Himachal Pradesh Assembly To Debut Zero Hour In Monsoon Session

The Speaker of the Himachal Pradesh Vidhan Sabha, Kuldeep Singh Pathania, announced that “Zero Hour” will be introduced in the Assembly starting Wednesday during the ongoing monsoon session.

This period, lasting half an hour, was unanimously agreed upon to address matters of urgent public importance exclusively. The Speaker emphasized that Zero Hour should not be used for trivial issues but rather for pressing concerns requiring immediate attention.

“If an issue is brought forward that pertains to a specific constituency, it can be discussed during this period,” said the Speaker. “However, only those topics of utmost importance, which could not be addressed under any other motion or rule, will be allowed to be raised.”

He further explained that this new provision allows important issues to be discussed without the usual time constraints. “During Zero Hour, such issues can be raised, and the concerned ministry is expected to take cognizance and provide a report. The government will then provide an official response from the ministry,” he noted.

This is the first time Zero Hour is being introduced in the Himachal Pradesh Vidhan Sabha. “We will see how it unfolds tomorrow. In the Upper House and other assemblies across the country, there is a provision for Zero Hour or a similar mechanism. Whether the issue raised is of public importance will be determined by the Speaker. In the Lok Sabha, the Speaker has the authority to allow or disallow matters during Zero Hour,” the Speaker said.

“During live sessions, issues of public importance will be permitted to be raised, and whether these issues are significant enough will be decided by the Speaker,” he added.

Parliament Monsoon Session: Budget Praised and Controversy Erupts

During today’s Monsoon session in Parliament, Finance Minister Nirmala Sitharaman defended the latest Budget in a spirited address to the Rajya Sabha. She described it as a well-balanced plan, adeptly navigating between fostering economic growth, creating jobs, encouraging capital investment, and maintaining fiscal discipline. Sitharaman emphasized the government’s goal of positioning India as a prime destination for manufacturing.

Meanwhile, the Lok Sabha was abuzz with controversy as BJP MP Tejasvi Surya stirred up a storm with his comments on Rahul Gandhi’s handling of the Wayanad landslides. Surya accused Gandhi of neglecting the issue during his tenure as the MP for Wayanad, alleging that he had never raised the matter of landslides and floods in either the Assembly or Parliament. Surya also criticized the lack of action on a 2020 advisory from the Kerala State Disaster Management Authority, which had recommended relocating families from landslide-prone areas. He further claimed that Kerala’s Forest Minister faced challenges in addressing illegal encroachments due to pressure from religious groups.

In response, Congress MP KC Venugopal demanded an apology from Surya. However, Speaker Om Birla clarified that Surya had not specifically blamed any MP, leading to a tense and heated debate in the House.

Monsoon session, Day 12: Inter-Services Organizations and IIM (Amendment) bills to be moved in Lok Sabha

The Inter-Services Organizations (Command, Control, and Discipline) Bill, 2023 will be introduced by Union Defense Minister Rajnath Singh on Friday in the Lok Sabha.

The bill seeks to empower the Commander-in-Chief or the Officer-in-Command of Inter-services Organisations in respect of service personnel who are subject to the Air Force Act, 1950, the Army Act, 1950 and the Navy Act, 1957, who are serving under or attached to his command, for the maintenance of discipline and proper discharge of their duties, and for matters connected therewith or incidental thereto, be taken into consideration.
According to the legislative business listed for the day in Lok Sabha, Union Education Minister Dharmendra Pradhan will present the Indian Institutes of Management (Amendment) Bill, 2023.

There will be several private member’s bills introduced in both Houses.
Poonam Mahajan, a BJP member of parliament, will present a bill in the Lok Sabha that will further revise the 1960 Prevention of Cruelty to Animals Act.
Asaduddin Owaisi, an AIMIM lawmaker, will introduce a bill to defend people’s right to privacy by outlawing technologies that use facial recognition and remote biometric surveillance for related purposes.

