</excerpt>

The NDA government has arrived at the scene once again. India has an influential power internationally, which it probably has never wielded since Independence. Our economy is on an upswing. That it can no longer bulldoze India and, beyond a point, and India would not hesitate from a bloody retaliation has been realised for the first time by China. The government must have a well-orchestrated strategy for the next five years. The following nine points should merit grave contemplation on internal security.

One, Internal Security Ministry.
The Ministry of Home Affairs has become over bloated and cumbersome. Internal security issues calling for prompt actions, quite often do not get the swift and meticulous attention they deserve. It is imperative that a young, junior minister working in the MHA is assigned an independent charge of internal security. What an impact such an arrangement can make was shown by Rajesh Pilot.

Two, a doctrine on internal security.
There is too much adhocism in dealing with internal security challenges, especially with a change in government. Ideally, the nation must adopt a national security doctrine (NSD). From time to time the National Security Advisory Board has dealt with it and formulated drafts which were never approved. All recognized powers possess an NSD through which they depict the internal and external threats confronting the country and implement strategies for neutralising them. If there are any hindrances in adopting the NSD, its internal security component at least, which is simpler, could be implemented.

Three, the Northeast.
Manipur has been a debacle. Ethnic conflicts persist to simmer with occasional explosions of violence. The Home Ministry’s formation of a multi-ethnic peace committee has been a debacle. It is high time the PM took up the baton. The incubus of illegal migration, drug trafficking and arms smuggling necessitates a meticulous approach.
The Prime Minister has termed the Northeast “a piece of our heart”. A Framework Agreement concurred with the rebel Nagas in 2015 had raised great hopes, but these remain unfulfilled because of the NSCN (IM)’s obduration on a separate flag and constitution. The government must meanwhile demand a rigorous execution of the suspension of operations agreement and ensure that the rebels do not indulge in extortion and forcible recruitments.

Four, Jammu and Kashmir.
We must not be complacent about the designs of the Pakistani deep state. The government must take initiatives to revamp the security grid, restore statehood to J&K and hold elections for the Assembly. Despite the Home Minister’s claim that terror incidents are down by 66 percent since the abrogation of Article 370, the state is far from normal. Terrorists recently struck at four places in the Jammu region. Obviously, they are desperate to puncture the narrative of “Naya Kashmir”.

Five, the Naxal problem.
Nityanand Rai, The Minister of State for Home Affairs, stated in the Rajya Sabha on February 7, that the execution of the “national policy and action plan” brought about a consistent decline in violence and depletion of the geographical spread of left-wing extremism’s (LWE) sway. Violence and the resultant casualties had diminished by 73 per cent from a high in 2010. Rai further revealed that the number of police stations reporting LWE-related violence had declined from 465 police stations across 96 districts in 2010 to 171 police stations across 42 districts in 2023. It is now time for the healing touch with Naxals on the backfoot.
The government should extend them the olive branch, announce an unilateral ceasefire for a month, convince them to come to the negotiating table, address their genuine grievances, and mainstream them.

Six, Intelligence Bureau/CBI.
The IB was established through an administrative order on December 23, 1887. The CBI was established through a resolution passed on April Fools’ Day in 1963, and it extracts the power to investigate from the Delhi Special Police Establishment Act, 1946. The two premier central police organisations, the Intelligence Bureau and the CBI, require restructuring. It is imperative that it is endowed with a statutory basis, with safeguards to preclude the abuse of intelligence to bolster the party in power. The need of the hour is to strengthen the CBI in terms of legal mandate, infrastructure and resources as recommended in the 24th report of the parliamentary committee.

Seven, state police.
The Prime Minister wants the PMO to function as the People’s PMO. Robert Peel, the former British prime minister, is credited to this day for having transformed the ruling parties’ police into the peoples’ police.

Eight, Central Armed Police Forces.
The CAPFs with more than a million persons are infested with serious internal issues of falling standards of discipline, vague criteria for the selection of top officers, unplanned expansion, haphazard deployment, inadequate training, friction between cadre and All India Service officers, etc. The government must appoint a high-powered commission to look into these problems for their long-term solutions.

Nine, technology.
There is a need to set up a high-powered technology mission to recommend the adoption of the latest tech for the new challenges which the police are facing or are likely to face in the future, as suggested by the PM at the DGPs’ conference held in Lucknow in 2021. A country displays its vigour internationally in direct proportion to its internal cohesion, its dexterity to resolve problems within and not have any marshes where terrorists or extremists can have safe havens.

</excerpt>

Union Home Minister Amit Shah announced on Saturday that the government aims to eradicate Naxalism from the country by March 2026. Shah made this statement during an inter-state coordination meeting with Chhattisgarh Chief Minister Vishnu Deo Sai and the Chief Secretaries and Director Generals of Police from Chhattisgarh and neighboring states. The meeting focused on addressing left-wing extremism in the region and reviewed the measures taken against Naxal insurgency and the progress of infrastructure projects in the Red Corridor areas across nine states.

