</excerpt>

In a wide-ranging conversation with Priya Sahgal on NewsX’s Cover Story, Congress MP and former Union Minister Manish Tewari offered a detailed analysis of the Iran-Israel conflict and its broader implications on global geopolitics. Speaking not just as a politician but also in his capacity as a geopolitical commentator, Tewari began by calling the current state of global affairs “unprecedented turmoil” since the end of the Second World War.
“The global order constructed post-World War II is completely and absolutely in turmoil,” Tewari said, adding that geopolitical tensions have reached boiling points across multiple regions — from North America to Europe, the Middle East to Asia.

America’s Strained Ties and Shifting Alliances
Tewari explained how U.S. foreign policy, especially under Donald Trump, has destabilized traditional alliances. “There are tensions between the United States of America and its closest neighbor Canada… and also with its NATO allies,” he noted, citing Vice President Mike Pence’s controversial speech in Munich that he said “threw European strategic elite under the bus.”
He pointed to the prolonged Russia-Ukraine war — now in its fourth year — as draining Europe’s strategic attention, even as tensions in the Middle East escalate.

Middle East on the Brink: Iran, Israel, and the US
Focusing on the heart of the matter, Tewari dissected the Iran-Israel tensions and the potential role of the United States. He emphasized that the U.S. maintains military ties with 18 countries in the Middle East, excluding Israel, which could complicate its response to the conflict.
He pointed out the strategic and historical hostility between the U.S. and Iran. “The regime in Iran, notwithstanding sanctions, has proven to be very resilient now over four and a half decades,” he said.
Recalling the 1979 hostage crisis, Tewari noted, “The United States has a long strategic memory… and has not forgotten the humiliation of that raid.”
He warned that should Iran respond by closing the Strait of Hormuz, “it is going to impact especially consumer markets in India, China, South Korea, Japan, and even westwards towards Europe.”

Iran’s Shia Crescent and Strategic Depth
According to Tewari, Iran has built significant influence across the region through its “Shia crescent” stretching from Iran to parts of Africa. He added that this makes the fallout of any direct U.S. military involvement even more complicated.
“If the US gets involved directly, Israel will retaliate. The US has a military presence in Iraq and several other countries with Shia populations. There would be implications which even the United States may not be able to control,” he said.

Will Regime Change in Iran Happen?
On whether military pressure could lead to a regime change in Iran, Tewari was skeptical. “I do not see that happening till the time the regime in Iran is not completely decapitated — which is a difficult thing to do,” he said.
He noted that the Iranian diaspora may hope for regime change, but the on-ground reality shows Tehran’s leadership has survived extensive sanctions and internal pressures over decades.

Israel’s Security Doctrine: Strategic Paranoia or Justified Fear?
Turning to Israel, Tewari explained that its actions are deeply rooted in its long-standing fear of any neighboring Islamic nation acquiring nuclear capabilities.
“Israel is mortally petrified of any Middle Eastern state acquiring nuclear capability… This has been a thread running through the Israeli political and strategic leadership for decades,” he said.
He added that Israel is now proactively striking threats instead of waiting to respond, citing past operations like the 1980s attack on Iraq’s nuclear facility and the 2010 Stuxnet cyberattack on Iran.

Trump’s Threats and Domestic Pressures in the U.S.
Tewari also commented on Donald Trump’s inflammatory rhetoric on Truth Social, including his veiled threats to Iran’s leaders. “This is not a takeout for lunch or dinner… This is a threat made by one global leader to another,” he said.
Despite such statements, he believes “cooler heads in Washington DC would be considering these strategic implications very carefully.”

Russia and China Stay on the Sidelines — For Now
On Russia and China’s role in the conflict, Tewari said Russia is “fully absorbed” with Ukraine and is now a weakened global power. As for China, he believes they are “hedging their bets.”
“China is not going to take any positions that harm its national interest,” he said, pointing to their strategy of waiting to see how the global order reshapes before asserting themselves further.

What Kind of World Order Is Emerging?
Tewari predicted that the future global order will not be U.S.-led unless America stabilizes its erratic foreign policy. “If the United States continues to be as erratic… then there will not be a US-led world order,” he warned.
He noted that China’s growing economic ties and the Belt and Road Initiative could help it punch above its weight, while India will need to navigate these turbulent waters very carefully.

India Must Form a National Strategic Consensus
He argued that India must work toward building a “silent, unspoken consensus” on foreign policy regardless of political differences.
“Given the kind of very polarized domestic discourse we have, the implications on being able to craft a coherent and consistent foreign policy also get impacted,” Tewari said.
Reflecting on historical crises like the 1962 China war, the 1971 Bangladesh Liberation War, and even the 2025 tensions with Pakistan, he emphasized the importance of national unity. “India would require maturity and sagacity of leadership to be able to see us through this,” he added.

