</excerpt>

The Election Commission (ECI) has dismissed the Congress’ allegations of discrepancies in voter data in the Haryana Assembly Elections 2024, claiming it is not possible to change the actual polling figures and the commission has provided all the information to contenders.

The Commission clarified that all details related to voting are recorded in the statutory Form 17-C, which is made available to the authorised agents of the candidates at the time of close of polling.

“The Commission is not legally bound to publish the total polling figures at the level of any constituency, state or election phase as the record of voting is recorded in Form 17-C at each polling station. This form is prepared by the Presiding Officer and signed by the polling agents of the candidates. The Presiding Officer provides a ‘True Copy of the Count of Votes’ recorded in Form 17-C (Part-1) to each polling agent,” the Election Commission said in a statement.

The committee constituted under the chairmanship of Congress leader Karan Dalal while probing the alleged rigging and irregularities in Haryana Elections 2024 had alleged “massive disparity” in the figures of votes polled and votes counted.

In this context, the Commission said that “the figures and trends appearing on the Voter Turnout App were being used, either deliberately or due to misunderstanding, to cast doubts on the credibility of statutory electoral processes.”

The Election Commission also admitted that there could be discrepancies in the figures of votes counted and votes cast citing some points including that the EC not counting the control unit of a polling station in a situation when the margin of victory is more than the votes polled at that polling station Inclusion of mock poll data in the Electronic Voting Machine (EVM) (if not removed).

Also the test vote data not removed from the EVM count and the errors in incorrect reporting and entry of data, could also led to the discrepancies in the figures of votes counted and cast vote. Reacting to the allegations of lack of transparency the EC stressed that the transparency is ensured at every stage of the statutory process and voting and appropriate steps are taken to avoid any misunderstanding.

The EC’s reaction came after the Congress Fact-Finding Committee headed by former minister Karan Dalal in its interim report on the BJP’s victory and Congress’ unexpected defeat in the Haryana Assembly elections blaming the BJP, EVM and the Election Commission (EC) for the electoral rigging.

The committee alleged that the BJP influenced the election results in the state by manipulating EVMs in at least 27 urban assembly constituencies.

</excerpt>

The Supreme Court has reiterated that the Ajit Pawar-led faction of the Nationalist Congress Party (NCP) must include a disclaimer when using the party’s “clock” symbol, as previously directed. This decision came during a hearing on Thursday, as reported.

A three-judge bench, headed by Justice Surya Kant, reviewed a plea filed by the faction led by Sharad Pawar, which accused the Ajit Pawar group of not complying with the court’s earlier order regarding the use of a disclaimer.

Fresh Undertaking Required

The court issued notice to Ajit Pawar and others, seeking their response to the plea. It also directed the faction to submit a fresh undertaking, confirming that they would adhere to the March 19 and April 4 orders, which mandate public notices indicating that the use of the “clock” symbol is subject to ongoing legal proceedings. This compliance is particularly significant during the upcoming state assembly elections.

Justice Surya Kant warned the Ajit Pawar faction against violating the court’s directives, stating that failure to comply could lead to suo motu contempt proceedings.

Context of the NCP Split

The dispute originates from a split within the NCP in July last year, with the party dividing into two factions led by Sharad Pawar and his nephew Ajit Pawar. The split followed internal disagreements, with the Ajit Pawar faction later joining the ruling coalition with the Bharatiya Janata Party (BJP) and Maharashtra Chief Minister Eknath Shinde’s Shiv Sena.

In February 2024, the Election Commission of India (ECI) recognized the Ajit Pawar-led faction as the legitimate NCP and granted them the right to use the original “clock” symbol. Sharad Pawar has since challenged this decision in the Supreme Court.

</excerpt>

The Election Commission (EC) on Saturday ordered the immediate removal of Acting Jharkhand DGP Anurag Gupta, citing a “history” of complaints against him during past elections.

According to PTI, the decision to remove Gupta was made due to complaints and prior actions taken against him in earlier elections.

Jharkhand‘s polls are scheduled to be held in two phases, on November 13 and 20. Until a new DGP is appointed, the state’s senior-most officer at the DGP level will take charge.

The state government has been directed to submit a list of senior IPS officers by October 21 for the EC to appoint Gupta’s replacement. A compliance report on his removal is expected by this evening.

Previous Allegations Against Gupta

Gupta faced scrutiny during the 2019 Lok Sabha elections when the EC relieved him of his role as ADG (Special Branch) after the Jharkhand Mukti Morcha (JMM) accused him of bias. He was reassigned to Delhi and restricted from returning to Jharkhand until the elections were concluded.

Additionally, during the 2016 Rajya Sabha elections from Jharkhand, Gupta was accused of misuse of power while serving as an additional DGP. Following an EC inquiry, a charge sheet was filed, leading to a departmental investigation.

Currently, JMM holds the majority in the Jharkhand Assembly with 30 seats, followed by the BJP with 25 and Congress with 16.

</excerpt>

In the past several years, the Congress has perfected the art of snatching defeat from the jaws of victory. The recently held Haryana polls were no different when everything was in the party’s favour, from perception to the ground level realities, but because of reasons, which are clear by now, the Congress lost the battle to the BJP, ensuring that the Saffron Brigade scored a hat-trict. However, full credit should be given to the BJP for this historic victory since it entailed superior strategy and some very cleaver electoral moves. The Congress has accepted the verdict under protest and has taken the matter to the Election Commission alleging that there had been tampering of the EVMs in multiple constituencies leading to the outcome which went against its nominees.

