Capital Loss as Monsoon Fury Disables Delhi and NCR

It was the night of deluge. It had never rained as much as it did on Wednesday for a long long time. Residents of the city remembered a similar happening sometime in mid-April in the early 1980s when the fury of the nature played havoc. Hundreds of cars had been left stranded that night and as a reporter with the Times of India and on the night shift, I had not only witnessed the horror but also had to report on it. More than 40 years down the line, it seems, nothing has changed in terms of preparedness. The civic authorities and the Administration were as unprepared as they were then. The only difference now was that despite having more facilities and resources at their command, the functionaries were thoroughly exposed. Their tall claims fell on the side as traffic snarls and water logging in the entire NCR region, forced those who were outside to face the wrath of the nature with virtually no working infra-structure. It has always been a great mystery why the infra-structure remains sub-standard despite thousands of crores pumped in improving it annually.

There is always the frozen frame of a bus submerged in water under the Minto Bridge which gets published in newspapers year after year. The Lutyens zone which was far better than other places is equally bad and there is virtually flooding at every roundabout. This time, the rains brought life to a halt around the new Parliament building as well as areas in the vicinity with reports of roof leaking and water-logging pouring in.

Apart from the heavy losses incurred in many areas, the desperation of civic authorities had its own story to tell. While new buildings have come up, adding to the pressure, the NDMC, was evidently unable to upgrade the corresponding infra-structure leading to complete chaos. The outskirts were no different. Water had accumulated on major roads and vehicles were stranded all over. The stretch between Rajokri and Kapeshera for instance, has a road filled with potholes for several years now. For some odd reasons, the concerned agency has not been able to rectify the faults. The airport was hit and many flights had to be diverted. Gurugram and NOIDA were no better and the lack of a proper drainage system was once again exposed. The CAG which goes through the spending of these agencies, must find out where has the money gone, and hold officials responsible.

More than 20 deaths have been reported in the NCR and there has to be some accountability. A few days earlier, there was flooding in the basement of a coaching centre, leading to the death of three UPSC aspirants. The police added to the problem by arresting the driver of a SUV, who had no connection with the tragedy. Fortunately, the courts have granted him bail. All these point to a complete breakdown, and those in charge, obviously do not seem to understand the issues, so to expect them to solve the problem is something which is too much to ask.

The blame game has commenced with the BJP holding the AAP responsible. The Congress has jumped into the fray as well and is trying to make its relevance felt. Overall, politics has further contributed to the misery of the people who need respite. The Lt.Governor who is the overall Boss, has to ensure that those who report to him must give him satisfactory answers. His brief should be to go beyond blaming the elected government but to ascertain how did things come to such a pass. Or everything was good on paper but the collapse denotes the real picture and not deception as presented by the bureaucracy. The Centre must understand that Delhi and the NCR have a peculiar kind of issues and only those who have served there in the past can help in identifying them.

Therefore, while bringing in functionaries from other states, every effort should be made to find whether they are equipped to deal with the situation. In their overenthusiasm to please their political masters, bureaucrats and officials, overlook a number of things and the outcome is for everyone to see. The traffic police should be involved in ensuring that roads do not get affected. The dividers on many thoroughfares contribute in accumulation of water since there is no drainage.

The construction of roads also is erratic and the slope on the sides is in the wrong direction. Lessons should be taken from the original Lutyens zone planning. Trees were planted many metres away from all roads which were single carriage ways. Even after they were expanded and made double carriage, the trees were not in the way but continued to serve their purpose. There were storm water drains on either side which the NDMC closed and replaced them with pipes which did not have the capacity to carry as much water which was getting accumulated, thus leading to flooding. Problems in Delhi and the NCR and other cities as well, should be looked into by experts and not bureaucrats who haven no accountability. Solutions have to be found.

Blaming political parties or the weather in this modern age is not the answer and not a step towards the future to make India into a super power. The difference between developed nations and the developing ones is very huge. Efficient functionaries can only bridge this gap.

Three Children Die After Under-Construction House Wall Collapses in Greater Noida

After heavy rainfall pounded the Delhi-NCR regions on Friday, tragedy struck in Dadri, Greater Noida, Uttar Pradesh, where three children lost their lives after a wall of an under-construction house collapsed in Khodna Kalan village. The incident, which occurred under the jurisdiction of Dadri Tehsil, trapped eight children under the debris of the collapsed wall. Emergency services responded swiftly, and while three children succumbed to their injuries, the remaining five were rushed to the hospital for treatment, where they are currently undergoing medical care.

