Meet Germany’s Next Leader And His Bold Plans

<excerpt>Friedrich Merz is set to lead Germany as CDU-CSU secures the largest vote share, defeating Olaf Scholz’s SPD. His key challenges include coalition formation and delivering on economic and immigration policies.
</excerpt>

Germany is set to witness a political shift as conservative leader Friedrich Merz prepares to take charge after his party, the Christian Democratic Union (CDU), secured the largest vote share in the country’s general elections. This victory marks a significant defeat for Olaf Scholz’s centre-left Social Democratic Party (SPD).

CDU-CSU Bloc Emerges Victorious

Merz’s CDU, in alliance with its sister party Christian Social Union (CSU), clinched 28.5% of the votes, emerging as the strongest political force. Meanwhile, the far-right Alternative for Germany (AfD) gained 20.7% of the vote share, as reported by German broadcaster ARD.

Speaking to his supporters after the results, Merz promised a stable and reliable government, stating, “Germany will once more be governed reliably.”

Who is Friedrich Merz?

Born on November 11, 1955, in Brilon, Germany, Merz hails from a family with a deep-rooted legal background. He pursued law in 1976 and has been affiliated with the CDU since 1972. In 1981, he married fellow lawyer Charlotte Merz, now a judge, and they share three children.

His political journey began in 1989 when he was elected to the European Parliament. In 1994, he secured a seat in the Bundestag, Germany’s federal parliament, by winning an absolute majority in the Hochsauerlandkreis constituency.

Rise, Exit, and Comeback in Politics

Merz held key positions within the CDU, even serving as the party’s parliamentary leader in 2000. However, he lost that position to Angela Merkel in 2002. Following a political setback in 2005, when the CDU/CSU formed a government with the SPD, he found himself sidelined and quit active politics in 2009 to build a career in law and finance.

However, in 2018, he re-entered the political scene after Merkel announced her retirement. He lost his first two bids for party leadership but finally succeeded in 2022, becoming the CDU’s national chairman.

Challenges Ahead for Merz

Merz has built his campaign on strict immigration policies and revitalising Germany’s economy. However, his biggest challenge now is forming a coalition government to consolidate power and effectively lead Germany into a new political era.

</excerpt>

Prime Minister Narendra Modi is making significant decisions at the start of his third term.
Since the start of his third term, Prime Minister Narendra Modi has made significant political moves, particularly in states like Haryana and Maharashtra. These two states were crucial for the BJP, and losing even one could have been disastrous. However, with the strategic leadership of Modi and Union Home Minister Amit Shah, supported by the RSS, the opposition’s chances were defeated.

The Congress, unable to manage its leaders and allies properly, ended up dividing the opposition, isolating itself and losing ground in these states. During this time, Modi began making major decisions. One of the first was pushing for the ‘One Nation, One Election’ initiative, followed by introducing the Wakf Board Bill in Parliament. Once the Joint Parliamentary Committee (JPC) reviews it, the bill is likely to pass in both Houses, potentially sparking national debate. This bill could become a political issue, drawing accusations of Muslim appeasement toward Congress and other opposition parties, while bolstering the BJP’s Hindutva agenda, similar to the impact of the Ayodhya issue.

Alongside these moves, the Modi government started focusing on farmers and the working middle class. The new Unified Pension scheme, which will be implemented in April, is seen as a major step in addressing the long-standing demand from government employees to restore the old pension system. Additionally, the announcement of the 8th Pay Commission is seen as a significant and decisive move, as government employees have often been perceived as opposed to the BJP.

The most surprising and impactful decision came in the Union Budget, where the government announced tax exemptions for individuals earning up to 12 lakh rupees annually. This is seen as one of the biggest moves aimed at benefiting the middle class, a major electoral constituency. While the opposition seems unaware of this, they remain caught up in caste politics, lacking focus on other issues. Modi, learning from past mistakes, has already begun implementing key decisions to secure the next general elections.
During the 2024 election campaign, Modi had mentioned that he still had more major decisions to make, a statement many in the public didn’t fully understand at the time. Influenced by caste politics, the public didn’t back the BJP enough to secure a majority, but the party, under Modi’s leadership, was able to form a coalition government. Despite the opposition’s distractions, Modi’s strategy and focus on important decisions could shape the political landscape leading up to future elections.

These decisions align with what Modi had promised during the 2024 general elections. While the opposition struggles to comprehend his strategies, Modi’s moves appear well-planned and politically savvy, aiming to secure his government’s future and maintain support among key voter groups.

Now in his third term, Modi can bring schemes to attract the middle class as well as the youth in the coming days. If we look at PM Modi’s 7-month term, he is taking decisions keeping the next election in mind. On one hand, such decisions will make the middle class and the working class happy, while on the other hand, changes in the Waqf Board will keep the politics of Hindutva always hot in the country. This means that the issues of development and polarization will go together. PM Modi knows that the way the opposition is doing politics of dividing Hindus on the basis of caste, the politics of keeping Hindus united will have to be strengthened.

</excerpt>

Center-left candidate Yamandú Orsi of the Broad Front coalition triumphed in Uruguay’s presidential runoff election, official results confirmed Sunday, securing 49.81% of the vote with 99% of ballots counted. His conservative rival, Álvaro Delgado, garnered 45.90%.

Addressing a jubilant crowd in Montevideo, Orsi declared, “The horizon is brightening,” and pledged to foster national dialogue. “Uruguay stands as a country of freedom, equality, and fraternity,” he said, signaling his commitment to unity.

Orsi, a 57-year-old former mayor of Canelones, ran on a platform emphasizing investment attraction, workforce development, and economic growth without tax hikes. He also outlined plans for enhanced cooperation with Europe on combating drug trafficking and improving prison systems.

The election results mark a shift in leadership following outgoing President Luis Lacalle Pou’s administration. Both Delgado and Lacalle Pou promptly conceded, congratulating Orsi and offering their support during the transition.

Uruguay’s political landscape, marked by relative moderation compared to its Latin American neighbors, saw Orsi’s Broad Front coalition win 16 of 30 Senate seats, bolstering his legislative support.

While the ruling National Party highlighted its economic successes, including falling inflation and rising wages, voters expressed concerns over crime and inequality. Orsi sought to reassure the electorate of a “modern left” approach, emphasizing gradual reforms rather than dramatic shifts.

The results follow a global trend of incumbent parties losing voter support amid economic pressures. As Uruguayans look ahead, Orsi’s leadership promises stability and a focus on addressing the nation’s pressing issues with pragmatic solutions.

Observers note the significance of this election for Uruguay, a nation renowned for its stability, legal cannabis framework, and progressive policies. Orsi’s victory concludes a year of high-stakes elections worldwide, characterized by shifts away from ruling parties amidst global economic challenges.

</excerpt>

Polling began on Wednesday morning for the Maharashtra assembly elections, where the BJP-led Mahayuti alliance aims to retain power, while the Maha Vikas Aghadi (MVA) strives for a comeback. Voting for all 288 assembly seats commenced at 7 AM and will continue until 6 PM, with results to be declared on November 23.

If you’re heading to vote, here’s everything you need to know about voter slips, how to download them, and the required documents.

What is a Voter Slip?

A voter information slip (VIS) is a document issued by the Election Commission before an election. It contains important details about the voter, including:

Name, age, and gender

Assembly constituency

Polling station details (location, room number, date, and time)

QR code for quick verification

While helpful in identifying voters in the electoral roll, the voter slip alone does not serve as proof of identity.

Steps to Download Your Voter Slip Online

To download your voter slip online, follow these seven simple steps:

Step 1: Visit the Election Commission of India’s website: https://voters.eci.gov.in/

Step 2: Go to the “E-EPIC Download” section on the homepage.

Step 3: Register by filling in the required details.

Step 4: Log in using your credentials.

Step 5: Enter your EPIC number (Voter ID card number) and click “Search.”

