Uttarakhand CM Dhami Attends Silkyara Tunnel Breakthrough, Names Tunnel After Baba Boukhnag

Uttarakhand Chief Minister Pushkar Singh Dhami attended the breakthrough ceremony of the Silkyara Tunnel on Wednesday. He said that the Silkyara Tunnel will be named after Baba Boukhnag.

He said, “The Silkyara Tunnel will be named after Baba Boukhnag. The Primary Health Centre at Genwala-Brahmkhal will be upgraded to a Community Health Centre. Boukhnag Tibba will be developed as a tourist destination. A helipad near Syalna will be constructed.”

It may be recalled that in 2023, 41 workers were trapped inside the tunnel during its construction for 17 days. The rescue operation, conducted under the guidance of Prime Minister Narendra Modi and the leadership of Uttarakhand CM Pushkar Singh Dhami, successfully rescued all workers safely.

The Silkyara Tunnel is a significant project for the Char Dham Yatra. The double-lane tunnel spans 4.531 km and costs approximately Rs 853 crore.

Upon completion, the tunnel will reduce the distance between Gangotri and Yamunotri Dham by 26 kilometers, providing better facilities and saving time for pilgrims. The project is expected to boost trade, tourism, and employment opportunities in the region, thereby strengthening the local economy.

On this historic occasion, the Chief Minister congratulated all engineers, technical experts, and workers associated with the project. He stated that this breakthrough is not just a success of advanced engineering but a living example of faith and dedication.

He added that the Silkyara tunnel rescue was the longest and most complex rescue mission in the world. Every individual involved in the mission demonstrated an extraordinary example of humanity and teamwork. It was a true test of technical and human resolve, and everyone came together to ensure its success.

The Chief Minister expressed gratitude to the entire rescue team, rat miners, NDRF, SDRF, and all cooperating agencies who played a crucial role in making the operation successful. He said the whole world was watching the Silkyara rescue. With the guidance of PM Narendra Modi and the full support of the Government of India, the State Government successfully conducted this extremely challenging operation.

Experts and modern resources from across the country and the world were brought in. He appreciated the patience and courage shown by the trapped workers, which boosted everyone’s morale.

The Chief Minister also participated in the pran-pratishtha (consecration) ceremony of Baba Boukhnag Temple. He brought offerings and puja material from his residence in Dehradun.

During the Silkyara rescue, the Chief Minister had camped at the site to supervise and monitor the operation and had vowed to construct a temple dedicated to Baba Boukhnag for the successful rescue of the trapped workers.

He prayed to Baba Boukhnag for the prosperity and well-being of the state and its people. Uttarakhand CM Pushkar Singh Dhami said that when Baba Boukhnag was enshrined at the tunnel’s entrance, the rescue operation progressed successfully.

At that time, he announced the construction of a grand temple, and now, with its consecration, that vow has been fulfilled. Devotees will now be able to seek blessings from Baba Boukhnag.

He recalled the tragic incident on 12 November, when a landslide during tunnel construction trapped 41 workers inside. People across the country prayed for their safety. In that dark tunnel, where even hope seemed to fade, Baba Boukhnag emerged as a beacon of strength and belief.

Uttarakhand Chief Minister Pushkar Singh Dhami reviewed the arrangements for the Char Dham Yatra in Dehradun on Thursday. State Chief Secretary Radha Raturi announced that, following the directives of CM Dhami, shooting videos or making reels within a 50-meter radius of the temple premises is now prohibited to respect the religious sentiments of devotees.

Radha Raturi stated, “Chief Minister held a detailed review of the arrangements of Char Dham, in Dehradun today. He has given directions that nobody will shoot videos or make reels in the 50-metre radius of the temple premises. This is hurting the religious sentiments of devotees. So, to maintain the sanctity of the temple and respect the devotees, those going there won’t be allowed to shoot videos or make reels in the 50-metre radius of the temple premises. There is no prohibition on carrying mobile phones. You can use it but nobody will be allowed to shoot videos or make reels.”

She also mentioned that numerous incidents have surfaced where individuals are dancing and playing music, which is offensive to the religious sentiments of devotees.

