Fewer House disruptions have resulted in increased work productivity: Birla

Lok Sabha Speaker Om Birla on Thursday said that frequent disruptions in Parliament have reduced significantly, resulting in increased work productivity and meaningful discussions. Inaugurating the first National Conference of Chairpersons of Urban Local Bodies of States and Union Territories in Manesar in Haryaran, the Lok Sabha Speaker said that sessions lower House go on till late night and debates take place for a long time which shows that the democratic culture is maturing and becoming responsible.

Ahead of the Monsoon Session of Parliament, Birla also urged all political par- ties to reduce disruptions in House proceedings and asserted it is time to change past practices. Parliament’s Monsoon Session is scheduled to be- gin on July 21 and continue till August 21, a week longer than the original plan to conclude on August 12.

He called upon the urban local bodies to hold regular meetings, develop strong committee systems and adopt well-organised processes along with increasing people’s participation to further strengthen democracy at the grassroots level.

Emphasising the importance of incorporating well- established democratic practices such as Question Hour and Zero Hour in ULBs, Birla told the delegates that such provisions in Parliament have played a vital role in holding the executive accountable and in systematically articulating public concerns.

Noting that short, irregular or ad-hoc municipal meetings undermine local governance, the Speaker advocated regular, structured sessions, formation of standing committees and extensive public consultation. Like Parliament, ULBs too must avoid disruptions and have constructive and inclusive discussions. Shri Birla said that urban transformation in cities like Gurugram reflects both economic vibrancy and democratic participation.

Gurugram’s journey from being rooted in India’s civilisational heritage to becoming a hub of innovation and enterprise demonstrates what can be achieved through coordinated efforts of governments and empowered local institutions.

Birla emphasised that with over 600 million people projected to live in urban areas by 2030, the scale and scope of urban governance must evolve accordingly. He said urban local bodies must not be confined to the traditional roles of service delivery but contribute to nation building by emerging as true institutions of self-governance. He urged the delegates to look at the conference as a platform for strengthening democracy and institutional development, moving beyond policy dialogue.

the cultural festival of Hadoti Kota Mahotsav, kicked off on Monday with a vibrant atmosphere filled with devotion and celebration. Lok Sabha Speaker Om Birla inaugurated the event after performing Ganpati Pujan at the revered Khade Ganesh Ji Temple. The event began with soulful performances of Ganpati Vandana and Kathak dance, captivating the audience.

In his address, Birla emphasised the significance of the festival, highlighting that it is a moment to celebrate Kota’s rich heritage, culture, and traditions. He expressed confidence that the festival will not only connect citizens with Kota’s glorious past but also highlight its growth journey and growing global recognition. “Kota, known for its excellence in education, is now set to gain recognition in the fields of culture and tourism,” he remarked.

Looking ahead, Birla declared that 2025 will mark a new chapter of development for Kota, opening doors to new possibilities for the entire Hadoti region, including Kota and Bundi. He urged the people of Hadoti to participate actively in the Mahotsav, which aims to preserve traditions while presenting them in a modern context.

The festival’s first day was marked by captivating performances, including a Ganpati Stuti by child dancers, directed by Garima Bhargava, which left the audience enthralled. Lok Sabha Speaker Birla felicitated Bhargava and her team for their contribution.

The festival will feature a series of cultural events over the next few days. A Heritage Walk from Mathuradhish Temple to Rampur Kotwali will take place on December 24, followed by the Kachori Fest. A cultural competition among students from various educational institutions will be held at Shaurya Ghat, and a film festival will be organized later in the day.

Celebrity Night on December 24 will showcase Rajat Chauhan’s comedy show and a performance by The Young Drug Band. On December 25, the festival will feature a Kathak performance by Monisha Nayak and a folk performance by Rajasthani artists.

The third day will include a turban-moustache competition, a fashion show featuring Kota Doria fabric, and the Kota Queen competition. The celebrations will be capped off with band music and a fireworks display at Kishore Sagar Lake.

The Mahotsav also introduced a new tradition with the “Safa-Day” initiative, where residents wore colourful turbans, symbolizing pride in their heritage. Encouraged by the District Collector, Dr. Ravindra Goswami, people wore turbans with enthusiasm, creating a unique cultural atmosphere during the festival.

