Prime Minister Narendra Modi’s trusted lieutenant, Amit Shah, has resumed his role as the Union Minister of Home Affairs for the second time. Shah previously held this position in 2019, ensuring that key government decisions were implemented smoothly. His second term signals continuity, and if he continues for another year, he will become the country’s longest-serving home minister. Congress’ Govind Ballabh Pant and BJP’s LK Advani served as Union home ministers for a little over six years. Shah and Rajnath Singh, who handled the portfolio in PM Modi’s first term, have each spent five years in the North Block.

Challenges Awaiting Amit Shah:

Assembly Elections in Jammu and Kashmir and Restoration of Statehood: The Narendra Modi government has a “Zero Tolerance” policy on terror, but recent attacks in the south of Pir Panjal have tested this stance. An army convoy was attacked in Poonch on May 5, resulting in one Air Force officer’s death and four injuries. Another attack targeted pilgrims in Reasi district, both claimed by Lashkar-e-Taiba-backed TRF. Strengthening the intelligence grid and securing the upcoming Amarnath Yatra, starting June 29, is crucial. Shah will oversee the smooth conduct of assembly elections in Jammu and Kashmir, with the promise of restoring statehood post-elections.

Manipur Violence: Despite support from the Union Home Ministry, the Manipur government struggles to curb ethnic violence. New violence hotspots are emerging, the latest being Jirbam district. RSS chief Mohan Bhagwat emphasized prioritizing Manipur and halting violence. The state claims that the Centrally appointed security advisor Kuldeep Singh holds all powers. Shah must address ongoing targeted extortions and ensure the return of stolen weapons.

Sikh Militancy: Relations with Canada are strained over pro-Khalistan separatist groups. Intelligence agencies have flagged radicalism and secessionism in Punjab. Two Sikh radicals, including Khalistan ideologue Amritpal Singh, scored victories in recent Lok Sabha elections. Shah’s team must prevent the spread of secessionism.

Implementation of New Laws: Shah introduced three laws to modernize the criminal justice system: Bharatiya Nyaya Sanhita 2023, Bharatiya Nagarik Suraksha Sanhita 2023, and Bharatiya Sakshya Adhiniyam 2023. These will replace the Indian Penal Code, Code of Criminal Procedure, and Indian Evidence Act, respectively. Set to take effect from July 1, the challenge lies in addressing states’ concerns about inadequate trained personnel and the technology-driven nature of the new laws.

Sino-India Border Dispute: Addressing the unresolved Sino-India border dispute will be a significant task during Shah’s tenure.

Uniform Civil Code Rollout: Implementing the Uniform Civil Code may face challenges from coalition politics, particularly with parties like Chandrababu Naidu’s Telugu Desam Party and Nitish Kumar’s Janata Dal United, which have strong Muslim voter bases.

Maoist Violence: Shah has reduced Maoist violence by 70%. He has promised a Maoist-free India in three years, requiring continued meticulous operations.

Naga Peace Accord: While peace has been restored in many northeastern states through strategic accords, Naga peace talks remain inconclusive.

Rolling Out Census: Delayed by general elections, the census must now be conducted, with political parties demanding a caste census.

Implementation of Women’s Reservation Bill: The Nari Shakti Vandan Adhiniyam, or the 128th Constitutional Amendment Bill, 2023, will be implemented after the 2026 delimitation, following the latest census. The Women’s Reservation Bill can only take effect post-census, a procedure the Centre has repeatedly delayed.

In sum, Shah’s second term as Home Minister brings several significant challenges and responsibilities, requiring strategic and effective leadership.

“Best wishes to all the countrymen on the occasion of Ram Navami,” Shah told ANI.
Meanwhile, amid his busy election schedule, Prime Minister Narendra Modi on Wednesday took out time between his rallies in Assam and watched the ‘Surya Tilak’ ritual of Ram Lalla at Ayodhya Temple on the occasion of Ram Navami.

Prime Minister Modi took to social media to share images from inside his aircraft, where he was seen watching a recording on his handheld device capturing the poignant moment of the Sun’s rays illuminating the forehead of Ram Lalla. In the photos, the Prime Minister was depicted without his shoes.

Expressing his sentiments, PM Modi remarked that, like millions of Indians, this experience was deeply moving for him. He shared, “Following my rally in Nalbari, I observed the Surya Tilak ceremony on Ram Lalla. This moment holds profound emotional significance for me and countless others. The grand Ram Navami celebrations in Ayodhya mark a historic occasion. May the radiance of this Surya Tilak imbue our lives with vigor and inspire our nation to achieve greater heights of success.” PM Modi’s message was posted on X platform.

