</excerpt>

The Election Commission of India on Friday claimed that the first visit of the Booth Level Officers (BLOs) to nearly 1.5 crore households in Bihar has been completed on Friday. It further said that over 87 per cent of enumeration forms, out of the total of nearly 7.90 crore electors who are enrolled as on June 24, 2025, have been distributed during the Special Intensive Revision (SIR) exercise being conducted in the state.

The Commission also stated that the remaining houses could be locked, or of dead electors, or of migrants or of those who may be travelling. “Since, the BLO shall be visiting three times to the houses of the electors during the exercise, these figures are likely to increase further,” it said. It said partially filled forms are also available for down- load on the ECI portal as well on ECINET App and the filled forms can be uploaded by the elector himself on ECINET App. Besides, 1,54,977 Booth Level Agents (BLAs) appointed by various political parties are also providing active support in the SIR process. It stated that as on July 2, BJP has appointed 52,689 BLAs, followed by 47,504 of RJD, 34,669 of JD(U), 16,500 of INC, 1,913 of Rashtriya Lok Jan Shakti Party, 1,271 of CPI(ML)L, 1,153 of Lok Jan Shakti Party (Ram Vilas), 578 of CPI(M), 270 of Rashtriya Lok Samta Party besides others such as BSP (74), NPP (3) and AAAP (1).

Each BLA can submit up to 50 certified forms per day. “Nearly five percent filledup and signed forms i.e. nearly 38 lakh forms have already been received by the BLOs who are working sincerely with the sole motto – Inclusion First, which has been repeatedly emphasized upon by the Commission,” it said. It also said that as per SIR, in order to get one’s name in the Draft Electoral Roll to be published on August 1, 2025, the strict condition for an elector is to sign and submit the pre-printed Enumeration Form before July 25, 2025. “Simultaneous verification of the uploaded forms has also been started,” it said, adding that “despite apprehensions by some quarters, SIR will ensure that all eligible persons will be included”. It also pointed out that based on the documents attached or not attached, with the signed Enumeration Form, “eligibility verification of each name included in the draft rolls will be done continuously after their receipt”. “Verification will start vigorously from August 2, 2025 onwards after publication of Draft Electoral Rolls.

On the basis of the published Draft of Electoral Rolls, Claims and Objections will be received from any political parties or any member of public August 2, 2025 onwards,” it said. It also said that the final electoral rolls will be published on September 30, 2025 and appeals can also be filed thereafter with the DM and the CEO. The poll panel has issued instructions to carry out a SIR in Bihar to weed out ineligible names and ensure all eligible citizens are included in the electoral roll, allowing them to exercise their franchise in the polls slated later this year.

</excerpt>

During the Election Commission of India’s presser to announce the 2025 Delhi election dates, Chief Election Commissioner (CEC) Rajiv Kumar captivated everyone with his poetic flair, using ‘shayari‘ or Urdu poetry to add a unique touch to the proceedings.
Speaking about the EVMs, Rajiv Kumar stated “There is no question of introducing a virus or bug in the EVM. There is no question of invalid votes in the EVM. No rigging is possible. High courts and the Supreme Court are continuously saying this in different judgments. EVMs are foolproof devices for counting. Allegations of tampering are baseless,” said CEC chief Rajiv Kumar.

</excerpt>

After the National Democratic Alliance on Sunday amended the Conduct of Election Rules, Congress president Mallikarjun Kharge slammed the Centre for undermining the integrity of the Election Commission of India (ECI).

He claimed the government is now stonewalling crucial electoral information despite a High Court order, in a post on X. Kharge also highlighted previous actions, such as the removal of the Chief Justice of India from the ECI selection panel.

Kharge called it a systematic conspiracy, “Modi Government’s audacious amendment in the Conduct of Election Rules is another assault in its systematic conspiracy to destroy the institutional integrity of the Election Commission of India. Earlier, they had removed the Chief Justice of India from the Selection panel which appoints Election Commissioners, and now they have resorted to stonewall electoral information, even after a High Court order,” he said.

Kharge’s X post:

Modi Govt’s audacious amendment in the Conduct of Election Rules is another assault in its systematic conspiracy to destroy the institutional integrity of the Election Commission of India.

Earlier, they had removed the Chief Justice of India from the Selection panel which… pic.twitter.com/c1u7pNdlif

— Mallikarjun Kharge (@kharge) December 22, 2024

“Every time the Congress party wrote to the ECI, regarding specific poll irregularities such as voter deletions and lack of transparency in EVMs, the ECI has responded in a condescending tone and chosen not to even acknowledge certain serious complaints. This again proves that the ECI, even though is a quasi-judicial body is not behaving independently. Modi Govt’s calibrated erosion of ECI’s integrity is a frontal attack on the Constitution and Democracy and we will take every step to safeguard them,” Kharge added.

