The visit also aims to strengthen bilateral relations.
</excerpt>

India and Maldives have signed a Memorandum of Understanding (MoU) to introduce the Unified Payments Interface (UPI) in the Maldives. External Affairs Minister S Jaishankar, during his official visit to Maldives, announced that this move will positively impact the Maldives’ tourism sector.

UPI Introduction and Expected Benefits

The agreement, signed on Friday, marks a significant step in enhancing digital payment systems in the Maldives. Developed by the National Payments Corporation of India (NPCI), UPI is an instant real-time payment system that facilitates mobile-based inter-bank transactions. Jaishankar highlighted that UPI has revolutionized digital transactions in India, where 40% of the world’s real-time payments occur. He anticipates that the implementation of UPI will have a “very positive” effect on the Maldivian tourism industry, which is a crucial economic sector for the island nation.

Strengthening Bilateral Relations

Jaishankar’s visit is also aimed at resetting India-Maldives relations following a period of tension. The visit is the first high-level trip from India since President Mohamed Muizzu assumed office last year. During the visit, Jaishankar and Maldivian Foreign Minister Moosa Zameer discussed enhancing economic cooperation, including the renewal of a Memorandum of Understanding for civil service training and the inauguration of several high-impact projects in the Maldives.

Future Prospects and Ongoing Cooperation

The Maldivian government has expressed interest in negotiating a Free Trade Agreement with India, which Zameer believes will facilitate trade and investment between the two nations. Both countries have committed to further strengthening their partnership through joint exercises, expanded training opportunities, and collaboration on regional security issues. Jaishankar reiterated India’s commitment to supporting the Maldives through economic assistance and critical supply provisions, emphasizing a shared commitment to mutual development and stability.

</excerpt>

President Mohamed Muizzu expressed gratitude to India for its support in strengthening the Maldives’ fragile economy, emphasizing the collaboration between the two countries in addressing the Island nation’s looming debt crisis and future development. Speaking at the 59th anniversary of the country’s independence, Muizzu also acknowledged China’s significant role in providing assistance.

“On behalf of the Maldivian people, I thank the Chinese government and the Indian government for their cooperation in strengthening the economy and assuring our economic sovereignty,” Muizzu stated, as reported by Maldivian news portal adhadhu.com.

Shift in Foreign Policy

Muizzu, who rose to power last year with an anti-India campaign, initially sought the removal of around 80 Indian military personnel operating helicopters and Dornier aircraft donated by India. However, his stance has softened, evidenced by his attendance at Prime Minister Narendra Modi’s swearing-in ceremony and his praise for India’s Rs 400 crore assistance. This shift comes as the International Monetary Fund (IMF) warned of a high risk of debt distress in the Maldives without significant policy changes.

China, perceived as a strategic ally under Muizzu’s leadership, scaled up its relations with the Maldives. Early this year, Muizzu visited China, where the two countries elevated their ties to a comprehensive strategic cooperative partnership and signed 20 agreements, including a military assistance pact, causing unease in India.

Loan Restructuring and Economic Relief

In response to the IMF’s warnings, the Muizzu government sought the restructuring of loans from China. Maldives’ debt to China reportedly amounts to over USD 1.3 billion. While Beijing initially expressed reservations about restructuring the debt, Muizzu announced that China has agreed to defer loan repayments for five years, providing significant relief and helping the Maldives avoid a debt default similar to Sri Lanka’s crisis.

A large portion of the loans taken from China’s Exim Bank for development projects during former President Yameen’s government must be repaid in 2026. Technical work on restructuring these loans is ongoing. Muizzu emphasized that foreign policy should protect the country’s independence.

Future Trade Agreements and Economic Initiatives

Muizzu announced the implementation of a free trade agreement (FTA) with China starting in September, which will eliminate tariffs on 7,897 items, including 298 fisheries products. He expressed hope to sign a similar agreement with India and mentioned ongoing efforts to enter FTAs with Turkey and Britain.

To alleviate the dollar shortage and ensure economic sovereignty, the government is also working on currency swap agreements with China and India to support local businesses.

China continues to ramp up its aid to the Maldives, focusing on key infrastructure and renewable energy projects. Maldivian Foreign Minister Moosa Zameer, during his visit to Beijing, signed a Letter of Exchange on the feasibility study for the redevelopment of Male and Villimal Roads Project, aligning with Muizzu’s government pledges.

