Kuki-Zo leaders have set three preconditions, including no cross-movement, structured dialogue, and a six-month ceasefire.
</excerpt>

In a push to end the turmoil in Manipur, a meeting has been called by the Ministry of Home Affairs (MHA) to discuss the issues regarding Manipur. This is for the first time the Meiteis and Kukis are likely to meet on April 5, in order to find an end to the ongoing conflict.

In regards to this, Kuki-Zo leadership across Sadar Hills, Kangpokpi District, has unanimously declared three non-negotiable preconditions for any cessation of hostilities. The declaration was made during a consultation meeting held at the KBC Centre Church Hall, Kangpokpi District Headquarters, in the presence of the Kuki-Zo Council, the apex political platform representing the Kuki-Zo people.

The Consultation Meet was organized by the Committee on Tribal Unity (CoTU), Sadar Hills, Kangpokpi District.

The Pre-Condition announcement comes ahead of the Ministry of Home Affairs’ scheduled talks between the warring Kuki-Zo and Meitei communities on April 5 in the National Capital.

The Three Pre-Conditions for Cessation of Hostilities are:

1). No Cross-Movement: There shall be no movement of Meitei individuals in Kuki-Zo-dominated areas and vice versa.
2). Initiation of Dialogue: Meaningful and structured dialogue must commence during the cessation of hostility.
3). Six-Month Ceasefire Period: The cessation of hostilities shall be observed for a period of six months.

Speaking to the media, HENLIANTHANG THANGLET, Chairman of Kuki-Zo Council (KZC), stated, “We have declared that in the meeting, we demand cessation of hostilities, and we don’t want no cross movement of Meiteis, initiation of Dialogue, and the cessation of hostilities shall be observed for a period of six months.”

As tensions continue to simmer, all eyes are now on the April 5 meeting, where the Ministry of Home Affairs is expected to facilitate negotiations that could shape the trajectory of inter-community relations in the region.

Meanwhile, there has been a lack of clarity from the Meitei side over the meeting with no official statement coming as of the time of writing this story regarding their interests. A member of a prominent CSO on anonymity told NewsX they are unsure about going to the meeting.

Union Home Minister Amit Shah chaired a high-level meeting at the Ministry of Home Affairs in New Delhi on Saturday to assess the security situation in Manipur. Manipur Governor Ajay Kumar Bhalla and other senior officials were also present.

Review Meeting Amid Political Crisis

The meeting comes in the wake of Chief Minister N Biren Singh’s resignation on February 9, following continued violence and political instability in the state for nearly two years. Shortly after, on February 13, the central government imposed President’s Rule in Manipur, based on a report from the state governor.

A government notification in the Gazette of India confirmed that the powers of the Manipur Legislative Assembly have now been transferred to Parliament, effectively suspending the state government’s authority.

This is not the first time Amit Shah has reviewed the security situation in Manipur. In November last year, he chaired a similar high-level meeting with senior officials in the national capital. These discussions focused on assessing the state’s law and order challenges and formulating response strategies.

Security Deployment and Peace Efforts

During the latest review, Amit Shah examined the deployment of security forces in Manipur and directed the Central Armed Police Forces (CAPFs) and state police to maintain peace and stability. The central government remains committed to restoring normalcy in the region.

</excerpt>

Manipur Governor Ajay Kumar Bhalla has issued a firm directive, calling on individuals from all communities to surrender looted and illegally possessed weapons within seven days. He cautioned that those who fail to comply will face strict punitive measures.

In an official statement released today, Governor Bhalla assured that individuals who voluntarily return such weapons within the specified period will not face legal repercussions. However, he emphasized that the state will not permit the possession of looted or illegal arms beyond the deadline.

“People of Manipur, both in the valley and hills, have suffered immense hardship for the last over 20 months due to a series of unfortunate incidents affecting peace and communal harmony. In the greater interest of restoring normalcy, so that people can return to their normal day-to-day activities, all communities in the state must come forward to ensure cessation of hostilities and maintenance of peace and order in the society,” stated Manipur Raj Bhavan.

