Why Is Bhutan On the US Travel Ban List? Restrictions on Pakistan and Others Explained

The Trump administration has drawn up a ‘red’ list of 11 countries whose residents would be excluded from entering the United States, part of a larger travel ban on as many as 43 countries. Officials said this list, which the State Department devised weeks ago, could shift before it goes to the White House.

This action comes after an executive order signed by Trump on January 20, which requires the State Department to make a list of countries with poor vetting and screening data to justify partial or complete suspensions of nationals from those nations. The department was required to put together the list within 60 days, and the deadline looms next week.

What Are The Proposed Travel Ban Lists?

The suggested lists of banned countries for travel have been classified into three lists: Red, Orange, and Yellow.

Red: The nationals of Afghanistan, Bhutan, Cuba, Iran, Libya, North Korea, Somalia, Sudan, Syria, Venezuela, and Yemen would not be allowed entry into the United States.

Orange: Travel would be limited for Belarussian citizens, Eritrean, Haitian, Laotian, Burmese, Pakistani, Russian, Sierra Leonean, South Sudanese, and Turkmen nationals, with limitations on immigrant visas. Businessmen could be permitted entry, but they would have to undergo in-person interviews.

Yellow: The other 22 nations have 60 days to correct shortcomings, or they might be transferred to other groups. They include Angola, Liberia, Republic of Congo, Zimbabwe, and Vanuatu.

Why Bhutan Is On The List

Bhutan is on the travel ban list because of ‘national security concerns’ and ‘irregular migration patterns’. There has been a significant surge in Bhutanese nationals overstaying their visas or trying to enter the U.S. through unauthorized channels. The Department of Homeland Security (DHS) saw a 37% increase in Bhutanese visa abuses last year, prompting stricter measures. This will lead to greater scrutiny, longer visa processing, and denials for citizens of Bhutan. Moreover, existing visa holders are likely to experience difficulties in visa renewal. Bhutan’s Ministry of Foreign Affairs has asked for a review, stating that its citizens are not a significant security threat.

Impact of the Travel Ban

The land in Gelephu is “beautiful and pristine,” said the Bhutanese Prime Minister, noting that the region is a biological hotspot with significant potential for clean energy. However, he questioned why such a mega project was not being considered for Thimphu or Paro, where infrastructure like airports and highways is already in place.

The King had a one-word reply for the Prime Minister: “India.” He then explained, “Our future is linked with India. If we chose any other place, then such a project may succeed, it may have its challenges, but if we plan this along the border with India, the concept itself will drive it to success, because Bhutan’s future is intrinsically linked with India,” the Prime Minister recalled the King saying.

“Then I finally understood the strategic significance of the project,” he added. “The Gelephu Mindfulness City is not about Bhutan – it is about Bhutan and India.”

Key details about the city

Once completed, Bhutan’s ‘Mindfulness City’ will encompass nearly 2.5% of the country’s landmass, making it larger than all of Singapore. For a more local perspective, Gelephu City will span over 2,500 square kilometers, while Bhutan’s capital, Thimphu, covers just 26 square kilometers.

The city will be designed around a series of inhabitable bridges and is expected to be low-rise. It will include its own university, healthcare facilities that offer both Western and traditional medicine, several markets, and spiritual centers. Plans are also in place for a hydroelectric power project and a hydroponic greenhouse.

Gelephu will be organized into 11 major neighborhoods, spanning the region’s thirty-five rivers and streams. The design and planning of the city will reflect mandala-like neighborhoods, with public spaces oriented toward the city center. The entire city will be based on Bhutan’s Gross National Happiness philosophy, which has received international acclaim. At the time of the project announcement, the Kingdom of Bhutan stated that “Mindfulness City will be unique as it would not just prioritise economic development, but will focus on the personal well-being of every resident.”

Bhutanese Prime Minister Tshering Tobgay, along with King Jigme Khesar Namgyel Wangchuck, concluded their three-day visit to Gujarat on Wednesday, aiming to strengthen the bonds of friendship between Bhutan and India.

During the final leg of their visit, the Bhutanese delegation toured GIFT City, a burgeoning global financial and IT services hub near Gandhinagar. Prime Minister Tobgay expressed admiration for the rapid development and advanced infrastructure of the Smart City.

“Today, we visited GIFT City. We are inspired by what has been achieved in such a short time in this Smart City. Our visit here will further strengthen strong ties of friendship between Bhutan and Bharat. Reflecting on their visit to the Statue of Unity on July 22, Tobgay remarked, “I felt like I was on a pilgrimage… to see the gigantic statue of Sardar Vallabhbhai Patel and experience Prime Minister Narendra Modi’s vision for India.”

On Tuesday, the delegation visited Adani Group’s flagship infrastructure project sites at Mundra and Khavda. Mundra is home to India’s largest commercial port, while Khavda is the site of the world’s largest renewable energy park.

