</excerpt>

Previous Delhi ministers Manish Sisodia and Satyendar Jain find themselves in the dock once more as the Delhi Police Anti-Corruption Branch (ACB) has lodged a corruption case against them for their alleged role in a ₹2,000 crore classroom building scam. The move is yet another blow for the Aam Aadmi Party (AAP), which is already facing several charges against its leaders.

The case pertains to irregularities in the construction of over 12,000 school buildings and classrooms carried out during the erstwhile AAP regime. Manish Sisodia was the Deputy Chief Minister and had the Education portfolio, while Jain was the Public Works Department (PWD) Minister, who carried out the construction work.

ACB Alleges Exorbitant Costs and Political Links

ACB Chief Madhur Verma explained that the contracts for construction were given to 34 contractors, some of whom were closely associated with AAP. The buildings, which were supposed to be Semi-Permanent Structures (SPS) with an estimated lifespan of 30 years, cost as much as pucca (concrete) buildings, which have a life of about 75 years.

“Construction was not completed on schedule, resulting in a huge cost overrun,” the ACB observed in its initial findings. The investigation also found consultants and architects to have been engaged without adhering to due process, adding to the costs.

CVC Report Brought out Irregularities, But Was Damped

The probe picked up steam after several BJP leaders complained of a fivefold hike in the cost of building classrooms, the ACB said. To substantiate their allegations, a report by the Central Vigilance Commission (CVC) pointed to several financial and procedural irregularities in the project.

The CVC report revealed that constructing SPS classrooms cost ₹2,292 per square foot, equal to the rate for concrete buildings, which is between ₹2,044 and ₹2,416 per square foot. Additionally, the cost of the project swelled by ₹326 crore without awarding new tenders.

“Report revealing these anomalies was suppressed for nearly three years,” the ACB stated, questioning transparency and accountability in the implementation of the project.

Probe to Encompass More Officials and Contractors

Besides Manish Sisodia and Satyendar Jain, the ACB has widened its investigation to unnamed government officials and contractors accused of collusion and corruption. “We are probing the involvement of unknown officials and associates in the scam,” Verma said.

The ACB will call in main officials, audit tender papers, and analyze the financial dealings involving the school construction project. The probe is meant to determine if there was a concerted effort to divert public funds and if due process was avoided to give advantage to specific contractors.

Political Fallout and Next Steps

The corruption case is time-sensitive for the AAP politically, with both Sisodia and Jain already caught up in other high-profile probes. The new allegations and formal filing of the case are sure to add another dent in the party’s clean governance reputation.

As the ACB proceeds with its in-depth investigation, pressure is building on the Delhi government to make efforts for transparency and accountability in public infrastructure developments, particularly in the education sector.

</excerpt>

In a twist of events, recently elected Bharatiya Janata Party (BJP) MLA from Patparganj, Ravinder Negi, has filed a complaint of theft against the former Deputy Chief Minister of Delhi, Manish Sisodia, alleging him of stealing office furniture and electronics from his office in the constituency. The accusations have ignited a new political storm.

Allegations of Theft at MLA Office

Negi claimed that when he went to the MLA office in Patparganj, he found that some things, such as air conditioners, televisions, chairs, and tables, were gone. The BJP MLA also accused Sisodia’s team of having stolen those things.

A video posted by Ravinder Negi on his X handle reveals him going to the office, which was once held by Sisodia. In the video, Negi was surprised to see the office empty of any furniture. He added, “Ye dekhiye sab khali. Kursi, table sab le gye. Yeh chor log hain chor. Itni sharm nahi hai inlogon ko jo doosra vidhayak baitheha woh kahaan baithega. Itne Bhrashtachari hain yeh log (Look, nothing is there. Chairs, tables they have taken everything. They (Manish Sisodia and AAP) are thieves. They did not think where will new MLA will sit. These are corrupt people).”

Ravinder Negi Tweets Allegations of Corruption

Ravinder Negi turned to Twitter to once again accuse Manish Sisodia and the Aam Aadmi Party (AAP) of corruption and wrote, “Aam Aadmi Party’s MLA candidate from Patparganj @msisodia showed his true nature even before the election. AC, TV, table, chair, and fan were loot items taken away from the Vidhansabha camp office. Their corruption still hasn’t gone beyond all limits.”. Now, they have become professionals in the art of concealing their reality and looting. We will safeguard the rights of the people and reveal such corrupt individuals.

The BJP MLA also alleged that nearly 250 chairs were missing from the hall of the office. Patparganj constituency was earlier represented by Sisodia, who was the Deputy Chief Minister of Delhi before his resignation after being arrested for the alleged liquor excise policy scam.

BJP Allegations of Digital Theft and Other Charges

In another recent incident, the BJP charged Delhi Chief Minister Arvind Kejriwal with renaming the official X handle of the Delhi Chief Minister’s Office (CMO) to ‘Arvind Kejriwal at work’ (@kejriwalAtWork). Delhi BJP president Virendra Sachdeva accused Kejriwal of “stealing” the Delhi government’s digital property. The account was subsequently removed, and Sachdeva requested a report from Lieutenant Governor VK Saxena on the alleged renaming.

BJP’s Delhi Assembly Polls Victory

The charges come soon after the BJP’s Delhi assembly poll victory when the saffron party grabbed 48 seats after waiting for 27 years to taste power in the state. The AAP won 22 seats. Despite its victory, the BJP has still not named its next chief minister.

