</excerpt>

Congress leader Priyanka Gandhi Vadra shared an emotional note for her brother Rahul Gandhi following his victories in both constituencies he contested and the overall improvement in the party’s tally in the Lok Sabha elections. Praising Rahul, Priyanka highlighted that despite doubts about his conviction and the “overwhelming propaganda of lies” against him, Rahul never wavered and continued “fighting for truth.”

She described him as the “bravest of all,” noting that Rahul Gandhi fought with “love, truth, and kindness” and expressed her pride in him. She stated, “You kept standing, no matter what they said and did to you…you never backed down whatever the odds, never stopped believing however much they doubted your conviction, you never stopped fighting for the truth despite the overwhelming propaganda of lies they spread, and you never allowed anger and hatred to overcome you, even when they gifted it to you every day.”

Priyanka continued, “You fought with love, truth and kindness in your heart. Those who could not see you, see you now, but some of us have always seen and known you to be the bravest of all. Bhai @RahulGandhi, I am proud to be your sister.”

Rahul Gandhi contested from Rae Bareli and Wayanad, winning both by substantial margins. He won the Rae Bareli seat by defeating BJP’s Dinesh Pratap Singh with a margin of 3,90,030 votes, aiming to preserve the party’s stronghold in the state after his 2019 loss in Amethi. In Wayanad, which facilitated his entry into the Lok Sabha in 2019, he defeated Communist Party of India-Marxist candidate Annie Raja by 3,64,422 votes.

The 2024 Lok Sabha election counting took place on Tuesday. According to the Election Commission of India, the BJP secured 240 seats, significantly fewer than its 2019 count of 303. Meanwhile, Congress made notable gains, winning 99 seats. The INDIA bloc surpassed the 230-seat mark, presenting significant competition and defying predictions. Prime Minister Narendra Modi secured a third term, but the BJP will need to form a coalition with other parties, including JD (U) chief Nitish Kumar and TDP chief Chandrababu Naidu.

</excerpt>

The monumental Lok Sabha elections will wrap up with the seventh and final phase of polling on June 1, tomorrow. In this concluding round, 57 parliamentary constituencies across seven states and the Union territory of Chandigarh will vote. Among the candidates whose future will be decided is Prime Minister Narendra Modi, who is running for re-election from the Varanasi seat in Uttar Pradesh. Modi is the incumbent two-term Lok Sabha member from this constituency and is vying for a third consecutive term as Prime Minister. The election results will be announced on June 4.

1. “Of the 57 seats on which voting will be held, 13 are reserved for candidates from Scheduled Castes and three for those from Scheduled Tribes,” according to the Election Commission.

</excerpt>

The winners of the 2024 Lok Sabha elections are anticipated to establish a new government by mid-June after the votes are counted on June 4. Analysts largely expect Prime Minister Narendra Modi to secure a third consecutive term, as predicted by opinion polls conducted before the voting commenced.

Vote Counting Process

Vote counting is decentralized and takes place simultaneously at counting stations in each of the 543 constituencies across India. The process begins at 8 am on June 4, starting with the tallying of postal ballots. These ballots are used by select groups, including people with disabilities, individuals involved in essential services such as security forces, and some government officials.

After the postal ballots are counted, the votes recorded in Electronic Voting Machines (EVMs) are tallied. India has utilized EVMs for national and state elections since 2000, moving away from paper ballots.

Criticism of the Process

Each vote cast through the EVM generates a corresponding paper slip, visible to the voter and stored in a sealed box. The Election Commission of India (ECI) counts and verifies these paper slips against electronic votes at five randomly selected polling stations in each constituency.

While critics and some civil society members, including political parties, advocate for verification at more booths to enhance transparency, the Supreme Court has declined to mandate any changes in the vote-counting process. The ECI has refuted claims that EVMs can be tampered with, calling them foolproof.

Forming the Government

Results are announced for each constituency as soon as counting is completed. India follows the first-past-the-post system, where the candidate with the highest number of votes wins, regardless of whether they secure a majority.

Result trends typically become clear by the afternoon of counting day and are broadcasted on television news networks, with the official count from the ECI coming hours later.

Once the ECI announces results for all 543 seats, the president invites the leader of the party or alliance with more than half the seats to form the government. The party or coalition with 272 or more seats then selects a prime minister to lead the government.

