</excerpt>

Delhi’s Minister of Health & Family Welfare, Dr. Pankaj Kumar Singh, launched the PC & PNDT Online Portal on Friday, March 21, 2025, during a one-day workshop at the Delhi Secretariat focused on the effective implementation of the Pre-Conception and Pre-Natal Diagnostic Techniques (PC & PNDT) Act. The workshop was attended by senior health department officials, doctors, PC & PNDT nodal officers, NGO representatives, and other stakeholders. Participants expressed their commitment to ensuring strict enforcement of the Act and raising public awareness to support this initiative. The event included discussions, brainstorming sessions, and the exchange of best practices to strengthen implementation efforts.

The newly launched PC & PNDT Online Portal aims to digitize and modernize the enforcement of the Act, making processes more transparent and efficient. By replacing manual procedures with a digital system, the portal enhances accountability, ensuring compliance among registered facilities and preventing the misuse of ultrasound technology for sex determination. Available at https://pcpndt.delhi.gov.in/, the portal offers key services such as automated Form F submission for ultrasound clinics, an online complaint registration system for the public, and real-time compliance tracking for registered diagnostic centers. These features will significantly improve government oversight and regulatory enforcement.

Speaking at the event, Dr. Pankaj Kumar Singh reaffirmed the government’s commitment to gender equality and the protection of girl children. He congratulated officials on launching this digital initiative, emphasizing its role in improving Delhi’s sex ratio, currently at 922. He stated that Delhi, as the nation’s capital, must set an example in eliminating sex-selective practices and that this initiative would further strengthen efforts to end gender-based discrimination. He also directed officials to ensure strict action on complaints received through the portal and to uphold accountability at all levels.

During the event, officials from the Directorate of Family Welfare briefed the minister on the government’s ongoing enforcement actions, awareness campaigns, and legal measures under the PC & PNDT Act. In 2024-25, a total of 627 inspections were conducted, leading to 70 show-cause notices, 13 suspensions, 53 cancellations, and 22 ultrasound machines being sealed in Delhi. Additionally, legal proceedings and decoy operations have been carried out to prevent unlawful activities related to sex determination.

To further raise awareness, the Delhi government has intensified Information, Education, and Communication (IEC) campaigns under the ‘Beti Utsav’ initiative. These efforts include billboard advertisements, newspaper outreach, and community engagement programs promoting the importance of the girl child. The Government of NCT of Delhi urges medical professionals, enforcement authorities, and the public to collaborate and ensure the success of this initiative, working together to build a balanced and inclusive society.

</excerpt>

Kerala reported its second confirmed case of Mpox on Friday, prompting Health Minister Veena George to urge individuals displaying symptoms to seek immediate medical treatment. The Health Minister held a high-level meeting to assess the situation and emphasized that preventive measures are being strengthened. She announced that a contact list of people who interacted with the infected individual has been prepared, and all necessary precautions are being taken.

Need for Isolation and Medical Attention

Minister Veena George highlighted that Mpox primarily spreads after the onset of symptoms. “If symptoms appear, it is essential to be cautious to prevent the infection from spreading to others,” she advised. She urged those returning from foreign countries who show symptoms to promptly inform the health department and seek medical attention. Isolation facilities have been set up in all districts, and additional facilities are being arranged as a precaution against the possibility of more cases.

Transmission and Spread of Mpox

Unlike airborne diseases such as COVID-19 or H1N1 influenza, Mpox spreads through direct physical contact, including touching the infected person’s skin, sexual contact, kissing, or using the patient’s bedding or clothing. The minister clarified that it does not spread through the air.

A meeting of dermatology experts and the Indian Medical Association (IMA) will be convened, involving private sector physicians, pediatricians, and dermatologists. The minister also called for increased vigilance among field health workers and announced plans to organize a meeting with them to strengthen public health measures.

Veena George stressed the need to pay special attention to vulnerable groups such as the elderly, children, and pregnant women. The meeting included senior health department officials, district medical officers, program managers, and district surveillance officers to ensure a coordinated response.

The initial symptoms of Mpox include fever, severe headaches, swollen lymph nodes, back pain, muscle pain, and fatigue. Within a week of the onset of fever, rashes and red spots typically appear on the body, most commonly on the face, limbs, palms, and genital areas.

