NCW Chief Rekha Sharma Calls For Uniform Personal Laws For Women Across All Religions

Welcoming an order of the Supreme Court dated June 10 that granted maintenance rights to divorced Muslim women, National Commission for Women Chairperson Rekha Sharma called for consistency in the rights for women of all religions. Speaking to ANI, the NCW chairperson said that inequality in personal laws was deepening, and she asked: why something like alimony that Hindu women got under the Hindu Marriage Act is not to be given to the Muslim women?. The Supreme Court judgment reinstated the fact that discrimination against Muslim women in maintenance questions is against principles of secularism and again a barrier to gender justice.

Sharma said that the Judgment is a land of progressive step and every woman in India, irrespective of religion, is entitled to the protection under the law and support of the law. In fact, she further asserted that the NCW is committed to protecting women’s rights and ensuring justice to all the women of the country.

Sharma also pointed out an incident of abusive remarks against the wife of Kirti Chakra recipient Captain Anshuman Singh. NCW took suo moto cognizance and promptly requested Delhi Police to lodge an FIR against the accused who is believed to be located in Pakistan. The police took cognizance of NCW’s demand for urgent action in the case and commenced an investigation.

Medical officer Captain Anshuman Singh, 26 Punjab Regiment, Siachen Glacier, laid down his life on 19 July 2023 in a fire break-out at an Indian Army ammunition dump in an act of heroic rescue of people. He was posthumously awarded the Kirti Chakra. The decoration was received by his wife Simriti and mother from President Droupadi Murmu.

NCW Chief Rekha Sharma Proudly Casts First Senior Citizen Vote in Booth

National Commission for Women (NCW) chief Rekha Sharma proudly exercised her voting rights in the sixth phase of the Lok Sabha election on Saturday, marking herself as the first senior citizen to vote at her designated booth. Posting on X, chief Rekha Sharma shared her accomplishment alongside a photo displaying her inked finger and a certificate from the District Election Office, urging fellow citizens to participate in the electoral process and select their leaders.

Earlier, Bansuri Swaraj, the BJP candidate from New Delhi constituency, cast her vote, echoing Sharma’s call for voter participation. Describing the election as a “mega festival of democracy,” Swaraj encouraged people to fulfill their civic duty by casting their votes. Before casting her vote, Swaraj sought blessings at the Jhandewalan temple, expressing reverence for Jhandewali Mata.

Daughter of the late Union Minister Sushma Swaraj, Bansuri Swaraj is contesting against AAP’s MLA Somnath Bharti in the ongoing Lok Sabha elections.

Voting commenced early in the morning across 58 parliamentary constituencies spread over six states and two Union Territories, marked by stringent security measures. Polling stations opened at 7 am and will close at 6 pm, with provision for those in line at closing time to cast their votes.

In Delhi alone, voting is taking place across seven parliamentary constituencies: Chandni Chowk, East Delhi, New Delhi, North East Delhi, North West Delhi, South Delhi, and West Delhi. Over 11.13 crore voters are expected to participate in this phase, determining the fate of 889 candidates, including former Chief Ministers Manohar Lal Khattar contesting from Karnal as the BJP candidate and Mehbooba Mufti, the PDP nominee from Anantnag-Rajouri.

NCW Summons Arvind Kejriwal’s Former Aide Over Swati Maliwal Assault’s Case

The National Commission of Women issued a summons to Delhi’s chief minister Arvind Kejriwal’s former PS Bibhav Kumar this Friday over an alleged assault of Swati Maliwal.

Further, 3 senior police officer also reached maliwal’s house to record her statement.

According to NCW letter, it said, “The National Commission for Women had taken suo moto cognizance of the media post captioned ‘DCW chief Swati Maliwal accuses Arvind Kejriwal’s personal secretary of assaulting her’, wherein was reported that Ms. Swati Mailwal. Rajya Sabha MP and former DCW chief has alleged that the Pvt. Secretary of Shri Arvind Kejriwal had brutally assaulted her at CM’s residence.”