In the 2019 elections, PM Modi’s Bharatiya Janata Party won 303 seats, and its National Democratic Alliance partners secured about 50 more. The main opposition, Congress, won just 52 seats, with another 91 seats going to its allies.

If no party or alliance achieves a simple majority, leading to a “hung house,” the president asks the party with the largest number of seats to form a government and prove a majority on the floor of the house later.

Will PM Modi Win Again?

Opinion polls conducted before voting began on April 19 projected a likely victory for PM Modi, securing a rare third consecutive term. However, a lower voter turnout and a more unified opposition compared to 2019 have posed unexpected challenges for him. Most analysts, however, believe he is still likely to win.

Senior advocate and Rajya Sabha MP Kapil Sibal claimed on Saturday that starting from the fifth phase of the Lok Sabha elections, the BJP has encountered setbacks, with voters shifting their focus from the Ram temple to issues like inflation and unemployment.

“The information I am receiving indicates significant changes in the fifth and sixth phases. The momentum seen in these phases was absent earlier. People are now discussing inflation, unemployment, and other local issues, which will significantly impact the BJP,” Sibal told ANI.

Sibal highlighted that in the 2019 general election, the BJP garnered substantial support from Scheduled Castes and Scheduled Tribes communities, but this trend has changed in the current election. “If the coalition of Muslims, OBCs, SCs, STs, and Yadavs forms, it will hurt the BJP. Don’t take their ‘400-plus seats’ slogan seriously; it’s become a joke,” he said.

The sixth phase of the Lok Sabha election is currently underway, with polling for 58 parliamentary constituencies across six states and two Union Territories. This phase includes eight seats in Bihar, all ten seats in Haryana, one seat in Jammu and Kashmir, four in Jharkhand, all seven seats in Delhi, six in Odisha, 14 in Uttar Pradesh, and eight in West Bengal. A total of 889 candidates are competing in this phase.

Odisha is also holding elections for 42 assembly constituencies simultaneously with the Lok Sabha elections. All parliamentary seats in Delhi and Haryana are part of this phase.

Key constituencies in this phase include New Delhi, North-East Delhi, North-West Delhi, and Chandni Chowk in the national capital, as well as Sultanpur and Azamgarh in Uttar Pradesh. Other notable seats are Jammu and Kashmir’s Anantnag-Rajouri, West Bengal’s Tamluk and Medinipur, Haryana’s Karnal, Kurukshetra, Gurgaon, and Rohtak, and Odisha’s Bhubaneswar, Puri, and Sambalpur. The stakes are high for the BJP, Congress, Aam Aadmi Party, and other constituents of the INDIA bloc in this phase.

So far, polling has been completed in 428 parliamentary constituencies across 25 states and UTs during the first five phases of the general elections. Over 11.13 crore voters, including 5.84 crore men, 5.29 crore women, and 5,120 third-gender electors, are eligible to vote in the sixth phase. Approximately 11.4 lakh polling officials are involved in conducting this phase of the election.

The Lok Sabha elections will conclude on June 1 after the seventh phase, with voters from 57 constituencies casting their votes. The results will be announced on June 4.

People are eagerly waiting for Prime Minister Narendra Modi to lead the country once again.”

She further added, “You have seen the kind of work that Prime Minister Modi has done and his vision for a Viksit Bharat is a reality.
Delhi Bharatiya Janata Party (BJP) president Virendra Sachdeva, along with the party candidate from North East Delhi, Manoj Tiwari, and other leaders, visited the PM’s rally site on Friday evening to review the preparations. Sachdeva stated, “PM Modi’s rally will be historic, and the enthusiasm of the workers will be visible to the public. A large number of people are expected to attend the rally.”

Tiwari added, “The PM is coming to guide us in North East Delhi, and it is a matter of pride for our region that Narendra Modi, who is a global leader, is coming to guide us. People of the region are very excited to see their popular PM, and everyone wants to see and hear him up close, so the rally will be historic, for which the Delhi BJP has made elaborate arrangements.”

According to Ghonda MLA Ajay Mahawar, “The PM is going to address a rally for the first time in Ghonda assembly constituency on Saturday at 4pm at DDA ground, Yamuna Khadar. Telecom Service Providers such as BSNL, Airtel, Jio, and Vodafone-Idea are reaching out to mobile users in parliamentary constituencies through SMS, calls, RCS messaging, and WhatsApp messages.