Preventive Measures for Healthcare Workers

Healthcare workers caring for suspected or confirmed patients are at higher risk of contracting Mpox and must adhere to recommended infection control measures. They are advised to clean their hands with sanitiser or soap and water after coming into contact with infected individuals or their belongings to prevent the spread of the virus.

</excerpt>

In a significant move to bolster healthcare facilities for patients with kidney ailments, Punjab Health and Family Welfare Minister Dr Balbir Singh on Wednesday inaugurated eight state-of-the-art Dialysis Centres— established with the support of Hans Foundation, Dehradun, at different government hospitals across the state.
The health minister inaugurated the facility at Mata Kaushalya Government Hospital in Patiala, while simultaneously launching centres in seven other cities including Amritsar, Malerkotla, Moga, Goniana, Fazilka, Faridkot, and Jalandhar virtually.
The Memorandum of Understanding (MoU) was signed between Nodal Officer for Dialysis Programme Dr Rupinder Singh Gill, and Group Senior Manager from Hans Foundation Seema Singh in the presence of the health minister on February 27, 2024. As per the MoU, Hans Foundation will be providing trained medical officers and other staff, consumables, dialysis machines and RO plants to the department and will supervise the functioning of these centres.
Singh said that under the guidance of Chief Minister Bhagwant Singh Mann, this groundbreaking collaboration with the Hans Foundation aims to provide free-of-cost dialysis facilities and significantly improve access to renal care across the state.
He said that by utilising ABHA ID compliance, any patient can access dialysis services at any centre across the state. In addition to free dialysis, all the essential medications will also be provided at free of cost, he said, while adding that the program adopts a holistic approach, addressing both, the medical and financial challenges faced by kidney disease patients.
“Initially, the dialysis centres have been established in eight government facilities benefitting thousands of needy patients, while, the program plans to expand to all the government health facilities, ensuring accessible and quality healthcare for all,” said Dr Balbir Singh.
He said that with the establishment of 872 Aam Aadmi Clinics, Punjab’s primary healthcare facilities have received a significant boost, paving the way for substantial decrease in kidney ailments in the coming years. He attributes most kidney failures to high blood pressure and diabetes, emphasising that these clinics and free availability of drugs have been instrumental in early diagnosis and treatment of these conditions.
The health minister commended the Hans Foundation, a public charitable trust dedicated to enhancing quality of life, for their steadfast commitment to expanding healthcare services in Punjab. He also emphasised that the state government has been prioritising Public-NGO partnerships over public-private partnerships, as this model is more beneficial to the public.

Singh further highlighted that Punjab’s Primary Care model and the Farishtey Scheme, which ensures last-mile delivery of medicines, were recently praised at a seminar in Nairobi, Kenya, as models to be adopted globally.
He also announced plans to equip all district hospitals in Punjab with emergency services, NICU, and ICU facilities. He also invited NGOs to collaborate with the Punjab government in both health and medical education sectors to provide better healthcare services to the people.
Meanwhile, 30 new dialysis machines were inaugurated on Wednesday, with six installed at MKH Patiala, three each at other hospitals, and one machine specifically reserved for HIV-positive patients. Currently, the state has 41 sub-divisional hospitals and 23 district hospitals, of which 39 are equipped with dialysis facilities. The state government aims to increase this number to 64 soon.

</excerpt>

Delhi’s Health Minister, Saurabh Bharadwaj, convened an emergency meeting with major hospitals heads on Wednesday to address the challenges posed by the ongoing severe heatwave in the city. Emphasizing the need for immediate action, Bharadwaj directed hospitals to augment health facilities, specifically urging them to increase bed capacity for patients suffering from heat-related illnesses.

During the meeting, it was decided that Delhi Police would assist in relocating homeless individuals to shelter homes if found exposed to the elements. Additionally, Bharadwaj announced plans to launch a new advisory campaign across radio and newspapers to raise awareness about mitigating heat-related health risks.

In a strongly worded letter to the Ministry of Home Affairs (MHA), Bharadwaj expressed dismay over the absence of Health Secretary SB Deepak Kumar, alleging unauthorized leave amidst the critical heatwave situation. “It is unacceptable that the Health Secretary has taken prolonged leave without my permission during this unprecedented heatwave,” Bharadwaj stated, highlighting the severe implications for the functioning of the Health Department.

Seeking accountability from the MHA, Bharadwaj posed several questions regarding the circumstances surrounding the Health Secretary’s extended absence and the lack of disciplinary action taken thus far.

