</excerpt>

National Security Adviser Ajit Doval brought up the subject of combating all kinds of terrorism in order to ensure peace and stability in the region in a meeting with Chinese foreign minister Wang Yi in Beijing on Monday as part of a series of moves by the two countries towards normalising bilateral ties.

India-China Relations and People-to-People Connects Discussed

Doval also discussed the recent developments in India-China relations with Wang and the two sides emphasized the importance of advancing the overall development of the relationship, including by enhancing increased people-to-people connections, the external affairs ministry stated in a readout.

NSA Ajit Doval Highlights Need to Counter All Forms of Terrorism

The NSA “emphasised the need to counter terrorism in all its forms and manifestations to maintain overall peace and stability in the region”, the readout said without giving details.

The issue of terror is raised to prominence in the light of China’s recent backing of Pakistan in the military engagements with India in the past month. Indian forces carried out military operations against terror targets in Pakistani-held areas on May 7 in retaliation for the April 22 Pahalgam terror attack on 26 civilians.

India’s retaliation prompted four days of armed confrontations between Pakistan and India that were terminated when the two nations agreed to a mutual understanding to stop military hostilities on May 10. Pakistan extensively utilized military gear of Chinese origin during the confrontations.

Since India and China last October came to an understanding on stopping a months-long military standoff at Ladakh sector of the Line of Actual Control (LAC), Prime Minister Narendra Modi, Chinese President Xi Jinping held a meeting in Kazan city of Russia and agreed on steps to bring bilateral relations to normalcy and to solve the historic boundary issue between the two sides. These include meetings between Doval and Wang, Special Representatives for the border issue.

NSA Ajit Doval Participates in SCO Security Council Secretaries Meet

Doval has traveled to China to participate in a meeting of the Shanghai Cooperation Organisation (SCO) Security Council Secretaries, as part of preparations for the forthcoming SCO Summit due to take place in Beijing. Modi is scheduled to attend the summit.

Wang and Doval also discussed other bilateral, regional and global issues of mutual interest, the readout said. Doval said he looked forward to meeting Wang in India at a mutually convenient date for the next round of talks between the Special Representatives.

“Only when the dragon and elephant dance together can there be a win-win outcome. China and India should properly handle sensitive issues and maintain peace and tranquillity in the border regions,” Wang was quoted as saying by the envoy.

Doval reached China as the first batch of Indian pilgrims embarked on the Kailash Mansarovar Yatra to the Tibet Autonomous Region. The pilgrimage had been halted for five years and was resumed as part of India and China’s efforts to normalise their relationship.

The Secretive Pakistan ISI Chief Now Pulling Strings as NSA Too

<excerpt>Lieutenant General Mohammad Asim Malik, Pakistan’s ISI chief, has been given additional charge as the National Security Adviser amid rising Indo-Pak tensions following the deadly Pahalgam terror attack.
</excerpt>

Pakistan has named its present Inter-Services Intelligence (ISI) chief, Lieutenant General Mohammad Asim Malik, as the nation’s new National Security Adviser (NSA), The Express Tribune reported. The appointment is in addition to his current position as the chief of the nation’s premier spy agency, which he has held since September 2024.

The timing of Malik’s appointment is significant, coming after the April 22 terror attack in Pahalgam, Jammu and Kashmir, that killed 26 civilians. India has squarely blamed Pakistan-backed terrorists for the attack, and bilateral relations have sharply deteriorated since then.

Asim Malik: Trusted Military Insider

Before taking charge of the ISI, Lieutenant General Asim Malik served as the Adjutant General at the Pakistan Army’s General Headquarters. In this capacity, he oversaw the military’s internal administrative affairs, including legal and disciplinary matters.

One of the most publicized events during his time as Adjutant General was the arrest of ex-prime minister Imran Khan. The arrest prompted widespread demonstrations by Khan’s party workers and supporters across Pakistan, a period of unrest that challenged the military’s internal cohesion and influence.