</excerpt>

India has initiated efforts to establish a Free Trade Agreement (FTA) with the Maldives, as confirmed by Maldivian Minister of Economic Development and Trade, Mohamed Saeed. Addressing a press conference in Male, Saeed highlighted that discussions regarding the Free Trade Deal are currently underway.

“They (India) want there to be a Free Trade Agreement with the Maldives, in addition to SAFTA (South Asian Free Trade Agreement),” Mohamed Saeed stated, according to news agency PTI. He mentioned that Maldives President Mohamed Muizzu has extended the opportunity for a free trade deal to all countries, aiming to ease trade activities through multiple agreements.

This move to seek a free trade deal comes amid strained diplomatic relations between India and the Maldives. Tensions have been high since November last year, following several Maldivian ministers’ online remarks mocking Indian Prime Minister Narendra Modi’s visit to Lakshadweep. The diplomatic skirmish was further fueled by President Muizzu’s pro-China stance and his directive for Indian troops to leave the Maldives. The last of the Indian military personnel were replaced by civilians earlier this month.

The existing 1981 India-Maldives trade agreement has been instrumental in facilitating the export of essential commodities. Data from the Indian High Commission revealed that bilateral trade between India and the Maldives surpassed $300 million for the first time in 2021 and exceeded $500 million the following year.

Despite the diplomatic discord, India demonstrated goodwill in May by extending vital budgetary support to the Maldivian government. This support included the rollover of a $50 million Treasury Bill for another year at the special request of the Maldivian government. The initiative to forge a Free Trade Deal signifies India’s commitment to strengthening economic ties with the Maldives, notwithstanding recent tensions.

</excerpt>

The Foreign Minister of Maldives, Moosa Zameer, expressed optimism regarding the decline in Indian tourist figures, highlighting the country’s enduring appeal and potential for growth in tourism.

Zameer acknowledged the recent decrease in Indian tourist numbers but emphasized the welcoming attitude of Maldives towards Indian travelers. He cited the ongoing election cycles in both Maldives and India as a temporary factor affecting tourism, noting that such phases are expected to pass soon.

Reflecting on historical trends, Zameer pointed out that Indian tourists have been a crucial market for Maldives over the years, with significant growth seen especially during the COVID-19 pandemic. Despite recent fluctuations, he highlighted a recent increase in tourist numbers and expressed confidence in a future uptick.

The minister’s remarks underscored the resilience of Maldives’ tourism sector and the strong ties between India and Maldives in the travel domain. With ongoing efforts to promote tourism and improve travel experiences, Zameer’s positive outlook suggests a promising trajectory for Indian tourist figures in the near future.

As travel restrictions ease and global conditions stabilize, the Maldives remains an attractive destination for Indian tourists, offering a blend of natural beauty, hospitality, and unique experiences. Zameer’s comments serve as a reassurance to the travel industry and travelers alike, signaling a hopeful outlook for tourism recovery in the Maldives.

This meeting, the first since relations faced challenges, underscored the importance of mutual interests and reciprocal sensitivity in shaping diplomatic ties.

India’s External Affairs Minister, Dr. S Jaishankar, welcomed his Maldivian counterpart Moosa Zameer, highlighting the enduring bond between the two countries despite recent strains. Emphasizing India’s “neighbourhood first policy” and its commitment to the SAGAR vision (Security and Growth for All in the Region), Jaishankar reiterated India’s readiness to assist the Maldives when needed.

While specific references to China or diplomatic shifts were not made, the discussion centered on the shared values and strategic interests that underpin India-Maldives relations. Jaishankar’s remarks reflected a desire to strengthen convergence in various domains, signaling a renewed effort to enhance cooperation and understanding between the two nations.

The meeting between the foreign ministers serves as a platform to address challenges, enhance economic collaboration, and promote regional stability. Both sides expressed optimism about the future trajectory of their relationship, emphasizing the importance of maintaining open communication and fostering a conducive environment for mutual growth and prosperity.

As India and Maldives reaffirm their commitment to bolstering ties, this diplomatic engagement marks a positive step towards deeper cooperation and strategic partnership in the Indo-Pacific region.

</excerpt>

In the midst of a diplomatic standoff, the Maldives Foreign Minister Moosa Zameer is scheduled for an official visit to India on Thursday, as confirmed by the Ministry of External Affairs. The statement further outlines that during the visit, Minister Zameer will engage in discussions with External Affairs Minister S Jaishankar regarding various bilateral and regional matters of shared concern.