To restore peace and normalcy in the state, Governor of Manipur, Shri Ajay Kumar Bhalla, has urged the people, especially the youth, to voluntarily surrender looted and illegally held weapons. pic.twitter.com/z3YFhl7NVS

Manipur has been grappling with ethnic clashes between the Meitei community and various Kuki tribal groups for nearly two years, resulting in widespread violence, displacement, and a concerning rise in civilian-held weapons.

The situation worsened earlier this month when former Chief Minister N Biren Singh and his council of ministers resigned on February 9. Following their resignation, the Governor suspended the state assembly, effectively stripping MLAs of their powers while keeping them in office. Since then, the state has been under President’s Rule.

The latest directive is part of ongoing efforts to restore stability in a region still struggling with deep-rooted ethnic tensions. Security experts have repeatedly warned that the unchecked circulation of weapons could further escalate hostilities.

A similar order was issued in September 2023 by Biren Singh, a few months after Union Home Minister Amit Shah’s visit, during which he also urged the surrender of illegal arms.

Since the conflict erupted on May 3, 2023, hundreds of people have lost their lives, and lakhs have been displaced.

</excerpt>

President’s Rule has been implemented in Manipur following the resignation of BJP leader N Biren Singh as the state’s Chief Minister.

Biren Singh stepped down from his position on Sunday, amid ongoing ethnic violence that has affected the state since May 2023. The imposition of President’s Rule came after President Droupadi Murmu received a report from the state Governor.

The unrest in Manipur began on May 3, 2023, when clashes broke out between the Meitei and Kuki communities after a rally organized by the All Tribal Students Union of Manipur (ATSUM). The protest followed a directive from the Manipur High Court, which had instructed the state to consider adding the Meitei community to the Scheduled Tribes list.

In his resignation letter, Biren Singh expressed gratitude for the opportunity to serve the people of Manipur.

“I am extremely grateful to the Central government for timely actions, interventions, developmental work and implementation of various projects for safeguarding the interest of every single Manipuri,” he stated.

Opposition parties had been calling for Biren Singh’s resignation in response to the ongoing ethnic violence in the state.

Why Biren Singh Resigned: The Political Domino Effect in Manipur

<excerpt>After facing mounting pressure from BJP dissidents, opposition calls for resignation, and allegations related to ethnic violence, N Biren Singh stepped down as Manipur CM, marking a significant shift in state politics.
</excerpt>

After 21 months of resistance by Kuki-Zo leaders, declining support in the Meitei-majority Imphal Valley, opposition demands for resignation, and a key NDA ally withdrawing support, Manipur Chief Minister N Biren Singh finally stepped down on Sunday. The situation reached its critical moment from his party colleagues in the Valley who pushed for his removal.

Kuki-Zo groups and 10 MLAs from the community, including seven from BJP—two of whom held ministerial positions—held Singh responsible for the ethnic conflict that erupted on May 3, 2023. Internal dissent within BJP the escalated, and MLAs from the Valley repeatedly sought intervention from the party’s central leadership, including the Prime Minister’s Office (PMO) in October 2024, demanding Singh’s replacement. However, the BJP leadership continued to back him until now.

Budget Session and No-Confidence Threat Trigger Exit

The beginning of the Manipur Assembly Budget session forced Singh to resign in the immediate situation. Dismayed dissident BJP MLAs were up in arms, demanding fulfillment of demands and threatening support for a no-confidence motion moved by Congress on the treasury bench.

As the chasm in the party widened, two factions supported Biren Singh and demanded his removal. Sources disclosed that speaker Thokchom Satyabrata Singh, known to be a vocal critic of CM, met BJP president J P Nadda in New Delhi last week. He reportedly told Nadda that he would not be able to stop the no-confidence motion from being introduced.