ECI has partnered with the BCCI for voter awareness activities during the ongoing IPL season, with voter awareness messages and songs played at stadiums. Cricketers from IPL teams have also recorded messages encouraging voters to participate in the elections.

Additionally, voter awareness messages are integrated into cricket commentary. Google India is contributing through Google Doodle on poll days and banners on YouTube and other platforms. Retail Association of India is engaging in voter awareness through its retail network, and post offices and banking institutions are used to reach a diverse audience.

In collaboration with the Ministry of Petroleum and Natural Gas, voter awareness messages have been integrated with the IRCTC portal and inflight announcements on airlines. Cinema theatres are playing ECI voter awareness films, and Sansad TV is creating short films on unique polling stations.

Various brands and platforms such as AMUL, Mother Dairy, Prasar Bharati, Spotify, PhonePe, BookMyShow, MakeMyTrip, Zomato, Swiggy, Uber, Rapido, Urban Company, Tata Neu, Truecaller, Mankind Pharma, Neeru’s, Tinder, Jeevansathi.com, Shoppers’ Stop, and others are actively promoting voter awareness through their services and campaigns.

The Lok Sabha elections are scheduled to conclude on June 1, with results announced on June 4. The remaining phases will be held on May 20, May 25, and June 1.

</excerpt>

The Election Commission of India (ECI) has recently launched a vote-from-home initiative for those unable to visit polling stations due to age or other reasons. This measure aims to make the election process more inclusive and accessible for Persons with Disabilities (PwD) and senior citizens aged 85 and above.

It is estimated that this initiative will enable more than 85 lakh senior citizens and 88.4 lakh persons with disabilities to cast their votes.

As of March 10, 2024, there are 81,87,999 senior citizen electors above 85 years and 2,18,442 electors above 100 years in the country, according to the election commission.

The Union Law Ministry amended the Conduct of Elections Rules-1961 to redefine the eligibility for the postal ballot facility, changing it from those “above 80 years” to those “above 85 years.”

Chief Election Commissioner Rajiv Kumar said, “Generally, the tendency has been that the senior citizens want to participate in the process and walk to the booth. But this time, we have given them options to vote in their homes.”

A first-of-its-kind home-voting facility for elderly individuals and people with disabilities has been introduced in two Mumbai constituencies. In total, 543 senior citizens and nine differently-abled people from the Mumbai South and Mumbai South Central constituencies cast their votes from home on May 14 and 15 during the fifth phase.

According to the ECI, citizens who opt for the home voting facility will not be eligible to cast their vote at the polling station.

How to Register

Those wishing to avail the facility must fill out Form 12D and inform the Assistant Returning Officer (ARO) of their inability to visit the polling station to vote. The form can be downloaded from the Election Commission’s official website at www.eci.gov.in.

Form 12D can also be collected from the office of the representative district officer of a Lok Sabha constituency, with distribution already underway in many states.

Once approved, polling officials, accompanied by a videographer and a security person, will visit the eligible person’s home to oversee the postal ballot voting process, a news agency reported.

The voter will receive prior notification about the date and time of the visit either through SMS or post.

The Lok Sabha elections are divided into seven phases, from April 19 to June 1. In total, 17.24 crore voters are eligible to cast their vote in this phase at around 1.85 lakh polling stations. The vote counting will take place on June 4.

</excerpt>

During a public gathering in his Lok Sabha constituency of Raebareli, Uttar Pradesh, Congress leader Rahul Gandhi addressed questions about his marriage. Responding to queries from the audience, the 53-year-old leader humorously remarked, “Now, I will have to get married soon.”

Last year, during an interaction with female students at Jaipur’s Maharani College, the Congress MP explained why he had not considered marriage. When asked why he hadn’t married despite being smart and good-looking, Gandhi stated that he was fully committed to his work and the Congress party, leaving no room for marriage.

On May 3, the Congress announced Rahul as a candidate from Raebareli and loyalist KL Sharma from Amethi, excluding Priyanka as well as Vadra from the electoral contest.

