cut outs to mask the conspiracy.

“The three arrested persons constituted part of the reccee module, being handled by Canada-based Karamveer Singh alias Gora. The reccee module passed on crucial information to the shooter module through their handlers and cut outs,” he said.
The DGP said that the members of the shooter module have been identified and police teams are on manhunt to nabbing them.

During investigations, evidence has come on record indicating the role of Amritpal Singh of Waris Punjab De (WPD) in the murder conspiracy. As per some statements recorded in the investigation, the murder was carried out at the behest of Amritpal Singh.
DGP Gaurav Yadav said that the police would investigate the case on basis of evidence in a professional manner. All angles and theories of crime would be examined threadbare and investigated in accordance with law, he said, while adding that the criminal liability of all persons figuring in the investigations would be determined in accordance with the evidence available as per law.
Sharing operation details, the DGP said that acting swiftly, a Special Investigation Team (SIT) comprising police officials from the Faridkot district and State Special Operations Cell was constituted and separate teams assigned the tasks of visiting the scene of crime and collecting physical and digital evidences.

He said that the CCTV footage at the scene of crime was examined and teams were deputed to follow the forward and backward linkages of CCTVs to determine the entry and exit routes of the assailants. Meticulous investigations by the Faridkot District Police led to analysis of CCTV footage along a 125 km stretch, which helped the police in establishing the suspects’ movements and develop lead, he said.
He said that mobile tower dumps at strategic places were obtained and analyzed through big data analysis tools.

According to a press release from the BSF, the operation was conducted following intelligence reports regarding the presence of a drone in the border area.

The search operation took place in a suspected area around 2:00 PM, leading to the recovery of the drone from a harvested farming field near village Wan. The recovered drone has been identified as a DJI Mavic 3 Classic, which is manufactured in China.

Ongoing Efforts Against Illicit Border Activities

The BSF’s press release emphasized the effective coordination between the BSF intelligence wing and Punjab Police, which resulted in the successful recovery of yet another illicit drone believed to have crossed the border.

This recovery follows a previous operation on Thursday, where BSF personnel confiscated 13 kilograms of suspected heroin in the Tarn Taran border district. The narcotics were concealed in a hume pipe, and the recovery was made based on reliable intelligence regarding narcotics trafficking in the area.

On the same day, BSF troops, in conjunction with Tarn Taran Police, conducted another search operation that resulted in the recovery of an improvised and assembled Pakistani drone, further highlighting the ongoing challenges faced in border security.

The Public Relations Officer (PRO) of BSF announced the seizure on Friday, attributing the success to a coordinated effort based on intelligence inputs.

Joint Operation Leads to Significant Seizure

The operation, which was launched following a tip-off from the BSF Intelligence wing on October 3, resulted in the discovery of a narcotics packet wrapped in yellow adhesive tape, further secured with blue tape. A steel ring and mini torch were also attached to the package, believed to have been dropped by a drone from across the border.

“Reliable intelligence combined with quick action by the BSF and Punjab Police led to yet another successful recovery of a drone-smuggled narcotics consignment,” the PRO stated.

SAS Nagar Raid Exposes International Drug Syndicate

In a separate development, SAS Nagar Police dismantled an international drug syndicate, arresting two individuals, Sukhdeep Singh and Krishan. The raid led to the seizure of 1.5 kilograms of heroin and revealed links to Afghan handlers operating in Delhi, who are connected to global drug cartels.

Sukhdeep Singh, previously involved in a kidnapping case in 2020 and released on bail in May 2024, was one of the arrested individuals. </excerpt>

The Punjab government has pledged to remove all protests leading to the closure of any toll plazas in the state within four weeks, as submitted to the Punjab and Haryana High Court.

This commitment was presented by Punjab’s counsel, instructed by Special DGP (Law and Order) Arpit Shukla, during a hearing of a petition by the National Highways Authority of India (NHAI). The NHAI sought security and administrative support for the smooth operation of toll plazas in Punjab, which have been forcibly stopped and illegally operated by protesters.

Accepting this pledge in the interest of justice, Justice Vinod S Bhardwaj ordered, “An affidavit confirming compliance with the court’s undertaking must be filed by the respondents.” The next hearing is scheduled for September 13.

During the resumed hearing, an affidavit from Special DGP Shukla was presented, highlighting that security measures for the toll plazas had not been implemented. Shukla had previously assured on February 15, 2023, that the police would prevent any incidents or damage to the toll plaza infrastructure. This assurance was reiterated in a subsequent affidavit on July 12, 2023. The court noted that the recurring issues indicate a lack of commitment and an ad hoc approach by the government.

When questioned about any statutory violations or breaches of the National Highways Act, 1956, by the NHAI or concessionaires, the counsel could not point to any illegality justifying the protesters’ actions to take control of the toll plazas.

Justice Bhardwaj referred to a Supreme Court judgment in the “Beenu Rawat and others Vs. Union of India and others” case, stating that while protesters have the right to demonstrate against public authorities, the police must maintain law and order, ensuring protesters do not break the law.

