</excerpt>

Manipur violence flared up once again on Wednesday. Assam Rifles soldiers killed a minimum of 10 militants in an intense encounter with gunfire in the Chandel district. The battle flared in New Samtal village in Khengjoy tehsil, near the India-Myanmar border. Forces launched the operation on the basis of accurate intelligence on militant movement. The operation, conducted under the Army’s Spear Corps, continues.

This is a steep rise in an area plagued by ethnic violence since May 2023. At least 260 have been killed. Over 60,000 have been displaced by fighting between Meitei society in the Imphal Valley and Kuki-Zo tribes in the hills.

Assam Rifles Troops Act Quickly, Kill 10 Militants

The militants fired at the soldiers during the operation. The troops redeployed quickly and mounted a fierce counterattack. They killed 10 armed cadres in the firefight. The soldiers also recovered a huge quantity of weapons and ammunition from the site. Authorities verified that search operations are ongoing.

The fight started after a court recommended conferring Scheduled Tribe status on the Meiteis. This was opposed by the Kuki-Zo tribes. They were afraid of losing land rights and constitutional safeguards.

This judgment sparked intense distrust between the hill and valley communities. Protests soon became violent, leading to widespread fires and uprooting of people. Security forces intervened, but tensions continue to simmer.

Army Boosts Border Security Amid Insurgent Threat

The firefight took place along the seepage-prone Indo-Myanmar border. The area has been a routine route for insurgent travel and small-arms smuggling. The Army has subsequently strengthened patrols and surveillance.

Wednesday’s encounter reflects Manipur’s chronic risk from armed groups. It also illustrates how closely police action, insurgency, and ethnic divisions are connected.

Unless authorities tackle the crisis at its core, military action will not usher in peace. The odd bout of violence will persist.

</excerpt>

Members of Kuki organizations in Churachandpur held a rally on Tuesday, carrying mock ‘coffins’ to honor deceased community members who lost their lives during the unrest in Manipur. Hundreds of participants marched with placards demanding justice for those killed and called for a separate administration in the hill areas.

Earlier, on November 11, ten militants were killed in Manipur’s Jiribam in an encounter involving the Central Reserve Police Force (CRPF) and Civil Police. A Manipur Police press note reported that a CRPF constable sustained a bullet injury and is undergoing treatment. Arms and ammunition were recovered at the site of the encounter.

On Monday, several Manipur MLAs passed a resolution outlining demands, including a call for the central government to review the imposition of the Armed Forces Special Powers Act (AFSPA) in the state. The resolution also demanded a mass operation within seven days against Kuki militants allegedly responsible for the killing of six people, including women and children, in Jiribam.

The MLAs further requested the transfer of three key cases to the National Investigation Agency (NIA). These cases pertain to the death of a woman who was burnt, the killing of six innocent civilians, and the murder of a woman farmer. The resolution called for the Kuki militants allegedly involved in these killings to be declared an “unlawful organization” within seven days.

“If the above resolutions taken are not implemented within the specified period, all the NDA Legislators will decide the future course of action in consultation with the people of the State,” the resolution released by the Chief Minister’s Secretariat stated. It emphasized the need for the central and state governments to take steps to restore normalcy in Manipur.

The resolution also condemned recent attacks on legislators and the destruction of their properties. “Such barbaric action of the miscreants, including the looting and destruction of properties, was strongly condemned by all the Legislators present. Legal action will be initiated against the concerned miscreants, based on the findings of a High Powered Committee,” the statement read.

The escalation in tensions follows the discovery of six dead bodies. In response, the Manipur government initially suspended internet services in seven districts. On Monday, the government extended the suspension of internet and mobile data services in Imphal West, Imphal East, Bishnupur, Kakching, Kangpokpi, Thoubal, and Churachandpur. The suspension will remain in effect until 5:15 pm on Wednesday, November 20, 2024.

The violence in Manipur traces back to May 3 last year, when clashes erupted during a rally organized by the All Tribals Students Union (ATSU). The rally protested the demand for the inclusion of the Meitei community in the Scheduled Tribe category.

</excerpt>

The National Investigation Agency (NIA) has assumed responsibility for three key cases linked to the recent outbreak of violence in Manipur. The incidents, which occurred during the first two weeks of November 2024, resulted in the loss of lives and extensive disruption of public order, prompting a transfer of cases from the Manipur Police to the NIA. The Ministry of Home Affairs (MHA) directed this transition, citing the seriousness of the violence and its impact on the hilly state.

Details of the Three Cases

The first case was initially registered on November 8, 2024, at Jiribam Police Station. It involves the murder of a woman in the Jiribam area by armed militants. The second case, registered on November 11 at Borobekra Police Station, pertains to an armed attack on a Central Reserve Police Force (CRPF) post (A-company, 20th Battalion) at Jakuradhor Karong in Jiribam. The third case, also registered on November 11 at Borobekra, involves the burning of houses and the killing of civilians in the Borobekra area.

These cases were formally handed over to the NIA on November 13, following the MHA’s directive to transfer the investigations due to the escalating violence and its severe repercussions on peace and stability in Manipur.

In an official statement issued on November 16, the MHA emphasized the importance of a thorough investigation by the NIA to address the root causes of the violence. “Important cases have been handed over to the NIA for effective investigation,” the statement noted. The transfer follows a period of heightened instability, with clashes between armed groups from both the Kuki-Zo-Hmar and Meitei communities resulting in fatalities and public disorder.

