Smoke from the blaze, especially the Allen Road fire, has reached Philadelphia, leading to a ‘Code Orange’ air quality alert for sensitive groups.
</excerpt>

A huge fire is still spreading in Burlington County, New Jersey, and authorities said that approximately 3,250 acres have already been burned. The fire is so far only 30 percent contained, and firefighters are still working on it.

In the meantime, the wildfires have had an effect beyond New Jersey. Thick smoke from the fires blew into Philadelphia and the surrounding areas, leading officials to declare air quality warnings because of deteriorating conditions.

The smoke is mostly being blown in from the Allen Road fire in Ocean County, which has added a lot to the haze over the area. Because of this, officials have put out a ‘Code Orange’ air quality warning.

The alert says, “the air is unhealthy for sensitive groups, including children, older adults, and people with respiratory conditions such as asthma.”

As the fires remain ongoing and containment remains in progress, residents in impacted areas are asked to remain indoors as much as possible and reduce outdoor activity, particularly those in susceptible health categories.

Chad and Bangladesh topped the list of most polluted countries, with smog levels 15 times higher than the recommended limit.
</excerpt>

A new study by Swiss air quality measurement company IQAir has found that just seven countries globally achieved the World Health Organization’s (WHO) air quality standards in 2024. They included Australia, New Zealand, the Bahamas, Barbados, Grenada, Estonia, and Iceland. These were the only nations to keep their air pollution below the advised ranges.

But Chad and Bangladesh were ranked the world’s most polluted nations, with their smog averages exceeding WHO recommendations by over 15 times. The report has prompted alarm over global air quality, particularly in the wake of the U.S. government’s recent move to cut its global air pollution monitoring program.

Chad, Bangladesh, and India Among the Most Polluted Nations

Chad had the highest levels of pollution in 2024, with average PM2.5 concentrations of 91.8 micrograms per cubic meter (µg/m³) of air, according to the IQAir report. The WHO guides a safe level of only 5 µg/m³.

Bangladesh stood at second place in the pollution index, followed by Pakistan, Democratic Republic of Congo, and India. The air quality of India had slightly improved as there was a decline of 7% in PM2.5 levels to 50.6 µg/m³. The nation continued to be one of the five most polluted countries and contributed to 12 out of the 20 most polluted cities globally. The industrial town of Byrnihat in northern India had the highest level of PM2.5 at 128 µg/m³.

U.S. Suspends Global Air Quality Monitoring, Sparks Concerns

The research also pointed out glaring gaps in data, especially in Africa and Asia. Most developing countries have depended on air quality monitoring stations installed at U.S. embassies and consulates to track real-time pollution. The U.S. government, however, recently closed down the program citing budgetary reasons.

“Most countries have a few other data sources, but it’s going to impact Africa significantly, because oftentimes these are the only sources of publicly available real-time air quality monitoring data,” said Christi Chester-Schroeder, IQAir’s air quality science manager.

Over 17 years of pollution information, including data from Chad, were deleted from the U.S. government’s official air quality monitoring site, AirNow.gov, last week. Experts indicate that the lack of accurate information could hamper the fight against air pollution in the world.

Climate Change and Air Pollution: A Growing Crisis

Environmental specialists warn that air pollution levels around the globe are being worsened by climate change. Increasing temperatures have fueled forest fires in Southeast Asia and South America, raising PM2.5 levels.

Christa Hasenkopf, director of the Clean Air Program at the University of Chicago’s Energy Policy Institute (EPIC), disapproved of the U.S. government’s cancellation of its monitoring program, claiming it would deprive at least 34 countries of credible pollution data.

The State Department plan bettered the air quality in cities where the monitors were installed, increasing life expectancy and even decreasing hazard allowances to U.S. diplomats, i.e., it paid for itself,” Hasenkopf said. ““(It) is a giant blow to air quality efforts worldwide.”

The Need for Stronger Global Air Quality Monitoring

In the light of persisting threats posed by climate change, as well as rising pollution rates, scientists say that greater observation of air quality worldwide and strict pollution management must be prioritized. In many countries in Asia and Africa, alternative ways must be adopted in order to observe quality as well as respond to threats it poses to people’s health.

The WHO has called for governments across the globe to act quickly to check pollution levels and safeguard public health. But with data sources dwindling, the war against clean air could become increasingly difficult in the coming years.

</excerpt>

Los Angeles has been facing catastrophic wildfires that have devastated large areas of the city, resulting in deaths and widespread damage. Nevertheless, despite the disastrous fires, the city’s air quality is still superior to that of Delhi. As the flames continue, the air quality index (AQI) in LA was marked at 158, while Delhi’s AQI remained alarmingly high at 373. This significant contrast, highlighted by an X user, underscores the concerning disparity in air quality between the two cities.

As per IQAir, the air quality in Delhi is presently designated as “Very Unhealthy” with an AQI of 247, whereas LA’s AQI, even amidst the ongoing fires, is categorized as “Moderate” at 60. The evident contrast has triggered conversations about the geographical elements influencing pollution levels. LA benefits from its proximity to the open ocean, which disperses polluted air, while Delhi’s landlocked position renders it more susceptible to elevated pollution levels.

