Meanwhile, India launched precision strikes on Pakistani airbases in response to aggressive attacks, escalating tensions along the Line of Control.
</excerpt>

In a strong display of patriotism and unity, thousands of youths collected in Chandigarh following a local appeal for civil defence volunteers in the face of increasing tensions between India and Pakistan. Long queues were seen on the roads as enthusiastic youths stepped forward to register and declare their support for the Indian defence forces.

The mood within the city intensified soon enough with vociferous shouts of ‘Pakistan Murdabad’, an indication of civilians’ collective will and preparedness to stand in support of their country during an hour of need.

One resident, Muskan, revealed what drove her by stating, “We are here to support the Army. They are doing so much for us, and we also want to do something for our Army.”

Another fervent volunteer, Karan Chopra, informed ANI, “I am willing to lay down my life for India. We have submitted the form; we are prepared to do whatever is required of us.”

The feeling was reflected in the crowd. Parambir Singh, who had also attended to enroll as a volunteer, stated, “We have come to offer our services to our country. We have submitted the form (for volunteer service).”

Sanjana Arora, another volunteer, spoke about the solidarity: “We were invited here by the administration, and it’s astounding to see such a huge number of youngsters. So many youths have come today to show their support for India and our military personnel. The energy here is unbelievable, even the ones who don’t get up early have come in large numbers. We all want to be with our soldiers who are courageously retaliating against Pakistan’s continued aggressions and no one knows when they get to go in.”

She went on to say, “The government’s strong position has really encouraged us to take the lead and perform our civil duties. With such solidarity on show, no one in the world can challenge the spirit of our nation. And yes, we will continue to bring updates on happenings from Pakistan too.”

Precision Strikes Under Op Sindoor

As public support increased, the Ministry of External Affairs and the Ministry of Defence gave updates on the continuing Operation Sindoor. Indian Army Colonel Sofiya Qureshi confirmed that the Indian Air Force conducted precision strikes against various Pakistani military establishments using air-based weapons.

Precision operations targeted military targets in Rafiqui, Murid, Chaklala, Rahim Yar Khan, Sukkur, and Chunian. The Pasrur and Sialkot aviation base radar installations were also attacked.

Colonel Qureshi described Pakistan’s attacking operations as they employed Unmanned Combat Aerial Vehicles (UCAVs), fighter planes, loitering weapons, and long-range missiles to hit Indian military buildings.

The Indian response came after Pakistan’s massive attack on 26 points in India earlier on Saturday. Top government sources said that Indian attacks struck at least four Pakistani airbases early in the morning. Sporadic exchange of fire remains along the Line of Control (LoC), with tensions still high.

Authorities advise residents to remain calm, stay indoors, and cooperate.
</excerpt>

In a sudden turn of events, air raid sirens sounded throughout Chandigarh early on Friday morning, after an abrupt advisory from the Air Force Station alerted residents of a possible aerial attack. Citizens were advised to remain indoors, away from balconies and rooftops, as part of emergency civil defence measures.

The sirens followed hours after a sudden emergency blackout on Thursday evening. Power was switched off in the entire city at around 9.30 pm. Deputy Commissioner (DC) of Chandigarh released a notice to RWAS and market associations asking citizens to act promptly to sirens by switching off all lights and remaining indoors. “Do not venture outside or onto rooftops,” the notice clarified.

#WATCH | Air siren sounded in Chandigarh as part of a precautionary measure to remind citizens to remain alert pic.twitter.com/IOl2RRqW0G

— ANI (@ANI) May 9, 2025

Mixed Public Response to Blackout

While most residents complied with the blackout order, many streetlights and solar-powered systems remained illuminated well after the sirens stopped. Vehicles were seen on the roads with headlights on, ignoring the official advisory. Despite this, the administration maintained that civil cooperation was largely successful and crucial for public safety.

Civil Defence Systems Strengthened

Earlier on Thursday, the administration of the Union Territory had stepped up its civil defence preparedness in preparation for possible emergencies. “Satellite phones will be used in case of communication breakdowns. Civil Defence Control Room is being strengthened, and uniforms will be issued to personnel,” added a UT spokesperson. Further, air raid warning systems will be boosted from 20 to 50 to increase public preparedness.

Power supply was resumed a little after midnight, but authorities urged citizens to voluntarily adhere to blackout standards in the next few days.

Neighbouring Regions Follow Suit

Mohali also imposed a two-hour blackout from 9.30 pm on Thursday. “This is a precautionary measure for public safety,” DC Komal Mittal said, affirming intelligence inputs had suggested potential threats from the other side. Panchkula, however, saw people in a state of confusion because there was no effective siren system. Most residents initially did not comply, but slowly responded as word spread through social media and community networks.

As tensions brew between India and Pakistan, the government has made one thing certain: preparation, cooperation, and calm are essential.

When asked about her offerings, she enthusiastically and with a smile went through her menu, happily enumerating all the food items she serves. Looking back at her endeavor, she stated, “Prior to this, I was a housewife. I was always interested in food, so I thought I should just do it. Why should I pay attention to my age? You can take any hobby at any age.” She continued, “I have been cooking food for the last 50 years.”

Social Media Applause

The emotional video has taken the social media by storm, with almost 3 lakh views. There is a deluge of praise in the comments section for her courage and tenacity.