Over 26 lakh devotees from across the country and abroad have registered for the ongoing Char Dham Yatra.

“Char Dham Yatra is going on in the state. So far, 26.73 lakh devotees have registered for the Char Dham Yatra… More than 1.42 lakh offline registrations have been done in Haridwar and Rishikesh counters. This time double the number of devotees are coming as compared to last year,” said Vinay Shankar Pandey, Commissioner of Garhwal Division.

Since the doors of Shri Kedarnath Dham opened on May 10, over one lakh devotees have visited Kedarnath. A total of 2,76,416 devotees have participated in the Char Dham Yatra so far.

In just four days, 1,26,306 devotees have set a new record by visiting Kedarnath. All three dhams—Kedarnath, Gangotri, and Yamunotri—are bustling with activity.

The Char Dham Yatra commenced in Uttarakhand on May 10.

The Char Dham Yatra holds deep spiritual significance in Hinduism, typically taking place from April-May to October-November.

The traditional route for the Char Dham Yatra is in a clockwise direction, starting from Yamunotri, moving to Gangotri, then Kedarnath, and finally Badrinath. This journey can be undertaken by road or by air, with helicopter services available.

Some devotees opt for a Do Dham Yatra, visiting two shrines—Kedarnath and Badrinath—as noted on the Uttarakhand tourism official website.

The Char Dham Yatra, a pilgrimage to four holy sites—Yamunotri, Gangotri, Kedarnath, and Badrinath—derives its name from the Hindi words ‘char’ meaning four and ‘dham’ referring to religious destinations, according to the Uttarakhand tourism official website.

Uttarakhand Chief Minister Pushkar Singh Dhami criticized the Congress, accusing them of pursuing an appeasement policy and discussing Muslim personal law.

During his campaign for BJP candidate Sanjay Tandon in the Chandigarh Lok Sabha seat, Uttarakhand Chief Minister Pushkar Singh Dhami declared on Tuesday that Uttarakhand has become the inaugural state in the nation to enact the Uniform Civil Code (UCC). He added that under the leadership of Prime Minister Narendra Modi, the entire country will now reap the benefits of the UCC.

“Congress is adopting a policy of appeasement. Against the UCC, Congress is talking about bringing Muslim personal law. Congress has stooped so low that by imposing a tax on property, it wants to divide a particular class by snatching the earnings of the people and doing vote politics,” Dhami said.

“The conspiracy in Karnataka and Andhra Pradesh wants to be implemented in the whole country to benefit the Muslim class. In this, the Aam Aadmi Party is also with the Congress,” he added.

In the upcoming seventh phase of the Lok Sabha elections on June 1, Tandon will compete against Congress’ Manish Tewari.

CM Dhami also underscored that the Uttarakhand government has ensured comprehensive arrangements for the Char Dham Yatra.

“This time, a record number of pilgrims are reaching Chardham for darshan. So far, 45 to 50 percent more pilgrims are reaching as compared to previous years. The government is welcoming every pilgrim. But people have to take care of important preparations like registration, weather, crowd assessment, hotel, car booking and extra days, so that you and others do not have to face trouble,” Dhami said.

He also emphasized ongoing efforts to upgrade Dehradun and Pantnagar airports to international standards.

“Air service has started in Pithoragarh. Now air service is being started in Gauchar, Chinyalisaur as well. Apart from Char Dham, the number of pilgrims has also increased in Dhams like Manaskhand, Adikailash, Purnagiri,” he added.

The Char Dham Yatra commenced this year with the doors of Gangotri, Yamunotri, and Kedarnath Dham opening on May 10, followed by the opening of the doors of Badrinath on May 12. This pilgrimage holds deep spiritual importance in Hinduism and usually spans from April-May to October-November.

On Tuesday, April 30, at 11:30 am, the Uttarakhand Board of School Education (UBSE) announced the results for Classes 10 and 12.

In the UBSE Class 10 examination of 2024, the overall pass rate stood at 89.14 percent, while for the Class 12 examination, it was 82.63 percent this year.

The offline UBSE 10th and 12th board exams were conducted in a single session from 10 a.m. to 1 p.m. between February 27 and March 16, 2024.