To address the deteriorating security situation, the MHA has directed all security forces to take necessary actions to restore order. It warned of strict measures against those engaging in violent activities and appealed to the public to maintain calm, refrain from spreading rumors, and cooperate with law enforcement to ensure peace.

Deployment of Additional Forces

In light of the recent violence, the MHA has sanctioned the deployment of an additional 2,000 personnel from the Central Armed Police Forces (CAPF). More reinforcements may be dispatched if the situation demands, according to sources familiar with the security plans.

Union Home Minister Amit Shah, taking note of the escalating violence, held a high-level meeting with senior officials on Sunday in New Delhi to assess the security scenario. He is expected to chair another meeting today to discuss further measures to stabilize the region.

Following the recent spate of killings, including a gun battle in Jiribam between CRPF personnel and Kuki militants that resulted in the deaths of at least 10 militants, the Manipur Police imposed a curfew in Imphal West and Imphal East districts. The administration has also suspended internet services across seven districts to curb the spread of misinformation.

In addition, heightened security measures have been implemented across Imphal, with significant deployment of forces outside Chief Minister Biren Singh’s residence and the Raj Bhavan. The streets of Imphal saw minimal vehicle movement, indicating the tense atmosphere prevailing in the city.

In a related development, the NIA has also taken over a separate case involving the abduction of six individuals in Jiribam. The bodies of the victims were discovered shortly after the incident, adding to the mounting violence and unrest in the state.

Authorities have urged the public to remain vigilant and cooperate with ongoing efforts to restore peace and order, as Manipur grapples with renewed tensions and instability.

Violence in Manipur continued to worsen on Monday, with one protester killed and six others dying in separate incidents. Clashes between civilians and security forces have intensified, prompting authorities to impose curfews and an internet shutdown in several districts, including Imphal East and West. The Manipur violence has raised serious concerns about public safety and law and order in the region. In response, Union Home Minister Amit Shah is set to chair a high-level meeting to review the situation and develop strategies to restore stability.

Protester Killed in Clashes in Jiribam

On Sunday night, a young protester named K. Athouba, aged in his twenties, was killed in a clash with security forces in Jiribam district. According to police, the protesters had been vandalizing property near Babupara when the firing took place. However, it is unclear who fired the shots. Eyewitnesses suggested that the shots came from the direction of security forces.

Bodies Discovered in Assam River Amid Manipur Unrest

In a grim development, two bodies were found in the Barak river in Assam, wrapped in a gunny sack. This discovery came after the bodies of six individuals—three women and three children—were found earlier in the day. These victims were believed to have gone missing from a relief camp in Jiribam, Manipur, which has been facing violent unrest. The discovery has further heightened the concerns over the safety of displaced individuals and the ongoing violence in the area.

NIA Takes Over Key Violence Cases

The Ministry of Home Affairs has transferred three significant cases of violence to the National Investigation Agency (NIA). These cases involve widespread arson and destruction of property, which led to the arrest of 23 people across several districts, including Imphal East, West, and Bishnupur. The NIA has taken over the investigations, which include a gun battle between the Central Reserve Police Force (CRPF) and Kuki militants in Jiribam, resulting in the deaths of at least 10 militants. Another case involving the kidnapping and murder of six individuals in Jiribam has also been handed to the NIA due to the rising violence and fatalities in the region.

Amit Shah to Chair High-Level Security Meeting

Union Home Minister Amit Shah is scheduled to hold a crucial meeting to address the growing unrest in Manipur. The meeting will include senior officials such as National Security Advisor Ajit Doval and Intelligence Bureau Director Tapan Deka. The discussions will focus on devising strategies to contain the violence. This meeting comes after Shah canceled election rallies in Maharashtra to focus on the situation in Manipur.

Curfew and Internet Suspension in Imphal

Following the violence, authorities imposed an indefinite curfew in Imphal East and West. Internet services were also suspended in seven districts. The streets of Imphal are mostly deserted, with a heavy security presence around important locations like the chief minister’s residence and the Raj Bhavan. Public transport and markets have been shut down, with only essential services, such as pharmacies, remaining operational. Security around legislators’ homes has also been tightened, especially after several arson attacks over the weekend.

Armed Forces (Special Powers) Act Reimposed

In light of the growing unrest, the Centre has reimposed the Armed Forces (Special Powers) Act (AFSPA) in the affected areas of Manipur, highlighting the severity of the situation. The law grants the military greater powers to manage and suppress violence in conflict zones.

Violence Targets Political Figures

Mobs in Imphal valley targeted the homes of several political figures, including BJP and Congress legislators. On Saturday night, protesters attempted to storm the ancestral residence of Chief Minister N Biren Singh. These attacks are believed to be linked to public outrage over the killings of women and children, who were allegedly abducted by militants in Jiribam.

National People’s Party Withdraws Support from BJP Government

In a significant political development, the National People’s Party (NPP) announced its withdrawal of support from the BJP-led government, citing the administration’s failure to restore peace in the region. Despite the setback, the BJP still holds a majority in the 60-member Manipur Assembly with 32 MLAs, supported by other parties.