Several of the viewers employed red heart and clapping emojis to express their solidarity. “Massive respect for aunty ji, may God bless her,” posted one user.

Another commented, “Wow, by the way, those chutneys look really good.” A couple of others seconded the view, saying, “Aunty ji has a sweet and divine aura.”

Similar Tales of Encouragement

This is not the only tale of older people who chase their aspirations. Recently, another video appeared, depicting a 108-year-old man as a vegetable seller on the roads of Moga, Punjab. Despite being aged, the older vendor was captured selling onions and potatoes with a smile.

The video was shared by an Instagram user, captioning, “Met an amazing soul today in Moga, a 108-year-old street vendor still selling onions and potatoes with a smile. His life is a living testimony to resilience, hard work, and the power of remaining rooted. Inspiring to the core to watch.”

</excerpt>

Ahead of their planned protest in Chandigarh on March 5, several Samyukta Kisan Morcha (SKM) leaders were detained in early morning raids at their residences on Tuesday.
Punjab Police conducted midnight raids at various locations. Several farmer leaders, including Balbir Singh Rajewal, were detained, while Kisan Mazdoor Morcha (KMM) leader Dilbag Singh Gill was placed under house arrest.
The police also visited the residence of Joginder Singh Ugrahan, president of the Bharatiya Kisan Union (Ekta Ugrahan), in Sangrur, but he was not found.
In response to the police action, SKM has called for an emergency meeting in Ludhiana, reaffirming their plan to proceed with the protest in Chandigarh on March 5.
Chief Minister Bhagwant Mann denounced the protesting farmer unions, saying they have turned Punjab into a “state of dharnas” and caused huge losses to it.

Speaking to reporters in the Kharar tehsil office in Mohali, Mann said he had categorically told the farmer bodies that they should not remain under the impression that he could not take action.
Farmer leaders and opposition parties criticised the AAP government for the crackdown, which came a day after talks between Chief Minister Mann and SKM leaders ended abruptly with the CM walking out of their meeting.
Mann defended his decision to leave the meeting, stating that he had questioned the farmers about their protest plans. When farmers insisted that the agitation would continue, Mann expressed his frustration, saying, “Then why was I made to sit there for two and a half hours? These demands are not under my authority; they are issues for the central government.” He claimed that the farmers accused him of attending the meeting out of fear, while he maintained that “A meeting and a protest cannot go hand in hand.”

Punjab’s Agriculture Minister Gurmeet Singh Khudian stated that there was no major dispute in Monday’s meeting. He said, “Farmers can meet with us whenever they want. They are respectable members of society. The meeting was conducted in a cordial atmosphere, where eight out of 18 demands were discussed.” He also highlighted that the Chief Minister had urged farmers to avoid frequent protests that disrupt daily life and economic activities in the state.

Gangsters Goldy Brar and Rohit Godara, affiliated with the Lawrence Bishnoi gang, claimed responsibility for the blasts via a social media post. According to their statement, the target was De’orra restaurant and Sevillee bar and lounge, both owned by rapper Badshah. The post also revealed that the gang had contacted the restaurant owners with an extortion demand, which went unanswered.

The blasts resulted in shattered window panes and minor structural damage to the targeted venues, as well as a nearby club. No casualties were reported. The Chandigarh Police have initiated an investigation to identify the suspects, with bomb detection squads and the Chandigarh Forensic Science Laboratory assisting at the scene.

Sources suggest the explosion was caused by homemade bombs, possibly intended for extortion purposes. Although the police have not confirmed whether the attack was a crude bomb attempt, the authorities are focusing on determining the cause.

Goldy Brar is a notorious gangster who previously claimed responsibility for the murder of Punjabi singer Sidhu Moosewala, who was killed on May 29, 2022. Brar was declared a terrorist under the Unlawful Activities (Prevention) Act in January 2024.

CCTV footage from the scene showed a man approaching from across the road, throwing crude bombs at both clubs. After the explosions, which resulted in thick smoke billowing from the clubs, the suspect quickly fled the area. Police officials were promptly alerted and arrived at the location to begin investigating.

Initial investigations suggest that the explosions might be linked to an extortion attempt, though another theory involving a potential dispute between the clubs’ partners is also being explored. Senior officials from the Chandigarh police are continuing their inquiries to identify the perpetrators and determine the cause behind the attacks.

Badshah’s Seville Bar and Lounge Targeted

The Seville Bar and Lounge, which was opened by popular singer and rapper Badshah in December of the previous year, was among the targeted venues. In addition to Seville, Badshah co-owns other establishments, including Sago Spicy Symphony and Sidera.

Extortion Attempt at Punjab Petrol Pump

The explosion outside the clubs follows a similar incident in Punjab’s Mansa district, where a petrol pump was targeted in an extortion attempt. On October 27, a bomb exploded near the station, followed by a threat message demanding Rs 5 crore from the owner, Khushwinder Singh. The sender warned of further violence if the ransom wasn’t paid, stating that a grenade had been used as a “trailer” for future attacks. Singh reported the incident to the police, leading to an FIR under criminal intimidation and extortion charges.

