Lok Sabha Secretariat Reveals Reason For Water Leakage In New Parliament Building

On Thursday, the Lok Sabha Secretariat addressed videos circulating of a water leak inside the new Parliament building. They explained that the adhesive material securing the glass domes over the lobby had slightly shifted and was subsequently repaired.

“There are media reports that heavy rains in Delhi on Wednesday caused water leakage into the Lobby of the newly inaugurated Parliament Building, raising concerns about the weather resilience of the structure. It has also been reported that waterlogging was noticed around the premises, particularly near the New Parliament’s Makar Dwar, with several videos of the waterlogging going viral on social media platforms,” the Secretariat stated.

The Secretariat clarified that the green domes were installed to ensure natural light within the Parliament building.

“In this regard, it is worth mentioning that keeping in view the concept of Green Parliament, glass domes have been provided in several parts of the Building, including in the Lobby, so that abundant natural light could be utilized in day-to-day work of the Parliament. During the heavy rain on Wednesday, the adhesive material used to fix the glass domes over the Lobby of the Building was slightly displaced, causing minor leakage of water in the Lobby,” they explained.

They further assured that the issue was promptly identified and resolved.

“The problem was, however, detected timely and corrective measures were taken immediately. Thereafter, no further leakage of water has been noticed. Similarly, accumulated water opposite Makar Dwar also got drained out quickly,” the statement continued.

Opposition parties have questioned the new Parliament building’s durability following Congress MP Manickam Tagore’s video post on X, showing water leaking from the lobby roof. “Paper leakage outside, water leakage inside. The recent water leakage in the Parliament lobby used by the President highlights urgent weather resilience issues in the new building, just a year after completion,” Tagore wrote on X.

Samajwadi Party chief Akhilesh Yadav also criticized the government, suggesting that the old building was superior to the new one.

Delhi Police Detain Two More in Parliament Breach Case; Mastermind Narrates Plot Details during Interrogation

The Special Cell of Delhi Police, actively investigating the Parliament security breach case, has apprehended two additional individuals suspected of having ties with the five already arrested in connection with the incident. The detainees, identified as Mahesh and Kailash, both residents of Rajasthan, allegedly have affiliations with a social media group named ‘Justice for Azad Bhagat Singh.’

Interrogations by the Counter Intelligence Unit of the Special Cell unveiled that Mahesh intended to be part of the attack team but was thwarted by his family members. Additionally, Mahesh played a role in assisting Lalit Jha, the alleged mastermind and the fifth accused, in destroying the mobile phones of his associates upon reaching Kuchaman in Rajasthan from Delhi.

Senior police officials, including two Deputy Commissioners of Police (DCP) and Additional Commissioners of Police, conducted a night-long interrogation of Lalit Jha, during which he provided a detailed account of the entire incident.

Sources revealed that preparations for the attack were underway for months, with Lalit actively seeking an entry pass to Parliament. Continuous monitoring of developments and police movements was carried out by Lalit from a hotel in Rajasthan through news channels.

In a bid to uncover more details, the Special Cell has deployed six teams to locations associated with the accused in Lucknow, Mysore, Karnataka, Rajasthan, Maharashtra, and Haryana. The accused will be taken separately to different locations for cross-verification and identification of evidence during the 7-day custody period.

Investigations further exposed that two pairs of specially ordered shoes were made in Lucknow, as the accused discovered that shoes were not subject to inspection in Parliament, providing an easy way to carry the smoke canister inside.

The Special Cell plans to recreate the scene of Wednesday’s Parliament security breach by taking the accused to the Parliament complex on either Saturday or Sunday. This recreation aims to help the police understand the entry process and execution of the plan, involving the use of colour spray, and shedding light on crucial details surrounding the incident.

Rajya Sabha Chairman Jagdeep Dhankhar hoists national flag at new Parliament building

The national flag was raised at the new Parliament building on Sunday, the day before the start of the Special Session of Parliament, by Vice President and Chairman of the Rajya Sabha Jagdeep Dhankhar. Parliamentary proceedings during the Special Session will be held in the nearby new building instead of the older one, beginning on Monday.

