</excerpt>

Assam Cabinet recognises transgender community as SEBC, ensuring access to education, jobs, and welfare schemes.

Guwahati: In a historic move promoting equality and inclusivity, the Assam Cabinet has officially recognised the transgender community under the category of Socially and Educationally Backward Classes (SEBC). The decision was announced by Assam Chief Minister Himanta Biswa Sarma.
As part of this progressive policy, transgender persons who are original inhabitants of Assam will be eligible for official Transgender Identity Cards. These cards will be issued following verification by the respective District Commissioners and are expected to facilitate access to education, government jobs, and state-run welfare schemes.
Speaking to The Sunday Guardian, Assam’s first transgender judge, Swati Bidhan Baruah, welcomed the move.
“It’s an appreciable step. The fight we began to get the community recognised under the SEBC category has been worth it,” she said.
Under the new policy, transgender individuals who are original inhabitants of Assam will receive Transgender Identity Cards after verification. These will enable them to access government benefits, job reservations, and welfare schemes.
“Today, the Assam Cabinet has approved providing socially and educationally backward class status to the transgender community who are original inhabitants of Assam,” CM Himanta Biswa Sarma said.
Palash Borah, a well-known social changemaker and President of ‘Snehbandhan – Bond of Love’, called the move “wonderful and historic.” He praised the efforts of Sarma and Bhaskar Mahanta, Director of the Department of Social Justice, for initiating the process.
“Just days ago, we had a meeting with the honourable minister, and we’re thankful the government responded so quickly to the concerns raised by the community,” Borah told TSG.
Borah added that the recognition brought “a sigh of relief and joy” across the transgender community, especially for members from tribal and marginalised backgrounds.
“When we see people being empowered and accepted, it builds a beautiful aura of dignity and inclusion,” he said.
Stories of struggle behind milestone
Sanaya Oram, community mobiliser at the Kamrup Transgender One Stop Centre and a member of the Tribal-Adivasi community, stressed the importance of support systems and visibility.
“Earlier, we didn’t even think we had the right to education or to speak up. Now, this recognition empowers us to take steps not just for ourselves, but for society at large,” she said.
“My transition happened late because my family wasn’t supportive. Although they allowed me to dance, my father wanted me to focus only on studies. But now I’m happy—my mother has started supporting me,” Oram added.
She emphasised, “Hiding inside the closet is not the answer. If you don’t support yourself, no one else will. I come from the Adivasi community, and we can do so much to uplift each other. First, we must come out ourselves—only then can we help others.”
Ronnie Bhattacharjee, General Secretary of Snehbandhan, shared her emotional journey of transitioning.
“It took me 35 years because my family didn’t accept me. Society mocked me, called me names. But today, my family has accepted me—and that is where real change begins,” she said.
“You cannot expect society to change unless homes change first. Family support is the foundation of freedom,” she emphasised.
Despite facing stigma, Bhattacharjee said those hardships became her strength.
“People used to call me names—‘chakka’, ‘ladies’—but those experiences made me stronger. Now I work for the community to ensure no one else suffers like I did.”
She continued, “Even if people know what it means to be transgender, they don’t want to accept you. They just tease you— ‘hijra’, ‘kinner’, all those names. But these bad experiences motivated me to change myself and to work for the community. And that is exactly what I am doing.”
The Cabinet’s decision is part of a broader roadmap by the Assam government aimed at integrating social equity, environmental conservation, and economic development. Officials described the move as a cornerstone in building an equitable society where marginalised communities are given the platform to grow and thrive.
For many in the transgender community, this recognition is not just a policy shift—it marks the beginning of a new chapter of acceptance, opportunity, and dignity.

</excerpt>

Police have arrested at least 19 people in Assam, Tripura, and Meghalaya over remarks about the Pahalgam terror attack that killed 26 people, including a Navy officer and an Intelligence Bureau officer. Most arrests were linked to controversial social media posts. In Assam alone, authorities made 14 arrests so far.

Arrest of Assam MLA Sparks Action

The first arrest happened on Thursday. Assam police detained Aminul Islam, an MLA from the opposition party All India United Democratic Front (AIUDF). They charged him with sedition after he claimed that both the 2019 Pulwama attack and the Pahalgam attack were “conspiracies by the government.” On Friday, a court sent him to police custody for four days.