Half of LA is on fire, but the air is still cleaner than Delhi’s https://t.co/hQrRvjZFXI pic.twitter.com/AdLVYRkK4u

— Abhinav Kukreja (@kukreja_abhinav) January 9, 2025

One user remarked, “That’s due to the high wind speed that carries particles away rapidly. However, wind speed is low in Delhi. ” Another mentioned, “The last few months have been extremely poor concerning air quality in Delhi. Typically, conditions start to improve by this time in January, but there is still no indication of better air quality. ”

A third user stated, “I think geography plays a crucial role here. LA is adjacent to the open ocean, while Delhi is several hours from mountains and far from the ocean. ” Another individual jokingly remarked, “Strolling through my neighborhood this evening, the air transported me back to the vibrant streets of Old Delhi. Diwali is in the atmosphere. ”

In light of deteriorating air quality, the Commission for Air Quality Management (CAQM) has reinstated Stage 3 of the Graded Response Action Plan (GRAP) in Delhi-NCR. Under this stage, the usage of BS-III petrol and BS-IV diesel vehicles is limited to address escalating pollution levels.

Bhagat Singh, a resident of the city said that due to pollution number of people coming for morning walks to parks has decreased as people are facing difficulty breathing.
“Pollution has increased in the past two days and we are facing difficulty breathing. Due to pollution, the number of people coming for morning walks to parks has decreased,” Singh said.
Anant Kumar who had come to visit India Gate said, “Suddenly we are seeing how much pollution has increased, earlier there was some relief in the middle but then suddenly there is a problem. I feel some action should be taken.”
GRAP stage IV measures have been in effect in the entire NCR since December 16 after the deterioration in air quality. As per the order, many restrictions have been imposed, including change in office timings of government employees, work from home in private institutions, classes in hybrid mode in schools, ban on construction and demolition activities.
Of the 37 monitoring stations listed in the Sameer app, which provides hourly updates on the National Air Quality Index, the AQI at 21 stations stood at severe-plus category . This decision came after Delhi’s AQI surpassed the 400 mark. On Monday night, the AQI was reported as 399 at 9 PM and crossed into the severe zone at 401 by 10 PM.

The Central Pollution Control Board (CPCB) also reported a severe AQI of 413 for Delhi on its Sameer app. Many areas across the city saw AQI levels between 401 and 500, signaling a dangerous and toxic environment for residents.

Worst-affected Areas in Delhi

By 11 am, the most polluted areas in Delhi included:

Anand Vihar (DPCC): AQI 1,105

Vasant Vihar Block C (DPCC): AQI 1,057

Dwarka-Sector 8 (DPCC): AQI 1,041

Burari Crossing (IMD): AQI 967

Rohini (DPCC): AQI 836

Narela (DPCC): AQI 808

DTU (CPCB): AQI 766

ITO (CPCB): AQI 749

Najafgarh (DPCC): AQI 613

These levels signify severe pollution, putting the health of millions of residents at risk.

Implementation of GRAP Stage III Restrictions

In response to the hazardous air quality, the Delhi government has imposed the Graded Response Action Plan (GRAP) Stage III restrictions. This stage, which targets severe pollution levels, includes:

A ban on non-essential construction and demolition activities.

Closure of stone crushers.

A prohibition on the use of BS-III petrol and BS-IV diesel vehicles.

The GRAP also outlines additional measures in case the situation escalates to Stage IV, which includes stricter actions such as a ban on inter-state buses (except electric and CNG-powered vehicles), the suspension of mining activities, and a shift to online classes for schoolchildren.

A City Under Smog: Health Hazards and Urgent Measures

As Delhi battles its ongoing pollution crisis, residents face a multitude of health hazards. The toxic smog, compounded by vehicle emissions, crop-burning residue, and industrial pollutants, poses significant risks, especially for children, the elderly, and those with pre-existing health conditions. Citizens are urged to limit outdoor activities, wear masks, and avoid exposure to the toxic air wherever possible.

As the situation continues to worsen, the city government’s swift action through the GRAP framework aims to control the pollution levels, although further restrictions may be necessary if conditions deteriorate further.

With air quality reaching hazardous levels and the city implementing emergency measures, Delhi’s pollution crisis remains a critical issue. Citizens must take immediate precautions, while the government is under increasing pressure to address the root causes of pollution for the long-term health and safety of its residents.

The Air Quality Index (AQI) has crossed the 400 mark in several regions, triggering immediate concerns about public health and environmental safety.

The Commission for Air Quality Management (CAQM) labeled the dense smog as an “episodic event” and expects the situation to improve shortly. However, due to the dangerously high AQI levels, the CAQM has decided to enforce Stage III of the Graded Action Response Plan (GRAP) starting from 8 am tomorrow.

What is GRAP III?

GRAP III, or Stage III of the Graded Action Response Plan, is activated when the AQI reaches the ‘Severe’ category, typically ranging from 401 to 450. The action plan includes stringent measures to mitigate pollution and safeguard public health. Here are the key restrictions under GRAP III:

Construction and Demolition Activities: A strict ban on non-essential construction and demolition work, with exceptions for projects crucial to national security, healthcare, and public infrastructure.

Vehicle Restrictions: A ban on BS-III petrol and BS-IV diesel four-wheelers in Delhi and neighboring NCR areas, including Gurugram, Faridabad, Ghaziabad, and Noida.

Diesel Generator Restrictions: Diesel generators may only be used for emergency purposes.

Industrial Operations: Industries using non-approved fuels are banned from operating.

Road Dust Control: Intensified mechanized road sweeping and water sprinkling will be carried out to reduce dust emissions.

Public Transport: Increased public transport services, with promotional efforts to encourage off-peak travel through differential pricing.

Stage I and Stage II Measures for Pollutants

GRAP operates in four stages, addressing different levels of air pollution:

Stage I (AQI 201-300 – ‘Poor’): Measures include periodic road sweeping and dust mitigation at construction sites, along with stricter vehicle checks and better traffic management. Emissions from power plants and brick kilns are also monitored. Use of firecrackers and open burning of waste is prohibited.

Stage II (AQI 301-400 – ‘Very Poor’): In addition to Stage I actions, power generation through diesel generators is discouraged, and parking fees for private vehicles are increased to reduce private transport usage. Public transport services such as CNG/electric buses and metro services are enhanced.

