</excerpt>

First Report (Eighteenth Lok Sabha)’Demands for Grants (2024-25)’for farmers was presented in Lok Sabha on Tuesday by the Parliamentary Standing Committee on Agriculture, Animal Husbandry, and Food Processing.

The report was submitted by Punjab chief minister Bhagwant Mann and incumbent MP from Jalandhar Charanjit Singh Channi who also serves as the chairperson of the Standing Committee on Agriculture, Animal Husbandry, and Food Processing. It outlines the key priorities for India’s agricultural sector including financial allocations and budgetary proposals for the Department of Agriculture and Farmers Welfare for the upcoming fiscal year.

This report comes at a crucial time amidst the ongoing farmers’ protest by Haryana and Punjab farmers at the Shambhu border for higher Minimum Support Price (MSP) for agricultural products. This report provides recommendations and observations on the ministry’s budgetary provisions, which will be scrutinised by the Lok Sabha.

Some key recommendations of the Committee include:

The first recommendation highlights the Need for an Increase in Budgetary Allocations to Agriculture. Data indicated that while the Department of Agriculture and Farmers Welfare received higher allocations in absolute terms from 2021-22 to 2024-25 compared to other departments, its percentage share in the total Central plan outlay declined from 3.53 per cent in 2020-21 to 2.54 per cent in 2024-25. The Committee urged the government to enhance allocations to agriculture, particularly to improve productivity.

The second recommendation is a Change of Nomenclature of the Department of Agriculture and Farmers Welfare to the Department of Agriculture, Farmers, and Farm Labourers Welfare. To reflect a broader focus on the welfare of agricultural labourers, along with farmers, and to acknowledge their significant role in the agricultural sector, the Committee recommended the name change.

The Committee also proposed that the support under the PM-KISAN scheme be increased from Rs6,000 per annum to Rs12,000. Additionally, it recommended that seasonal incentives provided to farmers be extended to tenant farmers and farm labourers.

Another notable recommendation is to provide a Minimum Support Price (MSP) to Farmers as a Legal Guarantee.

The Committee observed that the implementation of MSP remains central to discussions on agricultural reforms and farmers’ welfare in India. It emphasised that a legally binding MSP could reduce farmer suicides by ensuring financial stability, mitigating market volatility, and alleviating debt burdens.

The Committee further recommended the Implementation of Universal Crop Insurance for Smallholder Farmers.

It suggested that the Department explore the possibility of providing compulsory Universal Crop Insurance for small farmers with landholdings of up to 2 hectares, modelled after the Union Government’s Pradhan Mantri Jan Arogya Yojana (PM-JAY) health insurance scheme.

The recommendation on Minimum Living Wages to Farm Labourers urged the establishment of a National Commission for Minimum Living Wages for Farm Labourers at the earliest, addressing their long-pending rights.

Another key recommendation is the Introduction of a Scheme to Waive Off Farmers’ and Farm Labourers’ Debt.

Considering the rising farmer debt and suicides linked to agricultural distress, the Committee recommended the introduction of a government-backed debt waiver scheme.

These recommendations are expected to inform policy decisions and financial strategies for the agricultural sector in the coming year, ensuring that issues such as irrigation, soil health, agricultural productivity, and rural development receive adequate attention.

Meanwhile, as part of the ongoing farmers’ protests, farmer leader Sarwan Singh Pandher on Tuesday called for a ‘Rail Roko’ in Punjab on December 18, from 12 PM to 3 PM.

Also read: Deloitte Report Reveals Disturbing Facts About AI Integration In Your Workplace

He urged the people of Punjab to participate in the protest. “Tomorrow, we will conduct Rail Roko in Punjab; I urge everyone to stop trains from 12 to 3 PM,” Pandher said.

Appealing for public support, he said, “Support farmers’ protests as much as possible. Punjabis need to fight as one.”
Accusing the central government of neglecting farmers’ issues, he added, “All unions are protesting uniformly. Our protest is not against the state government.”

