INS Vagsheer is named after a type of sandfish–a deadly deep-sea predator native to the Indian Ocean.

The first Submarine Vagsheer, from Russia, was commissioned into the Indian Navy on 26 December 1974 and was decommissioned on 30 April 1997, after almost three decades of yeoman service to the nation.

The Scorpene utilises state-of-art technology which allows for superior stealth features, including advanced acoustic absorption techniques, low radiated noise levels, a hydro-dynamically optimized shape, and the ability to launch crippling attacks on enemy vessels using precision-guided weapons. According to an official statement, “The submarine [Vagsheer] is designed to operate in all theaters of operation, showcasing interoperability with other components of a Naval Task Force. It is a potent platform, marking a transformational shift in submarine operations.”

“With the launch of Vagsheer, India further cements its position as a Submarine-Building Nation and MDL has more than lived up to its reputation as Warship and Submarine Builders to the Nation,” it further read.

</excerpt>

In an effort to resolve the remaining “difficult” locations in Ladakh, Depsang and Demchok, discussions between Indian and Chinese military leaders started this morning. According to high-level defence sources, today’s meeting between an Indian major general and his Chinese counterpart will take place at a level somewhat below corps commander level . The topic at hand is Depsang. His negotiations are with a Chinese major general equivalent.

Major General Prasanna Mishra,in-charge of the local 3 Division, is leading the Indian side in the conference, which got underway this morning at Daulat Beg Oldi, or DBO. He serves as a soldier in the Jammu and Kashmir Light Infantry.

The Depsang problem was there long before the problems in Galwan happened in 2020. It all started when the Chinese People’s Liberation Army built a roadblock that prevented soldiers from the Indian Army from getting to their patrolling position, which is where they are supposed to go. The Indian Army followed suit and did that.

The 18,000-foot-high DBO is anticipated to host discussions all day long. Negotiations between Major General Mishra and his Chinese counterpart had resulted in the departure from the PP15 region. The Indian side now has some optimism that the meeting will advance in some way.

The Demchok region is dealing with a similar issue. There may be a meeting on Demchok in Chushul if this meeting goes well—nobody is anticipating a speedy resolution—and there is even a hint of some progress.

India holds important leadership positions in both the Shanghai Cooperation Organisation and the G20. Additionally, between July and September of this year, Chinese President Xi Jinping may make two trips to India.

This initiative is aimed at fostering a unified identity and approach towards service matters among senior leadership, transcending regimental affiliations, according to defence sources on Tuesday.

The move is aimed at bringing a common identity and approach to service matters amongst senior leadership, which goes beyond the boundaries of regimentation. “This will also reinforce the Indian Army’s character as a fair and equitable organisation.” The decision was taken after detailed deliberations during the recently concluded Army Commanders Conference and extensive consultations with all stakeholders,” they said.

“The changes will be implemented on 1 August. There is no change to the uniform worn by colonels and below-rank officers of the Indian Army,” they added.

“The headgear, shoulder rank badges, gorget patches, belts, and shoes of senior officers of flag rank (Brigadier and above) will now be standardised and common. The flag-rank officers will now not wear any lanyards,” they said.

They discussed a wide range of regional and global security issues of mutual concern and agreed to deepen their cooperation in the defence and security domains.

India and Maldives agreed to explore additional avenues for cooperation, including in the areas of defence trade, capacity building and joint exercises. They also discussed the need to promote people-to-people contacts and exchanges between the armed forces of both countries.

The two sides agreed to stay in close contact and maintain dialogue through military and diplomatic channels and work out a mutually acceptable resolution of the remaining issues at the earliest. The 18th round of India- China Corps Commander Level Meeting was held at the Chushul-Moldo border meeting point on the Chinese side on Sunday.

“A frank and in-depth discussion was held between the two sides on the resolution of the relevant issues along the LAC in the Western Sector so as to restore peace and tranquillity in the border areas, which will enable progress in bilateral relations,” official release said.

