Tamil Nadu: Indian Coast Guard Rescues Six Fishermen, Four Workers From Cuddalore Chemplast Jetty

Meanwhile, in Goa, the ICG’s District Commander met with Chief Minister Dr. Pramod Sawant on Sunday to discuss the operational preparedness of ICG units in the state.

During the meeting, Chief Minister Sawant was apprised of the ICG’s initiatives to ensure coastal security, combat marine pollution, and deliver effective search-and-rescue (SAR) services.

Following the meeting, the ICG posted on X: “@IndiaCoastGuard District Commander #Goa called on Dr Pramod Sawant, Chief Minister of Goa, on 26 Nov 24. Earlier in the day, the ICG hosted the 22nd National Maritime Search and Rescue (NMSAR) Board meeting in Kochi, Kerala, coinciding with the launch of the 11th edition of the National Maritime Search and Rescue Exercise (SAREX-24) off the Kochi Coast on November 29, 2024.

Defence Secretary Rajesh Kumar Singh inaugurated the event, interacting with foreign delegates and commending the ICG’s role in delivering SAR services within the Indian Search and Rescue Region. He also assured government support to further strengthen the Coast Guard’s capabilities, as noted in a press release by the Ministry of Defence.

The meeting was chaired by Director General ICG and NMSAR Board Chairperson, DG Paramesh Sivamani, who emphasized the collective responsibility of safeguarding lives at sea. He highlighted the importance of efficient maritime search-and-rescue operations in bolstering India’s maritime safety framework.

As part of the proceedings, the National SAR Awards for 2023-24 were presented, acknowledging exceptional contributions to maritime safety and SAR efforts. The winners included:

Indian Coast Guard Rescues Seven Fishermen from Pakistan Maritime Vessel

The Indian Coast Guard (ICG) successfully rescued seven Indian fishermen who had been apprehended by a Pakistan Maritime Security Agency (PMSA) vessel near the India-Pakistan maritime boundary. The fishermen were aboard the Indian fishing boat Kaal Bhairav when the PMSA ship took them into custody.

Daring Intercept and Pursuit

The Indian Coast Guard ship Agrim, positioned close to the maritime boundary, intercepted the PMSA ship Nusrat after a two-hour pursuit. Despite the PMSA vessel attempting to retreat, the ICG ship pursued it and made it clear that under no circumstances would it allow the Pakistani ship to take Indian fishermen away from Indian waters. After the pursuit, the ICG successfully persuaded the PMSA vessel to release the seven fishermen.

While the fishermen were safely rescued and found to be in stable medical condition, the Indian fishing boat Kaal Bhairav was reported to have been damaged and sunk during the incident. The ICG ship Agrim then returned to Okha Harbour on November 18.

The rescue operation was carried out after a distress call was received from the Indian Fishing Boat (IFB) Dhan Prasad (Regd No. IND-GJ-14-0597), which was approximately 60 km southeast of Diu.

ICGS C-419 Diverted for Immediate Assistance

According to a Defence Ministry release, ICGS Pipavav promptly diverted ICGS C-419 to respond to the emergency call. The Coast Guard vessel quickly reached the location and safely transferred the ailing fisherman onboard.

After the rescue, the patient was provided with first-aid on the vessel. The ship then proceeded to RNEL Jetty in Pipavav, where a Station Medical Officer conducted a thorough check of the fisherman’s vitals.

The critically ill patient was subsequently transferred to a local hospital in Rajula for further medical treatment, accompanied by his family members. The latest reports indicate that the condition of the patient is stable.

Defence Minister Rajnath Singh inaugurated the 41st Indian Coast Guard (ICG) Commanders’ Conference at the Coast Guard Headquarters in New Delhi on Tuesday. The three-day event, running from 24 to 26 September, serves as a key platform for ICG Senior Commanders to engage in discussions on strategic, operational, and administrative matters, particularly in light of evolving geopolitical scenarios and maritime security challenges.

The conference is instrumental in shaping the future course of the ICG, according to a Ministry of Defence statement. During the event, Singh interacted with ADG S Paramesh, Director General ICG (Addl. Charge), and other senior Coast Guard Commanders, addressing critical issues related to national and maritime security.

“The world is experiencing a technological revolution, and security is rapidly evolving with advancements in Artificial Intelligence, Quantum Technology, and drones. With the current geopolitical situation, maritime threats are likely to increase in the future. Director General of the Indian Coast Guard (ICG), Rakesh Pal, passed away in Chennai on Sunday due to a cardiac arrest, as reported by officials.

According to visuals from news agency PTI, Defence Minister Rajnath Singh visited Rajiv Gandhi Government General Hospital in Chennai to pay his respects. Rakesh Pal’s career, which spanned over 34 years, was marked by distinguished service.

An alumnus of the Indian Naval Academy, Pal joined the Indian Coast Guard in January 1989 and became the 25th Director General of the ICG in February 2023.

Renowned for his expertise in Gunnery and Weapons Systems, Pal was the first ICG officer to specialize as a gunner, a notable achievement that defined his career.