Om Birla urges young influencers to actively participate in Kota Mahotsav

Lok Sabha Speaker Om Birla arrived in Kota on Sunday to inaugurate the much-awaited Kota Mahotsav, which begins today. The festival, organized by the district administration in collaboration with various local organizations, aims to showcase Kota’s rich cultural heritage, history, and tourism potential. Birla received an invitation from the district administration, led by District Collector Dr. Ravindra Goswami, along with other key organizers.
Speaking ahead of the inauguration, Birla praised the initiative, calling the Kota Mahotsav a significant step in presenting Kota’s vibrant culture to the world. He emphasized that the festival would provide an opportunity for citizens to reconnect with the city’s glorious past and introduce Kota’s unique cultural identity to both national and international audiences. The event, he said, would not only highlight Kota’s historical landmarks but also strengthen the city’s tourism sector, potentially boosting its economy.
Birla encouraged the people of Kota and Bundi, particularly young influencers, to actively participate in the Mahotsav and help promote the city’s heritage as brand ambassadors. The three-day Kota Mahotsav will kick off with a grand Ganesh Vandana at the Khade Ganesh Mandir, followed by performances showcasing traditional Kathak dance. Renowned Kathak dancers, including Aanchal Rawat, Gauri Sharma, Sanskriti Pathak, and Harshita Sharma from the National Kathak Centre, Delhi, will perform during the inauguration. According to the information received from Garh Palace Trust, under the Kota Mahotsav, entry of visitors to Garh Palace will be free from 23 December to 25 December.

Om Birla Comments On MP’s Reference In Lok Sabha: ‘Aajkal Mahabharat sunane ka…’

On Friday, Lok Sabha Speaker Om Birla remarked that stories from the Mahabharata are frequently being shared in the House, as reported by PTI.

Birla’s comments were directed at BJP MP Pradip Purohit from Odisha’s Bargarh, who, while questioning the Union Ayush minister, delved into the history of herbs in an Ayurvedic college, tracing their origins to ancient times.

“Do not tell stories, ask the question (aap Mahabharat mat sunao, aap prashna poocho),” Birla instructed Purohit during the Question Hour, according to PTI. He further quipped, “Aaj kal, Mahabharat sunane ka kissa zyada chala hai yahan par (Nowadays, stories of the Mahabharata are being narrated a lot here).”

This incident follows a recent reference by Leader of Opposition Rahul Gandhi, who invoked the Mahabharata in the Lok Sabha. Gandhi likened the current political climate to a ‘chakravyuh’ (a trap) described in the epic, where Abhimanyu was killed.

Gandhi criticized the BJP government for creating a ‘chakravyuh’ through the concentration of financial power, influential institutions such as the CBI, ED, and Income Tax, and political and business elites. He noted that this ‘chakravyuh’ resembles a lotus, the BJP’s election symbol.

“In the 21st century, another ‘chakravyuh’ has been prepared. It is in the form of a lotus, and the prime minister (Narendra Modi) wears the symbol on his chest. What was done to Abhimanyu is being done to India, to its youth, women, farmers, and small and medium businesses,” Gandhi stated.

BJP’s Anurag Thakur responded, accusing the Congress of creating multiple ‘chakravyuhs’ for the country and asserting that Prime Minister Narendra Modi has led the nation out of the ‘chakravyuh’ established by the Congress.

Rahul says his speech didn’t violate Rule 380, selective expunction defies logic

New Delhi: A day after several portions of his speech were expunged, Congress leader Rahul Gandhi on Tuesday wrote to Speaker Om Birla asserting that the expunged parts of his Lok Sabha speech did not violate Rule 380 and requested its restoration.

In hus letter to Birla, Rahul Gandhi, who is Leader od Opposition in the Lower House, said, “I am writing this in the context of remarks and portions expunged from my speech during discussion on Motion of Thanks on the President’ Address on 1 July 2024.”

He said that “while I Chair dereives powers to expunge certain remarks from the proceedings of the House but the stipulation is only those kind of words, the nature of which have been specified in Rule 380 of the Rules of Procedure and Conduct of Business in Lok Sabha”.

