</excerpt>

The defeat of BJP candidate Gyan Chand Gupta in Panchkula is largely attributed to internal sabotage by some of the party’s own leaders, as well as dissatisfaction with the Municipal Corporation’s performance. These factors combined to undermine the BJP’s campaign and contribute to Gupta’s loss in what turned out to be a closely contested election.
Sabotage by Party Leaders: A key factor behind Gupta’s defeat was the lack of genuine support from certain BJP leaders. While some party figures walked alongside Gupta during the campaign for appearances, their actions did not reflect a commitment to the party’s success. This led to a divided and weakened campaign, as these leaders did not put in the necessary effort to mobilize voters or address the concerns of the electorate. In fact, some of these leaders had their own aspirations of contesting the election, which further motivated them to undermine Gupta’s chances. This internal friction within the BJP not only led to confusion but also to a failure in rallying the party’s base, which cost them dearly in the election.

Dissatisfaction with the Municipal Corporation: The ongoing issues with the Municipal Corporation were another major factor that hurt the BJP’s chances in Panchkula. The local population was visibly upset with the Corporation’s inability to address basic issues such as road repairs, water shortages, and dengue outbreaks. In the lead-up to the election, many residents voiced their frustration with the local administration, particularly the Mayor, who failed to respond to calls for fogging to curb the spread of dengue. Despite numerous requests, residents were left waiting for action that never came. This neglect fueled public anger, and people began associating the BJP with the failures of the Municipal Corporation.
Gupta, as the party’s candidate, found himself in a difficult position. While he tried to address these concerns, he struggled to convince voters that the BJP was capable of solving the problems they faced. His attempts to differentiate himself from the Mayor’s administration were not enough to convince the electorate, who felt their grievances had been ignored for too long.

Close Contest: The Panchkula seat saw a very tight contest, with Congress candidate Chandramohan Bishnoi narrowly defeating Gyan Chand Gupta. Bishnoi received 67,397 votes, while Gupta garnered 65,400 votes, giving Bishnoi a slim margin of just 1,997 votes. The race was incredibly close, underscoring the significance of voter discontent and internal party dynamics. In comparison, the BJP’s performance in the Kalka seat was more pronounced, where the party’s candidate, Power Queen Sharma, defeated Congress’s Pradeep Chowdhary with a larger margin, reflecting different political dynamics in the two constituencies.

</excerpt>

A budget of several crore allocated by Municipal Corporation of Panchkula has gone down the drain as stray cattle moving on the city roads continue to pose a serious threat for the motorists as well as the morning and evening strollers. To add more to the embarrassment of civil bodies, now the mules and mares have added to the category of animals in addition to bulls, cows, and buffaloes, doting the busy main roads passing through the cities.

According to information, not all the cattle heads and animals are abandoned but the mules and mares are learnt to be owned by slum dwellers who leave them on the streets. So is the case of cows and buffaloes who are released by the dairies operating from within the city limits. Interestingly, the city body officials also blame the officials in neighbouring cities of Zirakpur (Peer Muchalla and Baltana) and UT Chandigarh villages pushing their stray cattle into Panchkula’s territory.

Notably, Panchkula’s erstwhile Municipal Council was formed in January 2000 and even after twenty-four years the problem of stray cattle remains unsolved.

‘The issue is being debated for years now.’ Remarks S K Nayyar, a resident activist, who keeps on highlighting these civil issues. He minced no words in elaborating upon the incidents wherein road accidents involving stray cattle have caused serious causalities.

‘I have to travel to Chandigarh everyday and there was a time where I had to encounter a group of mares and mules at every Panchkula roundabout’ said Anju, a Sector 9 resident, who claimed of hitting her car against a bull.

Meanwhile when contacted Panchkula Mayor Kulbhushan Goyal, he denied the presence of mules and ponies straying on the main roads of the roundabouts, even as The Daily Guardian have seen the mules and ponies grazing and straying near the office of civil bodies in Sector-14, Panchkula.

Mayor Kulbhushan Goyal however claimed that civil bodies are in process to float tenders worth Rs. 1.2 crores to deal with this menace.

</excerpt>

This cannot be allowed to pass under any circumstances. The death of three UPSC aspirants in the basement of a Civil Services coaching Centre in Rajinder Nagar in Delhi is something which should never have happened. All it took was 30 minutes of heavy rain and following which water gushed down to the area taking the students by surprise and leading to their horrific death. As expected, the blame game has commenced with political players blaming each other for this tragedy and attempting to score brownie points. Two persons including the owner have been detained but is this sufficient? Many questions get raised and there have to be proper answers. The Delhi Lti.Governor should immediately step in and take stock of the situation, and to begin with, take action against whoever is held responsible in the preliminary inquiry. The action should be against senior officials and not small-time functionaries, who can be easily implicated, though they may have contributed to the incident by their gross negligence.

Those who are supposed to monitor are the ones who should be taken to task. This action should be directed against zonal officials of the Municipal Corporation as well as senior members of the Delhi government. How did this happen? When the completion certificate was given to the building way back in 2021, it was stipulated that the basement should be used only for storage purposes. Obviously, it was being used for other things as well and the reason why these aspirants died was because they were at a place where they were not supposed to be there. Nothing can bring them back but there have to be lessons that need to be learnt. Unfortunately, these are never learnt and such tragedies repeatedly keep on happening.

