CM Himanta Biswa Sarma praised Police

Chief Minister Himanta Biswa Sarma praised the police’s efforts on social media, emphasizing Assam’s commitment to curbing illegal entry. “In yet another successful operation of nabbing illegal Bangladeshi infiltrators, two Bangladeshis were apprehended near the International border at Karimganj and pushed back across the border,” he wrote on X.

This marks the latest in a series of recent actions against illegal entry. Earlier in October, the Assam Police also detained a Bangladeshi national in Karimganj, returning him across the border. Similar operations by the Border Security Force (BSF) in Meghalaya’s Dalu area on October 2 led to the capture of five more Bangladeshi nationals attempting to cross into India.

In another coordinated effort, Assam Police on October 1 apprehended fourteen Bangladeshi nationals in the South Salmara and Karimganj districts, highlighting increased border security and vigilance.

</excerpt>

The Assam Police, in close coordination with the Border Security Force (BSF), have recently intensified efforts to curb illegal infiltration along the Indo-Bangladesh border, intercepting over 130 illegal migrants in the last two months. Assam Chief Minister Himanta Biswa Sarma has emphasized the state’s “zero-tolerance policy towards infiltration,” particularly regarding Rohingya nationals. Plans for 12 new police stations near the Indo-Bangladesh border are also under way to enhance coordination with central agencies.
Of the 138 people who have been intercepted by the joint operations of the Assam Police and BSF, many are Rohingya Muslims. The Assam CM has highlighted the issue stating that contrary to assumptions that Hindus will migrate to India post-Bangladesh crisis, instances of Muslims have migrated to India. “We’re observing daily detections of individuals or groups trying to cross into Assam. Despite the BSF’s extensive efforts to secure the boundary, the porous nature of the border still allows some entries,” said Sarma.
He noted that recent data contradicts the assumption that instability in Bangladesh would drive Hindu Bengalis into India, with most intercepted individuals identified as Muslim Rohingyas.
The Chief Minister stressed the importance of a unified approach among border states, including Tripura, Meghalaya, and West Bengal, to effectively manage this challenge. “Assam and Tripura have been intercepting infiltrators diligently, but all states must collaborate with the BSF for comprehensive border security. If West Bengal intensifies efforts, this will help create a cohesive security network,” Sarma said.
In response to inquiries about identity misrepresentation, Sarma said, “Our approach is clear. Regardless of religion, any illegal entrant from Bangladesh will be detected and sent back. Border vigilance is our top priority.”
The team of The Daily Guardian visited Ground Zero a the Dhubri border where BSF has been patrolling day and night amid the recent instances of infiltration. As per highly placed sources, the infiltration, contraband and smuggling of narcotics are also under the radar of the BSF. The BSF along with the Assam police have made major busts across the Indo-Bangladesh borders.
In a fresh case of attempted infiltration from the Tripura side, Assam Police apprehended three Bangladeshi nationals. Identified as MD Abu Shaid, Asadul Islam, and MD Sarwar, all from Rajshahi district, one of the individuals was found to possess an Aadhaar card and was a repeat offender. The group, aiming to travel to Chennai for labor work, was repatriated after their interception.
Chief Minister Sarma praised the Assam Police and BSF personnel for their unwavering vigilance and quick response, adding that “our forces are vigilant 24/7 to prevent infiltration attempts and secure Assam’s borders.”

</excerpt>

In a robust border security operation, the Assam Police alongside Central security forces have successfully repelled 86 Bangladeshi nationals attempting to enter India over the past three months. The coordinated pushbacks primarily targeted the border districts of Karimganj, Dhubri, and South Salmara, which have long been considered hotspots for illegal infiltration from Bangladesh. This crackdown comes in response to increased infiltration attempts linked to the ongoing political crisis in Bangladesh, according to high-level police sources.