Step 6: Verify your identity with the OTP sent to your registered mobile number.

Step 7: Download your voter slip.

How to Use the Voter Slip

At the polling station, present your voter slip to the First Polling Officer to locate your name in the electoral roll. However, voters must carry a valid photo ID for identity verification, as the voter slip alone does not confirm identity.

Valid Documents for Voting

Voters must carry one of the following 13 government-approved photo ID documents along with their voter slip to cast their vote:

Voter ID card (with photo)

Aadhaar card

PAN card

Passport

Driving license

MNREGA job card

Pension document (with photo)

Service ID (issued by the government or public sector)

Passbook (with photo, issued by banks or post offices)

Divyang Unique ID card

Health Insurance Smart Card (issued under Ministry of Labour schemes)

MP/MLA official ID card

Smart Card (issued under NPR by RGI)

Can You Vote Without a Voter Slip?

Yes, you can still cast your vote even if you don’t have a voter slip. As long as your name is listed in the electoral roll, you can vote by presenting any of the 13 valid photo ID documents mentioned above.

Make sure to check the required details and carry the appropriate documents before heading to the polling booth!

</excerpt>

The Election Commission (EC) on Saturday ordered the immediate removal of Acting Jharkhand DGP Anurag Gupta, citing a “history” of complaints against him during past elections.

According to PTI, the decision to remove Gupta was made due to complaints and prior actions taken against him in earlier elections.

Jharkhand‘s polls are scheduled to be held in two phases, on November 13 and 20. Until a new DGP is appointed, the state’s senior-most officer at the DGP level will take charge.

The state government has been directed to submit a list of senior IPS officers by October 21 for the EC to appoint Gupta’s replacement. A compliance report on his removal is expected by this evening.

Previous Allegations Against Gupta

Gupta faced scrutiny during the 2019 Lok Sabha elections when the EC relieved him of his role as ADG (Special Branch) after the Jharkhand Mukti Morcha (JMM) accused him of bias. He was reassigned to Delhi and restricted from returning to Jharkhand until the elections were concluded.

Additionally, during the 2016 Rajya Sabha elections from Jharkhand, Gupta was accused of misuse of power while serving as an additional DGP. Following an EC inquiry, a charge sheet was filed, leading to a departmental investigation.

Currently, JMM holds the majority in the Jharkhand Assembly with 30 seats, followed by the BJP with 25 and Congress with 16.

</excerpt>

Jammu and Kashmir saw enthusiastic participation by voters in the first phase of the Assembly elections on Wednesday. The voting percentage, at the time of writing, was over 58% and may cross 60% once all the numbers come in. This is quite remarkable given the low participation by voters in earlier elections. The Lok Sabha elections served as a curtain raiser, where too we saw enthusiasm among voters for casting their votes. This would have disappointed the Pakistan-backed propagandists who have been telling everyone that the situation in Kashmir is among the most oppressive in the world and that India has killed democracy by abrogating Article 370. Instead what the world saw on Wednesday were long queues at polling booths, with voters freely exercising their franchise. The run-up to the first phase also resembled the way electoral politics is played in this country, with the rallies and the rhetoric dominating the voting landscape. The second and third phases of voting are scheduled for 25 September and 1 October and there is no reason to believe that there will be any drop in voter enthusiasm in these phases.

This election is a part of the mainstreaming of Kashmir and is one more proof of how the valley has changed in the last 5 years, after the abrogation of Article 370. The Indian flag now flutters where it was never allowed to fly—at Srinagar’s Lal Chowk. The city itself has got a major facelift. Srinagar, which had got traffic lights a little over 10 years ago and went indoors at 6 pm for fear of terror attacks in 2014—when the Assembly elections were held there after the devastating floods that year—now bustles in the evening, with tourists and locals thronging the city centre. Even in 2019, before the abrogation of Article 370, the talk in the international media was all about the allegations of young boys being picked up by the Indian Army, about torture, killing, rape, etc. A cottage industry had flourished of “victim shopping”, where the youth would take foreign reporters to specific locations and spin tales of horror, feeding the media with what was essentially fake information regarding the military. Terrorists ran amok. Stone-pelters in downtown Srinagar made the lives of security personnel hell. All of that seems like a bad dream now.

One of the reasons could be the security establishment’s ability to cut off the money chain that fed the overground workers of terror groups and other Pakistani proxies in the valley. The disappearance of Hurriyat from the scene, specifically the non-emergence of a Hurriyat leadership post the demise of Syed Ali Shah Geelani, too has helped the situation. After all, once upon a time, the valley marked its days according to the hartal (strike) calendar issued by the hardliner Geelani. For days and months there would be shutdowns because Geelani wanted it; elections would see minuscule participation because Geelani and other Hurriyat leaders would inevitably call for a shutdown on voting day, the reason why results were decided by a few hundred votes. Of course the stellar work done by the security establishment and the Lieutenant Governor’s administration has helped in the mainstreaming of Kashmir. The Army has worked hard to ensure that anyone who picks up the gun, has a shelf life of not more than a year. This crackdown has made the Pakistani backed terrorists to start attacking Jammu, but with the security establishment determined to neutralise them, there is every reason to believe that this too will be a thing of the past sooner than later. All this has contributed to the normalisation of the situation to a certain extent. Of course as long as Pakistan continues to make mischief, the threat of the situation deteriorating will always be there. It is to prevent this from happening and to keep the situation “normal” that the forces are paying a high price, in terms of manpower.
Amid all this, what is the most remarkable is the return of aspiration in the valley. People have started believing in the future.

Hence, it is encouraging that even those considered separatists, like the Jamaat and Engineer Rashid’s Awami Ittehad Party (AIP) are taking the democratic path to make their voices heard. Chances are that they will pick up a substantial number of seats too, especially AIP in the Baramulla region. Baramulla is Rashid’s Lok Sabha seat, which he won after defeating Omar Abdullah. He had a lead on 14 of Baramulla’s 18 Assembly segments in the Lok Sabha elections. In case he is able to retain that winning streak, Omar Abdullah’s National Conference would be the biggest loser, since these seats were once NC’s bastion. In fact the established political parties of J&K, the Abdullah family’s NC and the Mufti family’s People’s Democratic Party (PDP) have themselves to blame for the erosion in their support base. The consensus in the Valley seems to be that these two parties have done nothing for the people and hence it is time to consign them to the dustbins of history. If that actually happens, then there will be a sea change in the political complexion of the valley. Smaller parties are coming up and seem to be more representative of the local people. Whether or not they are able to fulfil the promises that they have made to their voters, only time will tell, but they should not forget that the elections are about issues that affect people’s lives. People are not voting for them because they have promised to bring back Article 370—which is an impossibility. People want a normal life, a peaceful and prosperous life. That aspiration must be fulfilled.

</excerpt>

It is very evident now that the Congress has decided to fully stand by former Chief Minister Bhupinder Singh Hooda in Haryana, as the party declared its names, many of them, hours before the last date for nomination ended on Thursday. Out of the 89 out of 90 constituencies, the Congress is contesting in the state where the BJP has been in power for the past 10 years, Hooda’s loyalists were allotted 72 seats, with the 19 going to others. In addition, if the ticket distribution did not lead to a demonstration outside the AICC, as it has happened in the past so far as Haryana is concerned, the credit should go to Ajay Maken, whose strategic and tactful handling of the situation was for all to see. In fact, Ajay had convinced the High Command to release the lists in phases, seven, perhaps, and the last one, where there were contentious seats, only towards the end, so not many got the opportunity to demonstrate at the AICC headquarters. In fact, the disgruntled leaders, also had left for their areas, and many out of them filed their nominations as Independents. The exercise has now commenced to persuade the dissidents to withdraw their names by September 15th, which is the last date of withdrawal and by a coincidence also happens to be Bhupinder Singh Hooda’s birthday. The Congress went about its task methodically and Ajay Maken’s homework on the basis of surveys and the data he collected, was instrumental while taking the final decision. The broad analysis of the Congress list shows that despite fierce infighting till the very end, the Central leadership stood by Hooda.