Expressing shock, the Congress MP from Uttar Pradesh’s Rae Bareli said, “I am, however, shocked to note the manner in which considerable portion of my speech have been simply taken off from the proceedings under the garb of expunction. I am enclosing relevant portions of uncorrected Debates of Lok Sabha dated 2 July.”

“I am constrained to state that the portions expunged do not come under the ambit of Rule 380. What I sought to convey in the House is ground reality, the factual position. Every member of the House who personifies the collective voice of people whom he or she represents has the freedom of speech as enshrined in Article 105(1) of the Constitution of India. It is every member’s right to raise people ‘s concerns on the floor of the House,” he said.

He also nored that it is that right and in exercise of his obligations to the people of the country, that he was exercising yesterday.

“Taking off from records my considered remarks goes against the very tenets of parliamentary democracy. In this context I also wish to draw attention to speech of Anurag Thakur whose speech was full of allegations, however, surprisingly only one word has been expunged. With due respect to your good self this selective expunction defies logic,” he said, adding that he requests that the remarks expunged from the proceedings be restored.

The portions expunged include his comments on Hindus, the Prime Minister, BJP-RSS among others.

In his over one and half hour speech, which faced several disruptions Rahul Gandhi on Monday began his speech in the Lok Sabha by invoking ‘Jai Sanvidhan (Hail Constitution) amidst BJP chants of ‘Jai Sri Ram’.

He asserted that Hinduism is not about spreading fear, hatred, and falsehoods, Gandhi criticized the BJP for their interpretation of Hindu values.

Rahul Gandhi showed the pictures of Lord Shiva, Jesus Christ, Sikhism, Buddhism, Jainism and others to underline the importance of fearlessness preached by all religions.

Facing opposotion from the treasury-bench members over his remarks, Rahul Gandhi slammed the BJP, saying, “Aap Hindu ho hi nahi (You are not Hindus). It is clearly written in Hinduism that one should stand with the truth and not back down from the truth or be scared of it.

When the Prime Minister intervened that “it is a very serious matter of concern”, Rahul Gandhi hit back saying that Modiji, BJP, RSS are not the custodians of Hinduism.

Lok Sabha Session: Opposition Stages Walkout As Speaker Om Birla Rules Out Discussion Over NEET-UG Issue

Opposition Leaders stage a walkout at Lok Sabha after speaker Om Birla denied a one-day discussion proposed by LoP Rahul Gandhi on NEET-UG issue on Monday.

During the session, congress MP Rahul Gandhi touched the topic of alleged irregularities in NEET after the lower house assembled for the day. In response, defense minister Rajnath Singh emphasized, that a separate discussion won’t happen till the house completes the motion of thanks on the President’s address.

Subsequently, Speaker Om Birla agreed with Rajnath Singh’s stance, emphasizing that there is no convention for raising discussion in the course of the debate on motion of thanks.

But, Birla added, that members can give a separate notice for discussion on NEET.

While speaker was calling on Hamirpur BJP MP Anurag Thakur to start discussion on motion of thanks on President’s address, the opposition walked out in protest from the chamber.

Later, Union minister Giriraj Singh condemned opposition’s act saying, that their behavior is against the ‘parliamentary decorum.’

Meanwhile just last week, Rahul Gandhi alleged, that his microphone was switched off when he sought a discussion on NEET issue. Addressing these claims, Om Birla said, ‘Some MPs outside the House allege that the Speaker switches off the mic. The control of the mic is not in the hands of the person sitting on the chair.’

Om Birla under scanner as Lok Sabha commences on a confrontational note

The re-election of Om Birla as the Speaker of the Lok Sabha indicates that not many changes can be expected so far as running the House is concerned, and it is a foregone conclusion that the Opposition would continue to raise questions on his neutrality. This became obvious when both Rahul Gandhi and Akhilesh Yadav in their brief speeches to congratulate Om Birla on his re-election hoped that he would rise to the occasion and ensure that the dignity and impartiality of his office remains above board. Om Birla was viewed in the previous

Lok Sabha as an extension of the government, and there were charges that while discharging his duties, he showed partiality towards the treasury benches and was harsh on the opposition. The Speaker is a very important part of Parliament and is expected to maintain neutrality at all times, in order to not only preserve the sanctity of the House he presides over, but also the traditions and conventions attached to his office. In Britain the Speaker is elected for life and the moment he assumes the august office, he ceases to be a member of any political party.