At noon today, the Ram Temple in Ayodhya witnessed a remarkable event as the forehead of the Ram Lalla idol was adorned with a beam of sunlight, known as ‘Surya Tilak,’ in celebration of Ram Navami. This unique ritual was made possible through an intricate system involving mirrors and lenses within the temple premises. The temple trust had engaged a team of scientists to orchestrate this extraordinary occurrence. Employing their scientific knowledge, the experts directed a focused beam of sunlight onto the deity’s forehead. The precise alignment of mirrors and lenses ensured the illumination of Ram Lalla’s forehead with the sun’s rays. This awe-inspiring spectacle unfolded precisely at 12 noon and lasted for about three minutes, marking a momentous occasion at the sacred Ram Temple in Ayodhya.

The ‘Surya Tilak’ moment filled devotees with immense joy and devotion, resonating with chants of ‘Jai Shri Ram’ echoing throughout Ayodhya and temples nationwide. Outside the Ram Janambhoomi Mandir, devotees spontaneously engaged in song and dance, expressing their reverence for the occasion. This Ram Navami holds particular significance as it marks the first celebration since PM Modi conducted the ‘Pran Pratishtha’ ceremony of the Lord Ram idol on January 22 in Ayodhya.

The temple gates opened for darshan as early as 3:30 am, welcoming devotees to witness the auspicious event. To ensure widespread participation, the celebrations were broadcasted on approximately 100 LED screens across the city and also streamed live on the trust’s social media platforms.

</excerpt>

Union Home Minister Amit Shah is planning a series of activities, including a speech at a public gathering in Uttar Pradesh on Wednesday to underscore the state’s importance in the political arena ahead of the upcoming Lok Sabha election, which begins this month.

Shah is scheduled to address a public assembly at the National Inter College Ground in Shahpur, Muzaffarnagar, Uttar Pradesh, on Wednesday afternoon. Subsequent to this event, the Home Minister will hold a meeting with the Lok Sabha Core Group at the Hotel MB Greens Clarks in Moradabad, Uttar Pradesh.

The closed-door session is expected to concentrate on election strategy and the discussion of the state’s main priorities.

Shah’s trip to Uttar Pradesh highlights the Bharatiya Janata Party’s (BJP) dedication to interacting with voters and addressing their issues before the important elections. In a little over two weeks, India will start a seven-phase process to elect the 18th Lok Sabha in the forthcoming general elections starting on April 19.

The Lok Sabha elections will begin on April 19 and continue in seven stages until June 1, with the vote count scheduled for June 4. Uttar Pradesh, boasting the largest contingent of MPs at 80, will participate in all seven phases of polling.

In the initial phases on April 19 and April 26, Uttar Pradesh will see elections in eight constituencies each, including Saharanpur, Kairana, and Muzaffarnagar in the first phase, followed by Amroha, Meerut, and Baghpat in the second phase. The subsequent phases will witness an increase in the number of constituencies, with ten seats in the third phase on May 7, thirteen in the fourth phase on May 13, and fourteen seats in each of the fifth, sixth, and seventh phases on May 20, May 23, and June 1, respectively.

Key constituencies such as Rae Bareli, Amethi, and Varanasi are scheduled for voting in the later phases, underscoring the pivotal role of Uttar Pradesh in shaping the election results.

Uttar Pradesh is gearing up for an intense political contest, with the Bharatiya Janata Party (BJP), Samajwadi Party (SP), and the Bahujan Samaj Party (BSP) alliance all competing for supremacy. In the 2019 elections, the BJP won 62 seats and its ally Apna Dal (Sonelal) won one seat, whereas the SP-BSP alliance secured 16 seats.

</excerpt>

Union Home Minister Amit Shah on Tuesday chaired a high-level security review meeting on Jammu and Kashmir.
In the meeting, the Home Minister is expected to review the functioning of the security grid and various aspects related to security.

The Home Minister would also review security in Jammu and Kashmir in view of recent attacks in the Union Territory. In the meeting, Shah also focused on complete area domination and better coordination among Police, Army and Central Armed Police Forces (CAPFs) deployed in Jammu and Kashmir.

The Home Minister also stressed the need to boost and strengthen local intelligence in the Union Territory.
It is learnt that the meeting would review the area domination plan, zero-terror plan, law and order situation, cases related to UAPA and other security-related issues.