A few days earlier, another aspirant was electrocuted in the national capital, which is indeed a matter of shame. The Central government must also step in and ensure that things are streamlined. The reason why Delhi has multiplicity of authority is because it has been deliberately done. This provides a getaway to inefficient bureaucrats who keep on shifting blame. In the end, an inquiry is conducted, and its findings are subsequently consigned to the files except where the bureaucracy needs to take certain measures on the paper, to absolve itself of blame in any such future incidents. The only time in Delhi a proper action was taken was way back in 1988, when there was an outbreak of cholera and gastro enteritis in the city, the Eastern part being most affected. The then Health Secretary tried to confine the argument in attempting to distinguish between cholera and gastro enteritis, leading to no respite. Politics took over and HKL Bhagat, a Union Minister and the MP from East Delhi, found it as an opportune time to settle scores with the then Lt.Governor HKL Kapoor, who was declining to listen to him.

Bhagat raised the matter with Prime Minister Rajiv Gandhi who had just returned from an overseas visit along with his wife, Sonia and persuaded him to visit the area to see things for himself. Rajiv visited Gokulpuri, Nand Nagri and Sunder Nagri to witness the breakdown of sanitation conditions following the rains. The appalling conditions were there to see and the officials who were all there were summoned to a high-level meeting immediately following the visit. The Lt.Governor, the Chief secretary, the DDA vice Chairperson and the Municipal Commissioner were all removed by the night and three senior engineers placed under suspension. The impact was felt and till this day, the bureaucracy before the monsoons hold meetings to take stock of the epidemic conditions and issue guidelines which help to absolve them of any responsibility if there is an outbreak. In the latest instance, it has repeatedly been seen that every time there are monsoons, the city authorities are found to be wanting. Even in the pre-monsoon period after a spell of rain, there was flooding in the VVIP areas leading to a lot of damage and destruction. It is evident that there is no coordinated effort between various agencies.

If some construction takes place, it requires the upgradation of infra-structure as well. However, this is not done on time and leads to water logging and other problems that go with it. What is the need of the hour is that there has to be a single authority, which oversees all such issues. Unfortunately, the Chief Minister who is answerable to the people has limited powers, thanks to the provision in the Constitution, which are there because of the recommendations the Balakrishnan report. Balakrishnan was a bureaucrat also and instead of ending multiplicity of authority in the city ended up giving more powers to civil servants and making elected representatives weaker in the positions they were holding.
There has been in the past a demand for granting full statehood to Delhi, which has been raised by virtually every political party at some stage or the other. Statehood may not be the answer to many problems but at least it shall make the CM accountable. In the present scenario, an inquiry should be conducted and the heads of organisations responsible for the deaths should be made to answer for what has happened.

In a municipal swimming pool in Vijayawada district of Andhra Pradesh, more than ten students aged between 8 to 14 years fell ill.

Following chlorine gas leakage all the students get ill and an accident took place on Wednesday in Vijayawada Municipal Corporation Swimming Pool.

Meanwhile, the incident took place when students were practicing in the swimming pool.

Due to chlorine leakage in the pool children are seriously ill. All the students were preparing for the competitions to be held in Eluru on December 11.

Rambabu, the Swimming pool academy supervisor said, “The incident happened at around 8:30 pm on Wednesday night. Some of the swimmers requested us to give them permission for swimming as they are having a competition on December 11. We told them to get permission from the municipal commissioner and they said that have permission.”

Moreover, to a government hospital, all ten sick children were shifted and in critical condition, a child was shifted to a private hospital.

However, all students are stable now.

Furthermore, the student’s parents said due to improper chlorine system maintenance and management the incident took place.

“Due to the leakage of chlorine gas in the swimming pool, 10 to 12 students aged between 8-14 years fell ill. We took them to a government hospital. The gas leakage happened due to old equipment and an old gas cylinder. It was controlled later. All students are stable now. One of our staff also fell ill in this incident along with students,” Rambabu said.

“I am only the person who records the data of swimmers and the rest are monitored by DFO and municipal corporation officials. The swimming pool is scheduled up to 8 but with the request of the swimmers, it was up to 8:30 pm. We informed the officials about the incident. They had reached the hospital and given assurance to their parents,” Rambabu said.

According to an Association for Democratic Reforms report, at least 67% of the 250 newly elected councilors in the MCD are crorepatis.
It stated that 51% of the 266 council members examined in 2017—when 270 wards of the three municipal corporations at the time went to the polls—were crorepatis.

The Municipal Corporation of Delhi (MCD) now has 250 seats following the delineation of wards earlier this year.

The AAP won 134 seats, limiting the BJP to 104 seats, ending the BJP’s 15-year rule in the MCD, which was divided into north, south, and east corporations in 2012 and unified this year. Only nine seats were gained by the Congress, and three wards went to independent candidates.
“Out of the 248 winning candidates analysed, 167 (67 per cent) are crorepatis. Out of 266 councillors analysed during MCD elections (in) 2017, 135 (51 per cent) councillors were crorepatis,” the report said.

According to the report, the BJP had the greatest number of councillors with assets worth more than one crore (82), out of all the parties.

“…82 (79 per cent) out of 104 from the BJP, 77 (58 per cent) out of 132 from the AAP, 6 (67 per cent) out of nine from the INC (Indian National Congress) and 2 (67 per cent) of three Independent winning candidates have declared assets worth more than ₹1 crore,” the report added.
The Association for Democratic Reforms and Delhi Election Watch analysed the affidavits of 248 of 250 councillors in the MCD elections. Due to the absence of clear and comprehensive affidavits filed with the State Election Commission, Delhi, it was impossible to analyse the assets of the two victorious candidates.
The 132 AAP councillors examined had an average asset value of 3.56 crore, compared to 5.29 crore for the 104 BJP councillors, according to the research.

According to the Association for Democratic Reforms, the nine Congress councillors’ average assets per candidate were 4.09 crore rupees. The combined assets of the three independent council members are 5.53 crore.

Election day was December 4, and the results were made public on Wednesday. VA PTI SZM