What Has Happened So Far?

It is recently alleged, that Arvind Kejriwal’s Aide PS Bibhav Kumar assaulted Former DCW chairperson and Rajya Sabha MP Swati Maliwal at CMs residence.

At the start, the Aam Aadmi party remained silent on the matter. But later, another Rajya Sabha MP Sanjay Singh announced, that they have noted the incident and will take tough action on this matter.

But Arvind Kejriwal has so far, refrained from commenting on this issue during his joint press conference with Akhilesh Yadav.

Bihar Assembly in Disarray Over CM Nitish’s Birth Control Comments

Chaos erupted at the Bihar Assembly during the ongoing Winter Session on Wednesday as Opposition members rushed to the well, raising slogans against Chief Minister Nitish Kumar due to his objectionable remarks on birth control made the day before.

“I apologize and take back my words,” the Bihar CM told reporters after BJP legislators prevented his entry into the legislative assembly.

On Tuesday, during a debate on caste census in the Winter Session of the Assembly, the Bihar Chief Minister sparked controversy by stating that women should be educated to avoid sexual intercourse leading to pregnancy. He emphasized the need for girls’ education to address the issue of population growth in the state.

Kumar, in his address to the Assembly, claimed that the fertility rate in the state, previously at 4.3%, had dropped to 2.9% according to a report from last year.

“I would like to apologize to those whom I may have offended with my words,” Nitish Kumar told reporters on Wednesday.

His remarks incited strong criticism from the BJP, as well as the chairperson of the National Commission for Women (NCW), who demanded an unconditional apology.

In response, BJP spokesperson Shehzad Poonawalla condemned Kumar’s statement, calling it “despicable, disgusting, atrocious, obnoxious, and anti-women.” He expressed concerns about the impact of such remarks and behaviour within the state.

Union Minister of State Nityanand Rai also expressed strong disapproval, stating that Nitish Kumar had lost his “mental stability” and should apologize and withdraw from politics.

Bihar Deputy CM Tejashwi Yadav defended Nitish Kumar, asserting that his remarks were about sex education and should not be misinterpreted as offensive. He clarified that the Chief Minister was discussing practical ways to address the issue of population growth and that this should be considered as a matter of sex education.

NCW team heads to Howrah to investigate violence against woman, will later go to Malda

The National Commission for Women announced on Monday that a team led by its chairperson, Rekha Sharma, is traveling to Howrah to look into a horrifying case of violence against a woman. They proceed to Malda, where two tribal women were allegedly stripped naked, tortured, and brutally beaten a few days ago, according to NCW in a Tweet. The tweet from NCW stated, “The NCW team is in Kolkata with The Chairperson @sharmarekha and heading to Howrah to investigate the horrific case of a woman who was brutally assaulted, molested, and paraded naked by political goons.”

“Thereafter they will be headed to Malda. The team from NCW shall take into account its findings after interaction with all the concerned authorities; recommend remedial measures for preventing recurrence of such incidences in future,” read the tweet further.
On July 21, a BJP worker from Howrah’s South Panchala claimed that during the recent panchayat polls in the state, she was dragged outside the polling booth and her clothes were ripped off. The woman said that she has filed an FIR in the incident.

On the other hand, the Bharatiya Janata Party charged chief minister Mamata Banerjee on July 22 with failing to give women in the State security. In response, the Trinamool Congress, which is in power under Mamata Banerjee, claimed that the BJP was unnecessarily politicking the matter and that the women had been caught stealing, which had incensed the locals.

BJP’s IT department head Amit Malviya took to Twitter to post a purported video, that has surfaced on social media, of the incident, which he claimed took place on July 19 in Pakua Hat, a weekly market, of Bamangola Police Station in Malda.
Women and Child Development Minister of West Bengal Shashi Panja said, “There is absolutely no need to politicise the Malda incident. It was a case of theft, where the two ladies tried to steal something from the market. A group of women tried to take law and order into their hands and started beating them. However, the police reached the spot. A case has been registered and police are investigating the matter.”