“Moosa Zameer, Minister of Foreign Affairs of Maldives will be in India on an official visit on 09 May 2024. During his visit to New Delhi, Foreign Minister Zameer will meet the External Affairs Minister Dr. S Jaishankar for discussions on bilateral and regional issues of mutual interest,” MEA statement said.

“Maldives is India’s key maritime neighbour in the Indian Ocean Region (IOR) and Foreign Minister Zameer’s visit is expected to lend further momentum to the bilateral cooperation between the two countries,” it added.

Previously, the Maldives Ministry of Foreign Affairs announced that Foreign Minister Mansoor would embark on a visit to India from May 8 to May 10.

“The Minister of Foreign Affairs His Excellency Moosa Zameer will undertake an Official Visit to India from 8 to 10 May 2024,” the release said.

“During the visit, Minister Zameer will meet with India’s Minister of External Affairs Dr S. Jaishankar and hold discussions in deepening and expanding the longstanding partnership between the Maldives and India,” it added.

Significantly, this marks the inaugural official visit of Foreign Minister Zameer to India since assuming office. The timing of the visit coincides with India’s announcement of withdrawing its military personnel from Maldives before May 10.

During the 4th meeting of the bilateral High-Level Core Group on May 3, India and Maldives conducted a comprehensive review of the plan to replace Indian military personnel stationed in the Island nation by May 10. They acknowledged the commitment of the government to complete the troop replacement before the specified deadline. Prior to this, the Maldives government under Mohamed Muizzu formally requested the withdrawal of Indian troops from Male.

According to a press release from the Maldives Foreign Ministry, both sides assessed the current state of bilateral cooperation. “Discussions were held on a wide range of issues of mutual interest, including development and defence cooperation.”

“Both sides noted with satisfaction that the Government of India will replace military personnel at the last of the three aviation platforms by May 10, and all the logistical arrangements are going ahead as per schedule,” the press release added.

It was additionally decided that the fifth meeting of the High-Level Core Group will convene in Male on a date mutually acceptable within the month of June or July. The Ministry of External Affairs had previously announced last month that the initial group of Indian personnel in the Maldives had been substituted with technical personnel.

Previously, the Ministry of External Affairs stated that India and the Maldives had reached consensus on a series of practical solutions to facilitate the ongoing operation of Indian aviation platforms, which offer humanitarian and medical evacuation services to the Maldivian population. Last month, the MEA also announced that the initial contingent of Indian technical personnel had arrived in the Maldives to take over from the defense personnel.

India and the Maldives have conducted two high-level core group meetings, with the third meeting anticipated to occur shortly. The withdrawal of Indian troops from the Maldives was the primary focus of Muizzu’s party’s election campaign. Presently, there are approximately 70 Indian troops stationed in the Maldives, alongside a Dornier 228 maritime patrol aircraft and two HAL Dhruv helicopters.

Significantly, this signifies the inaugural encounter between the two nations subsequent to the victory of President Mohamed Muizzu’s ruling People’s National Congress (PNC), which is perceived as pro-China, in securing a supermajority of 60 seats in the Maldives Parliament during the recent parliamentary elections.

It’s important to note that relations between India and the Maldives have become tense since President Mohamed Muizzu assumed office. However, India has consistently maintained a soft diplomatic approach towards the latter and has continued its [activity]. Remarkably, the approved quantities are the largest since the inception of this bilateral agreement in 1981. India and the Maldives signed a trade agreement in 1981, which allows for the export of essential commodities.

The allocation for river sand and stone aggregates, essential for the thriving construction sector in the Maldives, has surged by 25 percent to 1,000,000 metric tonnes. Additionally, there’s been a 5 percent rise in quotas for eggs, potatoes, onions, sugar, rice, wheat flour, and dal (pulses).

Furthermore, India persisted in exporting rice, sugar, and onions to the Maldives last year, notwithstanding the global prohibition on the export of these commodities from India. “India remains strongly committed to supporting human-centric development in the Maldives, as part of its ‘Neighbourhood First’ policy,” the statement by the Indian High Commission in Maldives then stated.

During and after the presidential polls, he voiced criticism against India, and his government formally urged India to withdraw its troops from Male. However, in March, Muizzu appealed to New Delhi for debt relief measures, affirming that India would remain the Maldives’ “closest ally,” as reported by local media.

</excerpt>

Indian tourist arrivals in the Maldives have decreased by 33 percent compared to last year, as per data from the Maldives Tourism Ministry reported by Maldivian website Adhadhu.