Ethnic Violence Continues in Manipur

Manipur has been embroiled in ethnic violence since May 2023, when clashes erupted during a rally organized by the All Tribals Students Union (ATSU) against the Meitei community’s demand for Scheduled Tribe status. The violence has claimed over 220 lives, and thousands have been displaced as tensions between the Meitei and Kuki-Zo communities continue to escalate.

The ethnic conflict between Meitei and Kuki communities in Manipur escalated again. On November 7, violence in Jiribam district, 220 km from Imphal, left at least 19 dead. Among them were six members of a Meitei family and ten Kuki men. The police labeled the Kuki men as “militants,” but the Kuki community insists they were “village volunteers.”

Peace in Jiribam Shattered

Jiribam had been largely peaceful until June 2023. Trouble began when a Kuki teenager’s body was found in a river. Kuki groups accused Meitei militants of the murder. Shortly after, a Meitei man was killed, allegedly by Kuki militants.

Since then, accusations and rumors have spread rapidly on social media. Many claims remain unverifiable, adding to confusion and mistrust.

November 7: A Night of Terror

The violence escalated on November 7 in Zairawn village. A school teacher from the Hmar tribe faced a brutal attack. Suspected Meitei militants allegedly raped, shot, and burned her. They also set her home and other village structures on fire.

Eyewitnesses said the attackers came armed with rifles and melee weapons. The teacher’s autopsy revealed her body was 99% burned. Investigators could not confirm sexual assault due to the extent of the injuries. However, her husband reported rape in the FIR.

The Indigenous Tribal Leaders’ Forum (ITLF) blamed the Meitei group Arambai Tenggol (AT) for the attack. AT, in turn, claims it arms itself to protect Meitei villages near Kuki-dominated areas.

Survivors Recall Horrific Scenes

Villagers shared harrowing accounts of the attack. A college student, related to the teacher, said his family escaped death by seconds. They fled barefoot into the forest as bullets rained down.

Many villagers had recently returned from Assam, reassured by security forces stationed nearby. The teacher and her family stayed in their home, believing the attackers wouldn’t harm them. Tragically, they were wrong.

When the attackers entered the house, the teacher’s husband carried her to their garden after she was shot. He likely returned to protect their children. Witnesses believe the couple made a heartbreaking decision to stay. Moments later, their house was set on fire.

Retaliation Fuels More Violence

The killings in Zairawn triggered further bloodshed. On November 8, a Meitei woman was shot dead while working in a paddy field. Meitei groups blamed Kuki militants, but Kuki leaders denied involvement.

Days later, security forces killed ten suspected Kuki militants in Borobekra. The same day, six Meitei family members were taken hostage by suspected Kuki militants. Two were killed immediately, while others were found dead in a river later.

Both sides have made allegations of arson and violence. Kuki groups claimed Meitei militants burned at least five churches in Jiribam.

Families Left in Grief

The school teacher left behind her husband and three children, aged three, seven, and nine. A photo of the family at her grave reflects the deep pain they bear. Her son stood at the gravestone, hands pressed to it, while her daughters and husband stood quietly nearby.

The Road Ahead

The violence in Jiribam is part of a long cycle of revenge and tragedy. Despite peace efforts, mistrust and anger persist. Without resolution, the shadow of conflict looms over Manipur’s future.

</excerpt>

As violence escalates in Manipur, Meghalaya Chief Minister Conrad Sangma’s National People’s Party (NPP) has withdrawn its support from the BJP-led government headed by Chief Minister N Biren Singh. The NPP has seven MLAs in the 60-seat Manipur Assembly.

“The National People’s Party would like to convey its deep concern over the prevailing law and order situation in the state of Manipur. In the last few days, we have seen the situation further deteriorate where many more innocent lives have been lost and people in the state are going through immense suffering. We strongly feel that the Manipur state government under the leadership of Biren Singh has completely failed to resolve the crisis and restore normalcy,” Sangma wrote on Sunday in a letter to BJP national president J P Nadda.

“Keeping the current situation in mind, the National People’s Party has decided to withdraw its support to the Biren Singh-led government in the state of Manipur, with immediate effect,” the letter added.

An NPP MLA, who did not wish to be identified, commented, “The government is already at odds with the seven BJP Kuki MLAs. Now, without the seven NPP MLAs, he (Biren) will struggle to prove his majority in the Assembly.”

</excerpt>

For Laisharam Herojit, a relief camp inmate from the Meitei community in Manipur’s Jiribam district, the worst fears have come true—his family has been executed. Speaking in an almost inaudible, slow voice, over the phone from Jiribam, he confirmed, “It is true.” His two children, wife, mother-in-law, wife’s sister, and her son are all dead, killed in captivity by suspected Kuki militants after being taken hostage on Monday from the town that borders Assam.

The partially decomposed bodies of Herojit’s 60-year-old mother-in-law and his two-and-a-half-year-old son were found floating in a river near Jiribam, police confirmed today. The body of Herojit’s son was headless and found wedged between broken tree branches floating in the river. Eyewitnesses told NDTV that the arms were missing from the boy’s body. The semi-naked body of his grandmother was found floating face down in the water.

The boy, L. Chingheinganba, and his grandmother, Y. Rani Devi, were taken hostage at gunpoint along with the other family members on Monday, amid an encounter between militants and the Central Reserve Police Force (CRPF) in Jiribam’s Borobekra area, around 220 km from the state capital Imphal. Three bodies—those of Herojit’s eight-month-old baby, his wife’s sister, and her eight-year-old daughter—were brought to a hospital morgue in Assam’s Silchar at 7:30 p.m. on Friday. The body of Herojit’s wife has not been recovered yet, although government sources have confirmed that all six hostages are dead.