There are 27 Jats, who have been given the tickets, the same as last time, and other communities have been accommodated, depending on their winnability. The Punjabis, who have a population scattered all over the State, and have a dominant presence in many urban areas have been given six seats, as compared to two last time. This is where Ajay Maken could have played a role, since he is considered even by Rahul Gandhi, as someone, who takes up the Punjabi cause, given that they get ignored in many places, and thus need to have their voices in Legislative Assemblies and Parliament. The difference in ticket distribution this time as compared to 2019 is that there were no quotas which were allotted to various state leaders going by the previous experience, where those who were selected by some of the top functionaries lost the polls. The instructions were to choose from the applicants and only identify those who had winnability on their side. Even though many believe that the Congress has an edge in the State polls, the High Command was not willing to allow any wrong choices to impact the outcome. At the last minutes, at Hooda’s insistence, many experienced leaders got the preference though there were many deserving candidates, who thus got overlooked. For instance, in Bawal (Reserved) which the Congress has not won in 32 years, Dr ML Ranga, was selected though the expectation was that Delhi University lecturer and young aspirant, Dr Teena Karamvir would get the seat. It is obvious that the party may have other plans for the likes of Teena and therefore she got overlooked. In fact, the Congress has fielded 12 women, more than any other party and this could help in the campaign. In deciding the seats, the party has accommodated the sons of Randeep Surjewala, Chaudhury Birendra Singh and some others.

The BJP which was also facing dissensions from those who have been denied tickets is also trying to sort out the differences. The issues across the State concern elementary matters related to job and existence. For instance, the slogan of Jai Jawan, Jai Kisan, has Jai Pehalwan added to it, in view of Vinesh Phogat contesting the polls and her colleague, Bajrang Punia joining the Congress. The opposition to the Agniveer scheme, the farmer’s agitation and the wrestlers’ protests, shall be factors in the elections. The BJP is aware of this and has asked Brij Bhushan Sharan Singh, the former boss of the Wrestling Federation to not open his mouth and refrain from giving statements that could have an adverse impact on party nominees. Brij Bhushan had stated that it was good that Vinesh Phogat did not win the gold medal at the Olympics, a remark, which was widely condemned, even by many in the BJP.

How could a sports lover speak like this and observe that it was good for the country not to have won the Gold in respect of Vinesh Phogat. In Haryana, it is being seen as pure blasphemy. The break-up of talks between the Congress and the Aam Aadmi Party too, has been welcomed by many in the Congress. However, what is not understandable is the decision of AAP to field nominees on all the seats. The question is that the party has negligible presence in the State from where Arvind Kejriwal hails, and why would it spend so much money and resources, knowing fully well, that the chances of victory of the nominees were very low. It is also a matter of debate whether the presence of the AAP candidates, most of whom would forfeit their deposits perhaps, would harm the Congress or the BJP. The outcome would determine how the people voted in the end. However, like always, Independents shall emerge victorious on some seats while smaller parties too may win a few in the contest which is largely between the Congress and the BJP.

</excerpt>

The intense debate between Vice President Kamala Harris and former President Donald Trump took center stage on Tuesday night, featuring a notable clash over Project 2025, which Democrats criticize as extreme.

During the debate, Harris sought to link Trump to Project 2025, a controversial conservative policy blueprint authored by the Heritage Foundation. The 922-page document, titled “Mandate for Leadership,” outlines a radical overhaul of the federal government. It proposes significantly expanding presidential powers and replacing up to 50,000 federal employees with Trump loyalists.

Despite Harris’s efforts to connect him to the plan, Trump vigorously denied any association with Project 2025. He emphasized his detachment from the agenda, stating that he has “purposefully” avoided reading it and remains transparent about his own policies.

“I have nothing to do with Project 2025,” Trump asserted during the debate. “Everybody knows I’m an open book. Everybody knows what I’m going to do.” Earlier, on his social media platform Truth Social, Trump had stated, “I know nothing about Project 2025. I have no idea who is behind it. I disagree with some of the things they’re saying and some of the things they’re saying are absolutely ridiculous and abysmal. Anything they do, I wish them luck, but I have nothing to do with them.”

An Overview of Project 2025

Project 2025 proposes sweeping changes to the federal government, including the abolition of the Departments of Education and Homeland Security. It suggests that the Department of Health and Human Services should enforce policies to protect “the fundamental right to life,” and it advocates for criminalizing pornography and prosecuting those who mail abortion pills. The plan also recommends that the Centers for Disease Control and Prevention maintain data on abortions.

Democrats have frequently cited Project 2025 during the campaign to warn voters of what they perceive as a radical shift towards authoritarianism under a potential Trump administration.

Debate Dynamics

Before the debate began, Harris and Trump shared a notably awkward handshake. Harris then addressed the first question about the state of the US economy compared to four years ago. She highlighted aspects of her economic agenda, including tax relief for new parents, support for first-time homebuyers, and aid for small businesses, positioning herself as a champion for the middle class.

In contrast, Trump focused on his economic plans, reiterating his commitment to substantial tax cuts and fostering economic growth. “Everybody knows what I’m going to do – cut taxes very substantially and create a great economy,” Trump said in response to Harris’s economic critique.

The debate showcased stark differences in policy and approach, setting the stage for a crucial period as the election nears.

With the polls indicating a tight race, this debate could be crucial in swaying undecided voters just weeks before Election Day.
</excerpt>

In a historic moment for the U.S. presidential race, Kamala Harris and Donald Trump are set to engage in one of the most significant showdowns of the election cycle. With the polls indicating a tight race, this debate could be crucial in swaying undecided voters just weeks before Election Day.

The debate, taking place at 9 p.m. local time in Philadelphia, could be their only face-to-face encounter before the November 5 election. Each candidate faces unique challenges as they aim to gain an advantage.

For Trump, running for the presidency for the third time, he is a well-known and polarizing figure. Some of his supporters hope he will focus on policy issues rather than personal attacks to project a presidential demeanor and address voter concerns about electing a former president who is now a convicted felon.

Recent Developments

A key point of contention is Project 2025, a controversial conservative plan linked to the Heritage Foundation. Democrats have sought to connect Trump with this radical proposal, but he has distanced himself from it. Trump has dismissed the association, stating, “Everybody knows what I’m going to do – cut taxes very substantially and create a great economy.”

As the debate began, Trump and Harris met on stage and exchanged a handshake, marking the start of what might be their only direct confrontation. The debate, moderated by ABC’s David Muir and Linsey Davis, will be a high-stakes 90-minute discussion, with the candidates standing about 6-8 feet apart in a small, blue-lit amphitheater.

Debate Logistics

The debate’s format was decided by a virtual coin toss conducted by ABC News last week, giving Trump the option to choose the order of closing statements or his position on stage. Trump opted for the final closing statement, while Harris chose her spot on the right side of the stage from the viewers’ perspective.

With no live audience present, the debate will lack the usual applause and reactions that can influence the atmosphere. The National Constitution Center, where the debate is hosted, is adorned with blue lighting and decorated with constitutional imagery, including a “We the People” inscription above the lectern.

As Harris and Trump make their cases to the American people, the focus will be on their arguments and performances rather than the stage setting. This debate represents a crucial opportunity for both candidates to clarify their positions and connect with voters as the election draws near.

</excerpt>

As the first Presidential Debate between Vice President Kamala Harris and former President Donald Trump looms, recent polls reveal a closely contested race. With Election Day set for November 5, the competition for the White House is intense, and the debate could prove pivotal.

Originally anticipated as a rematch of the 2020 election, the dynamics shifted significantly when President Joe Biden withdrew from the race in July and endorsed Harris. This move altered the landscape, with Harris now competing directly against Trump for the presidency.

