Kuki-Zo leaders have set three preconditions, including no cross-movement, structured dialogue, and a six-month ceasefire.
</excerpt>

In a push to end the turmoil in Manipur, a meeting has been called by the Ministry of Home Affairs (MHA) to discuss the issues regarding Manipur. This is for the first time the Meiteis and Kukis are likely to meet on April 5, in order to find an end to the ongoing conflict.

In regards to this, Kuki-Zo leadership across Sadar Hills, Kangpokpi District, has unanimously declared three non-negotiable preconditions for any cessation of hostilities. The declaration was made during a consultation meeting held at the KBC Centre Church Hall, Kangpokpi District Headquarters, in the presence of the Kuki-Zo Council, the apex political platform representing the Kuki-Zo people.

The Consultation Meet was organized by the Committee on Tribal Unity (CoTU), Sadar Hills, Kangpokpi District.

The Pre-Condition announcement comes ahead of the Ministry of Home Affairs’ scheduled talks between the warring Kuki-Zo and Meitei communities on April 5 in the National Capital.

The Three Pre-Conditions for Cessation of Hostilities are:

1). No Cross-Movement: There shall be no movement of Meitei individuals in Kuki-Zo-dominated areas and vice versa.
2). Initiation of Dialogue: Meaningful and structured dialogue must commence during the cessation of hostility.
3). Six-Month Ceasefire Period: The cessation of hostilities shall be observed for a period of six months.

Speaking to the media, HENLIANTHANG THANGLET, Chairman of Kuki-Zo Council (KZC), stated, “We have declared that in the meeting, we demand cessation of hostilities, and we don’t want no cross movement of Meiteis, initiation of Dialogue, and the cessation of hostilities shall be observed for a period of six months.”

As tensions continue to simmer, all eyes are now on the April 5 meeting, where the Ministry of Home Affairs is expected to facilitate negotiations that could shape the trajectory of inter-community relations in the region.

Meanwhile, there has been a lack of clarity from the Meitei side over the meeting with no official statement coming as of the time of writing this story regarding their interests. A member of a prominent CSO on anonymity told NewsX they are unsure about going to the meeting.

</excerpt>

The Ministry of Home Affairs (MHA) announced on Thursday that the Hynniewtrep National Liberation Council (HNLC) and all its factions, wings, and front organizations have been declared an unlawful association for five years, starting November 16, 2024. The decision was made due to the group’s ongoing activities that pose a threat to India’s sovereignty and integrity.

Background of the Ban

According to the MHA notification, the HNLC has been involved in various unlawful activities that threaten the security of the region, particularly in Meghalaya. The organization has been accused of working towards the secession of areas predominantly inhabited by the Khasi and Jaintia tribes from India.

The notification also outlined that the HNLC has engaged in intimidation and extortion of funds from the civilian population, in addition to maintaining connections with other insurgent groups in the North Eastern region. These groups have been linked to further acts of extortion and intimidation.

Between November 16, 2019, and June 30, 2024, the HNLC was involved in 48 criminal cases, including incidents involving explosions and the planting of explosives across Meghalaya. During this period, 73 HNLC cadres were arrested or surrendered.

The Meghalaya state government had also recommended the declaration of the HNLC as an unlawful association, aligning with the MHA’s decision.

Government’s Position on National Security

The MHA highlighted that if the activities of the HNLC were not immediately addressed, the group could regroup, rearm, expand its membership, and procure advanced weaponry. This could potentially lead to increased violence, with threats to the lives of civilians, security forces, and property, further intensifying its anti-national activities.

The MHA’s action comes under the powers granted by the Unlawful Activities (Prevention) Act, 1967, to prevent activities that are detrimental to India’s sovereignty, territorial integrity, and national security.

The ban on the HNLC reflects the government’s determination to curb the insurgent group’s influence and ensure the safety of the region and its inhabitants.

</excerpt>

Floods have ravaged Assam for years, causing immense loss of life. The Ministry of Home Affairs (MHA) recently reported a grim statistic in the Rajya Sabha (upper house of Parliament).

Heavy Casualties Over Five Years
According to information provided by the Assam government, a total of 880 people have perished in floods between 2019 and July 25, 2024. The year-wise breakdown is as follows:

2019: 157 deaths
2020: 190 deaths
2021: 73 deaths
2022: 278 deaths
2023 (till July 25): 65 deaths
2024 (till July 25): 117 deaths

Government Initiatives for Flood Management
The MHA also highlighted several initiatives undertaken by the central and state governments to manage the floods and mitigate their impact.