Assam Director General of Police (DGP) GP Singh, in an exclusive interview, highlighted the growing security challenge posed by infiltrators using Assam as a transit route to reach other parts of India. Singh pinpointed the districts of Cachar, Karimganj, South Salmara, and Dhubri as particularly vulnerable due to their shared border with Bangladesh. “When the crisis in Bangladesh began, we immediately alerted our forces and maintained constant communication with the Border Security Force (BSF),” Singh said. He also noted that Assam Chief Minister Himanta Biswa Sarma has directed that no infiltrators be allowed into the state. In response, BSF and Assam Police ramped up patrolling efforts, focusing on riverine areas identified as weak spots and primary entry points. These concerted efforts have successfully thwarted several infiltration attempts, with security forces pushing back infiltrators before they could enter Assam. “Bringing them in would involve a long and complex process,” Singh explained, emphasizing the importance of maintaining border security.

Singh further elaborated that economic difficulties in Bangladesh are driving many individuals to seek employment opportunities in South India, using Assam as a transit route.

</excerpt>

The Assam Police has initiated its Body Mass Index (BMI) assessment for 2024 in Guwahati, aiming to monitor and improve the fitness levels of its personnel. The assessment began on Friday and follows the 2023 evaluation, where 1.6% of police personnel (1,223 out of 76,313) were categorized as obese with a BMI of 30 or above.

Assam Director General of Police (DGP) GP Singh shared the update on X (formerly Twitter), stating, “The Assam Police BMI assessment for 2024 started at Guwahati today. In 2023, after two phases of assessment, 1.6% (1,223 out of 76,313) were in the obese category (BMI 30+).” He expressed optimism that the figure would decrease in this year’s assessment.

The process is expected to be more efficient this time since only weight measurements are needed; heights were pre-recorded during last year’s assessment. Highlighting his own progress, DGP Singh noted that his BMI improved slightly, reducing from 25.12 in 2023 to 25.02 this year.

The 2023 BMI assessment was conducted across 35 locations in Assam, involving all serving police personnel, including IPS and APS officers. The initiative was directed by Assam Chief Minister Himanta Biswa Sarma and aimed at promoting better health within the force.

DGP Singh previously stated that personnel found in the obese category (BMI 30+) would be given three months to reduce weight. Those failing to meet the target by November could face voluntary retirement, with exceptions made for those with legitimate medical conditions like thyroid issues.

Assam Director General of Police (DGP) GP Singh stated, “The Assam Police conducted thorough searches throughout the state today for explosive devices. In Guwahati, two suspicious articles were found and were examined by the Police Bomb Disposal Squad. While these items contained circuits and batteries, no ignition devices were present. The materials inside are being sent for forensic and chemical examination. Similar articles were found in Lakhimpur, Sivasagar, Nalbari, and Nagaon, all of which have been safely disposed of.”

Guwahati Police Commissioner Diganta Barah provided further details, revealing that early in the day, the United Liberation Front of Asom (ULFA) Independent claimed to have planted Improvised Explosive Devices (IEDs) at eight locations in Guwahati. “Our teams conducted searches at all eight locations, finding no suspicious objects at six of them. However, at Panbazar and Gandhibasti, two IED-like objects were discovered, equipped with circuits, detonators, and batteries but lacking an ignition mechanism. Whether these objects are indeed explosives will be confirmed after chemical testing,” Barah stated.

In addition to the security operations, Assam Police intensified its crackdown on drug trafficking, conducting two major anti-narcotics operations. Over 635 grams of heroin were seized during these operations. In one instance, Karimganj Police intercepted a vehicle at Gilaiti Hills traveling from a neighboring state and discovered 305 grams of heroin concealed inside. Two individuals were apprehended and are under investigation.

Assam Chief Minister Himanta Biswa Sarma acknowledged the operations in a post on X. Earlier in June, the Assam Police seized 1.7 kilograms of heroin worth approximately Rs 8.5 crore near the Assam-Mizoram border and arrested one person in connection with the case.

</excerpt>

On Friday, Assam police initiated extensive search operations following a claim by the banned insurgent group United Liberation Front of Asom-Independent (ULFA-I) that they had planted 24 bombs across the state in conjunction with Independence Day celebrations.

Police officials reported that bomb squads conducted thorough searches and recovered several suspicious items resembling bombs. Fortunately, no explosions occurred at any of the locations.

