Speaker Om Birla condemned the comments while PM Modi hailed the bill’s passage as historic.
</excerpt>

The Budget Session of Parliament came to a close on Friday as both Houses were adjourned sine die following intense protests over critical remarks by Congress leader Sonia Gandhi about the Waqf (Amendment) Bill, 2025. The remarks sparked uproar from the treasury benches, with BJP MPs demanding an apology from Gandhi for saying the bill was “bulldozed” through Parliament.

Lok Sabha Speaker Om Birla spoke to Lok Sabha after its resumption at noon, labeling the comments as “most unfortunate” and “against the dignity of parliamentary democracy.” Birla did not mention Sonia Gandhi by name but reacted after Parliamentary Affairs Minister Kiren Rijiju asked his ruling on the issue.

Speaker Om Birla Condemns Remarks, Cites Protracted Debate on Waqf Bill

Referring to the House, Om Birla pointed out that the Waqf (Amendment) Bill had seen detailed deliberation. “There was division thrice on the bill and it was passes as per the rules of the House. That is why it is highly unfortunate that despite the House sitting till late night and passing the bill after a long debate, a senior member is casting aspersions on the House proceedings which is not appropriate,” he stated.

He again asserted that Parliament had discussed the bill for 13 hours and 53 minutes, with cuts across several parties, denying reports of procedural rushes.

Sonia Gandhi’s Statement Provokes Demonstrations

Controversy had started after Sonia Gandhi, addressing the Congress Parliamentary Party in Samvidhan Sadan on Thursday, condemned the way the bill was passed. “Yesterday, the Wakf Amendment Bill, 2024 was passed in the Lok Sabha and today it is scheduled to come up in the Rajya Sabha. The bill was in effect bulldozed through. Our party’s position is clear. The Bill is a brazen assault on the Constitution itself. It is very much part of the BJP’s deliberate strategy to keep our society in a state of permanent polarisation,” she said.

After her remarks, BJP MPs chanted slogans of “Sonia Gandhi Maafi Maango” in Parliament, calling for a public apology.

Despite the commotion, both Houses approved the Waqf (Amendment) Bill, 2025. The Rajya Sabha cleared it early on Friday morning with 128 votes and 95 against, after rejecting all opposition-suggested amendments. The Lok Sabha had approved the bill on Thursday with 288 MPs voting for it and 232 against.

PM Modi: “A Historic Step Towards Inclusive Growth”

Prime Minister Narendra Modi thanked the bill passing and characterized it as a groundbreaking step. “The Waqf (Amendment) Bill and Mussalman Wakf (Repeal) Bill passage in both Houses of Parliament is a landmark moment in our common quest for socio-economic justice, transparency, and inclusive growth,” he added.

“These legislations will specifically benefit those who have long lingered on the periphery, thereby being deprived of both voice and opportunity,” PM Modi further added.

He thanked all parliamentarians and members of committees who took part in the debate. “Appreciation to all Members of Parliament who have taken part in the Parliamentary and Committee debates, shared their opinions and helped build these legislations. A particular thanks also goes to the many people who have submitted their valuable suggestions to the Parliamentary committee. Again, the significance of widespread debate and discussion has been proved,” he added.

PM Emphasises Transparency and Welfare for Marginalised

The Prime Minister also emphasized the shortcomings of the current Waqf system. “For years, the Waqf system was equated with a lack of transparency and accountability. It particularly victimised Muslim women, needy Muslims, and Pasmanda Muslims. The legislations enacted by Parliament will enhance transparency and also protect people’s rights,” he added.

He signed off with a social justice and national unity message, “We will now begin an era wherein the framework would be more modern and sensitive towards social justice. On a grander scale, we continue to be committed to upholding the dignity of each citizen. That is also how we construct a more robust, more inclusive and more empathetic India.”

Gandhi explained, “I held a meeting with the Speaker. I told him that derogatory comments against me should be expunged. The Speaker said that he would look into it.” He emphasized the importance of the House functioning smoothly and ensuring proper discussions.

