</excerpt>

Following Operation Sindoor, during the “Pak Benakaab”mission led by Mr. Sanjay Jha in Indonesia, senior Congress leader and former Foreign Minister, Mr. Salman Khurshid, said, “Abolishing Article 370 from Kashmir was the right move by the Modi government.” H e f u r t h e r s t a t e d that “removal of Article 370 has brought democratic progress and economic prosperity to Kashmir.” Abrogation of Article 370 on August 05, 2019 by Prime Minister Shri Narendra Modi was a historic and bold decision that affirms the unity of the country and is proving to be a milestone in the development of Jammu and Kashmir.

According to ancient beliefs, Kashmir is the land of Maharshi Kashyap and Mata Sati. During the reign of Emperor Ashoka and the Kushan dynasty, Buddhism had a significant influence in Kashmir. Under the rule of Emperor Lalitaditya, Kashmir expanded and the Sanskrit language received great honour. The Shankaracharya temple near Srinagar still commemorates the spiritual victory (digvijaya) of Jagadguru Shankaracharya.

Over time, due to conversions by Muslim invaders, the Muslim population in Kashmir increased. At the time of independence, like other princely states, the Maharaja of Kashmir, Hari Singh, merged the state of Kashmir with Bharat by signing the Instrument of Accession.

However, under pressure from Sheikh Abdullah, Prime Minister Jawaharlal Nehru made a shortsighted decision to enforce Article 370 in Kashmir—an action that created divisions in the unity and integrity of the country. Many leaders, including Bharat Ratna Dr. B.R. Ambedkar, opposed Nehru’s move. Dr. Shyama Prasad Mukherjee, then national president of the Bhartiya Jana Sangh, led a nationwide movement under the slogan “Ek Desh mein Do Vidhaan, Do Pradhaan, Do Nishaan nahin Chalenge.” Under this situation, Dr. Mukherjee sacrificed his life under mysterious circumstances in June 23, 1953. Since then, the Bhartiya Jana Sangh— and later the Bhartiya Janta Party—had the declared commitment of abrogating Article 370, which was fulfilled by Prime Minister Narendra Modi in his second term on August 05, 2019.

Following the abrogation of Article 370, due to the implementation of central government schemes dedicated to social and economic justice, the people of Kashmir—who had been previously excluded—began to benefit as well. Now, all Bhartiya citizens can purchase land in Kashmir. This has led to the registration of 500 properties and approximately Rs 3.5 thousand crore of real estate investment flowing into Kashmir.

The removal of the rule that deprived Kashmiri women of inheritance rights when they married outside Kashmir is a decisive step towards women’s empowerment. Additionally, 150,000 families displaced from Pakistan—including Valmiki, Scheduled Caste, and Scheduled Tribe refugees—have now gained full citizenship rights. Moreover, 35 Lakh people have received domicile certificates. Due to the implementation of education-related laws, over 10 Lakh children have received free education.

Economically Deprived sections, Scheduled Castes, and Scheduled Tribes are now eligible for reservations. Inclusion of new castes in the Other Backward Classes category and increasing quotas has proved to be a pivotal measure in uplifting disadvantaged communities. Due to industrial development, an investment of Rs 56,000 crore has been made, providing employment to approximately 80,000 people. Over 1,200 startups are now contributing to growth and job creation. Handicraft products made by artisans are finding new markets.

Following the abrogation of Article 370, work took place to repair and construct 10,000 km of roads. The Zoji La and Chenani–Nashri (Dr Shyama Prasad Mukherjee Tunnel) tunnels have shortened travel distances. The four-lane highway from Jammu to Srinagar is setting new standards in development. Prime Minister Narendra Modi inaugurated the much awaited bridge over the Chenab River, an engineering marvel and the tallest in the world— standing 359 meters above the river level, taller than Paris’s Eiffel Tower—with praise even from Chief Minister Omar Abdullah.

Under the Ayushman Bharat scheme, more than 13 Lakh people have received medical treatment. Formula car racing is now taking place in Kashmir. Jammu Kashmir’s Palli village has become Bharat’s first “carbon neutral panchayat.” Post- Article 370, peace returned to Kashmir, leading to a significant increase in tourism. According to official statistics, tourist numbers rose by 50% since 2019, reaching a total of approximately 2.5 crore tourists across the entire region.

Due to the policy of zero tolerance toward terrorism, terrorist incidents have consistently declined. The Union Home Minister, Shri Amit Shah, stated in Parliament that terrorist incidents have decreased by 92%. There has also been a steady decline in new terrorist recruitments. The number of pilgrims visiting the Vaishno Devi and Amarnath shrines continues to rise. The 65% voter turnout in the three-tier panchayat elections held after the abrogation of Article 370 is testimony to Kashmir’s prosperity—where 32,000 elected representatives are actively contributing to the development of their village panchayats.

Additionally, the Sharda Mata Temple established by Jagadguru Shankaracharya hosted Diwali and Saraswati pujan ceremonies—events that had not taken place there in 70 years. The Honourable Home Minister, Shri Amit Shah, officially reopened the temple onMarch 23, 2023. Regular worship has also resumed at the Kheer Bhawani Temple. To hoist the national flag at Lal Chowk – the historic site in Srinagar , the then BJP National President Shri Murli Manohar Joshi had to organise the “Bharat Ekta Yatra” from Kanyakumari to Kashmir. This pledge was fulfilled when the Tirangaa was hoisted under police protection on January 26, 1992.

Alongside Dr. Joshi, the Honourable Prime Minister Shri Narendra Modi was a key associate in this resolve. Today, following the abrogation of Article 370, the national flag once again proudly flies at Lal Chowk. And not just at Lal Chowk— Kashmiris are celebrating national pride by hoisting the Tirangaa at their homes as well. The celebration of Shri Krishna Janmashtami, held in remembrance of Lord Krishna’s birth, was also joyously celebrated at Lal Chowk.

As a result of the abrogation of Article 370, Jammu & Kashmir is now scripting a saga of “Virasat se Vikas” under the leadership of Prime Minister Shri Narendra Modi. Citizens in Pakistan administered Kashmir, impressed by Kashmir’s development journey, are eager to join hands with Bharat.

Terrorist incidents like the one in Pahalgam are malicious attempts to derail this journey of development . Bhartiya society, responding to such conspiracies, will once again stand with renewed pride—upholding the spirit of national unity and integrity. Over the past 11 years, the efforts led by Prime Minister Shri Narendra Modi have successfully instilled this sentiment in every Bhartiya. (Shiv Prakash is the National Jt. General Secretary (Org.) of the Bhartiya Janta Party)

</excerpt>

Union Home Minister Amit Shah on Friday launched a scathing attack on Congress leader and Lok Sabha Leader of Opposition Rahul Gandhi, challenging him to praise Veer Savarkar and Shiv Sena founder Bal Thackeray.

“Aghadi is an army of liars. Rahul Baba, please praise your friend Uddhav Thackeray‘s father, the great Balasaheb Thackeray, for two minutes. Uddhav ji, if you have the courage, get Rahul Baba to speak two good words about Veer Savarkar and Balasaheb,” Shah said while addressing a rally in Hingoli.

The Union Home Minister said the assembly polls in Maharashtra would determine whether the state follows the legacy of Shivaji Maharaj or the path of Aurangzeb for the next five years.

“The upcoming election will decide whether Maharashtra follows the path of Chhatrapati Shivaji Maharaj and Veer Savarkar or the path of Aurangzeb. Our Mahayuti alliance has chosen the legacy of Chhatrapati Shivaji Maharaj and Veer Savarkar without any hesitation, while the Aghadi alliance seems to be an Aurangzeb fan club. Modi ji built the Ram temple and also reconstructed the Kashi Vishwanath corridor, which had been demolished by Aurangzeb,” Shah said.

Amit Shah also mocked Rahul Gandhi, likening him to a plane that has repeatedly crashed.

“Sonia ji has tried to land the plane named Rahul Baba 20 times, and 20 times it has crashed. Now, another attempt is being made to land it for the 21st time in Maharashtra. Sonia ji, please note that your Rahul aircraft will crash once again in the Maharashtra assembly elections,” he quipped.

Referring to the recently concluded Haryana elections, where the Bharatiya Janata Party (BJP) secured a third consecutive term, Shah criticised the Congress for its overconfidence in winning Maharashtra.

“In the Haryana elections, Rahul Gandhi claimed victory prematurely. Such arrogance, especially in a democracy, is unacceptable. Ultimately, Congress was wiped out, and the BJP formed the government. In Maharashtra too, the Mahayuti will form the government,” Shah asserted.

Touching upon the Ram temple issue and the Waqf Board controversy, Shah said, “For 70 years, Congress obstructed the construction of the Ram temple at Ayodhya, but Modi ji made it a reality. In Karnataka, the Waqf Board declared villages, temples, farmers’ lands, and people’s houses as Waqf properties. We have introduced a bill to amend the Waqf Act, but Sharad Pawar and his allies are opposing it.”

“You can oppose it as much as you want, but the Modi government will amend the Waqf Act with full force,” he added.

Shah also dismissed Congress’s resolution to reinstate Article 370 in Jammu and Kashmir, asserting it would never happen.

“Rahul Baba’s Congress party has passed a resolution in Kashmir to bring back Article 370. Rahul Baba, listen carefully–neither you nor your fourth generation will be able to bring back Article 370,” Shah said.

Exuding confidence in the NDA’s prospects, Shah said the people of Maharashtra support the alliance.

“I have come to tell the people of Maharashtra that the entire country stands with Modiji. Every sister in Maharashtra is with Eknath Shinde and Devendra Fadnavis, and every underprivileged citizen supports the NDA. In the coming days, a Mahayuti government will be formed in Maharashtra. This government, led by Eknath Shinde and Devendra Fadnavis, is dedicated to serving the poor,” Shah said.