In Uttarakhand, a total of 1,15,606 students enrolled for Class 10 and 94,748 for Class 12, amounting to a combined total of 2,10,354 candidates.

CM Dhami Prioritizes Implementation of UCC, Forms Committee

Chief Minister Pushkar Singh Dhami announced the formation of a committee to review every aspect of the Uniform Civil Code (UCC), stating that its implementation in the state would be prioritized.

Speaking to ANI, more than a week after President Droupadi Murmu approved the bill, CM Dhami said, “We had promised the Uniform Civil Code to the people of Uttarakhand. When we went to the people during the 2022 election, we promised that we would implement the UCC soon after the new government was formed. We have kept that promise.”

“The President has also given her assent. The process is underway. A committee has also been formed at the departmental level. It is examining all aspects. We will implement it at the earliest,” CM Dhami said.

“All the difficulties or challenges are going to come to an end,” he said.

CM Dhami stated that the law has been enacted for the “convenience of everyone.”

“It is a good law for everyone. It is about women’s empowerment; for elders, it is about their security; care has been taken for the future of the children. We have enacted the law for the convenience of everyone. The people of Uttarakhand have already bestowed their blessings on us for this work,” he said.

“Marriage registration and other details…one has to make several rounds to government offices… (all those things) It will be simplified (with the implementation of the UCC). It will be much easier for the people,”CM Dhami said.

Earlier this month, President Droupadi Murmu sanctioned Uttarakhand’s Uniform Civil Code (UCC) Bill, 2024, paving the way for it to become the first state in the country to enforce the UCC.

The Dhami government introduced the bill on February 6, and it was passed with a comfortable majority during a special session of the Uttarakhand assembly the following day.

The UCC Bill is an initiative in India aimed at implementing standardized regulations for personal affairs among all citizens. These affairs encompass aspects such as marriage, divorce, inheritance, and property rights. The proposed UCC would be applicable to all citizens without discrimination based on religion, gender, or sexual orientation.

The UCC is included in the Constitution as part of the non-justiciable directive principles of state policy. While certain members of the Constituent Assembly pushed for its compulsory implementation, others voiced apprehensions regarding its potential infringement on religious liberties and cultural diversity.

The Uttarakhand Waqf Board denied accusations that the Uniform Civil Code (UCC) 2024 bill was anti-Islamic a day after it was enacted in the state legislature, claiming that there was no problem with adhering to the UCC because it did not violate the Islamic faith.

“I believe the nation will accept this bill hands-on. With the kind of rumours being spread among the Muslim community that this bill is anti-Islamic, I can say that the bill has no line that tampers with the Islamic faith.”, Uniform Civil Code bill, Uttarakhand Waqf Board Chairman Shadab Shams said to ANI

“With utmost honesty and being a strong Muslim myself, I can say that under the light of the Quran, there is no problem with abiding by the UCC. Those who are opposed are not true Muslims. They are political Muslims who somewhere relate to the Congress or the Samajwadi Party. I am again saying this with full responsibility, that this bill does not violate Islam, and Muslims can follow UCC,” he added.

On Wednesday, a special session of the Uttarakhand assembly passed the Uniform Civil Code (UCC) Bill with a comfortable majority.
Chief Minister Pushkar Singh Dhami described the passing of the Uniform Civil Code (UCC) bill in the Legislative Assembly as a “historic day in the history of Uttarakhand.”
He emphasized that the legislation benefits all segments of society, claiming that the government’s pledge to the people has been honored.

The Chief Minister tabled the Uniform Civil Code, which offers similar or uniform regulations for all communities, during Tuesday’s special session.
Once the proposed UCC Bill is in place, “live-in relationships” must be registered under the law within one month of the “date of entering into the relationship.”
Adults who want to live in a live-in relationship must first acquire parental authorization. The bill also prohibits underage marriage and establishes a consistent divorce process.

The Code gives women of all religions similar rights to their ancestral property.
The Chief Minister further stated that the Uniform Civil Code Bill might be changed in the future if particular clauses are required.
The UCC Bill sets the marriage age at 18 for women and 21 for men in all communities. Marriage registration is required in all religions, and unregistered weddings are invalid. A divorce petition cannot be filed after one year of marriage.