This came in the wake of a recent Punjab and Haryana High Court directive in the Mahmoud Pracha vs ECI case, where the court ordered the sharing of all documents related to the Haryana Assembly elections, including CCTV footage under Rule 93(2) of the Conduct of Election Rules, 1961.

The amendment by the Centre now restricts public scrutiny of certain electronic documents, including CCTV footage, based on a recommendation from the ECI. The Union Law Ministry recently amended Rule 93(2) to specify which documents are open to public inspection.

However, a senior ECI official clarified that the candidate already has access to all the documents and papers, and no amendments have been made to the rules in this regard.

The ECI official noted that while the rule refers to “election papers,” it does not explicitly address electronic records. The ambiguity in the rule and concerns over potential misuse of CCTV footage inside polling stations, especially with advancements in artificial intelligence, prompted an amendment to safeguard voter secrecy and prevent its misuse.

The official emphasized that sharing CCTV footage inside the polling stations from sensitive areas such as Jammu and Kashmir or Naxal-affected regions could compromise voter safety. “Lives of voters may be at risk, and the secrecy of the vote must be protected,” the official stated. All other election-related documents and papers remain accessible for public inspection.

</excerpt>

The Delhi High Court has dismissed a petition seeking to annul the registration of the All India Majlis-e-Ittehadul Muslimeen (AIMIM) as a political party. The court upheld the Election Commission of India’s (ECI) decision to register AIMIM, rejecting claims that it violated legal and constitutional principles.

Petitioner’s Claims Against AIMIM’s Registration

The petitioner, Tirupathi Narshima Murari, challenged AIMIM’s registration on the grounds that the party’s constitution primarily seeks to promote the interests of a single religious community, Muslims. This, the petitioner argued, contravenes Section 29A of the Representation of the People Act, 1951, which mandates adherence to secular principles for political parties.

Murari claimed that AIMIM’s objectives violated the secular fabric of the Constitution and should disqualify it from being recognized as a political entity under Indian law.

Court’s Observations and Rationale

The court clarified that the requirements for a party’s registration under Section 29A of the Representation of the People Act, 1951, do not align with the petitioner’s interpretation. It noted that the alleged contraventions cited by the petitioner pertain more to the conduct during elections rather than the foundational principles of party registration.

The court also addressed the petitioner’s reference to Section 123 of the Act, which defines “corrupt practices” in the electoral process, including the disqualification of candidates. It ruled that these provisions are relevant only to election outcomes and disputes, not to the registration of political parties.

The bench emphasized that the issues of “corrupt practices” and disqualification under Section 8A of the Act are separate from the registration criteria laid down in Section 29A.

Based on these findings, the court dismissed the petition, concluding that the petitioner failed to substantiate his claims of non-compliance with legal requirements. The judgment reaffirmed the legality of AIMIM’s registration and rejected allegations of its violation of constitutional principles.

This decision marks another judicial validation of AIMIM’s status as a recognized political party in India.

Scrutiny of nominations will occur on October 28 and 30, with the withdrawal deadlines being October 30 and November 1. In Maharashtra, the Gazette notification will be issued on October 22, nominations are due by October 29, and the scrutiny will take place on October 30. The final date for withdrawal of candidacies is November 4. Senior citizens over 85 years old can vote from home.

The Maharashtra elections will be a significant contest between two major alliances: the ruling Mahayuti (comprising BJP, Shiv Sena, and NCP) and the opposition Maha Vikas Aghadi (including Congress, Shiv Sena UBT, and NCP-SP). In Jharkhand, the ruling Jharkhand Mukti Morcha-led alliance will face the BJP-led NDA, which nearly swept the Lok Sabha elections in the state.

Bypolls for 47 assembly seats and one Lok Sabha seat will take place on November 13, alongside Jharkhand’s first phase of elections. The remaining assembly bypoll for Kedarnath in Uttarakhand, along with the Nanded Lok Sabha seat in Maharashtra, will occur on November 20, coinciding with Maharashtra’s elections. The bypoll for Wayanad Lok Sabha seat, vacated by Congress leader Rahul Gandhi, who chose to retain Rae Bareli after winning both seats in the 2024 general elections, will be held on November 13.

</excerpt>

Despite widespread claims of anti-incumbency against the ruling BJP, the voter turnout in Haryana Assembly elections has reached around 67.90%, approaching the 68.20% turnout from the 2019 polls. The Election Commission of India (ECI) released the approximate figures on Sunday, reflecting a strong voter presence, particularly in rural constituencies, while urban areas lagged behind.