This decline coincides with the ongoing diplomatic tensions between New Delhi and Male. According to the Tourism Ministry’s 2023 statistics, 41,054 Indian tourists had visited the Maldives by March 4 last year. However, as of March 2 this year, only 27,224 Indian tourists had been recorded, reflecting a decrease of 13,830.

Last year, India held the second-largest market share for Maldivian tourism at 10 percent, but it has now dropped to sixth place with a six percent share.

The diplomatic rift emerged following derogatory comments made by three Maldivian deputy ministers about Prime Minister Narendra Modi’s visit to Lakshadweep and his proposals for developing it as a beach tourism destination.

This led to a significant diplomatic confrontation, with New Delhi lodging a strong protest and summoning the Maldivian envoy. The three deputy ministers were subsequently suspended pending further action.

Additionally, concerns arose within the Maldives tourism industry as Indian celebrities lent support to a boycott campaign, prompting the Maldives Association of Travel Agents and Tour Operators (MATATO) to conduct a survey on the impact of Indian booking cancellations. However, the survey findings were not disclosed publicly, as reported by Adhadhu.

Despite the decline in Indian tourism, the Maldives continues to attract visitors from other markets. China has now become the leading market, with over 54,000 tourist arrivals recorded this year, surpassing India’s historical dominance in the Maldivian tourism sector, which saw over 200,000 Indian tourists annually from 2021 to 2023.

</excerpt>

Amid diplomatic tensions stemming from disparaging remarks made by Maldivian ministers and officials against Prime Minister Narendra Modi’s recent visit to Lakshadweep, the administration of the Indian archipelago has revealed plans to expand its tourism activities. Social media posts by Maldivian junior ministers and officials sparked outrage online, leading to cancellations of scheduled visits to the Maldives and diplomatic actions by India.

Despite the controversy, Lakshadweep’s administration is pushing forward with initiatives to tap into its tourism potential. Proposals have been submitted to the Union government, outlining strategies to enhance tourism in the island cluster. Among the proposals is the construction of a larger airport on Minicoy Island, capable of accommodating Airbus-type aircraft, in addition to hotel projects under the Smart City initiative on various islands.

Minicoy Island, strategically positioned near the Maldives, is considered a focal point for the tourism expansion plans. The efforts aim to attract more tourists from across India and overseas. As part of the tourism promotion, liquor sales are now permitted at designated locations with the approval of the tourism department, and locally produced non-fermented toddy called Neera adds to the diverse offerings.

Lakshadweep, home to 36 islands of which only ten are inhabited, traditionally relies on fishing and coconut farming as primary occupations. The lack of diverse economic activities has prompted the administration to prioritize tourism as a key driver of development. Women’s self-help groups are actively involved in crafting products from coconut and fish.

While travel to Lakshadweep is facilitated by ship or flight, visitors must obtain prior permission from the administration of the Union Territory. The lack of hospitals poses a significant challenge for residents, who often need to travel to Kochi for better medical treatment. Similarly, higher education opportunities are limited, requiring residents to rely on institutions in Kerala and other states.

The recent diplomatic row between India and the Maldives has added complexity to the situation. In response to distasteful comments and unsolicited comparisons made by Maldivian officials, New Delhi summoned the Maldivian envoy for clarification. The tensions have led to increased scrutiny of the Maldives and a surge of interest in Lakshadweep as an alternative tourist destination.

As Lakshadweep advances its tourism expansion plans, the administration remains committed to overcoming challenges and positioning the archipelago as a sought-after destination for travelers, showcasing its unique natural beauty and cultural richness.

Amid a diplomatic row between India and the Maldives, the Maldives Association of Tour and Travel Operators (MATATO) has extended an appeal to EaseMyTrip, an India-based travel aggregator, urging the platform to reinstate flight bookings to the picturesque island nation. The plea underscores the vital role of Indian tourists in bolstering the Maldivian economy and follows controversial comments made by Maldivian ministers about Indian Prime Minister Narendra Modi.

Maldives Association of Travel Agents and Tour Operators writes to EaseMyTrip CEO Nishant Pitti to re-open flight bookings to Maldives pic.twitter.com/ojCxpPar7b

— ANI (@ANI) January 9, 2024

MATATO’s heartfelt request, articulated in a statement addressed to EaseMyTrip CEO Nishant Pitti, expresses gratitude for the enduring friendship and partnership between the Maldives and India. It highlights the deep-rooted bonds that connect the nations, transcending politics. The association emphasizes the significance of Indian tourists, portraying them as cherished brothers and sisters contributing substantially to the success of the Maldivian tourism sector.