Omar Abdullah criticizes the rift within the INDIA Alliance for BJP’s advantage.
</excerpt>

Manish Sisodia, Senior AAP leader and a former deputy chief minister, failed to win his seat in the Jangpura constituency and lost to the BJP’s Tarvinder Singh Marwah by over 600 votes. This proved to be the biggest blow of the day to the Aam Aadmi Party (AAP). Till 12:30 pm, as the trends were announced for all the 70 assembly seats, it emerged that BJP was at the forefront on 48, while AAP remained ahead only in 22.

This paves the way for a complete comeback for the BJP in Delhi Assembly Elections.

Omar Abdullah Attributes Rift within INDIA Alliance as BJP Gains the Upper Hand

Early trends in the Delhi Assembly polls have indicated a strong showing for BJP. Jammu and Kashmir Chief Minister Omar Abdullah took to social media to subtly criticize the INDIA Alliance partners, especially AAP and Congress, for their ongoing rift. He pointed out that the failure of the AAP and Congress to ally in the Delhi elections may have helped the BJP gain an advantage. Abdullah posted a GIF on X (formerly Twitter) that reflected the discord within the opposition alliance and reiterated the importance of unity in elections.

Aur lado aapas mein!!! https://t.co/f3wbM1DYxk pic.twitter.com/8Yu9WK4k0c

— Omar Abdullah (@OmarAbdullah) February 8, 2025

Abdullah called for united efforts beyond elections, acknowledging the internal divisions in the opposition that were undermining the opposition’s prospects. His statement came at a time when the BJP is still on an upward swing in the national capital, which a united opposition would have surely been able to give a much stronger fight.

Congress Struggles as Infighting Undermines Its Chances

The party is on the brink of drawing a blank in Delhi, despite Congress being a crucial player in the elections. Not allying with AAP, despite being part of the INDIA bloc, has hit the party very hard. Not coming together and the rivalry between Congress and AAP have weakened the opposition, giving BJP the space to cash in on this division. Here’s a breakdown of how infighting between Congress and AAP affected their performance:

Congress launched an aggressive campaign criticizing AAP.

Negotiations for a seat-sharing arrangement between Congress and AAP collapsed.

AAP sought Congress’s support, but the latter declined.

Congress viewed AAP as its primary rival in Delhi, leading to further tensions.

AAP accused the Congress of weakening the INDIA bloc and aiding the BJP’s cause.

AAP also accused Congress of splitting votes and benefitting the BJP.

Both parties vied for similar voter segments, resulting in vote splitting.

Ultimately, the rivalry between Congress and AAP has benefited the BJP, leading to divided opposition votes and strengthening the BJP’s lead in Delhi.

Gangs and gangsters are now active, demanding ransom money for protection,” Bhardwaj said.
</excerpt>

Recently, the Delhi government, Aam Aadmi Party (AAP) has been targetting the the Bharatiya Janata Party for rising crimes in Delhi. On Monday, AAP leader Saurabh Bhardwaj criticised Union Home Minister Amit Shah over the deteriorating law and order situation in the national capital, stating that gangs and gangsters have become increasingly active, demanding ransom money for protection.

According to Bhardwaj this situation in Delhi is unprecedented. He remarked that nowadays, a woman cannot even walk in her own colony, and a person cannot park their vehicle outside their house without fearing theft.

The minister emphasised that this issue affects the public directly and that residents of Delhi expect an explanation from the Union Home Minister.

“Today in Delhi, a woman holding a phone in her hand cannot walk in her colony without fearing it will be snatched. A person cannot park their vehicle outside their house without worrying it will be stolen. Delhi has moved beyond petty crimes. Gangs and gangsters are now active, demanding ransom money for protection,” Bhardwaj said.

“This is unprecedented in Delhi. This is not an election issue but a public concern, and the people of Delhi demand answers from the Union Home Minister,” he added.

Earlier in the day, AAP leader Manish Sisodia also criticised the Bharatiya Janata Party (BJP) for its handling of law and order in Delhi.

Sisodia noted that while Delhi Chief Minister Arvind Kejriwal had successfully addressed key issues such as schools, electricity, and hospitals, the law and order situation under Home Minister Amit Shah’s leadership had deteriorated.

“The people of Delhi entrusted Kejriwal ji with responsibilities such as improving schools, electricity, and hospitals. He delivered–government hospitals are better, there is a 24-hour power supply, zero electricity bills, and government schools are performing fantastically. On the other hand, the responsibility for law and order was given to Amit Shah and the BJP,” Sisodia said.

“But what has happened under his watch? Law and order have worsened–murders and shootouts are taking place. People feel that Amit Shah is unable to handle the situation,” he added.

Also read: Two Groups Clash In Gurugram, Car Set On Fire| Video

Sisodia further claimed that the people of Delhi are increasingly frustrated with the BJP’s failure to address these issues. “In this election, the people are sending a warning to Amit Shah–either improve law and order, or they will know how to address it themselves,” he added.

Former Delhi Deputy Chief Minister Manish Sisodia has been granted bail by the Supreme Court after spending 17 months in jail. His emotional release from Tihar Jail was celebrated by party leaders and supporters, with Sisodia expressing gratitude to Dr. B.R. Ambedkar and the Constitution.

The Supreme Court based its decision on the principle that “bail is the rule, and jail is the exception,” emphasizing that bail should generally be granted unless there are compelling reasons to deny it, such as the risk of the accused fleeing or obstructing justice. The Court criticized lower courts for the prolonged detention without trial, asserting that such delays infringe upon personal liberty.