In a separate directive as Delhi’s Urban Development Minister, Bharadwaj instructed the CEO of the Delhi Urban Shelter Improvement Board (DUSIB) to take action against senior officers who failed to conduct inspections of homeless shelters as mandated. He criticized the non-compliance and underscored the need for rigorous oversight to ensure the adequacy of facilities such as water dispensers and coolers in shelter homes.

Bharadwaj also emphasized the importance of maintaining operational efficiency in privately managed night shelters, stressing that lapses in service would be met with stringent inspections to uphold accountability.

As Delhi grapples with soaring temperatures, Bharadwaj’s proactive measures and demands for accountability from concerned authorities underscore the urgency of preparedness and responsiveness in safeguarding public health during the heatwave.

The health and family welfare minister and senior Biju Janata Dal(BJD) leader Naba Das was shot by an assistant sub inspector of police. The firing happened at point blank range near Gandhi Chowk in Brajarajnagar.

Gopal Das, an assistant sub-inspector of police, opened fire at 60-year-old Das as he was stepping out of his car at Gandhi Chhak to attend a programme. Gupteswar Bhoi, a sub divisional police officer, said that bullets struck his chest on the left side. A couple shots from ASI’s handgun struck a second policeman who was standing close, causing him to sustain injuries as well.

The SDPO stated, “We are questioning the ASI to learn why he fired at the minister.”

After the event, Das was taken right away to a nearby hospital. According to officials, the minister is being flown to Bhubaneswar for additional medical care.

Karnataka Health Minister K Sudhakar links the Mangaluru auto blast to the Coimbatore car blast which took place this year.

Talking to the media K Sudhakar said, “A couple of months ago, a similar incident took place in Coimbatore which was also planned near a temple. This person Md Sharik (Mangaluru blast accused) went there and met a person in Coimbatore. The police have also traced his movements over the last two months.”

“Every angle and aspect is being probed in the matter. We are also trying to find out if he had any connection with international terrorist organizations, banned organizations, or sleeper cells that may be active in the area. Our concerns stem from the fact that we are a state bordering Kerala,” Sudhakar added.

Meanwhile, Karnataka Health Minister called this incident a “dastardly act of terror and violence” and assured that culprits will be nabbed soon.

“The accused (in the Mangaluru blast) was traveling in an auto-rickshaw, posing to be a Hindu and carrying a fake Aadhar card. Police have identified him as Mohammad Sharik from Shivamogga. He was wanted by the police,” Sudhakar said.

Moreover, supporting the remarks of BJP state chief K Annamalai Tamil Nadu BJP vice president Karu Nagarajan said, “There is a link between the Mangaluru blast and the Coimbatore blast as said by our state president Annamalai. The incident in Coimbatore was initially played down by the state (TN) government and it termed it a mere car accident. But the Karnataka government is pursuing the Mangaluru case in right earnest and an investigation by the NIA (National Investigation Agency) was already underway.”

Taking to Twitter Annamalai tweeted, “After the @arivalayam govt came to power, state intelligence is under deep hibernation, & TN is becoming a haven for terrorists. The Initial probe of the Mangaluru bomb blast revealed that the terrorist HM Shariq assumed a fake identity & stayed in Coimbatore this September.”

“The Tamil Nadu’s BJP has emphasized from day 1 that the Kotai Eswaran blast (Coimbatore bomb blast) was an “Act of Terror” while the TN govt continues to be in a state of denial. Shariq’s Coimbatore stay raises serious doubts about his connection to TN terror modules operating with impunity,” Annamalai said.

Earlier on 10 November in connection with its ongoing probe into the Coimbatore car blast, the NIA conducted searches at 45 locations in Tamil Nadu.

</excerpt>

A committee to govern “unnecessary” C-section deliveries in government hospitals will be formed, Karnataka Health and Medical Education minister Dr K Sudhakar said. There has been a significant surge in the unnecessary C-section deliveries in the district and taluk government hospitals in Tumkur and the committee will monitor and prevent any such incidents further.

“C-section deliveries should generally remain within 20-40 per cent of the total deliveries. The C-section should not be recommended in cases where normal delivery is feasible. If this is being deliberately done we will take strict action to stop this. District surgeons should have a weekly meeting with all department heads every Friday to address issues in the hospitals. DC is also being directed to regularly visit the district hospital,” the Health Minister added.

