Ferry services resume partially. Relief camps and aid continue as Kaziranga and Pobitora remain under floodwaters.
</excerpt>

The flood situation in Assam is slowly getting better, but over 3.37 lakh people across 12 districts are still struggling as waters recede. There have been 23 fatalities from this year’s floods and landslides, including six from mudslides. Complete recovery is delayed because important rivers, such as the Brahmaputra, continue to flow above danger marks in a number of places.

With modifications made to ensure safer operations, partial ferry services have resumed. But wooden boats continue to float. With almost 2 lakh people still impacted, Sribhumi continues to be the hardest hit.

Over 36,000 victims are currently being housed in relief camps while displaced families wait for long-term assistance and croplands and wildlife areas continue to be submerged.

Rivers Receding, Ferry Services Resume Partially

While major rivers are now on a receding trend, the Brahmaputra was still flowing above the danger mark at Dhubri, the Kopili at Dharamtul, the Barak at BP Ghat, and the Kushiyara at Sribhumi until Saturday evening. In light of this, the Inland Water Transport (IWT) department announced that ferry services over the Brahmaputra, suspended last week, would partially resume from Sunday.

The Inland Water Transport (IWT) department has shifted the Guwahati–Madhyam Khanda Ferry Service to operate from Guwahati Rajaduar Ferry Ghat until officials restore and declare the north bank approach road safe. The department expects the Guwahati–Kurua Ferry Service to resume on Monday. However, it continues to suspend wooden boat operations and will decide their return after further reviewing river conditions.

Over 1.93 Lakh Still Affected in Sribhumi

As per the bulletin, 3,37,358 people in 41 revenue circles and 999 villages remain affected. Sribhumi remains the worst-hit, with nearly 2 lakh people still struggling. Assam floods continue to impact thousands in Hailakandi and Cachar, with over 36,000 victims now sheltering in relief camps. Wildlife parks and croplands remain submerged.

Even though conditions have slightly improved, the floods have already displaced thousands, destroying homes, livelihoods, and families. Many victims have taken refuge in relief camps, with no place else to go. They now wait for long-term recovery as their suffering continues.

</excerpt>

Floods have ravaged Assam for years, causing immense loss of life. The Ministry of Home Affairs (MHA) recently reported a grim statistic in the Rajya Sabha (upper house of Parliament).

Heavy Casualties Over Five Years
According to information provided by the Assam government, a total of 880 people have perished in floods between 2019 and July 25, 2024. The year-wise breakdown is as follows:

2019: 157 deaths
2020: 190 deaths
2021: 73 deaths
2022: 278 deaths
2023 (till July 25): 65 deaths
2024 (till July 25): 117 deaths

Government Initiatives for Flood Management
The MHA also highlighted several initiatives undertaken by the central and state governments to manage the floods and mitigate their impact.

Flood Hazard Zonation Atlas: The National Remote Sensing Centre (NRSC) and Indian Space Research Organisation (ISRO) have developed a flood hazard zonation atlas for Assam using satellite data. This tool helps with flood hazard management and development planning.
River Atlas and Flood Early Warning System: The North Eastern Space Applications Centre (NESAC) has generated a River Atlas and a Flood Early Warning System (FLEWS) for the Brahmaputra basin. These resources provide crucial information for water resource management and issuing flood warnings with a lead time of 24 to 36 hours.
Central Water Commission (CWC) Efforts: The CWC issues flood forecasts and advisories to the state government and stakeholders. They maintain a network of hydrological observation sites in Assam for real-time data collection.
Assam Water Resources Department: The state government has implemented various flood and riverbank erosion management schemes. These include construction of embankments, anti-erosion works, and strengthening existing dykes.

Financial Assistance for Assam
The central government has provided significant financial assistance to Assam for flood relief and management. This includes:

State Disaster Response Fund (SDRF): Rs 503.10 crore in 2019-20, rising to Rs 680.80 crore in 2023-24.
National Disaster Response Fund (NDRF): Rs 44.37 crore in 2020-21 and Rs 250 crore in 2022-23.
State Disaster Management Fund (SDMF): Rs 154.40 crore annually from 2020-21 to 2022-23, with Rs 162.20 crore allocated in 2023-24.
While these initiatives aim to lessen the impact of floods, Assam continues to face the challenge of annual flooding. Continued efforts in flood management and resource allocation are crucial to protect lives and livelihoods in the region.

</excerpt>

Congress leader Rahul Gandhi on Monday expressed his condolences to people who died due to devastating floods in Assam and dubbed it as “heartbreakng” saying he stands with the people of the northeastern state, he is their soldier in Parliament, and urged the Central government to extend all possible help and support to the State expeditiously.

In a post on X, formerly Twitter, Rahul Gandhi who is newly appointed Leader of Opposition in the Lok Sabha said, “The extreme devastation caused by flooding in Assam is heartbreaking – with innocent children like 8-year old Avinash being taken away from us. My heartfelt condolences to all the bereaved families across the State.”

He said that the Assam Congress leaders apprised him of the situation on ground: with 60 plus deaths, 53,000 plus displaced, 24,00,000 affected.

“These numbers reflect the gross and grave mismanagement by BJP’s double-engine government which came to power with the promise of a ‘flood-free Assam’. Assam needs a comprehensive and compassionate vision – proper relief, rehabilitation, and compensation in the short term, and a pan-Northeast water management authority to do everything necessary to control floods in the long term,” he said.

