Supreme Court Eases GRAP-4 Measures, Allows GRAP-2 Implementation to Combat Pollution in NCR

The Supreme Court on Thursday relaxed the GRAP-4 (Graded Response Action Plan) measures for Delhi and the National Capital Region (NCR), allowing the Commission for Air Quality Management (CAQM) to implement GRAP-2 measures to manage pollution levels in the region. Following this decision, the Centre’s air quality panel for Delhi-NCR revoked the anti-pollution measures under stages 3 and 4 of GRAP.

The Hon’ble Supreme Court in its hearing on date, based on the air quality data placed before the Hon’ble Supreme Court, inter-alia observed and permitted CAQM to revoke Stage-IV but not to go below Stage-II of GRAP for the present.

The bench, however, instructed that stage 3 curbs would be reinstated if the Air Quality Index (AQI) crossed the 350 mark, and stage 4 curbs would be applied if the AQI exceeded 400. The court expressed dissatisfaction over the delayed compensation for construction workers adversely affected by the ban on construction activities due to high pollution levels.

The Delhi Chief Secretary faced the threat of contempt proceedings after the government disbursed only Rs 2,000 to each of the 90,000 registered workers, significantly less than the promised Rs 8,000. The Chief Secretary assured the court that the remaining Rs 6,000 would be paid by the following day.

A bench of Justices Abhay S Oka and Augustine George Masih questioned the delay in full compensation, emphasizing the need for timely payments. “Why? When will you pay the balance amount? They are verified, that is why they were paid Rs 2000? You want workers to starve? We are straightaway issuing contempt notice to you, this is not done. This is a welfare State,” Justice Oka stated, according to the Bar and Bench.

Previously, the Supreme Court had declined to ease the emergency measures under GRAP-4, which included a ban on truck entry and construction work, until there was a “downward trend” in the AQI. The court noted that none of the NCR states—Delhi, Rajasthan, Haryana, and Uttar Pradesh—had complied with its earlier directives regarding compensation for construction workers. The bench also expressed dissatisfaction with the enforcement of GRAP-4 measures, highlighting the ineffective implementation of the ban on truck entry and construction activities.

Delhi experienced its second cleanest post-Diwali air since 2015, with the Air Quality Index (AQI) remaining in the “very poor” range instead of escalating to “severe” levels. Strong wind ventilation at speeds up to 16 kilometers per hour played a key role in dispersing pollutants, offering a much-needed respite.

In spite of increased firecracker use, stubble burning, and emissions from local sources pushing AQI to “very poor” late Thursday, the city’s air showed significant improvement due to a natural ventilation effect. The 24-hour AQI gradually increased overnight, from 328 in the early evening to 362 by Friday morning at 9 a.m. However, strong, sustained winds dispersed smoke, reducing AQI to 339 by 4 p.m. and further down to 323 by 7 p.m.

Meteorologist Mahesh Palawat from Skymet explained that the city’s air quality was influenced by the interplay between temperature and pollution. “Higher temperature keeps mixing height high and allows pollutants to move and disperse freely. Low temperature slows down wind speed and also traps pollutants closer to the surface through a phenomena called inversion.” On Thursday, mixing heights reached 2,100 meters, which is notably higher than typical winter levels of 200-300 meters, helping pollutants to spread more effectively.

On Diwali day, while some areas in south Delhi reduced firecracker use, other areas saw an uptick in fireworks, coupled with an increase in stubble burning. TOI reported that stubble burning accounted for 27.61% of Delhi’s PM2.5 levels on Diwali, compared to 8.4% on Wednesday and 1.8% on Tuesday, illustrating how this practice contributed significantly to pollution levels.

Anumita Roychowdhury, executive director of Research and Advocacy at the Centre for Science and Environment (CSE), highlighted the unique conditions that helped mitigate the pollution impact this year. “Even though the air quality on Diwali was in the very poor category — hitting severe levels during midnight — these conditions dissipated quickly the next day to reach moderate levels by the afternoon. This is mainly because of relatively warm conditions with reasonable wind speed and natural ventilation. The deep calm winter inversion conditions are yet to set in.” She noted, however, that October saw more poor air days than in previous years, despite farm fires contributing only around 1-3% to pollution, underscoring the impact of local pollution sources.

The morning following Diwali was hazy, but as the wind picked up, conditions improved. According to weather reports, wind speeds ranged between 12-16 km/h on Diwali, decreasing around midnight but rising again Friday morning, which facilitated the clearance of pollutants. The national capital’s minimum temperature on Sunday fell to 9.1°C, according to the India Meteorological Department (IMD), even as locals awoke to a customarily chilly and foggy morning. He emphasized that this minimum temperature is the most chilling experienced in Kathmandu Valley in the current year.