According to the ECI data, Ellenabad constituency represented by lone Indian National Lok Dal MLA Abhay Chautala saw the highest voter turnout of 80.61%, followed by Loharu, represented by Haryana’s Cabinet Minister JP Dalal, 79.66%. Other constituencies that reported a high voter engagement include Sadharua (78.65%), Jagadhari (78.34%), Ellenabad (78%), and Hathin (77.87%).

Constituencies like Dabwali (77.92%), Tohana (77%), Narnaund (76.30%), and Adampur (75.47%) also recorded a robust voter presence. These figures show that many rural areas witnessed a turnout of above 75%, indicating strong competition in the state’s key battlegrounds.

On the other hand, urban constituencies registered notably lower turnouts, with eight major urban areas reporting that over 40% of eligible voters did not cast their votes. Badkhal saw the lowest voter turnout at 48.25%, followed by 51.50% in Gurgaon, 52% in Tigaon, 53% in Faridabad, and 53.10% in Ballabgarh. Other low-performing constituencies included Karnal (56.37%), Sonipat (57.67%), Panchkula (59.37%), and Rohtak (59.96%). The contrast between high rural and low urban voter turnout has sparked concern among candidates and political analysts. Notably, several constituencies with prominent political figures saw mixed results. Besides, Ladwa, the constituency of Chief Minister Nayab Singh Saini, Uchana Kalan, the seat of Deputy Chief Minister Dushyant Chautala, Julana, being contested by Olympian-turned-politician Vinesh Phogat, and Narnaund, home to BJP’s Captain Abhimanyu and Rania of former minister Ranjit Chautala, all witnessed tough contests with voter turnouts around 75%. Election observers have suggested that the higher voter engagement in these key constituencies indicates the likelihood of intense political battles, with several predicting a tough competition as the main reason behind the elevated turnout.

The current voter turnout closely mirrors the 2019 Haryana Assembly election figures, despite the anticipated anti-incumbency wave. However, it still falls short of the state’s record turnout of 76.54% set in the 2014 elections, which saw the BJP secure a historic victory, winning 47 seats and forming the government without any alliance.
The Congress, which had governed the state previously, ended third, securing only 15 seats, while INLD won 19 seats in a fiercely contested election.

The voting process, which began at 7 am, is ongoing across the Union Territory and will conclude at 6 pm.

District-wise, Kishtwar reported the highest turnout at 56.86%, followed by Doda at 50.81%, Ramban at 49.68%, Kulgam at 39.91%, Shopian at 38.72%, Anantnag at 37.90%, and Pulwama with the lowest at 29.84%.

A brief disruption occurred at a polling station in Bagwan Mohalla, Kishtwar, due to a protest regarding voter identification. Kishtwar District Magistrate Rajesh Kumar Shavan addressed the situation, stating, “There was some confusion among people here, there was a crowd, and it has been resolved. The issue involved one person not having an identity card. The situation is normal, and voting has resumed.”

Meanwhile, Kashmiri migrant voters cast their votes under high security at the ITI College Campus in Jammu.

Political candidates were optimistic as they cast their votes. Rakesh Thakur, BJP candidate from Ramban, expressed confidence in his party’s victory, stating, “After the abrogation of Article 370, a lot of development has taken place in Jammu and Kashmir, and we have highlighted those works during the elections. The BJP government will be formed in Jammu and Kashmir.”

Jammu & Kashmir National Conference candidate from Banihal, Sajad Shaheen, also commented on the positive atmosphere, saying, “The public wants to vote for the regional party Jammu & Kashmir National Conference so that their regional issues can be addressed. We are getting a lot of support from the public, and I am hopeful of a thumping majority.”

The first phase involves 24 assembly constituencies across the Union Territory, including 16 seats in the Kashmir region and 8 seats in the Jammu region. The second and third phases of voting in J-K are scheduled for September 25 and October 1, with vote counting set for October 8.

The Election Commission ensures transparency with special polling initiatives.
</excerpt>

The stage is set for the first phase of the 2024 General Elections to the Legislative Assembly, with 23.27 lakh voters prepared to decide the fate of 219 candidates on September 18.

This phase encompasses 24 Assembly Constituencies across seven districts in Jammu & Kashmir. In the Kashmir Division, the districts include Anantnag, Pulwama, Shopian, and Kulgam, while Doda, Ramban, and Kishtwar are in the Jammu Division.

Among the key highlights, Pampore Assembly Constituency has the most candidates, with 14 contenders, while Srigufwara-Bijbehara has the fewest, with just three. To ensure a transparent election process, the Election Commission of India (ECI) has set up 3,276 polling stations, 302 of which are in urban areas and 2,974 in rural areas, with full webcasting at each station. Special provisions include Pink Polling Stations managed by women, booths staffed by specially-abled individuals and youth, green stations to promote environmental awareness, and 17 unique polling stations.