From the Indian side, the meeting was led by Fire and Fury Corps Commander Lt Gen Rashim Bali and an equivalent rank officer from the Chinese side, defence sources told ANI.
The meeting took place after a gap of five months. The last meeting between the two sides at the Corps Commander level was held in December last year.

The meeting came as the two sides are engaged in rapid construction activities along the border areas to strengthen their respective positions. The Indian side has been raising the issue of the Depsang plains, Demchok and disengagement by both sides repeatedly.

The corps commander-level talks started to resolve the matters between the two sides in the eastern Ladakh area after the Chinese side tried to alter the status quo on the Line of Actual Control (LAC) by aggressively moving forward with heavy weaponry and a large number of troops in 2020 during the initial period of the Covid pandemic.

Japanese Prime Minister Fumio Kishida in his Visit to London was able to sign a new defence deal with United Kingdom. This comes after his recent move of initiating country’s biggest military buildup since World War 2. This defence deal is seen as a way to bolster ties with G7 partners and to tackle China’s growing aggression.

UK’s Prime Minister Rishi Sunak and Japanese PM Kishida signed the deal at the tower of London on Wednesday, paving the way for two countries to deploy forces on each other’s soil for training and other operations. Japan holds the G7 presidency and this trip to London comes as a part of Japanese PM’s tour of these seven-member countries.

“This Reciprocal Access Agreement is hugely significant for both our nations – it cements our commitment to the Indo-Pacific and underlines our joint efforts to bolster economic security,” Sunak said in a statement. Sunak’s office called the deal with Japan as “the most significant defence agreement between the two countries in more than a century”.

“In this increasingly competitive world, it is more important than ever that democratic societies continue to stand shoulder to shoulder as we navigate the unprecedented global challenges of our time.”

Japan and UK both share a common view of China. Tokyo has described China as the “greatest strategic challenge ever” for its security and UK views Beijing as a “systematic challenge” to its values and interests as warned by Rishi Sunak in November.

China is now seen as a revisionist power with its recent aggressive maneuvers in South China sea. It has turned very vocal about its expansionist plans in South-China sea with its rapid buildup of naval forces that is about to match USA’s naval power in terms of number of warfare ships. Japan-UK deal is Tokyo’s latest effort to strengthen its alliances in an attempt to maintain the balance power in the region.

Amidst the economic crisis, Pakistan has spent Pakistani Rupee (Rs) 2.2 trillion as interest on debt and defence from July-November this year. The interest amount is more than the total net income of the government, which led to severe crisis in managing other expenses for the government.

During the first five months of the current fiscal year, the interest cost faced an alarming increase of 83% in the interest cost of the Rs 50 trillion federal govt debt stocks. In the total amount, the finance ministry paid Rs 1.7 trillion in interest cost.

Further, Pak govt has spent Rs 517 billion in five months on defence in this fiscal year. The amount has hiked by Rs. 112 billion or nearly 28 per cent as compared to last year, as per The Express Tribune’s reports.

The country is still unable to find a way out of the debt trap due to spending all of its net earnings on just two areas, and the security situation in the nation is only making matters worse.

According to The Express Tribune, the likelihood of a sovereign default is quite high in the absence of an International Monetary Fund (IMF) safety net and significant cash infusions from bilateral creditors.

Only Rs 119 billion was spent on development in comparison to the enormous Rs 2.2 trillion spent on debt repayment and defence. More money is spent on debt and defence than this.

Compared to the prior fiscal year, development spending was Rs 133 billion, or 53% less.

According to a report in The Express Tribune, the government would fall short of the yearly primary budget deficit objective due to unchecked expenditure on debt servicing and significant slippages against the annual circular debt reduction plan.

Due to unchecked debt servicing spending, the federal budget deficit increased to nearly Rs1.43 trillion in the first five months of the current fiscal year. This is because current expenditures increased faster than gross income.

The difference between expenditures and receipts, or the federal budget deficit, was 1.7% of the GDP.

It was confirmed by the Pakistani government that it has received the summary from the Ministry of Defense with a “panel of names” for the army chief’s appointment.