Workers Call for Wage Increase Following Court Order

The workers’ union has stated that the ongoing protest was initiated after the administration failed to implement a court order that mandates wage increases under Rule 25, effective since November 2018. Rajesh Chauhan, President of the PGIMER Contract Workers’ Union, expressed frustration, stating, “We have called this strike after being disappointed with the administration. We have sent a letter to the administration, but they have not replied to us.”

Over 4,000 contractual workers, including hospital attendants, sanitation workers, security guards, and other essential service providers, are participating in the protest under the Joint Action Committee (JAC).

Police Take Legal Action Against Protesters

In response to the ongoing demonstrations, Chandigarh Police filed a fresh FIR against the contract workers on Saturday for holding an unauthorized protest that disrupted critical patient services. This marks the second FIR against the workers in two months, following a previous protest on August 9.

Authorities have stated that the workers’ protest violates a district magistrate’s order issued on August 28, which prohibits unauthorized rallies, dharnas, and protests. The situation remains tense as contract workers continue to advocate for their rights amidst legal repercussions.

</excerpt>

In a ruling by the District Consumer Disputes Redressal Commission of Chandigarh, Amazon has been directed to refund Rs 40,325 and pay a fine of Rs 18,000 to a customer, Samita Das, who purchased a smartphone that was later used for unauthorized purchases. The fine includes Rs 10,000 for mental agony and harassment, and Rs 8,000 for litigation costs.

According to the complaint, Samita Das, a resident of Sector 12, Chandigarh, purchased the smartphone from Amazon. In September 2023, fraudsters allegedly hacked the phone, gaining access to her personal data, email, and ICICI Bank credit card. Using this compromised information, they made unauthorized transactions on her Amazon account. Despite Das’s repeated attempts to report the suspicious activity and cancel the orders, some transactions were processed without proper verification.

Amazon’s Response to the Commission

In its defense, Amazon India, along with Amazon Pay Later, argued that they had promptly cancelled the fraudulent orders and provided necessary support to the complainant. Amazon stated that their customer service team had assisted Das in canceling the orders and ensured her account was secured to prevent further fraud.

The company also clarified that the payments for the fraudulent transactions were made to a nodal account, which is maintained by an RBI-recognized bank. Amazon explained that they are not the account holders of this nodal account and therefore have no control over its transactions.

Consumer Commission’s Ruling

Despite Amazon’s defense, the Consumer Commission held the company accountable for failing to act swiftly to resolve the issue. The commission highlighted that it is standard practice for online platforms to verify a product during returns and that this should have been communicated to the complainant.

The commission ruled that Amazon Retail India had control over the entire sales process, including handling cancellations, refunds, and delivery, but failed to address the issue in a timely manner. As a result, the company was ordered to refund the full amount and compensate Das for the distress caused by the fraudulent transactions.

This decision underscores the importance of online retailers ensuring customer safety, particularly when dealing with unauthorized access and financial fraud.

</excerpt>

Chandigarh is called the City Beautiful, but its condition is continuously deteriorating. The city is lagging behind in cleanliness system. The residents of Chandigarh are also facing problems regarding the dumping ground. Not only this, most of the roads of the city are broken. The condition of the parks is bad. Apart from this, people are not getting drinking water. The same people have seen the drainage system of Chandigarh during the rainy season. How Chandigarh was flooded and even people’s vehicles were submerged.
Seeing all these problems, the question that comes to the minds of the residents is why there is no development in the city. Actually, the Chandigarh Municipal Corporation gives contracts for most of the work in Chandigarh, and the corporation has given contracts to most of the leaders of Chandigarh, their relatives, journalists and relatives of big officials. This is the reason why Chandigarh is not able to develop. If the local residents are to be believed, the city has the same problems which are not being solved for the last several years. These include roads, water, electricity, sewerage, drainage system and also the horticulture department.
Regarding this, social worker Rameshwar Giri says that Chandigarh was a beautiful city, but for the last some time, the condition of Chandigarh is bad.
The reason for this is that Chandigarh Municipal Corporation has given the contract of development work of Chandigarh to such people from whom the corporation cannot question much. Most of the contracts in Chandigarh Municipal Corporation are either with politicians or journalists or relatives of high officials. That is why the city is not able to develop. Giri says that there should be a detailed investigation of this matter.
Samaj Adhikar Kalyanak Party president Shambhu Banerjee said that he had written a letter to Chandigarh Advisor regarding the performance of Municipal Corporation. After that Vigilance had also started investigation, but the Municipal Corporation contracts are with the relatives of big officers, politicians, journalists.
Therefore, Vigilance department has also put this investigation on hold. He says that he had also recorded his statement with Vigilance in this matter, but till date no action has been taken on it. He demanded that it should be investigated by a big agency like CBI.

</excerpt>

A food vendor at Chandigarh Railway Station has been fined Rs 30,000 after being found guilty of violating the Food Safety and Standards Act. The penalty was imposed by Chief Judicial Magistrate (CJM) Sachin Yadav for serving tomato sauce deemed “unsafe for human consumption” with bread pakoras and samosas.

Case Background

The case against Sushil Kumar of Classic Caterers was initiated based on a complaint by Chandigarh Food Safety Officer (FSO) DP Singh. In August 2014, during an inspection at Platform Number 2, the FSO discovered Kumar serving tomato sauce from a 5-liter plastic container that lacked proper labeling. Kumar claimed the sauce was purchased at Rs 25 per liter from the open market, but he failed to provide a purchase bill.