Union Home Minister Amit Shah on Friday targeted MVA partners at an election rally here and said Congress and the undivided NCP led by Sharad Pawar had “diverted and kept hanging” the issue of construction of grand Ram Temple at Ayodhya.

He also targeted Shiv Sena (UBT) led by Uddhav Thackeray, claiming that the party led by Chief Minister Eknath Shinde is “the real Shiv Sena.”
“On one side, Uddhavji says that – my Shiv Sena (Shiv Sena – UBT) is the real Shiv Sena. I want to ask him, can the real Shiv Sena ever oppose renaming Aurangabad as Shambhaji Nagar?… Uddhav Babu, your Sena is just Uddhav Sena, and the real Shiv Sena is with the BJP,” Shah said.

Shiv Sena saw a split in 2022 with Eknath Shinde leading a group of leaders and MLAs in revolt against Uddhav Thackeray, which also led to the toppling of Maha Vikas Aghadi government.

Shah said the pran prathishta of the Ram Temple was done during the tenure of Modi government.

“Congress and Sharad Pawar’s party kept the issue of Ram Temple in Ayodhya stalled, hanging and diverted for 70 years. In 5 years, Modi Ji not only won the case but performed the Bhoomi Pujan, constructed the temple and also did the Pran Pratishtha,” he added.

The Ram Lalla idol was unveiled at the Pran Pratishtha ceremony after the hour-long rituals in the presence of Prime Minister Narendra Modi, who led the ceremony on January 22 in Uttar Pradesh’s Ayodhya.

Shah also referred to the resolution passed by Jammu and Kashmir assembly for restoration of special status.
“Rahul Baba’s Congress party has passed a resolution in Kashmir to bring back Article 370. Rahul Baba, listen carefully, not only you but even your fourth generation cannot bring back Article 370. Kashmir is an integral part of India, no power in the world can separate Kashmir from India. This is the resolve of BJP and Modi ji,” Shah said.

He sought votes for the BJP candidate.

“You have to push the button of Lotus for Kishan Maruti Wankhede on November 20… but why you have to vote for Lotus? Because there are two camps like Mahabharata – Pandavs and Kauravs. One stands with truth and the other with falsehood,” Shah said.

Shah claimed that Congress chief Mallikarjun Kharge had cautioned Congress chief ministers against making untenable promises.
“Rahul Baba used to say that his government would credit money in the accounts of the people instantly. You were unable to fulfil your promises in Himachal, Karnataka, and Telangana, and hence, Kharge Ji had to caution Congress against making untenable promises. However, Modi ji’s promises are sacrosanct. We have promised that sisters will get Rs 2100 under the Ladki Bahin Yojana. They will get two gas cylinders free of cost,” he said.

Shah also took a dig at Rahul Gandhi.

“Soniaji tried to land the plane named Rahul Baba 20 times, and now she is trying for the 21st time, but this time too, it will crash at the Nagpur airport. Your one vote will strengthen the future of India, prosper the farmers, and give my sisters their rights and respect,” he said.

He also took a swipe at former Home Minister Sushilkumar Shinde’s purported remarks about the situation in Kashmir during his tenure.

Also read: Unnecessary Angioplasty Kills Two Patients in Ahmedabad Hospital in PM-JAY Scam

“When Sushil Shinde was the (Union) Home Minister, he was afraid of going to Lal Chowk (Jammu and Kashmir). Shinde sahab, you were afraid at that time, but now I say that you should take your family to Kashmir and roam around in a Shikara, there is no reason to worry now.”

The Home Minister said Modi government has worked to make the country safe and prosperous.
Maharashtra will go to the polls on November 20 and votes will be counted on November 23.

</excerpt>

Chief Justice DY Chandrachud completed his last working day on Friday after a two-year tenure at the helm of the Indian judiciary. He will retire on Sunday and hand over the baton to Justice Sanjiv Khanna.

In a fitting end to his tenure, on his last working day, Justice Chandrachud headed a Constitution bench that delivered an important verdict on minority status for the Aligarh Muslim University. In a 4:3 verdict, the bench decided to overturn a 1967 judgment that stripped the university of minority status but said a three-judge bench would decide if it should be granted again.

Here’s a look at some of Justice Chandrachud’s key judgments as the Chief Justice:

Electoral Bonds Case

In February, ahead of this year’s Lok Sabha elections, a five-judge Constitution bench headed by Chief Justice Chandrachud struck down the Electoral Bonds scheme for political funding, which had been in place since 2018.

The scheme, Chief Justice Chandrachud said, was unconstitutional and arbitrary and could lead to a quid pro quo arrangement between political parties and donors.

The bench, also comprising Justices BR Gavai, Sanjiv Khanna, JB Pardiwala and Manoj Misra, directed the State Bank of India (SBI) to stop issuing electoral bonds immediately and ordered the Election Commission of India to publish details of the political parties which have received contributions through electoral bonds since April 2019 on its website.

Private Property Verdict

Earlier this month, a nine-judge Constitution bench led by Chief Justice Chandrachud, in an 8:1 majority judgment, said all privately owned properties did not qualify as community resources that the State could take over for the common good.

The case related to Article 31C of the Constitution, which protects laws made by the State to fulfill directive principles of state policy. Among them is Article 39B, which stipulates that the State shall direct its policy towards ensuring that the ownership and control of the material resources of the community are so distributed as best to subserve the common good.

“Does material resource of a community used in 39B include privately owned resources? Theoretically, the answer is yes, the phrase may include privately owned resources. However, this court is unable to subscribe itself to the minority view of Justice Iyer in Ranganath Reddy. We hold that not every resource owned by an individual can be considered a material resource of a community only because it meets the qualifier of material needs,” Chief Justice Chandrachud said.

Article 370

In December 2023, a five-judge Constitution bench led by Chief Justice DY Chandrachud upheld the scrapping of Article 370, which granted special status to Jammu and Kashmir.

Chief Justice Chandrachud said Article 370 was a temporary provision to ease Jammu and Kashmir’s merger with India.

The court said that restoration of statehood to Jammu and Kashmir, which was divided into two Union Territories, including Ladakh “shall take place at the earliest and as soon as possible”. It also asked for Assembly elections to be held in Jammu and Kashmir by September 30, 2024.

Same-Sex Marriage

A five-judge Constitution bench headed by Chief Justice Chandrachud had, in October 2023, refused to accord legal recognition to same-sex marriage, saying there was “no unqualified right” to marriage with the exception of those that are recognized by law.

Leaving it to the legislature to take a call on enacting the marriage equality law, the judges also noted the center’s submission that a panel headed by the cabinet secretary will look into practical difficulties faced by same-sex couples. The bench agreed that difficulties faced by queer couples in accessing basic services are discriminatory and said the government panel must look into them.

Section 6A

In October, the Supreme Court upheld the validity of a key citizenship rule that recognized the Assam Accord, granting citizenship to Bangladeshi refugees who had arrived before 1971.

Section 6A of the Citizenship Act was introduced in 1985 to allow refugees from Bangladesh (then East Pakistan), who had entered India between 1966-1971, to register as Indian citizens.

The judgment was delivered by a five-judge Constitutional bench led by Chief Justice Chandrachud with a 4:1 majority.

Caste-Based Discrimination in Prisons

The same month, a bench led by Chief Justice Chandrachud banned caste-based discrimination like division of manual labor, segregation of barracks, and bias against prisoners of de-notified tribes and habitual offenders and held as “unconstitutional” the jail manual rules of 10 states for fostering such biases.

Observing that the “right to live with dignity extends even to the incarcerated,” the bench asked the Center and states to amend their prison manuals and laws within three months, and file compliance reports.

“Criminal laws of the colonial era continue to impact the postcolonial world,” the bench said.

UP Madrasa Law

Earlier this month, a three-judge bench led by Chief Justice Chandrachud upheld the validity of a 2004 law that regulates the functioning of madrasas in Uttar Pradesh and set aside an Allahabad High Court judgment that had declared the law unconstitutional and violative of the principle of secularism.

The bench held that the high court had erred in holding that the statute must be struck down if it violates the secularism principle. “The state can regulate the standards of education (in madrasas)… regulations relating to the quality of education do not interfere with the administration of the madrasas,” the Chief Justice said.

NEET-UG Re-Exam

Amid the controversy over a string of paper leaks, the Supreme Court in July refused to cancel the 2024 NEET UG exam for entrance to medical colleges saying that the paper leak was not “systemic” or widespread enough that it affected the “integrity” of the exam.

The bench, headed by Chief Justice Chandrachud, said there wasn’t sufficient material available on the record to order a re-test but clarified that its judgment would not prevent authorities from taking action against candidates who had secured admission using malpractices.

Immunity For MPs And MLAs

In March, a Constitution bench led by Chief Justice Chandrachud ruled that an MP or MLA cannot claim immunity from prosecution if he or she is accused of taking a bribe for a vote or a speech in the legislature.

Noting that corruption and bribery by legislators can potentially destroy the functioning of Indian Parliamentary democracy, the court held that taking a bribe is an independent crime and has no link with what a lawmaker says or does inside the Parliament or legislative Assembly. Hence, the immunity from prosecution enjoyed by lawmakers will not shield them.

Child Marriage

A bench headed by Chief Justice Chandrachud, in October, issued several directions for the effective implementation of the Prohibition of Child Marriage Act, 2006, and said that child marriage deprives children of their agency, autonomy and right to fully develop and enjoy their childhood.

Also read: Jharkhand Assembly Elections: Rahul Targets Billionaire Bias; Shah Slams Congress ‘Appeasement’

The bench ordered that state governments and Union Territories appoint officers solely responsible for discharging the functions of child marriage prohibition officers at the district level.