Soon after reports of the tragedy emerged on Saturday morning, violence erupted in Imphal, the state capital. Protesters vandalised houses of ruling BJP MLAs and attempted to storm the official bungalow of Chief Minister N. Biren Singh. The protesters were angry over what they claimed was the government’s inaction in launching a rescue operation and its lack of communication before confirming the deaths of the hostages.

Police sources told NDTV that at least two dozen suspected Kuki militants split into two groups before launching the attack in Borobekra. While one group took civilians hostage, the other group vandalized and set houses on fire. Ten militants from the group that attacked a CRPF camp were shot dead, according to the police.

The Kuki tribes claim that the 10 men killed in the encounter were “village volunteers,” an allegation that police and other authorities have strongly denied. Security forces have released visuals of assault rifles and a rocket-propelled grenade (RPG), which they say were brought by the militants, as well as images of a police SUV with numerous bullet holes.

Political leaders across party lines have condemned the killing of women and children in Manipur, with most calling it a terrorist attack, noting that it was not a mere skirmish between two communities but a calculated hostage-taking operation with the intent to execute. “Deeply saddened by the tragic incident in Manipur. Six innocent lives (three women and three minors) from the Meitei community were kidnapped and killed by Kuki terrorists. Condemn terrorism! Demand severe punishment for the culprits,” Minister of State for Social Justice and Empowerment Ramdas Athawale wrote in a post on X (formerly Twitter).

The Mizoram government issued a statement expressing its sorrow over the recent violence in Manipur and offered condolences to the families of the victims. The statement also urged everyone to refrain from actions that could escalate communal tensions within Mizoram in connection with the ongoing conflict in Manipur.

Former Manipur Chief Minister and Congress leader O. Ibobi Singh addressed the press today, stating that MLAs are ready to resign en masse if it helps resolve the crisis in the state. His remarks came after an ultimatum from the influential Meitei civil society group COCOMI, urging state leaders to take decisive action on the Manipur crisis or step down. “We have already mentioned that we MLAs will resign if it can solve the crisis. We are ready to quit in the interest of the state if the crisis can be solved with our resignation. But the onus of the situation lies with the state and the Centre; there is no law and order. There is a complete breakdown of constitutional systems. This is the government’s responsibility that they can’t ignore,” said Mr. Ibobi.

The latest wave of violence in Jiribam began on Thursday when suspected Meitei insurgents attacked a village of the Hmar tribe. A woman from the Hmar tribe was killed in the attack. Her husband, in a police report, alleged that she was shot in the leg, raped, and then set on fire by the suspected Meitei militants. Civil society groups from the Kuki tribes have accused the Manipur government of staying silent on Thursday’s attack.

The following day, a woman from the Meitei community was shot dead by suspected Kuki militants while working in a paddy field in Bishnupur, a district in the valley. Meitei civil society groups claimed the shooting came from a nearby hill, while Kuki groups denied the allegations, stating that the distance from the nearest hill to the paddy field was too great for the shot to have come from there.

Also read: Kailash Gahlot’s Resignation: Alleged BJP Links Shake AAP

Kuki groups also accused Meitei insurgents of attempting to shoot at central forces for blocking their passage through a sensitive area, or “buffer zone,” but missing and hitting the farmer instead.

The conflict between the Kuki and Meitei communities has been ongoing since May 2023, fueled by disputes over land rights and political representation.

</excerpt>

Manish Kumar Sachar, DIG of the Central Reserve Police Force (CRPF), visited Thangkanphai village in Kangpokpi district, Manipur, and interacted with displaced families of the Kuki community living in relief camps. His visit comes amidst ongoing unrest in the region, with over 100 families expressing their primary desire to return to normalcy and rebuild their lives.

Kuki Community’s Plea: “We Just Want to Go Home”
During his visit to the Songpehjang relief camp in Saikul Hilltown, DIG Sachar highlighted the Kuki community’s peaceful stance. “There are around 100 families living here, and they have no demands other than returning to their homes. We are working towards ensuring their safe return and helping them restart their lives. Their only concern is the potential threat to their safety, and we are committed to addressing that,” said DIG Sachar.

Security Forces Maintain Control Amid Violence in Manipur
On September 11, DIG Sachar confirmed that the situation in Manipur remains under control following a recent surge of violence. Forces, including the CRPF, Assam Rifles, and Manipur Police, have been deployed across key areas such as the interstate checkpost border at Gamgiphai, which separates the Kuki-dominated Kangpokpi district from the Meitei-majority West Imphal district.

“We are actively monitoring the borders and conducting regular checks to prevent any unauthorized entry or movement of illegal goods. The situation is stable, and our forces are providing a strong response to any disruptive activities,” Sachar stated.

Joint Operation Recovers Arms and Ammunition in Churachandpur
In a separate joint operation conducted on September 12, security forces, including the Indian Army, CRPF, and Manipur Police, made a significant arms recovery in the Maulsang area of Churachandpur district. Acting on intelligence, they seized a 7.62mm AK Series Assault Rifle with a magazine, three medium-sized improvised mortars (Pompi), and other warlike equipment.

