</excerpt>

The Municipal Corporation of Delhi (MCD) Commissioner Ashwini Kumar on Thursday presented an estimated budget of Rs 17,266 crore for the financial year 2025-26 during a special budget meeting, as per a press release.

The revised budget estimate for 2024-25 was also tabled for discussion before final approval today.
During the special budget meeting, Commissioner Ashwini Kumar outlined key allocations across various sectors. As per the proposed budget, the education sector has been allocated Rs 1,693.73 crore, while the healthcare sector is set to receive Rs 1,833.51 crore. Additionally, Rs 393.26 crore has been earmarked for the horticulture department, reflecting the corporation’s commitment to enhancing green spaces and urban landscaping across Delhi.

Highlighting key initiatives, the Commissioner emphasised waste management efforts, stating that Delhi generates approximately 6,000 tonnes of construction waste daily.

To tackle this, MCD has set up plants with a total capacity of 5,000 tonnes at Bakkarwala, Ranikhera, Shastri Park, and Burari, with another plant under construction in Tehkhand.

“Delhi Development Authority (DDA) has given 47.348 acres of land to the corporation, out of which an engineering landfill site has been set up on 32.346 acres of land in March 2024. At this place, ash from Tehkhand, Okhla and other power plants is being disposed of.”

“The plants process 6,550 TPD of waste to produce electricity. Apart from this, there is also a proposal to start the work of setting up a waste-to-energy plant of 3600 TPD capacity in Narela-Bawana and a waste-to-energy plant of three thousand TPD capacity is planned to be set up in Ghazipur,” read the statement.

Additionally, bio-methanisation plants, with a capacity to process 200 metric tonnes of organic waste daily, are expected to be operational by March 2025, as per the release.

In the sanitation sector, Kumar noted that MCD has regularised 4,553 sanitation workers and established 308 EV charging stations, with plans to introduce 262 more. The corporation has also removed 105 illegal dumping sites, converting them into clean spaces. A “tree ambulance” initiative has been launched for tree maintenance, with 222 diseased trees treated so far.

On education, the Commissioner reported that MCD runs 1,531 primary schools, 43 grant-aided schools, and 809 recognized institutions, catering to over 7.12 lakh students. In the health sector, MCD operates 13 hospitals, 102 maternal and child welfare centers, 36 urban health centers, and 31 mobile dispensaries.

Regarding revenue, property tax collection for 2024-25 stood at Rs 1,908.06 crore as of January 2025, reflecting an 11.3 per cent increase from the previous year but still short of the Rs 4,300 crore target.
According to Kumar, the parking revenue has also seen steady growth, reaching Rs 145.35 crore by January 28, 2025.
The MCD has further implemented a radio frequency-based road tax collection system at 13 entry points to streamline revenue generation, as per the release.

</excerpt>

On Wednesday, September 25, 2024, the Delhi unit of the Bharatiya Janata Party (BJP) claimed that the Arvind Kejriwal-led Aam Aadmi Party (AAP) has lost its majority in the Municipal Corporation of Delhi (MCD), asserting that AAP no longer has the right to remain in power. Delhi BJP spokesperson Praveen Shankar Kapoor stated that the ruling AAP has lost its majority among the elected councilors of the MCD and therefore lacks the moral authority to govern.
Speaking to the media, Kapoor explained that the MCD currently has 249 elected councilors, and AAP now holds only 124 seats, while the majority mark stands at 125. He further criticized AAP Mayor Dr. Shelly Oberoi’s leadership, accusing her of stalling the MCD’s operations and failing to address its basic responsibilities. Kapoor pointed out that sanitation services are at their worst, and mosquito-borne diseases like dengue and malaria are spreading unchecked, yet the mayor seems indifferent to finding solutions.
Earlier that day, three AAP municipal councilors—Preeti from Dilshad Colony ward, Sarita Phogat from Green Park ward, and Praveen Kumar from Madanpur Khadar East ward—joined the BJP in the presence of Delhi BJP President Virendra Sachdeva. The BJP noted that the councilors officially filled out membership forms and applied for online membership in the presence of Union Minister of State Harsh Malhotra, MP Ramvir Singh Bidhuri, and Leader of Opposition in the MCD, Sardar Raja Iqbal Singh.
Preeti, councilor from Dilshad Colony, told The Daily Guardian that she initially joined AAP with the hope of seeing meaningful change in India. However, she expressed disappointment, accusing Arvind Kejriwal of being mired in corruption and forcing her to the point where she could no longer support him. She added that AAP only values leaders who blindly follow Kejriwal’s directives. Preeti criticized the party’s leadership, saying that Atishi’s rise to Chief Minister was not due to her qualifications but because she acts as a puppet. She also emphasized that she is not like Swati Maliwal, stating she would not tolerate harassment. Preeti vowed to continue fighting for her constituency without bowing to pressure.
Praveen Kumar, councilor from Madanpur Khadar East, explained his reasons for joining the BJP. He represents a highly underdeveloped ward and felt that AAP’s leadership, including the mayor, was unresponsive to councilors’ concerns. By joining the BJP, he hopes to better address and resolve public issues in his ward.
Notably, the MCD is set to hold a crucial Standing Committee election on September 26, 2024. This election is for the final vacant seat, which became available after BJP member Kamaljeet Sehrawat was elected to the Lok Sabha from West Delhi. Although Delhi currently has an AAP mayor, the recent defection of two councilors to the BJP could bolster the party’s position in the election for Standing Committee member and chairman.
The Standing Committee is a key statutory body responsible for major financial decisions, policy implementation, and other critical matters. Comprising 18 members, it is one of the most influential bodies within the MCD, controlling the corporation’s financial resources. The MCD’s governance has been hampered by the lack of a fully established committee, impacting its ability to function efficiently.