Shah highlighted the government’s efforts to saturate Naxal-affected areas with central and state schemes and advance infrastructure projects despite numerous challenges. He emphasized that the meeting aimed to address these challenges and finalize strategies to combat left-wing extremism effectively. Shah stated that with a 70% reduction in security personnel and civilian deaths compared to the first decade of the conflict, the government believes it is in the final phase of this battle.

“In the first 10 years, 6,617 security personnel and civilians were killed. Now, deaths have reduced by 70%, and civilian deaths have decreased by 69%. We believe our fight is nearing its end phase. By March 2026, we will have completely freed the country from Naxalism,” Shah declared.

Shah also mentioned the successful efforts to build trust in development as a counter to left-wing extremism. The focus has been on establishing the rule of law and fostering development in the region.

The meeting saw participation from police chiefs and officials from states including Andhra Pradesh, Jharkhand, Kerala, Madhya Pradesh, Maharashtra, Odisha, Telangana, and West Bengal—regions where Naxalism has been contained, according to the latest data from the Ministry of Home Affairs.

On August 25, Shah will inaugurate the Raipur Narcotics Control Bureau (NCB) office following a review meeting. Shah is currently on a three-day visit to Chhattisgarh, which began on August 23. Earlier in the day, he visited the Mahaprabhu Vallabhacharya Ashram in Raipur, accompanied by Chief Minister Vishnu Deo Sai and Deputy Chief Minister Vijay Sharma.

On social media, Shah expressed his gratitude for visiting the birthplace of Mahaprabhu Vallabhacharya in Champaran, Chhattisgarh. He noted Vallabhacharya’s contributions to Krishna devotion and the Pushti sect, praising the unique experience and the deep devotion associated with the holy site.

This incident occurred amidst ongoing anti-Maoist operations that have resulted in the deaths of at least 139 insurgents this year.

The Chhattisgarh Police identified the deceased constables as Bharat Sahu and Satyer Singh Kange. According to the police statement, the security forces were returning from a search operation on Wednesday when the IED detonated. The team had been dispatched following intelligence reports indicating the presence of Maoists from the Darbha Division, West Bastar Division, and Military Company Number 2 in the area between Bijapur, Dantewada, and Sukma.

The joint search operation included the Commando Battalion for Resolute Action (CoBRA), a specialized unit of the Central Reserve Police Force (CRPF) trained in guerrilla tactics and jungle warfare. “Additional security forces have been deployed to the area, and necessary arrangements have been made to ensure proper treatment for the injured STF [Special Task Force] personnel,” the statement noted.

This deadly attack occurred on the same day Maharashtra Police killed 12 Maoists near Jarabandi, close to Chhattisgarh’s Kanker district.

On July 9, security forces killed a female Maoist in Chhattisgarh’s Kanker district, bringing the total number of Maoists killed in the state this year to 139. Of these, 137 were killed in the Bastar division, which spans seven districts, including Kanker.

</excerpt>

Two Special Task Force (STF) personnel were killed and four others injured in an improvised explosive device (IED) blast by Maoists in Chhattisgarh’s Bijapur district on Wednesday night, according to police reports.

The blast occurred in the Tarrem area when a joint team of security forces was returning from an anti-Maoist operation in the dense forests at the tri-junction of Bijapur, Sukma, and Dantewada districts.

The operation involved personnel from the STF, District Reserve Guard (DRG), Central Reserve Police Force (CRPF), and its elite unit CoBRA, all of which are part of the state police force. The mission began on Tuesday following intelligence reports about the presence of Naxals from the Darbha and West Bastar divisions, as well as from military company no. 2, the Bijapur police detailed in a statement.

As the team was returning from their operation, Maoists triggered the IED. The deceased personnel have been identified as Bharat Sahu from Raipur and Satyer Singh Kange from Narayanpur district.

Following the incident, additional security forces have been deployed to the area. Arrangements have been made to ensure the injured STF personnel receive proper medical treatment, the police confirmed.

In a related development last month, security forces killed six Maoists in an encounter in Chhattisgarh’s Narayanpur district. This was the largest attack by security forces on People’s Liberation Guerrilla Army company no. 6, a key unit of the Naxalite insurgency. The encounter occurred on June 6 near Gobel and Thulthuli villages within the Orcha police station jurisdiction. The slain Maoists reportedly carried a cumulative bounty of ₹38 lakh, the police stated.

Police recovered weapons from the site, and Bijapur Superintendent of Police Jitendra Yadav stated that the encounter operations are ongoing. Further details are awaited.