Voter Demographics and Participation Initiatives

The electorate includes 23,27,580 eligible voters, composed of 11,76,462 males, 11,51,058 females, and 60 third-gender voters. Of these, 5.66 lakh are young voters aged 18 to 29, including 1,23,960 first-time voters. Additionally, 28,309 persons with disabilities (PwDs) and 15,774 voters above the age of 85 will be participating in this phase.

District-wise, Anantnag leads with 6,67,843 registered voters across seven constituencies. Doda, with three constituencies, has 3,10,613 voters. Kulgam boasts 3,28,782 registered voters, and Pulwama accounts for 4,07,637 voters across four constituencies.

The Candidates

A total of 64 candidates are running in Anantnag, 45 in Pulwama, 27 in Doda, 25 in Kulgam, 22 in Kishtwar, 21 in Shopian, and 15 in Ramban. Pampore Assembly Constituency has the most contestants, with 14 candidates competing for the seat.

To enhance voter accessibility, the ECI has implemented initiatives such as specially-abled polling stations, booths managed by youth, and a voter-friendly schedule. Polling will take place from 7:00 AM to 6:00 PM across all constituencies.

With heightened security and stringent measures in place to ensure fair and transparent elections, Jammu & Kashmir is ready for the commencement of its legislative elections in this pivotal phase.

</excerpt>

The Election Commission of India (ECI) reportedly held a crucial meeting to consider rescheduling the upcoming polling day in Haryana after the BJP expressed concerns about the scheduled date of October 1. The BJP fears the timing coincides with an extended weekend that could negatively impact voter turnout, especially in the urban areas.
While the ECI is yet to announce a new date, sources indicate that a decision is imminent. A senior ECI official noted that the commission is working to select a date that would allow the results to be declared on October 4, as scheduled, alongside the Jammu and Kashmir election poll results.

Given the upcoming holiday list, the ECI faces two options: conducting the election on or before September 26, or postponing it until after October 7. The second option would require altering the counting schedule for Jammu and Kashmir as well. The senior official emphasized that any changes will be announced within a day or two to avoid further delays.

BJP Haryana president Mohan Lal Badoli has highlighted in a letter to the ECI that the October 1 date falls within a potential six-day break, which could discourage voter participation. He said September 28-29 are weekends, followed by holidays on October 2-3 (for Mahatma Gandhi Jayanti and Maharaja Agrasen Jayanti). A person taking leave on September 30 could effectively have a six-day holidiay, including polling day.
The BJP’s request has sparked mixed reactions among political rivals. While the Indian National Lok Dal (INLD) has supported the BJP’s demand, the Congress, Jannayak Janata Party (JJP), and Aam Aadmi Party (AAP) have criticized the move, accusing the BJP of attempting to manipulate the election schedule for its benefit.
Political observers speculate that the BJP’s opposition to the October 1 date stems from concerns that the extended holidays could lead to voter absenteeism, particularly among urban voters who may opt for vacations.

According to the 2011 census, Haryana’s urbanisation level was 28.9%, a figure that has likely risen with the expansion of the National Capital Region (NCR), with a large share of the state’s population moved to the major urban centers like Gurugram and Faridabad.
In the 2024 general elections, rural voter turnout in Haryana was 67.9%, compared to 57.9% in urban areas. Notably, while rural turnout dropped by around 3 percentage points from 2019, urban turnout saw a sharper decline of approximately 7 percentage points. After the Lok Sabha polls lower urban turnout had affected the Saffron party adversely in several states including Haryana, where it lost five out of ten Lok Sabha seats compared to its 2019 tally. As the ECI deliberates, political parties and aspirants are eagerly awaiting the final decision. Hoewer, this uncertainty has also stalled the candidate announcements, with the Congress Screening Committee postponing its scheduled meeting on Monday.

</excerpt>

The Election Commission of India has released results of 2024 Election for 542 of the 543 Lok Sabha constituencies, indicating a victory for Prime Minister Narendra Modi’s Bharatiya Janata Party (BJP) and its allies in the National Democratic Alliance (NDA). With the BJP winning 240 seats, falling short of the majority mark, the NDA, with the support of key allies, clinched the necessary seats to form the government for a third consecutive term.

Despite facing setbacks in three Hindi heartland states, the BJP emerged as the single largest party in 2024 Election results, with candidates rallying behind the leadership of Prime Minister Modi. The party’s performance, however, saw a dip compared to its landslide victories in 2019 and 2014, winning 303 and 282 seats respectively. This time, the BJP required the backing of allies within the NDA to secure a majority.