In cases involving the Prevention of Money Laundering Act (PMLA), obtaining bail can be more challenging due to stricter conditions imposed by the 2018 amendment. However, the Supreme Court stressed the importance of timely trials, ruling that each case must be evaluated on its own merits.

</excerpt>

Aam Aadmi Party (AAP) leader and former Delhi Deputy Chief Minister Manish Sisodia sharply criticized the Bharatiya Janata Party (BJP), accusing them of concocting a false narrative around the so-called “liquor scam.” He stated that the BJP’s “fantasy story” was disproved by the Supreme Court, which granted bail to Delhi Chief Minister Arvind Kejriwal, marking what he called a “happy ending” for AAP and a defeat for the BJP.

“The BJP created a fantasy story called the ‘Liquor Scam,’ but the Supreme Court ended that story by granting bail to Arvind Kejriwal. It’s a victory for us and a loss for them. They thought they could keep Kejriwal behind bars until the Delhi elections, but their claims were proven wrong in court. Today, both Arvind Kejriwal and I are out of jail,” Sisodia said.

Delhi Minister Atishi echoed this sentiment, stating that the ordeal had shown AAP to be the only party capable of challenging the BJP. “The BJP government tried its hardest to break AAP, but they failed. It is clear now that AAP is the only party that poses a real threat to the BJP. Truth has prevailed,” she declared.

Another AAP leader and Delhi minister, Gopal Rai, emphasized that the party had been fighting against what he termed “dictatorship” for the last two years. “AAP has been standing strong in this battle for two years. Now, our entire leadership is out of jail, and every AAP worker, MLA, and official is eagerly awaiting guidance from CM Kejriwal,” Rai added.

Following his release from Tihar Jail on Friday evening, Kejriwal led a roadshow from Chandgiram Akhara to his official residence, where he was greeted by cheering AAP supporters and fireworks. His release came after the Supreme Court granted him bail in the Delhi Excise Policy corruption case, which the BJP had alleged was part of a scam. Kejriwal’s lawyers posted surety bonds before a special CBI judge, securing his release.

Kejriwal also met with senior AAP leaders, including Manish Sisodia, Sanjay Singh, and Gopal Rai, to discuss upcoming assembly elections in Haryana and organizational matters in Delhi.

The Supreme Court is currently reviewing Delhi Chief Minister Arvind Kejriwal‘s pleas for bail and a challenge against his arrest related to the now-abandoned liquor policy of the capital. The case is being heard by a bench led by Justice Surya Kant and Justice Ujjal Bhuyan.

Previously, the Supreme Court had granted interim bail to Kejriwal in a separate case involving the Enforcement Directorate (ED), but he remains imprisoned in connection with the Central Bureau of Investigation (CBI) case. If the Supreme Court grants bail in this instance, Kejriwal could be released after spending over five months in jail.

Kejriwal was arrested by the CBI on June 26. On August 5, the Delhi High Court upheld his arrest, stating that the CBI had demonstrated the potential for Kejriwal to influence witnesses.

Senior Advocate Abhishek Singhvi, representing Kejriwal, described the situation as unprecedented. He argued that Kejriwal had already received relief in two cases under the stringent Prevention of Money Laundering Act (PMLA). Singhvi claimed the CBI’s arrest was an “insurance arrest” intended to keep him in jail.

Singhvi argued that the CBI had arrested Kejriwal after two years and claimed that the basis of the arrest was solely non-cooperation, which he contends should not be a reason for incarceration. He pointed out that Kejriwal, being a constitutional official, cannot be a flight risk, and that there is no concern of evidence tampering or witness influence given the extensive documentation and charges already filed.

Singhvi further argued that Kejriwal had been deemed fit for release twice, including by the Supreme Court under the stringent conditions of Section 45 of the PMLA. He criticized the special judge’s grounds for arrest as vague and lacking substantial material.

During the proceedings, Justice Kant questioned the duration of the bail hearing, expressing concern over the amount of time being devoted to the matter. Additional Solicitor General SV Raju, representing the CBI, requested equal time to present his case. Singhvi agreed, proposing to finish his arguments by noon.

The CBI’s counsel challenged Singhvi’s argument, suggesting that the discussions on bail and arrest should not be conflated. Singhvi responded by emphasizing that all other co-accused had been released and that prolonged detention was unjustifiable. He referred to previous judgments, including one involving Manish Sisodia, to argue that the trial related to the excise policy is unlikely to conclude soon.

“We are receiving a lot of love during the padyatra. We are hopeful that CM Arvind Kejriwal will also return soon. As soon as he returns, all the pending works of the people will be done soon,” Sisodia told ANI.

Arvind Kejriwal was arrested by the Enforcement Directorate (ED) on March 21 in connection with a money laundering investigation related to alleged irregularities in the now-revoked Delhi excise policy 2021-22.

Manish Sisodia began his padyatra last week, reconnecting with the public after 17 months in detention. Earlier in February 2023, Sisodia was detained by the Central Bureau of Investigation (CBI) over allegations concerning the creation and execution of the now-cancelled Delhi excise policy, which was withdrawn amid opposition claims of misconduct.

The CBI alleged that Sisodia was a central figure in the alleged criminal conspiracy, deeply involved in both the formulation and implementation of the policy.

Delhi assembly elections are expected to be held in early 2025. In the 2020 Delhi assembly elections, Congress did not secure any seats, while AAP won 62 out of the 70 seats, and BJP won eight seats.