“The PM office has received the summary from the Ministry of Defense with a panel of names for the appointment of Chairman of the Joint Chiefs of Staff Committee and Chief of the Army Staff.” “The Prime Minister will take a decision on the appointments as per the laid-down procedure,” the Pakistan prime minister’s office said in a statement.
Gen. Bajwa, 61, is slated to retire next week after a three-year extension.
On Tuesday, Pakistani Defense Minister Khawaja Asif said the summary had been forwarded to the PMO from the defence ministry. “The rest of the steps will be completed soon,” he tweeted.

Imran Khan, the head of the opposition and a former prime minister, has been warned by Pakistan’s defence minister that the coalition government will deal with him following the selection of the next Army chief.

“It will take two to three days to complete the process.” The thrill ride will end, and then we’ll talk about Imran Khan. “The Express Tribune” cited the Pakistani defence minister’s statement.

He hinted at the formal announcement of the important appointment within the following three days when he made these comments on the floor of the Pakistan National Assembly.

This occurs after the selection process for the new army chief was launched on Monday, when Pakistani Prime Minister Shehbaz Sharif requested a summary of potential candidates.

Xi Jinping, China’s president and People’s Liberation Army head, is doing everything possible to increase the military’s might and the country has not left any efforts to gain access to defence technologies from across the world by any means, according to the reports by Policy Research Group.

China has based its military prowess on technologies that it has appropriated and copied from other nations, not just the United States and other European nations. It hasn’t even hesitated to adopt Russian technological innovations. It is increasing its military power through both direct and indirect means. Large sums of money have also been invested in nations that lack the ability to repay the loans they owe to China.
It hasn’t even stopped utilising techniques like cyber theft or enlisting Chinese citizens to steal military warfare secrets from other nations.

China uses dynamic random access memory, aviation technologies and anti-submarine to collect crucial military secrets from the US, The Policy Research Group (POREG) according to the reports.
Over the past six years, there has been a continuing pattern of Chinese people being detained for disclosing military secrets.
Four Chinese nationals were detained on October 24 for allegedly sharing US military secrets with China illegally, according to the Policy Research Group (POREG). It was discovered that three of these nationalities worked for the Chinese Ministry of State Security.
Six academics were detained in 2021 when they were unable to explain how they were connected to a Chinese research centre. Gang Chen, a well-known Massachusetts Institute of Technology student, was one among those detained. Later on, he was exonerated of all previous accusations.
FBI agents detained PLA officers who were acting as typical graduate students in 2020. One of these, Xin Wang, admitted to being a PLA official while being questioned and was working as a major in a Chinese military research facility.
Another member of the Chinese PLA was detained because he had enrolled in Indiana University’s Luddy School of Informatics, Computing, and Engineering to study artificial intelligence.
A Chinese embassy in Houston, Texas, in the Southern United States was compelled to close as a result of all these questionable actions. These PLA officials had all been sent abroad to pick up current skills and prepare for cutting-edge combat.

A day after Russia agreed to resume its participation in the UN-brokered grain deal to allow exports through the Black Sea, six grain ships have left Ukraine ports.

According to the reports, The Turkish minister of Defence, Hulusi Akar, qouted, “After the resumption of the grain initiative, six ships left Ukrainian ports.” The particpation in the Black-sea grain deal has been resumed by Russia on Wednesday. This happened after securing guarantees from Ukraine on the non-use of the humanitarian corridor and ports designated for the export of agricultural products for military operations.

The Russian Defence Minister said in a statement, “With the help of an international organisation and Turkey, the necessary written guarantees from Ukraine on the non-use of the humanitarian corridor and Ukrainian ports designated for the export of agricultural products for military operations against the Russian Federation were obtained and submitted to the Joint Coordination Centre (JCC) on November 1.”

The Ukrainian side, in particular, reportedly gave an official assurance that “the maritime humanitarian corridor will only be used in compliance with the requirements of the Black Sea Initiative and the accompanying JCC regulation,” according to Moscow.
A signing ceremony for the UN-mediated Black Sea Grain Initiative took place in Istanbul in July. According to the agreement, ships bringing grain from three ports in Ukraine transit through a designated corridor to markets around the world.