DMK MP Kanimozhi Karunanidhi will introduce a Bill to provide for the establishment of a National Climate Change Authority for an efficient mechanism to plan, monitor and achieve the net zero emission targets by the year 2070 and for the effective mitigation and adaptation of Climate Change and for matters connected with.

Monsoon Session: Oppn MPs move notices in the Rajya Sabha seeking discussion on Manipur

Several MPs from opposing parties gave notices in Rajya Sabha on the eleventh day of the Monsoon session of the Parliament, asking for a lengthy discussion of the Manipur issue under Rule 267.
With the Chairman’s approval, the Rajya Sabha may suspend the rules for the day’s agenda in order to discuss an urgent topic. Dr. Syed Naseer Hussain of the Congress, Raghav Chadha of the Aam Aadmi Party, and Manoj Jha of the RJD have all requested a suspension of business to discuss the situation in Manipur.

However, the Centre has agreed to hold a short-duration discussion, on the issue, not exceeding more than two hours, under Rule 176, which the Opposition’s I.N.D.I.A bloc is objecting saying they want a “full meal discusison” and not just a toast and butter discussion of one-two hours.
Earlier in the day, Opposition members of the I.N.D.I.A bloc on Wednesday staged a walkout from Rajya Sabha over their demands for discussion on Manipur violence under Rule 267 and a statement from Prime Minister Narendra Modi.

The debate on Manipur violence under Rule 176 will not be limited to 2.5 hours, according to Chairman Jagdeep Dhankhar, who made this announcement shortly after the House convened for the day.
According to Rule 176, there is no time limit for discussing the Manipur problem, he added, adding that the parties “will have full say.”
He said that 60 notices had been sent in accordance with Rule 267 regarding the violence in Manipur, but he had already communicated his conclusion.

Monsoon Session, Day 10: Delhi Services Bill likely to produce new commotion in Lok Sabha today

On Wednesday, the Lok Sabha is likely to experience turbulent scenes as the members discuss the just-introduced Government of National Capital Territory of Delhi (Amendment) Bill, 2023. The Lower House will consider and vote on the bill on Wednesday. The bill, which was introduced by Union Minister for State for Home, Nityanand Rai, aims to replace the Centre’s Ordinance regarding the control of services in the national capital.

As the Parliament reconvenes on Wednesday, the impasse over the Manipur situation and the demand for a discussion and statement from Prime Minister Narendra Modi is likely to continue. On Tuesday, the Bill was introduced amidst continued sloganeering from the opposition benches.

However, rejecting the contentions put forward by members in the Opposition, Home Minister Amit Shah, citing a Supreme Court ruling, said the Constitution has vested the Lower House with the power to table any law pertaining to Delhi for consideration and passage.
Further, invoking the Supreme Court judgement, the Home Minister said the Parliament could bring any law pertaining to Delhi and the protests by the Oppoisition were purely for political reasons.
The Bill empowers the Central Government to make rules in connection with the affairs of the Government of National Capital Territory of Delhi including the functions, terms and other conditions of service of officers and employees.

The Center published the Delhi Service Control Ordinance on May 19. Days after the Supreme Court’s decision, the Aam Aadmi Party (AAP) government was given control of the services in the nation’s capital thanks to the Ordinance. The BJP, meanwhile, has given its Lok Sabha members a three-line whip to be present for the entirety of the Lower House’s session on Wednesday.

The Bill is also scheduled to be discussed during this week’s Rajya Sabha business. Arvind Kejriwal, the chief minister of Delhi, has been enlisting the assistance of other opposition parties to oppose the Ordinance, particularly in the Rajya Sabha where the Treasury benches do not have a majority.

Monsoon Session, Day 9: Delhi Services Bill to be introduced in Lok Sabha

The Parliament will reconvene on Tuesday with the contentious Government of National Capital Territory of Delhi (Amendment) Bill, 2023, over control of services in the national capital, likely to be introduced in the Lok Sabha by Union Home Minister Amit Shah, amid the ongoing impasse in both Houses over the Manipur situation.

