</excerpt>

Kashmir: Jammu and Kashmir’s Lieutenant Governor Manoj Sinha announced a transformative vision for the Union Territory (UT) at the J&K Film Conclave on Thursday. The administration is set to develop film-shooting infrastructure modeled after European countries, with the goal of establishing J&K as a premier global film destination.

Addressing an audience of renowned Bollywood directors, artists, short filmmakers, and cinema enthusiasts at the International Convention Centre on the banks of Dal Lake, LG Sinha emphasized the historical and organic connection between J&K and the film industry. “I remember Raj Kapoor’s love for film shooting in Kashmir. It wasn’t all about just shooting. There has been an organic relationship between film shooting and Cinema in J&K. We are trying to revive the Bollywood of yesteryears,” he said.

He highlighted the administration’s efforts over the past five years to rejuvenate the region’s cinema culture. The introduction of the New Film Policy-2024 is a cornerstone of this initiative, addressing the gaps and challenges of the previous 2021 policy. “Today, we have launched the New Film Policy-2024 where all previous gaps have been filled. The new policy entails a Single Window Cell that will make film shooting easier for directors and producers interested in shooting in J&K. There will be ease in giving permissions for shooting and also hiring local talent,” LG Sinha explained.

The policy is designed to create a compact film ecosystem, offering subsidies and grants to both veteran and emerging filmmakers. The Single Window Cell will streamline the process of obtaining shooting permissions, ensuring a hassle-free experience. “Efforts are afoot to provide a compact film ecosystem to film shooting lovers, directors, and producers,” he added.

LG Sinha also noted significant improvements in road connectivity to key shooting locations, underscoring the administration’s commitment to supporting the dreams of the UT’s youth.

The J&K Film Conclave featured the unveiling of the Film Policy-2024, the launch of a Single Window Portal for film shooting permissions and subsidies, and the screening of “Naya Jammu and Kashmir” films. Other highlights included the launch of the “Frames of Transformation” photography competition, the inauguration of a J&K film screening series, workshops on filmmaking by leading industry experts, and a panel discussion with eminent film personalities.

By addressing previous policy shortcomings and introducing robust support mechanisms, J&K is poised to reclaim its status as a coveted destination for filmmakers worldwide.

Kashmir: Jammu and Kashmir’s Lieutenant Governor Manoj Sinha expressed strong support for the Union Budget 2024-25, emphasizing its significant focus on agricultural productivity and resilience, which he believes will immensely benefit the Union Territory.

In a series of posts on the social media platform X, Sinha praised the budget for its inclusive vision aimed at empowering all segments of the population. He highlighted that the budget’s emphasis on natural farming, oilseeds, vegetable production, and supply chains, coupled with national cooperation, will foster inclusive growth for farmers, villages, and laborers across J&K.

“Jammu and Kashmir has embraced the opportunities presented by the 21st century, and our youth are diligently working towards building a proud and prosperous Union Territory,” Sinha stated. He pointed out that the budget’s focus on employment and skilling, alongside the introduction of new schemes, will inject fresh momentum into youth empowerment and significantly enhance women’s participation in the workforce.

The Lieutenant Governor underscored that the budget offers extensive opportunities for youth, women, farmers, and entrepreneurs. He noted that it lays out comprehensive plans for the development of a robust agricultural infrastructure and urban development, which are crucial for a prosperous rural India.

“This budget, with its focus on employment, skilling, MSMEs, and the middle class, aims to bring the vision of empowering all sections of the population to fruition. The nine priorities outlined for generating ample opportunities will ensure rapid progress and social equity,” Sinha elaborated.

Further, Sinha commended Prime Minister Narendra Modi and Finance Minister Nirmala Sitharaman for presenting what he described as a “visionary” budget. He asserted that the budget would intensify economic growth, introduce far-reaching reforms towards achieving ‘Viksit Bharat’ (Developed India), and enhance both the ‘Ease of Doing Business’ and ‘Ease of Living’.

In addition, the Lieutenant Governor highlighted the significance of the Pradhan Mantri Janjatiya Unnat Gram Abhiyan, which aims for comprehensive coverage in tribal-majority villages and aspirational districts. He called this initiative a “game-changer” for the Union Territory.

Sinha’s positive outlook on the budget underscores the government’s commitment to leveraging the budget’s provisions to spur development and inclusivity in Jammu and Kashmir. The focus on agricultural productivity, youth empowerment, and women’s participation signifies a holistic approach to fostering sustainable growth and prosperity in the region.

</excerpt>

In J&K, the Centre has greatly enhanced the lieutenant governor’s power, enabling him to decide on important issues like police and all-India services officers, and granting sanctions for prosecution in various cases. This move has been met with strong opposition, which views it as a step towards “disempowering” the people of Jammu and Kashmir.

The Union Home Ministry amended the transaction rules framed under the Jammu and Kashmir Reorganisation Act, 2019, which was enacted alongside the abrogation of Article 370. This Act bifurcated the erstwhile state into two Union Territories J&K, and Ladakh.

Official sources stated that the amendments to the transaction rules provide better clarity on the processes to enable the smooth administration of the Union Territory. They emphasized that the notification does not alter the balance of powers as enshrined in the J&K Reorganisation Act, 2019. With these amendments, the powers of the legislative assembly and the functions of the lieutenant governor have been clearly defined and delineated in the Act, reflecting in the transaction of business rules.