Unsafe Sauce Findings

The FSO team purchased two liters of the tomato sauce for Rs 50 from Kumar. The sauce was divided and tested, revealing 40 drops of formalin in each part. The sample was sent to the Punjab Food Analyst in Chandigarh on August 7, 2014, and declared unsafe for human consumption by a report dated August 19, 2024. Subsequent re-checks confirmed the sauce did not meet the Food Safety Act regulations.

Legal Details

During the trial, Kumar’s defense argued that procedural flaws existed in the sample collection and that the sample could have deteriorated due to hot and humid weather. CJM Sachin Yadav acknowledged these points but stated that Kumar had a duty to ensure the food met safety standards. The court ruled that Kumar was guilty and imposed the fine but acquitted Ravinder Singh, a nominee of Classic Caterers, due to insufficient evidence linking him to the adulterated sauce.

</excerpt>

The police commissioners of Gurugram and Faridabad do not have the powers of a district magistrate under Section 144 (now Section 163)

Chandigarh: The fifth police commissionerate of Haryana was established in Jhajjar district. B. Satish Balan, a 2004 batch IPS officer holding the rank of Inspector General (IG), is currently serving as the Police Commissioner of Jhajjar. In 2023, a police commissionerate was also formed in Sonipat, where Satendra Gupta, a 2004 batch IPS officer, is the police commissioner.

Besides Jhajjar and Sonipat, Haryana has police commissionerates in three other districts: Gurugram, Faridabad, and Panchkula. The commissionerate system was introduced in Gurugram (formerly Gurgaon) in June 2007, in Faridabad in August 2009, and in Panchkula in August 2011.

In the commissionerate system, a senior IPS officer of at least IG rank is appointed as the Police Commissioner, although officers of higher ranks, such as ADGP, can also serve in this role. Currently, 1998 batch IPS Vikas Arora is the Police Commissioner in Gurugram, and 2003 batch IPS Rakesh Kumar Arya holds the position in Faridabad. The additional charge of Panchkula Police Commissioner is held by Sibas Kabiraj, a 1999 batch IPS officer and IG of Ambala Police Range.

Both Vikas Arora and Sibas Kabiraj have become eligible for promotion to the ADGP rank after completing 25 years of service in the IPS, although their formal promotions are pending.

Under Section 144 of the CrPC, now Section 163 in the Indian Civil Security Code (BNNS) effective from July 1, 2024, District Magistrates (DMs), Sub-Divisional Magistrates (SDMs), or Executive Magistrates authorized by the State Government can issue appropriate orders within their respective jurisdictions.

Hemant Kumar, an expert and lawyer at the Punjab and Haryana High Court, explained that the gazette notifications establishing police commissioners in Panchkula, Sonipat, and Jhajjar granted these commissioners the powers of an executive magistrate under CrPC, now BNNS, 2023. These commissioners, as well as the DCPs and ACPs under them, have the authority to issue orders under Section 144 (now Section 163). However, the police commissioners of Gurugram and Faridabad have not been granted these powers, which are still exercised by the Deputy Commissioner (DC) in these districts.

Hemant Kumar questioned why the police commissioners of Panchkula, Sonipat, and Jhajjar have been given the powers of District Magistrates under Section 144 (now Section 163) while their counterparts in Gurugram and Faridabad have not. He highlighted that the police commissioners in these metropolitan areas have been without such powers despite the commissionerate system being in place for many years.

In all other districts of Haryana, including Gurugram and Faridabad, orders under Section 144 (now Section 163) can only be issued by the DC or SDM. Hemant Kumar has repeatedly appealed to the state’s Home Department to either grant the police commissioners of Gurugram and Faridabad the same powers as those in Panchkula, Sonipat, and Jhajjar or revert these powers to the DCs of the respective districts. He argues that uniformity in the powers of police commissioners across Haryana is necessary, as mandated by Section 8 of the Haryana Police Act, 2007.

According to the guidelines of the Election Commission, new voters will now be registered considering July 1, 2024, as the qualifying date.

Providing detailed information, the Chief Electoral Officer mentioned that the draft voter list will be published on August 2, 2024. The revised schedule, originally set to begin on June 25, has now been extended to August 1, 2024.

Pankaj Agarwal informed that claims and objections can be filed from August 2 to August 16, 2024. The resolution of claims and objections will be carried out by August 26. Special dates of August 3, 4, 10, and 11 have been designated for Booth Level Officers (BLOs) to be present at the polling stations, as arranged by the office of the Chief Electoral Officer.
He also urged the representatives of political parties to instruct their booth level agents to contact the BLOs on these dates and be present at the polling stations. He emphasized that no voter can cast their vote without their name on the voter list. The final publication of the voter list will be on August 27, 2024.

He directed all concerned BLOs, AEROs, and other employees and officers involved in the election process to perform their duties according to the revised schedule. The initial revised list was to be published on July 25, but the commission has now amended this schedule.

