</excerpt>

Farmer leader Sarwan Singh Pandher has accused the Punjab government, led by Chief Minister Bhagwant Mann, of covertly aligning with the central government to suppress farmers’ voices. He questioned the state’s actions in restricting media coverage, despite professing support for farmers and laborers. Pandher demanded explanations from both Chief Minister Mann and Aam Aadmi Party leader Arvind Kejriwal, stating, “We used to say that Bhagwant Mann government is having some sort of alliance with the central government. Today, the way media is being stopped, the CM and Arvind Kejriwal should come forward and explain this.”

These remarks come amid ongoing farmer protests at the Haryana-Punjab Shambhu border, where demonstrators are advocating for various demands, including a legal guarantee of Minimum Support Price (MSP) for crops. Pandher announced that a group of 101 farmers would march towards Delhi at noon, intensifying the protest.

In response to the planned march, Patiala’s Senior Superintendent of Police (SSP), Nanak Singh, issued a memorandum advising media personnel to avoid interfering in farmers’ matters. The memorandum cited a specific incident on December 6, 2024, that violated statutory provisions and urged journalists to maintain a safe distance while performing their duties. SSP Singh clarified, “Media has not been stopped. We have no such intentions. But, it was needed to brief the media. Last time we came to know that three to four media people were injured. To avoid that we briefed the media.”

The farmers’ agitation has been ongoing since February 13, 2024, when their ‘Delhi Chalo’ march was halted at the Shambhu border. The protesters have been steadfast in their demands, which include securing legal assurance for MSP and complete loan forgiveness for all farmers.

</excerpt>

Responding to growing protests from farmers, the Haryana government has successfully advanced the paddy procurement season to September 27, instead of the initially scheduled October 1. This move follows the Centre’s approval, kick-starting the paddy procurement process for the year 2024-25 on Friday, a significant development for the poll-bound state.

On Friday, paddy procurement for the 2024-25 seasons officially began across the state, after the Centre approved Haryana’s request to advance the date. According to a communication from the Central Government, the procurement period for paddy will now run from September 27 to November 15, 2024.

Over the past few days, the early arrival of paddy surged across Haryana, but without official procurement in place, farmers were left with no choice but to sell their produce for less than Rs 2,000 per quintal. This was significantly below the Minimum Support Price (MSP) of Rs 2,320 per quintal, resulting in heavy losses for many. The state’s decision to push for an early start to procurement was driven by fears that inclement weather, including continuous rains, could cause further damage to standing crops.
“The procurement of paddy and all Kharif crops will be done at the MSP announced by the Government of India. Farmers are urged to ensure their crops are properly dried and meet the government’s moisture standards to ensure prompt procurement,” said a senior government official.

With the advanced procurement date in place, the Department of Food, Civil Supplies, and Consumer Affairs, along with other procurement agencies, has made all necessary preparations to ensure smooth operations across the state’s mandis. A total of 241 mandis and procurement centers have been set up for paddy procurement alone, with a target of procuring approximately 60 lakh metric tons during the Kharif marketing season.
Due to the continuous rains in August and September, officials expect delays in harvesting and drying crops. The government has adjusted the procurement schedule for Kharif crops, allowing farmers more time to prepare.

A spokesperson for the Food, Civil Supplies, and Consumer Affairs Department confirmed that as of September, Haryana had received 108.9 mm of rainfall, compared to only 69.3 mm in August and 39.3 mm in September 2023.

Following the Unified Pension Scheme (UPS), central government employees are set to receive another boost this month with an increase in dearness allowance (DA). Reports indicate that the government is expected to announce a 3-4 percent DA hike in the third week of September 2024.

A source revealed, “The government is expected to roll out a DA hike of 3-4 percent in the third week of September. The 3 percent hike is confirmed, but it can be 4 percent as well.”

In March 2024, the central government had previously raised the DA by 4 percent, bringing it to 50 percent of the basic pay. The dearness relief (DR) for pensioners was also increased by 4 percent.

Will Central Govt Employees Receive COVID-19 DA Arrears?

Union Minister of State for Finance, Pankaj Chaudhary, recently stated in Parliament that the government is unlikely to release the 18-month arrears for DA and DR that were withheld during the COVID-19 pandemic. When asked about the release of these arrears, Chaudhary responded, “No.”