NCW take suo moto cognizance over Manipur horrific incident

The National Commission for Women (NCW) criticised the Manipur incident in which two women were paraded naked on a road by a group of males, which went viral on social media on Thursday.

After witnessing the horrific incident, NCW took to their official Twitter handle and penned “NCW condemns the Manipur incident. Taking suo moto cognizance. The DGP Manipur has been asked to promptly take appropriate action.”

In addition, NCW chief Rekha Sharma said, “One main accused in the incident has been arrested and by the evening more culprits are likely to be arrested. We have also given a notice to Twitter against allowing the circulation of such videos on their platform.

“This is indeed shocking and the NCW has taken cognizance of the incident. Many such incidents are coming to light from Rajasthan and Manipur. I am in constant touch with the administration and the accused will be punished.”

Notably, a video of two women being paraded naked by a bunch of guys went viral the day before, sparking more outrage.

The incident, however, occurred in May of this year. According to Manipur Chief Minister N Biren Singh, police made their first arrest in connection with the event.

“Last night at around 1.30 am, we arrested the main culprit,” the Manipur chief minister said in a statement.

“Every man and every human being will condemn this act,” Singh said adding that they will seek for the perpetrators to get punishment “to the maximum possible extent.”

“Really shocked when I saw the video and after seeing it I inquired about the incident it happened on 4 May…but this video leaked after 40 days. I asked for mass combing ops…and last night itself we arrested one man involved,” the Manipur chief minister said.

DCW Chief Dragged By Car In AIIMS, FIR Registered

Kanjhawala road accident: NCW seeks detailed action with medical report

In the Kanjhawala incident in Delhi in which a woman dies after being dragged under a car in the matter, the National Commission for Women (NCW) sought detailed action along with the medical reports.

Earlier on Sunday, a car hit the woman who was killed and then dragged for a few kilometers on the road. The condition of the girl after the incident was terrible and her clothes were also not there on her body.

“The Commission has taken cognizance of the reported crime. Considering the gravity of the matter, Chairperson Ms. Rekha Sharma has written to the Commissioner of Police, Delhi to conduct a fair and time-bound investigation into the matter. The Commission has also sought that post mortem must be conducted of the victim to ascertain whether the victim was sexually assaulted or not,” an official statement read.

Deputy Commissioner of Police (Outer District) Harendra K Singh on Monday said, “As per our investigation, it was a fatal accident. All five persons who were present in the car have been arrested. They will be produced before the court today. The postmortem of the deceased woman will be conducted through a board of doctors.”

Talking to the media deceased’s mother said, “I had a conversation with her at around 9 pm, and she said she will return by 3-4 am. She used to work as an event planner for weddings. In the morning, I got a call from the police and was informed about the accident. I was taken to the police station and was made to wait.”

“When my brother arrived at Police Station, he was told about the death of my daughter. My brother told me about it,” said the mother of the deceased.

“My daughter was the only earning member in our family. She was wearing so many clothes but not a single piece of cloth was there on her dead body, what kind of accident was it,” the deceased mother stated.

Meanwhile, the Kanjhawala incident was eyewitnessed by Deepak Dahiya runs a confectionery shop and narrated the horrific ordeal. Dahiya said the girl was dragged for 18 to 20 kilometers and got entangled under their vehicle.

Moreover, Delhi Commission of Women (DCW) chief Swati Maliwal also took cognizance of the incident and a notice has been issued to the Delhi police.

“The naked body of a girl was found in Delhi’s Kanjhawala, it is being told that some boys in an inebriated state hit her scooty with a car and dragged her for several kilometers. This matter is very dangerous, I am issuing an appearance summons to Delhi Police. The whole truth should come out,” Maliwal said.

However, at the SGM hospital, Mangolpuri the girl’s body was sent and at the mortuary of the hospital, the body has been kept.