The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, seeks to replace the Ordinance brought by the Centre in May, excluding certain services from the legislative competence of the Delhi legislative assembly. According to the Lok Sabha legislative business notification, the Bill on the Delhi services is listed for introduction in the Lower House on Tuesday.

In addition to submitting the bill’s draft for the House’s consideration, the Union Home Minister will move for permission to bring a bill to amend the Government of National Capital Territory of Delhi Act, 1991.
Nityanand Rai, the Union Minister of State for the Interior, will also present an explanation (in both Hindi and English) outlining the justifications for speedy passage of the National Capital Territory of Delhi (Amendment) Ordinance, 2023.
The Bill has undergone a few significant revisions before being introduced in the House.
In light of the ongoing standoff about the Manipur crisis, the Opposition in the Lower House is predicted to erupt once again against the Bill.

Parliament Monsoon session: Several opposition MPs move notices seeking discussion on the Manipur situation

On Tuesday, the fourth day of the Monsoon session of the Parliament, a number of MPs from opposition parties filed notices in the Lok Sabha and Rajya Sabha requesting a debate on the Manipur issue, which has been a major source of impasse in both Houses ever since the session began.

In Lok Sabha, Congress MPs Manish Tewari, and Gaurav Gogoi have moved Adjournment Motion Notice demanding a discussion on the Manipur situation. Opposition Rajya Sabha MPs K Keshava Rao, KR Suresh Reddy, Joginipalli Santosh Kumar, Badugula Lingaiah Yadav, Ranjeet Ranjan, Manoj Jha, Syed Naseer Hussain, Tiruchi Siva, Imran Pratapgadhi have moved Suspension of Business Notice under Rule 267 to discuss the situation prevailing in Manipur.

Significantly, a meeting of the members of the Indian National Developmental Inclusive Alliance (I.N.D.I.A) has been convened at the office of Congress national president and the Leader of the Opposition in Rajya Sabha, Mallikarjun Kharge to chalk out a floor management strategy before the Upper House goes into session.
The meeting of the floor leaders will be held at 10 am.
The proceedings of Lok Sabha and Rajya Sabha were cut short on Monday amid a ruckus by opposition leaders, demanding Prime Minister Narendra Modi precede a discussion on the Manipur issue in both Houses.
Today in Lok Sabha, Sixty-sixth Report on ‘Excesses over Voted Grants and Charged Appropriations (2020-21)’ is scheduled to be tabled.
Union Minister Anurag Thakur is to make a statement regarding the status of implementation of the recommendations contained in the 351st report of the Standing Committee on Education, Women, Children, Youth and Sports on Demands for Grants (2023-24) pertaining to the Ministry of Youth Affairs and Sports, according to the Lower House.

The 20th report (Seventeenth Lok Sabha) of the Committee on “Tidal Power Development in India” is scheduled to be tabled after the Rajya Sabha resumes business on Tuesday at 11 a.m. This report details the government’s response to the criticisms and suggestions made in that report. Additionally, a copy of the 22nd report on “India’s Neighbourhood First Policy” from the department-related Parliamentary Standing Committee on External Affairs (Seventeenth Lok Sabha) will be laid on the table in the Upper House.

Day 2, Monsoon Session: Centre prepares for another Opposition storm over Manipur

Day 2 of the 23-day Monsoon Session, which begins on Friday, is likely to see similar scenes over the current state of affairs in the Northeast state after proceedings in both Houses of Parliament were halted amid a commotion over a viral video from Manipur that purportedly showed two women being paraded in the nude. The video caused a stir.

With the Opposition members in both Houses adamant on a discussion on Manipur on the opening day of the Monsoon session, on Thursday, the Lok Sabha was adjourned for the day while the Rajya Sabha was adjourned twice. The Upper House was first adjourned till 12 noon following obituary references, and then, till 2 pm, over the Opposition demanding a discussion on the Manipur situation.
Amid similar bedlam, the proceedings in the Lok Sabha were suspended till 2 pm following obituary references.