Security forces are deployed, and the state government has suspended internet services to curb unrest.
</excerpt>

In the aftermath of renewed violence, Central Reserve Police Force (CRPF) DIG Manish Kumar Sachar confirmed on Wednesday that the situation in Manipur is now fully under control. A day after clashes broke out, security forces have stepped up their efforts to curb unrest, giving a befitting response to miscreants.

Deployment of Forces: Ensuring Security Across Key Areas

According to Sachar, the CRPF, Assam Rifles, and Manipur Police commandos have been stationed at Gamgiphai—the critical interstate checkpoint between the Kuki area of Kangpokpi district and the Meitei area of West Imphal. This deployment aims to prevent unauthorized entry of individuals and products into sensitive areas.

He further added, “Our forces are regularly conducting checks at this naka (checkpoint) to ensure safety. Small incidents on the outskirts are being handled with precision, and the miscreants are steadily losing ground.”

Internet Suspended Amid Fresh Violence: State Government’s Preventive Measures

In response to the situation, the state government has suspended internet services across Manipur until September 15. This step is aimed at controlling the spread of fake news and rumors, which have contributed to ongoing tensions. Manipur Police issued a public appeal urging peaceful protests and warned against circulating false information that could exacerbate the conflict.

Governor and Meghalaya CM Call for Peace and Intervention

Reacting to the escalating conflict, Manipur Governor Lakshman Prasad Acharya expressed grave concern and called on all stakeholders to work towards establishing peace. Meanwhile, Meghalaya Chief Minister Conrad Sangma stressed the complexity of the situation, stating that the Government of India must intervene to seek a political solution and build confidence among the diverse communities of the state.

Sangma emphasized, “The conflict has deep-rooted historical complexities, and only the Government of India can create the necessary environment to bring all communities together on a common platform.”

Public Urged to Avoid Violence: Police Monitor Social Media for Fake News

On September 10, Manipur Police reiterated their call for peaceful demonstrations and warned citizens against engaging in violent protests. The police are actively monitoring social media platforms for fake news and have vowed to take legal action against those spreading false or sensitive information.

</excerpt>

In a recent escalation of violence in Manipur, at least three individuals have been killed in Jiribam district. This new wave of violence comes on the heels of a deadly rocket attack in Bishnupur, where an elderly man was killed and five others were injured.

Details of the Recent Violence

According to a security officer stationed in Manipur, the number of casualties may rise. The violence began early in the morning when militants entered a village and killed a resident. The ongoing clashes are part of the ethnic violence that has plagued the state. The casualties reported include individuals from both the Kuki and Meitei communities.

Escalation of Violence in Recent Days

The conflict in Manipur has intensified over the past 17 months, with the situation deteriorating significantly in the last five days. On Friday night, following the killing in Bishnupur, mobs in Imphal attempted to raid the headquarters of the 2 Manipur Rifles and 7 Manipur Rifles. Security forces managed to thwart these attempts.

Rockets and Drones: New Tools of Conflict

Friday’s rocket attack represents the first known use of rockets in the state since the onset of the conflict. This development comes just six days after drones were first weaponized. Manipur police reported that Kuki militants used long-range rockets in the attack. The rockets, described as being at least four feet long, were reportedly made from galvanized iron pipes filled with explosives and launched from makeshift rocket launchers.

Impact on Education and Security

In response to the surge in violence, the Manipur administration has ordered all educational institutions across the state to remain closed on Saturday. The conflict, which began on May 3 of the previous year, has seen an increase in the use of advanced weaponry, including drones and rockets, adding a new dimension to the ongoing violence between the Kuki and Meitei communities.

The use of these new technologies indicates a shift in tactics by the militants, who have been practicing with these weapons during periods of relative calm. The situation remains fluid, with ongoing clashes and the potential for further escalation as both sides continue to engage in violent confrontations.

The explosion occurred two kilometers from the INA headquarters, where Subhas Chandra Bose’s lieutenant, Colonel Shaukat Ali, raised the flag for the first time on Indian soil in 1944.

This marked the second rocket strike in the district that day. Earlier, a rocket had been fired from a hilltop towards the low-lying area of Tronglaobi, about 45 kilometers from Imphal.

Following a series of drone attacks over the past two days in Imphal West district, which resulted in two fatalities and several injuries, Manipur Chief Minister N Biren Singh has labeled the incidents as “acts of terrorism.” Singh strongly condemned the attacks and vowed decisive action against such acts of violence.

Attacks and Casualties

On Sunday, armed Kuki groups used drone attacks on Koutruk, a Meitei village in Imphal West district, resulting in the deaths of two people, including a woman, and several injuries. The village is situated near the border with the Kuki-Zomi majority Kangpokpi district. This area has been heavily impacted by ongoing conflict, experiencing frequent gunfire incidents.

The violence continued on Monday when drones were again used to drop bombs in Senjam Chirang Maning Leikai, also in Imphal West, injuring three civilians.

Chief Minister’s Response

In response to these attacks, Chief Minister Singh took to social media to denounce the violence. “Dropping of bombs on civilian population and security forces by using drones is an act of terrorism and I condemn such cowardly acts in the strongest terms,” Singh stated. He emphasized the Manipur state government’s commitment to addressing such threats and vowed to take necessary measures to combat these forms of terrorism.

Singh also called for unity among the people of Manipur, asserting, “We denounce all forms of violence, and the people of Manipur shall unite together against hate, division, and separatism.”