</excerpt>

An official order has scheduled the elections for the appointment of chairmen and deputy chairmen for each of the 12 zonal bodies in the Municipal Corporation of Delhi (MCD) on September 4.

These elections, governed by the Delhi Municipal Corporation Regulations Act of 1957, will be conducted through a secret ballot. Voting will take place between 10 a.m. and 4 p.m. at the Hansraj Gupta Auditorium and Satya Narayan Bansal Auditorium at MCD headquarters, covering various zones of the civic body. “The commissioner, in pursuance of regulation 53 (1) of the DMC Regulation 1958, has fixed the first meeting of the ward committees for the election of chairman and deputy chairman of the ward committees and one member of the standing committee from 12 ward committees on Sept 4 at Hansraj Gupta Auditorium, first floor, and Satya Narayan Bansal Sabhagar on the second floor at Civic Centre,” stated the office notice issued by the municipal secretary office.

Councillors have until August 30 to submit their nominations to the municipal secretary. The opposition has long demanded elections for the standing committee, claiming that delays have hindered financial allocations for major projects in the civic body.

On August 23, Delhi Mayor Shelly Oberoi directed the municipal secretary to initiate the election process, as outlined in the Delhi Municipal Corporation Act of 1957, for the election of chairmen, deputy chairmen of the ward committee, and one member to the standing committee from the ward committee. citing the Supreme Court’s judgement on August 5, which stated that the lieutenant governor had the power to nominate aldermen
to MCD.

The absence of these committees over the past 20 months has been blamed for policy paralysis in the civic body.

</excerpt>

The Municipal Corporation of Delhi (MCD) House once again failed to function properly and was adjourned shortly after it began. On Wednesday, August 21, 2024, chaos erupted as opposition councillors protested against Mayor Shelly Oberoi for arriving late and delaying proceedings. Meanwhile, AAP councillors staged a protest against the MCD Commissioner.

Both BJP and Congress councillors stormed the Well of the House, chanting slogans against Oberoi and the AAP-led MCD, such as “Mayor Hai Hai” and “Corrupt Mayor Shame On You,” and demanding her resignation. In response, the mayor suspended BJP councillors Pankaj Luthra, Gajendra Singh Dalal, and Amit Nagpal. Before the meeting began, BJP councillors had already staged a protest outside the hall, raising issues including the delayed appointment of a Dalit mayor, garbage clearance, waterlogging, and the formation of the standing committee.

Leader of Opposition in MCD and former Mayor Raja Iqbal Singh told The Daily Guardian that the behaviour of Aam Aadmi Party councillors and the Mayor during the Corporation House meeting today showed their disinterest in conducting the session. He noted that despite the monthly meetings meant to address public issues, they consistently end without results due to the Aam Aadmi Party’s actions. Singh pointed out that the Mayor arrived an hour late, and AAP councillors were already in the House with banners protesting against the Commissioner and officials, indicating they intended to cause disruption from the start.

This assurance followed concerns raised by a lawyer representing the colony’s residents about the planned demolitions.

The High Court had earlier directed the MCD and other authorities to remove unauthorized constructions in all dairy colonies across Delhi. The bench, comprising Justice Manmohan and Justice Tushar Rao Gedela, acknowledged the MCD counsel’s verbal statement and decided to address the matter on August 16. On that date, the court will also consider a petition regarding the condition of dairies in Delhi.

The issue was brought before the bench led by Acting Chief Justice Manmohan. The Delhi HC had previously instructed statutory authorities, including the MCD, Delhi Urban Shelter Improvement Board (DUSIB), Government of the National Capital Territory of Delhi (GNCTD), and the Ministry of Housing and Urban Affairs (MoHUA), to take immediate steps to relocate all dairies from Bhalswa to Ghogha Dairy colony within four weeks. The court noted that dairy plot allottees had illegally converted the plots into commercial and residential uses without legal sanction. The construction of superstructures on these plots was also deemed illegal, as the plots were exclusively designated for cattle sheds.

The High Court emphasized that no legal claims could be made by the occupants of these unauthorized superstructures. The court had previously expressed concern over the inability of statutory authorities to prevent milch cattle from feeding on garbage from sanitary landfills near Bhalswa and Ghazipur. The court pointed out that 83 acres of unutilized land were available in Ghogha Dairy Colony, which could be used for relocating the Bhalswa Dairy Colony.