Earlier in the week, an encounter in Chhattisgarh’s Kanker district resulted in the deaths of 29 Naxals, with three security personnel sustaining injuries. Bastar Inspector General of Police (IG) P Sundarraj noted that 71 Naxals have been killed since January 2024, calling it a significant development in the fight against Naxals in Chhattisgarh. He emphasized that the fight against Naxals is at a crucial juncture, and efforts are underway to transform the region and its people.

Chhattisgarh Chief Minister Vishnu Deo Sai commended the District Reserve Guard and BSF personnel for their role in the encounter, describing it as a “big achievement.” The operation, in which 29 Naxals were killed, is regarded as one of the largest counter-Naxal operations in recent memory.

</excerpt>

Fifteen thousand security personnel will be deployed in the naxal-affected Gadchiroli district for the first phase of polling tomorrow, a senior official said on Thursday.
Gadchiroli Superintendent of Police Neelotpal told ANI that elaborated security arrangements that have been made in the district to avoid any untoward situation. Surveillance is being maintained through drones in sensitive and highly sensitive areas.
He also appealed to the villagers to come out and vote without any fear.
“We have done a lot of preparation in the last 6 months. 15,000 security personnel will be deployed for voting tomorrow. There are a total of 206 booths. 6 Mi-17 helicopters of the Indian Air Force will be present. Heli-dropping of EVMs and polling parties has been done in sensitive and highly sensitive areas. Apart from this, we have a fleet of 130 drones that will keep an eye on them from the sky,” Neelotpal said.
While there are barricades and police checkpoints at major roads, care is being taken to ensure that the public is not inconvenienced.
“We have appealed to the villagers to come out and vote without any fear and help us in making the elections peaceful and successful,” he said.
Earlier, on April 14, to encourage voting among the people, police launched a public awareness campaign in the naxal-hit Gadchiroli district of Maharashtra.
Taking about the drive, Sub Inspector Govind Khating said, “The objective of this awareness campaign is to encourage the voters to fulfil their duty to keep our democracy alive. The voting which is going to take place on April 19 in the upcoming polls will be a victory for democracy. We have deployed a huge force in the area so that voting can be conducted safely and smoothly.”
Elucidating the fear in the minds of the people in the Naxal stronghold, the SI said, “There is only one fear in the minds of the people that the Naxalites may launch blasts or attacks on them if they go for voting.”
Maharashtra has 48 Lok Sabha seats, the second-largest after Uttar Pradesh. In the 2019 Lok Sabha elections, the BJP won 23 out of 25 seats it contested in alliance with the undivided Shiv Sena.
Lok Sabha polls in Maharashtra will be held in five phases on April 19, April 26, May 7, May 13 and May 20. The counting of votes will be held on June 4.
The undivided NCP, part of the opposition alliance, contested 19 seats and won four. Following the split in 2022, the Shiv Sena, which had earlier formed a coalition government with the Congress and NCP, saw Eknath Shinde break away from the party with his loyalists and align with the BJP.
In the 2019 elections, the BJP emerged as the largest party with 23 seats, followed by the Shiv Sena with 18 seats.

</excerpt>

Naxals launched the People’s Liberation Guerrilla Army (PLGA) week, causing bus services on the Narayanpur-Orchha route to be suspended and injuring two CRPF soldiers in an IED blast.

During the first day of the PLGA week, an improvised explosive device (IED) explosion injured CRPF soldiers in the Barsur police station area, Dantewada Police confirmed. The incident occurred while personnel from the 195th Battalion were attempting to defuse a concealed IED in a Maoist banner near the Saatdhaar bridge on the Barsur Palli route.

Although the injured soldiers are out of danger and currently receiving treatment, bus services on the Narayanpur-Orchha route have been temporarily halted as a preventive measure due to the ongoing PLGA week.

This recent disruption follows an earlier incident on November 27, where suspected Naxals set fire to nearly 14 vehicles and machinery engaged in construction work in Dantewada district. The attack, orchestrated around 1:30 am at Bangali camp under Bhansi police station limits, involved a group of approximately 25–30 individuals, most of whom were disguised as villagers. The swift response from the police helped contain the fire after the assailants fled the scene.

The PLGA week, which runs from December 2 to 8, commemorates the Naxal organization’s founding day and has historically resulted in increased activity and disruptions by the rebel groups, raising security concerns in affected areas.

Previously, on November 27, suspected Naxals attacked construction sites in Chhattisgarh’s Dantewada district, torching 14 vehicles and machines.
Thankfully, no casualties were reported during the arson attack. “The Naxals, about 25–30 in number, many disguised as villagers, set fire to four Hyvas, four pickups, a JCB earth-moving machine, a crane, a sifter truck, two water tankers, and a mixer vehicle,” detailed the police official.