This unsubstantiated charge even if it is true, shall lead nowhere, since the result would stand. In the absence of any evidence, the ECI is sure to reject the claims. The Congress High Command which should be viewing its own role in the entire election is now ready to once again introspect in order to ascertain the reasons for this unexpected result. The supreme irony is that those responsible for the developments would themselves be looking for the factors that contributed to the debacle. On paper, the Congress and the BJP have an identical vote share but in reality, the number of seats the BJP has won is much more than that of its rival. The Congress High Command should first introspect and find out why it was unable to mollify rebels who were in the fray; in at least 18 constituencies, the dissidents polled more than the difference in the winning margins between the BJP and the Congress. In other words, had steps been taken to address this issue, the outcome would have been in favour of the grand old party. One fails to understand why after every election, the Congress undertakes the same exercise and continues to make the same mistakes even after knowing fully well what went wrong.

The BJP also had its rebels but they managed them better and they also ensured that the Congress dissidents did not withdraw themselves in the middle of the battle, thus enabling it to win yet another time. It is a fact that the BJP was on the defensive and was unable to make the election into Jats versus non-Jats. The mood of the people was for a change and all indicators pointed to a Congress win. Despite all these limitations, the BJP won in the end, largely because the Congress had no strategy to back its plans. The High Command needs to examine the role of its observers and the general secretary in-charge, who when the process was at its peak, chose to admit himself in the hospital. Despite the lack of support he was receiving, full marks to former Chief Minister Bhupinder Singh Hooda, who single handedly carried the battle into the enemy camp. He did so even as his opponents within the party like Kumari Selja, were giving avoidable statements to the media, claiming that they were being ignored. Obviously, Selja was being encouraged by some of the senior leaders who instead of admonishing her for making statements that were likely to affect the prospects of its candidates, preferred to remain silent themselves. On the day when Hooda landed his Helicopter in Sirsa (her constituency) to campaign, she was present at a function to mark the centenary of a leading newspaper in New Delhi.

There are reports that all the candidates recommended by Selja and by KC Venugopal, general secretary in-charge of Organization, lost. The media department was also virtually defunct and if the Congress message through Hooda’s interviews and bytes was carried throughout the state, it was due to his own set-up; his key aide, Shiv Bhatia, worked round the clock to spread the party’s programe in the media. The AICC media cell was busy with other things and its role was minimal, something which needs to be also examined by the so-called fact-finding committee. It should also be ascertained how many times did Ashok Gehlot, the party observer for Haryana visit the state along with his colleagues during the elections. Although the blame game has commenced, it is unlikely to lead anywhere.
The same or perhaps even greater mistakes would be committed during the Maharashtra polls, where the Congress would be now bargaining from a defensive position rather than a superior one. This would have been so, had it won in Haryana. The Congress president Mallikarjun Kharge needs to take immediate steps to rectify the situation. He must without any delay appoint a political secretary, who is well versed with the national situation instead of leaving it on someone like KC Venugopal, who has failed in his job. He should also have a more responsible media head, who reacts to political developments in a political manner and on time. There needs to be a party overhaul of some departments, and the pending proposal to revive the Parliamentary Board must be again reconsidered. There are commentators who are claiming that there were BJP sleeper cells or moles within the Congress. This matter should not be dismissed but properly examined by the High Command to ascertain if there was any truth in these allegations. The elections may have also marked the final battle of Bhupinder Singh Hooda, whose nine and half years tenure as the Chief Minister (2005 to 2014) was arguably the best by any CM in the State that shall be celebrating the 58th anniversary of its formation on November 1. Time for Kharge and Gandhis to wake up.

Regional Turnout Statistics

Polling is taking place across 40 constituencies in seven districts of the Union Territory, with varying turnout percentages reported across different regions:

Polling Details and Security Measures

Voting commenced at 7 AM and will conclude at 6 PM, with strong security measures in place to ensure a smooth and peaceful electoral process. The current phase involves voting in 24 constituencies in the Jammu division and 16 constituencies in the Kashmirt region.

This election is significant as it is the first since the abrogation of Article 370, which granted special status to Jammu and Kashmir. The first and second phases of the election saw voter turnouts of 61.13% and 57.31%, respectively.

In the third phase, 415 candidates are contesting, including notable figures like former Deputy Chief Ministers Tara Chand (Congress) and Muzaffar Hussain Beig. The elections feature a multi-party contest for 90 seats across the former state, with major alliances formed among parties: the National Conference (NC) and Congress have allied, while the People’s Democratic Party (PDP) and Bharatiya Janata Party (BJP) are key competitors.

High-profile leaders such as Prime Minister Narendra Modi, Union Home Minister Amit Shah, and Rahul Gandhi conducted extensive campaigning leading up to the elections.

The counting of votes is set for October 8, as anticipation grows regarding the outcome of these crucial elections.

Pulwama district reported the lowest voter turnout in the first phase of the assembly polls, with only 36.90% of eligible voters casting their ballots. The overall voter turnout across the Union Territory stands at 50.65%.