Following this, police arrested more individuals across Assam. These included Md Jabir Hussain from Hailakandi, journalist Md AK Bahauddin, law student Md Javed Mazumder from Silchar, Md Mahahar Mia from Morigaon, and Md Sahil Ali from Sivasagar.

Students, Journalists, and Lawyers Among Those Held

The arrested individuals came from diverse backgrounds. Jabir Hussain worked as a journalist. Bahauddin studied computer science at Assam University in Silchar. Meanwhile, Javed Mazumder practiced law.

On Saturday, the police widened their crackdown. They arrested 25-year-old Md Jarif Ali and student leader Anil Bania, the district secretary of Satra Mukti Sangram Parishad, from Biswanath. Officers also picked up Sumon Mazumdar, also known as Bulbul Alom Mazumdar, from Hailakandi, Mashud Azhar from Nagaon, and another individual from Hajo near Guwahati. Police accused them of posting “anti-India comments” online.

Moreover, Cachar district police arrested two more people for sharing social media posts that allegedly supported Pakistan.

Assam CM Warns of Tougher Action

Reacting to the situation, Assam Chief Minister Himanta Biswa Sarma said, “If required, we will impose provisions of the National Security Act on them. We are examining all social media posts, and action will be taken against those who, we feel, are anti-national… There are no similarities between Bharat and Pakistan. The two countries are enemy nations and we must remain that way.”

Arrests in Tripura

Meanwhile, Tripura reported four arrests related to similar online comments. In Dhalai district, police arrested retired teacher Jawhar Debnath and another individual named Kuldip Mandal. Both had made “anti-national comments” in the wake of the Pahalgam attack. In North Tripura district, officers arrested retired teacher Sajal Chakraborty from Dharmanagar. Authorities also detained Jahirul Islam from Sonamura in Sepahijala district.

Arrest in Meghalaya

In Meghalaya, police arrested 30-year-old Simon Shylla on Friday. He was taken into custody from the East Khasi Hills district after posting an “anti-national comment” on a news video aired by a Guwahati-based channel.

The decision sparks political debate, with opposition leaders criticizing the move, calling it an imposition of majority power in the legislature.
</excerpt>

For the first time in decades, the Assam Legislative Assembly has discontinued its two-hour break on Fridays, which was traditionally allotted to facilitate Muslim legislators in offering ‘namaz.’ The decision, initially taken during the last session in August, was implemented in the ongoing budget session.

Opposition Voices Discontent

Expressing dissatisfaction over the move, AIUDF MLA Rafiqul Islam criticized the decision, stating that it was imposed based on the ruling party’s majority. “There are about 30 Muslim MLAs in the Assembly. We had voiced our opposition, but the BJP government used its numerical strength to enforce this change,” Islam said.

Leader of Opposition Debabrata Saikia from Congress suggested that an alternative arrangement be made for the legislators to offer ‘namaz’ nearby. “Several of my colleagues from Congress and AIUDF missed crucial discussions today due to their prayers. Since it’s a special requirement only on Fridays, a provision should be considered,” Saikia remarked.

Decision Taken for Secular Proceedings

The move to end the nearly 90-year-old practice was initiated by the Rules Committee of the House, led by Speaker Biswajit Daimary, in August last year. Daimary emphasized the secular nature of the Constitution and proposed that Assembly proceedings should continue on Fridays without interruption, like any other working day. The proposal was put forth before the committee and passed unanimously.

With the implementation of this decision, Assam’s Assembly proceedings now continue without the traditional Friday recess, marking a significant shift in legislative protocol.

India has reported 10 cases this year across states like Karnataka, Tamil Nadu, and Gujarat. Officials reassured that HMPV is common and not a new virus.
</excerpt>

A 10-month-old baby in Assam’s Dibrugarh has been diagnosed with Human Metapneumovirus. It is the first reported case of the year for the state, officials said.

The child was admitted to Assam Medical College and Hospital (AMCH) for a common cold, and the infection was detected during routine HMPV screening at the Regional VRDL laboratory under ICMR-RMRC. Although the laboratory has identified over 100 cases of HMPV in Dibrugarh since 2014, this is the first case of 2025.

Assam Health Minister Ashok Singhal said that HMPV was not a new virus and the government in state is prepared to follow central advisories for necessary measures.