“I stand with the people of Assam, I am their soldier in Parliament, and I urge the Central govt to extend all possible help and support to the State expeditiously,” he added.

His remarks came after he visited the Hmar relief camp at Thalai, Youth Care Centre, Fulertal in Assam and met the people affected by perennial flood situation in the state. A team of Assam Congres unit-led by its President Bhupen Borah submitted a memorandum to him urging him to take up the issue of the perennial flood of Assam in Parliament.

</excerpt>

Guwahati: Congress leader Rahul Gandhi on Monday expressed condolences to the people who died due to devastating floods in Assam, dubbing it “heartbreaking.” He stated that he stands with the people of the northeastern state as their soldier in Parliament, urging the Central government to swiftly provide all necessary assistance and support to Assam.

In a post on X, formerly Twitter, Rahul Gandhi, newly appointed Leader of the Opposition in the Lok Sabha, said, “The extreme devastation caused by flooding in Assam is heartbreaking, with innocent children like 8-year-old Avinash being taken away from us. My heartfelt condolences to all the bereaved families across the state.”

He mentioned that Assam Congress leaders briefed him on the ground situation, highlighting figures such as over 60 deaths, more than 53,000 displaced individuals, and 2.4 million affected by the floods.

“These numbers reflect gross and serious mismanagement by BJP’s double-engine government, which promised a ‘flood-free Assam’ upon coming to power. Assam urgently requires a comprehensive and compassionate approach—proper relief, rehabilitation, and compensation in the short term, and establishment of a pan-Northeast water management authority for long-term flood control,” he emphasized.

“I stand in solidarity with the people of Assam, and as their representative in Parliament, I urge the Central government to extend immediate and robust assistance to the state,” he concluded.

</excerpt>

Hiralal Sarkar, determined and distraught, continues his relentless search for his eight-year-old son Abhinash, who fell into a drain amidst flooded conditions in Guwahati three days ago. Despite using an iron rod to scour the sewage, all Hiralal has recovered are his son’s sandals. Desperate for assistance, he has handed these over to the police for verification, urging governmental intervention in the search efforts.

Abhinash slipped from his father’s scooter during heavy rains on Thursday evening, prompting Hiralal to dive into the drain after glimpsing his son’s hand but failing to rescue him. Since then, Hiralal has vowed to find his son, spending sleepless nights combing through debris and mud in search of any sign.

Authorities have mobilized a large-scale search operation involving sniffer dogs, super suckers, and excavators to aid in locating Abhinash. Concrete slabs covering parts of the drain downstream are being lifted, and Chief Minister Himanta Sarma has instructed rescue teams to intensify their efforts after meeting with Hiralal and his wife.

In addition to Abhinash’s disappearance, devastating floods in Assam have claimed six lives within the last 24 hours, with widespread inundation affecting over 2.3 million residents. Areas like Anil Nagar, Nabin Nagar, and Rukminigaon in Guwahati remain submerged, and the Brahmaputra River is flowing dangerously high at various points.

This year alone, floods in Assam have resulted in 58 fatalities, underscoring the ongoing humanitarian and environmental challenges faced by the region.

Two fatalities were reported in Charaideo, with one each in Goalpara, Morigaon, Sonitpur, and Tinsukia districts due to the devastating floods. Approximately 2.4 million people across 29 districts have been affected, and floodwaters have submerged 68,768.5 hectares of cropland.

</excerpt>

The flood situation in Assam has escalated, impacting more than 18 lakh people across 2,800 villages in 29 districts. So far, 46 fatalities have been reported, with ongoing rain alerts in most districts.

Over 25,000 people are residing in relief camps, while 3,61,206 individuals have organized their own relief on embankments. Criticism has arisen regarding the government’s handling of the crisis, with groups like All Assam Students’ Union (AASU) attributing major embankment breaches, like at Hatimara on the Kolong river, to poor construction quality.

Mriganka Shekhar Bharali from AASU lamented, “The breach of embankments has caused flooding after seven years. Despite the 2017 devastation, the Kolong river was artificially constrained. In June, attempts to restore flow with a sluice gate failed due to incompetence among engineers, contractors, and the government, leading to widespread flooding.”

In response, Minister Keshab Mahanta acknowledged, “Floods break numerous embankments, not just here but statewide. An inquiry will address these breaches.”

During CNN-News18’s visit to flood-affected Nagaon, many in self-arranged camps protested uneven relief distribution. Currently, 25,744 are in camps, including 4,697 children and 9,874 women, while 3,61,206, including 80,854 children and 1,22,126 women, are outside.

Phulamala Das, 80, stated, “We haven’t seen floods in seven years. How could we prepare? Government neglect left us without water; NGOs provide essential aid.”

Ila Kalita, in a roadside camp, lamented, “Our house and fields are destroyed; livestock swept away. No government aid; how will we survive?”

Chief Minister Himanta Biswa Sarma attributed Assam’s floods to Arunachal Pradesh’s overflow, affecting upper Assam. Regarding Chinese-built reservoirs, he commented, “Only China can prevent Assam floods reaching Bangladesh.”

Sarma inspected affected areas, with ongoing rain alerts and rivers above danger levels across Assam and Northeast.

Addressing the media on the flood situation, Sarma said, “Currently, the flood situation in Assam is improving, and the water level has decreased. But in areas around the embankment bridge, the flooding situation persists. We are trying to help everybody.”

There has been a power cut in Dibrugarh for the last six days. Regarding the restoration of the power supply, Sarma explained that it had been turned off to prevent electrocution mishaps.