In previous hearings, the Delhi HC issued multiple directions to maintain hygiene in dairy colonies, ensure the medical care of cattle, and prevent the use of spurious oxytocin. The court also directed the Chief Secretary of Delhi to file a detailed affidavit outlining a future road map for the nine dairy colonies. Additionally, the court-appointed a Court Commissioner to inspect Delhi’s designated dairy colonies, where around 100,000 buffaloes and cows are used for commercial milk production.

The court was hearing a Public Interest Litigation (PIL) filed by three petitioners—Sunayana Sibal, Dr. Asher Jessudoss, and Akshita Kukreja, alumni of the Ahimsa Fellowship, represented by senior advocate Vivek Sibal. The petitioners highlighted severe violations, including animal cruelty, poor hygiene, environmental pollution, and public health hazards in the dairy colonies. They pointed to overcrowding, animals tethered with short ropes, injuries, diseases, and the non-therapeutic use of antibiotics and spurious drugs like Oxytocin, which is used to increase milk letdown in buffaloes but causes painful contractions. The petition also noted the presence of rotting carcasses, excreta, and improper waste disposal practices, contributing to fly infestation, mosquito breeding, and public nuisance.

</excerpt>

On Wednesday, the Municipal Corporation of Delhi (MCD) sealed the basement areas of ten coaching centres and libraries in Shahdara (South Zone), Karol Bagh, and Najafgarh Zone due to violations of building regulations. This move follows the tragic drowning deaths of three IAS aspirants who were caught in a basement flood caused by rainwater at a coaching centre in Delhi’s Old Rajinder Nagar. Delhi Mayor Shelly Oberoi said in a post on X, “MCD’s sealing drive continues in East Delhi today. We are in the process of doing everything to set an example for all coaching centres that think of flouting rules.”

The MCD release stated that four basements functioning as illegal libraries in the Karol Bagh Zone were sealed. In the Shahdara South Zone, four basements belonging to coaching centres and libraries were sealed, while in the Najafgarh Zone, two such basements were also sealed. The MCD has issued notices to coaching centres and property owners for property misuse and violations of building bylaws across all zones. Furthermore, the MCD is carrying out a survey to identify coaching centres and other properties in basements throughout the city that are in breach of regulations.

The MCD will persist in strictly enforcing building regulations to safeguard students and residents. In the meantime, the Central Bureau of Investigation (CBI) has assumed responsibility for the probe into the deaths of the three UPSC aspirants. The Delhi High Court assigned the case to the CBI last week, citing deficiencies in the Delhi Police’s investigation and concerns about possible corruption among public officials.

</excerpt>

The Delhi High Court on Friday formed a committee led by the Chief Secretary of GNCTD, with members including the Vice Chairman of the DDA, the MCD Chairman, and the Commissioner of Police. This committee is tasked with re-evaluating Delhi’s administrative, financial, and physical infrastructure and must file a report within eight weeks.

The bench, led by Acting Chief Justice Manmohan and Justice Tushar Rao Gedela, made several strong observations during the hearing. They pointed out that obtaining approval for new projects in GNCTD is challenging due to the absence of cabinet meetings in recent months and uncertainty about when the next meeting will occur.

The High Court emphasized the need for a change in the mindset of Delhi’s administrators, particularly the perception that everything can be provided for free. It also observed that recent tragedies have shown that civic agencies are not thoroughly following court directions. The court criticized the administrative situation, highlighting that multiple authorities are shifting responsibility and blaming one another instead of effectively addressing issues.

The High Court concluded that Delhi’s civic agencies lack the necessary funds for major infrastructure projects. It noted that much of Delhi’s physical infrastructure, such as drains, is outdated, having been laid nearly 75 years ago, and is both inadequate and poorly maintained.

On April 8, the court directed that no single agency should be solely responsible for controlling stormwater drains to ensure more efficient problem resolution. Additionally, it ordered a third-party audit to review the situation.

The High Court noted that with Delhi’s population exceeding 3 crores, the city requires a more robust financial and administrative infrastructure. It observed that various subsidy schemes have contributed to increased migration and population growth, exacerbating the financial challenges faced by the MCD.

The court also directed the MCD Commissioner to ensure that drains are functional and to systematically increase their capacity if needed. It ordered the immediate removal of encroachments and illegal constructions, including any on stormwater drains.

Expressing disappointment with the ongoing chaos, the court directed the Delhi government counsel to provide details on the date of the last Cabinet meeting and the schedule for the next one.

The Delhi High Court also transferred the investigation case concerning the deaths of three UPSC aspirants in Old Rajinder Nagar to the Central Bureau of Investigation (CBI), citing the seriousness of the incidents and potential involvement of corruption by public servants. The Central Vigilance Commission (CVC) was directed to nominate a senior officer to oversee the CBI probe into the deaths of the Civil Services aspirants.

Meanwhile, protests outside the coaching institutes in Delhi’s Rajinder Nagar continued for the sixth day on Friday after three UPSC aspirants lost their lives in a flooding incident at an IAS coaching centre.