During the debate on the Uniform Civil Code, Uttarakhand Chief Minister Dhami stated that the state assembly will make history by passing the Uniform Civil Code, and that every person of the state is proud.

Uttarakhand CM holds roadshow in Tehri, lays foundation stones of multiple projects

Uttarakhand Chief Minister Pushkar Singh Dhami held a roadshow in Tehri on Tuesday and later inaugurated and laid the foundation stones of 160 projects worth Rs 415 crore.
During the two-kilometre road show from Ganesh Chowk to Pratap Inter College, a large crowd gathered on either side of the road to greet him.
The chief minister also honoured members of women’s self-help groups and highlighted the role played by women of Uttarakahnd in the statehood movement and the development of the state.

Underlining the steps being taken by the state government for women’s empowerment, he mentioned 30 per cent reservation for women in government jobs and the introduction of schemes such as Mukhya Mantri Maha Lakshmi Yojana, Mukhya Mantri Aanchal Amrit Yojana and Mukya Mantri Swarojgar Yojana. At the gathering, Dhami administered an oath to students to make Uttarakhand drug-free by 2025.

The Uttarakhand chief minister also met his Assam counterpart Himanta Biswa Sarma at Narendra Nagar in Tehri.

CM Pushkar Singh Dhami Oversees Ongoing Rescue Operations at Silkyara Tunnel

Uttarakhand Chief Minister Pushkar Singh Dhami conducted a review of the relief and rescue efforts on Tuesday at his residence as operations continue to evacuate 40 workers trapped in the collapsed Silkyara tunnel on the Uttarkashi-Yamunotri road. The under-construction tunnel, which caved in on November 12, has seen ongoing rescue operations for the past three days.

“I am closely monitoring the situation. I visited the spot, and I also spoke to the family members of the people who were trapped inside. Food, water, and oxygen are being supplied to the people who are trapped inside. PM Modi is also closely monitoring the situation,” Chief Minister Pushkar Singh Dhami informed ANI.

Trucks carrying 900-mm-diameter pipes arrived at Silkyara after midnight, as officials constructed a platform for an auger machine to dig horizontally and install large-diameter MS pipes among the rubble. The goal is to cut a path through the metal pipes for the imprisoned workers.

Rescue personnel are attempting to clear around 35 metres of rubble in order to reach the stranded workers. Prime Minister Narendra Modi, Union Home Minister Amit Shah, and Railway Minister Ashwini Vaishnaw have all enquired about the issue with the Chief Minister of Uttarakhand.

The Silkyara Tunnel, with a length of 4531 metres and a construction cost of Rs 853.79 crore, suffered a breach of 21 metres, triggering the collapse. The National Highways and Infrastructure Development Corporation Limited (NHIDCL) reported ongoing rescue efforts, with a detailed timeline indicating the collapse occurred during re-profiling work.

Efforts are being made to ensure the safety and evacuation of the stranded personnel, with state and federal officials keeping a close eye on the situation. The situation remains fluid as rescue personnel seek to clear rubble and create a safe path for people on the inside.

Uttarakhand Chief Minister Pushkar Singh Dhami, speaking at a rally in Bina, expressed his strong belief in the Bharatiya Janata Party’s success in the upcoming Madhya Pradesh Assembly election.

He pointed out that the substantial turnout of people participating in the “Jan Ashirwad Yatra” demonstrates the party’s robust presence in the state.

“The way the people are showering their love and blessings, I have full confidence that the public will make the BJP win again with a huge majority in Madhya Pradesh,” Dhami said.

“I was under the impression that the ‘Yatra’ (Jan Ashirwad Yatra) will be welcomed at a limited number of places but the way ‘Yatra’ has been welcomed from wherever it has passed represents the fast-paced development over here” said Dhami addressing the people.

1 dead, 3 rescued after house collapses in Chamoli, Uttarakhand

A person was found dead after a house collapsed near subsiding Joshimath in Chamoli district of Uttarakhand, officials said on 16 August, Wednesday.

As per the State Disaster Response Force (SDRF), the incident occurred on 15 August, late evening, in Helang village on the Badrinath highway between Joshimath and Pipalkoti.