The Congress, part of the opposition INDIA bloc, made gains by securing 99 seats, a significant increase from the 52 seats it won in 2019. The party’s success was notable in states like Rajasthan and Haryana, where it chipped away at the BJP’s share.

In Uttar Pradesh, the Samajwadi Party buoyed the INDIA bloc’s prospects by securing 37 seats, while in West Bengal, the Trinamool Congress (TMC) outperformed its 2019 tally, winning 29 seats. The BJP, although making strides in the state, fell short of its expectations, securing 12 seats compared to the 18 it won previously.

The election results deviated from the landslide victory projected by exit polls, indicating a more balanced outcome. With over 640 million votes cast, the Indian general elections stand as the largest democratic exercise globally, conducted over seven phases from April 19 to June 1.

The stage is set for Prime Minister Narendra Modi to embark on his third term, with the BJP-led NDA poised to govern the world’s largest democracy amidst evolving political dynamics and challenges.

</excerpt>

While India is an exciting democracy with over half a billion voters in the country, let us take a closer look at one of the most subtle yet crucial features of the voting process: the indelible ink. This thoroughly planned and developed solution has indeed shaped the course of the nation’s electoral process providing a strong signal against electoral frauds and representing an indelible proof of the change that each voter intends. The origins of the indelible ink can be traced back to the nascent days of independent India’s first general elections in 1951-52. The Election Commission of India (ECI) realized the importance of protection of the largest and most popular democracy in the world and thus sought the help of the Council of Scientific & Industrial Research (CSIR) to provide it with a special ink that could be used in voting such that it could not be washed off with water or easily rubbed off. The following vision alignment led to the creation of a solution that would solidify the belief in free and fair elections.

The indelible ink used is a standard water-soluble formulation one of the main components of this ink is silver nitrate. This insoluble, odorless solid turns a vivid shade of blue when subjected to ultra-violet light and is therefore used as an indelible ink, making a conspicuous mark on the finger of the voter. The requisite proportion of silver nitrate is mixed in a way that achieves the optimal mean between quality and durability, and which, when applied to the polling mark, results in a highly lasting and luminous brand that discourages fake voting. The ink, in an attempt to make its function more effective, includes a solvent such as alcohol which speeds up the drying process and also makes the mark more or less permanent depending on the kind of surface on which the mark was made. The preparation is complicated and emulates a recipe – the chemical composition of the ink however has a guarded procedure, much like the formula – to keep it free from tampering or misuse.

The use of indelible ink is provided in the Representation of the People Act (RoPA), 1951 which is a critical legal framework of the electoral process in the country. Section 61 of the Act however authorizes ECI to make rules for using indelible ink to mark the thumb or any other finger of every elector who applies for ballot paper or papers for the purpose of voting at a polling station before delivering such paper or papers to him. This legal provision underscores the ink’s pivotal role in preventing multiple voting and ensuring the credibility of the electoral process. It has been noted that the use of indelible ink has changed over the years to ensure that it is more visible to voters and effective. The mark was made primarily on the base of the forefinger during the first general elections. In 1962 at the third general elections, the mark was carefully moved to just above the root of the nail on the skin where it is more visible and less susceptible to fading or accidental removal.

Since 1962, Mysore Paints & Varnish Ltd., a Karnataka Government Undertaking, has been entrusted with the sole responsibility of manufacturing the indelible ink in India. The ink is produced in small 10ml vials, with an estimated 26.5 lakh vials required for the 2024 Lok Sabha elections alone, a testament to the scale and complexity of the logistical operation. The distribution of the indelible ink is a highly organized and well-coordinated exercise carried out by the ECI to ensure that this crucial resource reaches every polling station in the country without fail, including the most remote and inaccessible areas. This enormous step is proof of the Indian electoral system’s dedication to promoting democracy and eliminating dishonest, manipulative tactics.

The use of indelible ink has not been limited to India only as it has gained global appreciation and recognition. Its success in enhancing electoral credibility has made it to be exported to over 25 countries globally including Canada, Ghana, Nigeria, Mongolia, Malaysia, Nepal, South Africa, Maldives, and so on. Even though the application procedures may differ from one country to another, the ink has helped in the suppression of fraudulent practices in voting and therefore free and fair elections, hence the enhancement of the democratic process across the globe.

The effects of indelible ink on the environment such as during the production process as well as its disposal are still under investigation. Even though the ink is water soluble and biodegradable, there are still environmental concerns over the process of producing the ink and disposing of the used vials. Initiatives towards making the ink sustainable during its production, distribution, and final disposal are being made so that this essential commodity of democracy is made available without causing any harm to the environment.