Previously, proposals concerning police, public order, all-India services, and the Anti-Corruption Bureau required approval from the finance department of J&K before reaching the lieutenant governor. Under the revised rules, such proposals must now be presented directly to the lieutenant governor through the chief secretary of the Union Territory.

The lieutenant governor’s authority now extends to the appointment of the advocate general and other law officers, roles previously decided upon by the government but now requiring the lieutenant governor’s approval. The Centre’s decision has drawn criticism from several political parties in Jammu and Kashmir, who view it as an attempt to undermine the power of an elected government.

The Supreme Court has mandated that assembly elections be held by September 30, 2024, and that Jammu and Kashmir be returned to statehood “as soon as possible.” Numerous political parties announced their dissatisfaction of the Center’s decision on Saturday. The National Conference (NC) and the People’s Democratic Party (PDP) labeled the decision as a step towards “disempowering” the people of Jammu and Kashmir, while the Congress condemned it as a “murder of democracy.” The Apni Party called for a unified protest against the decision.

After the Centre moves, the lieutenant governor will also be in charge of making decisions about filing appeals and sanctioning prosecutions. The lieutenant governor will also be directly in charge of issues pertaining to prisons, the directorate of prosecution, and the forensic science laboratory.

“No proposal which requires previous concurrence of the Finance Department with regard to ‘Police,’ ‘Public Order,’ ‘All India Service,’ and ‘Anti-Corruption Bureau’ to exercise the discretion of the Lieutenant Governorunder the Act shall be approved or denied unless the chief secretary brings it before the lieutenant governor first,” the Union Home Ministry notification said. The lieutenant governor now has more authority in concerns of bureaucracy. His office would handle requests for the posting and transfer of administrative secretaries as well as requests pertaining to IAS and IPS officers. NC Vice-President Omar Abdullah expressed worries about the consequences of having a chief minister who would be “powerless and rubber stamp” and require the lieutenant governor’s approval in response to this directive.

Congress General Secretary Jairam Ramesh suggested that the increased powers given to the Jammu and Kashmir lieutenant governor indicated a dim outlook for the restoration of full-fledged statehood in the near future. PDP Chief Mehbooba Mufti’s daughter and media adviser, Iltija Mufti, highlighted the perceived agenda behind the decision, suggesting it aimed to limit the powers of any future elected government in the region.

At line with the idea that democracy is at danger, Jammu and Kashmir Congress President Vikar Rasool Wani called the action a “murder of democracy” that will obstruct the restoration of true statehood. In opposition to the Centre’s decision, Apni Party Chief Altaf Bukhari urged political parties to stand united and cautioned against the formation of a “powerless assembly” that would reduce the efficacy of elected officials in advancing the interests of the area. M Y Tarigami, a senior leader of CPI(M), called the revisions “another brazen assault on the remaining nominal rights,” effectively “downsizing” a historic state to only the level of a larger municipality.

According to the sections 32 of the Act, the legislative assembly may make laws concerning any of the matters enumerated in the State List except “Police” and “Public Order” or the Concurrent List in the Seventh Schedule to the Constitution of India. According to section 53 of the Act, the lieutenant governor shall exercise his functions in his discretion in matters that fall outside the purview of powers conferred on the legislative assembly, related to all-India services and the Anti-Corruption Bureau, and any other matter which he is required by or under any law to act in its discretion.

The Centre’s latest move to grant additional powers to the lieutenant governor in J&K has sparked significant debate and opposition, with many calling for a clearer path towards the restoration of full statehood and a more empowered elected government for the region.

The Jammu and Kashmir government’s flagship initiative for Transhumance, completed one month today, setting a record for the number of families benefitted.

The Tribal Affairs Department in the month of September notified the schedule for providing free transport service to migratory tribal families from highland pastures in Kashmir to villages and plains in the Jammu region.

The service, which began on 25 September have been extended for two weeks and more than 12,000 families have availed of it. The respective District Administrations set up dedicated helplines and a central IVRS Call Centre based helpline of the department. Nodal officers were appointed at the district level and the availability of transport facilities was announced on the radio to disseminate information in highland summer pastures.

Transhumance, the migration of ethnic tribal families between winter and summer pastures, is a geopolitical phenomenon observed in nearly 20 countries in Europe, Asia, Africa, Australia, and some parts of America. Jammu and Kashmir has the world’s largest population of transhumant/migratory tribal families as per the 1st Survey of Transhumance conducted by the tribal affairs department in 2021, which recorded a 6.12 lakh population.

In September, the service was initiated with more than 300 trucks and several vehicles hired by the Deputy Commissioners as per the number of families registered. Several hundred families returning from Kargil in Ladakh were also provided service. Now a fleet of 400 trucks has been provided.

Lt Governor Manoj Sinha, earlier this year, announced the launch of a scheme for providing transport facilities to the migratory tribal population in J&K. Chief Secretary Arun Kumar Mehta revised the plan of the tribal affairs department for transportation support, and recently the State Administrative Council approved the proposal as a policy to be implemented twice a year during migration for which funds have been earmarked in the budget of the department. The service is being provided through J&K Road Transport Corporation and DCs have been authorised to hire additional vehicles as per requirement.
Shahid Choudhary, Secretary, Tribal Affairs Dept., informed that till 2021, no data on transhumance was available, depriving the huge tribal population of welfare schemes and development. Based on the survey, many initiatives and schemes were planned and rolled out in a very short time.

The tribal affairs department also rolled out the transit facilities network for the migratory populations to be put in place through the respective districts’ administration. It has also introduced various technology-based services to ease migration and make efforts towards Sustainable Development Goals.