The decision to freeze DA and DR installments due from January 1, 2020, July 1, 2020, and January 1, 2021, was made to mitigate economic disruptions caused by the pandemic and ease pressure on government finances.

Will DA Over 50% Merge With Basic Pay?

Experts suggest that the DA will not be merged with the basic pay if it exceeds 50 percent. Instead, it will remain separate until the 8th Pay Commission is established. Provisions exist for increasing other allowances, such as HRA, when DA surpasses 50 percent, which has already occurred.

In the 4th Pay Commission, DA once reached as high as 170 percent.

Formation of the 8th Pay Commission

Various employee unions have called for the formation of the 8th Pay Commission. However, there is currently no proposal from the government to establish it. Minister of State for Finance Pankaj Chaudhary stated on July 30, “Two representations have been received for the constitution of the 8th Central Pay Commission in June 2024. No such proposal is under consideration of the government at present.”

The 7th Pay Commission was established in February 2014, with its recommendations implemented from January 1, 2016. Typically, the government sets up a new pay commission every 10 years to revise employee remuneration.

How the Government Calculates DA Hike

The DA and DR hikes are based on the percentage increase in the 12-month average of the All-India CPI-IW. Although revisions are made on January 1 and July 1 each year, announcements are usually made in March and September/October.

In 2006, the formula for calculating DA and DR was revised. The DA percentage is determined as follows:

Dearness Allowance Percentage = ((Average of All-India Consumer Price Index (Base Year 2001=100) for the past 12 months -115.76)/115.76)x100.

For central public sector employees:

Dearness Allowance Percentage = ((Average of All-India Consumer Price Index (Base Year 2001=100) for the past 3 months -126.33)/126.33)x100.

</excerpt>

The central government has instructed airport, port, and border authorities to stay alert in response to the global increase in Mpox cases, according to sources.

Official sources told , “We have issued alerts to airports, ports, and borders with Bangladesh and Pakistan. Three central hospitals—Safdarjung Hospital, Ram Manohar Lohia Hospital, and Lady Hardinge Hospital—will be equipped with isolation facilities.”

Sources indicated that the Union Health Ministry recently held discussions with experts about the new virus, noting that it is different from the previously known Monkeypox virus. “We had a meeting with states and the National Centre for Disease Control (NCDC) last week. Points of entry are on high alert. Mpox is a self-limiting virus with no correlation to COVID-19. Nodal officers are stationed at hospitals, and testing facilities are available at 32 ICMR centers. The symptoms of Mpox resemble those of chickenpox,” the sources added.

While Mpox is associated with a higher mortality rate, the likelihood of it affecting India significantly is low. The disease typically presents with rashes.

On Sunday, PK Mishra, Principal Secretary to Prime Minister Narendra Modi, led a review meeting to evaluate the country’s preparedness for Mpox. Enhanced surveillance measures have been implemented to ensure timely detection and response.

The high-level meeting was informed that there have been no reported cases of Mpox in India so far. Current assessments suggest a low risk of a widespread outbreak with sustained transmission.

The World Health Organization (WHO) has classified Mpox as a public health emergency of international concern due to its spread in various parts of Africa. However, no travel advisories have been issued by the WHO at this time.

</excerpt>

Kashmir: In a significant political development, Union Minister of State for Social Justice and Empowerment, Ramdas Athawale, hinted on Thursday that the Union government might restore statehood to Jammu and Kashmir (J&K) before October this year. Speaking at a press conference in Srinagar, Athawale also suggested that legislative assembly elections could be scheduled around the same time, marking a critical step in J&K’s political landscape post the abrogation of Article 370.

“The elections in states like Maharashtra, Jharkhand, and Chhattisgarh are due before October. There is a strong possibility that statehood to Jammu and Kashmir could be restored before this period, with elections likely to follow,” Athawale stated, urging citizens to participate in record numbers during the forthcoming elections.

The Union Minister emphasized that the Centre has been committed to fulfilling its promise of reinstating the legislative assembly and statehood, as previously assured by the Home Minister during the abrogation of Article 370. The minister praised the high voter turnout in the Lok Sabha elections, viewing it as a positive indicator of the public’s engagement with the democratic process.