A Call for Calm and Leadership
Tewari concluded with a cautious hope that a mature political leadership could rise above partisan bickering, especially as India enters a stormy parliamentary session.
“Not only India, but the world possibly finds itself at an inflection point,” he said. “This is the moment when you require an extremely mature quality, capable of looking beyond the immediate.”
As Sahgal wrapped up the interview, she acknowledged Tewari’s in-depth perspective and added, “We’re in for a rather stormy session, but thank you for giving us a curtain-raiser on where India stands in the world order.”

</excerpt>

Congress MP Manish Tewari submitted an adjournment notice in the Lok Sabha on Monday, calling for a discussion on the border situation and the significant trade deficit with China. In his letter to the Secretary-General of the Lok Sabha, Tewari highlighted the “ongoing border clashes between India and China” since 2019 and noted that China recently rejected the inauguration of the Seva tunnel and claimed parts of Arunachal Pradesh as its territory.

The notice stated, “That this House do suspend Zero Hour and relevant rules relating to Question Hour and other businesses of the day to have a discussion on the border situation and the huge trade deficit with China.” Tewari’s letter elaborated, “Since 2019, there have been ongoing border clashes between India and China, with reports of Chinese troops blocking access to patrolling points in Eastern Ladakh. Recently, China rejected the inauguration of the Seva tunnel and claimed parts of Arunachal Pradesh as its territory.”

He urged the government to provide details on efforts to resolve the border dispute and “protect India’s integrity against Chinese aggressions.” Additionally, Tewari pointed out that in 2023-24, India’s trade deficit with China exceeded USD 85 billion, with exports at USD 16.65 billion and imports at USD 101.75 billion. He requested the government to inform the House about the border situation and the trade deficit, seeking permission to raise this matter.

Meanwhile, Congress MPs Amar Singh and Hibi Eden have also submitted notices for adjournment motions in the Lok Sabha, demanding accountability for the deaths of three IAS aspirants at a Delhi coaching center.

Amar Singh stated, “I hereby give notice of my intention to ask for leave to move a motion for the adjournment of the business of the house for the purpose of discussing a definite matter of urgent importance, namely: demanding accountability for the deaths of three IAS aspirants who died due to waterlogging in a building housing a coaching centre in Delhi’s Old Rajinder Nagar area.” Congress MP Hibi Eden, in his notice, called for a discussion on the “matter of urgent importance,” where three students lost their lives.

He stated, “I hereby give notice of my intention to ask for leave to move a motion for the adjournment of the business of the house for the purpose of discussing a definite matter of urgent importance, namely: To discuss the tragic and unfortunate incident where three students lost their lives in a coaching centre located in Delhi.

This incident, which occurred due to the flooding of the basement in the coaching centre, is a glaring example of gross negligence and mismanagement by the concerned authorities.” The Leader of the Opposition in the Lok Sabha, Rahul Gandhi, also criticized the lack of planning at every level that led to the deaths of the three students. On Saturday, three UPSC aspirants lost their lives at an IAS coaching centre in West Delhi’s Old Rajinder Nagar after the basement was flooded with water. The budget session of Parliament began on July 22 and is scheduled to end on August 12.

These laws—the Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Adhiniyam—replace the colonial-era IPC, CrPC, and Evidence Act. “The laws lay the foundations of turning India into a Police State. Their implementation must be stopped forthwith and Parliament must re-examine them,” Tewari wrote on X today.

The Congress has moved a motion for adjournment of the House’s business to discuss a “definite matter of urgent public importance.” However, as per the list of business, the Lok Sabha is expected to address any unfinished items from June 28. In the Rajya Sabha, Jitendra Singh, Kirtivardhan Singh, and L Murugan will present papers for the Ministry of Personnel, Public Grievances and Pensions; Ministry of Environment, Forest and Climate Change; and Ministry of Parliamentary Affairs respectively.

On Friday, Lok Sabha proceedings were adjourned amid heated scenes after Speaker Om Birla denied the Opposition’s request for a discussion on alleged irregularities in the NEET results. In the Rajya Sabha, a lackluster debate ensued after several adjournments and a walkout by Opposition members. Congress president Mallikarjun Kharge, along with Opposition MPs, stepped into the Well to demand a discussion. Kharge later claimed that despite raising his hand for a long time, he was not given the opportunity to speak.