On February 3, Yumnam Khemchand Singh, Manipur’s Rural Development and Panchayati Raj Minister and another critic of Biren Singh, also met BJP leaders in Delhi. He warned them that the state government could collapse if the CM was not replaced. By February 4, Governor A K Bhalla briefed Union Home Minister Amit Shah on the escalating crisis.

Delhi Meetings Seal the Fate of Biren Singh

On February 5, Biren Singh traveled to Delhi but was reportedly unable to meet Amit Shah. Following this, he and his loyalists attended the Kumbh Mela in Prayagraj. However, as pressure intensified with the Assembly session approaching, Singh flew to Delhi again on Saturday. After a two-hour discussion with Shah and Nadda on Sunday, the decision was made—he would have to step down.

“Everything has a time, place and a situation. Yes, we have been pushing this for long but the MLAs decided not to wait anymore. We have the majority of the MLAs on our side, from the BJP, the NPF (Naga People’s Front), and the NPP (National People’s Party),” said a BJP MLA involved in the push for Singh’s resignation.

Strategic Moves by BJP Leadership

To regain stability, the BJP-led central government had already taken steps to enhance border security and law enforcement. Among these steps were the appointment of former Union Home Secretary A K Bhalla as Manipur’s Governor and a significant overhaul of the state’s bureaucracy.

A BJP source explained, “A no-confidence motion and the fall of the government would have derailed these attempts. The national leadership did not want these efforts to be overshadowed either. The spectacular win in Delhi has just given them more confidence to take such a step.”

Supreme Court Scrutiny and Electoral Setback

The Supreme Court’s recent directive seeking a sealed-cover report from the Central Forensic Science Laboratory added further pressure on the BJP leadership. The laboratory is analyzing “leaked audio tapes” that allegedly implicate Singh in fueling the ethnic violence. Based on these tapes, the Kuki Organization for Human Rights Trust has demanded an independent probe into Singh’s role in the conflict, which has resulted in over 200 deaths.

Despite BJP support to Singh, his leadership had been a liability. The defeat of the NDA in both the Lok Sabha seats in Manipur last year, which it once held was a reflection of increasing public distrust in his government. Public anger against his government was building up, and MLA homes were attacked.

Public anger against the state BJP leadership reached a boiling point in November. Following the abduction and murder of six Meitei women and children, mobs vandalized the homes of MLAs and ministers, including Biren Singh. The unrest deepened discontent within the party.

NPP president Conrad Sangma had then announced that his party, which had seven MLAs, would withdraw support from the Singh-led government. He specifically cited “leadership failure” as the reason.

What’s Next for Manipur?

The selection of new leadership can be expected by the BJP party which should help stabilize the party and government. The party leadership will look for candidates who are not only stabilizing intraparty conflicts but also ethnic group disputes. Only time will tell whether this transition will bring about stability or further political unrest.

For now, Singh’s departure marks the end of an era in Manipur politics—one defined by conflict, resilience, and a dramatic political upheaval.

His resignation came just a day after he reaffirmed his government’s commitment to restoring peace in the conflict-hit state. “The state government has been making all possible efforts to restore peace and to ensure that people live together peacefully as before,” PTI quoted Singh as saying.

Since ethnic violence erupted in Manipur in May 2023, more than 250 people have lost their lives, and thousands have been displaced from their homes.

The Army Chief also discusses proactive measures along the Indo-Myanmar border and increased funding for disaster relief initiatives.
</excerpt>

Indian Army Chief General Upendra Dwivedi recently provided an update on the security situation in Northeast India, noting that overall conditions are gradually improving. Speaking about the situation in Manipur, he emphasized the positive impact of coordinated efforts by security forces and government initiatives in bringing the region under control.

Security Situation in Manipur Under Control

General Dwivedi stated, “Regarding Northeast, the overall situation is gradually improving. In Manipur, synergized efforts of security forces and proactive government initiatives have brought the situation under control.” While the situation has improved significantly, he acknowledged that cyclic incidents of violence continue to pose challenges. However, the Army Chief assured that concerted efforts are underway to restore lasting peace in the region.