During his visit to Srinagar, Athawale also met with Lieutenant Governor Manoj Sinha to discuss the region’s progress since the historic changes in its political status. The Minister highlighted the booming tourism sector as a sign of growing peace and stability in the region. “Over 2.11 crore tourists, including foreigners, have visited Jammu and Kashmir. This surge reflects the enhanced security situation; people no longer fear visiting Kashmir as they did in the past when terrorism was a significant deterrent,” Athawale noted.

He added that while some isolated incidents of violence still occur, the overall atmosphere is one of peace, as assured by the Lieutenant Governor.

Athawale also reviewed various welfare schemes being implemented in the region. He disclosed that over 2 lakh pre and post-matric scholarships have been awarded to Scheduled Caste (SC) students, and more than 84,000 scholarships have been distributed to Other Backward Classes (OBC) students in J&K. He pointed out the demographic realities, noting that while SCs and OBCs each constitute about 8% of J&K’s population, there are no SC families residing in Kashmir Valley.

The Minister also mentioned the challenges faced by marginalized communities, revealing that 74 cases have been registered under the Atrocities Act against SCs and OBCs in J&K. “We are planning to establish one old age home in each district to better serve our senior citizens. Currently, 16 old age homes are operational in Jammu and Kashmir,” Athawale announced.

In a political move, Athawale confirmed that his party, the Republican Party of India (RPI), plans to contest in the upcoming J&K legislative assembly elections. “We are looking to field at least 10-15 candidates, contributing to the democratic process in the region,” he added.

This statement from a Union Minister marks a crucial development in the ongoing political discourse around J&K’s future, with potential ramifications for the region’s governance and its integration into the broader political framework of India.

“There should not be any mandatory requirement of passport, visa, and cumbersome forms for the devotees. Also, no fee should be charged from the devotees. A safe road passage should be created starting from Amritsar (Attari Wagah Border) till Shri Nankana Sahib in Pakistan,” said MP Raghav Chadha.

Chadha’s appeal aims to facilitate easier access for pilgrims, ensuring a seamless journey to the revered site in Pakistan. The proposal, if accepted, would significantly enhance the spiritual experience for devotees, eliminating bureaucratic and financial barriers.

</excerpt>

The central government has purchased 500,000 tonnes of onions from farmers to stabilize prices and plans to release them into the market to ease costs. Additionally, Union Food and Consumer Affairs Minister Pralhad Joshi has launched a program selling subsidized tomatoes in the National Capital Region, with plans to extend it to other cities. These measures aim to address rising vegetable prices, provide immediate relief to consumers, and restore market stability.

Consumer price inflation rose to 5.1% in June after five months of decline, primarily due to a surge in vegetable prices. Food inflation hit 9.4%, driven by increased costs of staple items like tomatoes, onions, and potatoes.

Subsidized tomatoes will be sold at ₹60 per kg in high footfall areas to help stabilize prices, which surged due to extreme weather disrupting production and transportation. The government is monitoring these price changes closely. Last year, onions were purchased from farmers at ₹17-18 per kg, but this year the price has increased to ₹26-27 per kg. To address this, the government is maintaining an onion buffer stock. This approach benefits both farmers, through procurement prices, and consumers, by providing subsidized onions.

Last year, the government sold subsidized onions at ₹25 per kg in 19 cities through cooperative agencies as prices soared to ₹90 per kg. This intervention helped stabilize prices in some areas. The government used nearly all of its 500,000 kg onion stock to manage market fluctuations, selling around 170,000 kg at subsidized rates before a new wave of inflation. This year, cheaper tomatoes will be available through outlets and mobile vans managed by the National Cooperative Consumers’ Federation (NCCF), which sold about 60 tonnes of tomatoes, including 10 tonnes from Nepal, at reduced rates last year.

NCCF Managing Director Anice Joseph Chandra announced that subsidized tomatoes will be sold at locations including Krishi Bhawan, CGO Complex, Lodhi Colony, Hauz Khas, Parliament Street, INA Market, Mandi House, Kailash Colony, Gurugram, Moti Nagar, South Extension, Rohini, and Noida Sector 14. A recent surge in onion prices in Delhi is linked to flooding in Moradabad, Uttar Pradesh, which supplies onions to the capital.

