Congress MP Urges Swift Release of Rs 37,907 Crore Disaster Relief Funds Package for Tamil Nadu

Congress MP, Manickam Tagore,, moved an adjournment motion in the Lok Sabha on Thursday to debate the two catastrophes, including Cyclone Michaung, that struck Tamil Nadu in December.
The Congress Lok Sabha MP has urged the House to direct the Central government to disburse the Rs 37,907 crore funding requested by the Tamil Nadu government for flood assistance.

“It is important that this House should come forward to start discussion on the impact of cyclone Michaung in Tamil Nadu and to direct the government to early release Rs 37, 907 crore funds sought by the state government towards flood relief,” the MP from Virudhunagar wrote in his letter to the Lok Sabha Secretary General.

“The compensation sought by the state government includes Rs 15,645.59 crore for temporary restoration and Rs 22,261.62 crore for permanent restoration works, in the Cyclone Michaung hit Chennai and neighbouring districts of Tiruvallur, Chengalpattu and Kancheepuram in the first week of December and rain hit southern districts of the State, two weeks later,” he said.

“While the State Government undertook immediate rescue and relief efforts using its own financial resources and the funds available with the State Disaster Response Fund, the magnitude of these disasters was colossal and, therefore. full restoration and rehabilitation cannot be done without adequate support from the National Disaster Response Fund. Cyclonic storm ‘Michaung’ brought extremely very heavy rainfall on December 3 and 4 and Chennai. Thiruvallur. Kancheepuram and Chengalpattu districts were severely affected because of the cyclone and consequent heavy flooding. Close on its wake, the southern districts of the State–Thoothukudi, Tirunelveli, Tenkasi and Kanniyakumari districts received unprecedented, extremely heavy rainfall on December 17 and 18. As a result, the infrastructure both public and private and livelihoods of the people have been devastated,” the Congress MP added.

Both Houses of Parliament, the Lok Sabha and the Rajya Sabha, will resume at 11 a.m. on Thursday to discuss the legislative matter on the agenda for the day.
In Lok Sabha, MPs Ravneet Singh and Bhavana Gawali (Patil) will place on the table the minutes of the Thirteenth Committee on Members’ Absence from House Session on February 6.

Earlier on Wednesday, the Lower House passed the Finance Bill, 2024, which marked the end of the House’s Interim Budget exercise. The Union Finance Minister presented the Interim Budget on February 1, the second day of the current Budget Session.

The session, which began with President Droupadi Murmu’s address to the joint sitting of both Houses on January 31, has been prolonged by one day until February 10. It was scheduled to be completed on February 9.

TN CM Stalin launches flood relief of Rs 6 000 to impacted families

Chief Minister of Tamil Nadu, M K Stalin, started distributing Rs 6,000 in cash assistance on Sunday to families impacted by the rains and flooding caused by Cyclone Michaung. The first flood relief distribution to residents of Chennai and the surrounding areas falling under the districts of Chengelpet, Kancheepuram, and Tiruvallur was marked by Stalin’s giving away of the cash dole to women heads of families at Velachery, one of the severely affected areas due to tremendous flooding.

A couple of days ago, the exercise of token distribution began. The tokens specify the date and time of cash distribution at jurisdictional ration shops. According to a press release from the government, those who have not yet received the token can apply for the cash assistance at fair price stores.

He highlighted the swift response of Prime Minister Narendra Modi’s government, allocating nearly Rs 1000 crore and deploying the Navy and Air Force for rescue operations.

Chandrasekhar’s agenda in Chennai includes a comprehensive review of waterlogged areas, overseeing relief material distribution, evaluating ongoing rescue missions, and engaging with affected residents. The visit aims to understand the ground reality and ensure that the central government aligns its efforts with the immediate needs of the people.

Tamil Nadu Chief Minister MK Stalin has taken proactive measures by donating one month’s salary to the Chief Minister’s Public Relief Fund, urging all MPs and MLAs to do the same. CM Stalin requested an immediate interim relief fund of Rs 5,060 crores and the dispatch of a central team to assess the damage caused by Cyclone Michaung in the state in a letter to Prime Minister Modi.

Union Home Minister Amit Shah announced on Thursday that the Central government has approved the first urban flood mitigation project, worth Rs 561.29 crore, for the Chennai Basin project’s “Integrated Urban Flood Management” activities. As he stated in one of his posts on ‘X,’ this mitigation project will contribute to Chennai’s flood resilience, Shah made his point clear. It’s the “first in a series of urban flood mitigation efforts and will help develop a broader framework for urban flood management,” he added.