Focus on Parliamentary Functioning

Gandhi further stated, “No matter what they say about me, we want to have a debate on 13th December.” He underlined that the main objective was to allow meaningful debates to take place in Parliament.

Adani Debate Avoided by BJP

Additionally, Gandhi pointed out the ruling party’s reluctance to address the Adani issue. “They don’t want a discussion on Adani. In the end, we will not leave this. They will keep levelling allegations on us, but the House must function,” he added.

Opposition Reacts to Allegations

This meeting comes after BJP MPs Nishikant Dubey and Sambit Patra made allegations on December 5, linking Gandhi to Hungarian-American businessman George Soros. These remarks sparked outrage among Congress members and further fueled the ongoing political debate.

Rohit has achieved 50 wins from 62 matches, including a super over victory against Afghanistan in the 3rd T20I.

Rohit is the second Indian captain to secure a T20 World Cup, following MS Dhoni, who led the team to victory in the inaugural edition. As India’s T20I captain, Rohit took over after the team’s disappointing performance in the 2021 T20 World Cup. In his first T20 World Cup as captain, he led India to the semifinals in Australia, where they were defeated by England. In a rematch in the current T20 World Cup, India defeated England by 68 runs in the semifinal.

Under Rohit’s leadership, India became the first team to win the T20 World Cup without losing a single game, ending an 11-year ICC trophy drought. </excerpt>

After Lok Sabha Speaker Om Birla condemned the Emergency Period imposed in 1975, Prime Minister Narendra Modi on Wednesday remarked that the events during the Emergency are a clear example of dictatorship.

In a post on X, PM Modi stated, “I am glad that the Honourable Speaker strongly condemned the Emergency, highlighted the excesses committed during that time and also mentioned how democracy was strangled. It was also a wonderful gesture to stand in silence in honour of all those who suffered during those days.”

He added, “The Emergency was imposed 50 years ago but today’s youth needs to know about it because it remains a fitting example of what happens when the Constitution is trampled over, public opinion is stifled and institutions are destroyed. The happenings during the Emergency exemplified what a dictatorship looks like.”

On Wednesday, NDA leaders protested in the Parliament premises, marking the 50th anniversary of the Emergency and demanding an apology from the Congress.

BJP MP Sambit Patra said, “The whole nation is protesting today. This day is important in the minds of the people of India. 49 years ago today, the Emergency was imposed by Indira Gandhi. Around one and a half lakh people were jailed. 42nd Amendment was brought into the Constitution of India. It is important to show the mirror to Rahul Gandhi who speaks about saving the Constitution.”

Union Minister Chirag Paswan called the Emergency a black spot in India’s history, saying, “The whole country was turned into a prison and dictatorship was imposed. The current and the coming generations must know about it.”

BJP MP Kangana Ranaut said the Congress needs to reflect on its track record before claiming the Constitution is in danger. “Those who speak for the Constitution the most should also take the responsibility. They are gathering votes in the name of their father and grandmother, so will they take responsibility for their deeds? They should see their track record of how democracy was choked,” Kangana said.

Before adjourning the lower house until Thursday, Speaker Om Birla condemned the Emergency, and the house observed a two-minute silence for those who lost their lives during the period. Birla stated, “This House strongly condemns the decision to impose Emergency in 1975. Along with this, we appreciate the determination of all those people who opposed the Emergency, fought and fulfilled the responsibility of protecting the democracy of India. 25th June 1975 will always be known as a black chapter in the history of India.”

Birla added, “On this day, the then Prime Minister Indira Gandhi imposed an Emergency in the country and attacked the Constitution made by Baba Saheb Ambedkar. India is known all over the world as the mother of democracy. Democratic values and debate have always been supported in India. Democratic values have always been protected, they have always been encouraged. Dictatorship was imposed on such an India by Indira Gandhi. The democratic values of India were crushed and freedom of expression was strangled.”

Today marks a significant day for the 18th Lok Sabha as the BJP-led National Democratic Alliance (NDA) and the INDI Alliance vie for the Speaker’s post, one of the most important roles in a parliamentary democracy.