</excerpt>

In an effort to curb tardiness, the Centre’s Department of Personnel and Training (DoPT) has mandated that employees nationwide, including senior officers, arrive at the office by 9:15 am and record their attendance using the biometric system. According to a report, staff members who fail to meet this requirement will forfeit half a day of casual leave.

Employees are instructed to use the biometric attendance system instead of register-based attendance. The circular, as reported by the Times of India, states, “For any reason, if the employee is not able to attend office on a particular day, it should be informed in advance and casual leave should be applied for.” Many staff members have not been using the biometric system since the Covid-19 outbreak four years ago.

The DoPT has also directed senior officers to oversee the attendance and punctuality of employees in their respective sections. Although Central government offices operate from 9 am to 5:30 pm, staff members are notorious for arriving late and leaving early, which inconveniences the public, particularly in departments that serve them directly.

Government Officials: “We Work Beyond Fixed Office Hours, End Up Working On Holidays Too”

Senior officers contend that they often work beyond their designated hours. They note that, with office files accessible electronically post-Covid, they frequently work from home, including on holidays and weekends.

Upon taking office in 2014, the Modi government introduced the Aadhaar-enabled biometric attendance system to enforce office hours. This system was paused during the Covid outbreak but resumed in February 2022. The recent circular has cautioned against “habitual late coming and early leaving of office” by government officials.

</excerpt>

Congress General Secretary Priyanka Gandhi Vadra accused the Narendra Modi-led Central government of failing to support the people of Himachal Pradesh during the crisis that struck the Himalayan state last year after the monsoon. She stated that no special package was announced for the families affected by the disaster or for the reconstruction efforts in the state.

“In 2022, the people of Himachal Pradesh elected a truthful and honest government. Similarly, they should elect an honest government at the Centre. Despite numerous challenges, the state government is dedicated to serving the people of Himachal,” Vadra told reporters in Chamba.

She emphasized that the Prime Minister Narendra Modi-led central government did not provide any assistance or announce a special relief package for the disaster-stricken people of the state. “All leaders were in Himachal when the monsoon disaster occurred. PM Modi and the central government did not extend any aid. Whatever assistance was expected has also been withheld. The public should understand their intentions and also recognize our intentions. Please elect an honest government at the Centre as well,” she added.

Earlier on Friday, PM Modi accused the Congress government in Himachal Pradesh of selectively distributing central aid meant for victims of last year’s floods and vowed to investigate the matter once he returns to power.

Last year, Himachal Pradesh faced extensive devastation due to heavy rainfall and flooding, leading to numerous landslides that blocked roads and highways, leaving many stranded.

Polling for all four seats in Himachal is scheduled for June 1. It will not only involve candidates competing for Lok Sabha membership from the four seats but also elect members for six assembly seats that became vacant following the resignation and defection of dissident Congress lawmakers.

The BJP, which secured victory in all four Lok Sabha constituencies in the state in the 2019 elections, is aiming for a repeat performance this time.

</excerpt>

Congress leader Priyanka Gandhi sharply criticized the Central government, asserting that the policies under Prime Minister Narendra Modi’s leadership have led to a situation reminiscent of the “British Raj-like conditions”, where only billionaires benefit.

“British Raj-like conditions are prevalent in the country. The policies of the Modi government are not being made keeping in mind the poor but have been made to benefit the billionaires. International reports show that today the condition of inequality in India is worse than British rule,” Priyanka Gandhi said on Tuesday during her speech to Congress workers in the Rae Bareli constituency in Uttar Pradesh, where her brother and Congress leader Rahul Gandhi is running for office.

“All the institutions which strengthen democracy are being weakened, be it media or Parliament. Mahatma Gandhi, Pandit Nehru had fought against the British to strengthen the rights of the people, little did they know that a day would come in independent India when the government would be bent upon depriving the people of their rights,” she added.

She accused that there are attempts underway to alter the Constitution, which incorporates provisions such as reservation that have positively impacted the lives of millions. She lamented that the country is unfortunate to have someone occupying the Prime Minister’s position whose language, conduct, and deeds reflect a lack of dignity.