Stage IV Measures for Extreme Pollution

In the event of an AQI exceeding 450 (Stage IV – ‘Severe Plus’), the following measures will be implemented:

Truck Entry Ban: Truck traffic into Delhi will be halted.

Construction and Demolition Suspension: Work on linear public projects, such as highways and power transmission, will be stopped.

School Closures: Physical classes may be discontinued for students in Classes VI-IX and XI.

Work from Home Policies: Public, municipal, and private offices may be asked to operate with only 50% staff in-office, while the rest work from home.

Health Warnings: Vulnerable groups such as children, the elderly, and those with pre-existing health conditions are advised to stay indoors.

These measures are aimed at controlling the dangerous levels of pollution and protecting the health of residents, particularly vulnerable groups such as children and the elderly. With Delhi’s pollution levels reaching alarming heights, the implementation of GRAP III is crucial in tackling the ongoing air quality crisis.

</excerpt>

Vice-President Jagdeep Dhankhar’s visit to Ludhiana faced an unexpected obstacle as thick smog and poor visibility prevented his aircraft from landing at Halwara airport on Tuesday. Dhankhar, who was scheduled to attend two high-profile events in the city, including an international conference on climate change, had to abandon his plans due to severe air quality issues.

Smog Shrouds Ludhiana as Pollution Rises

Ludhiana residents faced a day enveloped in thick smog that reduced visibility to near-zero in parts of the city. Many residents reported breathing difficulties and irritation in their eyes, likening the situation to a “gas chamber.” Deputy Commissioner Jitendra Jorwal cited foggy conditions as the reason for the Vice-President’s flight being diverted. According to the Punjab Agricultural University (PAU), a combination of “smog and hazy sunshine” created hazardous conditions, exacerbated by low wind speeds that kept pollutants suspended in the air.

Political Clash Over Air Quality

The Vice-President’s missed appearance led to a political confrontation. Union Minister and BJP leader Ravneet Singh Bittu called the situation a “big shame” and “ironic,” given that Dhankhar’s attendance was planned for an event focused on climate change. Bittu criticized the state of Punjab’s air quality, while the ruling Aam Aadmi Party (AAP) defended its actions, with spokesperson Malvinder Kang accusing Bittu of inconsistency and making “controversial statements.”

Stubble Burning a Major Contributor to Pollution

Punjab has reported over 7,000 incidents of stubble burning since mid-September, although this is a significant reduction from the previous year. Experts at PAU attributed the smog primarily to stubble burning and firecracker emissions from Diwali. They emphasized that stagnant air conditions due to minimal wind exacerbated the pollution, preventing dispersal.

Efforts to Address Pollution Fall Short

Bittu expressed concern about the government’s response, calling for unified action with the Centre to tackle Punjab’s pollution. In response, AAP’s Kang noted that the state government has requested financial support from the Centre to address stubble burning, which remains a critical contributor to air quality issues.

</excerpt>

On Sunday, a thin layer of smog enveloped sections of the national capital, with the Air Quality Index (AQI) categorized as ‘hazardous.’ Numerous areas recorded AQI levels surpassing 350, prompting serious health concerns for local residents.
To gain insights into the situation, we turn to experts Dr Vikas Mittal, Pulmonologist at C K Birla Hospital, and Dr. Puneet Khanna, HOD and Consultant Pulmonology, Manipal Hospitals

Q: What are the primary health risks associated with prolonged exposure to very poor air quality, particularly for sensitive groups such as older adults, children, and pregnant women?
Dr. Khanna: Air quality deteriorates drastically around Diwali to hazardous levels as a thick layer of smog mixed with dangerous chemicals usually engulfs the city. Breathlessness, coughing fit, chest tightness, asthma, pulmonary disease, rhinitis, and pneumonia are some of the common ill effects of high levels of PM2.5 around Diwali, particularly in vulnerable age groups like older adults, children, and pregnant women. In addition, every 100ug/m3 increase in levels leads to a 30% increase in eye irritation, and chest and heart symptoms. The concentrations of the ultra-fine PM2.5 reaches as high as 1000 ug/m3, nearly 17 times the safe limit of 60 ug/m3. The levels are usually highest in the early morning and late evenings.

Q: What specific preventive measures should older adults take to minimize the health impact of poor air quality?
Dr. Khanna: Older adults should adopt several protective measures to mitigate the effects of poor air quality. Staying indoors during peak pollution hours, typically early mornings and late evenings, can limit exposure to high pollutant concentrations. Investing in a high-quality N95 mask can provide an added layer of protection when outdoor activities are unavoidable. An air purifier for living spaces can significantly reduce indoor pollutant levels. Staying hydrated is essential, as water helps clear mucus from the respiratory tract, aiding the body’s natural defenses. Regular check-ups with pulmonologist to assess lung function are also recommended, especially during pollution-heavy seasons.

Q: Are there particular recommendations for vulnerable groups like senior citizens, young children and also for pregnant women to protect themselves and their unborn child from the harmful effects of pollution?
Dr. Khanna: As there is a tremendous surge in hospitalizations (up by 25-30%) related to chest and heart conditions, these patients should avoid moving outdoors during early morning and late evening. If they are suffering from respiratory ailments, then they should take their anti-asthma and heart medications regularly and should wear a good quality face mask when they move out during daytime.

Q4: Can indoor air purifiers help mitigate the effects of poor outdoor air quality? If so, what type of purifiers would you recommend?
Dr. Khanna: Though no specific air purifiers have shown superiority over others, its usage is recommended in elderly and those who stay in house for longer duration. Purifiers with HEPA filters are shown to be better controlling indoor pollution

Q: What type of face masks (e.g., N95, KN95) are most effective for protecting against air pollution, and are they recommended for children and older adults?
Dr Mittal: N95 masks are effective for protection against air pollution. For AQI levels above 300, it is advisable for children and older adults to stay indoors, though N95 masks can be used by those who must go outside.