AMCH Superintendent Dhrubajyoti Bhuyan added more info about the issue, saying “Four days ago, the child was admitted at AMCH for a common cold case. Yesterday only, the kid was found suffering from the infection after a sample test from Lahowal ICMR-RMRC,” he added also mentioning that his condition is stabilized and said: “It’s a common bug that affects infants till five, and there’s nothing to frown upon.

India’s Increasing HMPV Cases

Since January 7, India has reported at least 10 HMPV infections. The first cases were reported in Karnataka and Tamil Nadu, followed by confirmations in Gujarat, Nagpur, Mumbai, and Ahmedabad. In total, confirmed cases include two in Bengaluru, one in Gujarat, two in Chennai, three in Kolkata, two in Nagpur, and one in Mumbai.

HMPV infections are not new to India. Cases were reported in December also. Union Health Minister JP Nadda clarified that the virus was first identified in 2001 and has been circulating globally for years.

Rescue operations involving navy, NDRF, and SDRF personnel continue amid rising water levels.
</excerpt>

A body has been recovered from a coal mine in Assam’s Dima Hasao district, two days after water inundated the site, trapping nine workers. The mine, located in the Umrangso area, saw extensive rescue efforts involving personnel from the navy, army, National Disaster Response Force (NDRF), and State Disaster Response Force (SDRF).

21 Para Divers from Visakhapatnam retrieved the body from the mine’s 340-foot-deep well in Umrangso’s 3 Kilo area. They conducted an initial survey before entering the flooded quarry. Meanwhile, de-watering pumps from the SDRF have arrived at the site, with an ONGC pump awaiting deployment upon weather clearance via an MI-17 helicopter stationed at Kumbhigram.

Rescue Operations Intensify

Chief Minister Himanta Biswa Sarma stated that the water level inside the mine had risen to nearly 100 feet, complicating rescue efforts. He confirmed discussions with Union Coal Minister G. Kishan Reddy, who assured that Coal India teams would assist from Wednesday.

The workers trapped inside the mine have been identified as Ganga Bahadur Shreth, Hussain Ali, Jakir Hussain, Sarpa Barman, Mustafa Seikh, Khushi Mohan Rai, Sanjit Sarkar, Lijan Magar, and Sarat Goyary.

Investigation Points to Illegal Mining

Preliminary investigations suggest the mine may have been operating illegally. An FIR has been filed under various sections of the Mines and Minerals (Development and Regulation) Act, 1957. A suspect, Punish Nunisa, has been arrested in connection with the incident.

“This appears to be an illegal mine,” said Chief Minister Sarma on X, adding that police are conducting a thorough investigation into the matter.

Rescue teams continue to work tirelessly to locate the remaining workers as the region and families of the victims hope for a breakthrough in this tragic incident.

The mine, approximately 300 feet deep, has been flooded with water up to 100 feet, hampering rescue efforts. Local authorities have confirmed the discovery of three dead bodies at the site, although recovery operations are still ongoing.

Assam Police have registered an FIR under Umrangso PS Case No: 02/2025, citing Sections 3(5)/105 BNS and Section 21(1) of the Mines and Minerals (Development and Regulation) Act, 1957, in connection with the ongoing investigation into the Umrangso mine incident.

Preliminary findings suggest the mine may be operating illegally. Police have arrested one individual, Punish Nunisa, in connection with the case.

Investigations are underway to determine further details surrounding the incident. The Assam Coal Quarry, the location of the accident, became the focus of intense rescue efforts as authorities scrambled to save the lives of the trapped miners.

</excerpt>

Assam Cabinet meeting has decided to ban beef in hotels, restaurants and public places in the state on Wednesday, December 4. Assam Chief Minister Himanta Biswa Sarma had earlier said he was ready to ban beef in Assam if state Congress chief Bhupen Kumar Borah writes to him. Congress has alleged that the BJP distributed beef to win the Muslim-dominated Samaguri, which was under Congress control since 2001 and was a Muslim-majority seat. BJP and its allies won all the five seats in the recently held by election.