“Both sexes are adversely affected by forced and early marriage. Marrying in childhood has the effect of objectifying the child. The practice of child marriage imposes mature burdens on children who are not physically or mentally prepared to comprehend the significance of marriage,” the court said.

</excerpt>

On November 7, 2024, the Jammu and Kashmir Assembly descended into chaos as Bharatiya Janata Party (BJP) legislators clashed with assembly marshals following the Speaker’s directive to evict opposition members protesting a resolution on the region’s special status.

The turmoil erupted after repeated disruptions during the assembly session, culminating in heated exchanges and physical confrontations between BJP MLAs and marshals. The Speaker’s decision to adjourn proceedings did little to quell the unrest, as BJP members continued their protests against the resolution.

The contentious resolution, introduced by the ruling National Conference (NC) on November 6, called upon the central government to initiate dialogue with Jammu and Kashmir’s elected representatives to restore the region’s special status under Article 370. The resolution emphasized the importance of constitutional guarantees that previously safeguarded the identity, culture, and rights of the people of Jammu and Kashmir.

Key developments during the assembly session included:

Physical Altercations: BJP MLAs engaged in a brawl with assembly marshals following the Speaker’s order to evict protesting opposition members.

Opposition Protests: Opposition members stormed the well of the House, displaying banners demanding the restoration of Articles 370 and 35A, intensifying tensions.

Speaker’s Intervention: Speaker Abdul Rahim Rather ordered the eviction of protesting members in an attempt to restore order, leading to direct confrontations between BJP MLAs and marshals.

Continued Disruptions: Despite the Speaker’s adjournment of proceedings, BJP members persisted in their protests, underscoring the deep divisions over the special status resolution.

Symbolic Acts: Awami Ittehad Party leader Sheikh Khursheed displayed a banner in the assembly demanding the restoration of Articles 370 and 35A, prompting immediate reactions from BJP members.

Escalation of Tensions: The tearing of the banner by BJP members led to brief physical altercations, further escalating the situation.

Adjournment and Aftermath: The Speaker adjourned the assembly for 15 minutes in an effort to calm the situation; however, protests continued unabated.

Sloganeering: The session was marked by loud slogans from both sides, with BJP members chanting “Balidaan huway jahan Mukherjee woh Kashmir hamara hai” and NC MLAs responding with “Jis Kashmir ko khoon say seencha, woh Kashmir hamara hai.”

Directive Against Recording: Amidst the uproar, the Speaker instructed that no proceedings be recorded or reported, aiming to manage the escalating situation.

Eviction of Members: The Speaker ordered the marshalling out of BJP members who had stormed the well, leading to scuffles between MLAs and marshals. Notably, female marshals were called in to handle the lone BJP woman MLA, Shagun Parihar, who had stood on a table in protest.

The assembly’s turmoil reflects the ongoing contentious debate over Jammu and Kashmir’s special status, a topic that has remained a flashpoint in Indian politics since the abrogation of Article 370 in August 2019. The recent resolution by the NC underscores the persistent demand among certain political factions for the restoration of the region’s autonomy.

This incident highlights the deep-seated divisions within the Jammu and Kashmir Assembly and the broader political landscape, as parties continue to grapple with the region’s constitutional status and its implications for governance and regional identity.

The session was marked by chaotic scenes when Speaker Abdul Rahim Rather ordered the removal of protesting opposition MLAs. The move prompted a scuffle involving various legislators, including J&K People’s Conference leader Sajad Lone.

Sajad Lone, defending Langate MLA Sheikh Khurshid during the altercation, emphasized solidarity as a fellow Kashmiri. Lone criticized the National Conference (NC) for failing to assist Khurshid, stating, “We have fought against Khurshid saab, but as a Kashmiri, when I saw that he was attacked alone, I couldn’t stop myself. Did anyone from the National Conference come?”

Resolution for Article 370 Restoration Sparks Opposition

Yesterday’s resolution, passed without debate amid BJP protests, expressed concern over the “unilateral removal” of Jammu and Kashmir’s special status. It urged the Centre to initiate dialogue with elected representatives for its restoration. Supported by the People’s Democratic Party (PDP), Sajad Lone’s People’s Conference, and other parties, the resolution was passed by a voice vote while BJP members continued to object.

Chief Minister Omar Abdullah affirmed the Assembly’s duty to represent public sentiment on the issue, stating, “The Assembly has done its job by passing the resolution.” However, BJP Leader of Opposition Sunil Sharma rejected the resolution, warning that his party would block House proceedings until it was revoked.

BJP’s Outrage and Street Protests

Outside the Assembly, Sharma and BJP MLAs accused Speaker Rather of bias towards the National Conference, while BJP supporters held protests against the resolution. BJP leaders also protested in Delhi, where Union Minister Smriti Irani criticized the National Conference and its ally Congress, accusing them of waging “a new war against the Constitution in Jammu and Kashmir” through the INDIA alliance.

The controversial resolution follows the recent Assembly election victory of the National Conference-Congress alliance, marking the first election since Jammu and Kashmir was stripped of its special status in 2019. The restoration of Article 370 has been a central issue in the National Conference’s manifesto, reflecting ongoing debates over Jammu and Kashmir’s autonomy and the future of its governance.

This motion was immediately met with strong objections from Bharatiya Janata Party (BJP) MLAs, who called for the expunging of Para’s remarks, accusing him of breaking Assembly protocol.

Sajjad Lone’s Jibes at Omar Abdullah

Adding to the charged atmosphere, People’s Conference leader Sajjad Lone took a jab at Chief Minister Omar Abdullah for presenting Kashmiri shawls to Prime Minister Narendra Modi and Union Home Minister Amit Shah during a recent visit to Delhi. The taunts fueled further tension among Assembly members.

PDP chief Mehbooba Mufti commended Waheed Para for his bold stance in introducing the resolution. In a post on social media platform X, she praised Para’s commitment to J&K’s autonomy, stating, “Proud of Waheed Para for introducing a resolution opposing the revocation of Article 370 and resolve to restore special status.”

Omar Abdullah: ‘Resolution Is Just for Show’

Commenting on the resolution, Omar Abdullah, the J&K Chief Minister, downplayed its significance, alleging it was more of a political show without any prior consultation. “The people of J&K did not support the decision taken on 5th August 2019, but one member cannot decide the Assembly’s stance alone,” he remarked. Abdullah criticized the timing and intent behind the resolution, calling it “only for the cameras.”

The Assembly session, which began at 10:30 am, lasted only an hour before being adjourned ahead of Lieutenant Governor Manoj Sinha’s scheduled address. Sinha expressed satisfaction over the high voter turnout in the Assembly elections and reaffirmed his government’s commitment to statehood restoration. “Our people now look up to the government with hope,” he noted.

Abdul Rahim Rather Elected Assembly Speaker National Conference veteran Abdul Rahim Rather was elected as the first Speaker of the Union Territory’s legislative assembly, winning unopposed as opposition parties refrained from contesting the post. Rather, escorted to the chair by Chief Minister Omar Abdullah and Leader of the Opposition Sunil Sharma, received congratulations from across the Assembly. Abdullah expressed hope that Rather would act impartially in his role as custodian of the House.

The J&K Assembly’s first day was marked by heightened emotions and dramatic exchanges, setting the stage for a potentially challenging legislative session ahead.

Four Independent MLAs extended their support to the National Conference (NC) on Thursday, enabling the party to cross the majority threshold in the Jammu and Kashmir assembly.

The NC had emerged as the single-largest party in the recently concluded assembly elections in Jammu and Kashmir, securing 42 seats. With its alliance partners Congress winning six seats and CPI(M) winning one, the NC now has a comfortable majority.

Key Developments in Jammu and Kashmir Government Formation

Omar Abdullah in Talks with Congress: Omar Abdullah mentioned that discussions with the Congress were ongoing, with the party being given a day to decide whether they would support the National Conference in forming the government.

Omar Elected NC Legislature Leader: On Thursday, Omar Abdullah was unanimously chosen as the leader of the National Conference legislature party, as announced by NC president Farooq Abdullah.

Gratitude from Omar: Omar expressed his thanks to the NC legislators for choosing him as their leader, which positions him to stake a claim to form the next government in Jammu and Kashmir.

Congress to Decide Leadership: Congress MLAs will convene on Friday in Srinagar, led by JKPCC chief Tariq Hameed Karra, to elect their Leader of the Congress Legislature Party. The selected leader’s name will be sent to the party high command for approval.

PDP Accusations: The Jammu and Kashmir People’s Democratic Party (PDP) accused NC and CPI(M) of resorting to “hooliganism” after the election results. Iltija Mufti, who lost to NC’s Bashir Veeri in the Srigufwara-Bijbehara seat, claimed that NC workers were harassing female PDP members.

Independent MLA Stands Firm: Independent MLA from Surankote, Chowdhury Mohd Akaram, firmly stated that he would not join the Bharatiya Janata Party (BJP), despite being approached by multiple parties.

Restoration of Statehood as First Priority: Omar Abdullah emphasized that the first priority of the NC-Congress government would be to pass a resolution aimed at restoring Jammu and Kashmir’s statehood.

Farooq Abdullah on Article 370: Farooq Abdullah stated that while restoring Article 370 would take time and require a legal approach, the immediate focus would be on regaining statehood for Jammu and Kashmir.

Aiming for Regional Unity: The NC-Congress government also aims to bridge regional differences between Jammu and Kashmir and foster trust within the Hindu community, as Farooq Abdullah highlighted earlier.

Election Results Overview: In the 90-seat Jammu and Kashmir assembly, BJP secured 29 seats, PDP managed 3, while the People’s Conference and AAP won 1 seat each. Independents won 7 seats across the region.