The situation was triggered after ULFA-I purportedly sent an email to multiple media outlets, which then disseminated the information, causing widespread panic among residents. The email detailed specific areas where the purported bombs were supposedly planted, including two locations in Sibsagar and Lakhimpur, and one each in Lakuwa (Dibrugarh), Laluk, Borghat, Nagaon, Nalbari, and Tamulpur, with eight locations in Guwahati.

Additionally, the group claimed to have placed bombs at five other sites in Tinsukia, Dibrugarh, Golaghat, and Sarupathar, although exact locations were not specified. The group attributed the failure of the devices to detonate to “technical issues.”

In a statement from ULFA-I’s publicity wing, it was mentioned that the blasts were intended to occur between 6 a.m. and 12 p.m. on Independence Day but did not happen due to technical failure. The group urged the public to locate and deactivate the bombs.

Assam Police Chief GP Singh reported on X that suspicious items were discovered by the bomb disposal squad at two locations in Guwahati. These items, lacking ignition devices, are being sent for forensic and chemical analysis. Similar items were also found and safely disposed of in Lakhimpur, Sibsagar, Nalbari, and Nagaon.

An investigation into these incidents is currently underway, Singh added.

</excerpt>

Assam Police have heightened security along the India-Bangladesh border to prevent illegal entry into the state due to ongoing unrest in Bangladesh. Director General of Police (DGP) G.P. Singh confirmed that the Centre has mandated strict measures to ensure that no unauthorized individuals cross the border into India.

“The Border Security Force (BSF) serves as the primary defense along the border, while the Assam Police provides additional security. We are maintaining high alert status,” Singh said during a book launch event on Saturday. He noted that Indian passport holders, primarily students and traders, will be permitted entry into India if their documents are verified as valid. Similarly, Bangladeshi citizens will be escorted back to their country following verification of their passports and visas.

Singh assured that the Assam Police, in coordination with the BSF, are conducting joint patrols to secure the border and prevent unauthorized crossings. He also emphasized that no illegal entries have been reported so far.

Regarding the upcoming Independence Day celebrations, Singh highlighted that comprehensive security measures are in place. “Superintendents of Police (SPs) have been instructed to enhance security at parade grounds across the state,” he added.

The DGP recently conducted a security review in Upper Assam’s districts amid reports of ULFA (I) militants operating near the Assam-Arunachal Pradesh border. He discussed the situation with police, military, and paramilitary forces, stressing the need to neutralize the militant group.

Singh appealed to ULFA (I) to refrain from violence and disruptiveness, especially as the state experiences economic growth due to increased investments. He extended an invitation to the militant group for dialogue, stating that both central and state governments are open to negotiations.

The enhanced security measures reflect the state’s commitment to maintaining order and safety amid the current regional challenges.

</excerpt>

Assam Police have busted a gang in Golaghat district that was illegally smuggling English liquor on a large scale into Nagaland, a neighboring state where alcohol is prohibited. The police had been tracking this gang for a long time.

Sources informed TDG that the police received a tip-off, leading to an operation under the leadership of two sub-inspectors from Golaghat district. During the operation, two drivers of a liquor pickup truck were detained near Makrang Tinali in Golaghat. Five people in a Bolero vehicle, which was escorting the truck, were also taken into custody. The detainees are Jeem Jindang, Deepak Dutt, Vedant Madhav Bora, Sumant Bora, Kalyan Dutt, Bipul Deuri, driver Ziaur Rahman, and Rubul Ali.

Who are these detainees?

Jeem Jindang is from Karbi Anglong district, while the others are from Jorhat. Golaghat District Security Superintendent Rajen Singh told the media that the consignment of liquor was originally planned to be delivered to a wine shop in Mariani from a ware house in Jorhat. However, two days later, it was intended to be smuggled into Nagaland via Merapani.

Acting on the secret information, the police set up a checkpoint near Makrang Tinali and arrested the smugglers along with the liquor pickup truck. The police also detained Vipul Deuri, the owner of a wine shop in Mariani, and brought him to the police station.