Sisodia, who spent 17 months in custody in connection with the Delhi excise policy case, has announced his intention to contest the upcoming Delhi Assembly elections. He emphasized his commitment to improving education, healthcare, and public transportation in the city.

The AAP leader has also dismissed speculation about his future role within the party, stating that his focus is on serving the people of Delhi. Sisodia’s release has sparked enthusiasm within the AAP, with the party planning a series of padyatras across Delhi to connect with voters.

The level of public support for Sisodia has raised the political temperature in Delhi, with the AAP positioning him as a victim of political persecution.

</excerpt>

Taiwan’s Ministry of National Defence (MND) reported that it detected 13 Chinese military aircraft and 10 naval vessels operating around Taiwan between 6 am on Thursday and 6 am on Friday (local time). Among the 13 People’s Liberation Army (PLA) aircraft, 11 crossed the Taiwan Strait median line and entered Taiwan’s northern, central, southwestern, and eastern air defense identification zones (ADIZ).

In response, Taiwan deployed aircraft, naval ships, and coastal-based missile systems to monitor and counter the PLA’s movements. In a post on X, Taiwan’s MND stated, “13 PLA aircraft and 10 PLAN vessels operating around Taiwan were detected up until 6 a.m. (UTC+8) today. 11 of the aircraft crossed the median line and entered Taiwan’s northern, central, southwestern, and eastern ADIZ. We have monitored the situation and responded accordingly.”

This follows a similar incident on Thursday when the MND detected 6 Chinese military aircraft and 11 naval vessels. Of these, 6 PLA aircraft crossed the median line of the Taiwan Strait and entered Taiwan’s southwestern ADIZ.

The MND noted on X, “6 PLA aircraft and 11 PLAN vessels operating around Taiwan were detected up until 6 a.m. (UTC+8) today. 6 of the aircraft crossed the median line and entered Taiwan’s southwestern ADIZ. We have monitored the situation and responded accordingly.”

These incidents are part of an ongoing pattern of Chinese military provocations around Taiwan. In recent months, China has escalated its military activities, including frequent air and naval incursions into Taiwan’s ADIZ and conducting military exercises near the island.

Taiwan has been self-governed since 1949, but China views it as part of its territory and has not ruled out using force to achieve reunification. So far this month, Taiwan has tracked PLA aircraft 279 times and Chinese ships 150 times. Since September 2020, China has increasingly employed “gray zone tactics,” defined as efforts that go beyond regular deterrence and assurance, aiming to achieve security objectives without resorting to direct and large-scale use of force.

</excerpt>

Senior Aam Aadmi Party leader Manish Sisodia expressed hope for justice from the Supreme Court for Delhi CM Arvind Kejriwal in the excise policy case. Recently granted bail, Sisodia highlighted the unity of party members and the Delhi public during challenging times. He had been held for 17 months on allegations of corruption and money laundering.

Senior Aam Aadmi Party (AAP) leader Manish Sisodia expressed optimism on Monday about the Supreme Court granting justice to Delhi Chief Minister Arvind Kejriwal in the ongoing excise policy case.

Speaking in his first interview since being granted bail, Sisodia described the party leadership’s ordeal as a period of immense pressure due to the intense scrutiny from central agencies. However, he emphasized the unwavering unity displayed by AAP workers, leaders, and the people of Delhi, which he believes is the party’s greatest strength.

“We have complete faith in the Supreme Court,” Sisodia said. “I myself have received justice from the highest court.”

The Supreme Court granted Sisodia bail on Friday in connection with corruption and money laundering charges related to the alleged Delhi liquor policy scam. As part of his bail conditions, he is required to appear before the CBI and ED offices every Monday and Thursday morning.

Sisodia dismissed any notion of demoralization, asserting that crises often bring people closer together. He praised the party’s resilience and the Delhi government’s continued efforts to serve the public during this challenging period.

The former deputy chief minister spent 17 months in custody after being arrested by the CBI in February 2023 and subsequently by the ED in March of the same year.

Meanwhile, Kejriwal has challenged a Delhi High Court order denying his appeal against a CBI arrest in a petition submitted to the Supreme Court.

Sisodia criticized the BJP and hailed the Supreme Court’s decision as a victory for truth and justice.

Sisodia criticized the Bharatiya Janata Party (BJP) and claimed that if opposition leaders unite, Delhi Chief Minister Arvind Kejriwal would be freed within 24 hours.

Sisodia, who was recently granted bail, denounced the BJP’s actions and argued that they could not overshadow the Constitution. Reflecting on his detention, he expressed that the tears and support from his supporters provided him strength during his 17 months in custody, a period longer than he had hoped for.

He praised the Supreme Court’s intervention, which he said helped dismantle the “dictatorship” he described, and reaffirmed his belief in the triumph of truth and justice over the challenges faced.

The Supreme Court granted bail, criticizing the lower courts for the delay in Sisodia’s trial and long detention without trial, which had violated his right to a speedy trial. The Court ruled that such delays justified bail in money laundering cases, despite the strict conditions set by the Prevention of Money Laundering Act (PMLA).

</excerpt>

After spending 17 months in jail, former Delhi Deputy Chief Minister Manish Sisodia was granted regular bail by the Supreme Court. His release was marked by emotional scenes outside Tihar jail, where he was welcomed by party leaders and supporters. Sisodia, visibly moved, expressed gratitude to Ambedkar and the Constitution for his freedom.