Voting began at 7 AM and will continue until 6 PM across Jammu and Kashmir. Earlier, polling was briefly halted at Bagwan Mohalla in Kishtwar due to a protest over voter identification issues.
In the political arena, BJP’s J-K incharge and Party National General Secretary Tarun Chugh praised Prime Minister Narendra Modi for the public’s high turnout and enthusiasm, attributing it to Modi’s visits to the Union Territory. BJP’s Kishtwar candidate Shagun Parihar criticized opposition candidates from the PDP and National Conference, accusing them of attempting to undermine her with allegations of playing the victim card.

</excerpt>

The Election Commission of India (ECI) has issued a show-cause notice to the Haryana BJP for posting a campaign video on X (formerly Twitter) that featured a child, which violates ECI guidelines. These guidelines, based on the Child Labour (Prohibition and Regulation) Act, strictly prohibit the involvement of children in any election-related activities, such as rallies, distributing posters, or performing in campaign videos. The notice was addressed to the state president of BJP Haryana, demanding immediate corrective action, with a response deadline of 6 pm on August 29.

According to ECI rules, political parties are barred from involving children in any form of campaign activities, including rallies, slogan shouting, or promotional videos. Leaders and candidates are not allowed to use children in campaigns, whether by having them participate in rallies, ride in campaign vehicles, or perform in any capacity. The use of children to convey political messages, either through spoken words, songs, or symbols, is also forbidden. However, if a child is merely present with their parent or guardian near a political leader without participating in campaign activities, it does not violate these guidelines.

With the Model Code of Conduct now in effect in Haryana, the state is gearing up for its 90-member Assembly elections on October 1, with results to be announced on October 4. In the previous assembly elections, the BJP formed a coalition government with the Jannayak Janta Party (JJP), though the alliance later dissolved over disagreements on seat-sharing for the Lok Sabha elections. The BJP has since secured its government with the support of Independent MLAs.

</excerpt>

The Election Commission of India (ECI) has instructed Haryana’s recruitment commissions to withhold the announcement of results for ongoing government recruitments until the completion of the upcoming Assembly elections.

However, the recruitment processes already initiated by the government have been permitted to continue with the recruitments initiated before the imposition of the Model Code of Conduct (MCC).

This decision came in response to a complaint by Congress General Secretary Jairam Ramesh, who alleged that the Haryana government had violated the MCC during the recruitment process for 5,600 vacancies by the Haryana Public Service Commission (HPSC) and Haryana Staff Selection Commission (HSSC).

Ramesh claimed that on August 16, the same day the Assembly elections were announced, the Haryana government issued advertisements for these vacancies, including posts for constables in the Haryana Police. Media reports also indicated that the recruitment process for these positions was set to begin on September 10. Additionally, the state government announced 76 vacancies for TGT and PTI posts in the Haryana State Services.

In response to these allegations, the Election Commission sought a detailed report from the state government and HPSC and HSSC. After reviewing the report and considering existing MCC guidelines, the Commission found no violation in the ongoing recruitment processes by HSSC and HPSC.

The Commission’s reply noted, “The selection process was initiated and necessary communications were sent by the State Government to the concerned statutory authorities much before the date of enforcement of the MCC. ”

But it directed that the results of these recruitments should not be released until the Assembly elections are concluded to ensure a level playing field and prevent any undue advantage.

“However, in order to maintain the level playing field and to ensure that no undue advantage is accrued to anyone, the Commissiorr has directed the State Government not to declare the results of these recruitments till completion of General Election to the Legislative Assembly of Haryana”, reads the reply by the Election Commission.

Reacting to the Election Commission’s directive, the BJP accused the Congress party of obstructing the recruitment process initiated by the BJP-led state government. The Haryana BJP took to social media, posting, “Attention, Youth of Haryana! Once again, Congress’s #RecruitmentBlockGang has played with the future of Haryana’s youth. Congress MP Jairam Ramesh has conspired deeply against the results of nearly 5,700 recruitments set to be released in Haryana, causing them to be halted. Congress hasn’t just blocked the recruitment results; they have blocked the future of Haryana’s youth.

As part of the review process, the ECI delegation will meet with the various stakeholders including officials and leaders of different political parties in the UT.

On June 21, the ECI initiated the preparations for forthcoming State Assembly Elections in the States of Haryana, Maharashtra and Jharkhand with the updation of the electoral rolls in these states w.r.t. July 1, 2024, as the qualifying date.

An ECI release earlier mentioned that the term of the existing Legislative Assemblies in the three states are going to end on November 3 and 26 and January 5, 2025, respectively and elections to these Legislative Assemblies are required to be conducted before the completion of their terms.

As per the release, the ECI directed for the updation of the electoral rolls in J-K witnessing the huge participation of the people of Jammu and Kashmir in the recently concluded Lok Sabha Elections.

CEC Rajiv Kumar in an earlier press conference remarked that “the story of huge participation in Lok Sabha elections by people of J&K is very hopeful and inspiring, showing how eager people are to participate in democracy. People must stay peaceful and united, fulfilling their aspirations and deciding their future and governance. The Commission is excited and gratified to help make this happen and will soon start the Assembly election process in J&K.”