On top of the new Parliament building’s “Gaja Dwar,” Dhankhar raised the flag. Om Birla, the speaker of the Lok Sabha, was also present. The Rajya Sabha Chairman called it a historic moment and said that epochal change is taking place in the nation. “This is a historic occasion. India is going through a historic change. The mighty power and contribution of Bharat are fully acknowledged by the world. We are living in a time of advancement and accomplishments that we never could have imagined,” Dhankhar said following the ceremony.

At the ceremony to raise the flag, Congress MPs Adhir Ranjan Chowdhury and Pramod Tiwari, as well as Union Ministers V Muraleedharan, Piyush Goyal, and Arjun Ram Meghwal, were also present. Mallikarjun Kharge, president of the Congress and leader of the opposition in the Rajya Sabha, announced on Saturday that he would be unable to attend the flag-raising ceremony and expressed disappointment at receiving the invitation “quite late.” He stated in a letter to Rajya Sabha Secretary General PC Mody that he only received the invitation to the event late on September 15 in the evening.

Religious leaders who performed ‘Sarva Dharma Prarthana’ (inter-faith prayer) on Sunday described the inauguration of the new Parliament building as a “historic moment,” saying it reflected India’s ethos of unity in diversity.

Religious leaders chanted prayers in various languages during the sarva-dharma prarthana. Prime Minister Narendra Modi, Lok Sabha Speaker Om Birla, several Union ministers, and chief ministers from several states attended the ‘Sarva Dharma Prarthana’ (multi-faith prayer) ceremony at the new Parliament House.

“Today, we have given the message of unity in diversity,” stated Jewish Rabbi Ezekiel Isaac Malekar, who participated in the multi-faith prayers at the new Parliament building’s inauguration.

Lama Chosphel Zotpa, president of the Himalaya Buddhist Cultural Association, stated that everyone should work together for the country’s growth, putting politics aside.

“The new Parliament House has been inaugurated today. I offered prayers according to Buddhist rituals. Everyone should work for the growth of the country unitedly and keep politics aside,” said Lama Chosphel Zotpa.

According to Jasbeer Kaur, who participated in the multi-faith prayers at the inauguration, the Parliament building represents change.

“The new Parliament building represents change and it is a historic moment for us. Every Indian should stay united,” said Jasbeer Kaur.

Meanwhile, Jain priest Acharya Lokesh Muni commented “We witnessed a historic moment when the ‘Dharma Dand’ was installed in the new Parliament today.”

Parliament building inauguration: J-K leaders, activists extend support to PM Modi

In response to the opposition parties’ call to boycott Prime Minister Narendra Modi’s inauguration of the new Parliament building, several Jammu and Kashmir leaders and activists on Friday expressed support for the inauguration while calling the opposition’s decision “childish and trivial.”

On 28 May, PM Modi will dedicate the new Parliament building to the country. As many as 21 political parties have declared their intention to boycott the inauguration ceremony.

Adil Hussain, a socio-political activist, told media that the new Parliament building is a temple of democracy that everyone, including the opposition, should be proud of.

Hussain stated that “The new parliament building is the temple of democracy. It is a very proud thing for all of us, for all Indians including the opposition. In the last 70 years, we did not have such leadership.

“If you see the ratings worldwide, Prime Minister Modi’s rating is 78 whereas US President Joe Biden’s rating is only 43. The opposition has expressed issues but we do not think that this is such a big issue. Politics should not be done on this.”

Meanwhile, Firdous, a spokesperson for Ghulam Nabi Azad’s Democratic Progressive Asad Party (DPAP), remarked, “This is not such a big issue as the opposition has been portraying.” The opposition parties’ behaviour is plain infantile. This new Parliament structure has a vision. PM Modi’s decision to dedicate the Parliament building is a brilliant one. This should not be used to create an agenda.”

He stated that the inauguration should be greeted with “open arms” and that boycotting the event would be disrespectful to the Prime Minister.