Assam government in 2021, had passed a controversial Cattle Preservation 2021 Act which allowed the sale of beef only at designated places restricting any kind of sale in areas resided by non-beef-eating communities. Speaking on the matter, the CM stated, the cabinet decision is an expansion of that decision. “What we started three years back consumption of beef was banned within a radius of 5 km of temple, Satra. Today we have taken a step ahead and decided that beef will be banned in hotels, and restaurants and will not be served in public places. Assam government has passed the Cattle Preservation 2021 Act, and we have had a lot of success,” stated Assam CM Himanta Biswa Sarma.

The opposition parties such as the Congress and the All India United Democratic Front (AIUDF) has questioned the intention of the Assam government. Speaking on the matter, AIUDF Rafiqul Islam stated, “This is an unfortunate decision against secularism, we have around 40% around Muslim population, along with Christian population in other Northeast states. Today’s decision will harm the minority community and it will impact the organisation locally.”

Congress MP Rakibul Hussian stated that the Assam CM has tried to please the BJP central leadership with the move. “The results in Jharkhand have decreased Himanta Biswa Sarma’s TRP in Delhi. He is spending the money of Assam’s people in Jharkhand. Himanta Biswa Sarma is now unpopular among backward castes and tribes. He is also unpopular within BJP. He does not talk about the loans he takes. This decision by the Chief Minister is to manage the situation in Delhi,” added Rakibul Hussain.

“Assam is committed to transforming its skill education landscape. We plan to establish ITIs in every Legislative Assembly Constituency and eventually expand to each block of the state,” said Minister Baruah. Highlighting the government’s ambitious plan, the Minister stated, “We are looking to set up 70 more ITIs in unserved constituencies. More than 200 companies have come and they come under IMC or run a course with ITI. The goal is to join ITI with industries, because the goal is to join skill education with job creation.
The senior division officials from Lumding reached the accident spot with an accident relief train and a medical train to oversee the rescue and restoration operations, railway officials said.

Train operations on the Lumding-Badarpur single line section have been affected due to the incident, and operation on the single line section has been suspended. Helpline numbers for assistance are available at Lumding: 03674 263120 and 03674 263126.
Assam Chief Minister Himanta Biswa Sarma said that the state government is coordinating with the railway authorities on the incident.

This derailment occurred on the heels of another similar accident just last week when twelve coaches of a long-distance express train derailed following a collision with a stationary goods train at Kavarapettai in Tamil Nadu on 11th October. There were no causalities or life-threatening injuries reported in the accident.

The accident occurred at around 8:30 PM, when the train, running in from Karnataka’s Mysuru to Bihar’s Darbhanga, crossed Ponneri station. Railway officials said the train seemed to enter a loop line, where the freight service was parked.

There, it was like the 2023 Balasore disaster where the Coromandel Express went into the loop line and rammed into a goods train with such derailment that made Bengaluru-Howrah Superfast crash. It resulted in killing up to 296 people and became one of the deadliest incidents for trains in Indian history.

This order, issued on October 1 by Aditi Barman, Deputy Secretary of the Department of School Education, emphasizes the protection of students’ cultural and religious rights within the educational environment.

The directive comes in response to an advisory from the National Commission for Protection of Child Rights (NCPCR), dated August 8, 2024, which stated that schools must respect and allow students to express their religious and cultural identities. The NCPCR’s advisory highlighted concerns that certain schools were prohibiting students from wearing cultural and religious symbols, potentially subjecting them to discrimination or corporal punishment.

The Assam government’s letter underscored the importance of ensuring that schools do not practice discriminatory measures against students expressing their religious beliefs. It mandated that school authorities across the state issue necessary instructions to their staff to follow these guidelines, ensuring that children are not deprived of their cultural identity.

The issue has sparked widespread discussion, particularly within the context of the growing political and cultural sensitivities in Assam. While some have welcomed the move as a step toward safeguarding students’ rights, others express concerns over the potential communal implications of the directive.

Speaking to The Daily Guardian, Hindutva Leader and President of Kutumba Surakshya Parishad Satya Ranjan Borah stated that exclusive religious enforcement will not be accepted. “India being a democratic and secular country there should not be any kinds exclusive religious practices in the public educational institutions. Educational institutions are the man making industries. They should teach the pupils how to be a good human enjoying everyone’s dignity of life and fundamental rights for lives. Christian Missionary ruled schools are violating the core values of Constitution of India and parallelly they are defying the Child Rights and Constitutional Duties. So, it’s a good initiative of Govt of Assam under the supervision of NCPCR,” added Borah.