Meanwhile, J&K BJP Chief Spokesperson Sunil Sethi said, “We want the Assembly elections should be held at the earliest.
J&K BJP leader Rafiq Wani said, “BJP is completely ready for elections. We are hopeful that like Lok Sabha elections people will take part in Assembly elections also.”

</excerpt>

India’s constitutional body Election Commission of India has demanded factual information and details from Congress General Secretary Jairam Ramesh over allegations, that Union Home Minister Amit Shah made calls to 150 district magistrates before the upcoming vote counting on Sunday.

Further, the poll body seeks congress leader’s response by evening.

Through its letter, EC also said, that so far, no DM has reported the exercise of any undue influence over the poll body.

Later, the poll body also emphasized, that the counting of votes is a very sacred duty.

“The process of counting of votes is a sacred duty cast upon every RO and such public statements by a senior, responsible and experienced leader tend to put an element of doubt and thus, deserves to be addressed in larger public interest.” said ECI in its letter.

Additionally, the election authority has requested details of 150 district magistrates who received such calls by 7 pm today, in order to take appropriate action.

“You being a responsible experienced and very senior leader of a nation party, you must have made such public statement just before the day of counting based on facts, information which you believed to be true. It is requested that details of 150 DMs to whom such calls have been allegedly made by the home minister along with the factual matrix basis of your information are shared by 7pm today so that appropriate action can be taken.” added ECI.

What Allegations Did Jairam Ramesh Make?

Earlier on Saturday, congress general secretary Jairam Ramesh claimed on social media platform X, that Amit Shah had talked to 150 DMs or collectors before vote counting.

“The outgoing home minister has been calling up DMs/Collectors. So far, he has spoken to 150 of them. This is blatant and brazen intimidation, showing how desperate the BJP is.” alleged Jairam Ramesh.

In his tweet, he further asserted, that people’s will prevail on June 4, Modi, shah and BJP will be defeated and INDIA Bloc will come on power.

“Let it be very clear: the will of the people shall prevail, and on June 4th, Mr. Modi, Mr. Shah, and the BJP will exit, and the INDIA Janbandhan will be victorious.” added Ramesh.

He also added, officers shouldn’t be under pressure and should adhere to constitution.

</excerpt>

After concluding his Lok Sabha campaign, Prime Minister Narendra Modi has recently visited Kanyakumari on Thursday, where he began a 45-hour meditation session at Vivekananda Rock Memorial.

As a result, opposition parties like Congress and TMC have raised a question on Bhartiya Janata party over this visit.

Later on, Wednesday, Congress issued a complaint to the Election Commission of India, demanding that the Prime Minister’s visit be either rescheduled or its broadcast be banned, as it allegedly violates the model code of conduct.

The delegation led by national spokesperson Abhishek Singhvi met the ECI officials and lodged the complaint. “We told the ECI that no one is allowed to campaign directly or indirectly during the silence period…” said singhvi.

Before understanding ECI’s action, let’s take a look at the concept of silence period.

What is a Silence Period?

The “silence period” typically spans a 48-hour duration, during which political parties and candidates are prohibited from campaigning.

According to Section 126 of the Representation of the People Act, 1951, all election campaigning must cease during the 48-hour period leading up to the conclusion of voting.

Moreover, restrictions are imposed to mitigate the influence of media and politicians on voters.

As per Indian express’s report, the district magistrate issues direction for the ban of unlawful assemblies, public meetings, the use of loudspeakers, and limiting gatherings to fewer than five people.

But door-to-door campaigning is allowed. However, political advertisements through electronic and social media aren’t allowed.

Why Opposition Complained?

On Wednesday, Congress Spokesperson Abhishek Singhvi informed the media that they had met EC officials to express their grievances.

During their meeting, they told EC, that during silence period, no one is allowed to campaign directly or indirectly.

Citing instances on how PM is violating Model code of conduct, singhvi asserted,

“These are ways that you are campaigning or are broadcasting yourself through channels and print media. We have kept two very simple points before the ECI. Either the PM starts this 24-48 hours later. After June 1 evening, he can do it. And if he insists that he will start it… then it is necessary that a ban is imposed on its broadcasting on print and visual media. He is himself a candidate in the last phase. This kind of broadcast should not be allowed.”

Were The MCC Rules Violated? What Will ECI Do?

As the Prime Minister is expected to observe a 45-hour period of meditation, technically he is not engaged in campaigning during the 48-hour silence period.

Consequently, it ensures that Section 126 of the model code of conduct has not been violated.

According to an Economic Times report, the Prime Minister’s Office (PMO) had previously informed the Election Commission about Modi’s visit to Kanyakumari on May 29.

Additionally, the multi-phase nature of this election might work in the Prime Minister’s favor.

As, a note from the poll panel clarified on April 2 that media coverage during the period referred to in Section 126 of the Representation of the People Act is not applicable in multi-phase elections.

ECI’s Earlier Response to PM Modi’s 2019 Kedarnath Visit

Previously during 2019 election, PM Modi earlier visited kedarnath, ahead of Varanasi’s polls.

That time, many opposition parties complained to ECI, but poll body gave him the nod for the visit.

However, the PMO was reminded, that the model code of conduct is still in force.

</excerpt>

Amidst the ongoing 6th phase of the Lok Sabha election, the Election Commission of India has recently unveiled absolute voter turnout numbers for the five phases of polls happened till now on Saturday.