Investigation and Next Steps

The Chief Minister confirmed that the case would be transferred to the National Investigation Agency (NIA) for further investigation. This decision reflects the seriousness of the situation and the need for a comprehensive response to the escalating conflict between the Meitei and Kuki-Zomi communities.

Ongoing Tensions

The recent drone attacks come amidst heightened tensions between the Meitei and Kuki-Zomi groups. The ongoing conflict has exacerbated the security situation in the region, with both communities facing increased hostility and violence.

Manipur authorities are working to address the violence and restore peace in the affected areas, with heightened scrutiny and intervention from national agencies to prevent further escalation.

The government reported that unarmed Koutruk villagers were targeted with drones, bombs, and sophisticated weapons.

The Manipur government condemned the attack, viewing it as a serious threat to the efforts to restore peace and normalcy in the state. They emphasized that such acts of violence are seen as attempts to undermine the state’s peace efforts.

In response, the government has taken immediate action to control the situation and hold those responsible accountable. The Manipur Police noted that the attack involved highly trained individuals using advanced technology, such as RPGs and high-tech drones. This marks a significant escalation, with drones being used to deploy explosives against both security forces and civilians.

</excerpt>

An Indian-origin man teaching at a UK university has been accused of inciting ethnic violence in Manipur through online messages and talk sessions on a social media platform, according to a police complaint filed in Imphal, the state capital. The complaint suggests that the accused, identified as Uday Reddy, a Computer Science professor at the University of Birmingham, may have links with Khalistani elements in Canada.

The first information report (FIR) filed by a local resident alleges that Reddy has been working online to create tension between communities on religious grounds in Manipur. “The accused person deliberately, with malicious intent, insulted the Meitei’s religious beliefs and promoted enmity between the Meiteis and other communities on religious grounds,” the complainant stated in the FIR filed with a police station in Imphal East district.

The police have also registered a case against Reddy, claiming he has been hosting audio discussions on social media, directing people in Manipur on how to create trouble against law enforcement personnel. On X (formerly Twitter), a notice on Reddy’s profile page indicates that the account has been “withheld in India in response to a legal demand.”

The complainant urged Indian authorities to contact Reddy’s workplace and inform them about his “criminal acts committed against India.” They also requested a lookout circular (LOC) to monitor Reddy’s entry and exit points in India. An LOC is used to prevent anyone with a criminal record or wanted in an investigation from leaving the country.

This incident is not the first time the account of a professor abroad has been withheld by X over a legal demand in India. In August 2023, the X account of Sweden-based Indian-origin professor Ashok Swain, a critic of the Indian government’s policies, was similarly withheld.

Since May 2023, when ethnic violence broke out between the valley-dominant Meitei community and nearly two dozen tribes known as Kuki in Manipur, social media has been a battleground for narratives. Chief Justice of India DY Chandrachud, in December 2023, raised concerns over the overwhelming barrage of speech distorting the truth due to troll armies and organized disinformation campaigns on social media platforms.

Ethnic conflict in Manipur took a fresh turn after violence erupted in Jiribam district last week. The violence broke out after locals discovered the body of Meitei farmer Soibam Saratkumar Singh, who had been missing for weeks. Speaking to The Hindu, some residents reported having to flee their homes for the second time since the conflict began on May 3 last year, while others claimed they were “systematically removed” from their houses.

Since May 3, 2023, the clashes have resulted in 226 deaths, with 1,555 injured and 28 missing. Over 60,000 people across the northeastern state have also been displaced, as reported by The Indian Express. Meanwhile, in the light of the recent violence, Assam on Sunday intensified security measures along its interstate border, particularly in the Lakhipur area of Cachar district. The recent unrest in Manipur has prompted hundreds to flee their homes and seek refuge in neighbouring Assam, amid the ongoing ethnic tensions.

</excerpt>

Gunfire erupted near a polling station in Manipur today, as captured in a 25-second video circulating online. The footage depicts chaos and people shouting before two rapid shots are heard. A third shot follows, possibly in response to the initial gunfire. Subsequently, a series of gunshots, potentially from an automatic weapon, is heard, prompting the person filming to take cover behind a doorway. The exchange of gunfire continues for about 10 seconds before ceasing.

The location of the incident, whether in Inner Manipur or Outer Manipur constituency, remains unclear. In the 2019 election, the BJP’s Thounaojam Basanta Kumar Singh clinched victory in the Inner seat, while the Outer seat, reserved for Scheduled Tribe candidates, was won by Naga People’s Front leader Kachui Timothy Zimik, who is contesting again with the backing of the BJP’s ally, the NPF.

Manipur has grappled with sporadic violence since May last year, stemming from clashes between ethnic communities that resulted in numerous casualties and displacements. Consequently, stringent security measures have been implemented for the initial phase of the two-part elections in the state. Fifteen of Outer Manipur’s 28 Assembly segments are scheduled to vote on April 26.

To accommodate displaced voters, special polling stations have been established, with 22 in Churachandpur district and 24 in Kangpokpi, according to officials.

Expressing confidence in the electoral outcome, Chief Minister N Biren Singh remarked, “I am fully confident both Manipur seats will definitely elect a BJP government at the centre. Yes, Manipur is facing a troubled time but, in the last four-five months peace was restored and that is why we are holding an election.”