Amid continued chants and slogan-shouting from the Opposition benches, the Lower House was adjourned for the day, later.
Opposition members demanded that Prime Minister Narendra Modi issue a statement in the Lower House, adding that the government should suspend all other listed businesses and discuss the situation in Manipur.
The government said it was willing to discuss Manipur for a short duration.
Demanding a detailed discussion on Manipur in the Rajya Sabha, Trinamool Congress MP Derek O’ Brien said, “We want a discussion on Manipur. PM Modi has to open his mouth on Manipur.

He added that the discussion on the prevailing state of affairs in the Northeast state should be conducted under the 267 rule.
The second day of the Monson Session will commence at 11 am.
The thirty-ninth report of Parliamentary Standing Committee on Defence on the ‘Inter-Services Organisations (Command, Control & Discipline) Bill, 2023’ will be tabled in the Rajya Sabha on Friday.
The Upper House will also extend birthday greetings to Rajya Sabha MPs Mallikarjun Kharge and Santosh Kumar Joginipally.
Union Minister V Muraleedharan will also issue a statement on the government’s businesses in the Rajya Sabha listed for the week commencing July 24.
Further, in the Lok Sabha, BJP MP Shripad Naik will table a copy of the Marine Aids Navigation (Accreditation of Training Organisations) Rules, 2022, which was published in notification No. G.S.R.178(E) in Gazette of India dated March 13, under Section 51 of the Marine Aids to Navigation Act, 2021.

The Memorandum of Understanding (MoU) between the Cochin Shipyard Limited and the Ministry of Ports, Shipping, and Waterways for the period 2022–2023 is also covered by the notification. Ajay Bhatt, the Union’s State Minister for Defense, and fellow State Minister Munjapara Mahendrabhai will also present papers to the Lower House. Manickam Tagore, a Congressman, demanded that the Manipur situation be discussed in the Lok Sabha on Friday through an Adjournment Motion Notice. The MP has also asked Prime Minister Modi for a statement on the state of affairs in the Northeast state.

Additionally, Manoj Kumar Jha and Sanjay Singh of the AAP have requested a suspension of business under Rule 267 in the Rajya Sabha in order to discuss the situation in Manipur. It is planned for the monsoon session to last until August 11.

All-party meeting to discuss smooth functioning of Parliament

In order to ensure the smooth operation of the upcoming monsoon session of Parliament, which starts on Thursday, the government called an all-party meeting for Wednesday afternoon.

While the opposition parties will apprise the government of the issues they intend to raise during the session, the government also has prepared its legislative agenda. The monsoon session of Parliament will continue till August 11.
Parliamentary Affairs Minister Pralhad Joshi has urged all parties to contribute towards productive discussions on legislative business and other items during the session.
There will be a total of 17 sittings during the session.
The Monsoon session will start in the old Parliament building.

Opposition parties held a unity meeting in Bengaluru on Tuesday and decided that the group will be called Indian National Developmental Inclusive Alliance (INDIA). Leaders from 26 opposition parties attended the two-day Bengaluru meeting, the second such meeting after the first meeting held in Patna.
The BJP-led National Democratic Alliance also held a meeting which was addressed by Prime Minister Narendra Modi.
The bill to replace ordinance over control of services in Delhi is expected to come up during the monsoon session.
The Digital Personal Data Protection (DPDP) Bill 2023, which received Cabinet nod earlier this month, is also expected to be introduced.
The Congress has held Parliamentary Strategy Group meetings to decided its strategy for the session.
Party leader Jairam Ramesh said earlier that they will raise the situation in Manipur during the session.

The upcoming session of Parliament will address the Central government’s attacks on the federal structure through the Governors. The Manipur situation, the tragedy involving the Balasore train, the inclusion of the Goods and Services Tax Network (GSTN) under the PMLA, and inflation are among the problems, he said. According to Ramesh, the opposition parties will keep pressing for a JPC to investigate the Hindenburg-Adani dispute.