The Delhi High Court criticized the Delhi Police for not taking the initiative to summon MCD officials for questioning. It pointed out that the police had failed to investigate the source of the water entering the basement and had instead arrested a driver, implying a lack of thoroughness in their approach.

The court highlighted that water issues are pervasive and affect everyone, including private residences. It noted that even the Yamuna River is encroached upon, reflecting a broader problem in Delhi where there is a prevailing mindset that the river will continue to flow despite encroachments. The court warned that water does not discriminate and can affect anyone, regardless of address. It also stated that there is a serious issue of criminal neglect and cautioned that if the current situation persists, such tragedies may recur every monsoon.

This decision follows the tragic deaths of three UPSC aspirants who drowned in the flooded basement of Rau’s IAS coaching centre in Delhi on Saturday, July 27, 2024.
The Commissioner’s order emphasised the urgent need for stricter regulations and enforcement to prevent future tragedies. The MCD Commissioner directed that all buildings with basements be surveyed, with immediate action, including sealing, to be taken against those found misusing them. The order specified that there should be separate entry and exit gates for basements. Additionally, all building plans should be made publicly accessible to identify violators, and all encroachments over drains and footpaths must be removed. The MCD stated, “Storm water drains should be thoroughly cleaned, and any blockages should be cleared using super-sucker machines. If a new drain is required at any location, an immediate proposal should be submitted.”

The MCD Commissioner has ordered that portable pumps and operators be prepared for dewatering at vulnerable waterlogging points that have already been identified. The local authority has also mandated a survey of open hanging wires and cables, with immediate action to be taken in coordination with North Delhi Power Limited (NDPL) and Bombay Suburban Electric Supply Limited (BSES). Additionally, private concessionaires are to be instructed to ensure the prompt removal of garbage, as it can decay during the rainy season, causing foul odors.

Additionally, private concessionaires are to be instructed to ensure the prompt removal of garbage, as it can decay during the rainy season, causing foul odours. The commissioner also ordered that urinals and toilets in poor condition be immediately improved.

Earlier, on Wednesday, the MCD Commissioner met with a delegation of UPSC aspirants at the agency’s headquarters amid protests following the deaths of three students at a coaching centre in Old Rajinder Nagar, Delhi. A total of 28 students attended the meeting, where they shared their suggestions. The commissioner engaged in an in-depth discussion and assured the students that their grievances would be properly addressed.

</excerpt>

The tragic deaths of three UPSC aspirants, trapped in a flooded basement coaching center in Delhi, sent shockwaves across the nation. This was not a mere accident, but a stark indictment of systemic apathy and neglect.

A Culture of Neglect
The subsequent investigations and arrests of driver passing by coaching center and MCD officials exposed a deep-rooted problem. Building violations, potential criminal negligence, and a possible web of corruption came under scrutiny. While the authorities acted, critics questioned the timeliness and extent of their response.
Amidst the investigations, a shameful political blame game erupted between the BJP and AAP, further exacerbating the public’s anger. The tragedy underscored the MCD’s reactive approach to urban management. Surveys, sealing basements, and mandating emergency exits were all damage control measures, raising questions about why such regulations weren’t enforced proactively.

A City Built on Violations
The incident laid bare Delhi’s chaotic urban landscape. Basements, often converted illegally into classrooms and offices, had become ticking time bombs. This tragedy highlighted the urgent need for stricter enforcement of building bylaws.
Students, particularly those from other cities, face immense pressure to succeed in competitive exams. Overcrowded accommodations, exorbitant rents, and the mental toll of this pressure create a vulnerable environment. The tragedy underscored the need for better support systems for these young minds.
Delhi’s infrastructure, ill-equipped to handle heavy rainfall, proved to be a fatal flaw. The incident demanded a comprehensive overhaul of the city’s urban planning, including improved drainage, wider roads, and efficient public transport.

A Call for Change
The delay in taking stringent action against those responsible raised concerns about a culture of impunity. This tragedy must serve as a wake-up call. Delhi needs a complete overhaul, including stricter building regulations, improved safety standards, effective drainage systems, and increased transparency and accountability in governance.
The loss of these young lives is a profound tragedy. It is imperative that their sacrifice not be in vain. We must build a Delhi that is not just prosperous, but safe and secure for all its citizens.

MCD Additional Commissioner Tariq Thomas acknowledged the incident as a “failure” of the civic body, taking personal responsibility. He admitted that officials should have acted more effectively, stating, “This should not have happened. We should have done our duty better; there is no excuse.”

A delegation of students was transported to the MCD commissioner’s office for the meeting in a police bus. The protesting students have vowed to continue their protest until their demands are met.

On Tuesday, students and representatives from 15 coaching institutions met Delhi Lieutenant Governor Vinai Kumar Saxena. According to a student present, they demanded Rs 3 crore in compensation for the deceased students’ families. While the coaching center has not specified the amount, it has agreed to provide compensation.