</excerpt>

In a recent outbreak of violence in Manipur, approximately 200 gunmen reportedly abducted a police officer. However, a prompt and efficient response from law enforcement and security forces led to the swift rescue of the abducted police officer.

Tensions heightened in Manipur on Tuesday when Arambai Tenggol cadres, associated with a Meitei organization, reportedly abducted Additional Superintendent of Police Amit Singh in the Imphal East district. The Manipur Police confirmed the incident, revealing that a swift response from law enforcement and security forces led to the successful rescue of Amit Singh. Currently, the officer, who serves in the operations wing of the Manipur Police, is in stable condition after being admitted to a hospital.

During the Tuesday evening episode, armed cadres linked to Arambai Tenggol allegedly attacked Amit Singh’s residence, causing property damage and gunfire that affected at least four vehicles. In response to the escalating tensions, the Army was called in, and four columns of the Assam Rifles were deployed in Imphal East following the police officer’s abduction.

The Manipur Police provided details of the incident that unfolded around 7 pm on Tuesday, stating that approximately 200 armed miscreants arrived in vehicles to storm Amit Singh’s residence. The Manipur Police shared on X (formerly Twitter), “Firing incident at the residence of Addl SP, IW, Moirangthem Amit, MPS On 27th February 2024. Armed miscreants numbering about 200 coming in vehicles stormed at the residence of the Additional Superintendent of Police, Shri Moirangthem Amit Singh, MPS.”

The police statement continued, “On getting information, additional security forces rushed to the spot. In the resulting police action, two individuals, namely Rabinash Moirangthem and Kangujam Bhimsen, sustained injuries and were admitted to JNIMS Hospital. In the midst of the incident, the Addl SP and one of his escorts were abducted by the armed miscreants. They were later rescued and admitted to Raj Medicity for medical treatment. A case has been registered, and investigation has started.”

Regarding the motive behind the attack, it was reported that the indiscriminate firing occurred because the officer had previously arrested six individuals associated with the group for alleged involvement in vehicle theft. Following these arrests, Meira Paibis (Meitei women’s group) protested and blocked roads, demanding the release of the detainees.

Providing insight into the incident, M Kulla, the father of the police officer, explained, “We tried to talk to the armed men after they entered, but all of a sudden they started firing at the vehicles and properties. So we had to rush inside and lock ourselves.” M Kulla, according to officials, contacted his son, who, along with his team, rushed to the scene but was outnumbered and subsequently abducted by cadres allegedly affiliated with Arambai Tenggol.

The region has experienced heightened violence since May 3, 2023, with over 180 casualties reported after a “Tribal Solidarity March” protested the Meitei community’s demand for Scheduled Tribe (ST) status. This demand has caused tensions with the tribals, including Nagas and Kukis, who constitute 40% of the population and primarily reside in the hill districts.

Addressing a press conference in the state capital, Singh said, “From today onwards, internet services will be opened for the public in Manipur”.

In July, the Manipur government declared that broadband services in the state would be conditionally reinstated, but mobile internet services would continue to be suspended due to ongoing violence.

However, a recent statement from the chief minister’s office on Friday urged the residents of Manipur to surrender any illegal weapons they possessed within a 15-day period. Failure to do so would result in extensive search operations conducted by security forces.

The statement also mentioned that the state government was open to a lenient approach for individuals voluntarily turning in their illegal weapons within this specified 15-day timeframe.

SG initially objected to the transfer of the case to the Delhi High Court, saying the EGI was trying to make it into a “national, political issue” and asked why the petitioners were insisting on Delhi, and not States neighbouring Manipur.

</excerpt>

The Supreme Court urged the Centre and the Manipur government on Friday to ensure that basic supplies such as food, medicines, and other necessities are distributed to people impacted by the Manipur unrest so that no citizens are left without basic human services.

On the dismantling of the roadblock on National Highways and other areas obstructing rations, the bench of Chief Justice of India DY Chandrachud and Justice JB Pardiwala stated that the manner in which the blockade is dealt with is within law enforcement.
However, given the humanitarian nature of the situation, the government should investigate all alternatives, including airdropping vital materials, according to the Supreme Court.

It requested that the Centre and the Manipur government tell it of their actions on the next date of hearing. The case was then scheduled for a hearing on September 6. The Supreme Court issued the directives after senior counsel Meenakshi Arora appeared on behalf of the judges’ committee it formed to deal with the humanitarian aspects of the case.

Arora stated that there are two issues: first, blockades in Manipur’s Moreh district that have prevented people from receiving basic food, and second, an outbreak of chickenpox and measles in several relief camps.

The bench also took note of Solicitor General Tushar Mehta’s testimony that nodal officers had been selected by Manipur and the Central government.

</excerpt>

A top official in the Assam Rifles claimed that Manipur is currently experiencing an unprecedented situation as a result of the ethnic violence because both populations are armed to the teeth, placing the state in a precarious position.
Lt. General PC Nair, the director general of the Assam Rifles, said that the state’s residents must come to understand that peace is the only option for moving forward.

They further said that our current predicament in Manipur is unparalleled. We have never experienced anything like this. When the Nagas and Kukis clashed in the early 1990s, something similar occurred, and in the late 1990s, there was also fighting among the Kuki clans. Currently, the largest problem is the abundance of guns in both groups. The thoughts of both communities are connected to this. These days, everyone is so corrupted against one another. This needs to be stopped, the DG added, adding that the public must come to see that peace is the only path forward.