Community Outreach and Reconciliation Efforts

In an effort to bring about reconciliation and peace, General Dwivedi shared that various NGOs and military veterans are working with community leaders. This outreach aims to foster understanding and promote peace within local communities affected by violence. The Army Chief’s remarks underline the importance of community engagement in maintaining long-term stability in the region.

Enhanced Security Along Indo-Myanmar Border

Addressing the situation along the Indo-Myanmar border, General Dwivedi highlighted the Army’s enhanced surveillance and domination efforts. These measures aim to prevent the spillover of turbulence from Myanmar, where ongoing unrest has raised concerns about regional security. “Along the Indo-Myanmar border, enhanced surveillance and domination are in place to insulate from a spillover of turbulence which is taking place in Myanmar as of now,” General Dwivedi said.

Humanitarian Assistance and Disaster Relief

The Army Chief also discussed India’s readiness to address humanitarian needs and provide disaster relief. Reflecting on lessons learned in 2024, the Army has allocated Rs 17 crores specifically for upgrading Quick Reaction Teams (QRTs) and Quick Reaction Medical (QR) teams to enhance disaster response capabilities.

</excerpt>

Fresh unrest broke out in Kangpokpi, Manipur, as a mob stormed and attacked the Deputy Commissioner’s office, leaving a police officer injured. The situation in the Kuki-dominated district remains extremely tense. A group of people marched toward the administrative headquarters in Kangpokpi town, targeting the Deputy Commissioner’s office, according to police.

This violent episode comes shortly after a confrontation in the Saibol area, where Kuki women protested against security forces following a recent operation. The operation, conducted on December 29 by joint forces including the BSF, Army, and CRPF, dismantled militant bunkers and cleared the region of armed groups.

Chief Minister N. Biren Singh recently apologised for the ethnic violence that has plagued the state since May 2023, urging all communities to “forgive and forget.” However, tensions remain high, with over 200 fatalities and thousands displaced due to the ongoing conflict between the Meitei and Kuki communities over quotas and economic benefits.

Despite the Chief Minister’s assurances of peace being restored, incidents like these underscore the fragile and volatile situation in the state.

</excerpt>

The newly established Kuki-Zo Council (KZC) convened its inaugural general body meeting at S. Molnom village, Sadar Hills, bringing together over 100 delegates, including leaders from various tribes and Inpi organizations.

The meeting, hosted by the Committee on Tribal Unity (CoTU) of Sadar Hills, Kangpokpi District, marked a significant milestone in the collective efforts to address the aspirations and challenges of the Kuki-Zo community.

Key Outcomes of the General Body Meeting

1). Nationwide Rally for Separate Administration:

Delegates adopted a resolution to organize a nationwide rally across all Kuki-Zo-dominated districts. This initiative aims to draw the central government’s attention during the ongoing winter session to the community’s demand for a Separate Administration (Union Territory with Legislature).

2). Engagement with Northeast Chief Ministers:

The council resolved to meet with the Chief Ministers of all northeastern states, excluding Manipur, to advocate for the Kuki-Zo community’s grievances and aspirations.

3). Protest Against Manipur Government Policies:

A strong condemnation was issued against the Manipur government’s alleged attempts to reopen strategic routes such as Imphal-Kangpokpi-Senapati and Imphal-Bishnupur-Churachandpur without addressing underlying tensions. Massive protests in Kuki-Zo-dominated areas were also announced to resist these moves.

4.) Strengthening Unity and Political Representation:

Henlienthang Thanglet Vaiphai, Chairman of the Kuki-Zo Council, highlighted the council’s vision for unity and effective representation. “The nationwide rally will serve as a platform to unite the Kuki-Zo people across the nation and amplify our collective voice,” Vaiphai stated. He urged widespread participation from the community to make the movement impactful.