When asked about Jagjit Singh Dallewal’s hunger strike, Pandher said his condition was critical. “Dallewal’s condition is critical; if anything happens, the central government will be responsible,” Pandher cautioned.
Reportedly, the ongoing farmers’ protests entered their 309th day on Tuesday.

“There is pressure from 140 crore Indians, 3 crore Punjabis, and 2.5 crore Haryanvis on the Modi government. We have 12 demands,” Pandher stated.
“The singers of Punjab have turned this into a people’s movement,” he added.

Earlier in the day, Congress MP Manickam Tagore moved an adjournment motion in the Lok Sabha to discuss Jagjit Singh Dallewal’s hunger strike, which has entered its 21st day.

“Dallewal, the president of the Bharatiya Kisan Union (Ekta Sidhupur), is in critical condition, with medical experts advising immediate hospitalisation due to his deteriorating health. Despite this, he has refused medical intervention, insisting on continuing his hunger strike for the farmers’ cause,” Tagore noted.

He urged the central government to take immediate action and engage in a meaningful dialogue with farmers’ representatives.

</excerpt>

India’s agricultural sector is set for a promising season, with the Ministry of Agriculture reporting a substantial increase in the area under kharif crops. This surge is expected to lead to a bumper harvest, bolstering food security and supporting the rural economy at a crucial time.

According to the latest data, the total area sown with kharif crops has expanded to 1,031.56 lakh hectares, a notable rise of 21.04 lakh hectares compared to the previous year’s 1,010.52 lakh hectares. This growth is led by a significant increase in paddy cultivation, which has surged to 369.05 lakh hectares from 349.49 lakh hectares last year—a nearly 20 lakh hectare jump that signals a potentially substantial boost in rice production.
The area under pulses has also witnessed a substantial increase, climbing to 120.18 lakh hectares from 113.69 lakh hectares in the previous year, reflecting a gain of nearly seven lakh hectares. Similarly, oilseeds have shown growth, with the area rising slightly to 186.77 lakh hectares from 185.13 lakh hectares last year. Groundnut cultivation, in particular, has seen a noteworthy increase, reaching 46.36 lakh hectares compared to 42.61 lakh hectares previously.

While soybean cultivation remains steady at 125 lakh hectares, a slight decline in cotton area has been noted. The area under cotton has decreased by 11 lakh hectares, dropping to 111.07 lakh hectares from 122.15 lakh hectares last year. Despite this reduction, the overall gains in other key crops have kept the agricultural outlook positive.
The Ministry of Agriculture remains optimistic about the upcoming Kharif season, emphasizing the substantial overall gains in rice, pulses, oilseeds, and other crucial crops. These developments are expected to significantly enhance food security and support the agricultural economy at a time when the country is keenly focused on boosting its agricultural output.

The positive trends in Kharif sowing are a reflection of the government’s ongoing commitment to strengthening the agricultural sector. In the previous fiscal year (FY23), total food grains production reached 329.7 million tonnes, marking an increase of 14.1 million tonnes compared to the previous year. This growth is part of a broader trend, with the average annual food grain production rising to 289 million tonnes in FY15 to FY23, up from 233 million tonnes between FY05 and FY14. During the previous years record increases have been noted across rice, wheat, pulses, and oilseeds, further solidifying India’s global standing as the largest producer of milk, pulses, and spices worldwide.

</excerpt>

As the global climate continues to evolve, agriculture faces increasing pressures and uncertainties. From shifting weather patterns to extreme events, agri-businesses worldwide are grappling with the impacts of climate change on their livelihoods and crop yields. In this context, precision farming tools have emerged as vital assets in the fight against climate challenges, offering innovative solutions to enhance resilience, optimize resource management, and sustainably boost agricultural productivity.

Precision farming, also known as precision agriculture, encompasses a range of technologies and practices aimed at maximizing efficiency and minimizing inputs while maintaining or improving crop yields. At its core, precision farming relies on data-driven decision-making, advanced sensors, and automation to optimize the 3Ps of Agribusinesses: productivity, predictability, and profitability.