Jammu and Kashmir’s Lieutenant Governor Manoj Sinha and Chief Secretary Atal Dulloo, National Investigation Agency DG Dinkar Gupta, Director Generals of Central Reserve Police Force and the Border Security Force attended the meeting, among other concerned officers of the Ministry of Home Affairs and Jammu and Kashmir.

National Security Advisor Ajit Doval, Union Home Secretary Ajay Bhalla, Director Intelligence Bureau Tapan Deka and Army Chief General Manoj Pande were also present in the meeting.
The meeting was held days after four soldiers were killed and three injured following an encounter started after terrorists fired at two army vehicles passing through Dera Ki Gali in Rajouri’s Poonch region at around 3.45 pm on December 21 last year.

In November last year, five soldiers including two Captains were also killed in action after the Army and its special forces launched an anti-terror operation in Rajouri’s Kalakote.
In April and May 2023, 10 soldiers were killed in action in twin attacks in the Rajouri-Poonch region. This region had been largely free of terrorism between 2003 and 2021, after which frequent encounters started happening. Over 35 soldiers have been killed in action during anti-terror operations in the area during 2021 and 2022.

Pir Panjal, which also comprises Rajouri district besides Poonch and parts of Reasi districts, has witnessed a spike in militancy in recent years with several Army soldiers losing their lives after being ambushed by militants in the region, said sources in the security wing.

The Home Minister had chaired a similar high-level review meeting on the security situation in Jammu and Kashmir on January 13 last year and said that all security agencies are fighting a decisive battle against terrorism following the policy of zero tolerance against terrorism under the leadership of Prime Minister Narendra Modi.

He had also said that a 360-degree security mechanism would be further strengthened to completely eliminate the support and information systems of terrorists.

The Minister had also held a review meeting on the security situation of the Union Territory in the national capital on April 13 last year wherein he reviewed the functioning of the security grid and various aspects related to security and reiterated that under the leadership of Prime Minister Modi, the government of India is committed towards zero tolerance against terrorism.

</excerpt>

To examine the ongoing ethnic unrest in Manipur, Home Minister Amit Shah called a meeting of all parties. Political figures from a variety of parties, including Conrad K. Sangma, the chief minister of Meghalaya, J. P. Nadda, and John Brittas, a member of the CPI-M, were present at the conference. The Home Minister had pleaded for peace and issued a threat of harsh punishment against the perpetrators of the violence during his four-day visit to Manipur in May. After the meeting, DMK MP Tiruchi Siva, who said that the Manipur crisis was a failure of both state and federal governance, criticised the Central government for its handling of the matter.

HM said : “It is not law and order breakdown to be controlled by police and army or Assam Rifles. It is a failure of the governance in the state and the union government.”

Speaking about the all-party meeting, Siva said: “We expressed our concern about the incidents that have been going on in Manipur for the past more than 50 days. Hundreds have been killed, thousands injured, and around 60,000 were displaced. The situation is getting worse and worse there.”

The Home Minister simply listened to each and every one of us, the DMK MP said. He assured us that he was taking care of the situation and urged us to put our faith in him to bring about peace. All he said was, “Trust me. Siva lambasted the prime minister for expressing no concern. This is more saddening, he said. A judicial commission will look into the violence in Manipur, the Home Minister declared on 1 June. Anusuiya Uikey, the state governor, is the chairperson of the Peace Committee, which the central government established on 10 June with the goal of facilitating negotiations between rival parties in order to return society to normalcy.

</excerpt>

Union Home Minister Amit Shah gave his remarks on terrorism on Friday. He said that terrorism is the most serious threat to global peace and security and that “protecting a terrorist is equivalent to promoting terrorism”.

Shah chaired the first session of the third ‘No Money for terror’ Ministerial Conference on the ‘Global Trends in Terrorist Financing and Terrorism’ theme. He gave these remarks while he was addressing the meeting. He said, “Terrorism is, undoubtedly, the most serious threat to global peace and security, but, the financing of terrorism is more dangerous than terrorism itself because the ‘Means and Methods’ of terrorism are nurtured from such funding”.

“Furthermore, the financing of terrorism weakens the economy of countries of the world,” he said.

According to Shah, India rejects terrorism in all of its manifestations and believes that no justification can be offered for acts like the murder of innocent people.

The Home Minister said that while he felt bad for the victims of terrorist atrocities around the world, we should never make concessions to this evil.

According to the Union Home Minister, India has been a victim of sponsored terrorism for a number of decades.

According to him, extremely serious terrorist acts of violence that were committed over an extended period of time and with coordination have forced Indian security personnel and people to deal with them.