Q: Are there any dietary recommendations to boost immunity against the harmful effects of pollution?
Dr Mittal: A nutritious diet rich in quality proteins, vitamins, vegetables, fruits, nuts, and, if necessary, over-the-counter supplements can help boost immunity.

Q: What lifestyle adjustments, such as exercise routines or sleep patterns, might help mitigate the impact of air pollution?
Dr. Khanna: To help combat the effects of air pollution, integrating low-impact aerobic exercises—such as walking or cycling indoors on days with poor air quality—can help maintain lung health without overexposing the lungs to pollutants. It’s also important to avoid outdoor exercises during peak pollution times, typically early mornings or late evenings in urban areas. As for sleep, maintaining a consistent schedule of 6-8 hours can better the immune system and improve lung function recovery. Additionally, using an air purifier in the bedroom may improve indoor air quality and promote restful sleep, further helping the body recover from daily pollutant exposure.

Q: What early symptoms should people watch out for that may indicate a health problem due to air pollution?
Dr. Khanna: Early warning signs of pollution-related respiratory issues include a persistent cough, difficulty breathing, unexpected fatigue, disrupted sleep, and general lethargy. These symptoms may initially seem mild, but they can signal an increased load on the respiratory system. It’s essential to consult a pulmonologist if these symptoms persist or worsen, as early detection can help prevent long-term damage. Routine lung health assessments, including lung function tests, are also recommended to monitor any subtle changes in respiratory efficiency.

Q: Should sensitive individuals, especially those with pre-existing respiratory or heart conditions, consider more frequent check-ups during high pollution seasons?
Dr. Mittal: Yes, individuals with existing respiratory or heart conditions should consult their doctors more frequently during high-pollution seasons. They should continue regular vaccinations and medications without interruption, avoid self-medicating, and seek medical advice promptly if symptoms arise.

</excerpt>

As Diwali approaches, air pollution levels in Delhi and its surrounding areas are expected to rise significantly, with stubble burning and firecrackers being primary contributors to the deteriorating air quality. Forecasts indicate that the air quality index (AQI) could reach the ‘severe’ category by October 30, the eve of the festival, due to a combination of emissions from firecrackers, ongoing stubble burning, and unfavorable wind conditions.

Delhi’s air quality has slipped back to the ‘very poor’

Following a brief improvement, Delhi’s air quality has slipped back to the ‘very poor’ category, as calm winds that had temporarily cleared the air began to weaken. Experts predict that the AQI will remain in the ‘very poor’ range until October 29, with worsening conditions anticipated from the use of firecrackers and agricultural burning, which may push pollution levels into the ‘severe’ category by the holiday.

Current meteorological conditions are not conducive to dispersing pollutants, leading to stagnant air that traps harmful particles over the city. On Sunday, the wind speed was reported at 0 km/h, compounding the issue. Predominant surface winds from the southeast are expected to reach speeds of 8 km/h on October 27, gradually increasing to between 6 and 12 km/h by October 30. However, these winds, combined with misty mornings and clear skies, will provide limited relief from pollution levels.

The slow pace and direction of the winds, along with morning mist, hinder effective dispersal of overnight accumulated pollutants. Additionally, maximum mixing depths are forecasted to range from 1500 to 1550 meters over the coming days, limiting the vertical dispersal of pollutants. Concerns are further exacerbated by a predicted drop in the ventilation index—a measure of the atmosphere’s ability to disperse pollutants—which could fall as low as 2800 m²/s by October 30, below the necessary threshold for effective dispersion.

In light of these conditions, officials have urged residents to take precautionary measures, such as limiting outdoor activities and using air purifiers indoors, to mitigate health risks associated with prolonged exposure to poor air quality.

</excerpt>

As Diwali illuminates the skies across India, the festive spirit is overshadowed by rising environmental concerns. A recent report from Airvoice, an air quality control startup, has revealed an alarming 875% increase in pollution levels due to firecracker use in various regions during the festival.

Skyrocketing Pollution Levels

The study, which analyzed data from 180 air quality monitoring stations across 14 Indian states from 2017 to 2023, highlights a dramatic spike in air pollution, particularly in northern states. On Diwali night, levels of PM2.5, a harmful particulate matter, soared past National Ambient Air Quality Standards (NAAQS) limits by an astounding 875%, with the capital region suffering the most.

Interestingly, the report also indicates that air quality typically normalizes within 24 hours after the festivities, challenging the belief that Diwali pollution has long-lasting effects. Despite firecracker bans in cities like Delhi since 2017, PM2.5 levels on Diwali night in 2023 were still 100% higher than in years when firecrackers were allowed, calling into question the effectiveness of these bans.

Stubble Burning: A Persistent Pollution Source

While firecrackers contribute significantly to pollution, another major culprit is stubble burning, particularly prevalent in northern states like Punjab, Haryana, and Uttar Pradesh. Farmers burn paddy crop residues to clear fields for the upcoming wheat sowing season, resulting in thick smog that worsens air quality. The practice releases toxic pollutants, including carbon monoxide, methane, and carcinogenic compounds, into the atmosphere.

Stubble burning occurs during a short window between harvesting rice and sowing wheat, typically from late September to November. This method, while cost-effective for farmers, severely impacts air quality and soil fertility. Experts highlight that the combined effects of firecracker usage and stubble burning contribute to deteriorating air quality during and after the Diwali celebrations.