The convention is that his future elections are always unopposed and this courtesy is extended to him by the political opponents with the hope that he would carry forward the business of the House, keeping the larger interests of the people and the country in mind.

This is something which would take a long time to be observed in India and in case of Om Birla, he is regarded as someone whose interpretation of rules and regulations often raise doubts over his impartiality. It is an accepted fact that the ruling dispensation has to ensure that the house is run smoothly and the Opposition’s point of view is accommodated as and when any debate takes place. Equally important is how the Speaker conducts the proceedings and does not in any manner vitiate the atmosphere which is often surcharged with members agitated over some issue or the other. However, the beginning of the 18th Lok Sabha has been on a confrontational note. The Speaker could have easily refrained from provoking the opposition through his remarks and observations regarding the imposition of Emergency 50 years ago. Yes, the emergency was a big blunder committed by the then government headed by Indira Gandhi but in 50 years, the people and the country have moved on.

The Congress after its humiliating defeat in 1977 seen as the punishment for the imposition of emergency, bounced back to power within three years and then went on to win over 400 seats in 1984. It was the single largest party in 1989, 1991 and had sizable numbers in 1996, and thereafter till 2014 when it slipped to its most dismal strength. The short point is that majority of Indians today were not even born when the Emergency was declared and while they should be aware of its horrors, the beginning of the Lok Sabha session, was perhaps not the occasion to do so, given that the intent of the presiding officer should have been to maintain cordiality with the Opposition. In fact, what happened on the first day, is indicative that the Speaker would continue to function as he did in the previous House, and therefore his neutrality shall always be questioned.

After the formation of the new government, it was clear that the Prime Minister had his way and thus inducted all those he wanted to in his ministry and allotted them whatever portfolio he wished was appropriate. Yes, this is his prerogative but the Opposition foolishly expected that things might change.

It was evident from that point that Om Birla would be the Speaker and the names doing the rounds were just a part of speculation and wishful thinking of those opposed to this government. As mentioned in these columns earlier, Modi is going to go ahead with the team with which he is comfortable and not allow the opposition even an inch of space.

Thus, if Rahul Gandhi, Akhilesh and Mamata expect things to undergo a transformation, they are sadly mistaken. This shall not happen under any circumstances.

So far as Om Birla is concerned in the Lok Sabha, and Jagdeep Dhankar in the Rajya Sabha, they have to ensure that no doubts are ever cast on the positions they hold, and therefore it is their duty to be fair and just at all times. There is the case of Somnath Chatterjee who was a part of the CPM all his life but when he was the Speaker, he took the decisions which were expected of him. In the process, he had to leave his party and spent the remaining years of his life as a non-party man. P.A.Sangma’s short stint as the Speaker too is remembered and he too subsequently broke his relations with his party.

The presiding officers must realise that the government of the day represents the will of the people. However, the Opposition also brings forth the voice of the citizens in order to keep the government in check. This is what democracy is all about. The spotlight shall be on Om Birla and the onus would be on him to dispel any wrong impression or perception about his neutrality. Cooperation and not confrontation should be the mantra which can take the Parliament forward.

Rahul Gandhi Congratulates Om Birla, Emphasizes Opposition Role in Defending Constitution

The session resonated with ‘Ayes’ and ‘Noes’ before Om Birla was declared Speaker by pro-tem speaker Bhartruhari Mahtab.

Lok Sabha Speaker: Akhilesh Yadav Hopes MP Suspensions Won’t Repeat

BJP MP and candidate Om Birla has been elected as speaker of the lower house (Lok Sabha) for the second time on Wednesday.

After the win, Birla was respectively congratulated by PM Modi and Congress leader Rahul Gandhi. Both accompanied him to the Speaker’s chair.

Speculation abound regarding the appointment of the Protem Speaker on June 18, who will administer the oath to the elected MPs, followed by the election of the Speaker two days later.