The student added, “Coaching institute representatives requested a bridge between the institute and students for compensation distribution. The LG assured the formation of a committee including student representatives, coaching institute representatives, and government officials to inspect building norms compliance.”

In response to the incident, the National Human Rights Commission (NHRC) issued notices on Tuesday to the Delhi Chief Secretary, Police Commissioner, and MCD Commissioner, demanding a detailed report within two weeks. The NHRC also ordered a survey to identify coaching centers violating norms and to hold negligent officials accountable.

</excerpt>

The Delhi High Court on Wednesday strongly criticized the Delhi government’s “freebie culture” in light of the recent deaths of three civil service aspirants due to flooding in the basement of Rau’s IAS coaching center in Old Rajinder Nagar on July 27. The court expressed concerns about the government’s failure to upgrade the city’s infrastructure, particularly its drainage system, amidst a growing population.

Court Orders Immediate Action on Encroachments

The court directed the Municipal Corporation of Delhi (MCD) commissioner, the deputy commissioner of police (DCP), and the investigating officer to appear in court on Friday. It also ordered the removal of all encroachments on drains in Old Rajinder Nagar by Friday, stressing the urgency of addressing the issue.

Tragic Incident at Rau’s IAS Study Circle

The incident, which occurred on July 27, claimed the lives of three UPSC aspirants: Shreya Yadav from Uttar Pradesh, Tanya Soni from Telangana, and Navin Dalwin from Kerala. They were trapped in the flooded basement of Rau’s IAS Study Circle. The court is hearing a plea for the constitution of a high-level committee to investigate the incident, with the next hearing scheduled for Friday at 2:30 PM.

High Court Warns of Possible CBI Investigation

A division bench consisting of Acting Chief Justice Manmohan and Justice Tushar Rao Gedela emphasized the need to fix responsibility for the incident. They warned that if local authorities failed to do so, the investigation might be transferred to a central agency such as the Central Bureau of Investigation (CBI) or the Central Vigilance Commission (CVC). The court highlighted the severity of the incident as a case of infrastructure failure and negligence.

Demand for Accountability

The court demanded the presence of the investigating officer, the concerned DCP, and the MCD commissioner with all relevant files on Friday. The court criticized the investigation’s progress, calling it “strange” and highlighting that actions were being taken against “passersby” rather than holding MCD officials accountable. The court stated that someone needs to be held responsible, noting that only one MCD official had been jailed so far.

Infrastructure Concerns

The Delhi High Court also expressed dissatisfaction with the civic authorities’ failure to upgrade the century-old infrastructure. The court pointed out the disconnect between liberalizing laws and failing to modernize infrastructure, labeling the civic authorities as “bankrupt.” The bench criticized the lack of spending on infrastructure and questioned the administrative capacity to govern the city effectively. They highlighted the ongoing issues of unauthorized construction despite buildings being officially sealed.

This tragic incident has brought to light the urgent need for infrastructure upgrades and accountability within the city’s civic administration, as well as the potential repercussions of governmental negligence.

The Municipal Corporation of Delhi (MCD) sealed the basements of 13 civil services institutes in the Old Rajinder Nagar area on Sunday, following the deaths of three civil services aspirants. These aspirants died after a library in the basement of Rau’s IAS centre was inundated during heavy rainfall. A civic body team arrived in Old Rajinder Nagar to seal the illegally operated basements of various coaching centres, as stated by the Delhi government.

The MCD’s action against properties violating building bylaws followed massive student protests in Old Rajendra Nagar on Saturday night and Sunday. Shreya Yadav from Ambedkar Nagar in Uttar Pradesh, Tanya Soni from Telangana, and Navin Dalwin from Ernakulam in Kerala lost their lives when the basement of Rau’s IAS Study Circle flooded after heavy rain on Saturday evening.

An initial investigation into the incident revealed a lack of drainage system and safety measures, and the use of the basement for commercial activities in violation of norms, which led to the death of the three aspirants.

Delhi’s Coaching Centre Deaths: Top Updates

On Sunday, Delhi Police arrested Abhishek Gupta, the owner, and Deshpal Singh, the coordinator of Rau’s IAS Study Circle, charging them with culpable homicide and other offenses.

The MCD sealed the basements of IAS Gurukul, Chahal Academy, Plutus Academy, Sai Trading, IAS Setu, Topper’s Academy, Dainik Samvad, Civils Daily IAS, Career Power, 99 Notes, Vidya Guru, Guidance IAS, and Easy for IAS by Sunday night.

An FIR was registered at Rajinder Nagar police station under sections 105 (culpable homicide) and 290 (negligent conduct with respect to pulling down, repairing, or constructing buildings), among others, of the Bharatiya Nyaya Sanhita (BNS).

According to the FIR, Abhishek Gupta admitted there was no drainage system in the basement of Rau’s IAS coaching centre, leading to the death of three aspirants, as reported by PTI.

A senior official involved in the investigation indicated that the incident was caused by the failure of civic authorities to clear the roadside drain before the monsoon and the lack of a drainage system in the basement, which was illegally used as a library. Multiple police teams have been formed to investigate the actual cause.