“We have always given priority to development and have dreamed of a developed and prosperous Rae Bareli. When we got the opportunity, we created employment and development opportunities in Rae Bareli but the Modi government either closed many of the projects started by us or promoted them in its name,” Priyanka Gandhi said.

The Raebareli constituency is scheduled for elections on May 20. In the 2019 Lok Sabha Elections, Congress leader Sonia Gandhi emerged victorious in the constituency, securing 534,918 votes. Her main contender, Dinesh Pratap Singh, posed a significant challenge, garnering 367,740 votes.

Rahul Gandhi had previously represented the neighboring Amethi constituency in the Lok Sabha from 2004 to 2019, when he was defeated by the BJP’s Smriti Irani.

</excerpt>

Aam Aadmi Party leader Sanjay Singh criticized Prime Minister Narendra Modi’s Bharatiya Janata Party on Saturday, claiming that Delhi Chief Minister Arvind Kejriwal is being “tortured” in Tihar jail by orders of the central government. Singh also accused the jail administration of “inhuman” conduct for denying an in-person meeting between Kejriwal and his wife, Sunita Kejriwal.

At a press conference in the national capital, Sanjay Singh stated, “Elected thrice with an overwhelming majority, the Chief Minister of 2 crore people in Delhi, Arvind Kejriwal, is being ‘tortured,’ at the behest of the Government of India, at the behest of the Prime Minister of the country.”

“Efforts are being made to break his morale and every now and then an attempt is being made to destroy even the minimum rights and facilities available to anyone and all this is being done openly,” he stated.

Sanjay Singh further added “The information I want to give you today may have come for the first time in the history of Tihar Jail. It is an obvious matter, the officials in any administration are pawns who work under the instructions of the higher-ups.”
“Now, let me tell you about the meeting permit for Chief Minister Arvind Kejriwal at Tihar. According to the jail manual and rules of the jail, under 602 and 605, anyone can have a face-to-face meeting in the jail,” he stated.

Continuing he said, “However, when Arvind Kejriwal’s wife, whom everybody knows is at the present time worried and tensed, and while his parents, both of whom are ill, came to meet him at the jail, she was told that she could not meet him face-to-face or in a room but rather through a window”.

He continued to question,”Why was such inhuman behaviour meted out towards him? This inhuman act has been done just to humiliate and discourage Arvind Kejriwal,” he asserted.

“I am saying with full responsibility that even the dreaded criminals are allowed to meet in the barrack, but a three-time CM of Delhi is allowed to meet his wife through a window with a glass in between,” said the AAP leader.

Arvind Kejriwal is presently in Tihar Jail under judicial custody. The Enforcement Directorate arrested him last month related to the Delhi liquor policy case. Sanjay Singh, who had been incarcerated in connection with the same case since October of the previous year, was released on bail earlier this month.

Earlier this week, it was claimed that Tihar authorities threatened to block family visits after a message was passed to AAP MLAs through lawyers. The BJP has called for Arvind Kejriwal’s resignation as Delhi’s chief minister on moral grounds, while the AAP maintains that he will continue to serve Delhi from within jail as he has not been convicted in any case.

</excerpt>

The Central Government is actively working to curb the arbitrary practices of coaching centers. In a move to crack down on misleading coaching advertisements, the government has introduced new guidelines.

According to these rules, coaching centers are prohibited from claiming 100 percent selection or guaranteeing jobs in any of their advertisements.

The Central Consumer Protection Authority (CCPA) has formulated these guidelines, and the Consumer Affairs Ministry has invited public opinion on them for a period of 30 days. The rules specifically emphasize that coaching institutes cannot omit crucial information in their advertisements.

Instances of coaching centers not disclosing important details such as the course’s payment status or duration are common. Misleading information, such as exaggerated success rates, ranks of previous students, and the establishment date of the coaching center, is often displayed on billboards.

Moreover, the guidelines state that the use of a candidate’s photo, video, name, or details in advertisements is not permissible without the candidate’s consent. Claiming rankings and selections without proper evidence is also addressed in the rules.

It’s noteworthy that before formulating these guidelines, a panel was constituted on December 8, 2023, which sought advice and opinions from individuals associated with coaching institutes within a month.