The election, which will be held today, pits the NDA’s nominee Om Birla, a former Speaker, against the INDI Alliance’s candidate Kodikunnil Suresh, an eight-term MP from Kerala’s Mavelikara. This election is notable as it is the first contested Speaker election in decades.

How is the Speaker Elected?

The Speaker is chosen from among the members of the lower house of Parliament, as governed by Article 93 of the Constitution. The article states that the House of the People shall elect members to the positions of Speaker and Deputy Speaker as soon as possible and whenever these offices become vacant. The election is conducted through a secret ballot, and the candidate who secures the majority of votes becomes the Speaker.

Historically, most Speakers are elected without opposition. For instance, Sumitra Mahajan and Om Birla were elected as Speakers of the 16th and 17th Lok Sabha without contest.

The Speaker remains in office until the House is dissolved, or they resign or are removed by a resolution passed by a majority of Lok Sabha members.

Why an Election for Speaker Now?

Unlike previous instances where the Speaker was chosen unanimously, this year sees a contest due to the opposition’s increased strength in the House and their insistence on following the convention of appointing a Deputy Speaker from the opposition.

Kodikunnil Suresh has explained that the opposition demands the Deputy Speaker post as their right, a tradition that has not been honored in recent Lok Sabhas. Reports indicate that the opposition has been firm on this issue, urging the government to commit to giving the Deputy Speaker post to the opposition.

Defence Minister Rajnath Singh reached out to Congress leader Mallikarjun Kharge for support for Om Birla, but the Congress remains steadfast in their demand for the Deputy Speaker position.

Statements from Key Figures

Rahul Gandhi had earlier stated that the opposition would support the NDA’s candidate for Speaker if the government adhered to the convention of appointing the Deputy Speaker from the opposition. However, BJP’s Piyush Goyal countered, emphasizing that the Speaker and Deputy Speaker should represent the entire House, not specific parties.

Parliamentary Affairs Minister Kiren Rijiju expressed disappointment at Congress’s nomination of a candidate, breaking from the tradition of unanimous election. He stressed that the Speaker’s role is to ensure the House’s proper functioning, not to serve any party.

Conversely, Congress’s KC Venugopal highlighted that during the United Progressive Alliance (UPA) regime, the Deputy Speaker post was given to the NDA for 10 years, underscoring the tradition of offering the Deputy Speaker role to the opposition.

Historical Context

This contested election is reminiscent of the last such election in 1976, when Bali Ram Bhagat was elected as Speaker of the Fifth Lok Sabha. Before that, in 1952, GV Mavalankar became Speaker after defeating Shankar Shantaram More.

Pre-Independence, the Central Legislative Assembly saw six elections for the Speaker post between 1925 and 1946. Notable elections include Vitthalbhai J Patel’s victory in 1925 and Sir Muhammad Yakub’s win in 1930.

As the Lok Sabha gears up for today’s election, the outcome will not only determine the new Speaker but also set the tone for parliamentary proceedings and the balance of power between the ruling party and the opposition.

This development occurs on the day when parties need to submit their candidates’ notices to the pro-tem Speaker by noon today.

The election for the speaker is scheduled for June 26.

“If consensus between the government and opposition is not reached, they may nominate their candidate for the Speaker’s election. K Suresh is likely to be their nominee,” senior opposition leaders said on condition of anonymity.

Suresh, who was overlooked for the pro tem Lok Sabha speaker position, highlighted that the appointment of Bhartruhari Mahtab as pro-tem Speaker goes against the House’s established traditions, as he is the senior-most member of the Lok Sabha.

Suresh emphasized his experience, stating he has been elected as a Member of Parliament (MP) eight times, whereas Mahtab has been elected seven times.

Lok Sabha Speaker Om Birla addressed members on Monday, revealing that a high-level committee is actively investigating the security breach incident on December 13. Expressing his distress over the “politicization” of the issue, the Speaker clarified that the suspension of certain opposition members was unrelated to the breach but stemmed from their act of bringing placards into the House.