The council’s structure incorporates representatives from every tribe and Inpi organization, with each president serving on the governing council. Additionally, an executive committee with two representatives per tribe and Inpi will guide the council’s activities.

He declared that the upcoming nationwide rally would mark a historic first for the Kuki-Zo Council, aimed at compelling the winter parliamentary session to address the Kuki-Zo community’s pressing demand for a separate administration in the form of a Union Territory with a Legislature.

Emphasizing the council’s strategic approach, he stated, “At this critical juncture, I cannot divulge all details.” However, he assured that once the cabinet expansion is finalized and all structures are firmly in place, the Kuki-Zo Council would take decisive action to safeguard and advance the community’s interests in close consultation with all stakeholders, including the SoO group and elected representatives.

The Kuki-Zo people, are apprehensive that the fencing will isolate their communities, cut off cross-border cultural and social connections, and violate their historical rights. “This is not just a fence; it is a line that divides families, shatters traditions, and erodes centuries-old cultural heritage,” the memorandum declared.

Highlighting their deep-rooted connection to the land and people across the border, the Kuki-Zo CSOs stressed that the fencing disregards their unique identity. “Our community has thrived in these areas long before artificial borders existed. The fencing disrespects our ancestral rights and risks erasing our way of life,” they added.

The CSOs have urged the government to halt the proposed border fencing; and explore alternative security measures that respect the rights and heritage of indigenous communities.

“This issue is not just about security; it’s about humanity and history. We appeal to the Government of India to ensure that security measures uphold human rights and preserve cultural legacies,” the signatories stated.

</excerpt>

The civil society organizations of Sadar Hills, Kangpokpi’s 48-hour total shutdown, have been strictly enforced across the entire Kangpokpi District since midnight on December 3.

All shops and markets remained completely closed throughout the day, disrupting normal life in the district. However, schools and vehicular movement were exempted from the purview of the shutdown.

The total shutdown was imposed following the Manipur Government’s public appeal notification on the resumption of public transport services along the Imphal-Kangpokpi-Senapati and Imphal-Bishnupur-Churachandpur routes.

Hundreds of Kuki-Zo women were seen congregating at Gamgiphai—a strategic Kuki-Zo village in the fringe area bordering Kangpokpi and Imphal West—to block any attempt to enforce the government’s decision to restart public transport services.

Addressing the media, Ng. Lun Kipgen, spokesperson for the Committee on Tribal Unity (CoTU), reflecting the escalating tensions in Manipur, declared the Kuki-Zo community’s unwavering opposition to what it deems a “partisan and baseless” government directive.

He recalled that the Manipur Government’s order, issued from Imphal, mandates free vehicular movement from Imphal to Dimapur—a route the Kuki-Zo community has never obstructed by their actions.

Lambasting the directive as a deliberate attempt to vilify the Kuki-Zo community and undermine their struggle for separate administration, CoTU spokesperson Ng. Lun Kipgen emphasized, “The order is not only unwarranted but preposterous.”

“It serves no purpose other than to project a distorted narrative against the Kuki-Zo people,” Kipgen asserted.

Reaffirming their defiance, CoTU categorically rejected any orders emanating from Imphal. “We will enforce strict and democratic forms of protest until the government rescinds this partisan order. The Kuki-Zo community will not bow to coercion or manipulation,” Kipgen warned.

Meanwhile, the Kuki Inpi Sadar Hills has strongly opposed the Manipur Government’s recent directive to deploy Manipur State Transport (MST) buses in violence-affected areas amidst the ongoing Kuki Zo-Meetei conflict.

The organization urged the government to prioritize addressing the political demands of the Kuki-Zo community and work toward lasting peace in the region. “Deploying buses without resolving the root cause of the conflict will only worsen communal tensions,” it stated.