Justice Bhardwaj concluded, “Protesters must adhere to the law and not infringe on the rights of others, including statutory authorities. Both the police and the protesters have failed to fulfill their respective duties and responsibilities.”

</excerpt>

In a swift overnight operation conducted on Tuesday and Wednesday, the Cyber Crime Division of the Punjab Police dismantled two fraudulent call centres operating in Mohali. A total of 155 individuals employed at these centres were apprehended, accused of perpetrating scams targeting residents of the United States (US) through deceptive phone calls, authorities revealed.

Located in Mohali Sector 74, both call centres were masterminded by individuals based in Gujarat who are currently evading arrest. Law enforcement agencies are actively pursuing leads to apprehend them, stated police officials.

Punjab Director General of Police (DGP) Gaurav Yadav disclosed, “Preliminary investigations indicate that these call centres operated during night hours, with callers deceiving foreign nationals into purchasing gift cards from retailers such as Target, Apple, and Amazon.” Yadav added that the collected gift cards were shared with the orchestrators by a team manager, who then redeemed them for monetary gain.

V Neeraja, ADGP Cyber Crime, detailed the police’s operation, attributing the success to intelligence inputs developed by Inspector Gaganpreet Singh and Inspector Daljit Singh, supported by technical expertise from the Digital Investigation Training and Analysis Centre (DITAC) lab of Cybercrime.

Neeraja further explained the fraudulent tactics employed by the scammers, including payday fraud, Amazon-related scams, and Microsoft impersonation schemes. These schemes targeted vulnerable individuals in the US, coercing them to purchase gift cards or transfer money under false pretences.

Materials seized during the raids included 79 desktop computers, 204 laptops, mobile phones, and other accessories, along with training scripts used by the fraudsters. Out of the 155 arrested, 18 individuals have been remanded to police custody, while the remainder await judicial proceedings.

An FIR has been registered under relevant sections of the Indian Penal Code (IPC) and the Information Technology (IT) Act at the State Cyber Crime Cell Police Station, as authorities continue their investigation into the extent of the fraudulent activities and anticipate further arrests in the near future.

The recovered drones, identified as China-made DJI Mavic 3 Classic models, were found in separate incidents in farming fields near villages Hardo Rattan and Daoke in Amritsar District.

According to official statements, the joint search operations on April 21 were initiated based on intelligence indicating drone presence in the region. BSF and Punjab Police conducted coordinated efforts leading to the successful retrieval of the drones, highlighting the ongoing vigilance against illicit activities along the border.

These interceptions come in the wake of heightened surveillance efforts, with recent incidents indicating attempts at smuggling contraband across the border using drones. On April 20, a drone carrying three packets of suspected heroin was seized in the Ferozepur border area.

The BSF intelligence wing received specific information about the drone and its payload in Ferozepur District. Subsequent search operations resulted in the recovery of the drone along with the narcotics, weighing approximately 2.710 kg. Additional items, including a torch and an illuminating green-colored small ball attached to the drone, were also found.

Authorities have underscored the importance of intelligence-sharing and swift action in countering such smuggling attempts. The successful recovery of drones and contraband signifies the proactive measures taken by security forces to maintain border integrity and curb illegal activities.

These incidents serve as a reminder of the evolving challenges faced by security agencies, emphasizing the need for continuous vigilance and advanced technological solutions to counter emerging threats along the borders.

In the operation, alert troops effectively retrieved a significant packet believed to contain heroin.

“At about 10:00 am, vigilant troops successfully recovered one packet of heroin, with a gross weight of approximately 500 gms. The narcotics were wrapped with yellow adhesive tape and the recovery took place in a farming field adjacent to Roranwala Khurd village in Amritsar district,” it stated.

Thanks to dependable intelligence and a seamlessly coordinated joint effort between the BSF and Punjab Police, another smuggling attempt of narcotics from across the border has been thwarted. Officials reported that earlier on Thursday, in a collaborative operation, the BSF and Punjab Police recovered a parcel containing suspected heroin weighing approximately 5 kg in Amritsar district, Punjab.

“In a collaborative effort between the Border Security Force (BSF) and Punjab Police, a significant breakthrough was achieved in the fight against narcotics smuggling on March 7, 2024. Acting on specific information provided by the BSF intelligence wing, an extensive joint search operation was conducted in the border area of Amritsar district in the evening hours,” the Border Security Force stated.

In the operation, alert troops successfully seized a sizable packet believed to contain heroin.

“The packet, weighing approximately 5 kgs and wrapped in yellow adhesive tape with a metal hook attached, was found in a farming field adjacent to Neshta Village in Amritsar district,” it added.

The successful recovery of this significant amount of narcotics is credited to the dependable information and coordinated actions of the BSF and Punjab Police. This joint operation has effectively disrupted the malicious endeavor of a drug syndicate from across the border to smuggle a large shipment of drugs into Indian territory.