“They say they will bring back Article 370 but never mention reclaiming PoK. Congress has fragmented Kashmir and does not discuss reclaiming PoK,” PM Modi stated. He accused Congress of having the support of Pakistan and described it as “the most deceitful party.”

Congress Labeled as Anti-Dalit and Anti-Reservation

PM Modi alleged that Congress is the “biggest anti-Dalit party” and plans to end reservations, using Haryana as their “test state.” He assured that as long as the BJP is in power, reservations for Dalits and backward classes will not be abolished.

Criticism of Congress’s Vote Bank Politics

The Prime Minister also attacked Congress’s alleged appeasement politics, stating that the party has repeatedly worked against Dalit and backward class interests. He cited Karnataka as an example, claiming that Congress took away reservations from these communities to favor their vote bank.

Addressing the infighting within Congress, PM Modi said, “The Dalit, backward, and deprived communities are most agitated with Congress.” He emphasized that Haryana’s history shows a pattern of aligning its government with the central ruling party and expressed confidence in BJP winning the state assembly elections again.

Upcoming Haryana Elections

Congress’s History of Presidential Rule in J&K

While addressing a public meeting in Kathua, Shah criticized Gandhi’s statement regarding “outsiders” ruling Jammu and Kashmir, referring specifically to Lieutenant Governor Manoj Sinha. “Rahul Gandhi claims outsiders will rule in Jammu and Kashmir. If there is a party that has imposed Presidential rule most times, it is the Congress,” Shah stated.

Record Voter Turnout and Strengthening Democracy

Shah highlighted the recent record voter turnout of 55% in Jammu and Kashmir, attributing it to the decline of terrorism in the region. “Democracy has become strong in Jammu and Kashmir,” he noted, criticizing past political dynasties for promoting nepotism. He praised Prime Minister Modi’s efforts to empower local governance through Panchayati Raj institutions, stating, “Now, over 40,000 people celebrate democracy in Jammu and Kashmir.”

Amit Shah urged voters to support BJP candidates, stating that a win for BJP would lead to celebrations across India, while a victory for Congress or the National Conference would mean celebrations in Pakistan. He also vowed that the BJP would not allow Congress to end reservation policies if they were to regain power, countering Rahul Gandhi’s assertions.

Upcoming Elections in Jammu and Kashmir

</excerpt>

Union Railway Minister Ashwini Vaishnav said on his Jaipur visit that statements are being made by opposition parties regarding Article 370 in Jammu and Kashmir. During a one-day visit to Jaipur, Railway Minister Ashwini Vaishnav addressed concerns surrounding the potential re-implementation of Article 370, stating emphatically, «No matter how much confusion the opposition spreads, Article 370 will not be implemented again.» The minister›s remarks come amid ongoing political debates, aiming to reassure party members and the public of the government›s stance on key issues.
He said that this section was a temporary arrangement, which has ended completely. There is no chance of it being implemented again. Regarding Congress leader Rahul Gandhi›s comments on reservation, Ashwini Vaishnav stated that once the wooden pot has been set on fire, it won›t be lit again and again. He criticized Congress for creating confusion around reservation, asserting that the public will not be misled this time. The party›s falsehoods will no longer be effective.
Vaishnav met with BJP workers at a party program, where he criticized the Congress party for its past actions and reiterated the government›s commitment to national unity and development. His visit included discussions on party strategies and upcoming initiatives aimed at strengthening the BJP›s presence in the region. On the discrimination against Rajasthan in the railway sector during the previous Congress government, Vaishnav said that the state did not get what it should have got. During Congress rule, Rs 682 crore was given in the railway budget.
Today, the Prime Minister is giving Rs 9960 crore for the development of railways. The opposition should remember how discrimination was done. The electrification that has taken place in the last 10 years is 18 times more than the Congress government. During this period, the Modi government has added 5 thousand 300 kilometers of tracks in a year. There are 85 railway stations in the state, which are being prepared in a new way.
Vaishnav said that the work we are doing is strong and solid. We are not doing a paint job like the Congress.
During the program, Union Railway Minister Ashwini Vaishnav addressed party workers, emphasizing his approachability by stating, «I am not a minister, but your Ashwini Bhai.» He held a public hearing-style session, spending half an hour on stage meeting and listening to the concerns of each worker. Vaishnav encouraged them to actively participate in the membership campaign, urging them to visit every village and community to recruit new members and explain the differences between the UPA and Modi government’s contributions to Rajasthan.
Prior to this event, Vaishnav also met with Rajasthan Chief Minister Bhajan Lal Sharma in a courtesy visit. The two leaders discussed strategies to enhance the railway network in Rajasthan, focusing on improving connections between Jaipur and other states. Vaishnav assured the Chief Minister that any railway-related demands from the state government would be prioritized by the central government.

Rashid, Baramulla MP and AIP Chief, announced plans to file a case against PC Chairman Sajad Lone during a large rally in Kupwara, responding to accusations of BJP alignment ahead of Jammu and Kashmir’s assembly elections.

This decision comes after Lone’s recent statement suggesting that Er. Rashid was released from jail two months ago.

Er. Rashid made this announcement while speaking to the media following a large public gathering at the Government Boys Higher Secondary School in Kupwara. Addressing the crowd, he responded to accusations from his critics, who have labeled him as aligning with the Bharatiya Janata Party (BJP).

In his response, Rashid pointed out that parties like the National Conference (NC), People’s Conference (PC), and the People’s Democratic Party (PDP) have previously shared power with the BJP. He suggested that these parties are now attempting to tarnish his reputation out of frustration. Shah assured that under the Modi government, terrorism will not be allowed to spread.
</excerpt>

Union Home Minister Amit Shah addressed a rally in Kishtwar on the final day of campaigning for the first phase of the Jammu and Kashmir assembly elections. During his speech, Shah accused the Congress party and its leader, Rahul Gandhi, of attempting to return the region to a state of terrorism.

As a senior BJP leader, Shah has consistently claimed that both the Congress and its ally, the National Conference (NC), are lenient on terrorism. He alleged that if this alliance comes into power, they intend to release individuals involved in terrorism and stone-pelting. These accusations were dismissed by NC Vice President and former Chief Minister, Omar Abdullah.

In his address, Shah stated, “Once again, efforts are being made to evoke support for terrorism here. The NC and Congress have even promised that if they win, they will release these terrorists. But I today assure you, as long as Prime Minister Narendra Modi‘s government is there (at the Centre), no one will dare to spread terrorism on India’s soil.”

He also paid tribute to the martyrs of the region and vowed to eliminate terrorism permanently. Shah reiterated that Article 370, which granted special status to Jammu and Kashmir and was revoked by the BJP-led government in August 2019, is now “history.”

</excerpt>

The BJP on Friday unveiled its election manifesto, the Sankalp Patra, for Jammu and Kashmir during Union Home Minister Amit Shah’s two-day visit to the region. Shah while releasing the manifesto underscored the transformative progress under the current government, particularly the revocation of Article 370, which he stated had previously hindered the implementation of crucial reservations.

Shah highlighted the Modi-led government’s commitment to inclusive development, noting that new reservations have been introduced for historically marginalised communities such as OBCs, Gurjars, Bakarwals, and Pahadis. He also announced the BJP’s plan to issue a white paper aimed at holding accountable those responsible for the rise of terrorism in Jammu and Kashmir.

Shah stated that Article 370 is a thing of past and will never return again.
“Now, Article 370 has become a thing of past, it is not a part of the Constitution. I have read the agenda of NC and seen the silent support of NC, but I want to make it clear, that article 370 is a thing of past and it’ll never return again, we will not let that happen. Article 370 was the thing that gave weapons and stones in the hands of the youth It’s the spirit of separatism that used to force youth towards terrorism,” Amit Shah added.

The manifesto, mentioned abrogation of Article 370 as one of the major achievements of the Narendra Modi government. He emphasised that the Jammu and Kashmir has always beeen part of India and that the government is foucsed on fighting terrorism and separatism.

“Our party believes that J&K has always been part of India and it will remain so. Till 2014, J&K always remain in the shadow of separatism and terrorism. Different state and non-state actors kept the state unstable. All the govt dealt with the state with a policy of appeasement. Whenever the history of J&K will be written, these ten years after 2014 will be marked as a golden period for the state.” Amit Shah said

BJP made 25 promises in its manifesto for the UT, primarily focusing on wiping out terrorism and separatism from Jammu and Kashmir. BJP focused on women-led development in Jammu and Kashmir. It promised to Implement ‘Maa Samman Yojana’ to provide Rs 18,000 per year to the senior most woman in every household in Jammu & Kashmir. It also promised to provide assistance through the state government for Women SHGs on the issue of interest on bank loans.

“We have decided that we will bring ‘Ma Samman Yojana’ to give Rs 18,000 to the eldest lady of every family, each year… We will give two free cylinders under the Ujjwala scheme, per year,” Amit Shah said. Catering to the youth, the manifesto mentioned that the government will create 5 lakh employment opportunities in Jammu & Kashmir through Pandit Prem Nath Dogra Rozgar Yojana (PPNDRY).

BJP also said that it will provide Rs 3,000 yearly through DBT as travel allowance to college students under the ‘Pragati Shiksha Yojana’. “Under Pragati Shiksha Yojana, we will provide Rs 3,000 to college students per year, as a travelling allowance, “ Amit Shah said.
BJP promised to distribute laptops and reimbursement of coaching fees to the tune of Rs 10,000 for 2 years and travel costs to examination centres for students preparing for competitive exams like JKPSC and UPSC. BJP’s manifesto also mentioned a rehabilitation scheme for Kashmiri Pandits,

“The scheme will be very detailed. We will look for complete rehabilitation. Many Kashmiri Pandits and people from the Sikh community who left when the terrorism was at its peak were forced to sell their properties. We have already started working in this regard – either returning their properties or providing the amount for their properties. We are towards the completion of rehabilitation of 6,000 people,” Amit Shah said about the scheme
Amit Shah further mentioned that BJP will provide Rs 10,000 under PM Kisan Samman Nidhi, comprising the existing Rs6,000 along with an additional Rs4,000.