</excerpt>

Thousands of Kuki-Zo people across Sadar Hills, Kangpokpi observed the 19th Remembrance Day today at Saikul Sub Divisional Headquarters in Saikul Hill Town. The district-level commemoration, organized by the Committee on Tribal Unity (CoTU), was hosted by Kuki Inpi Saikul Gamkai in collaboration with KSO Saikul and KWU Saikul. The occasion marked remembrance of the fallen Kuki-Zo martyrs who have lost their lives in the ongoing conflict in the region.

The business establishments, schools, and other institutions in the district remained closed throughout the day. However, vehicular movement was exempted from the total shutdown, allowing essential travel while maintaining the solemnity of the occasion.

The 19th Remembrance Day also served as a platform to voice a critical political demand. Leaders called on the Government of India to urgently grant the Kuki-Zo people their political rights, specifically the demand for a Union Territory (UT) with a Legislature. The appeal, delivered with deep emotion and unity, was framed as a hopeful request for the Government to grant the political demand as a “Christmas Gift.”

Lamminlun Singsit, the General Secretary of CoTU raised the issue of political recognition. “We have gathered here today to honor our fallen martyrs and stand firm in our commitment to our political movement. Enough is enough; we cannot wait any longer for our rightful political solution,” he declared.

Speaking to TDG, Singsit stated, “We uphold our political demand and we are steadfast until this demand is at our hands. We appeal to the Centre to not delay our political demand. As a Christmas token of gift, we appeal to the Centre to give a final solution to the Kuki Zo community which is the Union Territory.”

The appeal for political recognition comes amidst growing concerns about the delays in addressing the long-standing demands of the Kuki-Zo community. Singsit emphasized the urgency of the matter, urging the Government of India not to further delay a solution that has long been sought by the people. “We stand united, and we call on the Centre to recognize our political aspirations,” he added.

The 19th Remembrance Day not only honors the sacrifices of the Kuki-Zo martyrs but also stands as a powerful reminder of the community’s determination to achieve political justice. As the call for a Union Territory with a Legislature echoes through the hills, the Kuki-Zo people remain resolute, waiting for a response from the Government of India to their long-overdue demand.

Speaking to media, Manipur CM N Biren Singh stated, “Today police department got information that some people from outside came and police apprehend around 29 people who as per Aadhar card belongs to Assam but their presence were in violation of ILP of Manipur.”

</excerpt>

On Tuesday morning, two men were found dead in Manipur’s Jiribam district, a day after a violent encounter between militants and security forces. The bodies of Laishram Balen and Maibam Kesho were discovered in the Jakuradhor Karong area, where militants had set fire to several shops the previous day. The police are investigating the deaths, which are believed to be connected to the gunfight that resulted in the killing of 10 suspected militants on Monday.

In addition to the two deaths, the police reported that six people—three women and three children—have been missing since the gunbattle. IGP (Operations) I K Muivah confirmed that security forces are conducting search operations to locate the missing individuals.

The Jiribam district administration has imposed prohibitory orders in the area to prevent further unrest. A shutdown has been observed since 5 am on Tuesday in Kuki-Zo majority areas in the hills, protesting the deaths of suspected insurgents in the encounter. The militants involved in the gunfight were reportedly dressed in camouflage uniforms and armed with sophisticated weapons, according to the police. During the exchange of fire, the militants targeted a local police station and a nearby CRPF camp, injuring two CRPF personnel.

Tension Persists as Police Increase Presence

Despite the tense situation, the area remained calm but under tight security. Police personnel were seen patrolling vulnerable points in the district. The gunfight in Jiribam triggered fresh violence in Imphal Valley, with armed groups from opposing factions engaging in exchanges of fire. In response to the escalating situation, reinforcement teams, including Assam Rifles and CRPF personnel, have been deployed in disturbed areas.

Ethnic Strife Escalates

Manipur has been witnessing escalating ethnic violence between the Meitei and Kuki communities, leading to significant casualties and widespread displacement. The ongoing conflict continues to challenge efforts for peace and stability in the region.

The Manipur Police confirmed via social media that the AR has stationed several anti-drone systems at fringe areas, while the CRPF has tested and provided one system to the deployed forces. Further anti-drone equipment is expected to arrive soon.