The central question is whether Trump will secure a second term or if Harris will make history as the first female president of the United States. Tonight’s debate will be a critical moment as both candidates seek to sway undecided voters and consolidate their support.

Polling Insights

Recent polls highlight the tight nature of the race:

New York Times/Siena College Poll: The latest survey from the New York Times and Siena College shows Trump leading Harris by a narrow margin of 48% to 47%. Conducted between September 3 and September 6 with 1,695 registered voters, this poll has a margin of error of ±2.8 percentage points, indicating that the race is essentially too close to call. Additionally, the poll suggests that many voters are still unfamiliar with Harris, with 28% seeking more information about her compared to just 9% for Trump.

Washington Post Poll: According to the Washington Post, Harris is currently leading in three crucial battleground states: Pennsylvania, Michigan, and Wisconsin. Trump holds a slight lead in Arizona, Georgia, and North Carolina. This poll integrates both state and national surveys and considers previous presidential election results to gauge voter preferences.

Emerson College Poll: Emerson College’s poll indicates a tight race with Harris leading Trump 49% to 47%. The poll shows 3% of voters are undecided, and 1% prefer a different candidate.

Morning Consult Poll: A daily survey from Morning Consult shows Harris slightly ahead of Trump, with a 49% to 46% lead.

FiveThirtyEight Poll: FiveThirtyEight’s latest national poll reveals Harris leading Trump by a narrow margin of 47.1% to 44.3%.

YouGov Poll: YouGov’s survey shows Harris with a slight edge over Trump in Michigan (50% to 49%) and Wisconsin (51% to 49%). However, the two candidates are tied in Pennsylvania.

Swing States Analysis

Trump previously won Pennsylvania, Michigan, and Wisconsin in 2016, but these states reverted to blue in 2020 with Biden’s victory. Harris’s performance in these key states will be crucial to her success. On the day Biden withdrew, he was trailing Trump in these battlegrounds by nearly five percentage points, underscoring how the race has evolved with Harris as the Democratic nominee.

Trusting the Polls

At present, polls show a tight race both nationally and in crucial swing states. With such a close contest, predicting the outcome is challenging. Historically, polls have underestimated Trump’s support in both the 2016 and 2020 elections. Polling firms are working to improve their accuracy by better representing voter demographics and adjusting methodologies to reflect current trends.

As the debate approaches, all eyes will be on how Harris and Trump perform under the spotlight and how their arguments resonate with voters in these final critical weeks leading up to the election.

</excerpt>

Vice President Kamala Harris and former President Donald Trump are preparing to face off in a Presidential Debate on Tuesday night in Philadelphia, hosted by ABC News. With only eight weeks remaining in the campaign, Harris has the dual challenge of introducing herself to millions of voters and making a strong case against Trump.

As Election Day approaches and early voting starts in several states, Harris needs to make a significant impact during the debate. She must both present her vision and counter Trump’s arguments effectively.

Immigration

Immigration is a central issue for both candidates, though their approaches are markedly different. Trump has centered his campaign around stringent immigration policies. He has promised to complete the US-Mexico border wall, reinstate the “Remain in Mexico” policy, and impose stricter asylum rules. Trump also aims to carry out what he describes as “the largest domestic deportation operation in American history” and has expressed a desire to end birthright citizenship through an executive order.

In contrast, Harris supports the Biden administration’s immigration policies. She emphasizes addressing the root causes of migration from Central America and criticizes Republicans for blocking a bipartisan immigration reform bill. As President, Harris would push for comprehensive reform, including an earned pathway to citizenship.

Crime and Gun Violence

On gun violence, Harris advocates for universal background checks, nationwide red flag laws, and a ban on assault weapons. Following a recent school shooting in Georgia, she condemned the violence as “senseless” and argued that “it doesn’t have to be this way.”

Trump, however, attributes mass shootings to mental health issues, referring to perpetrators as “sick and deranged monsters.” He has championed his record as the “most pro-gun president” and opposed new gun control measures. Despite data indicating a national decrease in violent crime, Trump argues that crime rates are rising.

Economy and Inflation

Economic issues are expected to be a major topic. Trump has repeatedly criticized the Biden administration’s handling of inflation, which peaked at a 40-year high in 2022 but has since eased to 2.9% as of July 2024. His economic plan includes restoring “energy independence,” cutting gas prices, reducing the national debt, and imposing tariffs on foreign imports.

Harris, meanwhile, proposes an “opportunity economy” that builds on Biden’s achievements. Her plan includes expanding drug pricing reforms, increasing the Child Tax Credit, and providing down-payment assistance for first-time homeowners. She also supports raising the minimum wage, banning corporate price-gouging, and offering tax benefits to small businesses.

International Affairs

In terms of foreign policy, Harris aligns closely with President Joe Biden. She supports continued assistance to Ukraine, backs NATO, and is committed to protecting US interests against threats from Iran. On the Israel-Hamas conflict, she supports Israel’s right to self-defense while advocating for a cease-fire to safeguard civilians in Gaza and calling for the return of hostages.

Trump, on the other hand, argues that conflicts such as the Israel-Hamas war and the Ukraine war would not have occurred under his leadership. He suggests reducing US aid to Ukraine and has criticized NATO allies for not contributing sufficiently. Trump remains a strong supporter of Israel, backing its defense against Hamas and calling for a swift resolution to the conflict.

The BJP secured victory in 7 out of 12 zones, while the Aam Aadmi Party (AAP), led by Kejriwal, won 5 zones. As a result, the BJP now holds 9 seats on the standing committee, with AAP holding 8.

The BJP won the Keshavpuram MCD Zone unopposed and swept all three seats in the Shahdara North, Najafgarh, Shahdara South, Central, and Narela Zones. On the other hand, AAP secured two of the three zones—City SP, Karol Bagh, and West Zone—without opposition after the BJP failed to submit the necessary nominations due to insufficient elected councillors. AAP also won the Rohini Zone with 14 votes and claimed victory in the South Zone amid cross-voting.

In three zones—Karol Bagh, City SP, and Keshavpuram—elections were not held as neither the BJP nor AAP fielded candidates. In Karol Bagh, AAP’s Rakesh Joshi was elected unopposed as the chairman of the ward committee, with Jyoti Gautam and Ankush Narang securing the positions of deputy chairman and standing committee member, respectively.

Similarly, in the City SP Zone, AAP’s Mohd Sadiq, Kiran Bala, and Punardeep Singh Sawhney were elected unopposed to the roles of chairman, deputy chairman, and standing committee member due to the absence of BJP candidates. Councillors are voting to elect a chairman and deputy chairman for nine of the 12 zonal-level ward committees, as well as one member for the standing committee, which is the MCD’s highest decision-making body.

The Municipal Corporation of Delhi (MCD) ward committee elections was held on Wednesday at the agency’s headquarters, under heavy security.
These long-awaited elections are being held for the first time since the MCD was unified in 2022.

The polls had been delayed and were under judicial review due to a political deadlock between the ruling Aam Aadmi Party (AAP) and the opposition Bharatiya Janata Party (BJP).

The BJP, in particular, is facing challenges due to several senior leaders seeking tickets for their descendants, family members, and supporters. This dilemma puts the party in a difficult position: denying these tickets might upset influential leaders, while granting them could fuel accusations of dynastic politics.
</excerpt>

Rao Indrajit, Kiran Chaudhary, Dharamvir Singh, Krishan Pal Gurjar, Kuldeep Bishnoi, and Naveen Jindal are seeking tickets for their children, family members, and supporters.

With the Haryana Assembly elections scheduled for October 5, all political parties are busy preparing and deliberating on ticket distribution. The BJP, in particular, is facing challenges due to several senior leaders seeking tickets for their descendants, family members, and supporters. This dilemma puts the party in a difficult position: denying these tickets might upset influential leaders, while granting them could fuel accusations of dynastic politics.