</excerpt>

During the unveiling of the manifesto for the upcoming Assembly elections in Jammu and Kashmir, Home Minister Amit Shah firmly rejected the possibility of restoring Article 370, which previously granted special status to the former state. He stated that the provision has now “become history.”

The National Conference, contesting the elections in an alliance with the Congress, has included the restoration of Article 370, which was abrogated in 2019, in its manifesto. These elections, the first since 2014, are being closely monitored to assess public sentiment in Jammu and Kashmir regarding the removal of the provision. In 2019, Jammu and Kashmir was also bifurcated into two Union Territories, including Ladakh. The government has assured that Jammu and Kashmir will regain statehood soon.

On a two-day visit to Jammu and Kashmir, Shah emphasized the significance of the region to the BJP since India’s Independence, highlighting the party’s longstanding efforts to keep Jammu and Kashmir connected to the country.

“Till 2014, the shadow of separatism and terrorism hung over Jammu and Kashmir. Various state and non-state actors tried to destabilise it and governments adopted a policy of appeasement. But, whenever the history of India and Jammu and Kashmir is written, the years between 2014 and 2024 will be written in golden letters for J&K,” the minister said in Hindi.

“There was a time when, under the shadow of Article 370, we saw governments bowing down to the demands of separatists and organisations like the Hurriyat. In these 10 years, Article 370 and 35-A (which gave the J&K legislature the right to define permanent residents and give them special privileges) have become part of the past. They are not part of the Constitution,” he added.

Shah stressed that the abrogation of Article 370 under Prime Minister Narendra Modi on August 5, 2019, has led to development in the region. He also remarked that he had reviewed the National Conference’s manifesto and noted the Congress’ “silent support” for it.

“But I want to make it clear to the country: Article 370 has become history. It can never come back and we will never allow it to come back. Because Article 370 was what led to the youth being handed guns and stones in Kashmir,” he said.

Regarding the Assembly polls, Shah mentioned that the BJP’s manifesto focuses on creating a “peaceful, safe, developed and prosperous” Jammu and Kashmir.

The elections will be conducted in three phases, starting from September 18 to October 1, with counting scheduled for October 8.

During the ‘Viksit Bharat, Viksit Jammu & Kashmir’ event in Srinagar on March 7, 2024, PM Modi handed an appointment letter to a relative of a martyr, symbolizing the government’s commitment to both development and honoring the sacrifices of those who fought for peace.
</excerpt>

Jammu and Kashmir, long hailed as ‘Heaven on Earth’ for its stunning landscapes and rich cultural heritage, has undergone a significant transformation under the leadership of Prime Minister Narendra Modi. The region, which was once troubled by decades of conflict and instability, is now on a path to peace and development, thanks to a series of strategic reforms and initiatives by the BJP-led central government.

Steps Taken to Restore Jammu and Kashmir’s Glory?

For years, Jammu and Kashmir’s beauty was overshadowed by conflict and unrest. However, with PM Modi’s focus on restoring the region’s former glory, a new chapter has begun.

The government’s comprehensive approach includes enhancing infrastructure, improving connectivity, and promoting tourism. Investments in highways, airports, and rail links have made the region more accessible, attracting both domestic and international tourists. The inauguration of facilities like the Shri Mata Vaishno Devi Narayana Superspeciality Hospital in Katra is a testament to the government’s efforts to improve the quality of life in Jammu and Kashmir.

These initiatives have not only boosted tourism but also revitalized the local economy, providing livelihoods for thousands of residents.

Abrogation of Article 370: A Historic Turning Point

One of the most significant milestones in Jammu and Kashmir’s recent history was the abrogation of Article 370 in August 2019. This bold move by the Modi government fully integrated Jammu and Kashmir into the Indian Union, unlocking new opportunities for investment, economic growth, and development. The symbolic hoisting of the Tricolour across the region has reinforced India’s unity and commitment to its territorial integrity.

The government’s focus on development extends beyond infrastructure. Initiatives to establish educational institutions, healthcare facilities, and industrial zones have been launched to improve residents’ quality of life. Additionally, skill development and employment generation programs are helping the youth build better futures, reducing their vulnerability to radicalization and militancy.

Improved Peace and Prosperity

The BJP government’s efforts have led to a marked improvement in law and order in Jammu and Kashmir. The region, once plagued by militancy, has seen a significant reduction in violence due to the government’s strong stance on national security and support for the armed forces. The increased presence of security forces and intelligence operations has disrupted terrorist networks, creating a more stable environment for residents and tourists alike.

This improved security has restored confidence among tourists, leading to a surge in visitors. The picturesque valleys, serene lakes, and majestic mountains are once again bustling with life. The tourism boom has had a ripple effect on various sectors, including hospitality, transport, and handicrafts, providing a much-needed boost to the local economy.

Democratic Progress

The recent Local Body Elections in Jammu and Kashmir have highlighted the region’s commitment to democratic values. Held after years of political instability, these elections saw an exceptionally high voter turnout, reflecting the people’s renewed faith in the democratic process. The successful conduct of these elections is a significant achievement for the BJP government, which has worked tirelessly to ensure that the voices of the people are heard.

The elections have empowered grassroots leaders, giving them the authority to address local issues and contribute to their communities’ development. This decentralization of power is crucial for the region’s long-term stability and prosperity.

What Does the Future Hold?

The transformation of Jammu and Kashmir under the BJP-led central government has been profound. Through a combination of development initiatives, improved security, and a commitment to democratic values, the region is on the path to realizing its full potential as ‘Heaven on Earth.’ With continued focus on peace, development, and progress, the future looks bright for the people of Jammu and Kashmir.

</excerpt>

The formation of the two new Union Territories of J&K and Leh and the abrogation of Article 370 five years ago has been the most momentous achievement since Independence. This has been possible only because of Prime Minister Narendra Modi, who has rejuvenated and resurged Indian unity, development and pride of a great India with aplomb.

With the government priority on development for the people, the two newly created Union Territories and the people have witnessed a spate of unhindered development as never before. This is evident by the initiatives of the government accelerating development, building infrastructure, reinforcing governance, generating employment, broadening social inclusion and promoting growth.

Long years of unrest had adversely affected the State’s democratic institutions, particularly those at the grass roots level. The absence of elected local bodies not only deprived the people of the power to take their own decisions regarding development and other issues impacting their day to day lives, but also adversely impacted the flow of resources from the Central and the State Government to rural and urban local self-governing institutions. This changed immediately after the formation of the UT of J&K. Panchayati Raj institutions were established and made functional and Rs. 366 corers was released directly to 4483 panchayats, which money was always diverted earlier to vested pockets. Work on the 2206 languishing projects was started with speed.

Similarly, after the new UT of J&K came into being, there was a creation of 43,000 employment opportunities, vigorous road construction works, flood management and water supply projects, initiation and acceleration of several power generation and transmission projects, enabling achievement of 100 percent household electrification, process of setting up of over 330 schools and colleges and a university, improved medical infrastructure, beginning of a light rail and public transport system, welfare measures for all including housing, disposal of outcome based grievances, implementation of women and child welfare schemes, scholarships for the deserving, support to farmers, orchardists and unorganized workers, expansion of tourism facilities, sports infrastructure border area development. Highway and tunnel projects worth to 1.5 lakh crores are under implementation.

The Katra Delhi green field expressway will be operational this year. Srinagar now has 140 flights a day. The Kashmir – Kanyakumari rail link will be operational this year. In order to transform agriculture, a plan of 29 projects to boost productivity will double the share of the sector in the states of GDP in five years. Today, projects of about Rs. 7000 crores have been commissioned while others projects of the Rs. 20,000 crore are under implementation.

Some of the major projects completed are IIT Jammu and the Srinagar Leh transmission line while works in mega projects including the Z Morh, Zoji La and New Banihal tunnels and some major roads are being executed on a war footing, Rs. 881 crores was earmarked for rebuilding health institutions and 60 out of the 144 projects have been completed. There has been a major progress in hydro-power generation and flood management of the river Jhelum. Work has been speeded up in the Jhelum-Tawi Recovery Project, Chenab Bridge (the highest railway bridge in the world), connectivity of Kashmir by rail, mega-multi projects line Ujh and Shahpur Kandi as also the 330 MW Kishenganga project. To promote transparency, Government of India got instituted a portal namely the J & K Infrastructure Monitoring System (JKIMS) by which the progress of work on ground is physically monitored on real-time basis. The system enables real time monitoring and has features like geo-tagging, project completion certificate, image uploading facility of finished projects as well as dashboard for monitoring of progress. A dash board has been created on the portal for public so that the status of project implementation in each district can accessed by any individual in order to encourage community participation for strengthening grass root democracy and encourage social audit of the projects by the beneficiaries.
In terms of financial assurance, eight lakh youngsters have received financial help for enterprises and nine lakh women are now affiliated to self help groups.
Hence, today J & K is firmly on the path of peace and prosperity. It is now a “model of urban transformation”. The pace of development is now ten times compared to the pre 2019. Citizens can now avail of over 1100 time bound services online as compared to two dozen five years ago.