During his service, Pal held several prominent positions both at sea and on land. His leadership roles included commanding the Coast Guard Region (North West) in Gandhinagar, and serving as Deputy Director General (Policy & Plans) and Additional Director General at ICG headquarters in New Delhi.

Pal’s extensive naval experience included commanding various ICG ships, such as ICGS Samarth, ICGS Vijit, and ICGS Sucheta Kriplani, among others.

Indian Coast Guard Battling Major Fire on MV Maersk Frankfurt in Arabian Sea; No Casualties Reported

A major fire broke out on the cargo vessel MV Maersk Frankfurt in the Arabian Sea on Friday, prompting a significant rescue operation by the Indian Coast Guard. The vessel, which was in route from Gujarat, India, to Colombo, Sri Lanka, reported explosions on its front deck about 6.5 nautical miles (12 kilometers) south of Karwar.

Indian Coast Guard, Swedish marine engine maker discuss steps to strengthen ‘Make in India’

In a move to advance the Defence Sector under the ‘Make in India’ initiative, the Indian Coast Guard (ICG) engaged in discussions with Swedish marine engine manufacturer Marine Jet Power (MJP). The ICG has been consistently working towards indigenising spares for foreign-origin equipment installed on ICG ships in collaboration with Original Equipment Manufacturers (OEMs).

Extensive deliberations on propulsion systems have taken place over the past year. On February 14, 2024, Jonas Tegstrom, CEO of Marine Jet Power (MJP) Sweden, visited the Indian Coast Guard Headquarters in New Delhi to reaffirm his company’s commitment to increasing indigenous content in waterjet systems.

With over 100 Waterjet systems currently in use in the ICG fleet, the agreement between MJP Sweden and MJP India is expected to significantly enhance Indigenous Content (IC) and promote the skill development of the local workforce.

During the visit, a “Trademark License for Manufacturing & Transfer of Technology Agreement for Marine Waterjets” was announced between MJP Sweden and MJP India. The CEO and MD of MJP India outlined plans for phased manufacturing of waterjets in India under the technological collaboration with MJP Sweden, aiming to gradually build the capacity and capability for complete waterjet production domestically.

Moreover, the company aims to achieve up to 53 per cent local manufacturing and sourcing of spares & components by 2026.

10 TN fishermen detained in British overseas territorial waters handed over to Indian Coast Guard

About ten fishermen from Tamil Nadu were turned over to the Indian Coast Guard on Sunday after being detained earlier this month in the vicinity of the British Indian Ocean Territory (BIOT), tried, and fined 60,000 pounds sterling. An archipelago of 58 islands encompassing approximately 640,000 square kilometers of ocean, the BIOT, is located about 230 nautical miles away from the fishing areas the fishermen had entered, according to a defense statement.

According to the statement, the region is a British Overseas Territory that is governed from London and is situated roughly midway between East Africa and Indonesia. The statement stated that the fishermen were detained on December 6, tried at BIOT, and fined 60,000 pounds sterling. It also stated that on December 14, information about the incident was forwarded to the Foreign, Commonwealth, and Development Office’s Indian Ocean Directorate. The 10 crew members were released, but the fine was not paid, so the fishermen’s boat was seized, according to the statement.

According to the statement, the fishermen have 30 days, from December 12 to January 11, 2024, to pay the fine. Tamil Nadu: Coast Guard seizes 71 kg banned sea cucumbers

On Tuesday, the Indian Coast Guard captured around 71 kg of prohibited sea cucumbers valued Rs 31.84 lakhs along the Uchipuli seashore in Mandapam.

“In a swift anti-poaching operation, the Indian Coast Guard confiscated approximately 71 kg sea cucumbers near Uchipuli sea shore and handed over the seized contraband to the forest department for legal formalities,” officials of the Indian Coast Guard said.

According to officials, Rameshwaram Coastal Security Group police recovered 550 kg of prohibited sea cucumbers from a residence in Serangottai hamlet on the Rameswaram-Dhanushkodi route in May of this year.

Police Inspector Kanagaraj of the Rameshwar Coastal Security Group received information that government-banned sea cucumbers were being boiled in a residence in Serangottai hamlet on the Rameswaram-Dhanushkodi road.

“During a thorough search in the area, it was revealed that there were about 550 kg of government-banned sea cucumbers lying in the oven inside the house of S Lingam. The sea cucumbers were seized,” the official said.

Sea cucumbers play an important role in the marine ecology because they absorb decomposing organic materials and transform it into recyclable nutrients for other marine species.

Chinese embassy thanks Indian Coast Guard for organizing mid-sea medical evacuation of its citizen

The Chinese embassy thanked the Indian Coast Guard for successfully organizing and conducting the medical evacuation of a Chinese national from a Panama-flagged research vessel, MV Dong Fang Kan Tan No 2, around 200 Kilometers in the Arabian Sea off Mumbai on the night of August 16 and 17.

The evacuation was carried out during challenging weather conditions and dark nights.