The international society agrees that all manifestations of terrorism must be denounced, but according to Shah, terrorism’s manifestations and forms are constantly changing as a result of the technology revolution.

The Home Minister added that terrorists and terrorist organisations are quite adept at using contemporary weapons, information technology, and financial and cyberspace dynamics.

He claimed that the “Dynamite to Metaverse” and “AK-47 to Virtual Assets” transition of terrorism is unquestionably a cause for concern for all nations, and that we must all come up with a coordinated plan of action to combat it.

The threat of terrorism cannot and should not be connected to any particular nation, religion, or group, Shah continued.

The six pillars of India’s policy against the financing of terrorism were identified by the home minister.

“First – Strengthening the Legislative and Technological Framework, second – Creation of a Comprehensive Monitoring Framework, third – Actionable intelligence sharing mechanism and strengthening of the investigation and police operations, fourth – Provision for confiscation of property, fifth – Prevent misuse of legal entities and new technologies and sixth – Establishing international cooperation and coordination,” he said.

Shah highlighted the role of the amendment of the Unlawful Activities Prevention Act and the National Investigation Agency (NIA) in the nation’s fight against terrorism and it’s financing.

“India has strengthened the fight against terrorism and its financing, with the amendment of the Unlawful Activities Prevention Act, strengthening the NIA, and giving a new direction to financial intelligence. It is the result of our continuous efforts that terrorist incidents in India have come down drastically. This has also resulted in a drastic reduction in the economic losses caused by terrorism,” he said.

Amit Shah terms the successful launch of broadband satellites as a “remarkable day” for India’s space programme.

Union Home Minister Amit Shah termed the successful launch of the Indian Space Research Organisation’s heaviest rocket with 36 Oneweb satellites as a “landmark day for India’s space programme.” 36 communication satellites have been launched by ISRO on its heaviest rocket from the Satish Dhawan Space Centre in Andhra Pradesh’s Sriharikota. Shah stated that India stepped into a new era of self-reliance with the successful launch of its heaviest rocket, LVM3.

“A landmark day for India’s space program!” India stepped into a new era of self-reliance with the successful launch of its heaviest rocket, LVM3, with 36 OneWeb satellites on board. “Congratulations to our scientists and the entire team,” Shah said in a tweet.

PM Modi also congratulated the ISRO and said that the launch exemplifies Atmanirbharta and enhances India’s competitive edge in the global commercial launch service market.

“Congratulations to NSIL, IN-SPACe, and ISRO on the successful launch of our heaviest launch vehicle, LVM3, with 36 OneWeb satellites meant for global connectivity.” PM Modi said in a tweet that LVM3 “exemplifies Atmanirbharta & enhances India’s competitive edge in the global commercial launch service market.”
A special pooja was conducted by ISRO Chairman S Somnath on Saturday morning at Sri Chengalamma Parameshwari Devi Temple at Sullurpeta in the Tirupati district for the success of the GSLV Mark-3 rocket launch.

ISRO’s rocket LVM3 will carry 36 satellites of the private communications firm OneWeb, Somanath said earlier on Saturday evening.
“A 24-hour countdown to the launch has started. Another set of 36 OneWeb satellites will be launched by the LVM3 in the first half of next year, “he said.”

“The GSLV Mark-3 rocket countdown process will continue. The GSLV Mark-3 rocket will be launched from the second launch pad at 00.07 midnight today. GSLV Mark-3 is being launched with 36 satellites in the first phase as part of the agreement of 108 satellites with the UK. Thirty-six satellites are purely for communications. “PSLV and SLV rockets will be tested this year,” he added.
“16 out of 36 satellites have been successfully separated safely, and the remaining 20 satellites will be separated,” he said.
“We have already started the (Diwali) celebration. 16 out of 36 satellites have successfully separated safely, and the remaining 20 satellites will be separated. The data will come a little later and the operation of observing is underway, “ISRO Chairman said post-launch.

Somanath praised Prime Minister Narendra Modi for reaching this milestone “This mission is historic. The support of PM Modi, who wants LVM3 to enter the commercial sector with NSIL at the vanguard, made it feasible to operationalize our launch vehicles for the purposes of exploring and extending the commercial realm. ”
Somanath added that ISRO’s Chandrayan-3 mission is anticipated to launch in June of the following year.

“Chandrayaan-3 is almost ready. Final integration and testing are almost complete. Still, some more tests are pending, so we want to do them a little later. There were two slots available, one in February and another in June. We would like to take the June (2023) slot for the launch,” he said.