Sources suggest that Prime Minister Narendra Modi might once again introduce a surprising candidate for the Speaker’s post. According to these sources, BJP MP D. Delhi Police detains two protesting with colour smoke outside Parliament

Two protestors emitting “color smoke” outside the Parliament have been apprehended by Delhi Police, while two others who leaped from the Lok Sabha gallery have also been apprehended. Following their arrest outside Parliament, the two were brought to Parliament Street Police Station. They had been demonstrating in front of Transport Bhawan. The two men who had jumped into the House from the visitors gallery have been apprehended, and Delhi Police has been given the necessary instructions regarding this matter, according to Speaker Om Birla of the Lok Sabha. They were detained for violating Section 144, according to officials.

The Speaker said a thorough investigation of the incident is being done.
“A thorough investigation of the incident that took place during zero hour, is being done. Essential instructions have also been given to Delhi Police. In the primary investigation, it has been found that that there is no need to worry about the smoke,” he said.
“Both of them have been nabbed and the materials with them have also been seized. The two people outside the Parliament have also been arrested by Police,” he added.

In a security breach in Lok Sabha, two men jumped into the House from the visitor’s gallery and had canisters in their hand, Congress MP Karti Chidambaram said earlier.

Nishikant Dubey: Moitra’s case is far more “serious” than the 2005 cash-for-question scam

The accusations against TMC MP Mahua Moitra, according to Bharatiya Janata Party MP Nishikant Dubey, are far more “serious” than the 2005 cash for query scam case, which resulted in the suspension of 11 Members of Parliament. When asked about Lok Sabha Ethics Committee’s summon to Mahua Moitra on Thursday, he said that as per rules, it would be unappropriate to speak on the matter which is already being probed by the panel.
He, however, said that he would reply on the matter after the Committee’s verdict.
In 2005, 11 then MPs– Chhatarpal Singh Lodha (BJP), Anna Saheb M K Patil (BJP), Manoj Kumar (RJD), Chandra Pratap Singh (BJP), Ram Sewak Singh (Congress), Narender Kumar Kushwaha (BSP), Pradeep Gandhi (BJP), Suresh Chandel (BJP), Lal Chandra Kol (BSP), YG Mahajan (BJP), Raja Rampal (BSP)– were accused of involved in a ‘cash-for-query’ scam.

The two journalists allegedly carried out a sting operation against these MPs, which was broadcast on a private news channel on December 12, 2005, and became known as the “cash-for-question scam.” The expulsion was contested by the suspended lawmakers, but in a 2007 ruling, the Supreme Court upheld it.

Protect democracy, Kharge urges Dhankhar in RS over Ranjan’s suspension

Mallikarjun Kharge, the Rajya Sabha leader, defended party colleague Lok Sabha whip Adhir Ranjan Chowdhury on Friday, alleging that he just stated “Nirav Modi and Nirav means “shaant” (quiet in Hindi).”

He has been deprived of all these institutions and if he is suspended, it’s not good,” Kharge further added.

Chowdhury was suspended from the House while the privileges committee investigated his behavior. On Thursday evening, Parliamentary Affairs Minister Pralhad Joshi submitted the resolution for Chowdhury’s suspension after the Congress politician repeatedly disturbed Prime Minister Narendra Modi’s response to the no-confidence motion debate.

The Lok Sabha was adjourned until 12 p.m. on Friday due to opposition demonstrations over Chowdhury’s suspension. As soon as the House convened, Congress deputy leader Gaurav Gogoi brought up Chowdhury’s suspension from the House for “repeated misconduct” on Thursday evening.

A few Congress members stood up and were heard addressing Speaker Om Birla that Chowdhury had always cooperated with him. On Sunday, the new Parliament building will be officially opened by PM Modi and Om Birla, Speaker of the Lok Sabha.
The specific details of the inauguration have not been made public, but has learned from trustworthy sources that it will occur in two phases.
Around noon, the official ceremony for the new president will start. However, preparations would begin early in the morning the day before the event.However, it is known through reliable sources that an elaborate ceremony will take place on Sunday morning starting from 7:15 am.
During the inauguration, various programs will be held from Sunday morning including puja, after which PM Modi will receive the Sengol and will install the Sengol after a ceremony. After which diya will be lightened followed by the unveiling of the plaque.
Furthermore, PM Modi will interact with Shramjeevis and Sarv Dharma Sabha will be held.PM Modi will felicitate the worker who worked on the Parliament construction.