Flood Hazard Zonation Atlas: The National Remote Sensing Centre (NRSC) and Indian Space Research Organisation (ISRO) have developed a flood hazard zonation atlas for Assam using satellite data. This tool helps with flood hazard management and development planning.
River Atlas and Flood Early Warning System: The North Eastern Space Applications Centre (NESAC) has generated a River Atlas and a Flood Early Warning System (FLEWS) for the Brahmaputra basin. These resources provide crucial information for water resource management and issuing flood warnings with a lead time of 24 to 36 hours.
Central Water Commission (CWC) Efforts: The CWC issues flood forecasts and advisories to the state government and stakeholders. They maintain a network of hydrological observation sites in Assam for real-time data collection.
Assam Water Resources Department: The state government has implemented various flood and riverbank erosion management schemes. These include construction of embankments, anti-erosion works, and strengthening existing dykes.

Financial Assistance for Assam
The central government has provided significant financial assistance to Assam for flood relief and management. This includes:

State Disaster Response Fund (SDRF): Rs 503.10 crore in 2019-20, rising to Rs 680.80 crore in 2023-24.
National Disaster Response Fund (NDRF): Rs 44.37 crore in 2020-21 and Rs 250 crore in 2022-23.
State Disaster Management Fund (SDMF): Rs 154.40 crore annually from 2020-21 to 2022-23, with Rs 162.20 crore allocated in 2023-24.
While these initiatives aim to lessen the impact of floods, Assam continues to face the challenge of annual flooding. Continued efforts in flood management and resource allocation are crucial to protect lives and livelihoods in the region.

</excerpt>

The Ministry of Home Affairs (MHA) has significantly increased financial rewards for informers aiding security forces in operational areas. After a 22-year hiatus, the MHA has enhanced the financial powers of top officials in paramilitary forces and intelligence agencies.

Director-Generals of the Central Armed Police Forces (CAPFs), Assam Rifles, National Security Guards (NSG), Intelligence Bureau (IB), National Investigation Agency (NIA), and National Police Academy (NPA) now have greater authority to reward guides, interpreters, and informers. The maximum one-time reward per person has been boosted from Rs. 50 to Rs. 3,000, with the annual cap rising from Rs. 500 to Rs. 30,000.

The MHA order, issued in June and accessed by ANI, also revised other expenditure categories. Daily allowances for maintaining Pakistani and Bangladeshi nationals have increased from Rs. 15 to Rs. 51.43. The annual budget for entertaining distinguished visitors has been raised from Rs. 2,000 to Rs. 50,000, subject to government restrictions. The printing and binding allowance has doubled from Rs. 50,000 to Rs. 2 lakh.

Separately, Punjab Governor Banwari Lal Purohit visited a Border Security Force (BSF) outpost in the Amritsar sector on July 24. He commended the BSF’s efforts in combating cross-border crime and praised its work in empowering Village Development Committees (VDCs) to aid anti-smuggling operations.

It’s worth noting that in 2021, the Union government expanded the BSF’s operational jurisdiction from 15 km to 50 km along the international border in Punjab, West Bengal, and Assam, granting the force wider search, seizure, and arrest powers.

</excerpt>

The Ministry of Home Affairs (MHA) is all set to notify the three new criminal justice acts replacing colonial laws namely the IPC, the CrPC and the Evidence Act before January 26, official sources said.

The procedure to notify the three new laws– Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Adhiniyam– started soon after President Droupadi Murmu on December 25 gave her assent. As per the sources, the MHA will start a training programme for police officers, investigators and those linked to forensic fields soon after the three laws are notified. The training aims to provide training to the policemen to ensure the implementation of these laws, and ensure fair, time-bound and evidence-based investigation and speedy trial.

For the training programme, the sources said, 3,000 officers from different fields will be appointed to train police officers, investigators and those in forensic departments, and this process will be called a “trainers-training” programme, the sources told the ANI on condition of anonymity.

“The training programme will cover almost 90 per cent of those needed to be trained within nine months to one year,” said the sources.
For the judiciary training, officials said, the MHA has already conducted consultations, and it will be done at Bhopal Academy. Besides, the sources said, there would be a model set-up in Chandigarh to ensure a foolproof online mechanism as most of the records would be electronic or digital.