Atul Kumar, the Additional District Magistrate of Gautam Buddha Nagar, provided details on the incident, stating that the collapsed wall resulted in a tragic loss of life for three children, with ongoing relief efforts at the scene. He assured that authorities are investigating the incident thoroughly and pledged financial assistance to the affected families.

Meanwhile, in Delhi, adverse weather conditions led to another unfortunate incident at Terminal 1 of the Indira Gandhi International Airport. A canopy collapse resulted in one fatality and injuries to eight individuals. Delhi International Airport Limited (DIAL) promptly formed a technical committee to investigate the cause, with further details and a report expected soon. Flight operations at Terminal 1 have been suspended temporarily, with airlines rescheduling flights to Terminal 2 and Terminal 3 until the affected areas are deemed safe for operations.

The India Meteorological Department reported that Delhi Safdarjung recorded a staggering 228.1mm of rainfall within 24 hours, marking the highest June rainfall since 1936. This deluge far exceeded the area’s 30-year average of 75.2 mm, underscoring the severity of the weather event that caused these tragic incidents.

Short Circuit Causes Apartment Fire in Noida

Officials reported that a fire erupted due to a short circuit at an apartment in Noida Sector 119. The incident occurred on Wednesday night at the Eldeco Aamantran Society on the 17th floor. Upon receiving the information, the fire brigade promptly arrived and extinguished the fire. Fortunately, there have been no casualties reported. Further details are awaited.

In a separate incident on June 2, a significant fire broke out in a warehouse near the National Thermal Power Corporation (NTPC) in Greater Noida. Police confirmed that there were no casualties. Firefighters swiftly responded to the scene and successfully extinguished the flames.

Fog in Delhi, parts of NCR; extreme cold weather likely to continue for next few days

Heavy fog caused visibility issues in several areas of the national capital on Wednesday morning as people in Delhi and the National Capital Region awoke. As predicted by the IMD, the maximum temperature in Delhi is expected to reach approximately 20 degrees Celsius, while the minimum temperature was only 9 degrees on Wednesday. In the coming days, Delhi is expected to experience extremely low temperatures, with a minimum of 7 degrees Celsius on January 3, according to IMD.

According to the Met Department “Visibility Recorded (at 530 am today) (was less than 200 metres): Rajasthan: Bikaner, Jaipur & Ajmer-50 each; Jammu Division: Jammu-200; Haryana: Ambala-200; East Madhya Pradesh: Sagar-200. Current Visibility over Delhi: Sardarjung-500m and Palam-600m.”
Visuals from the Indira Gandhi International airport showed dense fog over the airport. Several flights to and from Delhi were delayed due to low visibility.
At least 26 trains arrived late due to fog in the national capital, Indian Railways said.

Delhi air quality still classified in ‘poor’ category

This morning on Wednesday, the National Capital’s air quality index is still classified as “poor.” The AQI values at 7 a.m. in Ashok Vihar and the Alipur area were 288 and 260, respectively, indicating “poor” air quality, according to official data. 184, or “moderate,” was the AQI recorded by Aya Nagar in the ITO Delhi, while 381 for the ITO Delhi, or “very poor,” was the AQI. The Indira Gandhi International Airport (T3) also had an AQI of 232, which is considered “poor.”

The air pollution in the National Capital had improved slightly on Tuesday morning following light rainfall in several parts of the Delhi-National Capital Region on Monday.
The air quality index from 0 to 100 is considered ‘good’, 100 to 200 ‘moderate’, 200 to 300 ‘poor’, 300 to 400 ‘very poor’ and from 400 to 500 or above ‘severe’.
Meanwhile,Delhi Environment Minister Gopal Rai on Tuesday advised citizens to remain cautious, although the air quality improved after the rain on Monday.

According to Gopal Rai, the minister of the environment in Delhi, “A few days ago, Delhi’s AQI had risen to the ‘Severe’ category. The city saw some light rain on Monday, which has improved the pollution situation. The variation will continue. I ask everyone in Delhi and the NCR to exercise caution.” Gopal Rai went on to say that although stubble burning had stopped in Punjab, the NCR region’s activities were still significantly affecting pollution at the time.