Kotwali Joshimath notified the SDRF that a two-storey house built near a crusher unit on the shores of the Alaknanda River had collapsed and some locals were suspected to be trapped under the debris.

The SDRF team reached the affected area to find four people submerged under the debris of the collapsed house. Ultimately, the SDRF team rescued 3 people and rushed them to a nearby hospital while one died on the spot.

The mortal remains of the victim were recovered from under the debris. The remains were then handed over to the district police, according to the officials.

According to the SDRF, seven labourers were in the house when the unfortunate incident took place. An official said, “Seven labourers were present in the house when the incident took place. Three of them were rescued and admitted to a hospital.” They added that searches were underway for any other trapped locals.

According to official estimates, 52 people died due to rain-related incidents in Uttarakhand this monsoon season while another 37 were severely injured. On the orders of Chief Minister Pushkar Singh Dhami, SDRF and NDRF teams were posted in areas severely affected by rain-related incidents.

Rainfall Alert in Uttarakhand, rescue team saved 20 people

In response to severe flooding in the area, members of the State Disaster Response Force acted quickly to rescue 20 persons who had become trapped in Rishikesh, Uttarakhand’s Ambagh neighborhood.

The SDRF team used rafts to rescue 20 people and transport them to a safe location after receiving information that people were stranded in their houses that were submerged owing to waterlogging in the Seema Dental region, the authorities said in a statement on Monday.

In the meantime, Chief Minister Pushkar Singh Dhami met with authorities at a high level on Monday to assess the state’s various relief and rescue activities.

In six districts of the state, the (IMD) on Sunday issued a red alert and forecast severe rain and lightning for the ensuing twenty-four hours.

Badrinath National Highway in Pipalkoti area in Uttarakhand’s Chamoli district has been closed because of debris that was triggered by a landslide, following heavy rainfall. Many vehicles have also been buried under the debris.

Chamoli District Magistrate, Himanshu Khurana said, “Due to heavy debris falling from the mountain in Pipalkoti, many vehicles were buried under the debris and the roads have been closed.”

According to the district magistrate, at present there are several vehicles buried under the debris and a piece of information about one person being buried under the debris in Pipalkoti has also been received.

Yesterday, the India Meteorological Department (IMD) issued a red alert and predicted heavy rainfall with lightning in six districts of Uttarakhand for the next twenty-four hours. It also forecasted very heavy to extremely heavy rain/ thunderstorm accompanied with lightning and very intense to extremely intense spell is likely to occur at isolated places in Tehri, Dehradun, Pauri, Nainital, Champawat and Udham Singh Nagar.

As to official estimates, 52 people had died due to rain-related incidents in this monsoon session while another 37 people sustained injuries. Heavy rainfall in Uttarakhand have also triggered landslides and flash floods in many places.

On the orders of Chief Minister Pushkar Singh Dhami, SDRF and NDRF personnel were posted in places badly affected by rain-related incidents.

CM Dhami vows strict probe and action against ‘Love Jihad’ cases

On Friday, Uttarakhand Chief Minister Pushkar Singh Dhami announced that the state authorities have called for a strict investigation and operations targeting cases related to ‘love jihad.’

CM Dhami added that today, a high-level meeting with the Director General of Police (DGP) and other officials will be chaired to address this issue.

CM Dhami inaugurates 36 schemes in Kaladhungi

On Friday, Uttarakhand Chief Minister Pushkar Singh Dhami inaugurated 36 schemes worth Rs 95 crores and 9 lakhs, and also laid the foundation stone for various development projects in Kaladhungi of Uttarakhand’s Nainital, an official release from the state government said.

The chief minister stated, “Today’s day will prove to be helpful in bringing in a new era of development in Vidhansabha Kaladhungi,” in his remarks on the occasion. These 36 projects are concerned with matters of public concern, such as the building of highways, the improvement of drinking water supplies, and irrigation potential.

He added that these projects have paved the way for the future of this region, and that after they are finished, the region would see comprehensive development. The drinking water programme will benefit 8012 local residents, he continued.

The Chief Minister said that strict anti-copying law has been implemented in the state for transparency in examinations. This month 4 competitive exams are being conducted and requests for vacant posts have been sent to the commission.