The Indian Penal Code (IPC) has been replaced with the Bharatiya Nyaya Sanhita, the CrPC with Nagarik Suraksha Sanhita and the Indian Evidence Act has been replaced with the Bharatiya Sakshya Adhiniyam. The three laws were passed by the Parliament in the recently concluded Winter Session.

As per the new laws, generation and supply of records will be in electronic form like Zero FIR, E -FIR, Chargesheet, and victims will be provided information to the victim in digital form. After the complete implementation of these laws, the victim will get justice within three years and the police officers will have to provide information through digital means within 90 days. The focus will be on forensic evidence for which the sources said 900 FSL vans will be provided to all police districts to visit crime scenes and collect videography and forensic evidence mandatory in cases involving punishment of seven years or more than seven years.

Recording of evidence in an investigation, videography through electronic devices of the entire process of searching or seizing any property by the police, and statements of rape victims can be recorded through audio and video electronic means as per these Acts.

There is a major focus of Section 20 of Bharatiya Nagarik Suraksha Sanhita for the Directorate of Prosecution and it defines the eligibility, functions and powers of various authorities under it. The duties and responsibilities of different levels of prosecuting officers were laid down to ensure desired coordination. The provision of supervision by the prosecutor has been introduced during the investigation phase.

The post of Directorate of Prosecution will be established on the district level and the criteria for appointment of Director of Prosecution and Assistant Director of Prosecution has been revised in Bharatiya Nagarik Suraksha Sanhita, 2023.

A legislator posed a question to which Union Minister Nityanand Rai wrote a written response.
When asked how many foreign non-governmental organisations (NGOs) were registered in the nation under the Foreign Contribution Regulation Act (FCRA) and how many NGOs had applied to register under the FCRA in the previous two years, the Minister responded, “a total of 1,615 applications for registration under FCRA, 2010 were received in last two years i.e. 2021 and 2022.”

“Out of these, 722 applications have been granted and 225 applications have been rejected as on December 14, 2023,” said Minister Rai.
“The refusal of these applications was due to not fulfilling the eligibility criteria in accordance with the provisions of the FCRA, 2010 and rules made thereunder,” clarified the Minister in the reply.
He further said “A total of 13,520 associations/NGOs have received total Rs. 55741.51 crores foreign contribution in the last three financial years (F.Y.) i.e. F.Y. 2019-2020 to F.Y. 2021-2022. ”
To accept foreign contributions, the associations and NGOs have to obtain registration or prior permission under the Foreign Contribution (Regulation) Act, 2010 (FCRA, 2010), said the Minister.

Union Home Minister Amit Shah conveyed this update via ‘X’ (formerly Twitter), highlighting that the Central Government had previously released the first installment of Rs 584 crore to the State Disaster Relief Fund (SDRF).

“In response to the severe impact of Cyclone Biparjoy, the MHA has sanctioned Rs 338.24 crore for Gujarat today,” Shah shared on ‘X’. He underscored the concerted efforts of both the Center and the state in pre-cyclone preparedness, leading to zero casualties during the natural disaster, guided by Prime Minister Narendra Modi.

After the devastating Cyclone Biparjoy, Shah emphasized that the MHA immediately deployed the Inter-Ministerial Central Team to assess the damages without waiting for a memorandum from the state government.

Cyclone Biparjoy, originating in the southeast Arabian Sea on June 6, made landfall over Saurashtra and Kutch on June 15, subsequently weakening into a depression by June 18. According to the IMD’s report, Biparjoy had an extended life cycle of 13 days and three hours, which was more than double the average duration of severe cyclonic storms over the Arabian Sea.

The sanctioned financial aid aims to facilitate the rehabilitation and recovery process in Gujarat, which bore the brunt of Cyclone Biparjoy, providing essential support for the affected areas and communities in the state.

In response, MoS Rai stated that as of 2019, Tahreek-ul-Mujahideen (TuM) and all of its manifestations, Jamat-ul-Mujahideen Bangladesh, Jamat-ul-Mujahideen India, and Jamat-ul-Mujahideen Hindustan and all of its manifestations, have all been designated as “Terrorist Organizations” under the provisions of the Unlawful Activities (Prevention) Act, 1967.