“As a spokesperson of the party, I believe the inauguration should be welcomed with open arms. After all, he is our Prime Minister. Disrespecting the Prime Minister is not right. We must respect the move. Earlier Prime Ministers including Rajiv Gandhi also inaugurated the building in the Parliament. This is not new”, said DPAP representative.

Karnataka former CM Kumaraswamy slams Congress for boycotting of Parliament inauguration

HD Kumaraswamy, former chief minister of Karnataka and leader of the Janata Dal (Secular), slams the Congress party for announcing a boycott of the opening ceremony of the new Parliament building in the national capital.

He further claimed that the Congress party is merely opposing the Parliament inauguration to garner a few votes from a small group of individuals. The Congress party claims that the BJP administration at the centre has disrespected the Adivasi community by not inviting President Droupadi Murmu to the new parliament building’s inaugural event.

The grand old party also called for a nationwide protest and rejected their attendance at the inauguration. Responding to the Congress’ charges of disrespecting the Adivasi people, Kumaraswamy stated, “By calling for a boycott, the Congress party is simply creating a political threat.”

The senior JDS leader further stated that the Congress is merely looking for a small number of votes. “All these are attempts to get a few votes from a certain community and even Congress is aware of its hypocrisy. I wanted to ask them if the boycott is only restricted to the inauguration or will they even boycott the parliament sessions in near future?” Kumaraswamy asked.

On 28 May, Prime Minister Narendra Modi and Lok Sabha Speaker Om Birla will dedicate the new Parliament building. A total of 25 political parties have confirmed their attendance at the event. AIADMK, Apna Dal, Republican Party of India, Shiv Sena Shinde faction, NPP, and NPF are among the few NDA parties to participate.

The Congress, Aam Aadmi Party, Trinamool Congress, and other parties issued a joint statement on Wednesday, calling PM Modi’s decision to inaugurate the new Parliament a “assault on democracy.”

Centre to issue Rs 75 coin to mark the opening of new Parliament

The Centre will issue a special commemorative Rs 75 coin to mark the opening of the new Parliament building, according to a notification issued by the Ministry of Finance on Thursday.

The notification of Ministry reads “The coin of seventy five rupees denomination shall be coined at the mint for issue under the authority of the central government on the occasion of inauguration of new Parliament building.”

The obligation for designing and minting coins in India is delegated to the Centre by the Coinage Act of 1906. The Reserve Bank of India (RBI) is in charge of issuing these coins.

The notification further reads “These rules may be called the coinage (Issue of commemorative coin on the occasion of inauguration of new Parliament building) rules, 2023.”

As per reports, Rs. 75 coin would be round in shape, with a diameter of 44 mm, according to the notice. There will be 200 serrations. The coin will be made from a quaternary alloy that has 50% silver, 40% copper, 5% nickel, and 5% zinc.

The coin’s front will feature the Lion Capitol of Ashoka Pillar in the centre with the words “Satyameva Jayate” engraved below it. The coin will bear the term “Bharat” in Devanagari script on the left periphery and “India” in English on the right periphery.

Below the Lion Capitol, it will also have the Rupee symbol and the denominational number “75” in international numerals. The image of the new Parliament building will appear on the other side of the coin. On the upper periphery, the inscription “Sansad Sankul” would be written in Devanagari script.

The word “Parliament Complex” in English will be printed on the coin’s lower edge.
Below the image of the future Parliament, the year “2023” in International numerals will be written. It will weigh around 35 grams.

Parliament is not made of bricks of ego, but of constitutional values, says Rahul Gandhi

As 19 opposition parties chose to boycott Prime Minister Modi’s inauguration of the new Parliament building, Congress leader Rahul Gandhi said on Wednesday that not inviting President Droupadi Murmu to the event is a “insult” to the country’s highest constitutional post.

Gandhi also stated that Parliament is not created with “bricks of ego,” but rather with “Constitutional values.”

Gandhi took to Twitter and penned in Hindi “Neither getting the President to inaugurate the Parliament nor inviting her to the ceremony is an insult to the country’s highest constitutional post. Parliament is not made of bricks of ego, but of constitutional values.”