</excerpt>

The General Secretary of the All India Congress Committee, former Union Minister, and MP from the Sirsa Lok Sabha constituency, Kumari Selja, criticized the government for the deteriorating condition of cities in Haryana. She stated that although announcements were made to transform cities into Smart Cities and make them like Paris, today the cities have reached a state of hell. She claimed that while the state government remains idle, there are three ministers from the state at the center, yet Haryana is lamenting its plight. She highlighted the shortcomings of the BJP government both inside and outside the Lok Sabha.

In a statement released to the media, Kumari Selja said that the state government has a great fondness for renaming things, but the situation remains unchanged. She pointed out that although Faridabad is called a Smart City, piles of garbage are seen everywhere. The local MP, who is also a minister at the center, does not address the plight of his own city. The same situation applies to Ambala; she questioned what kind of Smart City it is. She also commented on the condition of Gurugram, once called the Millennium City, noting that even the local minister has lamented its poor condition in an interview. The public is frustrated and troubled by the lack of facilities.

She said that the former Chief Minister of the state, now a minister at the center, sees everything but remains silent. They have forgotten Swachh Bharat; Gandhi’s spectacles, which were hung on walls everywhere under Swachh Bharat, have disappeared, perhaps thrown into the garbage. She questioned what happened to the announcements made by the Railway Ministry in 2016 regarding Gurugram and Faridabad, and the status of the Ballabgarh metro. She also asked about the international airport in Hisar, which was supposed to start in 2021. Additionally, she inquired about the nuclear plant in the village of Gorakhpur in Fatehabad district, where the then Prime Minister Dr. Manmohan Singh laid the foundation stone. She demanded to know the status of the project and when power production would begin, asserting that the government has no answers.

Kumari Selja said that in the Lok Sabha elections, the youth, women, farmers, and Agniveers have already shown a mirror to the BJP. If the government has any concern for the people, it should implement MSP guarantees, provide employment to the youth, abolish the Agniveer recruitment, and ensure women’s safety. Otherwise, she warned, the public will deliver a worse verdict in the assembly elections than in the Lok Sabha.

</excerpt>

In the current Nayab Singh Saini-led BJP government of Haryana, Ranjit Singh Chautala, the Cabinet Minister of Energy (Electricity) and Jail departments, completed four months as a minister without being an MLA on July 23.

On March 12 this year, when the then Chief Minister of the state Manohar Lal Khattar was replaced by the then BJP MP from Kurukshetra Lok Sabha seat Nayab Saini as the Chief Minister of Haryana, Ranjit Singh was among the five cabinet ministers who took the oath with him. At that time, Ranjit Singh was an independent MLA from the Rania assembly seat of Sirsa district. He had also been the minister of the said departments in the previous Manohar Lal government of the state.

Ranjit Singh joined the BJP on the evening of March 24, shortly after which he was declared the party candidate from the Hisar Lok Sabha seat. Due to this, Ranjit resigned from the post of MLA on the same day since no person can join any political party while being an independent MLA without facing disqualification under the anti-defection law. However, along with his resignation from the post of MLA, Ranjit did not resign from his position as a cabinet minister in the state government.

After more than a month had passed since his resignation from the post of MLA from the Rania assembly seat, on April 30, 2024, Haryana Assembly Speaker Gian Chand Gupta accepted Ranjit’s resignation from the post of MLA, backdating it to March 24. On June 4, Ranjit, contesting from the Hisar Lok Sabha seat on a BJP ticket, was defeated by Jai Prakash of the Congress by 63,381 votes.

Meanwhile, Nayab Saini was elected as an MLA two and a half months after becoming the Chief Minister by winning a by-election held on May 25 in the Karnal assembly seat, which became vacant due to the resignation of former Chief Minister Manohar Lal Khattar. In the current government, Ranjit has remained a non-MLA since March 24 and has continued as a cabinet minister without taking a fresh oath.

On May 2, Hemant Kumar, an expert and advocate in the Punjab and Haryana High Court, wrote to the President of India, Draupadi Murmu, raising an important legal and constitutional question. He questioned why Ranjit Singh, who was a member (MLA) of the present 14th Haryana Legislative Assembly on March 12, the day he took the oath of office and secrecy as a minister in the Nayab Saini government, was still holding the post of minister after resigning as an MLA on March 24. According to Article 164(4) of the Indian Constitution, a minister who is not an MLA can hold office for a maximum period of six months, but for this, he should be administered a fresh oath of office and secrecy as a minister by the Governor of Haryana.

The Under Secretary of the President’s Secretariat wrote to the Chief Secretary of Haryana on this subject on May 9, asking him to address the matter and inform the petitioner. However, even after more than two and a half months, no reply has been received from the Haryana government.

Hemant Kumar pointed out that whenever the election of a minister appointed in the Central Government or State Government (as an MP or MLA) is canceled or declared invalid by the concerned High Court or the Supreme Court of India, the minister must immediately resign. Such a person cannot argue that they can continue as a minister for a maximum of six months from the date of disqualification.

He further noted that if the Prime Minister or the Chief Minister wants, such a person, whose election as MP or MLA has been canceled, can be reappointed as a minister for one term of up to six months. However, this requires that the person is administered a new oath of office and secrecy by the President of India or the Governor of the state.

