</excerpt>

The Enforcement Directorate (ED) on Thursday conducted a raid at the residence of Vikas Bansal in Sector 16, Panchkula. Bansal had earlier filed a complaint against former ED Assistant Director Vishaldeep, who is accused of demanding bribes from educational institutions involved in the Himachal Pradesh scholarship scam. The Panchkula Police had registered a case against Vishaldeep based on Vikas Bansal’s complaint. According to Bansal, his brother Rajneesh Bansal had also filed a complaint against Vishaldeep, after which the Central Bureau of Investigation (CBI) had registered a case against him under the Prevention of Corruption (PC) Act.

In this case, Rs 1.25 crore was recovered from Vishaldeep’s brother Vikasdeep. Bansal further alleged that on January 3, around 4 PM, his nephew Mannat received a phone call from a person named Rohit Gurjar, who claimed to be a member of the Lawrence Bishnoi gang. The caller allegedly threatened the family and demanded Rs 50 lakh to withdraw the complaint against Vishaldeep. He also warned of dire consequences if the complaint was not taken back.

The Himachal Pradesh scholarship scam took place between 2012 and 2017, involving the misappropriation of Rs 181 crore. In 2019, after a CBI investigation, cases were registered against 29 educational institutions in Himachal Pradesh. ED also launched a separate probe into the matter. During the investigation, Vishaldeep, who was then an ED Assistant Director, was accused of demanding a bribe of Rs 2.5 crore. Following this, the CBI team from Chandigarh arrested Vishaldeep, along with his brother and cousin.

Bansal had filed a complaint with the Sector 14 police station on January 9 that the CBI had registered a case against Vishaldeep on the complaint of his brother Rajnish Bansal. Vishaldeep’s brother Vikas Deep has also recovered Rs 1.25 crore from the accused in the case. In Himachal Pradesh, a scholarship scam of Rs 181 crore took place during the year-2012-17. In 2019, a case was registered against 29 educational institutes in Himachal Pradesh after a CBI probe. The ED had also registered a separate case in this regard.

The case was then being probed by ED Assistant Director Vishaldeep and Vishaldeep was accused of demanding bribe of Rs 2.5 crore. The CBI team, Chandigarh, had registered a case and arrested Vishaldeep and his brother and cousin. ED Attaches Rs. 87.64 Crore in Properties of Gupta Builders Under PMLA in Mohali

</excerpt>

The defeat of BJP candidate Gyan Chand Gupta in Panchkula is largely attributed to internal sabotage by some of the party’s own leaders, as well as dissatisfaction with the Municipal Corporation’s performance. These factors combined to undermine the BJP’s campaign and contribute to Gupta’s loss in what turned out to be a closely contested election.
Sabotage by Party Leaders: A key factor behind Gupta’s defeat was the lack of genuine support from certain BJP leaders. While some party figures walked alongside Gupta during the campaign for appearances, their actions did not reflect a commitment to the party’s success. This led to a divided and weakened campaign, as these leaders did not put in the necessary effort to mobilize voters or address the concerns of the electorate. In fact, some of these leaders had their own aspirations of contesting the election, which further motivated them to undermine Gupta’s chances. This internal friction within the BJP not only led to confusion but also to a failure in rallying the party’s base, which cost them dearly in the election.

Dissatisfaction with the Municipal Corporation: The ongoing issues with the Municipal Corporation were another major factor that hurt the BJP’s chances in Panchkula. The local population was visibly upset with the Corporation’s inability to address basic issues such as road repairs, water shortages, and dengue outbreaks. In the lead-up to the election, many residents voiced their frustration with the local administration, particularly the Mayor, who failed to respond to calls for fogging to curb the spread of dengue. Despite numerous requests, residents were left waiting for action that never came. This neglect fueled public anger, and people began associating the BJP with the failures of the Municipal Corporation.
Gupta, as the party’s candidate, found himself in a difficult position. While he tried to address these concerns, he struggled to convince voters that the BJP was capable of solving the problems they faced. His attempts to differentiate himself from the Mayor’s administration were not enough to convince the electorate, who felt their grievances had been ignored for too long.