NCW chief chairs Monitoring Committee Meeting in Srinagar

Rekha Sharma, chair of the National Commission for Women (NCW), presided over the second Monitoring Committee meeting of the 12 pilot Special Cells for Women at the Institute of Hotel Management Raj Bagh in Srinagar.

The Chairperson received an overview of the 12 pilot Special Cells for Women that would operate in Jammu and Kashmir and Ladakh from April 2022 to October 2022. The meeting included in-depth talks on the special cells and recommendations for moving forward from the relevant Monitoring Committee members for the Special Cells for Women to function effectively.

“It was given out in the meeting that 256 outreach activities about women’s safety and empowerment had been conducted by Special Cells for Women during that period. It was also revealed that 1307 total interventions have been carried out by Special Cells, and 2755 meetings have been conducted in 575 cases of women who registered at Special Cells for Women, which include individual, group, and family meetings as well as home visits. The Monitoring Committee has been constituted under the “Violence Free Home—A Woman’s Right” project, according to an official statement.

In her remarks to the group, Chairperson NCW stated that we would soon increase the number of special cells in order to reach a wider audience. She also added that we needed to increase our visibility by actively educating communities about gender-based violence.

She emphasised the necessity of expanding awareness campaigns coordinated with the police and other related departments for the Special Cells to operate effectively.

She also asked how many complaints the various districts’ women’s cells had received, adding that any assistance needed should be given to women who are experiencing violence of any kind.

The Joint Secretary, NCW, emphasised the importance of raising awareness of the Special Cells, mobilising Self Help Groups, and the necessity of working in concert.

Neha Mahajan, Special Coordinator, NCW, GoI, presented a vote of thanks during the event.

Auction of girls in Rajasthan: “Same activities take place in Sawai Madhopur too,” says NCW chief

Rekha Sharma, Chairperon of National Commission for women, on Monday made huge revelations in the alleged auctioning of girls case and said that the same activities are happening in Sawai Madhopor too.

“It was all managed by the administration in the night. This was in Bhilwara. But the administration didn’t know that I was in Sawai Madhopur too. The same activities are taking place there too. Girls are being kidnapped, brought here, and passed off as their own,” said NCW chief Rekha Sharma. Highlighting the current situation in the region she added, “When my team reached there (Bhilwara), nothing was found. Through media conversations with Dhaba owners, it was found that such activities indeed take place there but as soon as the news came to light, houses were locked.”

She also called out the local administration for not meeting up with her to discuss the issue.

“I’m trying to meet officials. Chief Secretary is busy with PM Modi’s event. DGP is inaugurating something somewhere. He’s not interested in meeting. He’s more interested in winding up his work,” she added.

Stressing the linkage between the cases she cited,” It’s not possible that there’ll be 8-10 girls in every family. False documents are being produced for them. DNA tests would reveal that they don’t belong to those families. A proper SIT, under an IPS officer, would have to be constituted. All these cases are interconnected.”

Rajasthan Director General of Police (DGP) ML Lather said that the state police is strict towards atrocities against women, after reports of girls being auctioned on stamp papers in Bhilwara surfaced.

“Rajasthan Police is strict towards atrocities against women. The media has been told about two victim girls and a case was registered in the year 2019 in relation to the incident with both the girls,” he said.

The DCP further added that a case was registered in Hanuman Nagar police station of the district under various sections of IPC, POCSO Act, JJ Act and IT Act.
“In the year 2019, Operation Gudiya was run in the Bhilwara district in connection with the purchase and sale of girls,” he said.

Sangeeta Beniwal, the chairman of the Rajasthan State Commission for Protection of Child Rights, convened a meeting at the Bhilwara Collectorate earlier on October 29 in response to reports of girls being sold at auction on stamp papers nearby.
At the meeting were the District Collector, the Superintendent of Police, and other representatives.