Water scarcity and unpredictable rainfall patterns present formidable obstacles to growers worldwide. Precision farming tools, such as soil moisture sensors, satellite imagery, and automated irrigation systems, empower growers to precisely manage water resources. By continuously monitoring soil moisture levels and adjusting irrigation schedules in real-time, farmers and agribusinesses can minimize water wastage, curb runoff, and ensure optimal crop hydration. This targeted water management strategy not only conserves precious resources but also mitigates the detrimental impacts of drought and water stress on crop yields.

In addition to water management, climate-smart agriculture mandates efficient resource utilization to minimize environmental footprint and maximize productivity. Precision farming tools play a pivotal role in optimizing resource usage, notably fertilizers and pesticides. Through techniques like variable rate application and soil nutrient mapping, agribusinesses and farmers can customize inputs based on specific crop needs and soil conditions. By curbing excessive use of fertilizers and pesticides, precision farming mitigates water pollution, reduces greenhouse gas emissions, and alleviates soil degradation, fostering long-term sustainability and climate resilience.

Furthermore, climate change intensifies pest and disease pressures, endangering crop health and productivity. Precision farming tools, including remote sensing, drones, and predictive analytics, enable early detection and monitoring of pest infestations and disease outbreaks. Climate-smart agriculture with drones empowers farmers to reduce chemical and fertilizer usage by making data-driven decisions. Advanced sensors analyze soil conditions and crop health, optimizing water, fertilizer, and pesticide applications to minimize waste and environmental impact. Additionally, drone spraying systems apply resources with precision, reducing runoff and protecting vital ecosystems. With comprehensive data collection capabilities, drones enable farmers to make sustainable and productive agricultural decisions, adapting to the changing climate landscape.

Moreover, healthy soils form the bedrock of sustainable agriculture and climate resilience. Precision farming tools, such as soil mapping technologies, conservation tillage practices, and cover cropping strategies, foster soil health and mitigate erosion. By accurately delineating soil properties and implementing conservation measures, growers enhance soil structure, fertility, and water retention capacity. Healthy soils not only bolster crop growth and resilience but also sequester carbon dioxide from the atmosphere, curbing greenhouse gas emissions and advancing climate change mitigation efforts.

Adopting climate-smart crop management practices is imperative for navigating changing climatic conditions and optimizing yields. Precision farming tools furnish invaluable insights into crop growth, development, and performance, empowering agribusinesses and stakeholders to make informed decisions throughout the growing season. From selecting seeds and planting densities to timing harvests and post-harvest management, precision farming tools enable growers to optimize crop production while minimizing environmental impact. Embracing climate-smart crop management practices supported by precision agriculture technologies fortifies resilience, boosts productivity, and mitigates the repercussions of climate change on agricultural systems.

Precision farming tools constitute a formidable arsenal in the battle against climate challenges in agriculture. Their adoption not only represents a necessity but also offers a pathway to a more resilient and sustainable future for agriculture.

</excerpt>

India’s farmers have made a strong start to the kharif cropping season, with sowing surpassing last year’s figures. According to the latest data from the Agriculture Ministry, kharif crops have been cultivated across 904.60 lakh hectares so far this year, a 3% increase compared to the same period in 2023 when 879.22 lakh hectares were covered.

The surge in sowing is particularly evident for key crops like paddy, pulses, oilseeds, millets, and sugarcane. However, the area under cotton and jute/mesta cultivation has declined year-on-year.

Underscoring the government’s commitment to boosting pulse production, Agriculture Minister Shivraj Singh Chouhan has pledged 100% procurement of Urad, Arhar, and Masur across all states. He has called for increased awareness to encourage more farmers to cultivate pulses. India, a major consumer and producer of pulses, still relies on imports to meet a portion of its demand. The import of pulses has nearly doubled in the 2023-24 season despite incentives offered to farmers.

Kharif Season and Monsoon Significance
India’s agricultural calendar is divided into three seasons: summer, kharif, and rabi. Kharif crops, primarily dependent on monsoon rains, are sown between June and July and harvested between October and November.