</excerpt>

Reacting to the State Bank of India’s request for an extension to disclose details about electoral bonds, Congress chief Mallikarjun Kharge accused the Modi government of utilizing the bank to conceal its alleged “dubious dealing.”

Following a Supreme Court order for SBI to reveal bond details by March 6, the bank sought an extension until June 30. Kharge criticized the electoral bonds scheme, calling it opaque and undemocratic, and accused the BJP of benefiting the most. He claimed the government was hiding questionable dealings, questioning the need for a 4-month extension to collate donor information. Kharge alleged the Modi government bulldozed institutions to fill BJP’s coffers and is using SBI to undermine the Supreme Court’s judgment.

Kharge asserted, “Congress party was crystal clear that the Electoral Bonds scheme was opaque, undemocratic and destroyed the level playing field. But the Modi government, PMO and FM bulldozed every institution – RBI, Election Commission, Parliament and Opposition to fill BJP’s coffers.”

Congress MP Manish Tewari urged the Supreme Court not to let SBI escape accountability on Electoral Bonds, emphasizing the public’s right to know before the General Elections. Rahul Gandhi questioned why the SBI resisted making information public, especially when the Supreme Court emphasized the people’s right to know about electoral bonds.

SBI defended the delay, citing the anonymous nature of donations and the need to retrieve information from separate silos. Last month, the Supreme Court declared the scheme violated the right to information and freedom of speech and expression.

Tewari also alleged that the eight navy personnel have been brutally tortured, self-incriminating confessions extracted, and sentenced to death in a Kangaroo Trail in a couple of perfunctory hearings. He further stated that the Government has not even called in the Qatari Ambassador to protest the matter strongly.

“Time has come to take cognizance of the anti-defection law which is enshrined in the 10th schedule. Incidents that have happened in the previous years suggest that this law is failing to achieve its objectives. It has created a negative impact on the parliamentary system,” Manish Tewari said while addressing Lok Sabha on the first day of the special session of Parliament.

In his letter to the Secretary-General, Lok Sabha, Manish Tewari said, “I hereby give notice of my intention to ask for leave to move a motion for the adjournment of the business of the house for the purpose of discussing a definite matter of urgent importance, namely: That this House do suspend Zero Hour and relevant rules relating to Question Hour and other businesses of the day to have a discussion on the border situation with China.” Manish Tewari further urged the Central Government to inform the Lok Sabha about the situation at the border with China and the attempts it had made to resolve the ongoing matter between the two countries.

“The border situation with China has been extremely tense since clashes broke out with Chinese forces in Eastern Arunachal Pradesh. Despite multiple rounds of talks between India and China, the border dispute continues to persist. Moreover, there have been reports coming out from Chushul, Eastern Ladakh, that the People Liberation Army (PLA) has pitched four tents in a “buffer zone”, and has demanded a 15-20 km Buffer Zone inside Indian territory,” the letter stated.

“Thus, in light of the aforementioned, I, therefore urge the Government to inform the House of the situation at the border with China, the attempts made by the Government to mediate and settle the border dispute, and the policies introduced by the Government to preserve and protect India’s integrity against possible Chinese aggressions,” it added.
Earlier, the Opposition moved a no-confidence motion to express its lack of confidence in the government, but this time they are using it to compel Prime Minister Narendra Modi to make a statement in the House on the Manipur issue that has stalled the Parliament for five consecutive days.

No-confidence motion against the government was presented to the Lok Sabha by Congress Party MP Gaurav Gogoi. Speaker Om Birla accepted the motion and said he would speak with the leaders of all the parties to determine when the motion would be discussed.

Tewari stated, “According to a report in the Financial Times dated March 31, 2023, the Indian government is looking for new spyware. Some countries have blacklisted the NSO, the company that manufactures and sells Pegasus.” “According to the report, the government is willing to spend up to USD 120 million, or approximately Rs 1000 crore. A dozen spyware vendors are expected to bid on behalf of the Indian government “He went on to say. He further said that the procurement of such Surveillance Technology without parliamentary oversight has grave implications for the right to privacy of individuals guaranteed under Article 21 of the Indian Constitution.
Under these circumstances, the House must adjourn to discuss the matter of the Government reportedly seeking to procure Pegagus-like surveillance technology, he added.
While, Congress MP Manickam Tagore gave an adjournment motion notice to discuss the “government failure in constituting a JPC to investigate charges of fraud, corruption and financial mismanagement of Adani group”.
On Monday, both Lok Sabha and Rajya Sabha were adjourned soon after Parliament resumed its last leg of the ongoing Budget Session after a four-day long break.
The last leg of the Budget session had begun on March 13 and has witnessed repeated adjournments. The opposition has called for a joint parliamentary committee to investigate the Adani-Hindenburg dispute.