Close Contest: The Panchkula seat saw a very tight contest, with Congress candidate Chandramohan Bishnoi narrowly defeating Gyan Chand Gupta. Bishnoi received 67,397 votes, while Gupta garnered 65,400 votes, giving Bishnoi a slim margin of just 1,997 votes. The race was incredibly close, underscoring the significance of voter discontent and internal party dynamics. In comparison, the BJP’s performance in the Kalka seat was more pronounced, where the party’s candidate, Power Queen Sharma, defeated Congress’s Pradeep Chowdhary with a larger margin, reflecting different political dynamics in the two constituencies.

</excerpt>

In a major boost for former DY CM and Congress candidate for Panchkula Chandermohan Bishnoi, the Bhupinder Hooda camp on Sunday joined his elections campaign here.
As of now,Hooda camp, especially the senior leaders like Shashi Sharma, Sunita Sharma, the Mahila Sewa Dal leader, Ankush Gulati, district media coordinator, Akshay Nishad, the councillor, Kulwant Singh Gill, and other senior leaders had maintained distance from campaign due to obvious reasons.
All of this is an outcome of a meeting of leaders from Hooda group held at the residence of Shashi Sharma here. Chandermohan himself was present in the meeting which was conducted by Haryana Congress media incharge Chandveer Hooda who had been following the instructions from Rohtak MP Deepender Hooda.
Shashi Sharma opened the meeting with his address wherein he informed as to how Congress is way ahead of BJP in Panchkula as well as across the state. According to sources, Shashi asked all those present to come out openly in case they had any grudge against party or candidate or person in particular.
Chandveer Hooda joined in and elaborated upon message from former CM Bhupinder Hooda and MP Deepender Hooda. He reiterated that entire discussion held in the meeting will be forwarded to the leaders but as of now victory of Congress candidates tops the priority.Meanwhile, Chandermohan too joined in by saying that he was feeling encouraged with the meeting. He assured those present to be there with them as and when required for the campaign.
“ If required I shall visit those personally who want me to meet them at their place,” assured Chandermohan.Notably, except for former MC president Ravinder Rawal and former Mayor Upinder Kaur Ahluwalia, all the groups of Panchkula Congress have joined the election campaign.
Manish Bansal,son of former Union minister Pawan Bansal was first to join followed by family of Haryana Mahila Congress Sudha Bhardwaj.
Impact of Saturday meeting was seen duringCampaign of Congress on Sunday. As most of the leaders had started their campaign.
There were 27 members who were in the race to get the MLA ticket, including Manish Bansal, Upinder Kaur Ahluwalia, Ravinder Rawal, Anjali Bansal, wife of former MLA DK Bansal, Sudha Bharadwaj, state President Haryana Mahila Congress, Nandita Hooda and many more. When Chandermohan, who comes from Kumari Selja’s camp, received the Panchkula assembly segment candidature, many leaders showed restraint towards him but now, as most leaders have joined in, the Congress party is expected to work in its full potential.

</excerpt>

JJP has announced its entry into the electoral contest for Panchkula and Kalka assembly constituencies, according to Panchkula District Head OP Sihag.

‘Now JJP has also jumped into the poll frame of Panchkula and Kalka assembly constituencies’ said Panchkula District unit head, OP Sihag on Sunday at the district unit of Jannayak Janta Party during a meeting with its executive members, held in Sector 12 here.

Sihag said that the executive members will go out in the field and invite candidates interested in contesting in the Assembly elections for Panchkula and Kalka constituencies and the names will be shortlisted by the party’s top leadership. He also added that interested candidates were thoroughly discussed as the party gears up for the election.

‘In the past six years our party as well as workers have been working for the welfare and development of Panchkula. We are hopeful that the Panchkula electorate will reciprocateour efforts as JJP is the only viable optionbefore them. The party will contest with great enthusiasm under the leadership of former Deputy Chief Minister Dushyant Chautala.’ said Sihag.

It may be recalled that since 2019 to March 2024, the Jannayak Janta Party was a junior alliance partner with the BJP in the Manohar Lal Khatter led Haryana Government. The two parties have parted ways after BJP announced their spilt from their alliance after Nayab Singh Saini took over the Chief Minister’s office in the state.

</excerpt>

In a bid to ensure the increase of winning margin of Bhartiya Janata Party on the lines of the recently held Lok Sabha polls, the district unit of BJP is all set to reach out to the electorate of Panchkula’s Assembly Constituent through Har Ghar Tiranga campaign. It will be a four-day campaign by the saffron party between August 11 and August 15. Notably the initiative is seen as a desperate attempt by the district unit of BJP as well as Gian Chand Gupta, who happens to be BJP MLA from Panchkula as well as Speaker of the Haryana Assembly. It may be recalled that Gupta had won the 2019 Assembly Election with the margin of 5633 votes over his nearest rival, Chander Mohan Bishnoi of Congress.