Ahead of Monsoon session, UP CM Yogi exudes confidence says will respond to opposition’s questions

Yogi Adityanath, the chief minister of Uttar Pradesh, underlined the aspirations of the people of the state as the monsoon session of the Uttar Pradesh Legislative Assembly began on Monday and stated that they will be answering the opposition’s queries and discussing a number of subjects, including

“The monsoon session of the UP Legislative Assembly is starting today. The people of the state have a lot of expectations from this session. Our government will be discussing several issues, like floods. We’ll answer the opposition’s questions during this monsoon session,” said CM Yogi.

Additionally, he also joined the Samajwadi Party for interfering with law and order during the demonstrations.

“There is no harm if any party asks their questions in a democratic way. The Samajwadi Party should take permission for any procession which should not harm anyone. Following law and order is too much of an expectation from Samajwadi Party leaders,” he added.

He made his comments during a media briefing prior to the monsoon session.

A three-day “Health Camp” launch event for MLAs was also attended by CM Yogi in the Vidhan Bhawan premises.

Akhilesh Yadav, the head of the Samajwadi Party (SP), and other party members and leaders had earlier started a protest march against the Yogi administration from their party office to the State Assembly.

“They hadn’t taken permission. Still, they were assigned a designated route that wouldn’t have caused traffic congestion. They refused to take that. We’ve no option but to stop them here. If they take the designated route, there won’t be a problem,” said Joint Commissioner of Police(Law & Order), Piyush Mordia.

Government likely to address price rise in the parliament next week

A decision to include the issue of Price rise for discussion in both the houses of the parliament has been made in the third week of the Monsoon session.

The issue is to be discussed on Monday in the Lower House under rule 193, followed by a discussion in the Upper House on Tuesday under rule 176.

Shiv Sena MP Vinayak Raut, along with Congress MP Manish Tiwari, proposed the discussion on the same in the Lok Sabha.

The notice in the Rajya Sabha was given by Fauzia Khan, NCP MP.

The sources said, “A discussion on price rise is likely to be listed under rule 176 in the Rajya Sabha on Tuesday.”

This is following the ongoing protests in parliament by the opposition over the issues, including inflation, which led to the suspension of 27 MPs for creating a ruckus.

Nirmala Sitaraman, the finance minister, will be answering in both houses.

Agnipath aschemr for the armed forces, unemployment are some of the other issues the protesting MPs have been demanding an explanation on.

For their “unduly behaviour” and “disrupting the sessions,” four Congress MPs, Manickam Tagore, Ramya Haridas, Jothimani, and TN Prathapan, were suspended from the Lok Sabha on July 25.

Monsoon session: Suspended MPs refused to apologise, continued protest

On Thursday, opposition MPs, who had been suspended from the Rajya Sabha for interrupting the proceedings, continued to protest near the Gandhi statue inside the parliament and refused to be apologetic.

TMC MP Mausam Noor said, “There is no question of apologising. We wanted to have discussions on the price rise in Parliament, but we were suspended. Our 50-hour-long protest will continue outside. “

She was responding to Union Minister Pralhad Joshi’s earlier statement that the MPs’ suspension could be lifted if they apologized.

Joshi tweeted, “We are always ready for a positive discussion in the parliament, but the Congress party keeps disturbing the house.We are even ready to call back the suspended members, but the opposition should ensure that they do not disturb the house again.”

Shanta Chetri, a member of Parliament associated with TMC, also put forward her opinion and said, “We are not going to apologise as we haven’t done anything wrong. We’ve raised the issues of common people. The country is suffering from price rises and raising the issue is not wrong.”

“Detention became brainstorming session,” says Congress leader KC Venugopal

During the ongoing protests by the Congress leaders which eventually resulted into their detention including Congress MP Rahul Gandhi, congressmen were seen in Delhi’s Kingsway police camp.

KC Venugopal , senior Congress leader, exalted themselves for converting the “detention into a brainstorming session.”

Taking it to Twitter, he said, “We have converted the police detention centre at Kingsway Camp in Delhi into a brainstorming session of the Congress Parliamentary Party on issues of price rise, Agnipath, GST on food items, national security, the falling rupee & other issues concerning the people of India.” Additionally, he shared a video.