</excerpt>

The possibility of introducing more international flights from Chandigarh appears unlikely, according to India’s Minister of State for Civil Aviation, Murlidhar Mohol. In a written response to the Rajya Sabha, Mohol clarified that the decision to start international flights from any location, including Amritsar and Chandigarh, is solely a commercial one made by airlines. This decision is based on factors such as slot availability, market demand, economic viability, and other favourable conditions.

Mohol was addressing questions regarding the government’s plans to grant ‘Point of Call’ status to Amritsar and Chandigarh international airports under the Air Services Agreement (ASA) with Canada. He explained that the initiation of international flights is driven by airlines’ commercial interests rather than government intervention.

No plans as such for ‘Point of Call’ status

Mohol did not provide details about the government’s plans for ‘Point of Call’ status for Amritsar and Chandigarh airports or for opening additional international airports. He stated that currently, non-metro airports are not being considered as new call points for foreign carriers. Instead, the focus is on encouraging Indian airlines to expand their international operations from non-metro locations.

The provision of call points to foreign airlines is managed through bilateral air service agreements between India and other countries. Decisions regarding these call points are influenced by factors such as benefits to the Indian aviation sector, the presence of the Indian diaspora in the foreign country, reciprocity, and other relevant considerations.

Vikramjit Singh Sahney had asked whether the government plans to grant ‘Point of Call’ status to additional international airports and the rationale behind such decisions. He also inquired about the government’s awareness of the large number of Punjab residents traveling to and from Canada each year and whether Amritsar and Chandigarh airports would be included in the ASA with Canada.

The response emphasised that the current strategy encourages Indian airlines to serve international markets from non-metro locations, aligning with the broader framework of bilateral air agreements.

</excerpt>

Chandigarh is set to implement a digital summons system. This means that employees will no longer deliver physical summons to people’s homes, instead, summons will be sent directly to individuals’ phones.

The new system will use an e-summon app, which has been developed and is currently undergoing trial runs. Employees have been trained to ensure the smooth operation of this new process. Home Minister Amit Shah is expected to officially launch the system during his visit in August.

How the app will work
When a summons is issued by the court, it will be uploaded to the e-summon app by the court staff. A copy of the summons will then be sent to the accused’s mobile number via WhatsApp and a mobile link. A second copy will be sent to the concerned summons officer, who will verify the receipt by calling the receiver of the summon. If there are any issues, assistance from telecom providers will be sought.

No excuse for non-receipt
Previously, issues arose when court employees either concealed their identity or refused to deliver summons, leading to delays in court proceedings. The new system aims to eliminate such problems by ensuring that summons are delivered with just one click. This approach also addresses instances of mistreatment of employees, as all interactions will be handled digitally.

</excerpt>

The Chandigarh administration aims to enroll all children studying in madrasas into government schools. Chandigarh Child Welfare Department and the Education Department have begun inspecting all madrasas in the city. In recent days, officials and employees from both departments have conducted thorough inspections of all madrasas.

Following central government instructions, children will no longer be allowed to study in unregistered madrasas. The Education Department’s goal is to encourage these children to enroll in recognized government schools for formal education, in line with the National Education Policy (NEP).

The main focus has been on three primary madrasas: Madrasa Arabia Faizul Islam Burail, Ejahul-Uloom Mujaddidi, and Madrasa Shiraz-Ul-Uloom in Manimajra. Currently, these madrasas have 394 students, with 392 being Muslim and 2 from non-Muslim families who have refused to enroll in government schools.

Madrasa Arabia Faizul Islam encourages children from unrecognised schools up to class VIII to enroll in government or recognized schools. The goal is to ensure these students receive mainstream formal education. According to a letter dated 17-5-2012, the NEP is being implemented.

Infrastructure Issues and Inspections
CCPCR chairperson Shipra Bansal noted that during an inspection by CCPCR members, Madrasa Ejahul-Uloom Lam Burail was found to have 235 students, followed by Manimajra with 114 students.

A surprise inspection in January revealed inadequate infrastructure and sanitation issues at Madrasa Arabia Faiz, posing health risks to the children. Sources indicated that Madrasa Ejahul-Uloom Lam Burail also lacked proper legal documentation. As a result, the Chandigarh Education Department held three meetings in these madrasas, emphasising the need for direct admission to Class IX based on the improvement of conditions in government or private schools.

Following the NCPCR visit in December, the CCPCR conducted three additional inspections. Madrasa Aijaz, where students from various areas are admitted directly to Class IX, was among those inspected. In consultation with the education department, it was determined that willing students should be admitted to Class IX to address these issues. According to the NEP, it is important to include every student in STCs in the formal education system.

Overall, the Chandigarh administration is working diligently to ensure that all children receive a formal education by transitioning students from unregistered madrassas to recognized government schools.

</excerpt>

Union Home Minister Amit Shah will visit Chandigarh on August 4. He will inaugurate the centre built by Chandigarh Police for the implementation of the three laws- Indian Judicial Code, Indian Civil Defence Code and Indian Evidence Code. Apart from this, the administration is also scheduling many of his other programs. It has started with the preparations for the same. The venue for his program is being decided by the administration. He will also inaugurate many projects on his arrival, next month.

All the three laws passed by the central government have been implemented in the entire country, including Chandigarh from July 1. The Indian Justice Code 2023, Indian Civil Defense Code 2023 and Indian Evidence Act 2023 were passed by the central government. Now, cases are registered under these laws. The police has set up a centre to monitor the cases registered under these laws 24 hours a day, which Shah is supposed to inaugurate.