As many as 19 opposition parties, including the Congress, Left, Aam Aadmi Party, and Trinamool Congress, have stated they will not attend the inaugural ceremony, alleging that a new structure has no significance when the soul of democracy has been sucked out of Parliament.

Earlier on Wednesday, Bharatiya Janata Party spokesperson Jaiveer Shergill chastised Gandhi and advised him to learn how to respect his own party colleagues “before issuing an advisory on constitutional propriety.”

Shergill who quit the Congress last year alleged that “Rahul Gandhi in sheer arrogance tore the ordinance in full media glare to embarrass the then PM Dr Manmohan Singh Ji & today he is giving gyan on respecting post of President re inaugurating New Parliament? Rahul Gandhi should 1st learn how to respect his own party colleagues & seniors before issuing advisory on Constitutional propriety!” He furthermore claimed that “vision of the party’s decision-makers is no longer in sync.”

President should inaugurate new Parliament building, not PM, says Rahul Gandhi

Congress leader Rahul Gandhi expressed on Sunday that the President should inaugurate the new Parliament building, not the Prime Minister just a few days ahead the inauguration of the building is all set to be held on 28 May.

Notably, PM Modi will dedicate the new Parliament building, a four-story triangular structure with a built-up area of 64,500 square meters. The Congress has dubbed PM Modi’s new Parliament building a “vanity project.”

Several opposition leaders objected to PM Modi inaugurating the new Parliament building, citing the fact that PM Modi is the head of the government, not the legislature. AIMIM chief Asaduddin Owaisi questioned why the Speaker of the Lok Sabha and the Chairman of the Rajya Sabha would not inaugurate it.

Owaisi took to Twitter and penned “Why should PM inaugurate Parliament? He is head of the executive, not legislature. We have separation of powers & Hon’ble @loksabhaspeaker & RS Chair could have inaugurated. It’s made with public money, why is PM behaving like his “friends” have sponsored it from their private funds?” tweeted.

The 28th of May marks the birth anniversary of Hindutva ideologue VD Savarkar. According to the Lok Sabha secretariat, Speaker Om Birla met with PM Modi this week and invited him to the new building’s inauguration.

“26 November 2023- Indian Constitution which gifted parliamentary democracy to the nation shall step into 75th year which would’ve been befitting for inauguration of new Sansad Bhawan. But it shall be done on 28 May, birthday of Savarkar- How much relevant?” Trinamool MP Sukhendu Sekhar Ray said.

To which Congress general secretary Jairam Ramesh said in reply “A complete insult to all our Founding Fathers and Mothers. A total rejection of Gandhi, Nehru, Patel, Bose, et al. A blatant repudiation of Dr. Ambedkar.”

PM Modi likely to inaugurate new Parliament building, Know all the details

Prime Minister Narendra Modi is expected to inaugurate the new Parliament building, which is located in the heart of Delhi’s Lutyens district, soon. It was built as a part of the Central Vista Redevelopment Project.

According to people familiar with the situation, the new Parliament building will be inaugurated at the end of the month, around the time the National Democratic Alliance (NDA) will have completed nine years in power.

Prime Minister Modi paid a surprise visit to the building more than a month ago. Modi spent over an hour at the upcoming complex inspecting various works with Lok Sabha Speaker Om Birla.

According to sources, the prime minister observed the construction of faculties at both Houses of Parliament and interacted with construction workers and officials.

In 2020, the Prime Minister laid the groundwork for the new Parliament building. In September 2021, he visited the new complex’s construction site and interacted with the workers.

Earlier when PM laid the foundation stone, he said, “The need was felt for a new Parliament building for years. 21st century India needs a new Parliament complex. The old building fulfilled the needs of the country, the new Parliament building will fulfil the country’s aspirations.”

The new Parliament building complex is 64,500 square meters in size and is part of the 20,000 crore Central Vista project. The estimated cost of the Parliament building project is Rs.971 crore. The structure will be earthquake resistant, and it will employ 2,000 people directly and 9,000 indirectly. The new parliament building will have a capacity of approximately 1,200 MPs.