The use of indelible ink is clear evidence that India is not ready to compromise the fundamental principle of democracy and the electoral process. Used for over seventy years, it became a symbol of the nation’s and its people’s commitment to fairness and free elections. As India sets an example for the rest of the world in the process of democracy, the indelible ink has vested itself as an embodiment of the imprint that every citizen casts towards the future of the country. Through continuous innovation, technological advancements, and a steadfast commitment to upholding the highest standards of electoral integrity, the indelible ink will undoubtedly continue to play a vital role in preserving the integrity of elections, cementing India’s status as a bastion of electoral democracy for generations to come.

</excerpt>

Even though the seventh and the last phase of the 2024 Lok Sabha election is yet to take place, the focus has shifted on to the Election Commission, which must now ensure that the outcome is declared on time, and with the pre-requisite transparency. The EC has been under the radar for the past several weeks, and the opposition parties have accused it of being partial towards the ruling dispensation and its leaders, by ignoring many obvious violations of the model code of conduct. On the other hand, Union Home Minister Amit Shah has lashed out at the Congress and Rahul Gandhi for attempting to make an issue about the EC’s functioning “since they could see an impending defeat’’.

However, the EC has unnecessarily raised doubts over even simple matters like making available the voting figures. It has been under fire for increasing the percentage after a lapse of a few days and thus, must come clean before the people. In the past, no Election Commission has faced so much of criticism and the present body is virtually a one man show with the Chief Election Commissioner calling the shots. Two other ECs were appointed midway through the election process, and are merely guest artists. According to previous Election Commissioners, it takes up to one year for any new inductee to be completely acquainted with the functioning of the institution. Therefore, even if the two new ECs have had a considerable experience of serving in various capacities, their new role would take time for them to understand. Several petitions have been filed in the Apex Court and significantly, the ruling in one such matter has added some crucial safeguards in order to satisfy the people who doubt the working of the EVMs.

The Court has now stated that two loosing candidates could ask for a verification of the micro-controllers in five percent of the EVMs in specific booths. It has also been ordered that symbol loading units are to be kept in safe custody for 45 days after the declaration of the results. The present ECI has to rise to the occasion and ensure that there were no doubts raised over its functioning. This was most essential since the people by and large have full faith in the impartiality of the EC. The EC, has in the past, done some exemplary tasks and even its worst critics cannot deny that by holding the polls in the largest democracy of the world, the body has performed much above expectations. In the ongoing elections, the EC has turned a blind eye to many acts of transgression and this would be difficult to explain. It has not dealt with opposition and ruling party leaders in a uniform manner and many high dignitaries have escaped strictures for indiscreet comments for reasons best known to the Election Commissioners.

What needs to be understood is that when any officer occupies any position of authority, he or she has no option but to protect the sanctity and the prestige of that office. This matter was presented very aptly by noted writer Munshi Prem Chand in his book, “Panch Parmeshwar’’ where the sanctity of the position is demonstrated through a vice nice story involving two friends, Algu Chaudhury and Jamman Sheikh. It is certainly not an easy task to hold elections where the electorate exceeds 100 crores and satisfy all stake holders. However, this challenge has been accepted by the Election Commissioners of the past, and by and large, they delivered. In the present situation where the poll is extremely divisive and there are sharp differences amongst the participants, the Election Commission has to rise to the occasion. The doubts which have often been expressed by many opposition leaders relate to tampering of machines. Even when the Congress was in power, many BJP leaders held press conferences to claim that the EVMs could be tampered. However, once the government changed, these people also changed their opinion. So far there has been no evidence regarding the tampering of the EVMs but certain patterns are often spoken about to substantiate the charge. In 2019, those opposed to the BJP had claimed that a team of techies at a five-star hotel in the aero city, had manipulated certain percentage of votes in as many as 167 constituencies.

This was very far-fetched and obviously no one was able to establish that such a thing had happened. It is very evident that those who lose, resort to complaining and never complain if they win. Even when the ballots were in use, there were some Jana Sangh leaders who had accused Indira Gandhi in 1971, of bringing in some special ink from the then Soviet Union to manipulate the outcome. Naturally nothing came out of the charges and they ceased with the passage of time. In the current surcharged atmosphere, it is being alleged that the ground is being prepared through exit polls and opinion polls to allow the BJP to win. This is most ridiculous and those who are claiming this must have the courage to prove they accusations. It is certainly not easy to tinker with the EVMs and with so many people involved in the election process, the tampering is almost impossible. Nevertheless, the Election Commission and those working for it from the top to bottom must make sure that after the outcome, there is no room for any doubts regarding the working of this august body.

</excerpt>

As voting for the fifth phase of the 2024 Lok Sabha elections commenced on Monday morning across 49 parliamentary constituencies, Bahujan Samaj Party (BSP) chief and former Chief Minister Mayawati cast her vote in Lucknow. Speaking to the media, she emphasized that political parties should focus on development and the welfare of the people.