Following the incident, the Naxals fled the scene, and the police arrived quickly, extinguishing the fire. As the situation develops, more information about the incidents will be released.

</excerpt>

An encounter between the Special Task Force (STF) personnel and Naxals erupted in the forest area near Orchha police station in Chhattisgarh on Tuesday. Fortunately, the STF personnel remained unharmed as the Naxals retreated during the encounter. Security forces are currently conducting a search of the area. Officials emphasized that the information circulating on social media about Naxals surrounding polling booths is inaccurate, and voting is proceeding as scheduled.

With voting for the first phase in Chhattisgarh polls underway, the Naxals fired at District Reserve Guard (DRG) personnel deployed for an outer cordon around 2 kilometres away from Banda polling station on Tuesday morning, police officials said. “Security forces retaliated and the firing from Naxals’ side stopped after 10 minutes,” the police stated. Meanwhile, all jawans are safe, and voting continues, they added.

In a separate incident earlier on Tuesday, a Central Police Reserve Force (CRPF) jawan was injured in an IED (Improvised Explosive Device) blast triggered by Naxals in the Tondamarka area of Sukma district in Chhattisgarh. The jawan was deployed for election duty at the time of the explosion.

Chhattisgarh, with its 90-member legislative assembly, is undergoing elections in two phases, with the second phase scheduled for November 17. Of the 20 constituencies currently undergoing polling in the state, 12 are located in the Bastar division, including areas affected by Naxal activity. Voting is taking place in districts like Bastar, Dantewada, Kanker, Kabeerdham, and Rajnandgaon.

The final step in this electoral process, the counting of votes, is set for December 3, after which the composition of the new legislative assembly will be determined.

Naxalism has retreated to a great extent with the work we have done in 5 years. As a result, polling booths have been set up inside villages. People will vote in their village itself. There is a possibility of high voting percentage in naxal affected areas” said Bhupesh Baghel.

The Naxal stronghold of “Burha Pahar,” a mountain range covering 55 square kilometres that touches three districts in Jharkhand and Chhattisgarh, was taken over by security forces in September of this year. Operation Octopus is still actively searching the area for explosives, hidden weapons, and ammunition.

An operation involving the Central Reserve Police Force (CRPF) general duty battalions, its Naxal-specialized wing CoBRA, the Jharkhand Police, and Jharkhand Jaguar—a special force of the Jharkhand Police—captured “Burha Pahar,” which touches the Balrampur and Latehar districts of Chhattisgarh as well as the Garhwa districts of Jharkhand.

“Burha Pahar” had been an impregnable Naxal bastion for 32 years and was formerly known for the Naxal operation base led by the notorious Naxal Arvind Ji, a Core Committee Member of the Naxals who passed away in 2018.

Since the beginning of “Operation Octopus,” a total of 646 improvised explosive devices (IEDs), 18 factory-made regular weapons, including one light machine gun, 1,588 rounds of ammunition, 22 magazines, one grenade launcher, 85 grenades, 200 grenade arming rings, 78 pressure cooker IEDs and arrow bombs, Insas rifles, carbines, SLR rifles, and an LMG with a bipod, have all been Between September 5 and September 24, these recoveries were accomplished.

Explaining operational details of ‘Operation Octopus’ Inspector General of Jharkhand Sector CRPF Amit Kumar, IPS, who played a key role in the plan, told ANI: “Burha Pahar stretch across 3 districts along the Jharkhand and Chattisgarh border. It was a stronghold of the Naxals. ‘Operation Octopus’ was launched in two phases. The first phase was held in August, when security personnel toured Naxal hideout spots.
“The second phase was held in September, where four camps were established in the region. Our forces are sanitising the area. Arms and ammunition belonging to Naxals are being recovered. A total of 646 IEDs has been recovered so far from the region between September 5 to September 24.”

that “our teams are in a dominant position in the region”, Kumar said, “The operation will continue until and unless we completely dismantle Naxal infrastructure in the region.”
The officer said, “Jharkhand is on the way to becoming Naxal-free.” “Our main strongholds, Burha Pahar, the trijunction of Chaibasa, Khunti, Saraikela, and Parasnath Mountain, are under our control.” “There is another concentration left in Chaibasa, we will take control of it in the next 1-2 months.”

Forces build camps in the Naxal-affected areas, and development works to usher in the region. “Roads are built, electricity supply comes into the region, and normal business activities are initiated.”
“People in Naxal-affected areas now benefit from health and education facilities and welfare schemes. These regions didn’t have the basic infrastructure for the last four decades,” Kumar added.

‘Burha Pahar’ has been an impregnable Naxal stronghold for 32 years and was formerly known for the Naxal operating base managed by the notorious Naxal Arvind Ji, a Core Committee Member of the Naxals who passed away in 2018.