Career Steeped in Security Operations

Malik’s military career involves several deployments in Pakistan’s most sensitive areas. He has led major army divisions in Balochistan and South Waziristan, both trouble spots for insurgent action and militant violence. His background in dealing with internal security issues and intelligence operations in these areas is thought to have led to his rise through the military ranks.

His simultaneous position as ISI chief and NSA puts him at the center of Pakistan’s security decision-making apparatus at the time of one of the most tumultuous periods in Indo-Pak relations in recent history.

Increasing Cross-Border Tensions

Malik’s selection comes at a time when both India and Pakistan are intensifying retaliatory measures. New Delhi has recently closed its airspace to all Pakistani flights and suspended some popular Pakistani social media accounts among Indian users, such as celebrities like Hania Amir, Mahira Khan, and Ali Zafar.

Violations of the ceasefire on the Line of Control have gone on for seven straight days. Firing with small arms has also been witnessed from the Pakistani side in Jammu and Kashmir’s Akhnoor sector.

After the Pahalgam terror attack, Prime Minister Narendra Modi said that India would “identify, track and punish every terrorist and their backers.” He also informed India’s highest defence leadership that the armed forces have “complete operational freedom” to determine India’s response.

At the same time, Pakistan has dismissed any connection to the Pahalgam attack. In a news conference, Islamabad reaffirmed that it had “nothing to do with the attack” and threatened a “strong response if provoked.”

</excerpt>

Following Prime Minister Narendra Modi’s third term assumption, US-India are set to enhance bilateral engagement with the much-anticipated second meeting of the initiative on Critical and Emerging Technologies (iCET). US National Security Advisor Jake Sullivan will meet with India’s NSA Ajit Doval on June 17-18 to review projects initiated since the January 31, 2023 meeting in Washington. Key discussions will include the transfer of technology for GE-414 jet engines intended for India’s Tejas Mark II fighters.

Despite attempts by Western and Chinese media to undermine India-US relations by highlighting issues like the alleged life attempt on proscribed Khalistani terrorist G S Pannun, the recent G-7 interaction between PM Modi and US President Joe Biden reaffirmed the robustness of bilateral ties. Ahead of PM Modi’s G-7 outreach in Apulia on June 13, Western media questioned NSA Sullivan on Biden’s stance regarding Pannun, reflecting misplaced concerns over bilateral relations hingeing on this issue.

Emphasizing mutual interest in strengthening ties amidst the Indo-Pacific’s geopolitical dynamics, discussions between India and the US also encompass critical defense deals. Currently, a US team is negotiating the sale of 31 MQ-9B armed Predator drones to India, while French counterparts discuss the acquisition of 26 Rafale-Maritime fighters for INS Vikrant. NSA Ajit Doval is scheduled to visit Paris on June 20-21 for further military cooperation talks.

The upcoming iCET meeting will focus on drafting a new Defense Industrial Cooperation Roadmap to accelerate technological collaboration. Key agenda items include joint development of jet engines, loitering ammunition, and initiatives to bolster India’s semiconductor supply chain through joint ventures. Additionally, discussions will explore opportunities in space cooperation, quantum computing, and next-generation telecommunications.

This strategic engagement underscores US-India shared commitment to advancing technological cooperation amidst evolving global challenges and geopolitical shifts in the Indo-Pacific region.

</excerpt>

President Joe Biden has chosen a new leader for the National Security Agency and US Cyber Command, a joint position that oversees much of America’s cyber warfare and defense.
Air Force Lt. Gen. Timothy Haugh, the current deputy commander of Cyber Command, would replace Army Gen. Paul Nakasone, who has led both organizations since May 2018 and was expected to step down this year, according to a notice sent by the Air Force this week and confirmed by a person familiar with the announcement. The person spoke on condition of anonymity to discuss personnel matters not yet made public.
If confirmed, Haugh will take charge of highly influential U.S. efforts to bolster Ukraine’s cybersecurity and share information with Ukrainian forces fighting Russia’s invasion. He will also oversee programs to detect and stop foreign influence and interference in American elections, as well as those targeting criminals behind ransomware attacks that have shut down hospital systems and at one point a key U.S. fuel pipeline.
Politico first reported that Haugh was picked.Haugh’s nomination to lead both NSA and Cyber Command reflects the White House’s intention to keep one person in charge of both organizations.
That arrangement is known as a “dual-hat” posting.
Some key Republicans have long wanted to split the leadership, saying each organization is important enough to require a full-time leader. Nakasone has long advocated for keeping the dual hat, saying it gives him and future leaders access to more powers more efficiently.
The Biden administration established a small study group last year to review the leadership structure. The review signaled support for keeping the position as is.An official familiar with the matter said the group’s review found that having a single head in charge of both agencies better mirrored how U.S. allies’ cyber and intelligence operations were structured and made it easier to act quickly on information — a critical aspect of countering cyberwarfare. The official spoke to The Associated Press on the condition of anonymity to be able to discuss sensitive matters.