“Yesterday we visited a giant solar renewable farm at Khavda in Kutch, then Mundra port and the Special Economic Zone. I can see a lot of opportunities for further strengthening the friendship, cooperation, and partnership through these projects,” Tobgay noted.

According to sources familiar with the matter, foreign secretary Vikram Misri’s upcoming visit to Bhutan this week will prioritize discussions on the Bhutan-China border negotiations and India’s assistance for Bhutan’s development programs.

The External Affairs Ministry announced that Vikram Misri, who assumed office as Foreign Secretary on July 15, will undertake an official visit to Bhutan from July 19 to July 20.

During his visit, Misri is scheduled to meet with King Jigme Khesar Namgyel Wangchuck, Prime Minister Tshering Tobgay, Foreign Minister DN Dhungyel, and hold discussions with his counterpart Pema Choden.

Previous landslides eroded the parking lot, caused fissures in the pathways, and even threatened the nearby Chorten. The monastery monks are alarmed by these events and fear that similar landslides will occur during the monsoon season, according to Bhutan Live.

A dungkhag is a sub-district of a dzongkhag (district) in Bhutan, and a thromde is the country’s second-level administrative division.
Recognizing the gravity of the situation, the monks sought assistance from the appropriate authorities. Despite significant support, the installation of protective walls beneath the monastery proved insufficient in preventing landslides.

“This area is extremely hazardous. Last year, landslides claimed the lives of two households. With the monsoon’s arrival, any landslide will first affect the Chorten behind me, and then pose a direct threat to the monastery,” Lopen Namgay, the in-charge of the Rinchending Monastery, expressed grave worry about the potential dangers, saying, as per Bhutan Live.

As the monsoon season approaches, officials, volunteers, and local communities are collaborating to keep the beloved Rinchending Monastery and its surrounding area safe from landslides.

To address the persistent problem, approximately 200 people participated in the plantation program, which included the cultivation of various varieties of bamboo plants, including broom grasses. Bamboo, officials said, is an effective landslide prevention tool due to its rapid growth and large root systems.

RTC professor Mr. Sanjeev Mehta received with PBS Award

After nearly three decades of service to education, an Indian scholar, Sanjeev Mehta, who teaches economics at Bhutan’s Royal Thimphu College, was given the Pravasi Bharatiya Samman Award by India’s President Droupadi Murmu. According to Bhutan Live, Sanjeev Mehta got the Pravasi Bharatiya Samman award on January 10, 2023. This award is the highest honour conferred on overseas Indians. He plans to continue his work in Bhutan, which he sees as an opportunity to improve the education system in the country and to represent the work done by Indian teachers. The prize was established in 2003 and is given out every two years. 27 people received the honour this year. Mehta stated, “I will play every part in this puzzle and do everything in my power to realise His Majesty’s vision.” This honour is clearly not the result of my own efforts. This honour is a testament to the job that Indian educators have accomplished in Bhutan. “Perhaps that is what I represent.” Sanjeev began his work in 1993 with the Sherubtse College before joining the United Nations Development Programme and contributing to the formulation of Bhutan’s economic development strategy.

Bhutan to celebrate King Jigme Wangchuck’s 43rd birthday on Wednesday

Bhutan is gearing up to celebrate the 43rd birthday of His Majesty King Jigme Khesar Namgyel Wangchuck on Wednesday, February 22, the Bhutan Live reported. The day will be celebrated in full swing after a break of three years due to Covid-19 restrictions.

As per news reports, all 20 Dzongkhags, Bhutan’s primary subdivisions, will start the day with prayers and butter lamp offerings for the long life of the King. In the capital city, Thimphu, the celebration will be hosted at the Changlimithang ground, with the Bhutan Prime Minister attending as the chief guest.

The ceremony will also be attended by the members of Zhung Dratshang, Cabinet Ministers, Members of Parliament, civil servants, school children and the public. His Majesty’s birthday will be celebrated in the main centres of all 20 Dzongkhags. School children will perform march-past and cultural programmes.

Eastern Air Command completes 63 glorious years

The 63 glorious years of service to the nation has been completed by the Headquarters Eastern Air Command on Thursday.

Meanwhile, Air Marshal SP Dharkar, Air Officer Commanding-in-Chief, Eastern Air Command laid the wreath at the War Memorial.

Lt Col Mahendra Rawat, a public relation officer with Defence Guwahati said, “The Eastern Air Command was born in combat and has grown through battles and is one of the lethal arms of the Indian Air Force which controls air operations over a vast area that straddles 11 states. It includes the seven northeastern states, Sikkim, West Bengal, Bihar, and parts of Orissa and Jharkhand covering over three lakh square kilometers.”

“The Eastern Air Command also controls the air space over 6300 Km long international boundary with China, Nepal, Bhutan, Myanmar, and Bangladesh,” Rawat said.