The Student Islamic Movement of India (SIMI), the Liberation Tigers of Tamil Eelam (LTTE), the Islamic Research Foundation (IRF), Jamaat-e-Islami (JeI), Jammu and Kashmir, the Jammu and Kashmir Liberation Front (Y), Sikhs for Justice, and the Popular Front of India are among the additional seven organisations based in the hinterland and in Jammu-Kashmir that have been designated as Unlawful Associations for their involvement in various illegal activities.

When asked if any state is becoming a hub for terrorist activity, he responded that India’s terrorism is mostly funded from outside the country. International terrorist organisations and some foreign organisations hostile to India have been attempting to radicalise individuals through the use of religion and entice individuals towards terrorism through the use of social media platforms.

The minister declared that the government’s approach to combating terrorism is one of zero-tolerance. At the federal and state levels, there are strong cooperation channels between intelligence and security agencies. According to him, the Multi Agency Center (MAC) has been strengthened and reorganised to enable it to operate 24 hours a day, seven days a week, for the purpose of collecting and sharing intelligence in real time among intelligence agencies and states.

The Central Armed Police Forces (CAPF) and National Security Guards (NSG) have also been stationed at various locations across the nation to support the States in responding to such incidents, he added. States have also established special forces to deal with terror activities.

Rai stated that all such elements, including those in vulnerable areas and organisations engaged in the radicalization of a specific segment of society, are continuously monitored by the agencies whose actions have an impact on the nation’s internal security and law and order situation.

In response to a question about steps being taken to stop the funding of terrorist activities in the nation, Rai stated that the Unlawful Activities (Prevention) Act, 1967, has been strengthened, among other things, by making the production, smuggling, or circulation of fake Indian currency notes a terrorist act and expanding the definition of “proceeds of terrorism” to include any property intended to be used for terrorism.

Recently, India organised the 3rd ‘No Money for Terror” Ministerial Conference in New Delhi in order to bring the international community on a common platform and build consensus for countering terrorism financing.

The Union Home secretary on Tuesday filed an affidavit in Supreme Court saying that allegations raised by the Delhi government over officials “missing” meetings with ministers are “incorrect”.

Home secretary Ajay Bhalla in his affidavit said that all officials attend all meetings except on some occasions.

“I have verified from all senior level officials of GNCTD about nonreceipt of telecalls etc. and I have found that no such incidents have ever happened,” Court stated.

Court said, “On inquiry, I have learned that the dates on which some officers could not attend the meeting were the dates on which they were officially assigned some other duties by the Delhi Government itself.”

“I am advised not to deal with individual illustrations which would have clearly shown the falsehood contained therein since the deponent of the Affidavit is the Deputy Chief Minister and it may not be proper, appropriate or in good taste to deal with such assertions, more particularly, when I have found them to be not true,” the MHA Secretary said.

This affidavit has been filed in response to an affidavit filed by the Delhi government through Deputy CM Manish Sisodia.

Earlier on Monday the Center had moved an application before the Supreme court to send the matter before a larger bench.

“Such coordination takes place by effective administrative skills and not with threats of control over the officers or employees. The fact that right from 1993, the system has worked very smoothly is a testimony of this fact”, the affidavit stated.

The center also filed that its application for which a 5-judge bench, to a bench of 9-judges, is presently being considered.

A member of the banned outfit Popular Front of India (PFI) was arrested on Monday by Maharashtra Anti-Terrorism Squad (ATS) for alleged involvement in anti-national activities.

Meanwhile, an arrest has been made in connection with an FIR by Nashik ATS. The person who has been arrested by police has been identified as Maulana Irfan Daulat Nadvi. So far in this regard, seven people have been arrested.

Earlier in September, the Ministry of Home Affairs (MHA) issued a notification declaring, “the PFI and its associates or affiliates or fronts as an unlawful association with immediate effect”.

Moreover, a ban on the radical outfit and its affiliates was imposed for five years for having “terror links” in September.

The ban has been also imposed on the Rehab India Foundation, Campus Front of India, All India Imams Council, National Confederation of Human Rights Organization, National Women’s Front, Junior Front, Empower India Foundation, and Rehab Foundation.

The National Investigation Agency (NIA) and Enforcement Directorate (ED) said PFI has been raising and collecting substantial funds from abroad in a well-organized and structured manner.”

As the inputs received by Central agencies said, “PFI was raising funds abroad and their transfer to India through clandestine and illegal channels.”

However, after merging three Muslim organizations in 2006 in Kerala PFI was launched.