More than 35 people, including students and coaching centre staff, were trapped on Saturday evening when water began flooding the basement during heavy rain, according to a police officer.

Hundreds of civil services aspirants protested in Old Rajinder Nagar and Karol Bagh Metro Station areas, demanding justice. Protesters blocked the road near Karol Bagh Metro Station, causing traffic jams and prompting police intervention.

According to the MCD, the coaching centre’s building plan was approved in 2021. An MCD official stated that the building completion certificate specified the basement could only be used for parking and storage, indicating the library was operating illegally.

The Congress called for accountability over the deaths, with Rahul Gandhi asserting that “common people are paying the price for ‘irresponsibility of institutions’ at every level.” The BJP demanded criminal charges against responsible officers and the resignation of water minister Atishi and local AAP MLA Durgesh Pathak for the deaths.

The Aam Aadmi Party (AAP) called for a crackdown on illegal commercial operations in basements across Delhi. Senior AAP leader and MCD in-charge Pathak condemned the practice as criminal and warned that without intervention, future incidents are inevitable.

</excerpt>

The Delhi unit of the Bharatiya Janata Party (BJP) has condemned Arvind Kejriwal’s delay in appointing a Scheduled Caste Mayor in Delhi. They have written to Lieutenant Governor Vinai Kumar Saxena, demanding both the appointment of a Scheduled Caste Mayor for the Municipal Corporation (MCD) and the formation of the Sixth Delhi Finance Commission.

BJP leaders have claimed that the Delhi Municipal Corporation Act mandates the appointment of a Scheduled Caste Mayor in the third year, but Arvind Kejriwal is obstructing the completion of the mayoral election process due to his alleged anti-women and anti-Dalit behaviour.

According to the rules, the Chief Minister must write to the Lieutenant Governor to initiate the mayoral election process. However, since Kejriwal is in jail and unable to perform his official duties, the process for appointing a Scheduled Caste Mayor has not begun. BJP leaders argue that Kejriwal’s refusal to resign despite being in jail has resulted in no Scheduled Caste councillor being appointed as Mayor in Delhi, even four months into the term.

Sardar Raja Iqbal Singh, Leader of Opposition in the Delhi Municipal Corporation, along with Delhi BJP Media Head Praveen Shankar Kapoor, expressed regret that Chief Minister Arvind Kejriwal’s government’s stubbornness is preventing the appointment of a Scheduled Caste Mayor in Delhi. The BJP has condemned this situation. Today, both leaders sent a letter to Delhi’s Lieutenant Governor, Mr. Vinai Kumar Saxena, calling for the appointment of a Scheduled Caste Mayor for the Delhi Municipal Corporation and the formation of the Sixth Delhi Finance Commission.

Singh stated that the financial crisis in the MCD is worsening due to the Kejriwal government’s failure to establish the Sixth Delhi Finance Commission. The BJP leaders have called on the Lieutenant Governor to promptly form the Sixth Delhi Finance Commission.

The Municipal Corporation of Delhi (MCD) recently cleared 60 percent of 28,000 metric tons of garbage around the national capital’s railway lines on Monday.

Furthermore, the senior official familiar with the matter revealed that they aim to clear the railway of garbage by June 30.

Moreover, the MCD has also billed Northern Railway ₹6 crore for both lifting and processing of waste.

Currently, Delhi maintains a railway line network of 105 km, which is covered by around 48,000 slum dwellings.

For so many years, these areas along the tracks have unofficially become dumping grounds for waste.

According to officials, railway passengers and slum dwellers are the two biggest contributors to waste dumping.

Meanwhile, the MCD officials have announced that they have identified and located the nearest dustbins, dhalaos (primary garbage receptacles), and fixed garbage compactor stations to transfer the garbage away from tracks’ vicinity.

Clearing of Waste from Railway Tracks So Far?

Earlier in May 2023, in compliance with monitoring agencies and the NHRC’s (National Human Rights Commission) directions, Northern Railways requested MCD for a joint inspection of legacy waste along railway tracks.

Later in July, MCD initiated a pilot project and cleared around 1,600 metric tons of legacy waste between Azadpur and Narela’s stretch.

Then, in November, MCD announced the clearing and disposal of solid waste from various sites, which included the stretch from Hazrat Nizamuddin to Lodhi Colony Station, from Lodhi Colony Station to Okhla Station, and the area around Badarpur Border Station.

As per a senior MCD official, the NHRC is currently keeping track of track clearing.

Also, the solid waste management action plan, finalized by a high-level panel of the National Green Tribunal, has placed emphasis on the cleaning of railway tracks as a key aspect of waste management.

According to the official’s assertion, the cleaning of tracks needs to be coordinated with railway authorities, as the safety of sanitation workers needs to be considered during railway movement.

Under MCD regulations, entities classified as bulk waste producers, generating over 100 kg of waste daily, are mandated to manage their waste. In order to deal with jurisdictional complexities, a proposal was put forth wherein the expenses for waste collection, transportation, and processing would be divided in a 70:30 ratio between the railways and Delhi agencies.