National Security Advisor (NSA) Ajit Doval on Tuesday strongly pitched making countering terror financing a priority for India and other countries in the region.

While addressing the inaugural meeting of “National Security Advisers/Secretaries of Security Councils” Doval said, “Afghanistan is an important issue concerning us all. India’s concerns and objectives …and immediate priority and the way forward, are similar to many of those around the table.”

Doval said this with his counterparts from Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan

While raising the concerns about the presence of terrorist networks in Afghanistan Doval stated, “Persistence of terrorist networks in the region, including in Afghanistan is also a matter of deep concern. Financing is the lifeblood of terrorism and countering terrorism should be an equal priority for all of us.”

Meanwhile, to fulfill obligations enshrined in relevant counter-terror conventions Doval asked central Asian countries to call on all UN members.

Earlier in January 2022 formed the basis of today’s meeting. At a time of great churn in international relations and uncertainty about the future, said Doval.

“Today’s meeting assumes importance, as it provides us an opportunity to discuss matters which require greater cooperation and coordination amongst the regional countries,” Doval added.

Indonesia is world’s largest Islamic country and India has the third largest Muslim population in the world. This makes India and Indonesia home to the world’s largest Islamic populations, said National Security Advisor Ajit Doval at an event in India Islamic Cultural Centre in New Delhi.

“Much like in India, Islam in Indonesia was spread by traders from present-day Kerala and Gujarat and Sufis from Bengal and Kashmir. This peaceful spread led to the development of a syncretic culture, where not only pre-Islamic religions flourished side by side, but age-old traditions and local customs greatly influenced religious practices,” the NSA said. “We may speak different languages, but we share a common desire for peace and harmony. Our dialogue today is a vital medium to help us achieve that objective,” he said.
He was addressing to a team from Indonesia, which comprised leading Indonesian Muslim scholars and members of other faiths, during a debate on the role of ulema in building interfaith peace and societal harmony in India and Indonesia.

According to Doval, Indonesia is a significant neighbour of India and our two countries have many complementary traits. “For 1600 years, up until the 14th century, we had extensive and broad ties in terms of our cultures, economies, and spirituality. These interactions taught us the value of being open, involved, and respectful of differences “he said.
“None of the ends for which extremism, radicalisation and the misuse of religion are employed are justifiable on any ground. This is a distortion of religion against which all of us need to raise our voices. Extremism and terrorism are against the very meaning of Islam because Islam means peace and well-being (Salamati/Asalaam). Opposition to such forces should not be painted as a confrontation with any religion. That is a ruse,” the NSA said.

The Research and Analysis Wing, India’s external intelligence agency, marked its 55th Raising Day today. Later this evening, National Security Advisor Ajit Doval is scheduled to award 106 medals to officers and staff members of the spy agency for admirable performance and distinguished service.

According to the reports, secretary (R&AW) Samant Kumar Goel briefed the NSA on the agency’s performance and offered Doval a general picture of their focus areas in the neighbourhood and beyond. The primary goal of R&AW is to evaluate the dangers that are posed to India from overseas and provide advice to the government on possible countermeasures.

NSA Doval also provided his opinion of the state of the world’s security and the main areas on which the spy agency should concentrate its efforts. NSA Doval, who directs the planning and execution of national security, is the conduit via which the R&AW reports to Prime Minister Narendra Modi.