The UN-mediated Black Sea Grain effort was suspended, and India expressed worry in the Security Council that this action would likely make the global problems with food security, fuel supply, and fertiliser supply even worse.
The Black Sea Grain agreement, according to Indian ambassador R Madhu Sudan, helped bring down the price of wheat and other commodities while offering a glimpse of hope for peace in Ukraine.

Madhu Sudan, the counsellor at the Permanent Mission of India to the UN, at the UNSC briefing debate on Ukraine, said, “The initiative had resulted in export of more than nine million tonnes of grains and other food products out of Ukraine. We believe the exports had contributed to lowering prices of wheat and other commodities, evident from the drop in the FAO Food Price Index.”

The grain deal signed between Russia and Ukraine with the United Nations and Turkey paved the way for the export of 22 million Ukrainian grains which remained stuck in three Black Sea Ports, becoming a “beacon of hope” for millions of starving people across the globe.

Prime Minister Narendra Modi inaugurated the Defence Expo 2022 and laid the foundation stone of a new airbase at Deesa on Wednesday in Gandhinagar. PM said that the new airbase will emerge as an effective centre for the country’s security. After the construction of the new airbase, Gujarat will become a centre of defence in the country and will play a crucial role in India’s security.

“I was seeing on the screen that the people of Deesa were excited over the construction of the new airfield. This airfield will play a major role. Deesa is only 130km away from the International Border. If our forces, especially our airforces, remain in Deesa, then we will be able to give better response to any threat coming from the Western side,” PM Modi said addressing Deesa’s ‘brothers and sisters’ in Gujarati. “When I was the chief minister, I worked towards the construction of the airfield. The land was allotted in 2000 only. I repeatedly urged the then Central government to start the construction as it is at a vantage point. But 14 years went on and nothing happened,” PM Modi said.

“And the files were created in such a way that even after I reached the centre, it took time to finally push the project. And now the dream of my defence personnel is coming true. I congratulate my Airforce soldiers. This will now play an important role in the country’s security,” PM Modi said. Talking about Mission Defence Space which is about to be launched, PM Modi said all three defence forces identified several threats in this section. India’s Mission Defence’s benefits will not only be limited to India but many other countries will also get the benefits.

“Eight years ago, India was identified as the world’s largest importer. But Make-in-India changed this. Our defence export increased eight times in the last eight years,” PM Modi said adding that the defence sector is following 3-Is: Intent, innovation and implementation.

“This export is not restricted to a small number of businesses. Currently, Indian businesses are included in the global supply chain. Tejas is currently attracting interest from a number of nations, and our businesses are exporting defence equipment parts to nations like the US, Italy, and Israel “added PM Modi.

According to PM Modi, every Indian is happy that the Brahmos missile, which was made in India, is today regarded as the most sophisticated and deadliest weapon in its class. The success of Indian-made missiles has been demonstrated to the world by Indian warriors, who have confirmed India’s technological superiority, PM Modi continued.

Crediting the soldiers for all the revolution in the defence sector, PM Modi said there is no political reason behind this; only soldiers made this possible. Defence forces have added 101 new items to the list which will be barred for import, PM Modi said, adding: “I was told today that this will take the number of items to 411 which can only be produced locally.”

Pakistan accepted the body of Tabarak Hussain, Lashkar-e-Taiba terrorist operative via Chakan Da Bagh on the Line of Control in Poonch district on Monday.

“Officials of the Indian Army and civil administration took the body of slain terrorist in an ambulance to Chakan Da Bagh where it was handed over to Pakistani army officials,” said a senior official.

Tabarak Hussain, son of Mistri Malik of Sabzkote in PoK, was apprehended in an injured state by the army on August 21 in the Jhanger area of the Nowshera sector in Rajouri.

Tabarak was apprehended while allegedly infiltrating with a fidayeen terror group to attack Indian army posts along the LoC.