The controversy was intentionally caused when the Enforcement Directorate (ED) questioned Congress interim president Sonia Gandhi twice on the National Herald Case. The MPs organised a protest march from Parliament to Vijay Chowk to deliver a message to the recently sworn-in President Droupadi Murmu.

Among the jailed lawmakers were Manickam Tagore, a member of the suspended Lok Sabha, and Mallikarjun Kharge, the leader of the opposition in the Rajya Sabha. They were photographed earlier in the day when they were being transported to the Vijay Chowk police station by buses.

When Gandhi was first arrested, authorities withheld information about his destination. Additional Congress members were seized and removed by different police vehicles.

The MPs apparently strategized before leaving for the protest march while Sonia appeared before the ED for a probe in an alleged money laundering case involving the National Herald newspaper.

Ajay Maken, general secretary of the AICC, claimed that Congress MPs and leaders were denied permission to hold satyagraha outside Rajghat, the Gandhi monument, where they also demonstrated in front of the statue of Mahatma Gandhi.

Amid opposition protests, 19 MPs suspended from the Rajya Sabha

On Tuesday, 19 members of the Rajya Sabha were expelled after Lok Sabha Speaker Om Prakash Birla took action against four Congress members the previous day. As a result of opposition rallies against the government over inflation, more than 20 MPs will no longer be permitted to attend the monsoon session of parliament. The Rajya Sabha suspension on Tuesday set a new record for the most lawmakers suspended in one day.

Tuesday saw the beginning of legal proceedings against seven Trinamool Congress MPs. The lawmakers who have been suspended have been charged with disorderly conduct.

The Trinamool Congress MPs who have been suspended are Sushmita Dev, Mausam Noor, Dr. Santanu Sen, Dola Sen, Santanu Sen, Nadimal Haque, Abhi Ranjan Biswas, and Shanta Chhetri. A.A. Rahim of the CPI-M, Mohammad Abdullah of the Left, and Kanimozhi of the DMK are also prohibited. The list also includes M. Mohamed Abdulla, Kalyanasundaram, NR Elango, and M. Shanmugam, all of whom are DMK leaders.

This is the first time in a number of years that so many legislators have become the targets of legal action. Sumitra Mahajan, the then-President of the Lok Sabha, suspended 45 members of the TDP and the AIADMK in January 2019 for persistently disturbing business. Opposition protests have been ongoing since the monsoon session began last week over a number of problems, most notably inflation and the increase in the cost of basic necessities.

However, an advisory prohibiting sloganeering, protests, and the use of banners on Parliament grounds was released before the start of the monsoon session.

Four Congress MPs suspended for unprecedented move in the Parliament

The Lok Sabha has suspended four Congress MPs for the entire monsoon session. The Speaker of the Lok Sabha, Om Prakash Birla, took action amid opposition protests against the government since the beginning of the monsoon session.

The legislators protesting within the house received one last warning from Om Prakash Birla on Monday, the sixth day of the new session. In the midst of protests, Birla declared, “This is a temple of democracy,” despite the fact that protests and carrying placards are now forbidden within the Parliament building ahead of the monsoon session.

The speaker said, “The government is ready to hold discussions,” he insisted, suggesting that the session could be resumed after 3 pm if the chaos is halted. “The nation wants Parliament to function. But with this kind of chaos… the House can’t function.”

Due to the oath-taking ceremony of elected president Draupadi Murmu, the session started late on Monday.

In an unprecedented move, Manickam Tagore, Ramya Haridas, Jothimani, and TN Prathapan were suspended, yet the mayhem persisted even after 3pm. The Congress MPs were seen standing together and holding placards against inflation.

Inflation and the rising cost of LPG, which has an impact on many households, have been targets of the opposition’s protests. Rahul Gandhi also participated in the protests last week.

The MPs were warned last week too for carrying placards.

This may lead to further conflict between the Congress and the BJP, who have been at odds over the past week over Sonia Gandhi’s summons from the Enforcement Directorate in the National Herald case and comments made by Congress leaders about Smriti Irani and her daughter in relation to a Goa property.