The state administration will execute a new education strategy, construct a horizontal reservation system for the state’s women, develop a draught of the Uniform Civil Code, and give Antyodaya families access to three gas cylinders. The administration has done everything from enacting a rigorous anti-copying law to providing 10% horizontal reservation in government posts to state agitators and their dependents, according to CM Dhami.

In Vidhan Sabha Kaladhungi, the Chief Minister unveiled two projects: the Rs 159 lakh Anandpur Tubewell Drinking Water Scheme and the Rs 398 lakh Lamachaud Khas Tubewell Drinking Water Scheme. In addition to this, CM Dhami also set the cornerstone for 34 other plans to build Kaladhungi.

Slow subsidence up to 9cm is recorded in Joshimath town over a period of seven months, between April and November 2022, according to the Indian Space Research Organization (ISRO) satellite-based report. “Between 27 December, 2022 and 8 January, 2023, a rapid subsidence event was triggered”, the reports states. The region subsided around 5cm within a span of few days. It is confined to the central part of Joshimath town, says ISRO.

During the meeting, he interacted with the Army, ITBP (Indo-Tibetan Border Police), NDRF (Nation Disaster Response Force) and scientists from various establishments engaged in landslides investigation, district administration, police and district-level officers associated with essential services at Sunil ITBP camp. Joshimath land subsidence: Construction projects, activities halted

In the wake of cracks that have appeared in buildings in the town due to land subsidence in Joshimath in Uttarakhand Chamoli District, all construction activities have been halted.

District Magistrate Himanshu Khurana on Saturday said, because of the situation in Joshimath all construction work has been stopped and Uttarakhand Chief Minister Pushkar Singh Dhami will visit the land subsidence-affected areas.

“In view of the local situation in Joshimath, all kinds of construction work has been stopped until further orders. The Chief Minister will physically inspect the landslide-affected areas of Joshimath and will also visit the relief camps here,” the district magistrate said.

Earlier on Thursday, to protest and get the government and administration to take the matter of land subsidence seriously locals of Joshimath blocked the Badrinath Highway.

Meanwhile, the cracks have been reported in 153 in the Ravigram ward, 127 in the Gandhinagar ward, 28 in the Marwadi ward, 24 in the Lower Bazaar ward, 52 in the Singhdhar ward, 71 in the Manohar Bagh ward, 29 in the Upper Bazaar ward 27 in the Sunil ward and 50 in Parsari.

Moreover, Chamoli Chief Development Officer (CDO) Lalit Narayan Mishra on Friday said National Disaster Response Force (NDRF) teams have been deployed National Disaster Response Force (NDRF).

“We have to be alert for the future, so NDRF is being deployed as a precautionary measure,” Mishra said.

“Due to frequent landslides, NDRF has been called and the team of experts is surveying the affected areas since this morning,” Mishra said.

However, in the affected area, landslides are still going on and the NDRF team is there to keep an eye. So, 38 families have been displayed.

CM Dhami pays tribute to martyrs on Uttrakhand Foundation day

Pushkar Singh Dhami, Uttarakahand’s CM paid tribute to the martyrs of the state at the martyrs memorial in the court on the occasion of the state foundation day.

Dhami said, “It has been 22 years since the foundation of the state of Uttarakhand. I pay my respects to the martyrs and revolutionaries of the state. We are determined to build Uttarakhand as per their visions.”

Uttarakhand was founded in 2000 as the 27th state of India on this day. The state was carved out of Uttar Pradesh on 9th November 2000,under the BJP government after a long-drawn distress. On State Foundation Day in Dehradun, the Chief Minister also opened an exhibition held at the BJP office.

On Uttarakhand’s statehood day on Wednesday, Prime Minister Narendra Modi welcomed the state and praised its residents for their extraordinary contributions to nation-building in a variety of fields.
Additionally, he hoped that Uttarakhand will continue to advance in the years to come. PM Modi tweeted on the occasion, “Statehood Day greetings to the people of Uttarakhand. This is a state closely associated with nature and spirituality. People from this state are making phenomenal contributions, across many sectors, to nation-building.