“Chennai is facing major floods, the third such occurring in the last eight years. We are witnessing more instances of metropolitan cities receiving excessive rainfall, leading to sudden flooding,” Shah wrote in his post on X.
“Guided by a pro-active approach, PM @narendramodi Ji has approved the first urban flood mitigation project of Rs 561.29 crore for ‘Integrated Urban Flood Management activities for Chennai Basin Project’ under the National Disaster Mitigation Fund (NDMF), which also includes Central assistance of Rs 500 crore,” he said.

The announcement is made at a time when Chennai is experiencing extreme flooding as a result of the region’s intense rainfall after Cyclone Michaung made landfall. The meteorologist, AE Kujur, highlighted that the erstwhile cyclone has weakened, resulting in sporadic light to moderate rainfall across Jharkhand. The cloudy weather is expected to persist, with conditions anticipated to remain prevalent until today.

IMD Director General Mrityunjay Mohapatra affirmed the waning impact of Cyclone Michaung, stating that it had weakened considerably and ceased to pose any catastrophic threat. He elucidated that after making landfall on the previous day, the cyclonic storm gradually lost strength, eventually devolving into a well-marked low-pressure zone centered over Northeast Telangana, South Chhattisgarh, South Interior Odisha, and Coastal Andhra Pradesh.

Despite the improving weather, Chennai continued to grapple with severe waterlogging following the cyclone’s landfall. Various locales, including Pallikaranai and Jerusalem College of Engineering, were inundated due to substantial rainfall. Additionally, heavy rainfall in the Kodaikanal Hills of Dindigul district led to overflowing waterfalls.

However, with improved weather conditions, normal operations resumed for the Electric Multiple Unit (EMU) train service from Chennai Central (MMC) station to Tiruttani. Earlier disruptions in transportation services were attributed to the impact of Cyclone Michaung.

Heavy rainfall in the region after Cyclone Michaung made landfall two days ago caused severe waterlogging conditions in several areas of Chennai on Thursday. Following a period of intense rainfall, several areas of the city—including a gas station in the Pallikaranai neighborhood and Jerusalem College of Engineering—remained submerged. Due to the region’s intense rainfall, the waterfalls at the Kodaikanal Hills in the Dindigul district also grew and overflowed.

As weather condition improved, the Electric multiple unit (EMU) train service, after the normal pattern of services resumed, departed from Chennai Central (MMC) station for Tiruttani on Thursday morning.

Cyclone Michaung forced the southern state to suspend transportation services. The impact of the cyclone led to tragic consequences in Chennai, where 17 deaths were reported due to flooding caused by heavy rainfall. Subsequently, the Chennai Police confirmed six additional deaths on Wednesday. Instances of drowning and electrocution were reported, with authorities offering medical aid to those affected.

The Greater Chennai Police coordinated with the Greater Chennai Corporation to issue flood warnings to residents along the Adyar River bank, aiming to ensure their safety. Additionally, Chennai police officials, including Additional Commissioner of Police (South) Prem Anand Sinha and DC Mount, provided relief and rescue operations in Manapakkam and Thuraipakkam.

To alleviate the flooding, the Coimbatore Corporation dispatched twelve 41-HP motors to Chennai to assist in flood relief operations, demonstrating solidarity in responding to the calamity.

Cyclone Michaung: Tragedy struck Chennai as a private building in Velachery collapsed due to heavy rains, claiming three lives. Rescue operations ensued, supported by Tamil Nadu’s government and NLC company’s efforts to pump out water from the site.

Thirumavalavan, the VCK Chief and MP visited the area to inquire about the situation and offer assistance to the affected families. Heavy rain flooded several Chennai streets, necessitating boat rescue efforts.

Rains have continued to fall in Tamil Nadu, with districts such as Virudhunagar, Pudukkottai, Dindigul, Sivagangai, and Madurai receiving significant rainfall, causing further flooding.

The police department mobilized rescue teams in areas such as Manapakkam and Thuraipakkam to assist affected residents by distributing essentials and providing medical aid, as represented by Additional Commissioner Tr. Prem Anand Sinha, IPS, and DC Mount.

The continuous downpour caused havoc, resulting in six deaths earlier attributed to Cyclone Michaung. Arumbakkam remained waterlogged, impacting transport in the city.

The airport-to-Anna Salai and ECR routes are designated as emergency travel corridors due to flooding on other roads, some with up to 1 foot of water. Traffic closure was enforced on Manjambakkam to Vadaperumbakkam Road due to water discharge from Puzhal Lake.