The Supreme Court’s decision to grant bail was grounded in the principle that “bail is the rule, and jail is the exception.” This principle, emphasized by the Court, underscores that bail should generally be granted unless there are specific reasons for denial, such as risks of fleeing justice, obstructing the legal process, or committing further offenses. The Court criticized the lower courts for prolonged detention without trial, affirming that such delays undermine personal liberty.

The principle of “bail is the rule, and jail is the exception” was first articulated in the 1977 ‘State of Rajasthan vs Balchand alias Baliya’ case. This landmark judgment established that bail should be denied only when there are substantial reasons to believe the accused might evade justice or disrupt proceedings.

In cases involving the Prevention of Money Laundering Act (PMLA), securing bail is more complex due to stringent conditions introduced by the 2018 amendment. Under Section 45(1) of the PMLA, an accused must first provide the public prosecutor an opportunity to oppose the bail application, and the court must be convinced of the accused’s likely innocence and non-recidivism. This places a heavier burden on the accused, making bail harder to obtain.

The Supreme Court emphasized the need for a timely trial and the right to a speedy trial as crucial in Sisodia’s case. The Court dismissed requests to impose bail conditions similar to those for Delhi Chief Minister Arvind Kejriwal, stating that each case must be considered on its own merits.

This principle of bail has been reiterated in various Supreme Court judgments, including the 2011 2G spectrum case and the 2019 INX Media case, as well as the 2020 interim bail granted to journalist Arnab Goswami. Chief Justice DY Chandrachud has highlighted concerns about declining adherence to this principle in lower courts, calling for judges to prioritize personal liberty and uphold established legal standards.

The release of Sisodia marks a significant moment for both his family and the AAP, which has been under the spotlight throughout the investigation. After being granted bail by the Supreme Court, the Rouse Avenue court promptly issued a release warrant, allowing Sisodia to walk free. The court had accepted the bail and surety bonds furnished by AAP MLA Prahlad Singh Sahni, Roshan Chauhan, Gaurav Singh Raghav, and MCD Councillor Punardeep Singh Sahni, each contributing ₹10 lakh in surety.

Following his release, Sisodia returned home to the warm embrace of his family, who had been eagerly awaiting his return. The family’s reunion is a moment of relief and joy after the long period of separation caused by Sisodia’s legal battles.

Manish Sisodia’s arrest by the CBI on February 26, 2023, and subsequent custody by the Enforcement Directorate in March 2023, had been a major blow to the AAP leadership. His previous bail applications had been rejected by the trial court and the Delhi High Court. However, the Supreme Court’s decision to grant bail in the Delhi excise policy case has provided a significant respite to Sisodia and his party.

In a speech to party workers following his release, Sisodia said, “I have come out of jail due to your love, God’s blessings, and the power of truth. Most importantly, it’s the dream of Babasaheb that if any dictatorial government puts Opposition leaders behind bars using oppressive laws, the Constitution will protect them. I assure you that with the power of the Constitution, Arvind Kejriwal will also be released.”

Sisodia had been in jail for nearly 18 months without a trial. Upon his release, he cheered, “Bharat Mata Ki Jai! Inquilab Zindabad!”

He added, “Since the order came this morning, I have felt deeply indebted to Babasaheb. I don’t know how I can repay this debt.”

Sisodia also greeted party leaders and workers who had gathered outside Tihar Jail to welcome him.

The Supreme Court granted bail to Sisodia on Friday in the excise policy irregularities case. The bench of Justices B.R. Gavai and K.V. Viswanathan issued the order, which includes conditions such as surrendering his passport and not influencing witnesses. During the hearing, Additional Solicitor General S.V. Raju raised concerns about potential witness tampering.

Sisodia was arrested by the CBI in February 2023 for alleged irregularities in the now-scrapped Delhi excise policy. The policy was withdrawn amid allegations of misconduct. According to the CBI, Sisodia played a central role in the alleged conspiracy and was heavily involved in both the formulation and implementation of the policy to achieve its objectives.

</excerpt>

Manish Sisodia, the former Chief Minister of Delhi and senior leader of the Aam Aadmi Party (AAP), walked out of Tihar Jail today after being granted bail by the Supreme Court in the Delhi excise policy case. The court’s decision marked a significant development in the high-profile case, which has been a focal point of political and legal scrutiny. Sisodia’s release follows a period of detention related to allegations in the excise policy investigation.

Earlier the Rouse Avenue court on Friday issued a warrant for the release of Manish Sisodia from Tihar Jail. He was granted bail by the Supreme Court in Delhi Excise policy CBI and ED cases.
He has been granted regular bail after a period of around 17 months.
Special judge Kaveri Baweja accepted the bail bond and surety bonds in both cases.
AAP MLA Prahlad Singh Sahni, Roshan Chauhan, Gaurav Singh Raghav, MCD councillor Punardeep Singh Sahni furnished the surety for Manish Sisodia of Rs. 10 lakh each.
During the day, the court had granted the CBI time to paginate the charge sheet by August 14. Thereafter, the inspection by the counsel for the accused will be done.
The Court has listed the matter for hearing on August 21 at 12 PM.
In the morning Special Judge Kaveri Baweja had extended the judicial custody of Manish Sisodia, K Kavitha and other accused till next date.
However, the Supreme Court granted Manish Sisodia in Delhi Excise policy cases.
Accused were produced through video conferencing.
Manish Sisodia was arrested by the CBI on February 26. Thereafter, he was arrested by the ED in March 2023.
His earlier bail applications were dismissed by the trial court as well as Delhi High Court.