Even though the temperature continued to drop on Thursday, fog covered the nation’s capital.

Amid the sharp chill, locals were spotted huddling around fires and sipping hot cups of tea at a roadside stall at New Delhi Railway Station.
Speaking on Thursday, Mahesh Kumar, an autorickshaw driver from Bihar, said the prevailing cold weather was affecting their daily chores.
“Passengers are few and far between these days because of the cold. The chill makes us stay put inside our vehicles for the better part of the day,” Kumar said, adding that they do most of their trips through the night till the crack of dawn when the cold is, perhaps, at its worst.
Another city resident, Muzamil, said, “We stepped out to binge on snacks and drink piping hot tea to keep ourselves warm. This is the only way to beat the cold.”
Junaid, a regular bus passenger, said, “I am here to take hot tea amid the bone-chilling cold in the national capital.”

The air quality was also rated as “poor” in the nearby cities of Ghaziabad (340), Gurugram (324), Greater Noida (306), Noida (338), and Faridabad (336).

On Sunday morning, the national capital’s Air Quality Index (AQI) was listed in the “poor” category.
According to the Central Pollution Control Board (CPCB), Delhi’s air quality is still classified as “Poor.”
The CPCB data shows that on Sunday morning at 7:00 am, the AQI in Anand Vihar was measured at 266 while it was reported at 241 at RK Puram. Comparably, it was recorded at 227 in the ITO region and 233 in the Punjabi Bagh area.

Vehicles entering the national capital are being checked by officials amid the pollution-related GRAP 4 regulations.
There was a slight improvement in Delhi’s air quality on Saturday following the rainfall on Friday. The air quality, which was previously categorized as ‘Very Poor’ by the Central Pollution Control Board (CPCB), improved to the ‘Poor’ category.
However, despite rains offering a slight respite, Delhi’s air quality continued to be a matter of concern for residents.
A local resident and morning walker at Kartavya Path noted, “After the rains, the pollution has slightly decreased but the bad air quality condition persists. We are still facing some problems in breathing.”

Delhi Environment Minister Urges UP Transport Minister to Crack Down on Non-Destined Vehicles

Gopal Rai, Delhi’s Environment Minister, has issued a letter to the Uttar Pradesh Transport Minister requesting action on the transportation of non-destined cars into Delhi from the UP border to reduce pollution in the city.

“In this regard, it is requested that directions be issued to the concerned to ensure that all the non-destined vehicles should be diverted through Eastern and Western Peripheral Motorway night at their entry points before the Delhi Border. Accordingly, additional enforcement teams may be deployed at all entry points in peripheral ways to ensure the implementation of the aforesaid directions.” Read the letter addressed to UP Transport Minister Dayashankar Singh.

Following Friday’s rain, Delhi’s air quality improved somewhat on Saturday. The Central Pollution Control Board (CPCB) has upgraded the air quality from ‘Very Poor’ to ‘Poor’.
Anand Vihar had an AQI of 295 at 7 a.m. on Saturday, RK Puram had a reading of 230, Punjabi Bagh had a reading of 244, and ITO had a reading of 263. Meanwhile, Gopal Rai declared that the state government will postpone the intended implementation of the city’s odd-even car-rationing programme. The level of pollution has decreased. The AQI has dropped from 450 to roughly 300. The implementation of odd-even from November 13 to 20 has been postponed.

The statement comes after the Supreme Court asked the Delhi government earlier in the day to make a final judgement on the implementation of the Odd-Even Scheme. The court, however, declined to make a ruling, instead leaving the subject to the state administration.

As per the Office of the Environment Minister, the meeting will be attended by Finance and Revenue Minister Atishi, Health Minister Saurabh Bhardwaj, Transport Minister Kailash Gehlot, Social Welfare Minister Rajkumar Anand and Food and Supply Minister Imran Hussain.
The meeting will be held at the Delhi Secretariat at 12:30 p.m.

“In view of the serious situation of pollution in Delhi, Environment Minister Gopal Rai called a meeting of all the ministers of Delhi,” officials said.

The System of Air Quality Forecasting and Research (SAFAR-India) released data showing that the AQI in Anand Vihar was 432 (severe category), and 453 (severe category) in the RK Puram area. While ITO is at 441 (severe category), Punjab Bagh’s air quality was measured at 444 (severe category).

New Delhi continues to grapple with a dire environmental crisis as thick blankets of smog cloak parts of the city, leading to ‘severe’ air quality conditions, as reported by the Central Pollution Control Board (CPCB) on Tuesday.