The state police are also in the process of procuring their own anti-drone systems to enhance security and effectively manage drone-related threats.

Tensions have escalated in Manipur following a recent attack by Kuki militants, who reportedly used long-range rockets in civilian areas, resulting in the death of a 78-year-old man, RK Rabei, and injuring six others in Bishnupur. The attack also resulted in the destruction of three bunkers—two in Mualsang village and one in Laika Mualsau village, Churachandpur. Additionally, suspected Kuki militants fired upon the Superintendent of Police in the region.

Senior police officials, including the Inspector General of Police (IGP) and Deputy Inspector General of Police (DIG), have visited the affected areas to oversee countermeasures. A team from the Mobile Forensic Unit is on-site to gather evidence.

IGP K Kabib reported that after a fierce exchange of fire in Nungchappi village, three bodies of militants were recovered. He also noted that a 63-year-old civilian was killed in Jiribam by suspected Kuki militants. In response, the Manipur Police are intensifying combing operations, covering a minimum of 3-5 km on both sides of the hill and valley, and reinforcing checkpoints.

Prohibitory orders have been issued by the district magistrate, restricting gatherings of more than five people and the carrying of arms. Security forces are conducting search operations and securing vulnerable areas. Movement of essential vehicles along NH-37 and NH-2 is being ensured with strict security measures in place.

As part of the heightened security effort, 92 checkpoints have been established across various districts in Manipur, leading to the detention of 129 individuals for violations.

</excerpt>

In a recent escalation of violence in Manipur, at least three individuals have been killed in Jiribam district. This new wave of violence comes on the heels of a deadly rocket attack in Bishnupur, where an elderly man was killed and five others were injured.

Details of the Recent Violence

According to a security officer stationed in Manipur, the number of casualties may rise. The violence began early in the morning when militants entered a village and killed a resident. The ongoing clashes are part of the ethnic violence that has plagued the state. The casualties reported include individuals from both the Kuki and Meitei communities.

Escalation of Violence in Recent Days

The conflict in Manipur has intensified over the past 17 months, with the situation deteriorating significantly in the last five days. On Friday night, following the killing in Bishnupur, mobs in Imphal attempted to raid the headquarters of the 2 Manipur Rifles and 7 Manipur Rifles. Security forces managed to thwart these attempts.

Rockets and Drones: New Tools of Conflict

Friday’s rocket attack represents the first known use of rockets in the state since the onset of the conflict. This development comes just six days after drones were first weaponized. Manipur police reported that Kuki militants used long-range rockets in the attack. The rockets, described as being at least four feet long, were reportedly made from galvanized iron pipes filled with explosives and launched from makeshift rocket launchers.

Impact on Education and Security

In response to the surge in violence, the Manipur administration has ordered all educational institutions across the state to remain closed on Saturday. The conflict, which began on May 3 of the previous year, has seen an increase in the use of advanced weaponry, including drones and rockets, adding a new dimension to the ongoing violence between the Kuki and Meitei communities.

The use of these new technologies indicates a shift in tactics by the militants, who have been practicing with these weapons during periods of relative calm. The situation remains fluid, with ongoing clashes and the potential for further escalation as both sides continue to engage in violent confrontations.

</excerpt>

The Territorial Army has successfully rescued two labourers who were trapped while clearing debris from a choked stream in Khongsang, according to an official statement from the Indian Army. The rescue operation, which took place on Friday, is still ongoing to locate a third missing labourer.

The trio was working to remove mud and debris under minor bridge 60, located between Thingou and Khongsang Railway Station. A sudden surge in debris flow led to the washing away of earthmoving equipment and trapped the workers in the stream.

Upon learning of the incident, a Territorial Army team quickly launched a search and rescue mission. While two of the labourers were rescued, efforts to find the third worker are still in progress, with additional troops dispatched to the scene.