All provisions of the Central RTI Act 2005 have been enforced in J&K. The Anti-Corruption Bureau has been brought in to control corruption. For the speedy resolution of service matters, a Central Administrative Tribunal has been set-up. Finally, terrorism and peoples’ miseries will certainly come to an end, despite Pakistan’s frustrated efforts to activate its “deep state” again to heat up the environment, even in this state of the COVID pandemic. Abrogation of Article 370 has led to exasperation in the ranks of the terrorist; local recruitment of terrorists has dwindled. Pakistan is now encountering triple frustration – first, at the abrogation of Article 370, second, at the snub it has faced in all international fora where it has raised the Kashmir issue and, third, at the fact that all its efforts to initiate terrorist acts have only resulted in their constant decimation in every encounter.
Truly, PM Modi has transformed the “Tasveer” of J&K and “Taqdeer” of the people by more than fulfilling their aspirations.

The formation of the Union Territory of J&K has not only witnessed development but also evoked patriotism and restored confidence of the people in the constitution of India and our robust democratic system of a united sovereign India with Justice, Liberty, Equality and Fraternity assuring the dignity of the Indian and unity and integrity of the Nation.
The pro-active measures being taken by a determined government, under PM Modi, have ushered in a new era of peace, tranquility and development and finally delivered the long awaited smile on the face of the people.

R. K. Pachnanda is former Chairman, Haryana Public Service Commission. Views are personal.

Reddy remarked that Gandhi’s ability to dine at Lal Chowk in Srinagar was only possible due to the efforts of the Narendra Modi-led government over the past decade.

Addressing reporters in Jammu, Reddy stated, “Sonia Gandhi and Rahul Gandhi should tell the people of the country about the resolution of the National Conference. They should also talk about Congress’ stand on Article 370. Do they want to snatch the rights of the people of Jammu and Kashmir again? It is due to the 10 years of work of the Narendra Modi government that he (Rahul Gandhi) was able to go to Lal Chowk and eat food last night”.

BJP National General Secretary Tarun Chugh echoed this sentiment, emphasizing the transformation of Lal Chowk from a hotspot of unrest to a tourist attraction. “This is an expired alliance. Rahul Gandhi came and I saw him eating ice cream. He should thank Narendra Modi for making Srinagar a smart city and a peaceful city. Lal Chowk which was once a stronghold of stone-pelters has now become a tourist hub. This is a changed Jammu and Kashmir.” Chugh commented.

Rahul Gandhi, along with Congress Rajya Sabha MP Mallikarjun Kharge, met with party workers in Jammu and Kashmir on Thursday. During his address in Srinagar, Gandhi underscored the importance of restoring Jammu and Kashmir’s statehood and representation. He remarked, “For us, the representation of the people of Jammu and Kashmir is crucial. After independence, many union territories were upgraded to states, but Jammu and Kashmir is the only instance where statehood was taken away. We want to convey that the people’s voice matters to us and the country.”

Jammu and Kashmir is set to hold its first assembly elections since the abrogation of Article 370. The polls will be conducted in three phases on September 18, 25, and October 1, with vote counting scheduled for October 4. The region’s last assembly elections were held in 2014.

The election marks a significant event as it will take place after a decade-long gap and the dissolution of the PDP-BJP coalition government in June 2018. The Supreme Court had previously directed the Centre to complete the election process by September 30, 2024.

The elections will cover 90 assembly constituencies, with 74 general seats, nine reserved for Scheduled Tribes (ST), and seven for Scheduled Castes (SC). The total electorate stands at 87.09 lakh, including over 3.71 lakh first-time voters.

In a post on X, Congress General Secretary (Organisation) KC Venugopal said, “On 21st and 22nd August, Congress President Mallikarjun Kharge ji and Leader of Opposition Rahul Gandhi ji will be visiting Jammu and Srinagar for key meetings in preparation for the upcoming assembly elections.”

The visit of the Congress leaders come in the wake of the Election Commission announcing the schedule for the three phase elections in the erstwhile state of J&K to discuss the election preparations and seat sharing deal with the Farooq Abdullah-led NC, sources said.
The source claimed that Rahul Gandhi is also set to have a detailed discussion with the party leaders and visit Vaishno Devi shrine during his two day visit.
On Monday, Kharge chaired the meeting of the Screening Committee members, which was also attended by the incharge of the J&K.

The Congress is all set to hold the CEC meeting to finalise the candidates for the upcoming elections. The elections for J&K will be condictedin three phases — September 18, 25 and October 1 and counting of votes will take place on October 4.

The Central government had abrogated the Article 370 and bifurcated the state into two union territories of J&K and Ladakh in August 2019. The assembly elections in the erstwhile state was last held in 2014. Since 2019, Jammu and Kashmir has been governed as a Union Territory, with key powers resting with the Lieutenant Governor.
In the last Assembly polls held in 2014, the BJP and People’s Democratic Party (PDP) formed a coalition government, with Mufti Mohammad Sayeed as the Chief Minister.
After Sayeed’s death in January 2016, his daughter Mehbooba Mufti succeeded him following a brief period of Governor’s Rule.

In June 2018, the BJP walked out of the PDP-led coalition government, leading to the dissolution of the Assembly by then-Governor Satya Pal Malik in November of that year. Since then, Jammu and Kashmir has not had an Assembly.

</excerpt>

Union Minister G Kishan Reddy dismissed the National Conference’s manifesto for Jammu and Kashmir, stating that promises such as restoring Article 370 are irrelevant because neither Omar Abdullah nor the Congress will come to power in the region. “Omar Abdullah will neither become Chief Minister nor will his party or Congress come to power,” Reddy asserted, emphasizing that the issue of reinstating Article 370 does not arise under the current political scenario.

The National Conference, led by Vice President Omar Abdullah, launched its manifesto ahead of the Jammu and Kashmir Assembly elections scheduled for September 18. The manifesto outlines 12 key guarantees, including the restoration of Article 370 and 35-A, the redrawing of the Jammu and Kashmir Reorganisation Act of 2019, and the return and rehabilitation of Kashmiri Pandits.

The manifesto’s primary promise is the restoration of Jammu and Kashmir’s political and legal status to pre-August 5, 2019 conditions. It also includes efforts to challenge the Centre’s decision to revoke the region’s statehood and special status through a resolution in the first assembly session.
Additional guarantees in the manifesto cover the release of political prisoners, simplified job and passport verification processes, and addressing grievances related to unjust terminations and harassment on highways. A comprehensive job package for youth is also promised, addressing rising unemployment in the region.

Omar Abdullah highlighted the unemployment issues post-August 5, 2019, and the failures in recruitment processes, promising significant measures to address these problems. The manifesto also includes provisions for free electricity up to 200 units, improved water and electricity services, financial support for women in the Economically Weaker Section (EWS), and increased widow pensions.
Abdullah criticized opponents for making unrealistic promises and reiterated that his party’s commitments are aimed at genuinely improving conditions in Jammu and Kashmir.

</excerpt>

Senior BJP leader Kavinder Gupta criticized regional parties in Jammu and Kashmir on Sunday, accusing them of misleading the public by focusing on Article 370. His comments came in response to former Chief Minister Omar Abdullah’s remarks, where Abdullah stated that if the National Conference formed the government in the Union Territory, a resolution would be passed in the assembly against the central government’s decision to revoke the region’s statehood and special status.

Gupta dismissed these claims, saying, “Day-dreaming is not a bad thing… They have been misleading people since the abrogation of Article 370. But nothing has changed. People have rejected their rhetoric on Article 370 in Kashmir. That’s why both former Chief Ministers were defeated in the recent Lok Sabha elections.” He was referring to Omar Abdullah and Mehbooba Mufti, who lost their parliamentary bids from the Baramulla and Anantnag-Rajouri seats, respectively.

Looking ahead to the upcoming assembly elections, scheduled to be held in three phases on September 18, 25, and October 1, Gupta expressed optimism that the BJP would emerge as the leading party. He mentioned that the candidate selection process was underway and that the central leadership was in discussions. “We are in election mode, and we hope the elections conclude properly with the BJP emerging as the biggest party,” Gupta stated.

The Election Commission of India has outlined that polling in the Union Territory will take place in three phases, with vote counting scheduled for October 4. There are 90 assembly constituencies in total, with 74 general, nine reserved for STs, and seven for SCs. The electorate includes over 87 lakh voters, with a significant portion being first-time voters. This election marks the first assembly election in Jammu and Kashmir in a decade, following the last one in 2014 and the collapse of the PDP-BJP coalition government in June 2018. The Supreme Court had directed the central government to complete the election process by September 30, 2024.

</excerpt>

JAMMU, Aug 7: National Conference vice-president Omar Abdullah on Wednesday launched a scathing attack on the BJP, challenging its claims of a “new and prosperous” Jammu and Kashmir following the abrogation of Article 370. Abdullah alleged that the situation on the ground starkly contrasts the BJP’s assertions.

Addressing a rally at Nagri in Kathua district, Abdullah questioned the tangible benefits that the people of the Union Territory have received in the past five years. “I am compelled to ask what the people have got in the past five years,” he said.

Abdullah dismissed the BJP-led Centre’s announcement of holding assembly elections before the Supreme Court’s September 30 deadline as no favor to the people. “They are speaking about ‘naya (new)’ and ‘khushhal (prosperous)’ Jammu and Kashmir post Article 370 abrogation, but the situation on the ground is completely opposite and that is why they could not hold assembly elections till date because of the fear of defeat,” Abdullah, a former chief minister, remarked.

Referring to Union Minister G Kishan Reddy’s statement that assembly elections would be held in September, Abdullah stated, “If they are talking about elections today, they are not doing any favor to us.” He credited the Supreme Court’s judgment on Article 370 abrogation for setting the election deadline, suggesting that without it, the government would have found reasons to delay the elections further.

Abdullah highlighted the absence of a popular government in Jammu and Kashmir since 2018 when the PDP-BJP government collapsed, noting the significant changes in 2019. On August 5, 2019, the Centre revoked Article 370, which provided special status to Jammu and Kashmir, and bifurcated the erstwhile state into the Union territories of Jammu and Kashmir, and Ladakh.