“I came to know from DSP and Collector that this case is from 2019. At that time, police presented a challan of 25 people in court. Out of 6 girls, 4 have been rehabilitated & 2 are in girls’ homes as they’re from other states. I’ll reach them soon and get complete information,” said RSCPCR chief, Sangeeta Beniwal.

“Rajasthan CM is in denial when he says 50% of rape cases in Rajasthan are fake”; says Rekha Sharma

National Commission for Women (NCW) President Rekha Sharma lashed out at Rajasthan Chief Minister Ashok Gehlot on Saturday over his statement that 50 percent rape cases in Rajasthan are fake.

Taking to Twitter Sharma said, “Rajasthan CM @ashokgehlot51 is in denial when he says 50% of rape cases in Rajasthan are fake. Exactly with the same mindset, his police work, and that’s why women in the state don’t get justice.”

Earlier on Friday, CM Gehlot said that the cases of crimes against women in the state are false. Because of the compulsory FIR system in the state rape case numbers have increased.

“Who commits rape? In most cases, the crime is committed by acquaintances of the victim, including relatives. About 56 percent of cases of crimes against women were fake as false cases were filed. We have initiated action in this matter,” CM Gehlot said.

“The DGP is standing next to me. I would like to say that those who file false cases should not be spared so that others don`t dare to defame the state by filing false cases,” Gehlot further added.

According to the National Crime Records Bureau (NCRB), in 2021 Rajasthan is placed second in crimes against women.

Dumka Killing: Deceased Ankita cremated; Section 144 imposed

Ankita Singh, who succumbed to injuries after being set ablaze by a boy for rejecting his proposal was cremated on Monday.

Earlier on August 23, the accused Shahrukh was arrested. People of Dumka protested after the Class 12 girl was set ablaze and died on 28 August. Section 144 has been imposed in Dumka.

Chief Minister Hemant Soren said, “Such people should not be forgiven, they should be given the strictest of punishments. Laws should be brought in to further strengthen the existing laws for such incidents.”

“A lot of evil acts are being seen in society. This incident is heart-wrenching and the law is taking its course. The accused has been arrested. It is our effort to see that he is punished at the earliest,” Soren added.

Former Jharkhand CM Raghubar Das said, “It is very shameful for Jahrakhand the way that boy entered the girl’s house, poured petrol, and set her ablaze. There have been thousands of crimes against women in Jharkhand after Hemant Soren became Chief Minister. There are love jihad cases also among the tribal population. The people from Bangladesh are entering and marrying innocent tribal girls and usurping their land.”

Questioning the state administration for the death of the girl union minister Arjun Munda said, “Who is responsible for such incidents? Were appropriate measures taken to save the victim or not? If the victim dies, how will the guilty be punished? The state government should answer on all these subjects and to maintain the confidence of the public, the government should give a statement that what is the law and order situation for these incidents which are happening in Jharkhand.”

Dumka’s SP Ambar Lakda said, “The accused Shahrukh has been arrested. We’ll apply at fast track court for a fast trial. People are cooperating with us. We appeal to people to maintain peace. The situation is under control and Sec 144 has been imposed.”

Reacting to the matter, Jharkhand Health Minister Banna Gupta said, “The state government is serious regarding the murder of a girl in Dumka. Stringent action will be taken against perpetrators. We will ensure a fast trial. We have talked to DC in this regard,” Gupta said.

Moreover, on the Dumka incident, NCW takes cognizance and said, “Since arrest already made we asked Jharkhand DGP for action taken report. There’s a mindset that you forcefully ask a woman to marry you&if she refuses, set her ablaze-it’s pathetic. There should be conversation on this,” said the NCW chief on the death of a girl after being set ablaze in Dumka.

However, on 23 August accused Shahrukh poured petrol on Ankita and set her ablaze when she was asleep. Ankita Kumari was a student of class 12 and allegedly turned down his proposal. Kumari was first admitted to Phulo Jhano Medical College and Hospital in Dumka in critical condition and later she was referred to Rajendra Institute of Medical Science (RIMS), Ranchi.