Chandigarh Police launched an app to implement the three laws. All of the information related to the three new laws is available on the app. It can be downloaded from Play Store. Police is trying to provide complete information to the people. On this app, people can know about the provisions of both, the new and old laws and the difference between them.

There will be many changes after the implementation of the three new laws. Union Home Minister Shah visited Chandigarh on December 22, 2023. He had instructed the senior police officials to implement the new laws as soon as possible. In this regard, the police has also provided training on the three new laws to 550 front line officers.

</excerpt>

Recently, Union Finance Minister Nirmala Sitharaman had come to Chandigarh BJP office to have a detailed discussion with the workers about the defeat of BJP in the Lok Sabha elections. Chandigarh BJP President Jitendra Malhotra had invited BJP leaders to attend the program, but most of the leaders did not attend it. If party sources are to be believed, more than 150 leaders and workers were invited to attend it, while less than 100 leaders and workers attended it.

BJP refutes reports of absence of its members from the meeting

In this program for discussion with Nirmala Sitharaman, attendance of BJP leaders and workers invited by Chandigarh BJP was seemed like that of school children. The name of each leader and worker was read out from the register, and the leaders and workers sitting in front marked their attendance. Malhotra was also present there. There was a lot of discussion within the party about a large number of BJP leaders and workers not attending this meeting, although no one from the party is ready to speak openly about this. Chandigarh BJP spokesperson Sanjeev Rana says that this is not the case. Everyone was present there. He said that everyone was present in the program. No one was absent.

Satyapal Jain was reportedly not invited to the meeting

On one hand, many questions are being raised on Malhotra regarding Sanjay Tandon’s defeat in Chandigarh BJP. On the other hand, factionalism is also visible openly in the party. Satyapal Jain was not invited to Nirmala Sitharaman’s program. Whereas Jain had attended a program of a social service organisation as the chief guest on the same day. Jain’s close associates say that he was not invited to attend the program. Former Chandigarh BJP Mayor Divesh Moudgil was also not invited to this program. Apart from business leader and Confederation of All India Trade Chandigarh unit president Harish Garg, many leaders were not invited.

</excerpt>

Vehicle theft cases in Chandigarh are on the rise, with a stark disparity in recovery rates by the police. Police statistics reveal that from January 1, 2024, to June 30, a total of 596 vehicle theft cases were reported, with additional cases already emerging in July. However, during these six months, the police have only managed to recover 109 vehicles, leaving a significant number of cases unresolved. In fact, from 2021 to 2024, more than 2,000 vehicle theft cases remain untraced, with the final reports submitted to the court declaring them as such. Victims of these thefts often receive compensation only through insurance claims.

Despite the police department’s high-tech initiatives to combat vehicle theft, the list of unresolved cases remains lengthy. Over the past three and a half years (January 2021 to June 2024), Chandigarh has witnessed approximately 3,212 vehicle thefts, out of which only 790 vehicles have been recovered. The remaining cases continue to have no leads on the whereabouts of the stolen vehicles.

The majority of vehicle theft incidents (70%) involve two-wheelers, particularly scooters, bikes, and Activa models. Four-wheeled vehicles are less frequently targeted. Vehicle thefts are typically attributed to organised criminal activities, with instances ranging from vehicle snatching to other criminal acts. Occasionally, stolen vehicles have been traced to locations far from Chandigarh, such as Meerut in Uttar Pradesh, highlighting the challenges in recovery.

Efforts to track stolen vehicles include the use of GPS technology, although cases like a recent car theft, where GPS was installed but the vehicle’s location was traced to another state without further leads, demonstrate ongoing challenges. Criminals often employ tactics such as using bogus number plates to evade detection, posing additional hurdles for law enforcement.

Recently, police successfully recovered motorcycles with bogus number plates, illustrating ongoing efforts to tackle vehicle theft through strategic operations.

The meeting focused on discussions related to climate change and the environment, with specific emphasis on low-emission zones (LEZs), green energy, transportation, and sustainable mobility. Some knowledge-sharing agreements are already in the pipeline.

In October 2023, the administration, in collaboration with the British High Commission, hosted a workshop focused on creating low-emission zones within the city. LEZs are designated areas where the entry of polluting vehicles is restricted to improve air quality, serving as a key strategy for environmental enhancement.

Through this knowledge exchange channel, city officials will receive essential guidance and policy-related recommendations to encourage the successful implementation of low-emission areas and sustainable mobility. This initiative aligns with India’s ambitious net-zero targets and aims to significantly reduce pollution from tailpipe emissions.

</excerpt>

Chandigarh MP Manish Tiwari has written a letter to the Governor of Punjab and Chandigarh Banwarilal Purohit, urging him to address five major issues that have been affecting the residents of Chandigarh for a long time. Tiwari highlighted that these issues are causing significant difficulties for the local populace and need immediate attention.
Tiwari expressed concern about the impact these issues have had on the lives of city residents over the years. He has requested the formation of a dedicated “M-Powered Group” consisting of officials and representatives who can devise effective strategies to resolve these issues.