Borah further stated that Christian Missionary ruled schools should abide by the new education policy and provide Knowledge of India as prescribed in the NEP. “We will keep sincere eyes on their activities now onwards,” stated Borah.

</excerpt>

As the country mourns the death of one of its greatest sons, Ratan Tata, the people of Assam and the state government have also recalled the connection Ratan Tata shared with the region. Historically, the Tata Group was predominately known in Assam for its connection with the tea industry and for providing heavy-duty vehicles that carry goods in difficult terrains. However, Ratan Tata’s personal connection with Assam was beyond the business of things.
Ratan Tata’s Pivotal Role in Establishing Cancer Hospitals
Assam’s advancement towards cancer care was spearheaded by the state-of-the-art cancer facilities inaugurated by Prime Minister Narendra Modi on April 28, 2022. In Dibrugarh, the inauguration was attended by Ratan Tata himself, whose vision was the biggest boost to establishing these hospitals.
Ratan Tata emphasized his personal commitment to improving healthcare, especially cancer care, in Assam. Speaking at the event, Tata stated, “I dedicate my last years to health,” expressing his deep connection to the project. His involvement through Tata Trusts has been instrumental in setting up these cancer hospitals, which aim to provide quality treatment to millions of people in Assam, a region where cancer is prevalent and often untreated due to limited facilities.
The Tata Trusts, under Ratan Tata’s leadership, partnered with the Assam government to build and operate these hospitals across multiple districts, including Dibrugarh, Barpeta, Jorhat, Tezpur, Lakhimpur, Darrang, and Kokrajhar.
This initiative addresses a critical healthcare gap in the state, where access to cancer treatment was once a significant challenge. Ratan Tata highlighted how these facilities are a step forward in making cancer treatment accessible to all, regardless of their financial standing, stating that cancer “is not a rich man’s disease.”

As such in 2021, the Government of Assam conferred its highest civilian award, Assam Baibhav, to Ratan Tata for “his exceptional contribution towards furthering cancer care in Assam”.

Powering Assam with Semi-Conductors

PM Modi laid the foundation of three new semi-conductor plants on March 13. One of the semi-conductor plants has been setup in Jagiroad, Assam in partnership with the Tata Group. Ratan Tata had words of praise for the initiative and saw this initiative in chip manufacturing making Assam to be a major player in the semiconductor market. “The investments being made in Assam transform the state in complex treatment for cancer care. Today, the state government of Assam in partnership with the Tata group will make Assam a major player in sophisticated semiconductors. This new development will put Assam on the global map. We wish to thank the Chief Minister of Assam Mr. Himanta Biswa Sarma for his support and vision that has made all this possible,” posted Ratan Tata on X.

Taking to X, Assam CM Himanta Biswa Sarma expressed his condolences. The CM further reflected on the legacy of Tata and the positive impact it had on the people of Assam. “For me it’s a personal loss. My every interaction with him left me wiser, the most recent being when I visited him in Mumbai to thank him for the Semiconductor project and having faith in Assam’s abilities as an industrial base. His simplicity and humility is something I will never forget. His death leaves a huge void which cannot be filled,” posted Assam CM on X.

Beyond the mainstream

Ratan Tata’s vision for the Northeast was unlike any other industrialist. His participation in the Northeast vis-à-vis his projects such as a 5-Star Hotel, Cancer Care Hospitals and a Semi-conductor plant were disruptors that brought the region to the mainstream. In his previous interactions to media, he emphasized the need to engage in the region by industrialists and encouraged businessmen to work beyond the profits.

</excerpt>

The Railway Protection Force (RPF) of the Northeast Frontier Railway has intensified its crackdown on the smuggling of illegal goods, seizing contraband worth over Rs 23.50 crore between January and August this year, officials said on Saturday.

In a statement, the Chief Public Relations Officer (CPRO) of the Northeast Frontier Railway highlighted the scale of the operation. “During this period, RPF also apprehended 283 peddlers for illegal carrying of contraband goods,” the CPRO noted, emphasizing the force’s ongoing efforts to tackle smuggling on trains.

A notable operation took place on September 2 at Lumding railway station, where the RPF and the Government Railway Police (GRP) conducted a joint inspection of the Agartala-Rani Kamalapati Express (train no. 01666). During the search, four individuals were taken into custody for possessing illegal drugs.