The Need for Sustainable Solutions

Col Ashwini K Channan, CEO of Airvoice India, emphasizes the importance of improving air quality monitoring and enforcement of regulations surrounding both firecrackers and stubble burning. He advocates for stricter measures to curb pollution while respecting cultural traditions. Additionally, the study suggests exploring eco-friendly celebration alternatives and enhanced public awareness to address the growing pollution crisis effectively.

As India grapples with these environmental challenges, it is crucial to strike a balance between celebrating cultural festivals and safeguarding air quality for future generations.

During his visit to the riverbank, he issued a challenge to AAP leaders, including Chief Minister Atishi and national convener Arvind Kejriwal, inviting them to inspect the river’s condition.

Invitation to AAP Leaders

Speaking to ANI, Sachdeva remarked, “We have set up a red carpet for ‘shahi’ (royal) people.” He explained that two chairs were arranged at the riverbank, a nod to a tradition that Atishi herself had started. “People who used to live in ‘Sheesh Mahal’ are accustomed to the red carpet because they are ‘Shahi’ people. We have prepared two chairs for Atishi, and if Arvind Kejriwal comes, we will be happy to welcome him as well. Although he is on bail, he was the chief minister of Delhi. We will wait a bit longer for their arrival,” he added.

Sachdeva also demanded accountability from AAP regarding the ₹8,500 crores allocated by the Central government for cleaning the Yamuna River.

AAP’s Response

In response to Sachdeva’s comments, Delhi Minister and AAP leader Saurabh Bharadwaj emphasized that the BJP should address pollution issues originating from its own state governments. He stated, “As far as industrial waste in Yamuna river is concerned, there are no industries in Delhi. Industrial waste is coming from the drains of Panipat and Sonipat. This has been verified and stated by the NGT multiple times. If Virendra Sachdeva is genuinely concerned, he should discuss this issue with the Haryana government to stop the industrial waste from Sonipat and Panipat.”

Concerns Raised by the Delhi Lieutenant Governor

On October 22, Delhi Lieutenant Governor VK Saxena shared images on social media showing toxic froth in the Yamuna and urged authorities to prioritize relief for the city’s residents over making excuses. He posted, “These pictures of Yamuna ji are from this morning. Who is responsible? The truth cannot be suppressed. Instead of making accusations and excuses on media/social media, it would be better to provide relief to the people of Delhi, especially Chhath worshippers and those fasting during this worsening situation. I expect concrete steps for redressal.”

Air Quality Measures

In light of deteriorating air quality, the Delhi Environment Minister announced the enforcement of GRAP-II (Graded Response Action Plan) rules across North India, as the air quality index (AQI) has risen above 300.

</excerpt>

The Commission for Air Quality Management (CAQM) has implemented GRAP-II in Delhi NCR in response to the deteriorating air quality, as the national capital’s daily average AQI reached 310 on Monday. This stage, activated when air quality is categorized as “Very Poor,” introduces several measures to combat pollution, effective from 8:00 AM on Tuesday.

Recommendations for Residents

As air pollution intensifies in Delhi, residents are advised to adopt the following practices to help improve air quality:

Use Public Transport: Minimize personal vehicle use and opt for public transport. Choose less congested routes, even if they are longer.

Maintain Vehicle Air Filters: Regularly replace air filters in your vehicles to ensure better air quality.

Avoid Construction Activities: Refrain from dust-generating construction work between October and January.

Stop Open Burning: Do not burn solid waste or biomass outdoors.

Instructions for Authorities

Authorities in Delhi have been mandated to implement several measures to manage rising pollution levels:

Daily Road Maintenance: Conduct daily mechanical or vacuum sweeping and water sprinkling on designated roads.

Dust Control: Apply water sprinkling with dust suppressants every alternate day on roads, especially in high-traffic and hotspot areas, ensuring proper disposal of collected dust.

Construction Inspections: Increase inspections at construction and demolition sites to enforce strict dust control measures.

Hotspot Pollution Reduction: Implement targeted actions to address pollution in identified hotspots, focusing on major sectors contributing to poor air quality.

Power Supply Management: Ensure an uninterrupted power supply to avoid reliance on backup generators.

Diesel Generator Regulation: Enforce strict schedules for diesel generator operations across all sectors, including industrial, commercial, and residential.

Traffic Management: Synchronize traffic movements and allocate sufficient personnel at congestion points to facilitate smooth traffic flow.

Public Awareness Campaigns: Utilize newspapers, TV, and radio to inform the public about air quality levels and provide tips for reducing pollution.

Increased Parking Fees: Raise parking fees to discourage the use of private vehicles.

Enhance Public Transport: Introduce additional CNG/electric buses and increase the frequency of metro services.

Support for Residents: Instruct Resident Welfare Associations to provide electric heaters to discourage burning biomass or waste during winter months.

The footage shows a television reporter bathing himself in a thick layer of white froth during a boat ride on the Yamuna River. The video, shared on X by Indian Tech & Infra, reveals the hazardous condition of the river, with the boat navigating through toxic foam, sparking concerns about public health risks during the celebrations.

Environmental experts have raised alarms over the dangers of this toxic froth. Bhim Singh Rawat, Associate Coordinator of the South Asia Network on Dams, Rivers & People (SANDRP), pointed out the unusual lack of floods during the 2024 monsoon, a factor contributing to the worsening pollution. Rawat noted that the pollution in the Yamuna is particularly visible during festival times, as the river failed to experience its usual low to medium flood spells.

Air Quality Deteriorates as Winter Approaches

In addition to the Yamuna’s pollution, Delhi’s air quality continues to decline, with the Air Quality Index (AQI) dropping to 226 on Saturday morning, a level classified as ‘Poor’ by the Central Pollution Control Board (CPCB). Some of the most affected areas include Akshardham and Anand Vihar, with AQI levels reaching a dangerous ‘Very Poor’ category of 334. The AIIMS area and India Gate are also facing significant pollution with AQI levels above 250, further heightening concerns.