Mayawati was among the first political leaders to vote in Lucknow, arriving at the polling booth at 7 a.m. “I appeal to everyone to come out and cast their votes… I request all political parties to prioritize the issues of development and the welfare of the people. Whether it is the BJP or Congress, all the parties say that they are forming the Govt but everything will be clear when the results are announced,” said Mayawati.

When asked about the possibility of change in this election, she responded, “I am hopeful that there will be a change (in power) this time. I can sense that the public is silent and they are seeing all of this…”

The BSP has chosen to contest these elections independently, unlike the 2019 Lok Sabha polls when it allied with the Samajwadi Party.

Voting began at 7 am and will continue until 6 pm, with those in line by the closing time still allowed to vote. The Election Commission of India (ECI) noted that polling for 35 assembly constituencies of the Odisha legislative assembly would also occur simultaneously on Monday. According to the ECI, over 8.95 crore voters, including 4.69 crore males, 4.26 crore females, and 5409 third-gender electors, will decide the fate of 695 candidates in this phase.

Key contests will take place in various constituencies during this phase. Leaders such as Rahul Gandhi, BJP leaders Rajnath Singh, Smriti Irani, Rajiv Pratap Rudy, Piyush Goyal, Ujjwal Nikam, Karan Bhushan Singh, LJP (Ramvilas) chief Chirag Paswan, JKNC chief Omar Abdullah, and RJD leader Rohini Acharya are seeking electoral success. The eight states/UTs voting in Phase 5 are Bihar, Jammu and Kashmir, Ladakh, Jharkhand, Maharashtra, Odisha, Uttar Pradesh, and West Bengal.

Cities like Mumbai, Thane, and Lucknow are also voting in this phase, historically marked by low urban voter turnout. The Election Commission has specifically urged these urban residents to improve their participation.

Of the 49 Lok Sabha seats, 14 are in Uttar Pradesh, 13 in Maharashtra, 7 in West Bengal, 5 in Bihar, 3 in Jharkhand, 5 in Odisha, and one each in Jammu and Kashmir and Ladakh. To ensure a peaceful voting process, 2,000 flying squads, 2105 static surveillance teams, 881 video surveillance teams, and 502 video viewing teams are monitoring the 94,732 polling stations around the clock.

They are trying to have a slow polling process. I want to urge the people, media, and the Election Commission to strengthen the process and ensure transparency… For the first time, new voters of Kashmir are coming out to vote. We should take it positively and the government should encourage the process rather than trying to derail it… Violence has reduced in the last five years but the way the government facilitates voting plays a major role…”

The ECI has directed the microblogging website to take down the post immediately. This decision came after BJP Karnataka did not remove the post as instructed.

The contentious post, uploaded on May 4 by the state BJP unit, featured an animated video targeting Congress leader Rahul Gandhi and Karnataka Chief Minister Siddaramaiah over the reservation issue. Despite a complaint filed by the Congress party to the Election Commission on May 5, alleging an intent to incite violence, BJP Karnataka did not comply with the Chief Electoral Officer’s order to remove the post.

Subsequently, the High Grounds police in Bengaluru filed a case against BJP national president JP Nadda, IT cell head Amit Malviya, and state president BY Vijayendra under relevant sections of the Indian Penal Code. Karnataka is conducting Lok Sabha elections for 28 seats in two phases, with the voting for the remaining 14 seats underway today. The counting of votes is scheduled for June 4. In the 2019 elections, BJP secured a significant victory in the state, winning 25 out of 28 seats, while Congress and JD-S, in coalition, managed to secure only one seat each.

</excerpt>

In a historic move towards greater inclusion and empowerment, India’s 2024 General Elections witnessed enthusiastic participation from the country’s Particularly Vulnerable Tribal Groups (PVTGs) and other tribal communities. The Election Commission of India (ECI) has been making concerted efforts over the past two years to ensure their enrollment as voters and facilitate their participation in the democratic process, recognizing the importance of their representation in the nation’s electoral landscape.

During the Special Summary Revision for updating electoral rolls ahead of the 2024 polls, the ECI conducted special outreach camps across states where PVTGs reside, with a focused approach to enroll these often marginalized communities as voters. These targeted endeavors bore fruit, with heartwarming scenes of tribal groups actively taking part in the first and second phases of the General Elections at polling stations across various states and union territories.

One of the most remarkable achievements was the Shompen tribe of Great Nicobar exercising their right to vote for the first time in a General Election, marking a significant milestone in their inclusion in the electoral process and their journey towards greater political representation.The ECI’s initiatives were not limited to voter registration alone. In several states, unique measures were adopted to encourage and facilitate tribal voter turnout, recognizing the cultural and logistical barriers that may have prevented their participation in the past.