“During checking, they apprehended four persons and recovered 19.7 grams of Brown Sugar worth Rs. 3.94 lakh (approx.) and 18.10 kgs of Ganja worth Rs. 1.81 lakh (approx.) from them,” officials said. The seized contraband had a total estimated value of Rs. 5.75 lakh. The suspects, along with the recovered items, were handed over to local authorities for further legal action.

The RPF’s ongoing efforts have yielded significant results throughout the year. By focusing on intercepting illegal goods being transported via the rail network, they have been able to prevent substantial amounts of contraband from reaching its intended destinations.

These operations are part of a broader effort by railway authorities to ensure safety and security across the railway network, as they continue to dismantle smuggling rings and disrupt illegal activities. The RPF’s commitment to these operations has made a notable impact, both in terms of arrests and the volume of goods recovered.

Sarma thanked Assembly Speaker Biswajit Daimary and legislators for supporting a “historic decision.” He emphasized that abolishing the Jumma break prioritizes legislative efficiency over practices he considers outdated, aligning the Assembly with a more modern approach to governance.

</excerpt>

Bharatiya Janata Party (BJP) government in Assam introduced a Bill in the State Assembly on Thursday to repeal the Assam Moslem Marriages and Divorces Registration Act, 1935. The primary objective behind this move is to curb the practice of child marriage, which the government believes is facilitated by the existing law.

The Bill outlines several reasons for scrapping the 1935 Act, which was originally adopted for the then Province of Assam to manage Muslim religious and social affairs. The statement of objects and reasons attached to the Bill notes that the Act, being a pre-independence law, is outdated and no longer aligns with modern legal standards.

One of the key issues highlighted is that the registration of marriages and divorces under the 1935 Act is not mandatory, leading to informal registration processes that allow for non-compliance with existing legal norms. The Bill emphasizes that there is room for underage marriages due to the lack of stringent monitoring under the current system, enabling marriages of boys below 21 years and girls below 18 years.

42% of people do not consider the decisions of the Himanta Biswa Sarma government to be anti-Muslim.

</excerpt>

Dulon Das, a 50-year-old resident of Silchar, Assam, has made history as the first person in the northeastern state to receive Indian citizenship under the Citizenship (Amendment) Act (CAA). Das, whose family migrated from Sylhet in Bangladesh to Silchar in 1988, received notification of his citizenship from the Union home ministry on Tuesday. He has been instructed to visit the Regional Passport Office in Guwahati to collect his Citizenship certificate.

Das applied for Indian Citizenship in April, following the notification of the CAA rules, which came into effect over four years after the law was initially passed. His application process was prompted by his family’s challenging history and their inability to apply for the National Register of Citizens (NRC) due to difficulties in documenting their family lineage. Despite these challenges, Das has been an active voter in Assam since 1996 and his family possesses Aadhaar cards.

The CAA, enacted in 2019, aims to expedite citizenship for non-Muslims from Afghanistan, Pakistan, and Bangladesh who entered India before December 31, 2014. Das’s application involved police verification and the submission of various documents, including land ownership records from Sylhet.

According to Dharmananda Deb, a former Foreigners Tribunal member and Das’s lawyer, eight individuals across Assam have applied for Indian Citizenship under the CAA. So far, two applications have been withdrawn, while six remain under review by the Union home ministry. Four of these applications are reportedly progressing towards approval.

The CAA, which was a key promise in the BJP’s election campaigns, was formally implemented with the notification of its rules in March. However, a lack of awareness has been identified as a factor in the limited number of applications received so far.

</excerpt>

Assam Chief Minister Himanta Biswa Sarma announced on Monday that the state is working on new laws to address issues related to “love jihad” and land sales.

Sarma explained that the government plans to introduce stricter penalties for cases of “love jihad,” where people pretend to be of a different religion on social media to marry women. He said that in Assam, some individuals use fake Hindu identities online to deceive and marry Hindu women, only for the women to later discover the truth. The proposed law would include severe punishments, possibly up to life imprisonment, for those found guilty of hiding their identity to deceive others.