Criticizing the BJP’s promises made during the constitutional changes, Abdullah said, “They talked about industrialization, generating employment, and improving our lives by ending terrorism. Today, given the situation, we are compelled to ask what have we achieved in five years?” He pointed out the lack of major projects or new industries, high inflation, and the highest unemployment rate in the country, while terrorism has spread to the previously peaceful Jammu region.

Abdullah also emphasized the ongoing security concerns, mentioning frequent encounters and attacks, and the sacrifices made by security forces. “Today, I am speaking with authority that Kathua is not the way we left it in 2014 as there are frequent encounters and attacks,” he said, noting similar situations in Pir Panjal, Chenab Valley, Jammu, and Udhampur.

Abdullah criticized the administration for displacing people from lands granted under a land-to-tiller scheme by the National Conference government led by Sheikh Mohammad Abdullah. He praised the region’s progressive land rights, particularly for Dalits.

On the upcoming general elections, Abdullah expressed confidence in the National Conference’s prospects, indicating that the party is poised to form the government in Jammu and Kashmir. He urged party leaders to work diligently to strengthen the party in Kathua district.

</excerpt>

ON AUGUST 5, 2019 the Union Home Minister Amit Shah announced in Parliament about the abrogation of the Article 370, the temporary provision within the Indian Constitution that had given a special status to Jammu and Kashmir.

The abrogation brought about no domestic rebellion, no home-grown intifada on the streets of Kashmir. Protests, militancy, or terrorism was not prevented by even the harshest security clampdown of the 1990s. The relative tranquility in the valley is reflected in the huge surge in domestic tourists: from the super-luxury Khyber of Gulmarg to the cosier Dove Cottage of Srinagar, all accommodation is booked for the spring and the summer.
The security scenario has drastically improved. While 124 civilians were killed at the hands of the police and security forces during protests and stone-pelting incidents from 5.08.2016 to 5.08.2019, not a single such incident was reported in almost 5 years. Another outcome of the abrogation of article 370 is a considerable decline in both recruitment and annihilation of terrorists in 2023 compared to previous years. While 35 terrorists were slain in various operations by the security forces from January 1 to August 5 in 2023, the number was over 120 in the same period last year. In 2022, 186 terrorists including 56 foreigners were annihilated. The much dreaded Lal chowk, once the hot-bed of anti-India activities, teems with activities of tourists and locals even after 11 pm. It always wore a deserted look. Hindu religious processions have taken place regularly at Laal chowk since Aug, 2019. Cinema halls have reopened for the first time since 1989. Hurriyat and other secessionist groups have been banned under UAPA.

Dubai-based Emaar has become the first overseas company to invest in a mega-mall spread over 10 lakh square feet in Srinagar. It is a project of Rs 250 crore.
The improvement in security situation can be gauged from the fact that on August 3, 2023, hundreds of students, academicians, journalists, and people from different walks of life spoke about peace and nation building at a grand event held at a govt. degree college, Shopian. “ South Asian centre for Peace and People’s Empowerment’’ organized the event in collaboration with the college at Shopian, once the bastion for terrorists. The restoration of the administrative control is one of the best things that happened to Kashmir after the annulment of the article 370 . Investment of projects worth nearly Rs 25k crores are under execution in the UT while proposals to the tune of over Rs 80k crore are under process. Since independence only Rs 14k crore was invested by private parties in J and K. However, the UT has received investment proposals worth Rs 81, 122 crore from 2021 to 2023 after the abolition of the Article 370 and introduction of a new industrial development scheme. For establishing key units across both divisions of J & K, nearly 2250 acres of land have already been earmarked. The UT teemed with 1.88 crore tourists in 2023, up from 77 lakh in 2008. The administration predicts the tourists’ foot-fall to breach the 2 crore mark this year. Strike calls imposed by separatists in Kashmir find no takers anymore as the common man has started to reap the dividends of peace. Foreign delegates arrived at Sher-i-Kashmir international Conference Centre during G20 meetings. The three-day Tourism Working Group Meeting of G20 delegates in Srinagar on May 22, 2023, commenced with the side event on “Film Tourism for Economic and cultural preservation”. It was unanimously concurred by the participants that J-K was the ideal region to shoot films.
All India Women’s Cricket Championship was inaugurated in a Sports stadium at Doda. The ST community has been granted political reservation in Jammu and Kashmir. ST representatives have been elected in the DDC- District Development Council and BDC elections. Thousands of Dalits were granted their rights and domicile. More than 60 thousand west Pak refugees are granted their rights and domicile. ST status is granted to communities like Pahari, Padari and Gadda Brahmin. OBC community has been identified in J& K for the first time. The OBC is given their constitutional rights. People from the POJK displaced community whom the J& K govt. was denying domiciles were granted 25 thousand domiciles. In J&K, if a woman married outside the state, all her rights were forfeited. But women have got freedom in the truest sense. The District Development Council, Block Development Council and Gram Sabha democracy came at every level. All the provisions of the constitution have been implemented in J& K, including 890 provisions related to public welfare have been implemented. The Article 35A has been abolished.
Finally, it is time for the discourse to move “from being special” to the new narrative of “being equal”. Most residents and leaders of the state acknowledge that as an equal member of the Indian federal polity, they are entitled to enjoy greater freedom and rights than they did as a special state. Ipso facto, Tamil Nadu, Odisha or West Bengal is able to preserve its cultural identity, political space, and economic well-being much better than J&K was able to do as a special state of the Union.

</excerpt>

Kashmir: Marking the fifth anniversary of the abrogation of Article 370, Jammu and Kashmir’s Lieutenant Governor Manoj Sinha on Monday underscored the significant strides made by the Union Territory in various sectors, emphasizing the administration’s commitment to inclusive development and social equality.

“Guided by the visionary leadership of Prime Minister Narendra Modi, we have sustained the flame of inclusive development and social equality, brightening J&K’s journey over the past five years,” LG Sinha stated.

He highlighted the gradual return of enduring peace to the region, attributing this achievement to the collective efforts of all citizens. The past five years, according to Sinha, have witnessed democracy taking firm roots in Jammu and Kashmir.

“The enthusiastic participation and record voter turnout in the recently held Lok Sabha elections are a testament to the people’s faith in the constitution and the internalization of the spirit of democracy. J&K’s overall economy has been growing at an impressive pace,” LG Sinha noted. He pointed out that the rapid growth and transformation in health, education, public works, urban and rural development, and power sectors over the past five years are unprecedented in the Union Territory’s history. He further emphasized the empowerment of economically deprived sections.

Reflecting on the post-August 2019 period, Sinha remarked on the remarkable contributions of women, youth, farmers, and entrepreneurs in nation-building. “Today, J&K is witnessing an era of peace, progress, and prosperity. The region is undoubtedly on a progressive march,” he asserted.

The Lieutenant Governor detailed the substantial progress made in infrastructure development, tourism, industrialization, social security, employment generation, livelihood creation, public outreach, transparency, and the provision of basic facilities. This comprehensive development approach, he said, underscores the administration’s dedication to improving the quality of life for all residents.

In conclusion, LG Manoj Sinha’s address on the significant milestone of the Article 370 rollback painted a picture of a region on the rise, characterized by peace, growth, and an unwavering commitment to inclusivity and social equity.

</excerpt>

On the fifth anniversary of the abrogation of Articles 370 and 35(A), Prime Minister Narendra Modi described the event as a “watershed moment” in India’s history. He hailed the move as the beginning of a new era of progress and prosperity for Jammu and Kashmir, and Ladakh.

In a post on X, PM Modi stated, “Today, we mark five years since the Indian Parliament decided to abrogate Articles 370 and 35(A). This was a transformative step towards progress and prosperity in Jammu and Kashmir and Ladakh.” He emphasized that this change has brought security, dignity, and opportunities for women, youth, marginalized, tribal, and backward communities who were previously deprived of development benefits.

Modi assured the people of Jammu and Kashmir and Ladakh that the BJP-led central government remains committed to their welfare. “Our government has worked hard to keep corruption at bay, which plagued J-K for decades. We will continue to address their needs and fulfill their aspirations,” he added.

In contrast, Indian National Congress President Mallikarjun Kharge criticized the central government’s handling of the abrogation. In a post on X, he claimed that the BJP’s actions neither respect “Kashmiriyat” nor uphold “Jamhuriyat” (democracy). He argued that instead of fostering integration and economic development, the region has experienced significant unrest.

Kharge highlighted that since 2019, there have been 683 fatal terror attacks, resulting in the deaths of 258 security personnel and 170 civilians. He noted that targeted killings of Kashmiri Pandits have increased, and many government positions remain unfilled.

He further criticized the slow progress of the New Industrial Policy and the PM’s Development Package, citing a decline in Jammu and Kashmir’s net state domestic product (NSDP) growth rate from 13.28% to 8.73% post-2019.

In August 2019, the Indian government revoked Article 370, which granted special status to Jammu and Kashmir, and reorganised the region into two Union Territories: Jammu and Kashmir and Ladakh.

</excerpt>

Kashmir: – August 5, 2019, will be remembered as a landmark day in the history of Jammu and Kashmir (J&K). The abrogation of Article 370 by the central government marked the beginning of a new era of development and integration for the region. This detailed report delves into the state of J&K before the historic decision, highlights the significant developments over the past five years, and examines the central government’s ongoing efforts to ensure sustainable progress and prosperity in the region.

Pre-2019 Jammu and Kashmir: The Challenges of Special Status

Legal and Administrative Isolation:
J&K’s special status under Article 370 granted it a unique position within India, allowing it to have its own constitution and separate laws. While this autonomy was intended to preserve the region’s distinct identity, it also resulted in significant legal and administrative isolation. The limited application of central laws led to inconsistencies in governance and administrative processes, causing inefficiencies and challenges in law enforcement.