Reinforcing, that the polling data will remains or remains accessible to both the candidates and people.

Further, hitting out at what is considered a “pattern of false narratives and mischievous design to vitiate electoral process”, the ECI has declared, that voter turnout data is always through its App from 9:30 am of the poll day of each phase.

These data were released around the time, when supreme court refused to give directions to poll body for uploading booth-wise polling turnout data during the Lok Sabha elections. Thus adopting “hands-off attitude.”

After the judgement, ECI said,

“The Commission feels duly strengthened by the Hon’ble Supreme Court’s observations and verdict on the process of release of turnout data by the Election Commission of India.”

It further stressed, that any changes in the number of votes polled isn’t possible with the presence of rigorous, transparent and participative process involved.

Later, talking about form 17C, the commission revealed, that the total number of votes recorded in form 17C cannot be changed as they are available to all contesting candidates.

Further pointing some other facts, ECI said,

“Agents of candidates are always allowed to accompany EVM and statutory papers, including form 17 C from polling station till storage in a strong room as per Rule 49 V (2) of the Conduct of Election Rules 1961… “The candidate or his agents bring the copy of the form 17C to the counting centre and compare it with the result in each round.”

</excerpt>

Welcoming the Supreme Court’s decision to refrain from issuing directions on a plea seeking the upload of Form 17C data, the Election Commission of India (ECI) on Saturday affirmed that vote data shared with polling agents on poll day through Form 17C cannot be altered.

The ECI noted a pattern of creating false narratives and attempts to undermine the electoral process, stating there has been no delay in releasing voter turnout data. The Commission clarified that parliamentary constituency-wise voter turnout data has always been accessible to candidates and the public via the Voter Turnout App.

The ECI proactively released constituency-wise voter turnout numbers for all completed phases. It reiterated that no one can change the votes polled data shared with polling agents of all candidates through Form 17C. Authorized agents receive Form 17C across 543 parliamentary constituencies for each of approximately 10.5 lakh polling stations.

The ECI expressed gratitude for the Supreme Court’s observations and verdict, which reinforce the Commission’s commitment to uphold electoral democracy with unwavering resolve.

The Commission mentioned that issuing press notes is a supplementary measure, while full data remains continuously available on the Voter Turnout App. The ECI has issued 13 press notes on voter turnout for the first five phases. Any alleged delay in issuing press notes for the first phase does not imply that data was unavailable, as it has always been accessible through the app.

The Supreme Court on Friday declined to pass directions on a plea by the NGO Association for Democratic Reforms (ADR) seeking the disclosure of authenticated voter turnout data within 48 hours of polling for the Lok Sabha Elections 2024. A bench of Justices Dipankar Dutta and Satish Chandra Sharma refused interim relief, noting the need for a “hands-off” approach during ongoing elections. The bench scheduled further hearings after the summer vacation, clarifying that it has not expressed any opinion on the case merits.

In conclusion, the ECI emphasized its strengthened responsibility to serve electoral democracy and reiterated the continuous availability of voter turnout data through its app, despite any perceived delays in press note issuance.

Speaking about the judgment, Kumar said, “The truth, has now been acknowledged”.

“They have acknowledged the truth. An attempt is made to create an atmosphere of doubt. We will definitely discuss this with everyone one day, ” Rajiv Kumar said.

Later, he also emphasized, the need to clarify the doubts and suspicions surrounding the electoral processes.

While talking about the electoral process’s integrity and transparency, Kumar opined, why doubts are being created and why an atmosphere of suspicion is being created, it will all be revealed one day.

“What’s the play here, why are doubts created, and why are suspicions raised, we will reveal all of this one day and show everyone how people are misled…How doubts arise in people’s minds that maybe the EVMs are not working properly, maybe the voting list is incorrect, or maybe the voting numbers have been manipulated. The Supreme Court has given its answer yesterday, but we will also give our answer, and we will definitely give it,” said Rajiv Kumar

CEC Chief Rajiv Kumar Casts His Vote

Later, the chief election commissioner Rajiv Kumar, has cast his vote at a polling booth with his father in Delhi.

After casting his vote, he said the following

“When I cast my vote for the first time, I went with my father, and today I have brought my father with me who is now 95 years old. He voted with me today, and my wife and daughter are also with me. So, three generations have cast their votes together today. This is a matter of pride for me, and every voter should definitely vote across the country, every youth, every person.”

Later, the chief election commissioner, also appreciated the enthusiasm and the turnout observed across the states.

“Elections are happening with great enthusiasm. Despite the heat, the turnout is good. There was a lot of enthusiasm in the first 5 phases as well. The biggest thing is that many languages are being used. Everyone is appreciating the arrangements we have made, and this time even fans, doctors and water for drinking have been arranged. So, very happy feedback is coming from every state.”

Meanwhile, the voting for the 6th phase of the election is ongoing in eight states and two union territories.

And over 11.13 crore voters are exercising their franchise to decide on 889 contesting candidates. Which include former chief ministers, Manohar Lal Khattar and Mehbooba Mufti.

</excerpt>

The Election Commission of India on Tuesday censured former Calcutta high court judge and BJP’s candidate Abhijit Gangopadhyay over personal attacks on West Bengal Chief minister Mamta Bannerjee. Thus, violating the model code of Conduct.