Additionally, the Central Government has recently issued mandatory guidelines for all private coaching institutes nationwide, making registration a legal requirement.

Furthermore, enrollment of children below the age of 16 is prohibited. These guidelines have been introduced in light of the increasing incidents of suicides in the country.

Coaching institutes are also instructed to adhere to fire safety and building safety norms along with taking measures to safeguard the psychological and mental health of students.

This significant event will witness the presence of the Union Home Minister and Minister of Cooperation, Sh. Amit Shah. […]
</excerpt>

Chief Minister Himanta Biswa Sarma has declared that a trilateral memorandum of settlement involving the ULFA (pro-talks faction), as well as the central and state governments, will be officially signed tomorrow at 5 pm in New Delhi. This significant event will witness the presence of the Union Home Minister and Minister of Cooperation, Sh. Amit Shah.

ULFA, the insurgent group, was formed in April 1979 following a protest against undocumented immigrants from Bangladesh. The issue of illegal immigration in Assam has persisted since India gained independence, causing concerns among the locals regarding the potential impact on their culture, land, and political rights.

In 2011, ULFA experienced a division into two factions. The pro-talk faction, led by Arabinda Rajkhowa, chose to return to Assam and engage in peace negotiations. On the other hand, the ULFA (Independent) group, led by Paresh Barua, opposed negotiations unless the issue of ‘sovereignty’ was addressed.

The faction led by Arabinda Rajkhowa renounced violence and agreed to unconditional talks with the government. Anup Chetia, another prominent member of ULFA, later joined the pro-talks group a couple of years later. Recently, Anup Chetia, who is currently in Delhi, stated that the discussions between ULFA and the government are in the final stages.

In 2011, ULFA presented a 12-point charter of demands to the government, which covers constitutional and political arrangements, as well as the protection of the identity and resources of the local indigenous population in Assam. These demands have been under discussion at various levels.

The draft agreement sent by the Union government was received in April. Talks with officials from the Central government have been conducted since the delegation arrived in Delhi, leading up to the signing of the peace pact.

Over the past three years, the Union government has successfully signed peace agreements with rebel groups such as Bodo, Dimasa, Karbi, and Adivasi outfits in Assam. Once the deal with the ULFA pro-talks faction is finalized, the banned ULFA-Independent, led by Paresh Baruah, will be the only major insurgent group remaining in the state.

Since assuming office as chief minister in May 2021, Himanta Biswa Sarma has witnessed over 7,000 insurgents from various rebel groups laying down their arms and integrating into mainstream society. The state government has implemented several rehabilitation programs to facilitate the smooth transition of these former insurgents into a respectable life.

CM Sarma has consistently appealed to ULFA(I) leader Paresh Baruah to rejoin the mainstream and contribute to the extensive development initiatives taking place in the state. He has also stressed the importance of resolving all outstanding issues through peaceful dialogue.

Assam has endured a prolonged insurgency, necessitating the involvement of central paramilitary and armed forces. Notable operations, such as Operation Bajrang and Operation Rhino, were carried out against the ULFA. The insurgency in Assam has resulted in the loss of lives among civilians, armed forces personnel, state police, and the insurgents themselves.

As a result of the insurgency activities, the Disturbed Areas Act and Armed Forces Special Powers Act (AFSPA) were implemented in Assam in 1980. However, these measures are now limited to a few districts in Upper Assam.

In the aftermath of a significant security breach in Parliament, the central government is actively discussing the transfer of “comprehensive” security responsibilities for the institution to the Central Industrial Security Force (CISF). Government sources revealed that this matter was a focal point in a recent meeting attended by officials from the Delhi Police, the Ministry of Home Affairs (MHA), the CISF, the Central Reserve Police Force (CRPF), and other relevant divisions.

While the final decision is expected in subsequent meetings next week, two key proposals were highlighted during the discussions. One suggested entrusting the CISF with the comprehensive security of Parliament due to its expertise, while the other recommended the continuation of Delhi Police security personnel at specific points. An order has already been issued to survey the Parliament building complex to gather insights before the potential deployment of the CISF, a central armed police force (CAPF) currently responsible for guarding various central government ministry buildings in Delhi, as well as installations in the nuclear and aerospace domains, civil airports, and the Delhi Metro.