Rahul Gandhi, currently a sitting MP in Kerala’s Wayanad, is seeking a fresh term alongside Raebareli. He represented Amethi from 2004 until 2019. In Raebareli, he will face Congress defector and three-time MLC Dinesh Pratap Singh of BJP.

Raebareli constituency is scheduled for polling on May 20 in the fifth phase. In the 2019 Lok Sabha Elections, Congress leader Sonia Gandhi won the constituency with 5,34,918 votes. Her closest rival, Dinesh Pratap Singh, posed a strong challenge, gathering 3,67,740 votes.

In a recent appeal to voters, Rahul Gandhi urged them to come out in large numbers and vote. “Today is the fourth phase of voting! It has become clear in the first three phases that the Indian government is going to be formed on June 4. Remember, your one vote will not only protect your democratic rights but will also change the fate of your entire family. 1 vote = First job of Rs 1 lakh per year guaranteed for youth. 1 vote = Rs 1 lakh per year in the bank account of poor women. So come out in large numbers and vote and show that the country will now vote on its issues – it will not get distracted,” he said in a post on X.

This is Rahul Gandhi’s first major rally in Raebareli after filing his nomination. His sister and Congress General Secretary Priyanka Gandhi has been camped in Raebareli, campaigning in the constituency along with Amethi.

</excerpt>

JJP leader Dushyant Chautala announced on Wednesday that his party would vote against the BJP in a no-confidence motion, following the BJP government in Haryana losing its majority when three independent MLAs withdrew their support.

Chautala stated, “All our MLAs will vote against the BJP government, if no-confidence motion is moved by the Leader of Opposition, Bhupinder Singh Hooda,” during a press conference.

The Jannayak Janta Party (JJP), a splinter group of the Indian National Lok Dal (INLD), holds 10 seats in the 90-seat Haryana assembly. The party had formed a coalition government with the Bharatiya Janata Party (BJP) in October 2019 but parted ways in March this year.

Formerly the deputy chief minister in the alliance government, Chautala also expressed support for the Congress if they sought to bring down the government, stating, “The LoP must topple the government within the Lok Sabha polls. We have whip; all our MLAs are bound to it. They will follow the party’s decision.”

Chautala criticized Nayab Singh Saini, Khattar’s successor as CM, calling him a “weak CM.” Saini took office after Khattar resigned in March.

Responding to Chautala, senior Congress leader and former CM Bhupinder Hooda challenged the JJP to demonstrate that it was not a “B-team” of the BJP. He stated, “If they are not the B-team, they must write to the Governor immediately. We demand imposition of President’s rule and elections must be held.”

Haryana is scheduled to hold elections in October to choose its next government.

This advisory comes in response to various instances observed during the ongoing General Elections […]
</excerpt>

The Election Commission of India (ECI) has issued an advisory to all national and state political parties, directing them to immediately “cease and desist” from any activities related to registering individuals for post-election beneficiary-oriented schemes through any advertisements, surveys, or applications. This advisory comes in response to various instances observed during the ongoing General Elections 2024.

The ECI has expressed concern over political parties and candidates seeking voter details under the guise of surveys for their proposed beneficiary schemes, viewing it as a corrupt practice of bribery under Section 123(1) of the Representation of the People Act, 1951. The commission has noted that “some political parties and candidates have been engaging in activities that blur the lines between legitimate surveys and partisan efforts to register individuals for post-election beneficiary-oriented schemes”.

The Commission emphasized that such activities could create the impression of a transactional relationship between the voter and the proposed benefit, potentially leading to inducement for voting in a particular way.

While acknowledging that “generic and general electoral promises are in the realm of permissibility,” the ECI highlighted activities that obscure the distinction between genuine surveys and biased attempts to enroll people in programs for political gain. It has directed all District Election Officers to take appropriate actions against any such advertisements within the statutory provisions namely Section 127A of the Representation of People’s Act, 1951, 123 (1) of the Representation of People’s Act, 1951, and Section 171 (B) IPC.

The advisory specifically mentions instances such as “Newspaper advertisements call upon individual voters to register themselves for benefits by giving missed calls on a mobile or calling on a telephone number,” distribution of forms seeking details of voters in the name of a socioeconomic survey, and the circulation of web platforms or mobile applications by political parties seeking voter information.

The ECI reiterated that the ongoing Lok Sabha elections are being conducted in seven phases, with votes to be counted on June 4.