The Municipal Corporation of Delhi House once again experienced a ruckus on Monday, and the house was adjourned until further notice. Therefore, the elections for mayor and deputy mayor could not take place today.

The House witnessed a noisy scene today when BJP councillor and presiding officer Satya Sharma declared that the nominated members will also get a chance to vote in the elections for mayor, deputy mayor, and Standing Committee members.

The councillors of MCD assembled after some delay around 11:30 am. Soon after Sharma declared that the elections for the three posts, such as mayor, deputy mayor, and Standing Committee members, would take place simultaneously.

The presiding officer went on to say that permission will be given to the alderman and nominated members to vote for the mayor, deputy mayor, and Standing Committee members. Sharma’s announcement sparked outrage among AAP councillors, who began protest in the house.

Earlier, AAP councillors had demanded not to allow aldermen to vote in today’s elections. After that, the House was declared adjourned.

The MCD election was held on December 4, results were declared on December 7, and the AAP unseated the BJP and came into power. This was the third session of the House, the first two sessions were held on January 6 and January 24, respectively. Both the sessions were adjourned by the presiding officer without electing Delhi’s mayor following the heated arguments between the AAP and BJP members.

The elections for mayor and deputy mayor should be held in the first session, as per the MCD Act, 1957. Despite the passage of two months and three sessions, Delhi is without a mayor.

The Delhi High Court on Wednesday regulated the CBI from continuing with the appeal for Lokpal coordinating an examination against the management of MCD and different divisions for permitting unapproved construction in South Delhi and surrounding areas. The request for Lokpal was challenged by the MCD.

Justice Prathiba M Singh said, “Considering the issue raised by the petitioner, issue notice to the respondents, short affidavit be filed within 4 weeks and rejoinder within two weeks.” “The CBI shall not proceed with the impugned order of the Lokpal,” justice Singh said.

In any case, the court expressed that there would be no banning on the plea connected with unapproved development in South Delhi and different parts of Delhi.

This is only the prima facie view and shall not have any bearing on the merit of the case, the court said. The matter has been listed on April 25 for further hearing.

The High Court noticed the conflict of senior advocate Sandeep Sethi showing up for the Municipal Corporation of Delhi (MCD) that prior to coordinating the Central Bureau Of Investigation (CBI) to start examination against the community workers of MCD, the Lokpal required the prior investigation of the Delhi Government.

The high court additionally noticed that there was no request by the CVC or the Lokpal regarding this issue. The CVC was just requested to get a report from the vigilance division from the MCD corresponding to unapproved constructions.

On the other hand advocate, Apoorv Kurup appearing for the Lokpal submitted that before the investigation, notice was issued and a reply was filed. Being unsatisfied with the reply, the order for investigation was issued.

The civic body has challenged the direction of the Lokpal for a CBI investigation against the officer of the civic body. The high court on December 23 refused to stay the order of the Lokpal of India directing a CBI investigation against MCD officials.

The Lokpal ordered the CBI investigation on the basis of a complaint against alleged illegal and unauthorized constructions in Delhi.
During the hearing senior advocate Sandeep Sethi appearing for the petitioner submitted that a body like MCD, which is partially funded by the state government, its consent has to be taken.

The bench earlier had said, “The Lokpal consists of three members with a retired high court judge… Once Lokpal has considered the matter, there are some reasons. I have to hear them. If you make out a case on the next date, I will stay the proceedings.”

The counsel for MCD had argued that nobody would be able to do their work if a CBI investigation is ordered in a case such as the present one and by the same logic, an investigation should also be ordered against the police for crime in Delhi.

While expressing its concern, the court had said, “MCD can’t be equated with Delhi police. Its engineers are a problem. Unauthorized construction, encroachment, everything takes place. Something has to be done.”

The Lokpal initiated the proceedings on a complaint filed by Vikram Singh Saini, a former General Secretary of Samajwadi Yuvjan Sabha. He lodged a complaint in December 2021 and alleged that certain “illegal constructions” in South Delhi were because of their (Engineers) conduct.
On the other hand, MCD had refuted the allegations and its petition claimed that the complainant filed a “frivolous, baseless and vague complaint” to the Lokpal. There are no allegations of corrupt activities.
The petition stated that the Lokpal passed a “blanket order” on the basis of an “incoherent and general complaint” with respect to illegal constructions in South Delhi in 2020-21.

The petition said the data depicts a “steady decline” in unauthorized constructions in the south zone and the officials have been discharging their duties effectively.

“This fact is also evident from the data from the year 2018. It shows that out of 1,141 properties booked, 606 were demolished, 223 were sealed, the prosecution in 326, and letters in all such properties were duly issued,” the petition said. The MCD has contended that the order passed by the Lokpal violated the principles of natural justice as the investigation was ordered against MCD officials who were not a party before it.

According to an Association for Democratic Reforms report, at least 67% of the 250 newly elected councilors in the MCD are crorepatis.
It stated that 51% of the 266 council members examined in 2017—when 270 wards of the three municipal corporations at the time went to the polls—were crorepatis.