</excerpt>

On Friday, the Supreme Court is set to deliver its verdict on the bail applications filed by former Delhi Deputy Chief Minister Manish Sisodia in connection with the Delhi excise case, which is under investigation by both the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED).

Justices BR Gavai and KV Viswanathan will announce their decision at 10:30 a.m. on whether Sisodia is eligible for bail, following his arrest in February 2023. The trials in both the CBI and ED cases have yet to commence, despite the significant time that has passed.

The agencies contended that the petition was not appropriate as Sisodia should have first approached the trial court. The order was reserved on Tuesday.

This marks Sisodia’s third attempt to secure bail from the Supreme Court. Last October 30, the Court denied his bail but allowed for the possibility of reopening the plea if the trial did not progress within six to eight months.

With the trial yet to start within that timeframe, Sisodia sought bail citing delays, but his plea was rejected by the Delhi High Court on May 21. He approached the Supreme Court in June, after the ED indicated it would file its complaint by July 3, which the Court took note of without addressing the merits of the petition. Sisodia’s latest plea was filed last month, challenging the high court’s May 21 order.

After extensive arguments by senior advocate Abhishek Manu Singhvi for Sisodia and additional solicitor general SV Raju for the agencies, the bench expressed doubts about the trial concluding promptly. The CBI has listed 493 witnesses and 57 accused, while the ED case involves 224 witnesses and 40 accused. Raju argued that the trial is at a critical phase and concerns were raised about the influence on witnesses, with some becoming approvers and facing threats.

Singhvi contended that the delays infringe upon Sisodia’s right to a speedy trial under Article 21 of the Constitution, asserting that the prolonged process violates personal liberty. While the investigating agencies attributed the delay to Sisodia’s and other accused’s frivolous applications, the Court questioned this claim, noting that the October 30 decision aimed at delaying the trial without faulting either the accused or the prosecution.

The Supreme Court adjourned the hearing to the following week after Justice Sanjay Kumar recused himself from the Manish Sisodia bail plea case. The bench announced that another panel, excluding Justice Sanjay Kumar, will handle Manish Sisodia’s two separate pleas seeking the revival of his bail petitions related to cases filed by the Enforcement Directorate (ED) and the Central Bureau of Investigation (CBI) are investigating the alleged corruption in the excise policy.

During the hearing, Justice Khanna informed the court, “Our brother has some difficulty. He would not like to hear this matter for personal reasons.” Senior advocate Abhishek Singhvi, representing the Aam Aadmi Party, urged the bench to prioritize the matter due to the urgency of the situation, emphasizing that trials have yet to commence in both cases.

</excerpt>

Today in the Supreme Court, there was a change in plans regarding the hearing for Manish Sisodia’s bail request. Justice Sanjay Kumar decided not to participate in the hearing due to personal reasons. As a result, the court postponed the hearing to next week.

The case was supposed to be heard by a panel of judges including Justices Sanjiv Khanna, Sanjay Karol, and Sanjay Kumar. However, Justice Sanjiv Khanna explained that Justice Sanjay Kumar had withdrawn from the case. Now, a different group of judges, excluding Justice Sanjay Kumar, will review Sisodia’s pleas to restart his bail requests related to cases filed by the Enforcement Directorate (ED) and the Central Bureau of Investigation (CBI) concerning the cancelled Delhi excise policy.

Manish Sisodia has faced legal challenges over allegations tied to the Delhi excise policy. Both the ED and CBI have filed charges against him. These legal battles have included attempts to challenge previous denials of bail at various legal levels.

Earlier, the Supreme Court rejected his bail request on June 4, 2024. The charges against Sisodia are connected to supposed issues with the design and execution of the Delhi excise policy for 2021-22, which was later scrapped due to concerns.

This case has drawn attention due to its political ramifications, especially considering Sisodia’s past role as the deputy chief minister of Delhi. His arrests by the CBI and ED in 2023 have further complicated the case, which continues to unfold in the courts.

Now, with the hearing pushed back to another panel next week, the outcome for Manish Sisodia in these high-profile cases remains uncertain. People closely watch this case as it could impact Delhi’s political scene.

As events develop, observers will wait for more information on what happens next for Manish Sisodia and how this may affect Delhi’s political landscape.

This marks the first such address under the third National Democratic Alliance (NDA) government. Following the President’s speech, both Houses of Parliament will discuss a motion of thanks.

AAP leader Sandeep Pathak emphasized the importance of upholding the supremacy of the President and the Constitution, especially in the face of perceived injustice. He stated, “Today we will protest in the Rajya Sabha against the arrest of Delhi CM Arvind Kejriwal and we will boycott the President’s address.” Pathak clarified that while AAP will boycott, discussions with other INDIA alliance parties regarding similar protests have not taken place.

Meanwhile, the Rouse Avenue Court of Delhi ordered Kejriwal’s CBI remand until June 29, 2024, granting limited visitation rights and allowing him to carry prescribed medications. During the court proceedings, Kejriwal denied allegations made by the CBI against him involving his colleague Manish Sisodia, asserting their innocence and condemning media attempts to tarnish their reputation.

In a separate development, the Delhi High Court intervened by staying a bail order issued by the trial court for Kejriwal, citing procedural concerns under the Prevention of Money Laundering Act (PMLA).

</excerpt>

The Delhi court has recently given bail interim bail to the director of Gurugram-based Buddy Retail Pvt Limited, Amit Arora in a money-laundering case involving excise policy for two weeks.