Congress Secretary Sajjan Singh Verma hit out at party leader Manish Tewari and said he is a “disloyal person” who “destroys his party”.

Verma slammed Tewari for “raising questions” over Sonia Gandhi instead of showing condolences at a time when she lost her mother.

In a series of tweets on Wednesday Verma said, “How can there be a fair and free election without a publicly available electoral roll? Essence of a fair and free process is names & addresses of electors must be published on @INCIndia website in a transparent manner.”

“Manish Tiwari benefitted from Congress his entire life. There is no problem in raising questions. But putting it out in the open on social media, that too, at a time when Sonia Gandhi lost her mother. Instead of expressing condolences, he is questioning her,” Verma said.

Talking to the media Verma said, once Sonia and Rahul Gandhi return from abroad they will decide the election process.

“Congress, unlike BJP, is not a party made of missed calls. Manish Tiwari has been in Congress for a number of years, every worker works hard to make a candidate win. Manish Tiwari is a disloyal person who destroys his own party,” Verma added.

Meanwhile, the question being asked about Rahul and Priyanka Gandhi being the party president, Verma said, they are “bound by the Nehru-Gandhi family”.

“The election of the president will be held and a prudent person will become the party chief once again. We want Rahul Gandhi and Priyanka Gandhi to become the president. We are bound by the Nehru Gandhi family. We want those to be the chief who contributed to the freedom struggle. Indira Gandhi and Rajiv Gandhi sacrificed their lives, so we want a chief from that family only,” Verma said.

Earlier on Wednesday Karti Chidambaram tweeted and said, “Every election needs a well-defined and clear electoral college. The process of forming the electoral college must also be clear, well-defined, and transparent. An ad hoc electoral college is no electoral college.”

Over Karti Chidambaram’s tweet, Tewari’s remarks came and said, “Why should someone have to go to every PCC office in the country to find out who the electors are? This does not happen in a club election also with great respect. In interests of fairness and transparency, I urge your good self to publish the entire list of electors on the Congress website. How can someone consider running if he/she does not know who the electors are? If someone has to file his/her nomination and gets it proposed by 10 Congresspersons as is requirement CEA can reject it saying they are not valid electors.”

Moreover, last week Ghulam Nabi Azad resigned from Congress and wrote a five-page letter to Congress interim president Sonia Gandhi.

“The entire administrative election process is a farce and a sham. At no place anywhere in the country have elections been held at any level of the organization. Handpicked lieutenants of the AICC have been coerced to sign on lists prepared by the coterie that runs the AICC sitting at 24, Akbar Road,” Azad wrote.

Hitting out at Rahul Gandhi, Azad wrote, “Since the 2019 elections the situation in the party has only worsened. After Rahul Gandhi stepped down in a ‘huff’ and not before insulting all the senior Party functionaries who have given their lives to the party in a meeting of the extended Working Committee, you took over as interim President. A position that you have continued to hold even today for the past three years.”

However, on Sunday the Congress Working Committee (CWC) decided that the election for the Congress president post will be held on 17 October, and on 19 October counting of votes will be held.

On Saturday, Congress leader, Manish Tewari remarked that while he doesn’t want to weigh in on the merits of Ghulam Nabi Azad’s 5-page letter, in which he attacked Rahul Gandhi, it is “laughable” when “those who until yesterday were chaprasis of Congress leaders give gyan.” For lack of a better phrase, Manish Tewari stated, “It’s ludicrous.” “Our situation is critical. We have faced a challenging scenario.” The Congress MP stated, “What transpired is terrible, unfortunate, and, in my opinion, probably avoidable.”

” I don’t want to go into the merits of Mr. Azad’s letter. He will be in the best position to explain why or what the context of the letter is. The letter speaks for itself. But suffice to say that at times it is strange, if not quixotic, that people who do not even have the capacity to fight a ward election want to talk about winning an election,” Manish Tewari said.

Speaking of G-23, of which Manish Tewari was a member, the Punjab MP claimed that 23 party officials wrote to Sonia Gandhi two years ago to express concern over the party’s state of affairs and urge her to take them seriously. “After that letter, Congress lost all of the Assembly polls. If Congress and India have similar thought processes, it appears that one or both of them have changed,” said Manish Tewari.

“A crack seems to have appeared in the coordination between India and Congress that had existed since 1885. Self-introspection was needed. Had the consensus of the meeting that was held at Sonia Gandhi’s residence on December 20, 2020 been executed, this situation would not have arrived,” Manish Tewari said.