Two Union Ministers of State, Krishna Pal Gurjar and Rao Indrajit Singh, have been lobbying for tickets for their children for the upcoming assembly elections. Gurjar is pushing for a ticket for his son, Devendra Chaudhary, while Singh is advocating for his daughter, Aarti Rao. Despite their efforts, the party had previously chosen other candidates, such as Rajesh Nagar and Sunil Musepur, over their children in the 2019 elections. The BJP’s reluctance to engage in nepotism is partly to avoid criticism from Congress, which the BJP has accused of similar practices.

Kiran Chaudhary, who recently joined the BJP from Congress, is also seeking a ticket for her daughter, Shruti, for the Tosham assembly seat. Despite the BJP’s unofficial policy of one ticket per family, Chaudhary’s influence and recent political achievements might support her daughter’s candidacy.

Naveen Jindal’s family is claiming a ticket for the Hisar assembly seat, either for his mother, Savitri Jindal, or his wife, Shalu Jindal. This claim is strengthened by the current political climate and ongoing disputes with the current MLA, Dr. Kamal Gupta. Jindal’s family has previously contested this seat, and the competition between them and Gupta continues.
In Tosham, a key constituency, BJP MP Dharamvir is pushing for a ticket for his son, Mohit. This seat is highly contested, with Kiran Chaudhary also seeking the ticket for her daughter. Dharamvir, who has won multiple Lok Sabha elections, has significant local influence but has been discontented with the party’s handling of his requests.

Kuldeep Bishnoi, dissatisfied after not receiving a ticket from Hisar in the last Lok Sabha elections, is now seeking tickets for his son Bhavya and two other candidates, Dudaram and Randhir Panihar, for Fatehabad and Nalwa. The potential replacement of Deputy Speaker Ranveer Ganga with Panihar is causing internal debate within the party.

In response to a question about the Supreme Court›s impending decision regarding bulldozer operations, he said that the decision of the Honorable Supreme Court will be studied because it is our guiding authority, and further actions will be taken in accordance with their ruling.

In response to Dushyant Chautala›s remark that the Chief Minister is like a cut kite, Vij said that they do not need to answer Chautala. When the BJP releases its list, the Chief Minister›s name will also be included. He advised Chautala to focus on his party as their supporters are fleeing.

Responding to Rahul Gandhi›s statement regarding mob lynching of Muslims under BJP›s rule, Vij said that the peace under Modi›s governance is unmatched, whereas during the Congress era, the entire country and states were engulfed in riots. However, under BJP›s rule, everything is under control.

When asked about Rahul Gandhi›s statement regarding changing the Constitution, Vij said that it was actually Rahul Gandhi›s grandmother who attempted to change the Constitution, not the BJP. She used Article 356 to dissolve state assemblies, whereas Narendra Modi has not done so.When asked about AAP›s claim that they will provide the same facilities in Haryana as they do in Delhi and Punjab, whereas BJP has provided none, Vij said that the people of Delhi threw AAP out from all seven Lok Sabha seats, and similarly, AAP faced a severe setback in Punjab. AAP has lost its credibility and now has nothing left. When asked about the absence of candidate lists from any party for the Haryana Assembly elections, Vij said that nominations haven›t even started yet, but he hopes that all party lists will be released before the nominations.

</excerpt>

An official order has scheduled the elections for the appointment of chairmen and deputy chairmen for each of the 12 zonal bodies in the Municipal Corporation of Delhi (MCD) on September 4.

These elections, governed by the Delhi Municipal Corporation Regulations Act of 1957, will be conducted through a secret ballot. Voting will take place between 10 a.m. and 4 p.m. at the Hansraj Gupta Auditorium and Satya Narayan Bansal Auditorium at MCD headquarters, covering various zones of the civic body. “The commissioner, in pursuance of regulation 53 (1) of the DMC Regulation 1958, has fixed the first meeting of the ward committees for the election of chairman and deputy chairman of the ward committees and one member of the standing committee from 12 ward committees on Sept 4 at Hansraj Gupta Auditorium, first floor, and Satya Narayan Bansal Sabhagar on the second floor at Civic Centre,” stated the office notice issued by the municipal secretary office.

Councillors have until August 30 to submit their nominations to the municipal secretary. The opposition has long demanded elections for the standing committee, claiming that delays have hindered financial allocations for major projects in the civic body.

On August 23, Delhi Mayor Shelly Oberoi directed the municipal secretary to initiate the election process, as outlined in the Delhi Municipal Corporation Act of 1957, for the election of chairmen, deputy chairmen of the ward committee, and one member to the standing committee from the ward committee. citing the Supreme Court’s judgement on August 5, which stated that the lieutenant governor had the power to nominate aldermen
to MCD.

The absence of these committees over the past 20 months has been blamed for policy paralysis in the civic body.

</excerpt>

In the recent Lok Sabha elections, the BJP secured only 4 reserved assembly seats, compared to 11 seats won by the Congress.

With the assembly polls drawing near, Haryana is seeing a lot of political uproar and widened rift among the leaders ruling and opposite factions adding to the woes of their party high command. After the announcement of holding elections a little before time by the Election Commission of India (ECI), political parties are gearing up for the polls. The saffron Bhartiya Janta Party (BJP) which has suffered a setback losing five Lok Sabha seats, is constantly churning out a strategy to mark third consecutive victory in the state while the Congress seems hopeful about winning the assembly election with huge a margin.

On the other hand, the parliamentary polls proved to be no less than a nightmare for Aam Aadmi Party (AAP), Indian National Lok Dal (INLD), Bahujan Samaj Party (BSP) and Jannayak Janata Party (JJP) as all failed to mark victory even on a single seat. Keeping in view the voting pattern witnessed in the recent Lok Sabha election, political parties are brainstorming over election strategy. An important aspect that was seen in the election results was that the saffron BJP had to face the ire of the SC voters due to several factors and in Haryana, the party won less than a quarter of the SC assembly seats in the Lok Sabha elections. Now it is believed that SC voters can play a decisive role in the upcoming assembly elections and the SC vote bank, which is one-fifth of the total voters, can prove to be the deciding factor this time. Apart from this, it is also pertinent to mention that out of the 4 JJP MLAs who have left the party in 24 hours in the two days recently ,Ishwar Singh, Ram Niwas Surjakheda and Anoop Dhanak hail from the SC community and apart from political ambitions, caste equations are also being considered behind these three quitting the party. It is pretty evident from the Lok Sabha election results have revealed that the regional parties

JJP and INLD are continuously are losing electoral hold among the SC voters. The Lok Sabha elections were no less than a nightmare for the both as the deposit deposits of party candidates was forfeited on all the seats. Apart from this, the situation of INLD, which is constantly fighting for its existence for last two decades , was more or less the same in the Lok Sabha elections as the party could not win any reserved assembly seat in the Lok Sabha polls.

BJP, which won 5 seats in the last assembly elections, has won only 4 assembly seats in the Lok Sabha elections, which is less than 25 percent. . Out of the total 17 SC seats , the main opposition party Congress has won 11 seats in the Lok Sabha elections. Apart from this, the results were somewhat pleasing for the party when Aam Aadmi Party (AAP), which contested the elections under INDI alliance with Congress, took the lead in two assembly constituencies. Out of the 17 seats reserved for SC community, Congress has won Kharkhoda, Kalanaur, Jhajjar, Bawanikheda, Uklana, Kalanwali, Mullana, Sadhaura, Ratia, Narwana and Hodal seats. BJP has won Nilokheri, Israna, Pataudi and Bawal seats, while AAP took the lead in Shahabad and Guhla Cheeka seats falling in Kurukshetra Lok Sabha.