During the Question Hour, Speaker Birla emphasized that the security of Parliament falls under the jurisdiction of the Lok Sabha secretariat. He assured members that the high-level committee, tasked with probing the incident, has already initiated its investigation. Several suggestions from the all-party meeting to bolster Parliament’s security have been implemented, he added.

Continuing his address, Speaker Birla pledged to keep members informed and sought their cooperation. “It is regrettable that politics is being played on this issue,” he stated, condemning the disruption of the House’s decorum with slogans and members entering the Well. He urged the opposition to collaborate and engage in discussions on crucial matters.

Meanwhile, opposition parties are pressing for a statement from Home Minister Amit Shah concerning the December 13 security breach. Despite the Speaker’s call for order, the ongoing protest by members prompted him to adjourn the House until 12 noon. The demand for accountability and the fallout from the breach continue to dominate parliamentary proceedings.

The Speaker acknowledged collective concern expressed in the House and outlined immediate steps taken to enhance security based on suggestions gathered during a meeting with party leaders.

A high-level Inquiry Committee has been formed to investigate the incident thoroughly, with the report set to be shared with the House. Additionally, a High Powered Committee will review security aspects in the Parliament Complex, formulating an action plan to prevent such incidents in the future.

Speaker Birla highlighted past incidents of security breaches and disruptions in the House, emphasizing the collective resolve displayed against such occurrences. The responsibility for formulating and implementing detailed security measures falls under Parliament’s jurisdiction.

Regarding the suspension of Members, Speaker Birla clarified that it is unrelated to the December 13 incident. The suspension aims to uphold the sanctity of the House, reinforcing the commitment to maintaining parliamentary decorum and dignity. The Speaker expressed the hope that Members would prioritize the dignity and decorum of the House in the future.

Despite the anguish caused by the suspensions, Speaker Birla urged Members to cooperate and contribute to meaningful discussions, ensuring the Lok Sabha’s continued productivity and fulfillment of responsibilities toward the nation.

“I want to congratulate each and every Indian for the successful organisation of the G20 Summit. I also appreciate PM Modi’s vision to dedicate this Summit to the people of the country. India’s presidency of the G20 has been people-centric and in the coming decades, it will give us a new direction. Under the leadership of PM Modi, the New Delhi declaration was unanimously accepted by the leaders of the world. India has been the voice of the Global South and under the leadership of PM Modi, the African Union became a permanent member of the G20…,” Lok Sabha Speaker Om Birla said.

</excerpt>

On Wednesday, Lok Sabha Speaker Om Birla approved the notice for a no-confidence move against Prime Minister Narendra Modi’s government from the Opposition Indian National Developmental Inclusive Alliance (INDIA).

Congress legislator Gaurav Gogoi of Assam had earlier issued the notice at 9:20 a.m. as part of the INDIA grouping’s attempt to force Modi to respond on matters such as the Manipur violence.

Speaker Birla furthermore revealed that he will discuss the matter with all parties, according to the rules. “I will inform you about the schedule for the discussion.”

Any no-confidence notice submitted before 10 a.m. must be heard on the same day, according to the regulations.

According to sources familiar with the situation, the motion is unlikely to be debated in the Lok Sabha on Wednesday.

The notice was issued following acrimony and disturbances in Parliament, as well as the BJP’s unwillingness to accept the Opposition’s demand that Modi speak on the Manipur issue.

Meanwhile, the Union Home Minister Amit Shah made another attempt on Tuesday to break the impasse in both houses of Parliament by writing to Opposition leaders and offering a discussion on the situation in the northeastern state.

INDIA’s leaders met on Tuesday to examine a proposal to initiate a no-confidence motion. TMC’s Rajya Sabha floor leader Derek O’Brien later took to Twitter and penned “The overall Parliamentary strategy is in place for the INDIA parties. Tactics to execute that strategy evolve every day. Rule 198 of the Lok Sabha states the procedure of moving a no-confidence motion. Picture abhi baki hai (wait and watch)!”

The administration has the support of at least 332 Lok Sabha legislators and is not under threat from the no-confidence move.