Moreover, in 1962, 1965, and 1971 wars Command participated and it has impressively contributed towards the evacuation of victims of natural calamities like floods, landslides, and earthquakes over the years.

‘Risk of type 2 diabetes can be reduced’; says WHO

On the occasion of World Diabetes Day, the World Health Organisation asked to access diabetes education for healthcare workers and people living with diabetes.

The WHO took this initiative to achieve affordable diabetes care. Talking about diabetes people there are around 422 million who are suffering from diabetes and 1.5 million people die every year around the world.

According to Dr. Poonam Khetrapal Singh, WHO Regional Director for South-East Asia, “In the WHO South-East Asia Region, more than 96 million people are estimated to have diabetes, and another 96 million to be pre-diabetic, causing at least 600 000 deaths annually. By 2045, unless urgent action is taken, the prevalence of diabetes in the Region is expected to increase by 68 percent.”

Highlighting the seriousness of the disease Dr. Poonam said, if Diabetes is not treated on time it can lead to serious damage to the blood vessels, eyes, kidneys, nerves, and heart.

Meanwhile, to reduce the risk of type 2 diabetes Dr. Poonam said, “The risk of type 2 diabetes can be reduced through regular and adequate physical activity, healthy eating, and by avoiding tobacco and the harmful use of alcohol. If developed, type 2 diabetes can be managed through medication, control of blood pressure and lipids, and adherence to a healthy lifestyle. Type 1 diabetes, which affects more than 250 000 children and adolescents in the Region, cannot currently be prevented but can be managed. For people living with both types of diabetes, access to affordable treatment – including insulin – is critical to their survival.”

Moreover, to address diabetes many regions continue to take targeted action, Dr. Poonam said.

“Almost all countries now have in place standardized treatment guidelines for diabetes and must provide at least one hypoglycemic drug at the primary health care (PHC) level. Across the Region, the WHO HEARTS-D technical package is supporting PHC personnel to diagnose, treat and manage diabetes, accelerating Region-wide efforts to reorient health systems – including NCD care – to the PHC level,” Dr. Poonam said.

Earlier amid the COVID-19 response WHO in 2021 sent insulins to Bhutan, Maldives, Nepal, Sri Lanka, and Timor-Leste, alongside 45 other countries globally.

Dr. Poonam further stated, “The Region is currently on track to achieve a 30 percent relative reduction in tobacco use prevalence between 2010 and 2025, and last year launched a Regional Roadmap on implementing the Global Action Plan on Physical Activity 2018-2030. The Roadmap will help Member States achieve a 15 percent relative reduction in the prevalence of insufficient physical activity by 2030, which will, in turn, help them to reduce expected increases in new diabetes cases.”

“First, policymakers should set time-bound targets to address gaps in service coverage, with a focus on equity and leaving no one behind. Second, high-impact, cost-effective, and context-appropriate interventions must continue to be identified and implemented. For this, the Global Diabetes Compact, launched in April 2021, calls for targeted efforts to enhance community empowerment and increase private sector engagement,” Dr. Khetrapal said.
“Third, policymakers should continue to strengthen PHC service delivery, ensuring that diabetes screening and care are available, accessible, acceptable, and of adequate quality, without discrimination, accelerating momentum from the 2016 Colombo Declaration,” Dr. Poonam said.

However, the countries should focus to promote essential medicines and priority devices, including insulin to fight against diabetes.

India-Bhutan border to open almost after 2.5 years

After a two-and-a-half-year hiatus caused by the Covid-19 pandemic, the India-Bhutan border gates at Samdrup Jongkhar and Gelephu along the Assam border will reopen to tourists on September 23.

Bhutan’s government has officially announced that the international border with India will reopen on September 23rd, following the resolution of the Covid cases. “We are preparing to open the border and provide a pleasant experience for visitors,” said Tashi Penjore, Director (law and order) of the Himalayan kingdom’s Ministry of Home and Cultural Affairs.

“Over the last two-and-half years, many officials on both sides have changed and we were not able to meet and establish friendship and person-to-person contacts which are essential for people residing along the border areas of the two countries. We look forward to more such visits,” he added.

Earlier that day, the Bhutanese official met with the Commandant of the 15th Battalion of Sashastra Seema Bal (SSB) and in-charge of Regional Headquarters Neeraj Chand, as well as all SSB officials, to discuss the matter. The meeting was held at the SSB regional headquarters in Chaprakata, Assam’s Bongaigaon district.

He also encouraged Indian tourists to visit various locations in Bhutan after entering through the Gelephu and Samdrup Jongkhar gates. Bhutan’s government has planned eco-tourism, bird-watching, and other visitor packages. Penjore stated that a Standard Operating Procedure (SOP) has been developed to ensure the smooth movement of travellers.