Regional parties INLD and JJP did not win any reserved assembly seat. How much faith the SC community has shown in the BJP candidates and voted for them, can be gaudged from the statement of Union cabinet minister for state, Rao Indrajit Singh, who could win polls with a small margin and was seen saying to Dr. Banwari Lal, who belongs to the SC community and holds the portfolio of cabinet minister in the Nayab Singh Saini led-BJP Haryana government, in a program after winning the election that Dr. Saab, «You must know how many people from the SC community have voted for me as well as the party in all the Lok Sabha constituencies. In a way, he had targeted the SC community for not casting their vote for the party. In this connection, it has come to light that in view of the current political equations, the BJP is constantly brainstorming on strategies to woo the SC voters in the upcoming assembly elections.

According to the caste data based of Parivar Pehchan Patra (PPP) , there are a total of 1368365 SC families, a sizable chunk in Haryana i.e. 20.71 percent of the total families. If we talk about BC A category families, their number is 1123852 which is 16.52 percent of the total families. If we talk about BC B category families, their number is 869079 which is 12.78 percent of the total population. A total of 72 lakh families in the state applied fo PPP and Out of these, the data of 68 lakh families had been verified last year while about 2.5 lakh families are living in some other state

In the last assembly elections held in 2019 , the main opposition party Congress has won the maximum 7 seats.Balbir Valmiki from Israna in Panipat, Renubala from Sadhaura in Yamunanagar, Varun Chaudhary from Mullana in Ambala, Shakuntala Khatak from Kalanaur in Rohtak, Jaiveer Valmiki from Kharkhoda in Sonipat, Sheeshpal Keherwal from Kalanwali in Sirsa and Geeta Bhukkal from Jhajjar in Jhajjar districts are the Congress MLAs. After this, 5 MLA›s of the ruling BJP including Laxman Napa from Ratia in Fatehabad, Vishambar Valmiki from Bawanikheda in Bhiwani, Banwari Lal from Bawal in Rewari, Satyaprakash Jarawata from Pataudi in Gurugram and Jagdish Nayyar from Hodal in Faridabad contested the polls successfully. While JJP›s Anoop Dhanak from Uklana in Hisar, Ishwar Singh from Guhla Cheeka in Kaithal, Ramkaran Kala from Shahabad in Kurukshetra and Ramniwas Surjakheda from Narwana in Jind won the elections while independent candidate Dharampal Gondar managed to win from Nilokheri. If seen from this perspective, Congress has a strong hold among the SC voters and other parties will try to gain an edge here this time. There are five districts including Faridabad, Panchkula, Mahendragarh, Nuh and Charkhi Dadri districts with no SC seats.

LG Sinha emphasized that the process is unfolding as planned. He mentioned that when Prime Minister Narendra Modi visited Srinagar on June 20, he announced that elections would be held soon. The Election Commission has since visited the region and consulted with stakeholders, with the announcement of election dates expected shortly.

During the inauguration of the Malaviya Mission Teacher Training Centre at the University of Jammu, LG Sinha reiterated the commitment to this timeline, expressing hope that assembly elections will take place soon.

Chief Election Commissioner Rajiv Kumar also expressed the Election Commission’s commitment to holding elections in Jammu and Kashmir as soon as possible, despite disruptive forces. Kumar noted that all political parties in the region are strongly advocating for the elections.

Jammu and Kashmir, with its 90 assembly constituencies, is preparing for elections after a decade-long gap. The last assembly election was in 2014, and the region has been without an elected government since the PDP-BJP coalition government collapsed in June 2018. The Supreme Court has directed the Centre to conclude the election process by September 30, 2024.

</excerpt>

The national president of Samajwadi Party and ex chief minister of Uttar Pradesh Akhilesh Yadav started off by emphasising how the Pichda, Dalit and Adivasi (PDA) helped the party defeat the gigantic election machinery of Bharatiya Janata Party.
Akhilesh Yadav said, “Alot of things are going on in the parliament right now (as a lot of issues are being picked up against the BJP) and therefore a lot of political parties become uncomfortable after they hear about PDA strategy. Recently when we gave a role of LoP in the assembly to person who comes from underrepresented community, the most uncomfortable party was the BJP. Moreover, had they worked for the people, the BJP would not have lost the elections with such a huge number, although Modi has won but going by the votes, he has lost.”

He also talked about how the caste census is going to uplift the underrepresented people, “If we see today, Congress who were against the caste census are today with caste census and it is going to benefit all the backward people and minorities. We gave the representation to PDA and therefore the BJP lost it.” He added, “We have made an effort to bring the people from PDA community together and that’s what we are going to focus on, help them grow.”

Asked whether they had marked out a particular strategy before elections, Akhilesh said, “We had no strategy, we were clear about our work and how we are going to tell people how BJP has failed and when Congress came together with us we got a national narrative and were able to fight together. The good thing is, both top leaders were seen together, we coordinated well about which I thankful to all the rank and file.”

These precautions are also critical considering the likely Assembly elections post-Amarnath Yatra.

A security review meeting, led by Union Home Minister Amit Shah, is set for Sunday, with additional forces expected to be deployed for the upcoming events in J&K.

Earlier this month, forces were dispatched from Ranikhet, Guwahati, Patna, and Lucknow to Jammu and Kashmir for the Amarnath Yatra. Despite the presence of central police forces, recent attacks have prompted senior officials to call for more reinforcements.

Sources indicate that additional bulletproof vehicles will be provided for force movements in Jammu. The CRPF, which assists local police in J&K, may also utilize specialized Anti-Terror Quick Action teams in the region.

A senior official overseeing the operations told News18 that threat messages from various terror groups have doubled on social media. Central intelligence agencies have assigned a senior-level official to J&K to enhance input generation.

“We are seeing almost double the number of inputs since the June 9 Reasi attack in which nine civilians were killed in a bus. Forces are coordinating with intelligence agencies to act on inputs suggesting hideouts of terrorists,” said a senior government official.

A CRPF official stationed in J&K added that multiple threat messages are circulating, including potential camp attacks, fidayeen (suicide) attacks, ambushes, and civilian killings. “We are tracking these threats to know the authenticity so that corrective measures can be taken before any incident,” the official said.

On Friday, Union Home Minister Amit Shah reviewed J&K’s security in a meeting with senior officers of the MHA. He also directed a security review meeting on June 16 in North Block, focusing on preparations for the Amarnath Yatra. The meeting will include the L-G of Jammu & Kashmir, NSA, Union Home Secretary, senior Army and police officers, J&K administration, and MHA officials.

In the past 72 hours, J&K has witnessed three terror attacks. On Tuesday evening, terrorists attacked a village near the international border, injuring a civilian. During a subsequent search operation, one terrorist was killed while efforts continue to apprehend another believed to have infiltrated from across the border.

Previously, in one of the significant incidents since the abrogation of Article 370, terrorists attacked a bus carrying pilgrims from the Shiv Khori temple to Katra in Reasi on Sunday. The bus fell into a deep gorge during the attack, resulting in nine fatalities and injuring 41 others.

</excerpt>

The Indian stock market entered the Lok Sabha election season of 2024, there was an expectation that the current government would stay in power. Consequently, the market has already accounted for policy continuity.

Various opinion polls have predicted that the NDA will win between 315 and 329 seats, while none have forecasted a return of the INDI Alliance, with their projected seat wins ranging from 93 to 156.

Analysts suggest that improvements in macroeconomic variables and the government’s concentrated efforts on infrastructure development, coupled with fiscal prudence, have attracted investor interest in recent years.

Domestic equities have experienced increased volatility, and concerns over low voter turnout initially unsettled the markets. Although voter turnout is not a reliable indicator, it is expected to influence the seat count for Prime Minister Narendra Modi’s party, the Bharatiya Janata Party (BJP).

However, brokerage firm JM Financial noted that it did not find a clear trend between voter turnout and election results in the past.