For instance, in Madhya Pradesh, where the Baiga, Bhariya, and Sahariya tribes reside, tribal theme-based polling stations were set up to welcome these voters, creating an environment that celebrated their cultural identity. The enthusiasm was palpable as tribe members arrived early in the morning, waiting patiently for their turn to cast their ballots, ensuring their participation in this great festival of democracy.

In Karnataka, home to the Jenu Kuruba and Koraga PVTGs, the office of the Chief Electoral Officer, in association with social and tribal welfare departments, ensured 100% enrollment of eligible PVTGs. District and assembly constituency-level tribal welfare committees were formed, meeting regularly to ensure enrollment and enhance electoral awareness among these communities. Forty polling stations were established with unique tribal themes, drawing these voters to the polls on election day.

Kerala witnessed inspiring feats, such as the Kurumba tribal voters who walked for hours through dense forests to reach accessible areas where transportation was provided to facilitate their journey to polling booths in the Mukkali region of Silent Valley. Many elderly tribal voters, aged 80 and 90, exemplified their commitment to democracy, serving as an inspiration to many. Among the 817 voters, 417 were female, highlighting the participation of tribal women in the electoral process.

Odisha, home to 13 PVTGs including Paudi Bhuiya, Juang, Saura, and Lanjia Saura, achieved 100% enrollment of all eligible PVTGs through significant efforts and registration drives. Awareness activities were conducted periodically, and voter education content was created in local dialects using traditional folk arts and community engagement methods. Additionally, 666 theme-based polling booths were set up in their areas, removing logistical barriers and ensuring the voting process was within their reach.

Similar initiatives were undertaken in states like Bihar, Jharkhand, Gujarat, Tamil Nadu, and Chhattisgarh, where special campaigns, voter education programs, and logistical arrangements were made to ensure the inclusion and participation of PVTGs and tribal communities in the electoral process.

The ECI’s focused outreach and interventions to enroll and empower PVTGs as proud voters have indeed yielded positive results, marking a significant step towards greater representation and inclusivity in India’s vibrant democratic landscape. By breaking down barriers and celebrating the diversity of tribal communities, the 2024 General Elections have set a precedent for inclusive and participatory democracy, where every voice is heard and every vote counts.

</excerpt>

Following the Election Commission of India’s notice regarding alleged violations of the Model Code of Conduct by Prime Minister Narendra Modi and Congress leader Rahul Gandhi, the BJP has requested a week, while the Congress has asked for an additional 14 days to respond.

The ECI, citing Section 77 of the Representation of the People Act, has tasked party presidents with initial responsibility for controlling star campaigners. Both national presidents were required to respond by 5 pm today, but sources indicate that both parties have sought extensions.

The Election Commission emphasized the need for parties to take primary responsibility for the behavior of their candidates, particularly star campaigners, noting the seriousness of campaign speeches by high-ranking individuals.

The BJP accused Rahul Gandhi of falsely claiming a rise in poverty and urged strict action against him. Additionally, they accused him of perpetuating a North-South divide based on language and region.

Meanwhile, the Congress lodged a complaint against Prime Minister Narendra Modi for alleging at a rally in Rajasthan that the Congress aimed to redistribute public wealth to Muslims.

The Congress memorandum proposed disqualifying candidates who attempt to divide Indian citizens, regardless of their stature or position, as the only suitable response to allegations of corrupt practices.

“The BJP is helping big businessmen while the INDIA alliance and SP will help the poor,” Akhilesh Yadav declared during his speech at the event. The Constitution is being saved by this election as well. The BJP wants to finish the Constitution, as you surely have seen.

Yadav emphasized the criticality of preserving the Constitution, reminding that its erosion would lead to the loss of our voting rights. He urged voters to pledge to safeguard the Constitution bestowed by Dr. B.R. Ambedkar, which guarantees our rights, dignity, and reservations. Yadav remarked, “Today, individuals tainted with corruption find shelter within the BJP’s ranks.” He further suggested that those who frequently accuse others of promoting nepotism are themselves apprehensive of the PDA family, encompassing Dalits, minorities, and marginalized communities.

In the second phase, spanning 13 States/Union Territories and encompassing 88 Lok Sabha constituencies, including 13 in Rajasthan, 20 in Kerala, eight in Maharashtra and Uttar Pradesh, five each in Assam and Bihar, six in Madhya Pradesh, three each in Chhattisgarh and West Bengal, and one each in Tripura, Manipur, and Jammu & Kashmir, voters will have the opportunity to cast their ballots comfortably, with weather conditions expected to remain normal.