This initiative comes on the heels of the Lok Sabha Secretariat suspending eight security personnel for lapses that contributed to the Parliament security breach on December 13. During this incident, two intruders, Manoranjan D and Sagar Sharma, entered the Lok Sabha from the visitors’ gallery, releasing smoke canisters. Both were subsequently arrested by the Delhi Police. Two additional individuals, Neelam Azad and Amol Shinde, were apprehended outside Parliament for a similar offense. All four face charges under the anti-terror Unlawful Activities Prevention Act (UAPA).

The breach occurred on the 22nd anniversary of the Parliament terror attack, with the intruders jumping into the Lower House chamber during Zero Hour. The ensuing chaos prompted the adjournment of the House until 2 pm. In response to the security lapse, the Lok Sabha Secretariat wrote to the MHA for a security review, leading to the suspension of visitor gallery passes until further notice. The MHA initiated an enquiry into the incident, forming a committee under CRPF Director General Anish Dayal Singh to investigate the breach, identify lapses, and recommend corrective actions. The committee is expected to submit its report promptly, addressing security improvements for Parliament.

Water Resources Minister Durai Murugan and Commercial Tax and Registration Minister P Moorthy inspected Lake Puzhal, assuring the public of the safety measures in place. Murugan highlighted that these reservoirs were originally designed to manage moderate rainfall and that the recent cyclone’s intensity was unexpected after almost five decades. However, he reassured citizens, stating that officials had taken the necessary precautions to minimize damage. Despite the inflow being substantial, they released only a small portion of water to maintain a safe water level.

Lake Puzhal, a vital water source for Chennai, reached its full capacity, raising concerns. However, officials affirmed that efforts are in place to keep the water levels safe, averting any risks to the lake or residents.

Michaung made landfall on the Andhra Pradesh coast near Bapatla, causing extensive devastation, affecting over two crore people, and claiming several lives. The cyclone caused widespread damage to crops, primarily paddy fields, and prompted the evacuation of approximately 10,000 individuals in Andhra Pradesh.

In Tamil Nadu, continuous rainfall left the state capital, Chennai, submerged, compelling over 61,000 individuals to seek shelter in government facilities. With water, essential supplies, and electricity shortages, many sought refuge in service apartments and budget hotels. Civil and military rescue teams, including army helicopters delivering food aid, evacuated residents, emphasizing the inclusivity of the relief efforts and catering to women, senior citizens, and pets.

The central government’s prompt action aims to alleviate the immediate challenges faced by these states and ensure a speedy recovery from the cyclonic aftermath.

</excerpt>

According to the agreed-upon methodology, the central government is anticipated to boost the dearness allowance (DA) for its over one crore employees and pensioners by three percentage points to 45 percent from the current 42 percent.

The dearness allowance for employees and pensioners is calculated using the most recent Consumer Price Index for Industrial Workers (CPI-IW) published by the Labour Bureau each month.

All India Railwaymen Federation General Secretary Shiva Gopal Mishra told the media agencies that, “The CPI-IW for June 2023 was released on July 31, 2023. We are demanding a four percentage point hike in dearness allowance.

“But the dearness allowance hike works out to be a little over three percentage points. The government does not factor in hiking DA beyond the decimal point. Thus DA is likely to be increased by three percentage points to 45 per cent.”

Tomato production is normally low during the months of July-August and October-November.

“The targeted centres for release (of tomato) have been identified on the basis of absolute increase in retail prices over the past one month in centres where prevailing prices are above the All-India average.”

Tomatoes are grown in practically every state in India, though in varied quantities. The southern and western parts of India produce the most, accounting for 56-58 percent of overall output.

“Southern and Western regions being surplus states, feed to other markets depending on production seasons. The production seasons are also different across regions. The peak harvesting season occurs from December to February.”

Meanwhile Maharashtra, Uttar Pradesh, Andhra Pradesh, Manipur, Assam, and Sikkim have stated that they will need more time to investigate it.

The top court bench is hearing a batch of petitions seeking legal recognition for same-sex marriage on the ninth day. On April 19, the Centre informed the court that it had written to the chief secretaries of states informing them that the Supreme Court was hearing the same-sex marriage case.