The Chennai Police reported numerous successful rescues across affected areas, totaling 225 individuals in Santhome, among other locations, with continuous efforts to relocate and support the affected populace.

Additionally, the fire department safely captured a 14-foot-long King Cobra found in Bhagavathipuram village, subsequently handing it over to the forest department.

Chief Minister MK Stalin wrote to Prime Minister Narendra Modi on Wednesday, requesting an immediate interim relief fund of Rs 5060 crores, in the midst of the devastation caused by Cyclone Michaung in Tamil Nadu. Additionally, CM Stalin asked the PM to dispatch a central team to assess the harm the state’s Cyclone had caused. DMK MP TR Baalu will deliver the letter to PM Modi personally in Delhi. The chief minister of Tamil Nadu also visited the areas devastated by the cyclone on Wednesday morning. CM Stalin wrote on X late on Tuesday, stating that every government apparatus has been putting forth great effort to undo the damage caused by Cyclone Michaung.

“The entire government machinery, such as ministers, officials, police, sanitation workers, and corporation workers are working hard to quickly remove the effects of the Cyclone Michaung calamity that surrounds us. I request that many more comrades should immediately join hands with the relief work along with the members of the club who are helping in the field. Members of the affected areas come quickly!” CM Stalin said on X.

The India Meteorological Department said on Wednesday that Cyclone Michaung has weakened and is now a deep depression over central coastal Andhra Pradesh.

“Cyclonic Storm “MICHAUNG” weakened into a Deep Depression over Central Coastal AP. About 100 km north-northwest of Bapatla and 50 km southeast of Khammam. To weaken further into a Depression in next 06 hours and further into a WML during subsequent 06 hours,” the IMD said.

Addressing a press conference, CM Stalin emphasized that while Chennai’s strategic measures have limited casualties to 8, extensive rains have impacted normal life. The government seeks central assistance of Rs 5,000 crore to rehabilitate storm-affected areas and aid affected individuals.

The devastating effects of ‘Michaung’ have claimed eight lives and resulted in road and subway closures due to flooding. Due to the release of water from Puzhal Lake, the Manjambakkam-Vadaperumbakkam Road has been closed. Rescue efforts have concentrated on stranded families, including pregnant women and the elderly.

Cyclone Michaung: Four Tamil Nadu districts have declared Tuesday as a public holiday

The Tamil Nadu government has announced a public holiday in the districts of Chennai, Chengalpattu, Kancheepuram, and Tiruvallur on Tuesday, December 5, 2023, due to the cyclonic storm Michaung. The Negotiable Instruments Act of 1881 has been invoked to declare the day off as public holiday. Due to the severe weather in the state, all schools, colleges, educational institutions, and government offices—including those of boards, public undertakings/corporations, banks, and financial institutions—will be closed in the four districts of Chennai, Tiruvallur, Kancheepuram, and Chengalpattu.

However, all essential services, such as police, fire service, local bodies, milk supply, water supply, hospitals and medical shops, power supply, transport, fuel outlets, hotels and restaurants, etc., and the offices engaged in disaster response, relief and rescue activities, shall function as usual.

Traffic jams, roads inundated; Chennai’s heavy rainfall disrupts daily life

Due to intense rainfall and severe waterlogging, several parts of Chennai were left under water as Cyclone Michaung made her way towards the coast of North Tamil Nadu.
The cars were completely submerged in water due to the accumulation of rainwater. There were traffic jams in several areas of the city as a result of the state experiencing waterlogging from the heavy rain that fell throughout the night. Following a period of intense rainfall in the area, Chrompet GST Road in Chennai experienced a severe traffic jam.
The Vadakarai Road from Madhavaram to Sengunram was totally submerged in water as a result of the intense rains in the northern regions of Chennai.

The NDRF and SDRF teams have been deployed in the city in view of the upcoming cyclone.
Frequent Power cuts and waterlogging in the low lying areas of the city caused disruption to the normal life.
Thillai Ganga Nagar Subway in Alandur has also been closed due to heavy waterlogging in the region.
It has been raining heavily since early morning today with cyclonic winds, due to which the lakes and ponds in Chengalpattu district have filled up and the bus roads in all areas have been flooded.
Due to flooding in Kilyar Bridge near Madhuranthakam, transport to ten villages has been affected. Mahabalipuram-Chengalpattu road is completely flooded and traffic has been cut off.

Power poles have fallen and electricity has been cut off in several locations in the Mahabalipuram area due to the heavy rains and strong winds.