Economic Stagnation:
The economic landscape of pre-2019 J&K was bleak, characterized by stagnation and underdevelopment. Political instability and persistent security concerns deterred investment and economic activity. The region struggled with high unemployment rates, limited industrial growth, and inadequate infrastructure. These factors collectively discouraged private and public investments, perpetuating a cycle of economic stagnation.

Security Issues
Since the late 1980s, J&K had been plagued by insurgency and terrorism, creating a volatile security situation. The presence of numerous terrorist groups and frequent clashes with security forces resulted in widespread violence and instability. This environment of fear and uncertainty severely disrupted everyday life, hindering developmental efforts and deterring tourism, a significant potential source of revenue.

Underdeveloped Infrastructure:
Infrastructure in J&K lagged significantly behind other regions. The state of roads was poor, healthcare facilities were limited, and educational institutions were inadequate. This underdevelopment affected the quality of life for residents and stymied economic prospects. The lack of reliable infrastructure also posed a barrier to the implementation of development projects.

Governance Challenges:
Governance in J&K was marred by corruption, inefficiency, and a lack of accountability. Dynastic politics dominated the region, with power concentrated in a few influential families. This concentration of power often led to governance that was not in tune with the needs of the broader population, exacerbating issues of corruption and mismanagement.

Post-2019: A Transformative Journey

The revocation of Article 370 and the reorganization of J&K into two Union Territories – Jammu & Kashmir and Ladakh – have catalyzed a series of transformative changes. Over the past five years, several key developments have taken place, marking a new chapter in the region’s history.

Legal and Administrative Reforms

Unified Legal System:
The extension of 890 central laws to J&K has established a uniform legal framework across the Union Territory. This has facilitated better governance, improved law enforcement, and enhanced citizens’ rights. The implementation of these laws has streamlined administrative processes and ensured that residents of J&K have the same legal protections as those in the rest of India.

Efficient Administration
Direct central administration has brought about more efficient and transparent governance. Reforms aimed at reducing corruption and increasing accountability have fostered a more responsive and effective government. The administration’s focus on accountability has ensured that development initiatives are implemented efficiently, directly benefiting the residents.

Economic and Infrastructure Development

Infrastructure Investment:
Significant investments in infrastructure projects worth over Rs 32,000 crore have transformed the connectivity and transportation landscape of J&K. Key projects include the construction of new highways, railways, and airports, which have improved accessibility and economic integration. The Udhampur-Srinagar-Baramulla rail link project is a noteworthy example, enhancing connectivity between the Kashmir Valley and the rest of India.

Tourism Revitalization:
The tourism sector, a vital part of J&K’s economy, has seen a major boost through initiatives like the Swadesh Darshan and PRASHAD schemes. These efforts have developed tourist destinations and pilgrimage sites, attracting visitors and driving economic growth. The integrated development of the Hazratbal shrine and the promotion of winter sports in Gulmarg are notable success stories in this regard.

Agricultural Reforms:
The agricultural sector, the backbone of J&K’s economy, has benefited from substantial investments in cold storage facilities, food processing units, and modern farming practices. These initiatives aim to increase productivity, reduce post-harvest losses, and improve farmers’ incomes. The introduction of high-yield crop varieties and advanced irrigation techniques are part of the broader strategy to bolster the rural economy.

Social and Educational Progress

Educational Advancements:
Education has been a key priority, with the establishment of 50 new degree colleges and enhancements to existing institutions. These efforts aim to provide quality education and equip the youth with the skills needed to compete nationally. Initiatives such as setting up Indian Institutes of Technology (IITs) and Indian Institutes of Management (IIMs) are part of broader educational reforms aimed at creating a knowledge-based economy.

Employment Generation:
Employment initiatives have been robust, with the government distributing appointment letters to thousands of newly recruited employees. Various schemes have been launched to promote entrepreneurship and self-employment, particularly among youth and women. The “Himayat” and “Udaan” schemes are notable programs designed to enhance skill development and job creation.

Enhanced Security and Stability

Improved Security Situation:
The security scenario in J&K has significantly improved, with a notable reduction in insurgency-related incidents. Enhanced security measures, including increased surveillance and proactive policing, have restored a sense of normalcy. The improved security environment is crucial for ongoing and future development activities, as it instills confidence among investors and tourists.

Administrative and Political Reforms:

*Political Inclusivity and Reform*
The central government has emphasized the end of dynastic politics and the introduction of more democratic governance structures. The focus has been on inclusive development, ensuring that all regions and communities benefit from the new policies and initiatives. This approach aims to foster unity and equitable growth across J&K. The conduct of free and fair local body elections is a significant step towards strengthening grassroots democracy.

Future Prospects: A Vision for a Developed Jammu and Kashmir

Prime Minister Narendra Modi has consistently highlighted that the development of J&K is integral to the vision of a developed India. The ongoing projects and reforms are expected to drive holistic development, transforming the region into a hub of economic and cultural activities. Key future initiatives include:

Tourism Promotion:
Further developing J&K as a global tourism destination through campaigns like the “Chalo India Global Diaspora” and promoting cultural tourism. The aim is to showcase J&K’s rich heritage and natural beauty to the world, driving tourism-related economic growth.

Educational Reforms:
Continuing to expand and improve educational infrastructure to create a skilled workforce ready to meet modern challenges. The establishment of new research centers and collaboration with international educational institutions are part of the vision to make J&K an educational hub.

Agricultural Innovation:
Introducing advanced agricultural technologies and practices to boost productivity and sustainability. The focus will be on organic farming, high-value crops, and developing agro-processing industries to add value to agricultural products.

Industrial Development:
Promoting industrial development by setting up special economic zones (SEZs) and industrial corridors. These initiatives aim to attract domestic and international investors, creating job opportunities and driving economic growth.

Healthcare Improvements:
Enhancing healthcare infrastructure by building new hospitals, upgrading existing facilities, and ensuring access to quality healthcare services. Telemedicine and mobile healthcare units will play a crucial role in reaching remote areas.

Environmental Conservation:
Implementing sustainable development practices to protect J&K’s unique environment. Efforts will include afforestation projects, waste management systems, and renewable energy initiatives to ensure long-term environmental sustainability.

In conclusion, the abrogation of Article 370 has set the stage for Jammu and Kashmir to embark on a remarkable journey of transformation. The central government’s vision and policies have facilitated unprecedented development, integration, and stability in the region. As J&K continues to evolve, the focus remains on sustainable growth, social justice, and economic prosperity, promising a brighter future for all its residents.

Kathua district is poised to become a major industrial center, attracting large companies eager to invest under favorable policies. The state government is actively facilitating this by providing land allocations with various benefits.

In a notable development, Sri Lankan cricket legend Muttiah Muralitharan is set to invest approximately INR 1650 crore in the region. Muralitharan has been allocated around 25 acres of land in the Bhagalpur industrial area of Kathua for establishing a soft drink company. Reports also suggest that Muralitharan is planning substantial investments in Karnataka.

According to Prem Singh Chib, General Manager, Kathua Industries, “Muralitharan applied for land allocation online and visited the site himself about three months ago after the state government approved his proposal. Bagthali village, located near the Punjab border, is being developed as an industrial area. With all formalities completed with the industry department, Muralitharan is expected to lay the foundation stone for his plant soon”.

Muralitharan will invest approximately INR 1,640 crore in different phases. The plant registration process is underway following the completion of the deed process. Muralitharan was particularly impressed by the state’s industrial policy, which influenced his decision to make this significant investment, He said.

Prime Minister Narendra Modi delivered a pointed critique of those who previously championed Article 370, accusing them of exploiting the provision for vote bank politics and deteriorating the situation in Jammu and Kashmir. He asserted that this exploitation deprived the region’s people of their rights and prevented the full implementation of the Indian Constitution.

“Those who idolised Article 370 and exploited it for vote bank politics had deteriorated the situation in Jammu and Kashmir, depriving its people of their rights,” Modi stated. He emphasized that while the Indian Constitution couldn’t fully reach J&K during the Article 370 era, those who flaunted the Constitution elsewhere lacked the resolve to enforce it in the region.

Modi highlighted the negative impacts of Article 370, noting that it led to incidents of stone pelting at the Army and a pervasive sense of hopelessness. He contrasted this with the current situation, stating that the abrogation of Article 370 has brought significant positive changes.

“Today, with Article 370 gone, stone pelting has ceased, democracy thrives, and people confidently participate in elections, trusting in India’s Constitution, flag, and democracy,” the Prime Minister said. He added that this newfound confidence is evident among the 1.4 billion citizens of India.

Modi’s remarks underscored the government’s stance that the abrogation of Article has paved the way for greater democratic participation and trust in the Indian Constitution in Jammu and Kashmir.

Singh highlighted the tangible benefits of the constitutional reforms introduced in 2019, noting a significant decline in terrorist incidents by over 70% since their implementation. He underscored the remarkable socio-economic progress witnessed in Jammu and Kashmir, including a substantial reduction in poverty rates and significant budget allocations for developmental initiatives.

While acknowledging the strides made in infrastructure development and cultural preservation, Singh expressed deep concern about economic disparities persisting in regions under Pakistani occupation. As a direct descendant of the region’s historic rulers, he empathized with the plight of those living in such areas.

Appealing to the United Nations, Singh urged concrete actions aligned with Security Council resolutions to address the challenges faced by people living under Pakistani occupation in Jammu and Kashmir. He stressed the imperative of addressing their grievances and safeguarding their fundamental rights, calling for international intervention to ensure justice and equality for all residents of the region.