The appeal comes in the wake of EaseMyTrip’s decision to suspend flight bookings via its platform as a response to contentious remarks made by Maldivian ministers. MATATO urges the travel aggregator to look past these regrettable comments, which, according to the association, do not reflect the sentiments of Maldivians in general. The association encourages EaseMyTrip to consider the broader context and the enduring relationships between the people of the Maldives and India.

Indian tourists have played a pivotal role in the post-Covid recovery of the Maldivian tourism industry, topping the charts for foreign arrivals. Over two lakh Indian visitors were recorded in the past year, making them an indispensable force in the sector’s rejuvenation. Tourism constitutes over two-thirds of the Maldives’ GDP, employing approximately 44,000 Maldivians. MATATO underscores the potential adverse impact on the tourism-dependent economy, urging for unity and solidarity.

The statement issued by MATATO highlights the economic significance of Indian tourists, providing vital support to guest houses and small to medium-sized enterprises within the Maldives. Over the past two years, more than 4.5 lakh Indian tourists have traveled to the island nation, showcasing the enduring popularity of the Maldives among Indian travelers. The association calls on EaseMyTrip to reconsider its decision and resume facilitating travel to the Maldives, allowing Indian tourists to continue contributing to the nation’s economic well-being.

In expressing gratitude for the enduring friendship, MATATO appeals for a focus on unity and cooperation between the two nations. The association asserts that divisive actions and statements should be avoided, emphasizing the need for a harmonious relationship between the Maldives and India. The statement reinforces the idea that the bonds between the nations extend beyond transient political issues.

The ongoing diplomatic strain arose after three Maldivian ministers made critical comments about Prime Minister Modi, resulting in their suspension. The Maldives government deemed the remarks unacceptable, leading to a measured response from India. As the situation unfolds, MATATO’s plea serves as a testament to the interconnectedness of nations, transcending political differences for the collective benefit of their people.

However, social media users were quick to express dissatisfaction with the statistics, urging MakeMyTrip to suspend bookings to the Maldives. The calls for action stem from derogatory remarks made by some Maldivian ministers against PM Modi. While MakeMyTrip highlighted its campaign for Indian destinations, users demanded the removal of the Maldives as a booking option.

In a post on X (formerly Twitter), MakeMyTrip shared the surge in searches and introduced its campaign. The post read, “We have observed a 3400% increase in on-platform searches for Lakshadweep ever since Honorable PM’s visit. This interest in Indian beaches has inspired us to launch a ‘Beaches of India’ campaign on the platform with offers and discounts to encourage Indian travellers to explore the country’s stunning beaches.
Despite the company’s efforts to promote Indian destinations, users expressed their support for the decision made by EaseMyTrip to suspend Maldives bookings “indefinitely.” The controversy over derogatory comments by Maldivian ministers coincides with President Mohamed Muizzu’s first state visit to China from January 8-12, deviating from the tradition of most Maldivian leaders choosing New Delhi for their initial international visit.

</excerpt>

A diplomatic row unfolded between India and the Maldives, leading to the suspension of three Maldivian ministers after they made derogatory remarks about Indian Prime Minister Narendra Modi. The controversy originated when a video of PM Modi on a Lakshadweep beach was posted by Maldivian minister Mariyam Shiuna, who later deleted the post. In response, the Deputy Minister of Youth Empowerment, Information, and Arts, Hassan Zihan, referred to PM Modi as a ‘clown’ and a ‘puppet of Israel,’ sparking outrage on social media.

The Maldives government swiftly took action, suspending the responsible ministers from their positions. Maldivian Foreign Ministry, in a statement, clarified that the derogatory remarks were personal opinions and did not represent the official stance of the government. Despite this, the incident triggered a ripple effect, impacting various sectors and relationships between the two nations.

The fallout has led to significant repercussions, including the suspension of flight bookings by EaseMyTrip and the cancellation of thousands of hotel reservations and flight tickets by Indian tourists. The controversy began when a minister and other leaders in the Maldives used offensive language against PM Modi, triggering a social media backlash.

Maldivian Government’s Distancing: The Maldivian government distanced itself from the derogatory remarks, emphasizing that they were personal opinions and did not represent the official stance.