During the recently held Lok Sabha Elections, BJP had been able to increase the winning margin in Panchkula Assembly by over 22,000 votes, as Panchkula and Kalka where BJP managed to take lead over the Congress candidate during Lok Sabha polls. Otherwise, Varun Chaudhary of Congress had won the Election from Ambala parliamentary constituency. Panchkula is one of the nine assembly segments falling in Ambala parliamentary. Since the political scenarios and issues during Assembly elections are different from the Lok Sabha elections, BJP is going an extra mile to woo the voters.

While the BJP leaders claim that the campaign is targeted to have participation of masses in the festival of independence, political observers as well as Congressmen see this as BJP’s attempt to woo the voters with their personal contact under the garb of the campaign.

Meanwhile, interacting with media in Panchkula, Gupta went on to elaborate on the party’s plans for the month of August. He said that once the Har Ghar Tiranga and Tiranga Yatra concludes, the district units will be preparing for the day long Tridev Sammelan on August 25. The Sammelan is aimed to discuss the planning and execution of the election campaign for the Panchkula Assembly Elections.

“Our main aim is to bring the truth behind the lies as well as misleading campaigning of Congress in front of people, at the same time, we want to ensure that the electorate is aware of the achievements of BJP in centre as well as the state,” said Gupta.

The case under section 24 of The Emigration Act, 1983, section 120-B, 406 and 420 of the IPC 1860 has been registered yesterday afternoon.

According to the complaint, the accused, Kailash Sethi, Gurpreet Sethi, Rakhi Gill, Rudra and Gagan contacted the complainant, Ankit Gaur, who was planning to immigrate to Canada with his wife and father last year.

The accused group alleged to have assured Gaur to get him a work permit along with a job offer letter and permanent residency for his family, including his father, according to the complaint, all of it was finalised for Rs 30 Lakhs, which would be bifurcated in cash and bank transactions. He further added that he paid Rs 2.5 Lakh along with the family’s passports and documents in September, then additional Rs 3 Lakhs in October, followed by Rs 8 Lakhs cash withdrawn from the complainant’s family members’ account, while a bank transaction of Rs. 13,77,000 was made.

The complainant claimed that they waited for the response from the accused for 4-5 months as they maintained a regular touch with them to get updates for their visa status but got unsatisfactory answers. Finally, after enough waiting the complainant visited the accused group in their Chandigarh offices in January where he was told that their visa has gone to New Delhi for further processes and all they required was a week wait. The family ended up waiting till mid-February where they maintained a constant touch with the accused.

Till Tuesday, when the complainant’s father Jai Karan Sharma, claimed he was repeatedly contacted and threatened by Rakhi Gill, Rudra, and Hemant to pay the balance amount of Rs. 3,23,000. According to the FIR, the complainant and his family were taken aback and wanted to know how the accused could demand the last installment when nothing had been done towards the visa as previously assured. The accused persons said that they could not comment about any previous understanding and further insisted that without clearing the last installment, the file would not be processed further.

</excerpt>

Station house officer of Cyber police station, Lalit Kumar and his team have arrested seven people in three different cyber fraud cases.

Ram Kanwar Dalal, resident of Sector 25 Panchkula, said that he is retired from the post of Superintendent and on April 1, he received a Whatsapp call saying, “I am your nephew Rocky. I am calling from Australia.” The person who told Ram that he will send Rs 9.10 lakh to his account and he should give this money to his friend because his mother is very ill.

The person got the bank account details and sent a receipt of Rs 9 lakh to Ram on WhatsApp for depositing the money. He called and said that the money will be transferred to his account within 24 hours. After that, another person called him and said that he was Rocky’s friend and asked him to send the money, which he first transferred to different accounts for Rs 4 lakh. The next day, he called up and said that his mother had passed away and he had to deposit a bill of Rs 5.10 lakhs. Later, Rocky called him and said that he is sending Rs 11 lakh to his account.