Delhi to implement odd-even vehicle norms from November 13 to 20 to curb pollution

The Delhi government made the decision on Monday to reinstate the odd-even rule from November 13 to November 20 due to worries about the quality of the air declining. Following a high-level meeting, Delhi Environment, Forest, and Wildlife Minister Gopal Rai informed the media that the decision will take effect one day after Diwali, which is observed on November 12, and last for a week. He stated that a choice about expanding the odd-even rule would be made at a later time.

“In view of air pollution, the odd-even vehicle system will be applicable for one week from 13th to 20th November…,” Gopal Rai said.
He said there is a possibility that the wind speed will increase on November 7, 8 which is expected to reduce the level of pollution.
“As per the forecast, the wind speed will be 12km/hour tomorrow, 7th November and if the speed reaches 10 to 12 km/hour, then there is a possibility that the level of pollution accumulated here might disperse. Similarly, the wind speed will be 8-10 km/hour on 8th November. It is expected that the speed of wind will increase on November 7 and 8 November which will reduce the level of pollution…,” he said.

The Delhi government has implemented a traffic rationing scheme called odd-even scheme, which permits vehicles with registration numbers ending in odd digits on odd dates and even digits on even dates. The System of Air Quality Forecasting and Research (SAFAR-India) reported that the National Capital’s air quality was 488 today, up from 410 the previous day. In order to stop the further deterioration of the air quality, the Commission for Air Quality Management (CAQM) decided on Sunday to implement Stage IV of the Graded Response Action Plan (GRAP) throughout the entire National Capital Region (NCR) with immediate effect.

Centre’s GRAP comes into effect from today to control pollution in Delhi

The Graded Response Action Plan (GRAP) of the center has been put into effect in Delhi as of right now due to the potential for an increase in pollution levels during the winter. The GRAP’s Winter Action Plan steps are very crucial. GRAP consists of a total of four stages.

Stage 1 – ‘poor’ (AQI 201-300); Stage 2 – ‘very poor’ (AQI 301-400); Stage 3 – ‘severe’ (AQI 401-450); and Stage 4 – ‘severe plus’ (AQI >450).
The action plan was implemented as an emergency response mechanism to poor air quality levels. But this time, the government implemented GRAP even before the worsening of Delhi’s air quality.

Only when the air quality becomes extremely poor will different phases of the action plan be put into action. Delhi’s Air Quality Index (AQI) is currently below 200. The Environment Ministry announced on Friday, in advance of the implementation of the GRAP to combat pollution, that diesel generator sets for all capacity ranges will be permitted to operate in Delhi-NCR from October 1 through December 31 as a one-time exception. The Commission for Air Quality Management made the choice.

Since May 15, the commission has prohibited the use of diesel generator sets in the National Capital Region (NCR)’scommercialand industrial sectors. Residents’ welfare organizations vehemently disagreed with CAQM’s earlier decision to outright forbid diesel gensets during GRAP.

Parts of Delhi are hit by rain , more showers likely in NCR region today

On Sunday, the Regional Meteorological Centre in Delhi issued a forecast for Delhi and surrounding areas that included light to moderate rain and thunderstorms.

“Light to moderate intensity rain with thunderstorm moderate intensity rain over few places would continue to occur over and adjoining areas of entire Delhi and NCR ( Loni Dehat, Hindon AF Station, Bahadurgarh, Ghaziabad, Indirapuram, Chhapraula, Noida, Dadri, Gurugram, Faridabad, Manesar, Ballabhgarh),” IMD shared in a post on social media platform, X.

The maximum and minimum temperatures in Delhi during the past 24 hours were 32 and 24 degrees Celsius, respectively, according to an IMD release.
On the night between Saturday and Sunday, some areas of Delhi experienced light rain.
Safdarjung, the airport, Rajghat, Vasant Kunj, Munirka, Narela, and other parts of the city experienced mild rain on Saturday night that persisted into early Sunday morning.

More rainfall is expected to lash Delhi in the next couple of days, as per the weather forecast, bringing further respite from the humid weather conditions that persisted in the national capital for the last few days.
IMD has also forecasted rain in several districts of Haryana and Uttar Pradesh.
“Mattanhail, Jhajjar, Farukhnagar, Kosali (Haryana) Sikandrabad, Bulandshahar, Shikarpur, Pahasu, Debai, Narora, Atrauli, Iglas, Raya, Hathras, Mathura, Jalesar, Sadabad, Agra, Jajau (U.P.) during next 2 hours,” IMD said.