The police seized various brands of liquor from the truck, with a market value of around Rs 39 lakh. A case has been registered against the accused under the NDPS and Smuggling Act, and further action has begun.

Nagaland banned liquor in 1989. The Nagaland Liquor Total Prohibition Act was passed on April 24, 1990. Despite this ban, in recent years, liquor has replaced drugs in terms of addiction. In February 2024, the Nagaland DGP stated, “Drugs have replaced liquor as bribe for voters in poll-bound Nagaland.”

</excerpt>

Assam government’s crackdown against child marriages resulted in protests in many places. Many of the police stations in Southern Assam experienced major protests by women whose husbands were arrested.

The women claimed that their husbands are the only bread earner of their family, and they will die of hunger without them. They opposed the government saying that they got married by their own wish and now they don’t have anybody to look after their children with their husbands gone.

In response, Assam’s Chief Minister Himanta Biswa Sarma stated, “We will create a rehabilitation fund for the victims. The Assam government and the Central government have various poverty alleviation schemes. We will try to bring the victims back to the education system.”

Sarma addressed the issue of teenage pregnancies followed by early marriages. He also talked about how an early marriage affects a girl mentally.

“There is zero sympathy in these matters. After a young girl is married and goes through… I will have to call it rape… have we thought of the suffering the girl goes through? In order to save lakhs of girls from this situation in the future, one generation will have to suffer. There is no question of sympathy here… Child marriage has to stop in Assam and action against it will continue. I have told District Collectors that if anyone has financial troubles because their husbands are in jail, the government can look into it,” he said.

The fear of arrest also brought forth some tragic cases. One of them is a 16 year-old girl committing suicide in Cachar district who was a minor and got married by her own will.

Also in many districts, women were ready to give up all government aids for the release of their husbands.

The issue of child marriage cannot be resolved by legal measures only. It is a social issue and it has to be addressed by keeping all the social aspects in mind. There are several reasons for early marriage in Assam and the major issue is that girls are seen to have no other roles outside the household work and giving birth, since social standards put less emphasis on them in comparison to boys.

So, this social evil should be eliminated from our society as soon as possible. The most effective way to eliminate it is with education and public awareness.

Assam Chief Minister Himanta Biswa Sarma talked about the firing incident and said firing has nothing to do with the border dispute between the two states.

The firing incident took place between Meghalaya villagers and a contingent of police and forest guards.

Talking to the media Sarma said, “Just to clarify that incident has nothing to do with the border, the way it is reported in national media. It was basically a clash between villagers and police regarding certain forest timbers.”

“The matter was related to some clash regarding timbers and we have ordered a judicial inquiry and also referred the matter to the investigation by CBI or NIA. Compensation has been announced and the person responsible is put under suspension,” Sarma said.

Meanwhile, Rs 5 lakh has been announced by the Assam Government to the kin of the six deceased persons, who died in the firing incident.

In the firing incident, six persons including one Assam forest official were killed in Mukroh in West Jaintia Hills on Tuesday.

Moreover, Meghalaya suspended mobile internet services in seven districts after the incident. The services were shut down across districts of Meghalaya namely West Jaintia Hills, East Jaintia Hills, East Khasi Hills, Ri-Bhoi, Eastern West Khasi Hills, West Khasi Hills, and South West Khasi Hills districts.

“I have also discussed with the Assam Chief Minister about the incident. We demand that a central agency should investigate. The National Investigative Agency (NIA) or Central Bureau of Investigation (CBI) should inquire into and investigate the incident. The Assam government has also agreed and they will cooperate and they will also ask the Government of India for the same,” Sangma said.

Earlier on Wednesday Sangma met the family members of the victims.

“I have come here to ensure proper action will be taken. In the future, such oppression won’t happen. The border issue is our priority. I have discussed it with Assam CM. We’ll see central agencies probe the incident, Assam govt has also agreed to it,” Sangma said.

However, Sangma further said, “We are here to ensure that the action is taken, all steps are required to ensure that in future this kind of thing and the difficulties you are facing should not be there. The border issue is our top priority and we will do everything in our capacity and we are able to resolve the border issue at the earliest.”