Tiwari also mentioned the significance of the Supreme Court’s verdict and its interpretation by the Chandigarh Administration, especially concerning the expansion of the red line in 22 villages, which was brought under the jurisdiction of the Chandigarh Municipal Corporation.
The governor has forwarded Tiwari’s letter to the advisor to the administrator, directing it to be sent to the relevant secretaries or department heads for further action.
Tiwari reminds governor of his public service

Tiwari, in his letter, reminded the Governor of his extensive experience in public life, both as an MLA and a Member of Parliament, as well as his tenure as a governor in various states. Tiwari expressed his confidence that the Governor understands the urgency of resolving these issues and is eager to provide relief to the people of Chandigarh.
He wrote, “I wish to draw your attention to the fact that each of these issues requires a dedicated group of officials who can focus specifically on these problems and are well-versed in the nuances of the issues. Such a group would be crucial in paving the way for a swift resolution of these long-pending matters, ultimately providing much-needed relief to the residents of Chandigarh.”

</excerpt>

The Chandigarh tri-city metro project, approved in July 2023, is set to revolutionize urban transportation with its underground routes through heritage sectors. The Union Ministry of Housing and Urban Affairs (MoHUA) has endorsed underground metro lines for sectors 1 to 30, based on recommendations from the Chandigarh Heritage Conservation Committee. This approach, focusing on preserving the city’s planned heritage, deviates from the initial proposal by Rail India Technical and Economic Services (RITES), which favored elevated tracks.

An official privy to a recent meeting in Delhi disclosed that the stretch from PGI to Transport Chowk will now be underground. Similarly, the metro line from Sukhna Lake to the Sector 43 bus stand will also be underground to maintain the city’s skyline.

Project Details and Approvals

The Detailed Project Report (DPR) for the metro, prepared by RITES, is under review. Despite this, the suggested routes have been approved by the governments of Haryana, Punjab, and Chandigarh. Construction for Phase 1, featuring three routes, is set to begin in 2027 and conclude by 2034, with Phase 2 development starting post-2037.

E. Sreedharan, the architect of the Delhi metro, expressed support for the underground routes to preserve Chandigarh’s heritage. “The main sectors should not be spoiled by overhead structures,” he said.

Phase 1 Routes

Phase 1 routes are designed to be partly overground and partly underground. The elevated sections will be on the outskirts in Punjab and Haryana, while the central grid will have underground stretches to protect green spaces and landmarks.

Route 1

Spanning approximately 32 km from Paroul in New Chandigarh to Sector 28 in Panchkula, this route covers key areas such as Sarangpur, PGI, Panjab University, Madhya Marg, and Chandigarh railway station. The segment from PGI to Transport Chowk will be underground.

Route 2

This 36 km route connects Sukhna Lake to the Zirakpur Inter-State Bus Terminus (ISBT), passing through Mohali ISBT and Chandigarh Airport. The stretch from Sukhna Lake to Sector 43 is designated to be underground.

Route 3

Covering approximately 14 km, this line runs from Grain Market Chowk in Sector 39 to Transport Chowk in Sector 26, covering Vikas Marg and Tribune Chowk. This line will be fully elevated.

Addressing Traffic Congestion

Chandigarh has faced increasing traffic congestion, partly because it hosts the offices and assemblies of both Punjab and Haryana. With 1.3 million registered vehicles as of 2023, the metro aims to reduce road congestion and improve commuter accessibility.

Sreedharan also suggested that a Light Metro System, capable of transporting 20,000 people per hour, would be ideal for Chandigarh’s population, as it would be less disruptive and more suited to the city’s needs.

Route Details

Underground Stretches:

Route 1: From PGI to Transport Chowk

Route 2: From Sukhna Lake to Sector 43

Overground Stretches:

Route 1: From Paroul, New Chandigarh to PGI

Route 1: From Transport Chowk to Sector 28, Panchkula

Route 2: From Sector 43 to ISBT Zirakpur via Mohali ISBT and Chandigarh Airport

Route 3: From Grain Market Chowk to Transport Chowk

</excerpt>

An Army doctor stationed at Command Hospital Western Command Chandimandir in Chandigarh recently played a crucial role in saving the life of a critically ill passenger on an IndiGo flight from Goa to Chandigarh.

The incident occurred on June 16 during flight 6E724, when Maj Simrat Rajdeep Singh, who was on board the flight, noticed a 27-year-old passenger in critical condition. Recognizing the urgency of the situation, Maj Singh immediately sprang into action and requested an emergency landing in Mumbai.

The IndiGo crew swiftly responded to the situation, diverting the flight to Mumbai and providing the passenger with urgent medical attention, including administering multiple injections and using an AED to prevent cardiac arrest. Two doctors on board, including Maj Simrat Rajdeep Singh, assisted in the emergency response.

Upon landing in Mumbai, emergency medical staff were ready to receive the passenger, who was deplaned in a wheelchair. The doctors on board determined that the passenger had small kidneys and end-stage chronic kidney disease, which was exacerbated by the high altitude of the flight.

IndiGo emphasized its commitment to passenger safety and well-being, particularly in challenging circumstances. The airline commended the quick and coordinated efforts of its crew and the assisting doctors, including Maj Simrat Rajdeep Singh, in ensuring the passenger received prompt and effective medical care.