Further, the poll body also debarred BJP’s Tamluk candidate from campaigning for 24 hours starting from 5 pm today. And also warned him to be careful in future during the period of Model Code of Conduct.

Earlier, addressing a public meeting in Haldia on May 15, Gangopadhyay made an alleged personal attack on WB CM and spoke

“Mamata Banerjee, how much are you being sold for? Your rate is Rs10 lakh, why? Because you’re getting your make-up done by Keya Seth? Mamata Banerjee, is she even a woman? I keep wondering sometimes.” said Abhijit Gangopadhyay in Bengali.

Later, ECI taking the cognizance of the case, declared, that it is beyond reasonable doubt, that Gangopadhyay has made a “low-level personal attack”, Thus violating MCC code.

Condemning the statement, ECI said, “The Commission…finds Shri Abhijit Gangopadhyay’s statement a direct affront on the “erosion of status of women in India”; such statement that is outrightly condemnable when used in respect of any woman, not to speak of a senior political leader and holder of a constitutional position.”

After that, ECI had sent the show-cause notice to the former calcutta judge, seeking response from Gangopadhyay by 5 pm on May 20.

In its notice, it has declared, Gangopadhyay comments have been made in bad taste, and is found to be “beyond dignity in every sense of term”

For those unversed, a voter slip or VIS generally refers to a document issued by ECI, ahead of an election to inform voters about some necessary details.

How To Do It on The Website

1.If downloading from the website, simply open “https://voters.eci.gov.in/” and with the help of phone number, password and OTP, login. However, if you are new to the website, register it.

In a statement posted on X (formerly Twitter), the CEO stated, “On social media, there have been some grievances of alleged intimidation of political workers of certain parties and the use of Section 144 Order.”

“The Election Commission of India has taken cognizance of the matter. CEO has personally engaged with political leaders, clarifying that, as per rules, orders under Section 144 are issued in all districts during the last 48 hours (silence period of campaigning). Accordingly, these orders were issued in Udhampur and Jammu Parliamentary Constituencies and are now extended to all districts of the Srinagar Parliamentary Constituency, including Pulwama,” the statement read.

Furthermore, it emphasized, “Regarding permissions for rallies and political meetings, during the entire period under the Model Code of Conduct, which commences with the announcement of elections by the ECI, special permissions from the concerned authorities are mandatory. These permissions are being issued without discrimination and through the centralized ‘Suvidha Portal’.”

Earlier, the National Conference (NC), Peoples Democratic Party (PDP), and Apni Party alleged that the administration had initiated an arrest spree of their workers and agents ahead of the Lok Sabha elections in the Srinagar Parliamentary Constituency. They sought intervention from the Prime Minister, Home Minister, ECI, and Lieutenant Governor to halt such unjustified arrests.

</excerpt>

The Supreme Court emphasized its role as not being the authority over elections or the Election Commission, stating it cannot dictate the Commission’s operations. This statement was made during a hearing on petitions seeking comprehensive verification of votes cast on Electronic Voting Machines (EVMs) with paper slips from the VVPAT system.

The court, comprised of Justice Sanjiv Khanna and Justice Dipankar Datta, questioned the validity of acting solely on suspicion. In response to concerns raised by Advocate Prashant Bhushan, representing the petitioner Association for Democratic Reforms, the court indicated it couldn’t alter individuals’ predisposed perspectives. It underscored that its role wasn’t to change preconceived notions. The petitions, amid Opposition’s worries about the EVM voting system, aim to mandate verification of all votes on EVMs with VVPAT-generated paper slips.

Currently, such verification occurs randomly for five EVMs per Assembly constituency. Previous hearings saw petitioners highlighting public trust issues and comparing with European countries reverting to ballot voting, but the court dismissed these comparisons, noting the unique challenges.

The Election Commission asserted the current system’s integrity. An EVM comprises a control unit, balloting unit, and is connected to a VVPAT machine for voter verification. The court sought clarifications on microcontrollers’ re-programmability, with the Election Commission stating they can be programmed only once.

However, Bhushan argued that the microcontrollers have re-programmable flash memory. The court acknowledged the Election Commission’s technical report, emphasizing the limited flash memory’s capacity. It questioned the possibility of loading malicious programs into the flash memory but emphasized its inability to issue mandates based solely on suspicion, reiterating its non-authoritative role over the Election Commission and elections.

</excerpt>

A delegation from the Election Commission of India (ECI), headed by Deputy Election Commissioners Hirdesh Kumar and Ajay Bhadoo, convened an interstate meeting to assess election readiness in Punjab, Haryana, and Chandigarh on Tuesday before the impending Lok Sabha elections in 2024.

High-ranking bureaucrats, police officials, departmental nodal officers, and senior representatives from enforcement agencies such as the Income Tax, Enforcement Directorate (ED), Customs, and other relevant officials from Punjab, Haryana, and Chandigarh participated in the meeting to evaluate election preparations and ensure coordination on law and order matters.

Punjab Chief Electoral Officer (CEO) Sibin C mentioned that during the meeting, the ECI team instructed state teams to increase surveillance on state borders. State authorities affirmed their commitment to bolster interstate coordination to facilitate a seamless electoral process.