Voter behavior varies in each election, influenced by the prevailing narrative at the time. For example, the NDA retained power in 1999 despite lower voter turnout, but lost to the Congress-led United Progressive Alliance (UPA) in the subsequent 2004 election, which also saw lower turnout.

“Generally, it is seen that increased dissatisfaction with the incumbent government or higher level of connection with the issues raised by a political party (challenger) tend to raise voter interest / turnout, which increases the chances of a change in government. None of the above scenarios is playing out in the current election,” JM Financial said.

Meanwhile, with the start of the election season, volatility in the Indian share market increased significantly.

JM Financial’s analysis of previous election periods showed that volatility typically rises at the beginning of elections and drops around the date of the results as uncertainty decreases. In line with this pattern, the firm believes that the VIX has peaked in this cycle and will likely decline until the results are announced, eventually returning to normal levels.

Assuming policy continuity, the brokerage firm anticipates robust gains following the election results on June 4th and suggests that any market dips should be viewed as buying opportunities.

How did the markets perform in the last five general elections?

JM Financial’s analysis of market returns during the last five general elections shows that overall stock market returns tend to be positive three months after the results. Sectorally, positive returns are generally observed across most sectors six months post-election.

Small and Midcaps (SMIDs) have consistently outperformed large caps in every timeframe following the results in past cycles. The brokerage acknowledges that this approach might average out individual sector performance and might not be replicable in the future. Due to concerns around a global slowdown affecting market performance in August 2019, analyzing returns post-2019 elections might not provide an accurate picture. Therefore, the brokerage looks to periods with similar market conditions, such as the 2014 general elections when equities were already performing well leading up to the elections.

JM Financial observed that during previous election periods, sectors such as Auto, Consumer Durables, and Healthcare outperformed the benchmark index. On a broader level, Small and Midcaps (SMIDs) consistently outperformed large caps.

What outcomes can be anticipated following the Lok Sabha election results?

JM Financial anticipates that the Indian stock market will experience robust gains following the election results and suggests that any declines should be considered as buying opportunities.

“Policy continuity will ensure that the government’s main focus will remain on infrastructure development and manufacturing, which will benefit sectors in Defence and Capital goods space. However, unlike in past periods, in this cycle we prefer Large caps over SMIDs in 2024 as we look for valuation comfort,” it said.

At the sectoral level, the brokerage firm identifies Private Banks and the Consumption sector as offering favorable valuations, expected to surpass the benchmark in the short term.

Presently, the Nifty is trading at a forward PE ratio of 20x, approximately one standard deviation from the long-term mean, a valuation it deems reasonable.

Following the election results, market attention is expected to turn towards the Union Budget, which is anticipated to be presented in July.

However, compared to the 2019 general elections, there was a decrease in turnout for all constituencies. Despite a dispute in Chhindwara, the polling across 13,588 stations was peaceful, stated the Chief Electoral Officer, Anupam Rajan.

</excerpt>

In February, Pakistan officially confirmed the temporary blockage of social media platform X due to national security concerns. Users in Pakistan have been experiencing difficulties accessing the platform since mid-February, coinciding with protests following allegations of election rigging made by the jailed former Prime Minister Imran Khan’s party.

The confirmation of the platform’s shutdown came from Pakistan’s interior ministry, revealed in a court submission on Wednesday. The ministry stated that the ban was imposed because X failed to comply with lawful directives from the Pakistani government and did not adequately address concerns regarding the misuse of its platform.

According to Reuters, “It is very pertinent to mention here that the failure of Twitter/X to adhere to the lawful directives of the government of Pakistan and address concerns regarding the misuse of its platform necessitated the imposition of a ban,”

In response to the ban, a Pakistan high court has directed the government to restore access to X within one week after more than two months of disruption. Moiz Jaaferi, a lawyer involved in challenging the ban, informed AFP that the Sindh High Court set the deadline for the government to withdraw its directive, with the implication of further legal actions if the ban is not lifted within the specified timeframe.

</excerpt>

Trinamool Congress MP Sagarika Ghosh has characterized the forthcoming Lok Sabha and Assembly polls as a “moment of truth” following the announcement of their dates.

“Why are these elections necessary? These elections are a moment of truth for us. Can we stick to one party, one leader, one language, one religion, one dress? Or do we want to preserve our federal, multi-faith and multi-cultural diverse democracy?” she said. “Remember that, vote wisely. Do we want to live in a time when our basic freedom is under threat?” she added.

Ghosh urged voters to choose wisely, highlighting the need to protect basic freedoms. The Lok Sabha elections will be conducted in seven phases starting from April 19, with the counting scheduled for June 4.

Additionally, Assembly elections will take place in Andhra Pradesh on May 13, and in Arunachal Pradesh and Sikkim on April 19. Odisha will witness Assembly polls in four phases on May 13, May 20, May 25, and June 1. Bypolls for 26 Assembly seats will coincide with the Lok Sabha polls. Nearly 96.8 crore eligible voters will cast their votes at over 12 lakh polling stations.

The elections will involve 10.5 lakh polling stations, 1.5 crore polling officials and security personnel, and 55 lakh EVMs. The seats include 412 General category seats, 84 SC seats, and 47 ST seats. According to Chief Election Commissioner Rajiv Kumar, approximately 49.7 crore male voters and 47.1 crore female voters are expected to participate in the polls.

</excerpt>

Karnataka Congress legislators, who were lodged at a private hotel in Bengaluru amid concerns of potential cross-voting in the Rajya Sabha polls for four seats, arrived at Vidhana Soudha in Bengaluru to cast their votes. This measure to house the MLAs in a hotel ahead of the Rajya Sabha polls was aimed at ensuring their unity. The legislators traveled together by bus to cast their votes.

In response to the Congress’ move, Karnataka Deputy LoP and BJP leader Arvind Bellad suggested that the ruling party of the state is uncertain about their votes. “We are confident of our votes, they (Congress) are doubtful of their votes and that is why they have kept their leaders in a resort,” Bellad remarked.

Regarding the ongoing elections, former Karnataka CM and BJP leader Basavaraj Bommai commented, “Wait till 5 o’clock in the evening…”

Five candidates are contesting the election: Ajay Maken, Syed Nasir Hussain, and G C Chandrashekar of Congress, Narayansa Bhandage of the BJP, and D Kupendra Reddy of the Janata Dal (Secular), or JD(S). Reddy’s unexpected nomination forced the polls for one of the seats. Each candidate needs 45 votes to win.

JD(S) and BJP are considering the option of persuading Congress MLAs to cross-vote, as the NDA nominee, D Kupendra Reddy, is currently short of four votes.

Earlier, the Congress had raised concerns that MLAs were being pressured to vote for Kupendra Reddy, leading to a complaint filed by a Congress delegation with the Bengaluru Police Commissioner.

In Karnataka, three Congress MPs and one BJP MP are retiring, and the outcome after the elections will remain the same. As per the current numbers in the Karnataka Assembly, the Congress is assured of three seats, and the BJP of one.

Each Rajya Sabha candidate needs at least 45 votes in the 224-MLA Karnataka Assembly to secure a seat. The Congress, with 135 MLAs, has enough votes to elect its three candidates, while the BJP, with 66 MLAs, can easily secure the election of its candidate, Narayansa Bhandage.

Combined with the 19 JD(S) MLAs, the BJP-JD(S) candidate Kupendra Reddy will need to secure the support of three Independents and persuade at least three Congress MLAs to cross-vote if he wishes to win.

In the 2022 Rajya Sabha polls, cross-voting by two JD(S) MLAs led to the surprising defeat of Reddy, who was then a JD(S) candidate.

Voting for 56 Rajya Sabha seats from 15 states, which are falling vacant in April, commenced on Tuesday. While 50 members will retire on April 2, six will retire the following day. Currently, out of the 238 members of the Upper House, 109 belong to NDA parties, while 89 belong to parties in the INDIA alliance.