The timely and adequate distribution of rainfall is crucial for Indian agriculture, especially kharif cultivation. The India Meteorological Department (IMD) has predicted an above-normal southwest monsoon (June-September) this year, a forecast echoed by private weather forecaster Skymet. Given that over 70% of India’s annual rainfall occurs during this period, a favorable monsoon is essential for the nation’s economy. Agriculture, which sustains nearly 45% of India’s population, is particularly reliant on the monsoon’s performance.

Speaking to the Daily Guardian, Chuba Ao said, “It ought to be stated that every sector from agriculture, rural development, education, healthcare has been kept focused in the budget and Finance Minister Madam Sitharaman deserves compliments.”

He added, “We can conclude that the budget is inclusive, with a strong thrust on job creation and improving the skills. Notably, it has also able to strike the right balance between agriculture and other sectors like services and manufacturing.
The Finance Minister.much to her credit, announced a substantial allocation of Rs 1.52 lakh crore for agriculture and allied sectors in the new financial year.”

Talking about the prospects in agriculture, he said, “Importantly, over the next two years, 10 million farmers will be introduced to natural farming practices. As a Naga farmer by birth, it also makes me happy to note that our Modi government will release new 109 high yielding, climate resilient seeds for 32 field and horticulture crops. Nagas in particular and the northeast people and other agrarian communities in the rest of the country will be immensely benefited.”

Adding, “The central government will also promote farmer producer organisations, cooperative and startups. The Digital public infra in agriculture will be made use of for coverage of farmers and lands in three years.”

Ao said, “The Prime Minister’s stewardship is now time tested as in the last 10 years he had put the country towards a journey for a developed India by 2047. There are a number of innovative ideas as mentioned in the Budget speech. FM Sitharaman has reduced fiscal deficit target to 4.5 per cent and she also announced a revised income tax structure in the new regime. I particularly welcome a series of initiatives such as 20 lakh youths to be skilled during next five years and that 1000 training institutions will be upgraded.“

</excerpt>

Ahead of the Parliament session, Prime Minister Narendra Modi expressed pride in his government’s unique achievement of presenting the Budget for the third consecutive time after 60 years in power. Speaking to the media, Modi emphasized the significance of this Budget for the “Amrit Kaal,” marking a crucial moment that will shape the next five years of governance and contribute to the vision of a “Viksit Bharat” (Developed India).

In his address, Modi underscored that the forthcoming Budget is not just a financial statement but a foundation for India’s growth trajectory. “Today’s Budget will chart the course for the next five years and lay the groundwork for our dream of a developed nation,” Modi remarked.

The Economic Survey preceding the Budget outlined six critical areas that need attention to drive economic growth:

Boosting Private Investment: The survey highlights the need to increase private sector investment as a key driver of economic growth. Encouraging private investment is seen as vital for stimulating economic activity and development.

Expanding MSMEs: The growth and expansion of Micro, Small, and Medium Enterprises (MSMEs) are prioritized. Strengthening these enterprises is viewed as a strategic priority to enhance economic performance.

Agriculture as a Growth Engine: The government aims to leverage agriculture as a significant growth driver. The Economic Survey suggests removing policy barriers to boost the sector’s contribution to economic development.

Green Transition Financing: Securing financial resources for a green transition is deemed essential. This focus aligns with sustainable development goals and environmental protection efforts.

Bridging the Education-Employment Gap: Addressing the disparity between education and employment is identified as crucial. Ensuring that educational outcomes align with job market needs is a key focus area.

Building State Capacity and Capability: Enhancing the effectiveness of state institutions to implement policies and drive growth is emphasized. Strengthening institutional capacities is vital for effective governance and development.

The Economic Survey’s emphasis on these areas reflects the government’s strategy to navigate the economic landscape of the Amrit Kaal and ensure robust growth and development in the coming years.

</excerpt>

As temperatures in Delhi soar past 50°C for several consecutive days, India finds itself grappling with an undeniable climate emergency. The unprecedented heatwave is not confined to the capital; other regions across the country are also recording their highest temperatures ever, prompting the India Meteorological Department (IMD) to issue severe heat alerts for central and northern India.