As per special judge for ED and CBI matters, Kaveri Baweja observed, that according to June 6 order, the accused wife has surgery scheduled. Thus, requiring him to care of her.

Also, the judge noted the senior advocate Vikas Pahwa’s submissions, declaring, that accused wife father has already passed away and the mother along with her two brothers are residents of Bengaluru and London, UK.

Further, the judge also observed, that no family member, cousin lives in the house nor visits petitioner’s home to look after his children and wife.

The extended family cannot fill husband’s /father’s absence and look after family members added judge.

‘Having considered the submissions made and ongoing through the record of the case, including the medical documents of the wife of the applicant, the medical condition of his two children, as discussed above and considering the fact that there is no other person either in the family of the applicant or of his wife who could provide the requisite post operative care and support, the application under consideration is allowed,’ said judge.

Later, the judge granted the bail on personal bond of ₹two lakhs with surety of like amount.

The judge also kept the condition, that the accused shall not leave Delhi NCR until it is necessary for wife’s treatment.

In addition, the judge also directed the accused to not destroy case evidence nor influence any witness or even attempt for that matter.

Lastly, shouldn’t indulge in offence of any nature nor abuse the interim bail given to him.

During the proceedings, Pahwa also stated, that Arora was granted interim bail for similar reasons, and there were no allegations of misuse of this relief.

‘There is no allegation that he misused the relief. He appeared before the ED whenever he was asked to.’ said Pahwa to court.

Why Was Amit Arora Arrested?

Businessman Amit Arora was arrested by ED under Prevention of Money Laundering Act on November 29, 2022.

As per CBI, Arora enjoyed close association with Manish Sisodia, and they were actively engaged in ‘managing and diverting’ the illegal money collected from liquor licensees.

</excerpt>

The Supreme Court of India has refused to grant relief to Manish Sisodia, a leader of the Aam Aadmi Party (AAP), in the Delhi excise policy scam cases. The court disposed of his bail plea and allowed him to revive his petitions after the Enforcement Directorate (ED) and Central Bureau of Investigation (CBI) filed their final prosecution complaints or chargesheets in the cases involving alleged corruption and money laundering.

The court’s decision comes after the Delhi High Court rejected Sisodia’s bail pleas in both cases, citing that he had not been able to make out a case for grant of bail. The High Court had also noted that Sisodia was a powerful and influential person within the Delhi government and had allegedly indulged in the destruction of crucial evidence, including electronic evidence.

Sisodia had been in custody for nearly 15 months and had approached the Supreme Court challenging the High Court’s verdict. His counsel, Abhishek Singhvi, had sought bail for him, saying that the trial in these cases had not yet started. The Supreme Court has given Sisodia the liberty to revive his bail petitions after the ED and CBI file their final prosecution complaints or chargesheets. The court has not made any comments on the merits of the case, leaving all contentions open.

Sisodia was arrested by the CBI on February 26, 2023, for his alleged role in the Delhi excise policy scam, and the ED arrested him in a money-laundering case stemming from the CBI FIR on March 9, 2023. The Delhi government implemented the excise policy on November 17, 2021, but scrapped it at the end of September 2022 amid allegations of corruption.

</excerpt>

Former Delhi Deputy Chief Minister Manish Sisodia on Monday moved Supreme Court seeking bail in liquor policy cases. The top court will hear Sisodia’s plea on Tuesday. Manish had sought bail in cases being investigated by the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED). Sisodia has been in custody since February 26, 2023 after arrest by the CBI. Thereafter, he was arrested by the ED.

Earlier on May 21, Delhi High Court had dismissed the bail petitions filed by Aam Aadmi Party leader in liquor policy cases. The bench of Justice Swarna Kanta Sharma had pronounced the order and said the case at hand is of grave misuse of power and aim was to create policy that is beneficial to some and kickbacks could come in.

However, it had Sisodia to meet his ailing wife once in a week.

Corruption in this case originated with applicant’s desire to design a policy that is beneficial to some individuals.

Court had also observed that Sisodia had involved himself in the destruction of evidence and hence the possibility of tampering of evidence cannot be ruled out. He held 18 portfolios and was also a senior leader of AAP and Deputy CM, hence, he is very powerful.

Prosecution has made out a prima facie case of money laundering involfing great misuse of power by the applicant Manish Sisodia. This deceptive Act was a calculative move by him, the court had earlier said, adding that tempering can’t be ruled out if Manish Sisodia is out on bail. Many crucial witnesses in the case are public servants and possibility of influencing can’t be ruled out, it said.

On April 30, the Rouse Avenue Court had dismissed the bail petitions of Sisodia for the second time in the case and said, “This court is not inclined to admit the applicant to bail, either regular or interim, at this stage. The application under consideration is accordingly dismissed.”

Sisodia has been in custody since February 26, 2023, after arrest by the CBI. Thereafter, he was arrested by the ED.

The ED and the CBI had alleged that irregularities were committed while modifying the excise policy, undue favours were extended to licence holders, the licence fee was waived or reduced and the L-1 licence was extended without the competent authority’s approval.

</excerpt>

Supreme Court will on Tuesday hear a bail petition filed by former Delhi Deputy Chief Minister Manish Sisodia in connection with money laundering and corruption charges related to the excise policy scam. The Aam Aadmi Party (AAP) leader is currently in judicial custody for both cases.

According to the case list on the Supreme Court website, a vacation bench comprising Justices Aravind Kumar and Sandeep Mehta will review Sisodia’s case.