Rajya Sabha MPs serve a six-year term, with elections being held every two years for 33 per cent of the seats. Presently, the Rajya Sabha has 245 members.

Rajya Sabha MPs are elected by MLAs through an indirect election using the system of proportional representation. Elections are often uncontested, with all party candidates winning.

This round of biennial elections will see 56 seats falling vacant. The BJP can secure 27 seats based on its numbers, and an additional seat with the support of the BJD in Odisha.

Mehbooba Mufti (PDP), and one more member from CPI(M) to also be announced.

He further said that four main committees have been formed in which members of all the political parties have been included.

</excerpt>

In a few weeks from now, India will head for elections in five states, and a few months thereafter, the countdown will begin for Lok Sabha elections due possibly around April 2024. Once again, there will be editorials in newspapers and heated debates on television centred on how it is necessary to have transparency in political funding in order to reduce corruption and curtail the privileges of donors. So much of political funding in the country is routed through, what is euphemistically termed, “black money”. Black money, or unaccounted for money, affects not only fairness in elections, but the nation’s economy since no tax is ever paid on it.
Typically, political parties will appoint a senior leader to oversee the transport, storage and distribution of funds. This senior politician will, in turn, delegate this task to one or more youngsters often associated with the youth brigade of the party. Although there is never a formal interview, the selection criteria for a suitable candidate(s) may include relevant criminal antecedents befitting a tough guy image. The candidate must also be a much-relied-upon chamcha of the senior politician with a “suitable” track record. The recruitment criteria are similar irrespective of whether the elections are being held at the state level or at the national level.
Candidates in the fray often use their own funds, but the party also supports them financially, because elections in India are an expensive business. The immediate task preceding the distribution of funds is to find storage of the cash at secure locations. Some years ago, during Assembly elections and parliamentary elections, it was rumoured that unoccupied flats and houses in Gurgaon were taken on rent for the purpose of storing money. Needless to add, such premises were guarded by security guards twenty-four seven. If such storage is difficult to find, political parties may even hire accommodation in hotels. Cases have been known of entire floors of big hotels, including five-star hotels, being booked by a political party for its use during elections. Most often, no one stays inside the rooms, despite their high per day occupation charges. The rooms are used only for storage. The key honcho in-charge may hold keys to several large suites holding large boxes stuffed with currency notes, rather like very large bank vaults.
A question arises here. When a money handler, especially if it is a person with criminal antecedents, gains access, albeit temporary, to all that money before it has all been distributed, will such a person not think of doing a run with some or all of it? Sure, they do, but there is also a thing as honour among thieves. Besides, the senior party boss to whom such a handler reports would have warned him that if he did any hera pheri (foul play) with this, big or small, he would be finished.
Men entrusted with the transportation and distribution of black money for use in elections often travel in air-conditioned cars, ferrying suitcases crammed with currency notes. Periodically, they stop at party district offices or at other locations to meet with the candidates and hand over funds designated for use in the election. Proper accounting is maintained, and meticulous records kept of who received how much and so on. It goes without saying that the man entrusted with this task does not travel alone. He may have close associates traveling with him, or adding a layer of extra security, and in order to prevent double-crossing, his boss may depute security guards who are with him constantly, day or night. These men will claim they are protecting him, but he will find out that he cannot get rid of them. While outdoors, they will even accompany him to the doorstep of public toilets whenever he goes for a pee.
The medieval world stays on. As children, we all heard stories about rooms in palaces stuffed with gold, diamonds, emeralds, pearls and other precious stones. Those belonged to the kings of yore. These days, political parties, not kings, keep houses and apartments full of hard cash instead. Instead of palaces, houses and bungalows constitute the new warehouses inside which instead of precious stones, black money to be used in elections is stored. Sometimes raids are conducted by central or state agencies. In past elections, money has also been recovered from private airplanes, cars and even ambulances (think Bollywood)! Not small seizures either, for in 2014, they collectively amounted to some $36 million (Rs 217 crore in cash). In 2019, there were reports that suspect cash, illegal liquor and drugs valued at over Rs 1,400 crore were seized since the Election Commission announced the parliamentary election schedule.
There is now an increasing awareness of this issue and if nothing else, at least lip service is paid to the idea of controlling the transport and use of black money. During election season, the Bureau of Civil Aviation Security (BCAS) has been known to issue directions requiring even VIPs flying by state-owned aircraft or aircraft owned privately or in chartered flights to have their luggage searched just the same way in which the luggage of ordinary persons was searched. In effect, this has stripped the political class of a method of transporting black money and large sums of cash quickly using aircraft. To be effective, it is not only the VIPs but even the VVIPs—persons granted security as a result of their status and security considerations—who would need to have their luggage subjected to search. It is worth mentioning that this would check not only the movement of black money, but also illegal weapons used in elections, revealing distortions to the democratic process through money power as well as organised violence. Meanwhile, the nation patiently awaits the day when elections will be cleaner and fairer.

</excerpt>

The INC’s sweeping victory in the state has certainly boosted its morale not only for the upcoming elections due in Rajasthan, Madhya Pradesh, Chhattisgarh, Mizoram and Telangana later this year, but also for the 2024 national elections.
The party currently only has absolute rule over four states in India (the party is a coalition member in other state governments), and the upcoming state elections will be a true test of its capability to perform in the 2024 elections.
While it might be too soon to talk about whether the INC’s victory in Karnataka will translate into gains atin the national level, it is clear that the new strategy the party adopted while moving away from its Gandhi vs Modi narrative against the BJP seems to have worked in its favour.
The Congress, which won both state elections in Himachal Pradesh and Karnataka this year, carried out campaigns which were rooted in local issues. In Himachal, the party focused on local issues of increasing unemployment, rising prices, poor administrative governance, and corruption allegations against the backdrop of alleged irregularities in police recruitment, teacher recruitment, and problems of farmers, helping it secure 48 out of the 60 seats in the Assembly. It followed a very similar campaign in Karnataka. However, it might be difficult for the party to replicate this campaign strategy in Rajasthan, Madhya Pradesh and Chhattisgarh, where it needs to address several issues before the states head to polls. In Rajasthan, for instance, party would have to address the potentially-damaging bickering between Chief Minister Ashok Gehlot and Sachin Pilot. Similarly, in the sensitive state of Chhattisgarh, the party has a formidable chief minister in Bhupesh Bhagel but also has several regional contenders for the top post, as per analysts.
In Madhya Pradesh, the party also faces a tough challenge in attempting to dethrone Shivraj Singh Chouhan, who remains popular despite allegations of scams.
In addition to this, when talking about the 2024 Lok Sabha elections, it is very important to remember that the Indian electorate votes very differently when it comes to national and state- level elections. Since 2014, the Iindian voters have continued to support the Narendra Modi-led BJP at the national level, even when it has sufferednt huge losses at the state level, including in 2018 in Madhya Pradesh, Rajasthan and Chhattisgarh as well as its loss at the hands of the Arvind Kejriwal-led Aam Aadmi Party (AAP) in Delhi. While the Congress’s strategy so far has worked in two states, it will be important to see if the party is able to overcome its internal factionalism, as well as establish a credible narrative and face to take on the BJP in 2024. The upcoming state elections might be a good indicator of the Congress’ true abilities.

In fact, West Bengal Chief Minister Mamata Banerjee gave this proposal to Bihar Chief Minister Nitish Kumar when he met her in Kolkata. In the meantime, Prime Minister Narendra Modi has convened the meeting of the council of the NITI Ayog at the end of this month. Most of the chief ministers are members of the council. As all of them will be coming to Delhi for the meeting, a proposal was mooted by the Congress that the opposition party meeting be held in the capital during that time, which may give a strong message to the countries about how opposition parties are gearing up for the Lok Sabha polls. It remains to be seen whether all the opposition parties’ chief ministers agree to that proposal or not.