Early Warnings Ignored

The signs of this heatwave were apparent as early as March and April. The IMD had forewarned the nation about a severe heatwave extending into June. However, possibly due to the looming elections, the gravity of the situation might have been underplayed. Despite some government meetings addressing the issue, the current scenario has escalated beyond expectations, posing a significant threat to human health, biodiversity, and agriculture.

Human Toll and Health Crisis

The impact on human life is alarming. At least 15 people have succumbed to heat strokes within 24 hours in Bihar and Odisha. Since March 1, 2024, India has reported 16,000 heat stroke cases and 60 deaths. The southern states of Tamil Nadu, Karnataka, and Telangana are particularly hard-hit, with excessive heat placing immense strain on outdoor workers such as construction laborers, food delivery personnel, and farmhands.

The extended heat in urban areas exacerbates the situation. Cities with dense concrete structures retain heat well past sunset, increasing the demand for cooling systems and overloading the power grid. In Allahabad, for instance, the electricity department resorted to using desert coolers to prevent transformers from overheating.

Water Crisis Deepens

Allahabad’s predicament is particularly striking. Despite being located at the confluence of the Yamuna and Ganga rivers, the city’s water consumption has surged, causing a dramatic drop in groundwater levels. This scenario highlights a broader concern for rural areas lacking piped water or tankers, where wells and hand pumps are drying up, leaving humans and livestock desperate for hydration.

Agricultural Impact

Agriculture is on the brink of disaster as 50°C temperatures threaten the current biodiversity and place vulnerable areas, such as the Himalayan ecosystem, at risk. High temperatures could devastate orchard crops like mangoes, guavas, and litchis. Newly planted saplings and young plants, especially in rain-fed or water-scarce areas, face the greatest threat. Additionally, extreme heat accelerates ice melts in eco-sensitive zones, leading to biodiversity loss.

Many commercial seed varieties used in food production lack resilience to high temperatures, potentially leading to diminished harvests. For instance, wheat production in the 2022–23 and 2021–22 seasons was already impacted by erratic weather and heatwaves. If this trend continues, current commercial seeds may become obsolete, and developing new, climate-resilient varieties could take years.

Cyclonic Threats

Further compounding the crisis are cyclonic conditions over the Bay of Bengal. Cyclone Remal recently affected Bangladesh and the Sagar Islands in West Bengal with winds of 110–120 km per hour. Like Cyclone Biparjoy, which hit India’s western coast last year, these cyclones threaten to disrupt the Kharif monsoon, potentially leading to droughts and floods, and exacerbating agricultural losses.

Extreme temperatures are endangering all forms of life and jeopardizing food production. The Indian government must declare a state of climate emergency to mitigate these impacts and prevent further loss of life. In areas where temperatures exceed 50°C, non-essential activities should be minimized, and essential workers must be protected. Local authorities should be empowered to enforce these measures.

Moreover, the government should implement a strategic plan for farmers and closely monitor the monsoon season to prevent another agricultural crisis. Investing in reforestation, coastal mangroves, and other nature-based solutions is crucial to enhancing the nation’s climate resilience.

India stands at a critical juncture, where acknowledging and addressing the climate emergency is imperative for the survival and well-being of its people and ecosystems.

</excerpt>

India’s basmati-rich agriculture fields in Jammu and Kashmir’s R.S. Pura border belt have adopted a new technology wherein modified rippers are used to get rid of the menace of stubble burning. The Department of Agriculture (DoA) has introduced modified rippers to cut stubble and convert it into fodder.

A ripper is an agricultural tool that is used to loosen or aerate the soil. “The use of rippers will not only end farm fire and pollution but also create fodder for cattle,” Manager, Seed Multiplication Farm Chakrohi, Rakesh Khanjuria, told Khajuria said that the use of new technology not only prevents pollution, farm fires, and the destruction of minerals in soil and insects, but also creates fodder for the cattle of the region and employment for the local youth.