As per the government officials, Teak wood was sourced from Nagpur, Maharashtra while sandstone (red and white) was procured from Sarmathura, Rajasthan.
The carpets to be floored inside the new building were procured from Mirzapur in Uttar Pradesh.
The bamboo wood flooring came from Agartala, Tripura.Apart from BJP, several parties in the NDA including AIADMK, Apna Dal, the Republican Party of India, the Shinde faction of Shiv Sena, NPP, and NPF have confirmed their attendance for the function on Sunday.
Several neutral parties, including Biju Janata Dal, TDP, and YSRCP will be present for the inauguration.
Amongst the opposition parties, Shiromani Akali Dal (SAD), Bahujan Samajwadi Party (BSP) and Janata Dal-Secular will also attend the function on Sunday.
Invitations for the inauguration of the new parliament, building have been sent both physically as well as through e-invitation.Both renowned industrialist Ratan Tata, whose company TATA built the new structure, and the lead architect of the new parliament building, Bimal Patel, have been invited to the inauguration of the new building.
A letter of invitation has also been addressed to a number of well-known individuals, including actors and athletes.

Vice President Dhankar to inaugurate 83rd All India Presiding Officers’ Conference

Vice President and Rajya Sabha chairman Jagdeep Dhankhar will address the inaugural session of the 83rd All India Presiding Officers’ Conference in Jaipur on January 11.

AIPOC, which completed its 100 years in 2021 is the apex body of the Legislatures in India. The 83rd session will focus on themes of contemporary relevance in its day-long discussions. A discussion on the leadership of India in G-20 as the “mother of democracy” will also be held.

One of the conference’s key themes is the integration of State legislatures with Digital Parliament.
Further, there will be a discussion on the need to maintain a harmonious relationship between the Legislature and the Judiciary in accordance with the spirit of the Constitution. The need to make Parliament and Legislature more effective will also be addressed.

Lok Sabha Speaker Om Birla, Rajasthan Chief Minister Ashok Gehlot, Rajya Sabha Deputy Chairman Harivansh and presiding officers of legislative bodies from across the states will attend the Conference.

Opposition leaders claim not allowed to raise issues; walks out of Lok Sabha

On Thursday, the second day of the Winter Session of Parliament, leaders of the opposition parties staged a walkout of the Lok Sabha, claiming they had been denied the right to bring up a number of concerns, including the one involving the governor of Tamil Nadu, R. N. Ravi.

Speaker Om Birla has rejected notifications from the opposition, including one about the dispute over the border between Maharashtra and Karnataka. Earlier in the day, Congressman Manicka Tagore proposed an adjournment to review “the activities of the Tamil Nadu Governor.”

“…he keeps more than 22 Bills enacted by the State Government at abeyance without any approval or to send the same to the consideration of Hon’ble President. For example, to Bills like NEET Exemption Bill and The Tamil Nadu Prohibition of Online Gambling and Regulation of Online Games Act, 2022 enacted by the State Government, the Governor has neither granted his consent nor sent to Hon’bIe President. Such activity of the Governor has led to state administration to be at standstill at every initiatives for the people of the state,” stated the letter from Tagore addressed to Secretary General Lok Sabha.
“Therefore, it is insisted that the House should come forward to discuss about the roles and responsibilities of the Governor and should take appropriate action to send a resolution to Hon’ble President for the benefit of common public,” it added.

The Karnataka-Maharashtra border issue and the apparent disrespect shown to Chhatrapati Shivaji Maharaj later became a contentious debate. The Lok Sabha was then suspended for an hour.

Adhir Ranjan Chowdhury, a leader in the Congress, spoke earlier on Zero Hour about rumours of Chinese involvement along India’s border. However, the MP was not permitted to bring up the matter.

The Lok Sabha will discuss the Anti-Maritime Piracy Bill, 2019, which was introduced by the External Affairs Minister on Wednesday, as part of the legislative list of business scheduled for today. A bill to alter the Multi-State Co-operative Societies Act, 2002, is also expected to be introduced by Union Minister Amit Shah.

There will be a total of 17 working days in the Winter Session of Parliament, which got under way on December 7. According to the announced schedules, the government intends to introduce a total of 16 new Bills during the session.