Delhi Environment Minister Gopal Rai acknowledged the severity of the situation, warning that air quality is expected to worsen with the arrival of winter. Local authorities have been instructed to identify the sources behind the alarming pollution levels, especially in heavily impacted areas like Wazirpur. The CPCB has cautioned that ‘Poor’ AQI can lead to breathing discomfort, while ‘Very Poor’ levels may cause respiratory illnesses, particularly during extended exposure.

</excerpt>

The Commission for Air Quality Management (CAQM), a statutory body, issued orders on Friday to impose a ban on the operation of BS-III petrol and BS-IV diesel four-wheelers in Delhi-NCR due to the deteriorating air quality in the region.
Any LMVs (4-wheelers) running on roads with BS-III petrol or BS-IV diesel will face prosecution under Section 194(1) of the Motor Vehicle Act, 1988, resulting in a fine of Rs 20,000.

Under Stage III of the Graded Response Action Plan (GRAP), CAQM has lifted a ban on non-essential construction work, stone crushing, and mining in Delhi-NCR. However, construction work pertaining to national security or defence, projects of national importance, healthcare, railways, metro rail, airports, interstate bus terminals, highways, roads, flyovers, overbridges, power transmission, pipelines, sanitation, and water supply is exempt from the ban. Additionally, restrictions have been imposed on the operation of BS-III petrol and BS-IV diesel four-wheelers in Delhi, Gurugram, Faridabad, Ghaziabad, and Gautam Budh Nagar.

Delhi’s overall Air Quality Index (AQI) has been steadily rising since this morning, reaching 397 at 12 pm and 405 at 3:05 pm.
The CAQM Sub-Committee for Operationalization of actions under the Graded Response Action Plan (GRAP) decided to re-invoke an 8-point action plan as per Stage III of GRAP in the entire NCR with immediate effect to prevent further deterioration of air quality in the region.

The Ministry stated, “This is in addition to the restrictive actions under Stage-I and Stage-II of GRAP already in force in NCR. Various agencies responsible for implementing measures under GRAP and Pollution Control Boards (PCBs) of NCR and DPCC [Delhi Pollution Control Committee] have also been advised to ensure strict implementation of actions under Stage-III of GRAP in addition to actions under Stage-I and Stage-II of GRAP during this period.”

GRAP is the Centre’s air pollution control plan implemented in the region during the winter season. GRAP categorises actions into four stages: Stage I: ‘Poor’ (AQI 201-300); Stage II: ‘Very Poor’ (AQI 301–400); Stage III: ‘Severe’ (AQI 401–450); and Stage IV: ‘Severe Plus’ (AQI >450).

The Air Quality Index (AQI) in Kathmandu has reached the “very unhealthy” category as the mercury drops, setting a record for the lowest temperature of the year. The minimum temperature in the valley dropped to 4.8 degrees Celsius, the lowest recorded temperature in the current year.

As per the pollution station set up by the US Embassy in Phora Durbar, the AQI stood at 226 at 11 am local time. Subsequently, it had slightly improved to 168 at 2:45 pm (NST), but the air quality remained unhealthy to breathe.

Meteorologist Sanjeev Adhikari from the Weather Forecasting Division noted that the minimum temperature in Kathmandu Valley plummeted to 4.8 degrees Celsius, marking the lowest recorded temperature this year. He emphasized that this minimum temperature is the most chilling experienced in Kathmandu Valley in the current year.

The fluctuation in temperatures underscores the intensity of the ongoing cold spell in the region. The maximum temperature in Kathmandu Valley for the day is expected to range between 17 and 19 degrees Celsius. The persistent cold conditions contribute to the deterioration of air quality in the area.

</excerpt>

Gopal Rai, Delhi’s Environment Minister, has issued a letter to the Uttar Pradesh Transport Minister requesting action on the transportation of non-destined cars into Delhi from the UP border to reduce pollution in the city.

“In this regard, it is requested that directions be issued to the concerned to ensure that all the non-destined vehicles should be diverted through Eastern and Western Peripheral Motorway night at their entry points before the Delhi Border. Accordingly, additional enforcement teams may be deployed at all entry points in peripheral ways to ensure the implementation of the aforesaid directions.” Read the letter addressed to UP Transport Minister Dayashankar Singh.

Following Friday’s rain, Delhi’s air quality improved somewhat on Saturday. The Central Pollution Control Board (CPCB) has upgraded the air quality from ‘Very Poor’ to ‘Poor’.
Anand Vihar had an AQI of 295 at 7 a.m. on Saturday, RK Puram had a reading of 230, Punjabi Bagh had a reading of 244, and ITO had a reading of 263. Meanwhile, Gopal Rai declared that the state government will postpone the intended implementation of the city’s odd-even car-rationing programme. The level of pollution has decreased. The AQI has dropped from 450 to roughly 300. The implementation of odd-even from November 13 to 20 has been postponed.

The statement comes after the Supreme Court asked the Delhi government earlier in the day to make a final judgement on the implementation of the Odd-Even Scheme. The court, however, declined to make a ruling, instead leaving the subject to the state administration.
The national capital is now implementing Stage IV of the Graded Response Action Plan (GRAP) after the city’s air quality dropped to the ‘severe plus’ level.

</excerpt>

Delhi Environment Minister Gopal Rai led a meeting involving relevant departments to ensure compliance with the Supreme Court’s instructions regarding pollution. Transport Minister Kailash Gahlot and Revenue Minister Atishi were also present during the meeting.