The Territorial Army’s official statement described the incident: “Three labourers were engaged in clearing debris that had blocked the flow of a stream under minor bridge 60 (near Tunnel 11) between Thingou and Khongsang Railway Stations when the debris suddenly shifted, causing a rush of water, mud, and rocks that swept away the equipment and trapped the workers.”

The statement continued, “Upon receiving information, a rescue team from the Company Operating Base (COB) at Thingou was promptly deployed. In Moirang Phiwangbam Leikai, 78-year-old senior citizen RK Rabei tragically lost his life, while six other civilians sustained injuries in Moirang Khoiru Leikai.

Following a series of drone attacks over the past two days in Imphal West district, which resulted in two fatalities and several injuries, Manipur Chief Minister N Biren Singh has labeled the incidents as “acts of terrorism.” Singh strongly condemned the attacks and vowed decisive action against such acts of violence.

Attacks and Casualties

On Sunday, armed Kuki groups used drone attacks on Koutruk, a Meitei village in Imphal West district, resulting in the deaths of two people, including a woman, and several injuries. The village is situated near the border with the Kuki-Zomi majority Kangpokpi district. This area has been heavily impacted by ongoing conflict, experiencing frequent gunfire incidents.

The violence continued on Monday when drones were again used to drop bombs in Senjam Chirang Maning Leikai, also in Imphal West, injuring three civilians.

Chief Minister’s Response

In response to these attacks, Chief Minister Singh took to social media to denounce the violence. “Dropping of bombs on civilian population and security forces by using drones is an act of terrorism and I condemn such cowardly acts in the strongest terms,” Singh stated. He emphasized the Manipur state government’s commitment to addressing such threats and vowed to take necessary measures to combat these forms of terrorism.

Singh also called for unity among the people of Manipur, asserting, “We denounce all forms of violence, and the people of Manipur shall unite together against hate, division, and separatism.”

Investigation and Next Steps

The Chief Minister confirmed that the case would be transferred to the National Investigation Agency (NIA) for further investigation. This decision reflects the seriousness of the situation and the need for a comprehensive response to the escalating conflict between the Meitei and Kuki-Zomi communities.

Ongoing Tensions

The recent drone attacks come amidst heightened tensions between the Meitei and Kuki-Zomi groups. The ongoing conflict has exacerbated the security situation in the region, with both communities facing increased hostility and violence.

Manipur authorities are working to address the violence and restore peace in the affected areas, with heightened scrutiny and intervention from national agencies to prevent further escalation.

Speaking on the occasion, the Chief Minister emphasized the need for every citizen to contribute towards promoting national unity and harmony.

“India is great, Manipur is great. Every citizen of India should get involved in every manner to unify India,” Biren Singh stated while addressing reporters after the flag hoisting. He also praised the successful implementation of the ‘Har Ghar Tiranga’ campaign across Manipur under the guidance of Prime Minister Narendra Modi. “Despite facing some challenges, many people have come forward and participated in the marchpast, showing their support and enthusiasm,” he noted.

Regarding the ongoing unrest in the state, the Chief Minister highlighted the efforts being made to restore peace, emphasizing that the process requires a step-by-step approach. “Peace lies with us. There isn’t a specific roadmap because this is a conflict, not an accident. We are making every kind of effort. Peace has been restored in Jiribam, and we are trying to replicate this district by district by engaging with the people directly,” Biren Singh said.

The Chief Minister expressed his appreciation for the people of Manipur and extended his greetings on the occasion of Independence Day.

This year marks India’s 78th Independence Day, celebrated with a spirit of patriotism and unity. The theme for this year, ‘Viksit Bharat @ 2047,’ reflects the nation’s goal of becoming a developed country by 2047. Earlier in the day, Prime Minister Narendra Modi hoisted the national flag at the Red Fort in New Delhi and delivered a speech outlining the objectives of ‘Viksit Bharat 2047,’ urging citizens to work tirelessly to achieve these ambitions.