Sisodia approached the Supreme Court following the Delhi High Court’s dismissal of his bail petition on May 21. The High Court cited serious allegations of power misuse and public trust breach as reasons for denial.

Sisodia was arrested in February last year

The Central Bureau of Investigation (CBI) arrested Sisodia on February 26, 2023, for his alleged involvement in the liquor scam. Subsequently, the Enforcement Directorate (ED) detained him on March 9, 2023, in the related money laundering case. Sisodia resigned from his position in the Delhi cabinet on February 28, 2023.

The High Court, in its ruling against granting bail, noted that Sisodia allegedly destroyed crucial evidence, including electronic data. It stated that the investigation revealed Sisodia manipulated the policy-making process by fabricating public feedback to align with his predetermined objectives.

Additionally, the High Court observed that Sisodia failed to meet the triple test for bail in the CBI case, as he did not produce two phones reportedly used by him. The court emphasized the potential risk of evidence tampering if Sisodia were released.

Previously, Sisodia’s bail applications were rejected by the trial court on April 30. After hearing arguments from Sisodia’s legal team, the CBI, and the ED, the High Court reserved its decision on May 14, ultimately leading to the May 21 dismissal.

The Rouse Avenue Court in Delhi has extended the judicial custody of Manish Sisodia, former Deputy Chief Minister and prominent AAP leader, until July 6. This decision comes in connection with the CBI case pertaining to the Excise Policy.

Sisodia, along with other accused individuals, remains in custody over allegations raised by the Central Bureau of Investigation (CBI) regarding irregularities in the Delhi liquor policy. Additionally, Sisodia faces charges in a money laundering case linked to the same alleged scam.

Both the CBI and the Enforcement Directorate (ED) have accused officials of modifying the Delhi excise policy with irregularities, granting unwarranted favors to license holders, and reducing or waiving license fees without proper approval from the competent authority. Furthermore, the agencies allege that the beneficiaries of these actions diverted “illegal” gains to the accused officials and falsified financial records to evade detection.

Manish Sisodia was arrested by the Central Bureau of Investigation (CBI) on February 26, 2023, for his purported involvement in the scandal. Subsequently, on February 28 of the same year, Sisodia resigned from his position in the Delhi cabinet.

This development coincides with the scheduled delivery of an order by the Delhi High Court on the bail pleas of former Deputy CM Manish Sisodia, regarding the money laundering and corruption charges filed against him by both the CBI and the ED.

Later both ED and CBI opposed Sisodia’s plea saying, there was a conspiracy to delay the charges framing process in this case.

However, the Sisodia’s council alleged, that the investigative agencies are still arresting people in money laundering and corruption cases, even though there is no question of early conclusion.

Manish Sisodia has been in judicial custody since February 26, 2023, after he got arrested by CBI. Subsequently, the former deputy CM was later arrested by ED.

According to the investigative agency, alleged irregularities were found in the modified excise policy. As a result, undue extensions were granted to license holders.

Further, the agency also alleged, the license fee was waived or reduced to favor the holders. Followed by the L-1 extension without the competent authority’s approval.

Later, the beneficiaries also managed to divert these illegal gains to accused involved and made false entries in book accounts to evade detection.

</excerpt>

The Delhi High Court is set to deliver its verdict on Tuesday regarding the bail pleas filed by Manish Sisodia, a leader of the Aam Aadmi Party and former Deputy Chief Minister of Delhi, in relation to cases filed by the Enforcement Directorate (ED) and the Central Bureau of Investigation (CBI) concerning the Delhi Excise Policy case.

Recently, Justice Swarna Kanta Sharma’s bench reserved its decision on Sisodia’s bail pleas in both cases being probed by the ED and the CBI. During Manish Sisodia’s appearance, Senior Advocates Mohit Mathur and Dayan Krishnan referred to a Supreme Court ruling asserting that prolonged incarceration of the accused is impermissible, emphasizing the right to a speedy trial as a fundamental right. The lawyers also raised concerns about the ED’s conduct, alleging deliberate delays in the trial process.

On April 30, the Rouse Avenue Court rejected Sisodia’s bail petitions for the second time, stating, “…This court is not inclined to admit the Applicant to Bail, either regular or interim, at this stage. The application under consideration is accordingly dismissed.” Special Judge Kaveri Baweja remarked, “It is apparent that the Applicant individually, and along with different accused have been filing one or the other application/making oral submissions frequently, some of them frivolous, that too on a piecemeal basis, apparently as a concerted effort for accomplishing the shared purpose of causing delay in the matter.” The court differentiated between the period of incarceration of Benoy Babu and that of the applicant, noting the applicant’s acknowledgment of contributing to the slow pace of proceedings.

Sisodia has been in custody since February 26, 2023, initially arrested by the CBI and subsequently by the ED. Delhi Chief Minister Arvind Kejriwal and BRS Leader K Kavitha were also arrested in connection with the excise policy case.

The ED and the CBI alleged irregularities in modifying the excise policy, including extending undue favors to license holders, waiving or reducing license fees, and extending the L-1 license without proper approval. The probe agencies claimed that beneficiaries diverted “illegal” gains to accused officials and falsified entries in their account books to avoid detection. Allegedly, the excise department decided to refund earnest money deposits of approximately Rs 30 crore to a successful tenderer against regulations. Additionally, despite no enabling provision, a waiver on tendered license fees was granted from December 28, 2021, to January 27, 2022, citing COVID-19, resulting in an alleged loss of Rs 144.36 crore to the exchequer.