The Municipal Corporation of Delhi (MCD) now has 250 seats following the delineation of wards earlier this year.

The AAP won 134 seats, limiting the BJP to 104 seats, ending the BJP’s 15-year rule in the MCD, which was divided into north, south, and east corporations in 2012 and unified this year. Only nine seats were gained by the Congress, and three wards went to independent candidates.
“Out of the 248 winning candidates analysed, 167 (67 per cent) are crorepatis. Out of 266 councillors analysed during MCD elections (in) 2017, 135 (51 per cent) councillors were crorepatis,” the report said.

According to the report, the BJP had the greatest number of councillors with assets worth more than one crore (82), out of all the parties.

“…82 (79 per cent) out of 104 from the BJP, 77 (58 per cent) out of 132 from the AAP, 6 (67 per cent) out of nine from the INC (Indian National Congress) and 2 (67 per cent) of three Independent winning candidates have declared assets worth more than ₹1 crore,” the report added.
The Association for Democratic Reforms and Delhi Election Watch analysed the affidavits of 248 of 250 councillors in the MCD elections. Due to the absence of clear and comprehensive affidavits filed with the State Election Commission, Delhi, it was impossible to analyse the assets of the two victorious candidates.
The 132 AAP councillors examined had an average asset value of 3.56 crore, compared to 5.29 crore for the 104 BJP councillors, according to the research.

According to the Association for Democratic Reforms, the nine Congress councillors’ average assets per candidate were 4.09 crore rupees. The combined assets of the three independent council members are 5.53 crore.

Election day was December 4, and the results were made public on Wednesday. VA PTI SZM

The Bharatiya Janata Party (BJP) called a meeting of its key office bearers on Wednesday at 5:30 p.m. at the BJP headquarters, according to BJP sources.

The MCD election-winning party councillors have scheduled another meeting. In the civic body elections for the national capital, the Aam Aadmi Party (AAP) defeated the Bharatiya Janata Party, ending its 15-year rule, by winning 134 of the 250 wards. Congress lost nine wards, and the BJP won 104, meaning that its support base in Delhi is continuing to dwindle.

Both the BJP and the AAP made loud claims about winning the election during the intense campaigning in MCD, but it all came down to December 7, when the results were made public.

On December 4, elections were held in 250 wards of the nation’s capital, with a turnout of about 50% and 1,349 candidates running for office. The low voter turnout, however, did not prove to be a pro-incumbency sign.

In the most recent polling, it was not predicted (in the exit polls) that Congress would be a significant challenger because it is primarily focused on the success of the Bharat Jodo Yatra.

After registering a win in the Municipal Corporation of Delhi (MCD) on Wednesday Aam Aadmi Party (AAP) ends the Bharatiya Janata Party’s 15-year reign.

Meanwhile, after gaining the majority Delhi Deputy Chief Minister Manish Sisodia slammed BJP on Wednesday and said, “BJP didn’t work.”

“We thank the people of the city for trusting us with MCD. The people of the national capital have helped defeat the most corrupt and most negative party of the world for a glorious win to Arvind Kejriwal,” Sisodia said.

Taking to Twitter Sisodia tweeted, “For us, it’s not just a huge win, it’s a huge responsibility too.”

While addressing a gathering AAP’s Gopal Rai said, “The BJP used to say that our party is here to just cut votes and we only here to defeat Congress. Multiple raids were carried out, targeting us. When we used to raise civic issues, they used to allege scams. They even targeted Manish Sisodia. The people of the city have now spoken.”

It was the neck-and-neck contest between Bharatiya Janata Party (BJP) and Aam Aadmi Paty (AAP), AAP gained a majority in the Municipal Corporation of Delhi elections on Wednesday.

The Aam Aadmi Paty (AAP) leads in 134 seats, Bharatiya Janata Party (BJP) in 103 seats, Congress in 10 seats, and Others in 3 seats

After winning in the MCD elections Delhi Chief Minister Arvind Kejriwal on Wednesday thanked the people of Delhi and said, “Thanks to the people of Delhi for this grand victory and many congratulations to all. Now all of us together have to make Delhi clean and beautiful.”

The counting of the votes started from 8 am onwards for the Municipal Corporation of Delhi election.

Earlier on 4 December, the MCD elections were held in the national capital where 50 percent voter turnout and a total of 1,349 candidates were in the fray for 250 wards.

Earlier in the day, Delhi BJP Vice President Rajiv Babbar expressed confidence over the win of the BJP in the MCD elections and said, “We believe in democracy. The people of Delhi are very smart. We are not like Arvind Kejriwal who writes in advance that they are winning. The people notice everything, from AAP leader in jail to corruption.”

Babbar said, “We are going to cross 125 seats. It will be clear after an hour and we are confident that BJP is going make its mayor.”

However, in the MCD elections, Delhi Chief Minister Arvind Kejriwal-led AAP will rule the municipal corporation of the national capital for the first time.

Furthermore, exit polls predicted a poor performance by Congress and once again the party has failed to revive itself in Delhi.