The team particularly emphasized the importance of vigilance at interstate checkpoints bordering neighboring states to prevent any movement of illicit cash, liquor, drugs or freebies.

The CEO added that the ECI team was briefed on the directive for state officials to intensify confiscations, with assistance from neighboring border states, and to instill a sense of administrative accountability among offenders. This measure aims to ensure a transparent and equitable election process within the state.

“We have enhanced vigil across the state to conduct a free and fair election,” the CEO added. The team specifically urged the police and CRPF units to maintain vigilant surveillance and assist in curtailing the drug menace.

Punjab comprises 13 Lok Sabha seats, with four reserved for Scheduled Caste (SC) candidates. In the 2019 Lok Sabha Elections, the Congress-led UPA alliance secured 8 seats, while the National Democratic Alliance (NDA) won four. Additionally, the AAP, contesting for the first time in the state, secured one seat.

In Haryana, the BJP won all 10 seats in the previous elections. The Lok Sabha elections will be conducted in seven phases, spanning from April 19 to June 1, with vote counting scheduled for June 4.

</excerpt>

The Election Commission of India (ECI) has reprimanded BJP leader Dilip Ghosh and Congress leader Supriya Shrinate for making disrespectful comments that undermine the dignity of women. The Commission emphasized its stance on the electoral process as a promoter of women’s status and asserted its commitment to preventing any degradation of their position.

In its ruling issued on Monday following their responses to notices regarding violations of the Model Code of Conduct (MCC), the Commission stated that it is persuaded that the two leaders engaged in a derogatory personal attack, thereby contravening the MCC regulations.

They have been cautioned to exercise caution in their public statements during the MCC period. The Commission will subject their election-related communications to enhanced scrutiny and monitoring from this point forward.

A copy of the warning notice has also been forwarded to party chiefs to sensitize their members to exercise caution while communicating in the public domain. They are urged to refrain from making any derogatory remarks and violating MCC guidelines.

The Commission has meticulously reviewed the contents and statements provided in the responses from Shrinate and Ghosh. Additionally, it has reexamined the remarks made by both individuals.

As a reminder, ECI had previously issued a show cause notice to Supriya Shrinate for her disparaging comments directed at Bollywood actress and BJP candidate Kangana Ranaut. Shrinate subsequently asserted that her social media profiles had been tampered with and emphasized that she would never make such remarks about any woman.

ECI also issued a notice to Dilip Ghosh, MP from West Bengal, for his objectionable and disrespectful remarks against West Bengal CM Mamata Banerjee. Ghosh later asserted that he had made the comments within a political context.

The Commission stressed that it “considers the whole process of conduct elections as a major enhancer of status of women in India and is committed not to allow any erosion of this status in any manner during the election period under its own aegis.”

</excerpt>

On Thursday, the Supreme Court delivered a unanimous verdict declaring the changes made to the law to introduce the electoral bonds scheme as unconstitutional. The ruling came in response to a series of pleas challenging the legality of the scheme, which allowed for anonymous funding to political parties.

The five-judge Constitution Bench, led by Chief Justice of India D Y Chandrachud, directed the cessation of electoral bond issuance by the issuing bank and instructed the State Bank of India (SBI) to provide details of all electoral bonds purchased since the court’s interim order dated April 12, 2019, to the Election Commission of India (ECI).

The bench found various sections of the Representation of People Act, 1951, and the Companies Act, as amended by the Finance Act of 2017, to be in violation of Article 19(1)(a) and hence unconstitutional. Specifically, the deletion of the proviso to Section 182(1) of the Companies Act, allowing unlimited corporate funding to political parties, was deemed arbitrary and violative of Article 14.

The court reasoned that the distinction between profit-making and loss-making companies for political contributions, present prior to the amendment, served the purpose of curbing corruption and electoral financing. However, the amendment allowing unlimited corporate contributions disregarded this distinction, permitting unrestrained influence in the electoral process, contrary to principles of free and fair elections and political equality.

Furthermore, the court mandated the submission of detailed information by SBI regarding electoral bond purchases and encashments by political parties to the ECI. This information, including dates, purchasers’ names, and bond denominations, must be shared within three weeks, with the ECI directed to publish it on their official website within one week thereafter.

In summary, the Supreme Court’s ruling declared the electoral bonds scheme unconstitutional, emphasizing the need to uphold the integrity of the electoral process and prevent undue influence by corporations.

As the Lok Sabha elections approach, the Election Commission of India (ECI) is set to conduct a crucial meeting in Uttar Pradesh on January 30 to assess the state’s preparedness for the upcoming polls. The meeting, scheduled to take place in Lucknow, will involve discussions with key district officers, including the District Magistrate, Superintendent of Police, Police Commissioner, and Divisional Commissioner from all districts.

Chief Election Commissioner Rajiv Kumar, alongside Election Commissioners Anup Chandra Pandey and Arun Goel, is expected to lead the discussions during the meeting. Furthermore, the ECI will engage with political parties on January 31, fostering dialogue to address concerns and ensure smooth conduct during the electoral process.

In a recent press conference, the Election Commission emphasized its commitment to reviewing poll preparedness for both Assembly and Lok Sabha Elections 2024. The Commission had previously organized a two-day conference with Chief Electoral Officers from all states and Union Territories, aiming to evaluate the overall readiness for the impending elections.