Speaking at a dialysis facility in Tumkur, Sudhakar said, “Help desk will be established in every district hospital across the state. Four staff will work round the clock in this help desk in shifts to assist patients and their families. The tender process has been initiated for dialysis service and the new service provider will be finalised by December. Dialysis capacity will be increased by the present 30,000 to 60,000.”

“44 specialist doctors are the sanctioned strength for Tumkur district hospital out of which 42 specialists are already on board. So there is no shortage of doctors here. There were 250 beds earlier which has been increased to 400 in 2003. However, manpower is not panned accordingly and we will fix this soon,” he further added.

In addition to this, the hospitals have also been asked to install CCTV cameras and set up a complaint box for the public to share their feedback and grievances.

Health Minister Sudhakar handed over a cheque of Rs 10 lakh to the elder daughter of the pregnant who lost her life in Tumkur district hospital due to alleged negligence. “The amount will be kept as a fixed deposit which can be used for her future after the girl attains 18 years,” said the minister.

Karnataka health minister K Sudhakar visited the Tumkur District Hospital on Friday and announced that the government will take care of the orphan girl who lost her mother in alleged negligence of doctor. He further announced that the administration will provide free education and accommodation up to 18 years of age. Besides this the health minister also said that he would make a Fixed Deposit for the girl. “This is a dereliction of duty. They behaved inhumanly. I am shocked by this incident…The unlucky girl is an orphan now. If her family members do not support her the district administration will arrange for free education and accommodation for up to 18 years. Apparently, it seems that the three nurses working in the maternity ward have committed negligence of duty. There was also a duty doctor in the hospital” said health minister K Sudhakar.

He further stated that 4 people including 3 nurses have been suspended for not treating the women who required immediate intensive medical aid. He also mentioned about the CCTV which shows the woman who was in her labour being taken inside the hospital by the nurses and the case is the matter of ‘negligence of duty’ of the nurses who were on duty in the maternity ward.

While taking to his twitter, health minister tweeted about ordering a thorough investigation into the matter. “A full investigation has been ordered into the incident that took place at Tumkur District Hospital on Wednesday and a report has been ordered, and the doctors and nurses who were working in the maternity ward on that day have been suspended.In an emergency, the primary duty of doctors, nurses and other staff is to alleviate the pain and suffering of the patient and there is already a government order that the patient should not be forced to provide any documentation in an emergency, and the order has been published again,” MLA Sudhakar said

Allegedly the deceased was denied treatment as she was not having the ‘mother health card’. She was a resident of Bharatinagar in Tumakuru and used to live with her six-year-old daughter.

</excerpt>

Monetary aid for Scheduled Caste and Scheduled Tribe (SC/ST) patients has been announced by Karnataka Health Minister K Sudhakar on Thursday for state patients of the state suffering from diseases categorized as “rare diseases” and “high-cost diseases”.

The aid will be given for rare and high-cost diseases which will not be covered under the Centre’s ‘Ayushman Bharat’ scheme.

“Aid for several types of diseases is currently being provided under the Ayushman Bharat Arogy Karnataka Scheme. However, certain Rear and High-cost diseases are not covered under the Ayushman Bharat scheme,” Sudhakar said.

“For such diseases where there is no facility to provide treatment in government hospitals, monetary aid will be provided by the state through Suvarna Arogya Trust using unspent SCST/TSP (Tribal Sub Plan) fund allocation,” Sudhakar said.

Meanwhile, to fund this new scheme a total of Rs 23.18 crore of unspent allocation exists which will be used for monetary aid.

“Currently a total of Rs 23.18 crore of unspent allocations exists and this will be used to fund this new scheme. The government will provide Rs 10,000 for PET Scan, Rs 7 lakh, and Rs 21 lakh for Autologous and Allogenic bone marrow transplants respectively and Rs 1.5 lakh for robotic surgeries,” Sudhakar added.

Moreover, Dr. Sudhakar further stated, “Karnataka government under the leadership of Chief Minister Basavaraj Bommai is building upon Prime Minister Narendra Modi’s dream of helping the poor and vulnerable through the Ayushman Bharat Scheme.”

“Patients who belong to the SC/ST communities will be benefitted greatly as aid is being extended to even ‘Rare’ and ‘High’ cost diseases,” Sudhakar added.