The move to notify the states comes despite the Supreme Court’s earlier declaration on April 18 that it would not enter the realm of personal religious laws. The court had decided to limit its inquiry to whether the scope of the Special Marriage Act could be expanded to include same-sex marriages.

The Supreme Court said on Tuesday that it must recognize that the concept of marriage has evolved and accept the basic proposition that marriage itself is entitled to constitutional protection because it is more than just statutory recognition.

Earlier on Wednesday, the Supreme Court stated that Indian laws allow an individual to adopt a child regardless of marital status, while also acknowledging that the law recognizes that there may be situations other than an “ideal family” having its own biological children.

The National Commission for Protection of Child Rights (NCPCR) argued in its submission to the Supreme Court, which is hearing petitions seeking legal recognition for same-sex marriages, that the concept of gender may be “fluid,” but motherhood and motherhood are not.

The notification mentioned that the Central Government believes the ‘The Resistance Front’ is involved in terrorism and it has committed and participated in various acts of terrorism in India following which the MHA exercised the powers conferred to it by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967 and declared it as a terrorist organisation

The Centre has clarified to the Supreme Court that there was no legal compulsion to get a vaccination for COVID-19.
The Centre argued in an affidavit submitted to the Supreme Court that the idea of informed consent does not apply to the voluntary use of a medicine like a vaccination. The affidavit said that, “While the Government of India highly encourages all eligible persons to undertake immunisation in the interest of the public,” there was no legal requirement for it. The Centre responded to a petition that was submitted by two parents whose children reportedly died as a result of COVID vaccine adverse effects.
Adverse Events Following Immunization (AEFI) can result in physical harm or death. If this happens, the vaccine recipient or their family may be entitled to legal recourse, which may include filing a lawsuit in civil court to recover damages or compensation for negligence, malfeasance, or misfeasance. The Centre continued, submitting: “There is no material evidence to suggest how the State can be fastened with strict liability for the tragic death of the respective children of the petitioners, which is the requirement in law to sustain a claim for compensation against the State under Article 32 of the Constitution. “Such claims may be determined on a case-by-case basis in an appropriate forum.”
Further, the Centre clarified that information regarding COVID-19 vaccination is freely available in the public domain by both the Ministry of Health and Family Welfare and the vaccine manufacturer.
The Centre has opposed the petition seeking compensation from the respondents for the deaths of the petitioners’ respective children, claiming that the causation analysis showed that the death of the first petitioner’s daughter was caused by a reaction to a vaccine product, while there is insufficient evidence to draw a firm conclusion in the case of the second petitioner’s daughter.

The Supreme Court said on Thursday questioned the centre on the appointment of former IAS officer Arun Goel as the new Election Commissioner was very quick and at a “lightening speed”.
The initial materials submitted by the Center regarding Goel’s nomination as Election Commissioner were reviewed by a five-judge Constitution bench under the direction of Justice KM Joseph. Justices Ajay Rastogi, Aniruddha Bose, Hrishikesh Roy, and CT Ravikumar were also on the bench.

“What was it prevailed upon the government to commence the process in a manner that everything has to be done within the lowest possible time and super fast?” they questioned.
“On November 18… We discover that the file (the appointment file for Arun Goel) was relocated that day. The Prime Minister continues, “Taking experiences and sustainability into consideration, I recommend the name.” It took a day to complete, “Attorney General (AG) R Venkataramani, who was representing the Central government, was questioned by Justice Joseph over the tearing rush.

The bench added, “Same day process, same day clearance, same day application, same day acceptance, and same day appointment. MR. Attorney General, the file has not travelled 24 hours as if the lightning speed is there. What kind of evaluation is there?”
No unsettling aspect of the appointment, according to the central government.
The bench made it clear that it was criticising the procedure rather than Arun Goel’s qualifications.
The bench requested yesterday that the Center provide over the documents pertaining to Goel’s appointment as the new Election Commissioner.

In the meantime, the Supreme Court has deferred ruling on a number of petitions calling for the nomination of Election Commissioners (ECs) and the Chief Election Commissioner to be done through a collegium-like process (CEC).
“According to your first page, this vacancy was since May 15. Can you show us that from May to November, what was it that weighed on the government that everything must be done superfast in November,” asked Justice Ajay Rastogi.