The full Commission, led by Chief Election Commissioner Rajiv Kumar, was present at the conference held at the India International Institute of Democracy and Election Management (IIIDEM) in New Delhi. This collaborative effort included senior EC HQ officials and Chief Electoral Officers, demonstrating a comprehensive approach to address potential challenges and refine election strategies.

With just six months remaining until the 2024 Lok Sabha elections, political parties are intensifying their campaign efforts to connect with voters. BJP national president JP Nadda, engaged in discussions in Guwahati, highlighted the significance of these preparations. Meanwhile, seat-sharing agreements within political blocs, such as the INDIA partners, continue to be points of contention.

The allocation of seats for the general elections holds particular importance for the Congress, given its recent setbacks in assembly elections in key states. As the political landscape evolves, the Election Commission’s proactive approach aims to ensure a fair, transparent, and efficiently conducted electoral process for the nation.

The ECI expressed gratitude for Tripathi’s significant contribution to voter awareness and the Systematic Voters’ Education and Electoral Participation (SVEEP) initiative since October 2022.

A statement on the ECI’s social media handle, posted by Spokesperson ECI, conveyed, “Acknowledging his role as a political leader in an upcoming film, actor @PankajTripathi has voluntarily stepped down as #ECI National Icon as per terms of MoU. #ECI expresses gratitude for his impactful contribution to voter awareness & #SVEEP since Oct 2022.”

Pankaj Tripathi assumed the role of ECI National Icon in October 2022. Presently engaged in promoting his upcoming project ‘Main Atal Hoon,’ where he portrays former Prime Minister Atal Bihari Vajpayee, Tripathi recently shared his interest in politics. In an interview with ANI, he mentioned, “Everyone is a politician in Bihar.”

Tripathi, who was part of the Akhil Bharatiya Vidyarthi Parishad (ABVP) during his college days in Bihar, revealed that he had not considered entering politics at that time. He said, “I never thought about entering politics at that time. There was a thought that I might proceed in this line but then there was an arrest and the cops beat me up so I left that thought there and then. At the same time, I became inclined towards plays and dramas and after watching those, I got more attracted towards theatre.”

During the trailer launch of ‘Main Atal Hoon,’ Tripathi discussed his interest in politics and preparations for portraying Atal Bihari Vajpayee. He shared a humorous anecdote from his college days with the ABVP, mentioning, “I was in a youth wing. I have participated in andolans. I was even jailed for a week! Toh main uss raaste pe nikal chuka tha. Then I realised that the path of politics is full of thorns. Hence, I took a turn and started developing an interest in street theatre. There was Kaildas Rangalaya, Patna where I enrolled myself. Mujhe laga ki yeh behtar hai. Yahaan kam se kam bol ke acting hoti hai ki ‘main acting kar raha hoon.'”

Directed by Ravi Jadhav, ‘Main Atal Hoon’ is set to be released on January 19. Tripathi expressed his honor in bringing Atal Bihari Vajpayee’s story to the silver screen, stating, “More than the film, the journey of playing Shri Atal Bihari Vajpayee is really close to my heart. The man is truly a legend, and we are honoured to bring his inspiring story to the world. I hope audiences appreciate our efforts to bring in the legacy of Atal ji onto the big screens.” The film is produced by Bhanushali Studios Limited and Legend Studios, with Vinod Bhanushali, Sandeep Singh, Sam Khan, and Kamlesh Bhanushali as backers.

</excerpt>

Telangana Polls: The Election Commission of India has suspended Telangana Director General of Police (DGP) Anjani Kumar for a blatant violation of the Model Code of Conduct. Sources revealed on Sunday that the suspension came in the aftermath of an unexpected meeting between the top cop and Telangana Congress president Revanth Reddy at the latter’s residence earlier in the morning.

The Election Commission, deeming the encounter a breach of protocol, promptly ordered the suspension of the Telangana DGP, who, along with Sanjay Jain, State Police Nodal Officer, Telangana, and Mahesh Bhagwat, Nodal (Expenditure), had met with Revanth Reddy.

Official sources highlighted the unusual nature of the meeting, stating, “The Director General of Police Telangana opted to meet a contesting candidate out of a total of 2290 candidates and the star campaigner of one political party out of 16 political parties in the fray, with a flower bouquet at the residence of the candidate when the counting process is still underway, along with two or more senior police officers, which is a clear indication of mala fide intention of seeking favor.”

The Election Commission expressed concern over the potential ramifications of such actions, emphasizing that the DGP is expected to lead the entire police service of the state by setting an example through impartial conduct. EC sources warned, “Any misconduct on the part of DGP Telangana not only sets a wrong precedent but sends incorrect signals to the field formations who are still in the process of conducting elections.”

Meanwhile, the Election Commission has sought explanations from the other two officials involved, State Police Nodal Officer Sanjay Kumar Jain and Nodal Officer (Expenditure) Mahesh M. Bhagwat, regarding the circumstances of their meeting with Revanth Reddy.

“The next senior and most eligible police officer of the state will be immediately given charge of the Director General of Police Telangana,” declared the Election Commission, underscoring the severity of the situation. This shocking revelation adds a layer of controversy to the ongoing election proceedings, introducing an unexpected twist to the unfolding political drama.