After that, the victim fell prey to the trap of cyber fraud and sent Rs 5.10 lakh to him. When the victim told Rocky’s father about the transfer to Jind, he got annoyed. He informed him on phone that Rocky has been in India since March 16 and learnt that cyber criminals have cheated him. A complaint was lodged at the Cyber Police Station. Based on the complaint, a case was registered under Section 406, 420, 120-B IPC.
The accused named Bobby, a resident of Kasli village in Rajasthan was produced in the court and was remanded.

In the second case, the victim lodged a complaint that two persons were sending threats and obscene pictures to her on Whatsapp. They were threatening her and making demands for money and other things. Cyber police station registered a case under IT Act and started with the investigation. Kumar arrested the accused Ankur Thakural and Timsi, residents of Jalandhar. Both of the accused were produced before the court and sent to judicial custody in Ambala.

The third incident took place on July 15. Debasis Chaudhary was defrauded as the cyber criminals cheated him of Rs 10 lakh. A case was registered in Cyber police station, Sector 12 under FIR No. 57 dated 17.07.2024 under Section 318 (4), 338, 336 (3), 340, 61 of BNS 2023.

The victim was deceived into believing that his credit card was involved in a money laundering scheme. The fraudsters, claiming to be government officials, threatened him with arrest and coerced him into transferring Rs 10 lakh via Real Time Gross Settlement (RTGS.) They instructed the victim not to disclose the matter to anyone under threat of further legal action. The police have arrested four individuals- Vishnu, Sonu, Hemant Kumar and Sanjay Kumar. Vishnu and Sanjay Kumar are currently on a five-day police remand, while Sonu and Hemant Kumar have been sent to judicial custody in Ambala.

Kumar said that cyber criminals adopt different methods, and by scaring or luring people with some kind of greed, they carry out the fraud by adopting digital methods in which the victims get cheated of a huge amount of money. He appealed to the people not to fall prey to any greed or fear cyber criminals and immediately call the cyber helpline number 1930. He said, “Tell your parents for sure about cyber fraud and that cyber fraudsters can deceive anyone. Do not fall prey to any kind of greed or temptation.”

</excerpt>

The Cyber Police Station in Panchkula of Haryana arrested two persons connected with an enormous cyber fraud case amounting to Rs 9.68 crore. DCP Himadri Kaushik said that following complaints of illegal money transfers made outside the country, the arrests were made. Investigations so far have revealed the involvement of a foreign national who is currently being investigated. The accused, Jatin Jindal and Mushtaq from Patiala, in Punjab, were arrested in an attempt to break a network that duped victims with WhatsApp groups of opening highly invested returns. IT-savvy Jindal ran the operations, while Mushtaq had responsibility over banking transactions. Additional accused persons are yet to be arrested, believe the police.”.

They would allure victims on WhatsApp groups on high investment returns. The gang then duped the victims into transferring Rs 9 crore 68 lakh, following which it was transferred out of the country,” DCP Kaushik said. He further said that at present, recovery of the defrauded amount and mechanisms adopted for international transfers are being investigated. So far, Rs 1 crore has been seized, but the authority is working to recover the remaining amount. Several mobile phones and bank accounts of the accused have been found, and efforts are still on to extract more information from these devices.

The probe also found one suspect outside the country, making it an international case. The investigation, a case that was registered following a complaint on July 3, is likely to throw up more leads as it progresses. “This case is an eye-opener of how one needs to be cautious over online transactions. It is a lesson to the citizens to be more careful,” DCP Kaushik said.

Firstly, an effort in pursuit of the other gang members to recover the rest of the money has been coordinated across multiple states.

The primary goal of the Abhiyan was to reach out to as many rural residents as possible, discuss various government projects with them, and address various problems.

A campaign has been launched at the central level to encourage every worker, from city booth to rural booth, to visit booths, similar to other BJP-organized initiatives. The initiative intends to engage all workers, whether at the booth, block, district, state, or national levels. They are launching a campaign in which every employee, including government personnel, central, district, and state-level leaders, would visit various booths to connect with people.
Chief Minister Manohar Lal Khattar expressed anticipation for “Gaon Chalo Abhiyan” possible influence on the approaching elections.

“They will go door-to-door for outreach. In preparation for the upcoming elections, this campaign, focusing on individual connections, seems to be particularly effective. I am pleased to see the progress in the BJP’s graph, surpassing its previous standing. I am currently participating in the campaign at booth number 114 in Panchkula, Haryana,” CM Manohar Lal Khattar said on the ‘Gaon Chalo’ campaign,” CM Manohar Lal Khattar said.