Rai emphasized that the AAP government would adhere to the Supreme Court’s pollution control guidelines. The Supreme Court has issued directives related to curbing pollution in Delhi, including putting an end to stubble burning in states where it occurs.

Despite deteriorating air quality and the ongoing pollution concerns affecting people’s health, reports of stubble-burning incidents in the Mamdot area of Ferozepur, Punjab, continued.

The national capital remained shrouded in a thick toxic haze, with air quality categorized as “severe,” as reported by the Central Pollution Control Board (CPCB) on Wednesday.

The Supreme Court expressed grave concerns about the hazardous air quality in Delhi and directed that farmers cease stubble burning immediately in Punjab, Haryana, and western Uttar Pradesh, considering it a major contributor to air pollution. The court also noted that the smog towers installed as per a prior order were not functioning and instructed the government to ensure their repair.

The top court further asked the chief secretaries of the respective states to hold a meeting, either physically or via Zoom, to address the pollution issue. It was observed that schemes like odd-even for vehicles, which have been used in the past to tackle pollution, were seen as mere optics.

Air pollution during winter months can be attributed to various factors, including dust and vehicular pollution, dry-cold weather, stubble burning, crop residue burning, and increased commuting.

The air quality in the national capital and surrounding areas on Sunday worsened drastically, leading to a ban of construction and demolition activities. Authorities in Delhi have issued fresh restrictions on construction work and demolition activities.
Delhi’s 24-hour average air quality index (AQI) stood at 407 at 4 pm on Sunday, however, at one point it reached 447. Following this, CAQM directed the authorities to impose a ban on all construction and demolition activities in Delhi-NCR, except in essential projects.
The ban will be effective under Stage III of the Graded Response Action Plan (GRAP).
In fact, the air quality has been very poor during the weekend. On Saturday and Sunday, the national capital woke up to smog with very poor AQI. Noida on Saturday also recorded ‘very poor’ AQI on Sunday at 379.
The announcement came after the air quality in Delhi and the national capital region worsened again, breaching the ‘severe’ category. The CAQM, which on Sunday chaired a meeting to review the air quality in Delhi-NCR, put out a release saying, “As the AQI in Delhi has slipped into ‘severe’ category, the sub-committee had decided that all actions, as envisaged under Stage III of the GRAP, be implemented in right earnest by all the agencies concerned, with immediate effect in the NCR, in addition to all action under Stage I and Stage II of the GRAP.”
The panel further observed that the air quality saw a further deterioration over the last 24 hours, with Delhi’s overall Air Quality Index (AQI) at 407 on 4 December, according to Central Pollution Control Board (CPCB).
In its order CAQM said, “All private construction activities are banned under this action plan. Apart from construction, demolition activities are also banned except for projects related to rail services or rail operations, metro projects, airport projects, ISBT projects, projects related to national security or defence, projects of national importance, and healthcare facilities. Sanitation projects, highways, roads, flyovers, over bridges, power transmission, and pipeline laying are also allowed during this period.”
“Brick kilns and hot mix plants not operating on clean fuels are also prohibited from carrying out any activities in a bid to reduce pollution levels. Additionally, all mining and activities associated with it are also not

allowed. However, industrial operations involving milk and dairy units and those involved in the manufacturing of life-saving medical equipment, drugs, etc are exempted from such restrictions,” as per the statement.
It further said, “Road constructions or repair works including paving of sidewalks and pathways and central verges etc. are not permitted during this time. But construction projects which involve plumbing works, interior decoration, electrical works, and carpentry-related projects are permitted to continue, as per the notification.”

Due to a favourable wind speed overnight, Delhi’s air quality slightly improved on Wednesday morning, but it was still recorded in a very poor category.

At 8 am, the overall air quality index was 323. However, the daytime’s gentler breezes could promote the accumulation of pollutants.

A Met official reported that on Tuesday night, winds with gusts of high to 30 kmph barreled through some areas of Delhi. It made the situation better.

The minimum temperature in Delhi was 16.9 degrees Celsius, which is three degrees higher than average. The highest temperature will probably be in the range of 30 degrees Celsius.

A western disturbance influencing the hilly terrain in the north is expected to cause partly overcast sky and very light rain during the day.

Better visibility levels of 1,400 metres at the Palam airport and 1,500 metres at the Safdarjung airport made the improvement in air quality noticeable.

On Tuesday, a smoky haze reduced visibility to 800 metres in these areas.

The air quality is expected to significantly improve starting on November 11 due to favourable wind speed — 15 to 20 kmph.

The capital’s 24-hour average air quality index stood at 372 on Tuesday. It was 354 on Monday, 339 on Sunday and 381 on Saturday.

An AQI between zero and 50 is considered good, 51 and 100 satisfactory, 101 and 200 moderate, 201 and 300 poor, 301 and 400 very poor, and 401 and 500 severe.

Farm fires in Punjab dropped from 2,487 on Monday to 605 on Tuesday. Their share in Delhi’s PM2.5 pollution dipped from 14 per cent on Monday to nine per cent on Tuesday, according to data from the Indian Agricultural Research Institute and SAFAR, a forecasting agency under the Union Ministry of Earth Sciences.

In response to “improvement” in the city’s air quality over the past few days, the Delhi government decided on Monday to reopen primary classes beginning on November 9 and to withdraw for 50% of its workers to work from home.

However, stage 3 of the Graded Response Action Plan would continue to prohibit the use of BS-III gasoline and BS-IV diesel four-wheelers in Delhi (GRAP).

A fine of Rs 20,000 could be assessed for breaking the restriction. Vehicles used for emergency services, official business, and election-related activities are exempt.

In an effort to improve public transportation and cut down on vehicle emissions, the Delhi government will operate 500 more buses in the city as part of the “Paryavaran Bus Sewa” initiative.