Data released by the CPCB reveals alarming Air Quality Index (AQI) levels in various city areas. Anand Vihar recorded an AQI of 440, while Narela registered 388, Punjabi Bagh 434, RK Puram 431, and Shadipur 408—all falling within the ‘severe category zone.’ Similarly, Jahangirpuri recorded an AQI of 416, IGI Airport 404, Pusa Road 337, and Sonia Vihar 407.

The deteriorating air quality has prompted various measures to combat the crisis. Gurgaon Police has restricted the entry of trucks into Delhi-NCR, affecting heavy vehicles, commercial vehicles with BS 3 petrol engines, BS 4 diesel vehicles, LMVs (four-wheelers), and trucks transporting non-essential goods. “The general public is hereby informed that due to poor air quality in Delhi-NCR, as per the rules of GRAP, heavy vehicles, commercial vehicles with BS 3 petrol engines, BS 4 diesel vehicles, LMV (four-wheelers), are restricted from entering the Delhi-NCR area,” a Gurgaon Police advisory articulated.

The air quality crisis has persisted for six consecutive days, with the Gurugram-Mahipalpur area enshrouded in a haze of smoke and fog. Concerned citizens have voiced their distress over the situation, highlighting the health risks associated with the ongoing smog.

In response to the escalating pollution levels, Delhi Environment Minister Gopal Rai convened a meeting involving relevant departments to discuss the stringent enforcement of GRAP-4. The Commission for Air Quality Management (CAQM) invoked Stage IV of the Graded Response Action Plan (GRAP) throughout the National Capital Region (NCR) to curb further air quality deterioration.

GRAP comprises a series of guidelines and measures designed to combat air pollution in the NCR, encompassing Delhi and its environs. Various factors contribute to elevated winter air pollution, including dust, vehicular emissions, dry-cold weather, crop residue burning, and restricted air movement due to cold air density. These conditions have led to dangerously high AQI levels, particularly hazardous for individuals with respiratory ailments and posing risks, including lung cancer. The situation has drawn widespread public concern, urging authorities to address this pressing issue.

Delhi: Primary schools to remain closed till Nov 10 amid severe air pollution

Primary schools in Delhi will stay closed until November 10 due to the deteriorating air quality, announced Education Minister Atishi on Sunday. The Minister of Education also disclosed that classes 6–12 might move to online learning.

“As pollution levels continue to remain high, primary schools in Delhi will stay closed till 10th November. For grades 6-12, schools are being given the option of shifting to online classes,” Atishi said in a post on X.
Earlier on Friday, Delhi Chief Minister Arvind Kejriwal declared a holiday for all government and private primary schools in the national capital after the pollution levels plunged into the ‘Severe’ category.

According to the System of Air Quality Forecasting and Research (SAFAR-India), Delhi’s air quality stayed in the “Severe” category on Sunday for the fourth day in a row, despite a slight decrease in the overall Air Quality Index (AQI), which was recorded at 410 on Sunday as opposed to 504 on Saturday. SAFAR-India data indicates that the Delhi University area has 456 (Severe) air quality, while the Lodhi Road area has 385 (Very Poor) air quality. Similar circumstances were observed in Noida, where SAFAR-India reports that the air quality fell to the “severe” category with an AQI of 466.

Gurugram recorded an AQI of 392, keeping the air quality under the ‘Very Poor’ category.
According to doctors, for any healthy person, a recommended AQI should be less than 50, but these days the AQI has spiked beyond 400, which could prove fatal for those suffering from lung-related diseases and even pose a risk of lung cancer.

Gopal Rai, the environment minister for Delhi, stated on Monday that the city’s next two weeks are crucial because of the festivals of Dussehra and Deepavali as well as the impact of farm fires. The city has implemented phase two of the Graded Response Action Plan (GRAP) to combat the “very poor” air quality. Earlier today, Rai presided over a meeting at the Delhi Secretariat to assess the state of Delhi-NCR’sairquality. He announced that special teams would be sent to locate and examine local sources of pollution.

Rai also said that the Delhi government had reached out to neighbouring states on stubble burning, which contributed to the high levels of pollution. “We have spoken to the environment ministers of the surrounding states and they have assured that they will take action on stubble burning… Due to Diwali, stubble and Dussehra, the next 10 to 15 days are very crucial for Delhi…” Rai said.

After today’s meeting, the environment minister spoke to the media and announced that eight additional pollution hotspots in addition to the current 13 had been found in the city. He also announced the deployment of a special team to locate and examine regional sources of pollution. In Delhi, there are 13 high-pollution areas. Due to regional factors, the AQI was above 300 today at 8 other locations, including Shadipur, Mandir Marg, Patparganj, Sonia Vihar, and Moti Bagh. Special teams will be sent here to locate and examine any nearby sources of pollution, according to Gopal Rai.