Khalistani Spray Paintings Removed From NCT- Delhi Police

Delhi Police on Thursday said that “Khalistan Zindabad” and other anti national slogans that sprung up as spray painting on walls in 10 areas in the national capital have been cleared.

Spray painting written in Gurmukhi and Hindi with ‘Khalistan Zindabad’, and ‘Refrandum 2020 ‘ was painted on a wall in the Paschim Vihar region of the capital city today. The advancement comes days before Republic Day festivities for which security has been tighted in city. Delhi Police said that it is not a “security-related issue” and that lawful action would be taken against those engaged with the matter.

“Anti-national, Khalistan-related graffiti appeared overnight at some locations in Delhi. The graffiti appears to have been painted under the cover of darkness and appeared in deserted and empty places. This is not a security-related issue. Legal action will be taken in this matter,” Suman Nalwa, the Public Relations Officer of Delhi Police told news agency .
The PRO highlighted that Delhi Police has put in place robust security arrangements for January 26. “The focus of our security is January 26. Every unit of Delhi Police is working to ensure that no untoward incident takes place,” the Delhi Police PRO said.

CNG prices increased by 95 paise in Delhi-NCR

The prices of the CNG have been increased by Indraprastha Gas Limited (IGL), which operates CNG stations across the Delhi-NCR from Saturday, 17 December. Meanwhile, CNG will be 95 paise costlier now. In Delhi, the customers have to pay up to Rs. 79.56 for a kg of CNG and in Noida, Greater Noida, and Ghaziabad it will cost around Rs. 82.12 per kg. In Gurugram it will cost Rs. 87.89 from Saturday. Moreover, since October 2021 the gas distributors have been periodically raising prices.

Delhi Pollution: Blanket of smog welcomes winter, AQI 315 recorded

Delhi breathed in a ‘very poor’ category of air as winter has knocked the national capital. A layer of smog covered the NCR on Sunday morning as the overall Air Quality Index was recovered at 315, according to SAFAR. The national capital recorded AQI at 301(very poor) on Saturday too.
In the meantime, the Lodhi Road area’s AQI dropped to the “very poor” level, landing at 301. Due to elevated PM 2.5 concentrations, the SAFAR recorded an AQI reading of 331 (extremely poor) at Mathura Road. With an AQI of 332, the Delhi Airport Terminal didn’t fare much better (very poor).
Similarly, Noida’s AQI of 345 placed its air quality in the “bad category.”

The Air Quality Index is a tool for clearly explaining the status of the air quality to the general public. It simplifies complicated information about the air quality caused by different pollutants into a single number (index value), nomenclature, and color.

When the Air Quality Index is between 0 and 100, it is good; when it is between 100 and 200, it is moderate; when it is between 200 and 300, it is poor; when it is between 300 and 400, it is very poor; and when it is between 400 and 500 or higher, it is severe.

The Sub-Committee for Invoking Actions Under the Graded Response Action Plan (GRAP) met on November 18 to review the progress of the actions implemented under Stage II and Stage I of the GRAP in the entire NCR despite the continued poor air quality.

According to IMD/dynamic IITM’s model and weather/meteorological forecast, the overall air quality is expected to fluctuate primarily between the “Poor” and “Very Poor” categories over the next three days. According to the Ministry of Environment, Forests and Climate Change, Delhi’s main surface wind is expected to come from the north or north-west.
The Commission Sub-Committee is keeping a close eye on the situation and will adjust the air quality scenario as necessary.

After a building collapses in Gurugram, 2 labourers have been reported trapped

After a building collapsed amid the demolition process in Gurugram, two labourers have been reported trapped under the debris. The officials said that the rescue operation is under process.Fire officer Lalit Kumar said, “As per the initial information, two-three laborers are feared trapped after a building that was being demolished, collapsed. One labourer has been already rescued.”Later, Deepak Saharan, DCP West, told, “It was an old building that was being demolished since 26 September. It was a three-floor building, of which two floors had been demolished. The remaining part collapsed under which three laborers were trapped.”Visuals showed the State Disaster Response Forces (SDRF) staff at the site to carry out rescue operations.