The Chinese Embassy in India tweeted, “Our heartful appreciation to @IndiaCoastGuard for the timely and professional medical evacuation of a Chinese citizen in the Arabian Sea off Mumbai.”

On Wednesday, the Maritime Rescue Coordination Centre in Mumbai received information that a crew member, Yin Weigyang, who was onboard the research vessel had a cardiac arrest and required urgent medical attention. As soon as the information was received, a communication channel was established with the research vessel, which was en route from China to the United Arab Emirates necessary telemedicine advice was provided immediately.

The Indian Coast Guard said on the X, “In a daring operation, @IndiaCoastGuard #ALH MK-III evacuates a #Chinese national from MV Dong Fang Kan Tan No 2 around 200 Km mid-sea amidst challenging night conditions & extreme weather. Patient was reported chest pain &cardiac arrest symptoms.”

The patient was airlifted by CG ALH MK-III, considering all the best feasible options for speedy evacuation and subsequent medical management and the first aid was administered. He was later transferred to the agent of the vessel for further medical examination.

The operation undertaken by CG ALH and CGAS Daman during the dark hours allowed saving a life of a foreign national at sea, assuring that the Indian Coast Guard’s commitment, which proves their motto “We Protect”.

INDIAN COAST GUARD RECOVERS NARCOTICS OFF GUJARAT COAST

Indian Coast Guard recovered 3 packets of Charas weighing approximately 3 kg worth Rs 4 lakh off Jakhau last week. Regular vigilance by interceptor craft has led to this recovery.

The Indian Coast Guard in coordination with other stakeholders has been the prime agency involved in recovery of narcotics substances in the recent past off Gujarat coast. The ICG has increased its patrolling in and around Jakhau area with its Interceptor Boats, Interceptor Crafts and Air Cushion Vessels to maintain a strict vigil.

This is in continuation of the series of narcotics catch earlier by various security agencies in the region where 202 packets of narcotics worth Rs 3 crore (approx) have already been recovered by ICG alone.

GSL launches 5th indigenous Coast Guard Offshore Patrol Vessel

The 5th and the last vessel of the indigenous project for 5 Offshore Patrol Vessels (OPVs) for Indian Coast Guard was launched at the hands of Jayanthi Natarajan, president, Coast Guard Wives Welfare Association, in the presence of K. Natarajan, DG, Indian Coast Guard (ICG), who was the chief guest for the event on Monday at the Goa Shipyard Limited (GSL).

The vessel was named as ICGS ‘Saksham’. Considering the ongoing restrictions due to Covid protocol in force, the function was held in a scaled down manner at GSL in distinguished presence of Flag Officer Goa Area Rear Admiral Philipose G. Pynumootil, Chairman and Managing Director of Goa Shipyard Limited, Commodore B.B. Nagpal, and various other dignitaries.

The indigenous Project was launched by the Prime Minister on 13 November 2016. Since then 2 vessels have been commissioned and all 5 have been launched. In spite of the ongoing Covid situation and disruptions in supply chains, it is creditable for the shipyard to complete the 100% hull construction and launch the vessel within 18 months from keel laying which was in Jun 2019. The vessel is in advanced stage of outfitting and will be ready for delivery by October 2021, as per the contractual schedule.

Entirely designed in-house by the professionals of GSL, these OPVs will form a formidable part of the Coast Guard Fleet and used for protection of Exclusive Economic Zone of territorial water of the Nation. These vessels will be fitted with most modern and technologically advanced machinery and computerized controls systems, making them the most advanced Patrol Vessels in service with the Indian Coast Guard on delivery. These 2400 tonnes vessels will be equipped with features like Quick Response Boats for rescue and anti piracy, Gunnery simulators and many more advanced features. The hull would be the most efficient form designed by GSL and would provide for fuel efficiency, crew comfort and excellent sea keeping qualities.

While complementing GSL for achieving yet another milestone in execution of 5 CGOPVs Project, DGICG K. Natarajan said “The launching of this majestic ship, which is an example of fine workmanship and equipped with most advanced machineries, will help Indian Coast Guard in performing multifarious roles chartered to Indian Coast Guard more effectively.”He acknowledged the tremendous contribution of Goa Shipyard in indigenous shipbuilding, catering to the acquisition requirements of the Indian maritime forces, especially the Indian Coast Guard. He lauded the bonhomie and partnership between Coast Guard and GSL in design and construction of significant number of vessels for the Indian Coast Guard.

On this Occasion Cmde BB Nagpal, CMD GSL said “The launch of the Fifth OPV despite the serious supply chain constrains imposed by COVID-19 is a major feat for GSL. In line with the Shipyard’s tradition of delivering on time, we are confident to deliver this last vessel of the project, launched today, by Oct 2021. Our endeavour has been to maximise the indigenous content on these ships and I am happy to state that more than 70% indigenisation has been achieved for these ships.” CMD appreciated the support being provided by workers and Unions in meeting these challenging targets. He also thanked Ministry of Defence and Indian Coast Guard for reposing confidence in GSL.