The Assam government is also considering a law that would require permission for Hindu-Muslim land transactions. Sarma stated that due to demographic changes, original communities in Assam, such as Scheduled Tribes (ST) and Scheduled Castes (SC), are becoming minorities and their land is being bought through dubious methods. The new law would restrict land sales between different communities, ensuring that ST and SC individuals can only sell their land to others within their own categories. This policy aims to protect the cultural and ethnic integrity of all communities in Assam.

Additionally, Himanta Biswa Sarma confirmed that the Waqf bill will be amended, and a new domicile rule will be introduced. This rule will ensure that only residents of Assam are eligible for government jobs in the state.

During the Bhumi Pujan (foundation stone laying) ceremony, attended by Assam Chief Minister Himanta Biswa Sarma and Tata Sons Chairman N Chandrasekaran, the company announced its commitment to accelerating the factory’s development. Chandrasekaran highlighted that 1,000 people from Assam have already been employed, with plans to bring more companies from the semiconductor ecosystem as the facility expands.

The project received approval from the Union Cabinet, chaired by Prime Minister Narendra Modi, on February 29, 2024. Union Electronics and IT Minister Ashwini Vaishnaw praised the swift progress, noting that construction began within five months of approval.

Vaishnaw emphasized the plant’s capacity to manufacture 4.83 crore chips per day using uniquely Indian-developed technologies. These chips will be integral to vehicles, including electric vehicles, and essential components for 5G and network infrastructure.

The minister stated that the semiconductor industry serves as a foundational industry, fostering both downstream and upstream employment. The India Semiconductor Mission aims to develop 85,000 talents, with nine institutes in the Northeast focusing on skill development for this sector.

Institutions like NIT Silchar, NIT Mizoram, NIT Manipur, and others are actively working on talent development for the semiconductor industry. Vaishnaw highlighted the importance of the “Act East” policy and the role of this new facility in advancing it.

Chief Minister Himanta Biswa Sarma described the day as a ‘golden day’ for Assam, ensuring Tata Sons that the state will provide full support to the project. Sarma acknowledged the efforts of Prime Minister Modi and Union ministers in making this project possible.

In addition to the Assam facility, Tata Electronics is also establishing India’s first wafer fabrication unit in Dholera, Gujarat, with a capacity to produce 50,000 wafers per month and an investment of ₹91,000 crore. </excerpt>

A group of concerned citizens and an Adivasi students body have raised an alarm over rampant illegal stone mining near Chandubi in Assam’s Kamrup district, which they claim is causing severe environmental damage and threatening the delicate ecosystem.

In a memorandum submitted to Kamrup District Commissioner (DC), they have accused the forest department of negligence and collusion with the mining mafia.

According to the memorandum, the mining operation, which began at Muduki village near Chandubi in mid-May 2024, has been carried out brazenly using heavy machinery, including two hydraulic excavators and numerous dumpers.

Further, the memorandum stated that a petition was put up to PCCF on June 21st 2024, that led to enquiry team being visited on July 3. However, the memorandum alleged that on that day, the excavators have been shifted to Meghalaya just behind the mining place.

The area where the mining is taking place is an ecologically sensitive zone, home to diverse flora and fauna, including endangered species like the Hoolock Gibbon, Bengal Slow Loris and Capped Langur.

Locals said mining activities have increased the risk of human-elephant conflict.

The citizens’ group has demanded an immediate halt to the illegal mining, seizure of the excavators, and strict action against those involved in the illegal activities.

Meanwhile, the State Forest Minister Chandra Mohan Patowary has taken stock of the matter. “The news has come and I have informed this to DFO, we will check on this,” added Chandra Mohan Patowary.

PM Modi praised Sarma for his remarkable achievement of providing 1 lakh jobs in Assam, a milestone that stands out in the party’s governance record. Emphasizing the importance of knowledge sharing, the Prime Minister urged CM Sarma and his officials to present the details of their successful programs to CMs and officials from other states. He also directed the Assam government to share comprehensive details of their employment program with other states, potentially paving the way for its broader implementation.

The conclave highlighted a strategic shift in BJP’s approach following the 2024 election setbacks and the perceived shortcomings of the Yogi Model. Amid this introspection, the Assam Model has emerged as a new beacon of success, garnering attention for its potential applicability on a national scale.