Following an All Tribal Students Union of Manipur (ATSUM) demonstration on May 3, fighting broke out between the Meitei and Kuki communities in Manipur.
Since the state has been engulfed in violence for more than four months, the Central government has been forced to use paramilitary forces to regain control of the situation. Due to the violence, thousands of people have been displaced and hundreds have died.

According to authorities, the event occurred at 4:30 a.m. at Thouwai Kuki, a village inhabited by Kuki tribals located around 47 kilometers from Ukhrul town, the district’s headquarters, which is controlled by Tangkhuls, a Naga tribe.

“According to our information, a group of armed miscreants approached the village from the hills located to the east of the village and started firing at village guards. Three people from the village have been killed in the incident. There are no reports of any injuries,” said N Vashum, superintendent of police (SP), Ukhrul, confirmed.

Following the event, the SP stated that security measures have been strengthened and that joint operations by state police and the Indian Army are ongoing to apprehend those responsible.

On August 5, five people, three Meiteis and two Kukis, were killed in separate shootings between the two communities in the districts of Bishnupur and Churachandpur.

Clashes erupted in Manipur on May 3 in Churachandpur town when Kuki organizations called for protests against a proposed change to the state’s reservation matrix that would grant the Meitei people scheduled tribal (ST) status.

Violence swiftly enveloped the state, displacing tens of thousands of people who fled burning houses and neighborhoods into jungles, frequently across state lines. The riots have claimed over 160 deaths and displaced over 50,000 people. Meiteis make up roughly 53% of the state’s population, while Kukis make up about 16%.

“Manipur had become the victim of ethnic clashes during the erstwhile Congress regime. There was a time in Manipur when everything used to be run by insurgents. Whose government was it at that time?” PM questioned.

While alleging the opposition for doing politics over the crisis in Manipur, PM stated that, “What has happened in Manipur is painful, but no one should play politics on it.”

The opposition has slammed the Centre for the violence in the northeastern state, calling for Manipur Chief Minister N Biren Singh to quit immediately.

Ethnic violence erupted in Manipur on May 3 between the Meitei and tribal Kuki populations, resulting in the deaths of over 150 persons and the displacement of hundreds. A horrific May 4 video of three women being stripped and paraded naked went viral on social media, sparking several reports of crimes against women.

A Bench led by Chief Justice of India DY Chandrachud stated that while cases have been handed to the CBI, it is seeking to direct that five officers of at least Deputy SP rank be brought into the CBI from various states.

“These officers will also be functioning within the four corners of the infrastructure and administrative structure of CBI. There will be 42 SITs looking at cases that have not been transferred to CBI”, the top court said.

Six DIG level officers from outside Manipur would supervise SITs that are already investigating matters that have not been referred to the CBI. The Supreme Court stated that it is considering appointing a committee of three former High Court judges to look into the inquiry, relief, corrective measures, compensation, rehabilitation, and so on.

“The Committee of three former judges will be headed by Justice Gita Mittal, and also comprise Justice Shalini Joshi, Justice Asha Menon”, apex court said.

The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, seeks to replace the ordinance brought by the Centre in May which excluded ‘services’ from the legislative competence of the Delhi legislative assembly. The ordinance was brought days after the Supreme Court judgement on the control of services in Delhi.
Meanwhile, Union Minister of Information and Broadcasting Anurag Thakur will introduce the Press and Registration of Periodicals Bill, 2023 in the Rajya Sabha today to provide for press, registration of periodicals and for matters connected therewith or incidental thereto. He will also move the Cinematograph (Amendment) Bill, 2023 in the Lower House today for its consideration and passage further to amend the Cinematograph Act, 1952.

</excerpt>

The Rajya Sabha adjourned for the second time on Tuesday, with the opposition insisting on a full discussion of the Manipur violence and Prime Minister Narendra Modi’s statement on it.

The Opposition leaders reiterated their demand shortly after the House reconvene at 12 noon following the earlier recess. Even when opposition members raised shouts in favor of their demand, Rajya Sabha Chairman Jagdeep Dhankhar continued with Question Hour. The Chairman instructed the protesting members to keep order because Question Hour is important to the operation of Parliament.

“We will have to have zero tolerance for lack of decorum,” he said.

Dhankhar previously complained to Congress leader P Chidambaram’s “how can you do it” remarks, calling them “extreme and intemperate.” Chidambaram stated that he was referring to the Chair’s earlier remarks and meant no disrespect.

Congress leaders Randeep Singh Surjewala and P. Chidambaram requested a discussion on the Manipur matter under Rule 267, claiming that over 50 notifications had been issued.

Mallikarjun Kharge, Leader of the Opposition, questioned why the administration is not prepared to debate the Manipur matter when 50 members had given notice under Rule 267 today and similar notices have been submitted for the last four days.

He also alluded to Prime Minister Narendra Modi’s jab at the opposition over the INDIA alliance by bringing up the East India Company while failing to address the Manipur violence in Parliament.

“So many representatives are giving notices under 267 in Parliament. We are talking about Manipur, but the Prime Minister is talking about East India Company,” Kharge alleged.

Opposition parties began their protest soon after the Question Hour commenced. Speaker Om Birla urged opposition members to resume their seats and said they should allow the House to function as Question Hour helps fix the accountability of the government.