PM meets ministers to discuss government strategy

The meeting was scheduled as a result of the protest by the opposition for two days in a row, seeking an explanation over the price rise and the application of GST on items of daily use.

Rajnath Singh, along with Anurag Thakur and Kiran Rijiju, attended the meeting. Another meeting of all the floor leaders of the opposition (LOP) is at the office of LOP Rajya Sabha, Mallikarjun Kharge in Parliament.

The leaders of the DMK (Dravida Munnetra Kazhagam), the Indian Union Muslim League (IUML), the Communist Party of India (Marxist), the Communist Party of India (CPI), the Jammu and Kashmir National Conference, the Shiv Sena, the Rastriya Janata Dal (RJD), the Viduthalai Chiruthaigal katchi (VCK), the Nationalist Congress Party (NCP), and the Telangana Rastra Samiti were also present in the meeting.

The Lok Sabha has been adjourned since the last two days of the monsoon session, and the third day was also adjourned early.The upper house was adjourned until 2 PM on the second day of the session amid protests and sloganeering by the opposition.

The monsoon session will be continued till August 12 and there will be 18 sessions in total.

The first day of the Monsoon Session was truncated for tributes and presidential polls have loaded the second day.

The IndianAntarctic Bill 2022 is to be discussed in the Lok Sabha , Rajya Sabha will talk over Weapons of Mass destruction and their delivery systems amendment bill, 2022.

The opposition has listed a compendium of questions to the government on price rises, weakening rupees, the Agnipath Scheme and freedom of the press.

Before the proceedings began, Congress leader Rahul Gandhi, along with the other opposition members, engineered a protest outside Parliament against the rising prices.

Speaker Om Birla, in response, has adjourned the house until 2.00 P.M. The opposition is demanding an explanation from Prime Minister Narendra Modi over the issues raised.

The speaker of the house has directed the protesting MPs to maintain the decorum of the house. He said, “You are holding the House rule book while protesting and breaking the same rules. Read the book, You talk about farmers and inflation outside the Parliament and don’t allow a discussion on these issues in the House.”

Some MPs from the opposition have also been raising slogans against inflation, holding placards in front of the Speaker.

Harbhajan Singh, Misa Bharti and Rajeev Shukla among 28 MPs to sworn in as Rajya sabha members

Harbhajan Singh, along with the daughter of the former CM of Bihar, Lalu Prasad Yadav, Misa Bharti, and Rajeev Shukla, vice-president of the BCCI, were sworn in as Rajya Sabha members on Monday including 25 others

Others were Rao Meena, Vijay Sai Reddy, Kheeru Mahto, Shambhala Saran Patel, Ranjeet Ranjan, Maharashtra Majhi, Aditya Prasad, Praful Patel, Imran Pratapgarhi, Sanjay Raut, Sasmit Patra, Sandeep Kumar Pathak, and Vikramjeet Singh Sahani. Randeep Singh Surjewal, P Chidambaram, Kapil Sibal, R Girl Rajan, S Kalyan Sundaram, KRN Rajesh Kumar, Javed Ali Khan, V Vijendra Prasad, who took oath to be the members of the Rajya Sabha.

The first day of the monsoon session of the parliament observed the oath ceremony of the members where athlete PT Usha (from Kerala) and music composer Ilaiyaraaja (from Tamil Nadu) could not be present in the Rajya Sabha to take the oath for some reason. Thereafter, the obituaries were read for the dignitaries who had demised ecently. Tributes were also given to the former Prime minister of Japan, Shinzo Abe, along with Sheikh Khalifa Bin Zayed Al Nahyan, ex-UAE president, and President Mwai Kibaki of Kenya.

Former members Kishore Kumar Mohanty, Robert Kharshiing, K K Veerappan, and santoor player Pandit Shivkumar Sharma were also bestowed with obituaries.

Later, General PC Mody, the secretary of the Rajya Sabha, displayed the bills passed by the Parliament during the two hundred and fifty-sixth session of the Rajya Sabha.

The session was later adjourned for the entire day for the ruckus created by the opposition party members contributing to the disruption of the session.