CM Himanta Biswa Sarma’s prominence was evident as he was seated in the front row, right beside the central leadership, signifying his growing influence within the party. This marks the first time an Assam CM has taken such a central stage, a proud moment for the state and its governance model.

The recognition of the Assam Model and CM Sarma’s leadership underscores a pivotal moment for Assam, reflecting the state’s rising prominence in the national political landscape.

Earlier, Chief Minister Sarma had highlighted the strides made by his government in job creation, emphasizing the importance of empowering the state’s youth through gainful employment opportunities.

</excerpt>

The new and re-energised leadership of the Assam Congress has rejuvenated the grand party. This was evident in the recent results of the Lok Sabha Elections. The party managed to win the much coveted Jorhat constituency with Gaurav Gogoi leading from the front, followed by a win in Nagaon with Pradyut Bordoloi retaining his seat even after delimitation and lastly, Rockybul Hussain, winning the Dhubri seat with the biggest margin.

The Assam Congress has undergone significant leadership changes with Gaurav Gogoi at the helm. Gaurav Gogoi the firebrand leader of the Nation who recently named as deputy leader of Loksabha for the second time .As the party gears up for future elections and aims to strengthen its position in the state, Gogoi’s leadership is seen as a pivotal moment in its history.

Gogoi’s ascent to the leadership role comes at a crucial time for the Congress party in Assam. The party has faced challenges in recent years, including electoral defeats and internal challanges. Gogoi’s leadership is expected to rejuvenate the party’s structure and strategy, focusing on unifying the party and addressing the aspirations of Assam’s diverse population.

Bhupen Borah’s appointment as the APCC President came at a time when the Congress party was grappling with electoral setbacks and internal challenges. His leadership has injected new energy into the party, focusing on grassroots mobilization and addressing regional issues.

The biggest achievement of Bhupen Borah is to include alliance partners such as Raijor Dal, and Assam Jatiya Parishad to form the 16-party strong United Opposition Forum. Borah has been active in building alliances with like-minded regional parties to consolidate anti-incumbency sentiments and present a united front against the ruling party. He will play a crucial role ahead of the 2026 Assembly elections.

Bhupen Borah’s strategy to not allow AIUDF to enter in alliance is considered as one of the biggest setback for the Badaruddin Ajmal-led AIUDF party as well as Assam CM Himanta Bishwa Sharma and BJP.

Rockybul Hussain became a National Headline after he won the Dhubri seat defeating incumbent MP Badrudin Ajmal by a huge margin of 10,12,476 votes. However, he has already been a towering leader of the party for more than two decades. Rakibul Hussain has experienced of five time continues win as MLA before elected as member of parliament. The Muslim consolidated vote went to Hussain after the AIUDF was exposed as the B team of the Bharatiya Janata Party (BJP). Apart from being a popular leader among the minorities, he is also popular with the general Assamese people and will play a key role in bringing Congress back to power in 2026.

The Congress has a mixed bag of senior and junior leaders, enough to take on the BJP. The leaders like Gaurav Gogoi, Bhupen Borah and Rockybul Hussain will lead the charge backed by capable leaders such as Debabrata Saikia, who is the Leader of oposition for constitutive second term. Debabrata Saikia, one of the most down-to-earth leaders in Assam Politics. His simplicity is unique even though he is the son of former CM Karmashree Heteshwar Saikia. Debabrata Saikia has considerable hold in Upper Assam and is a pan-Assam leader who can make the difference in upcoming elections with his strategy.

Another important leader is Congress MP from Nagaon Pradyut Bordoloi. Pradyut enjoys popularity in Upper as well as Middle Assam among tribals, caste Hindus as well as minorities. He will play a crucial role in leading the party in the upcoming elections.

These leaders have considerable backing in both the Upper and Lower Assam Barak valley areas, which will be enough for the party to get seats in all regions. They will be enough for the Congress to keep a check on the politics done by Assam Chief Minister Himanta Biswa Sarma. There is no doubt that Himanta Biswa Sharma is a smart politician but due to his negative political activities his political and social graph is decreasing, which was evident in the previous Lok Sabha elections. At a time when people have started to reject communal politics, in the same time Assam CM Sharma has started communal politics. The people of Assam want development with peace, which was evident in the tenure of former CM Tarun Gogoi. Further, the biggest disadvantage for the BJP is no leader will take over if Himanta Biswa Sarma falters.