According to a study conducted by The Energy and Resources Institute in 2018, vehicular emissions account for around 40 per cent of the PM 2.5 pollution in the capital.

According to an analysis conducted by the Delhi Pollution Control Committee last year, people in the national capital breathe the worst air between November 1 and November 15 when stubble burning peaks and winters set in.

According to the Air Quality Life Index (AQLI), which was published in June by the Energy Policy Institute at the University of Chicago (EPIC), Delhi residents could lose 10 years of life expectancy as a result of the city’s poor air quality.

Gopal Rai, Delhi’s Environment Minister, on Tuesday, flagged off 150 mobile smog guns from Delhi Secretariat, in view of the pollution in the national capital.

“The day after Diwali has recorded the lowest pollution in the last five years. “There has been a reduction of 30 percent in pollution compared to last year itself,” he said while sharing the figures from the last five years. The environment minister congratulated the citizens for their efforts towards keeping pollution under control.
“The festival of Diwali was celebrated with great pomp yesterday, but I want to congratulate the people of Delhi that, due to your efforts, the level of pollution has not increased today compared to every year. Today is the lowest level of pollution in the last five years. Last year it was 462, but today it has come down to 323. That is, there is a shortfall of about thirty percent, “he said.

Gopal Rai continued by saying that while some people have burst firecrackers, it is anticipated that over time, their level of awareness will rise as well. Since Delhi’s AQI is currently at 323 and rising due to the growing amount of frost. Therefore, attempts are still being made.

“Today we are starting 150 mobile smog guns. Last year we started 10 such smog guns. Out of these 150 mobile smog guns, two smog guns will be installed in every assembly of Delhi, i.e., a total of 70 assemblies, and the rest will be installed at pollution hot spots. “A mobile smog gun will hold seven thousand liters of water and will cover an area of ten km on one side,” he added.

On the incidents of stubble burning in Punjab and the questions being raised by the opposition BJP, Gopal Rai said, “The Punjab government has made efforts despite the centre not cooperating and its effect is also visible. Last year, on the day of Diwali, there were 3032 incidents of stubble burning in Punjab. Stubble was burnt at 228 places in Haryana and 123 in UP”.

Gopal Rai continued by saying that this year, just 1019 instances of burning stubble on Diwali were reported in Punjab, but the number climbed in Haryana and UP. This year, there were 250 burn sites for stubble in Haryana and 215 in UP.
He responded, “We are grateful that the wind is blowing, but it is absolutely not linked to the wind,” in response to inquiries about whether specialists have linked the direction of the wind to the drop in pollution levels in Delhi.

The two most polluted cities in West Bengal, Kolkata and Howrah, experienced the cleanest post-Diwali air quality in years. Due to the rain and strong winds brought on by cyclone Sitrang on Monday night, the Air Quality Index (AQI) of the two cities fell to 37 and 36 respectively on Tuesday morning. The Central Pollution Control Board said that Kolkata’s AQI was 37 in the good category at 7am on Tuesday. Mumbai’s AQI was 193, Delhi’s was 326, and Chennai’s was 230. (poor).

The AQI for Kolkata a day after Diwali was 207 last year, falling into the poor category. 187 (moderate) was the number in 2020, 219 in 2019, and 326 in 2018.

On Tuesday morning, the industrial city of Howrah’s AQI decreased to 36. A day after Diwali in 2021, Howrah’s AQI was 265; in 2020, it was 217.

Bibhuti Biswas, 72, a Kolkata resident, said such an air quality after the Kali Puja night is unthinkable. “Usually on Kali Puja night, we have to keep windows closed to avoid smoke and pollution. You get a burning sensation in your eyes and throat. But it was windy and there was some rain flushing out the pollution. We could keep the windows open thanks to the cyclone.”

On Monday night, Cyclone Sitrang made landfall in Bangladesh close to Barisal, causing high winds and light rain in Kolkata (2.4 mm).

As pollution levels continued to rise, Delhi’s air quality was rated as moderate on Thursday. This is partly because of dry, northwesterly winds that are moving into the area and are predicted to raise the temperature to 36 degrees Celsius by the weekend.

According to the Central Pollution Control Board, the Air Quality Index (AQI) was 149 at 7am on Thursday compared to 140 at 4pm a day earlier.

On September 19, when the AQI reached 182 (moderate), Delhi experienced haze for the first time this month. From September 22 to 25, a four-day rainstorm controlled the haze. On September 25, when the AQI dropped to 52, Delhi saw its cleanest air day of the year (satisfactory). On Monday, the AQI was 100, and the smog once more enveloped the city (satisfactory). On Tuesday and Wednesday, the moderate category of the AQI was at 108 and 140, respectively.

Union earth sciences ministry’s Air Quality Early Warning System said the AQI will remain in the moderate category until Saturday despite a gradual rise in air pollution levels.

“The air quality is likely to deteriorate but remain in the ‘moderate’ category on September 29 and 30 [Friday and Saturday]. The air quality is likely to deteriorate further and reach the upper end of the ‘moderate’ category on October 1 [Sunday],” said EWS in its forecast.

Thursday is forecast to have a maximum temperature of 35 degrees Celsius and a low temperature of 24 degrees Celsius. On Wednesday, temperatures ranged from a low of 23.6 degrees to a high of 34.2 degrees Celsius.

Due to an increase in moisture, rain is anticipated by October 4.

“We will see a gradual rise in temperatures over the next few days as northwesterly winds are raising the mercury,” said India Meteorological Department scientist R K Jenamani. He added Delhi may have overcast weather during this period. “…but the next spell of rain is only expected around October 4 or 5 when moisture content increases once again.”
